ADDRESS BY THE PRESIDENT OF THE INSTITUTE (MR. J. G. SYMONS) IN PRESENTING THE AWARD TO ELLIOTT SYLVESTER TIMOTHY O'DRISCOLLTim O'Driscoll comes from a mixture of Irish and Scottish stock. His family on the paternal side settled on land in Western Australia in the middle of the last century. His family on the maternal side were part of the W.A. goldfields scenc, including places such as Kanowna, and the Great Fingal mine, near Cue, where his grandfather lies buried.The combination of land and mining environments may perhaps have contributed to an innate interest in geology shared by Tim and his two brothers, all of whom became geologists.Tim showed an early liking for mathematical and geometric subjects, and in his B.Sc. studies at the University of Western Australia he took a major in mathematics along with geology in 1940.His first job was on the Kalgoorlie Golden Mile, and then at Norseman. After serving as a flying boat navigator in the north and south Pacific theatres in World War II he returned to Kalgoorlie and thence to Broken Hill.

Despite technological improvements and better understanding of the hazards, coal dust explosions stilI occur. Experimental explosions in galleries in various countries extend knowledge with the constant aim of providing safer working conditions. The inadvertent ignition of an accumulation of methane is the traditional initiator of the coal dust explosion.There are specific parameters of coal dust explosibility and explosion propagation, including the important volatile matter in the coal, fineness and dispersibility of the dust and its concentration. Accepting that initiation cannot be absolutely prevented, it is necessary to consider explosion suppression. While both limestone dust and water are the chosen explosion suppressants, in practice water has more limitations to its efficacy when related to the degree of explosion violence. These data give rise to the criteria for explosion suppression, differences in favoured mining geometries, and using the same principles, to differences in suppression treatments.

Conventional hand drawn isopach maps of the cover of the Bulli Seam are too eomplex for use in the delineation of large domains of similar cover. Isopach maps prepared from trend surfaces fitted to the cover data are much simpler in form and so provide a convenient method of delineating broad domains of similar cover.

Exploration drilling by Joint Venture partners CRA Exploration Pty Ltd and Elders Mining PNG Pty Ltd has discovered a signif- icant copper and gold deposit at the Wafi River prospect, 60km WSW of Lae in Papua New Guinea. An indicated resource of 18Mt at 2.5g/t Au using a lg/t cutoff has been delineated in Zone A. No estimate has been determined for the separate copper occurr- ence at Rafferty's Zone but the copper will be significant to the project. Metallurgical studies on the gold indicate that the primary ore is refractory to direct cyanidation giving a highly variable and inadequate response. All conventional refractory ore oxidation techniques perform well on both ore and pyrite concentrate and oxidation occurs rapidly. No metallurgical studies on the copper mineralisation have been undertaken. Hypogene covellite and chalcocite copper mineralisation is associated with an intensely quartz-stockworked, and quartz and alunite-altered intrusive. Economically significant gold mineralisation occurs in distal subhorizontal lenses, within a sedimentary host, that plunge toward the intrusive. These lenses are sandwiched between overlying quartz and alunite-altered zones and underlying quartz and smectite zones in a mixed zone of quartz, dickite, kaolinite and illite alteration. The alteration and mineralisation is classified as a high sulphidation, epithermal style resulting from the influx of hot, acid magmatic fluids. Preliminary land ownership, road access, power supply and mine infrastructure studies are in progress. The project is currently at an advanced exploration stage.

