THE writer of this paper well realizes that the majority of engineering and metallurgieal works have from time to time evolved mechanical devices which are of great value as regards application in an operating plant.Many of these deviees would not be apparent to an individual making a brief inspection of works such as these, and it is for this reason that the writer proposes to outline a few of the devices which have been evolved by the engineering department of the Broken Hill Associated Smelters Pty. In the ordinary methods of boring an external spherical casing, that is with a radius bar attached to the tool rest of a lathe, there is always an error in the bore. At the outset I want to thank you for inviting a representative of the Chamber of Mines of South Africa to address you on the subject of mining and its future at this, the 13th Congress of the Council of Mining and Metallurgical Institutions. It is indeed a pleasure and an honour to be here. As many of you will recall, four years ago I, as the then President of the South African Institute of Mining and Metallurgy, had the privilege of hosting and welcoming you to the 12th Congress, the third such congress hosted by South Africa. The late Sir Ernest Oppenheimer, President of the 1930 Congress - the first to be held in South Africa - in his opening address foresaw the mining industry as "the most potent factor in spreading the benefits of civilisation over the sub-continent." We have come a long way since those halcyon days but, as I noted four years ago, it still remains true that mines have been, and will continue to be, the missionaries of development in many, if not most, of the Third World countries. I have been asked to address you on the subject of "mining" and to let my imagination roam widely so that delegates can leave the congress with a broader vision than they brought on arrival. It is a tall order and in my attempt to fulfil it I ask you to cast your minds back 120 years to a sultry, rustic day when the first diamond was discovered in South Africa at the now famous town of Kimberley. At that time the South African economy, predominantly pastoral, was still at subsistence level. Almost overnight the ensuing diamond rush turned the then British- owned northern Cape Colony's semi-desert scene into a hive of mining activity, every prospector bent on making his instant fortune. It was very little different, I am sure, to the gold rushes that hit California in 18+8, Australia in 1851, New Zealand in the 1860s. and the Yukon in the 1890s.

The Resources Boom of the 1960s in Australia provided a strong foundation for AustraliaÆs economic prosperity for the remainder of the twentieth century. In combination with sound economic management, our world-class minerals and energy sector has played a key role in the nationÆs competitiveness, and it has been the major source of our exports since the early 1970s. Even with the emergence since 1990 of major mineral provinces in Latin America and elsewhere, Australia has increased its percentage of world production of several minerals. Between 1990 and 2002, our share of iron ore production rose from 13 per cent to 20 per cent, nickel mine production from eight per cent to 17 per cent, copper mine production from four per cent to seven per cent and zinc mine production from 13 per cent to 17 per cent. Whether this situation will continue during the coming decades motivates the discussion of this reflective paper. The approach is to consider fundamental supply-side and demand-side issues in arriving at a view about the state of the world, the world minerals sector and the Australian resources sector in the coming decades. The argument draws from the experiences of other mature mineral producing countries such as Canada and the United States. In such nations, efficient producers have often sustained competitiveness for extended periods, despite falling grades and other challenging operating conditions. Yet several forces are changing the economic geography of the minerals industry in significant ways. These include the re-emergence of major global mining corporations, the revision of mineral policy in over 100 nations since 1985, the mobility of technology and more efficient transport both for mineral productions and mining professionals. Given these trends the paper argues that the Australian mining industry must continue to change and evolve significantly in the foreseeable future. Its leaders will need to be even more internationally focused if it is to maintain its strong competitive position.

The recent rapid escalation in computer use by mining companies, particularly in technical applications, can in part be traced to a growth in the availability of specialist packaged software. Such software, often developed by independent software companies provides economies of scale, end user orien- tation and breadth of scope imposed by market forces. This paper reviews the emergence of these companies and current software econo- mics before extrapolating present trends to consider the effect of future fourth gen- eration languages upon productivity.

The papers to be presented in this Session show an interesting range of subject matter. Three discuss specific problems associated with existing mines, one deals with hydrogeological risk evaluation and one uses the impact of mine drainage on an aquifer to analyse a large-scale hydraulic parameter. Paper 1. Environment studies to determine the impacts of re-opening Banska Stiavnica-Hodrusa ore district in Czechoslovakia - Dusan Cababla - Marian Skaviniak. Future developments in established mining areas may have significant hydrogeological implications, especially where the existing mines are to be deepened. In turn this may have an impact in the area of the disposal of ever larger quantities of mine water, particularly, as is often the case, where the quality of this water is poor.