The minerals industry is facing a productivity and investment crisis. The ‘Millennium Super Cycle’ from 2003–2011 was an unprecedented period of growth and investment resulting in increased throughput and development of lower grade resources to meet demand. During the boom quantity became more important than quality with throughput the key metric. This was accompanied by a general trend of decreasing feed grades across all commodities that was offset with higher production volumes.Current industry perception is that feed grade depletion is an unavoidable consequence of ore deposit geology and mass mining technologies for increasingly mature mining operations. In typical crush-grind-float operations value recovery only takes place at ~1–200 micron particle size during flotation, ie 3–4 orders of magnitude size reduction compared to primary feed. For increasingly low-grade deposits the cost of energy and capital intensity required to process and reject low value material at micron scale drives poor productivity. An alternative is to deploy a range of coarse (~10–100 mm) separation and rejection technologies. Grade Engineering® is an integrated approach to coarse rejection that matches a suite of separation technologies to ore specific characteristics and compares the net value of rejecting low value components in current feed streams to existing mine plans.Coarse rejection can be used on size distributions ranging from run-of-mine (ROM) to semi-autogenous grinding (SAG) discharge. Grade Engineering® is based on five rock based ‘levers’ linked to combinations of screening, sensor-based sorting and heavy media separation. These involve exploitation of preferential grade deportment to specific size fractions during breakage: differential blasting to condition grade by size at bench scale; sensor based sorting at truck and conveyor scale; and differential particle density.Grade Engineering® is being developed and implemented by a consortium of over 30 mining companies, equipment suppliers and research organisations. Emerging results from collaborative site activities demonstrate potential for generating significant value, which can reverse the trend of declining productivity due to feed grade depletion.CITATION:Walters, S G, 2017. In March 2002 Newcrest Mining Ltd commissioned a 4 Mtpa gold-copper concentrator at its Cadia Valley Operations in New South Wales. This paper presents the design and construction considerations, commissioning and ramp up issues related to start up of the concentrator as well as current performance and future expansion plans. Commissioning of the plant was the culmination of six years of project planning, from discovery of the resource during the Cadia Hill drill out campaign in November 1996 to project implementation and plant operation. Current resource estimates stand at around 50 Mt with an average grade of 2.4 g/t gold and 0.8 per cent copper. At current processing rates the project life is expected to exceed ten years. The processing plant comprises a 9.75 m (32 ft) diameter Fully Autogenous (AG) mill, a single 6.7 m (22 ft) diameter ball mill, pebble crushers, gravity gold recovery circuit and flotation plant. Upgrades to the existing infrastructure and manning requirements at Cadia will be discussed as well as the resultant impacts on operating costs for the operation. The processing plant was expected to deliver 290 000 ounces of gold and 30 000 tonnes of copper in concentrate in its first full year of operation and progress against that goal will be presented.

If the industry keeps doing what it has always done, it will continue to get what it has always got - rising operating costs. Why is this so? Generally grades being chased are becoming lower, stripping ratios becoming higher, ability to attract personnel to the industry becoming harder and/or more expensive, higher safety standards are being demanded and environmental governance is being enforced.   How then should the surface mining industry plan for the future whilst delivering on improved safety and the environment? In-pit crushing and conveying (IPCC) points the way, as a partial or complete substitute for trucks.   IPCC systems promise significant advantages over traditional truck and shovel operations, including improved safety, reduced operating costs, reduced dust and noise emissions, far greater efficiency in energy use (electric versus diesel motors predominantly and the ability to regenerate electricity back into the local grid for downhill situations), reduced carbon emissions (dependent on power generation source) and reduced water consumption. Despite these advantages, there is a general industry reluctance to migrate from truck and shovel operations. This reluctance stems from a familiarity with truck and shovel operations and a perceived concern that IPCC lacks flexibility which will negatively impact on the mining operation.   In studies conducted since 2007 (with the new modular builds) comparing IPCC with truck-optimised pit designs, IPCC has delivered up to USD$0.82 per tonne moved less than an equivalent truck operation. In addition, IPCC is easily automated from a central control room (local or remote) - something that trucks have yet to commercially achieve.   IPCC is a proven process that, with a fresh mindset, can make a significant improvement to mining operations - its safety, the impact on the environment and its costs. It maybe of interest to note that there is over 200 IPCC installations worldwide today.   This paper and presentation will assist in furthering the understanding of IPCC and its applicability.

Coal workers’ pneumoconiosis (CWP) has re-emerged as a major concern in the Australian coal mining industry. Harmful effects from coal dust inhalation have been well documented, but the underlying causes and mechanisms of CWP are still debatable. Research conducted in the USA has proposed a plausible link between the presence of pyrite in coal and the prevalence of CWP. Reactive pyrite in coal oxidises under ambient mine conditions to produce various iron sulfate minerals such as melanterite, rozenite, roemerite and szomolnokite. Rapid reaction rates are promoted by the form (size and morphology) of the reactive pyrite present, which provides both increased surface area and increased porosity for easy air access to reaction sites. The products formed from reactive pyrite oxidation are often needle-like crystals with thicknesses in the order of 1–2 µm (eg melanterite and rozenite) and prismatic crystals with thicknesses less than 5 µm (eg roemerite) have been recorded. The densities of these minerals are significantly less than quartz, which makes them prone to becoming airborne with the normal coal dust. In fact, the mix of these mineral salts is commonly referred to as ‘fairy dust’ by mine workers due to the way they can become entrained and sparkle in the mine ventilation air, particularly if they occur in the upper part of a seam that is forming a coal roof. Examples are presented of the various products of reactive pyrite oxidation found in three Australian coal samples, which provide evidence of the physical and chemical mechanisms that would support the USA findings, particularly in terms of a source of bioavailable iron leading to increased inflammatory stress response.CITATION:Beamish, B B, Ward, C R and Chalmers, D, 2017. The sixth international symposium on mining with fill nearly coincides with the 25th anniversary of the Jubilee Symposium on Mine Filling. That symposium, held in August 1973 in Mount Isa, in part to commemorate the 80th anniversary of The Australasian Institute of Mining and Metallurgy, was the first in what has turned out to be a very successful series of symposia. Subsequent symposia were held in Sudbury, Canada (1978), Lulea, Sweden (1983), Montreal, Canada (1989) and Johannesburg, South Africa (1993). The series of symposia has now become an established part of the mining industry calendar, and it will be interesting to see which country is given the honour, and accepts the challenge, to organise the next symposium.One way of predicting the future, or some small part of it, is to revisit where we have already been with a view to determining the existence of any trends that may impact on the future. An historical review of filling practice and research, with special emphasis on Australian experience in particular and worldwide in general over the previous 25 years, will enable me to address the historical and predictive objectives. Controversy can always be achieved by producing a best of list; it can be guaranteed that everyone will disagree with at least one of the nominations. On this occasion, the best contributions by individuals or groups in a number of areas of mine fill technology, over the last 25 years, will be the basis for the nominal awards. The controversy can be increased by posing a number of questions that, hopefully, some of the authors will address during their presentations. I imagine the social functions will be busy enough, but the questions may just add to the cut and thrust of the debate.

A detailed study of the capital investment and production cost for copper electrowinning plants shows that significant savings in both can be achieved by increasing the current density. From the economic analysis it is determined that the optimum current density which will result in lowest capital investment and lowest operating cost is between 60 A/sq. ft. and 70 A/sq. ft., or at least three times as high as the Conventionally employed current density. The specific investment, expressed as $/ton-year, is found to be a function of both the current density and plant capacity and has a minimum value at the optimum current density. Empirical equations are developed for the purpose of estimating the capital investment and operating cost for plants of any production capacity operating at any current density.

To achieve an efficient separation in the flotation process, valuable particles need to be selectively segregated from the gangue while utilising a minimum number of flotation stages. TodayÆs existing flotation technologies are effective for fine particle size classes; however, limitations due to particle buoyancy and bubble-particle detachment restrict the effectiveness of traditional flotation approaches on coarser particles. As a result, flotation circuits are generally configured to process only fine particle size classes in order to maximise recovery in the primary stages. Eriez has invented a novel flotation technology, the HydroFloat, which overcomes these limitations by carrying-out flotation in a dense, fluidised-bed medium allowing for the recovery of coarse particles (>0.250 mm). Over the last 15 years, this technology has been successfully applied to industrial minerals with several full-scale units installed to recover particles up to and exceeding 3 mm diameter in primary flotation circuits. This paper includes discussions on the history of this technology, process theory, existing applications, and a review of recent sulphide-based laboratory test work conducted for Newcrest mining and others. Of the optimization techniques proposed in determining the optimum open pit limits, dynamic programming and graph theory have proved most successful. However, publications on these two methods lack a certain amount of rigour and clarity in exposition. Certain ideas in the methods have been clarified and additional features introduced in order to make them more sensitive to practical applications. A case study in the form of an application of these ideas on data from a producing mine is presented and discussed.

The proper selection of a coal for a particular use depends on knowledge of fundamental data concerning the coals that offer, particularly their type and rank. Type of coal depends on the nature of the original plants and the environment in which they accumulated.Rank reflects the subsequent metamorphism of the coal, and is of two kinds-physical rank and chemical rank.INTRODUCTIONIn the different coalfields of the Commonwealth of Australia there occur many different kinds of coal which provide the coal-research worker with a wide range of material, but to the fuel technologist they represent complex problems in utilization.In the past it has been common practice to instal coal-using equipment of a design based on plant used in large industrial centres of other countries and then search for supplies of suitable coal. This has led to the transportation of coal mainly from New South Wales to other States, which have inadequate supplies of coal suitable for use in the equipment they have installed. However, modern economy and industrial practice demand local resources of coal for the development of industry, transport and domestic services, and a change in the old order is rapidly taking place. Technologists and engineers are now faced with the problem of designing and installing equipment to use whatever kind of coal is available in local coalfields.Much has been accomplished in this direction and important investigations are at present being carried out, but there still remains a wide field of problems for research.In planning and carrying out investigations into coal utilization it is essential that fundamental data and knowledge should be available and that its significance should be appreciated.