The Australian mining industry has suffered from a decline in its public image during the past decade. This has occurred partly as a result of increased questioning of accepted social and economic values since the mid-1960s and the greater restrictions placed on industry since then, and partly ò from the industry's inability to effectively answer its critics. Public opinion surveys have shown the depth of the decline in the industry's community acceptability and highlighted those issues which people regard as disadvantages of mining. The industry's poor public image has contributed to the difficulties of attracting young people to take up professional careers in mining. All those involved in the industry have a responsibility to assist in activities designed to improve the industry community Acceptability.

An extensive study was carried out to evaluate the performance of Outokumpu OK50, OK38 and Maxwell MX14 cells at ComincoÆs Red Dog flotation concentrator in Alaska. Tests were conducted by varying operating conditions of the cells installed in different circuits in the plant. The hydrodynamic and gas dispersion properties were measured and the metallurgical performance of the cells was evaluated for each condition used in the tests. This paper highlights the importance of superficial gas velocity, bubble surface area flux, gas hold-up, power consumption, residence time distribution and froth flow behaviour in optimising cell performance. The findings of these tests provide valuable insights into selection of the best cell operating conditions to optimise circuit performance.

North Flinders Mines Limited (N.F.M.) is an Australian-owned mineral exploration and mining company based in South Australia. In the 1970's it researched the prospectiveness of the Tanami (central western region of the N.T.) for the identification of possible economic gold deposits. Having outlined the potential for such a deposit at The Granites (550 km. N.W. of Alice Springs), it marked out and in 1975 applied for the grant of eleven gold mining leases (G.M.L.'s) under the provisions of the then Mining Ordinance. This application was deferred by the Commonwealth Government during the time of the Aboriginal Land Rights Commission (Woodward), subsequent enactment of legislation and land claims. In 1980, the Walpiri and Kartangarurra-Kurintji land claim encompassing the G.M.L.'s, became Aboriginal land. It therefore became necessary for N.F.M. to negotiate a mining agreement with the Central Land Council (C.L.C.) represent- ing the Traditional Owners, before the G.M.L.'s could be granted. In August 1983, the C.L.C. and N.F.M. concluded an agreement to enable the grant of mining interests necessary for the devel- opment of The Granites Gold Project. The capital cost of major items of mining equipment is very high. The operating cost of such equipment is also high. It is therefore important that such expensive equipment is used productively. To this end mine management uses production data systems and management accounting systems to monitor events and provide data for analysis to enable management to make operating and business optimisation decisions. This could be done better if there was an understanding of productivity in terms of its utilisation and efficiency components. What has been missing has been a methodology to properly account for the productivity of equipment in terms of its contribution in dollars to the costs and profit of the mine. An explanation of the Productivity Accounting methodology will be given. It will then be shown that productivity has two components, that of capacity utilisation and efficiency. These are defined and the dollar contribution of each to costs and profit shown. The efficiency component tracks the effect of proportional changes in input cost quantities used in the mining process as mining production changes. The capacity utilisation component tracks the effect of step changes in the input cost quantities used in the mining process as mining production changes.

Both innovation and excellence are desirable attributes of education, as they are also markers in the progression of the human race, but how attainable are they? The interaction of minerals and humanity provides a special insight into the development of both criteria, from the discovery that chert cuts, through the Bronze Age and the first use of metal alloys for implements, to using coal, oil and uranium as sources of fuel. However, there have been many hiccups along the way, where excellence in one respect has meant disaster in another. Examples are in the exploitation of asbestos, and in traditionally poor work practices in mining, both contributing to the widespread public belief that minerals and mining are ecologically undesirable. Yet is this perception based on the unrealistic expectation of innovation and excellence being simultaneous qualities of any given process? Common sense born of experience indicates that the journey from one, to the other, is usually a long and often tedious process, with much trial and error before excellence is attained. In our time, the partnership between academia and industry is the usual pathway to achieve it. Even so, we should take care that innovation does not become overwhelmed by the pursuit of excellence: as history clearly demonstrates, humanity depends upon both.

The underground Sunrise Dam gold mine commenced in October 2003 to extract ore from a series of orebodies with various dips, widths, and ore grades over a strike length of 1.5 km. To successfully operate flat stopes it was identified that a means to extract ore left behind after blasting in stopes with dips ranging from 15 to 40 degrees was needed. Various options were available, which included a bulk water cannon, hand held high-pressure water jet, remote controlled small dozer, several mini excavators and finally a specialised remote controlled excavator from the demolition industry. Trials were commenced for the bulk water cannon option in 2006 that proved that the concept worked, however, the system was too cumbersome to set up for use in cycle with production. Hand washing down using mine (low pressure) water with a two-inch bullhose proved of limited value. The small, one metre high remote controlled dozer as used in South Africa was reviewed, but the steepness of most of the stopes precluded this machine. The hand held high-pressure water jet option is still being investigated; with safety factors still being addressed. Several mini excavators were trialled to clean out the flat stopes with generally poor results, the machines being either too large to fit in the drives and pull ore down or too small with too short reach to effectively and efficiently pull ore out of the stope. In early 2007 a Brokk 330 remote controlled excavator was trialled on site with the low profile of the machine and unique arm configuration proving an effective tool for pulling ore from the footwall of short, flat stopes. A Brokk 330 remote controlled excavator was purchased in late 2007 and is currently in operation.

New knowledge has no economic value unless it can be applied, or æcapturedÆ, as the R&D jargon has it. Australia probably spends more than $500 m per year on mineral industry R&D, distributed amongst the mining companies (IR&D Board, 1997), CSIRO, the universities and others. The investors in this research (industry, and the community via government) will expect some sort of return from their investment. The return will be poor unless the know-how developed in R&D programs can be exploited. This paper explores some of the issues involved in capturing the outcomes of mineral industry R&D in a form which can be exploited for economic benefit, and suggests ways in which it might be done better. It is based on the experience of the JKMRC in conducting applied research in mining and mineral processing and delivering it to the industry. It may seem presumptuous for a research contractor to be telling its clients how to do their job. However, the process of developing, acquiring and implementing R&D outcomes has to be a partnership between provider and receiver, in order for this process to work efficiently. This applies whether the two parties operate within a single corporation (a corporate laboratory and a business unit, for example) or are two entirely independent organisations (eg a mining company and a university). Both partners have a role to play, and the best examples of realising the benefits of R&D almost always involve the open-hearted and skilful handling of this synergy.

The media in Australia is currently rife with articles and pronouncements on global warming as the most significant crisis of our time, which may æthreaten the future of civilisation as we know itÆ. This has been recently reinforced by release of Al GoreÆs film æAn Inconvenient TruthÆ, and one would be led to believe that the science of global warming is settled. And yet there is a strong body of literature disputing this apparent consensus which suggests that care should be exercised in introducing radical policies to solve a crisis which may not be real. Such policies would have a major impact on those in professions such as engineering (project approvals and design to minimise greenhouse gas emissions), accounting (carbon tax issues) and the law (corporate disputes on greenhouse gas issues are already in train in the USA). This paper addresses the hysteria apparent in the climate change debate by presenting factual evidence relating to climate change and the current phase of mild global warming. Some of the more extreme statements on future impacts are repudiated with published data, and alternatives to the purported role of fossil fuels in temperature change are offered. The potential impact of political decisions on professional activity is discussed, as are the implications of a possible future reversal of the scientific consensus, as has occurred in the past. The paper concludes with a call for the professions to exercise their Learned Society role to ensure that a rational and public debate is held on the broad issue of climate change.

The rights of nations to explore and exploit minerals in the continental shelf were recognized by the 1958 Convention on the Continental Shelf. The Commonwealth Government has expressed the view that, as a party to the Convention, it has, by virtue of its foreign affairs power, full rights to legislate with respect to offshore minerals. States have taken the view that the rights recognized as extending into the continental shelf are land mineral rights, which belong to the States, and the Commonwealth legislative power in this field is strictly limited. Without prejudice to each other's rights, Commonwealth and States agreed to "mirror" legislation in relation to offshore petroleum. Commonwealth and State legislation, of which the operative parts are in identical terms, are both administered, in relation to areas adjacent to each State, by State Ministers of Mines. The legislation has functioned well in practice, though difficulties are encountered by the Commonwealth Government due to lack of direct accountability to Commonwealth Parliament. An alternative scheme designed to overcome this problem is outlined.