The Australian Corporations Law generally requires Independent Expert Reports to be presented in support of capital raising or in defence of mergers and takeovers. The introduction of the VALMIN Code in 1995 (and its recent revision issued as the VALMIN Code, 1998) made Assessment and Valuation Reports in these circumstances much more comprehensible than before because of its key requirements for transparency and materiality. By forcing the Independent Valuer to provide an explanation of the reasoning behind the estimation of a particular resource asset, VALMIN allows the reader to clearly see any error or illogicality in the valuation methodology used and to seriously question or even reject the resulting value. Even though many elements of resource asset valuation practice are undeniably subjective, there must be some basis of objective rationality to it. Independent resource asset Valuers are the essential link between mineral explorers/miners on the one hand and brokers/analysts/fund managers/investors on the other. The minerals and financial industries both expect them to not use inappropriate or invalid valuation methods and illogical steps within these methods. This paper examines some of the less sensible ways in which some of the main techniques that Valuers commonly use to assess the fair market value of mineral properties have been applied in recent instances. The authors hope to discourage the adoption or perpetration of the æWhat-number-did-you-have-in-mind?' approach. It is MINVALÆs view that as many methods as possible should be used in any resource asset valuation. If any of the resulting estimates are in approximate agreement (particularly if they were derived using the less subjective of the available methods), ie if they cluster, they are probably more persuasive as being the Preferred Value of the asset than outlier values within the Valuation Range.

The TerraSpec is a compact field portable mineral analyser that uses non-destructive reflectance spectroscopy for mineral identification. The instrument uses and measures infrared and visible light that is absorbed by certain covalent and molecular bonds (AlOH, FeOH, MgOH, CO32-, OH, H2O and NH4) within the lattice of a mineral at specific wavelengths producing an absorption spectral profile. A variety of minerals can be detected including clays, micas, carbonates, and hydroxides as well as some sulfates and silicates. However, not all minerals are detectable, such as quartz and feldspar. Alteration minerals replacing volcanic rocks have been studied for several epithermal prospects in the lower Waitekauri Valley (Sovereign, Jubilee, Scotia and Jasper Creek) and a geothermal field in the Taupo Volcanic Zone. At the Sovereign, Jubilee, Scotia and Jasper Creek prospects previous XRD investigations determined well developed clay mineral zonation with illite in the west (Sovereign and Jubilee) grading into interstratified illite-smectite (Scotia) and smectite (Jasper Creek) to the east. Although the percent of illite within interstratified illite-smectite could not be determined and some illite-rich illite-smectite (>90 per cent illite) and some smectite-rich illite-smectite (>90 per cent smectite) could be misidentified as illite or smectite respectively, the TerraSpec survey determined the same zonation of illite to illite-smectite and smectite. Common chlorite, rare calcite and local kaolinite were also detected. At the geothermal field, the TerraSpec was primarily used to determine the occurrence of kaolinite, dickite and alunite, which form in acid conditions. Widely spaced (every 50 to 100 m) XRD results are in excellent agreement with closely spaced (every 5 to 10 m) TerraSpec results that further determined the occurrence of these minerals in previously unrecognised intervals. It also determined the occurrence of zoned smectite, illite-smectite, illite, and chlorite alteration. Overall, the TerraSpec is a rapid mineral identification technique that is very useful in delineating the occurrence and distribution of certain minerals in both epithermal deposits and geothermal fields. Although the TerraSpec cannot detect as many minerals as XRD, the TerraSpec allows data collection at a sampling scale and speed (real time) that is not practical by XRD.

My selection of the Australian coal industry as the theme of this Presidential Address arose from the fact that it is one of our most important mineral industries. The industry is presently prospering.M.ore coal, mostly of better quality (except for certarn power-house types), is being produced more cheaply in terms of real money than at any time in the past, and exports overseas are currently at a highlevel.In. spite of this, concern has been expressed in certam quarters about the future of some phases of the industry; for example, there has been some public comment on the selling price of our coking coal to Japan, the possible over-export of our coking coals from New South Wales, the introduction of foreign capital to develop large-scale mining ventures in Queensland, and the proposed export of substantial quantities of coking coal from the same State.Furthermore, proposals for the introduction of atomic power plants into several States well endowed with reserves of coal have given rise to comment, and recently the Department of National Development(1968) warned that insufficient attention is being paid to "orderly development and careful husbanding of the nation's coal.To reach a balanced judgment on whether these views are well founded it is essential to make a broad survey of the present position of the coal industry in the Australian economy. I therefore propose to deal briefly with several aspects, and to comment, in particular, on the important subjects of exploration and research in progress at present on Australian coals.Detailed descriptions of the Australian coalfields are to be found in existing technical publications (e.g.. Andrew, 1965; McLeod, 1965) and the data on coal reserves have been progressively revised as more accurate information has become available.