The implementation of the Mining Further Amendment) Act, 1970, and later the Coal Mining Act, 1973, placed a requirement on the Department of Mines to accept an initiative in relation to coal exploration and coal mine development which does not apply in the case of other minerals. It is necessary to consider the exploration of the total coal resources of the State when considering exploration rather than one individual basin or deposit. If the level of knowledge of the coal resources in these basins is considered in relation to their potential for development it is possible to allocate broad scale priorities to their assessment. Due to the enormity of the task which involves a conservative estimate of in excess of 400 000 m of drilling to reach a broad reconnaissance level of understanding the involvement of industry with the Department in the exploration programme is necessary. Since the 1970s we have seen a marked corporate response in terms of the environment. In part this has come from regulation but it has largely come from stakeholders and the community. We now see a similar trend towards sustainability. The Brundtland (1987) definition of sustainable development provides a direction for advocates: the advance of human prosperity in a way that does not compromise the potential prosperity and quality of life for future generations. In my view its three essential components are: economic, environmental and community. The Global Mining Initiative and the contributions to the Rio World Summit and the Johannesburg World Summit on Sustainable Development indicate that sustainability is being taken very seriously by the mining industry. But does the minerals industry really embrace sustainability as they claim? There is a view that in reality sustainability is a non-event and that the triple-bottom line approach is only a convenient catch-cry for companies who are actually focussed very strongly on the economics part of the equation. Chemical engineers are showing a strong trend to more sustainable practices and the chemical industry has shown real commitment to research into developing sustainable processing systems. This requires a framework for thinking and design and the chemical industry is demonstrating true innovation as it moves towards æno wasteÆ technologies. Whilst there are limits to the rates of change that can occur the minerals industry should also be moving in a much more determined manner towards the notion of processing of products designed for whole-of-life cycle û with minimum/no waste. But is the minerals industry just paying lip service to the importance of research to sustainability?Several common themes influence the science and innovation agenda in Australia, which will affect the development and adoption of innovations by AustraliaÆs minerals sector. First is the well-proven link between peer-reviewed scientific excellence and commercial application. Second is the rise of multi-disciplinary Mode 2 research, which has developed in response to the complexity of problems faced by contemporary researchers, which are best analysed by combining expertise from two or more disciplines. Successful innovation outcomes, in any field, including minerals processing, is promoted by Mode 2 research which benefits from greater levels of networking and collaboration. Kofi Annan in his Message to the World Social Forum puts it very succinctly æThe way forward lies in finding constructive solutions togetherÆ.

The Red Dome deposit is located about 15 kilometres by road west of Chillagoe in far north Queensland. The deposit is within a well known band of mineralisation which is adjacent to the Chillagoe - Mungana railway line. The Inquiry into the 1994 accident at Moura No. 2 Colliery included in it's findings that mine escape and rescue options for persons in underground coal mines were in need of review. The Inquiry recommended the establishment of industry working groups to report to the Queensland Chief Inspector of Coal Mines on matters including escape strategy and life support for escape from mines.One of these task groups examined issues relevant to self-escape from Australian underground coal mines and formulated recommendations and guidelines in response to the terms of reference and scope.

Cannington mine is a silver lead zinc operation located in north west Queensland. The operation has been in production since 1997. Ore is primarily moved through an underground material handling system comprising of a crusher, conveyor and hoist. The underground crusher and conveyor system were sited in lower grade ore when the mine was first commissioned. As Cannington is now a mature operation, this ore is considered run of mine and stoping progressed into the crusher exclusion zone. As the stoping fronts advanced there was increased damage on the crusher chamber and infrastructure. In response to monitoring data, the crusher monitoring system was significantly upgraded in 2016. The monitoring system included rock mass and infrastructure instrumentation. It improved the understanding of stress impacts and mechanisms driving the damage within the chamber. It allowed the site geotechnical team to respond to changes utilising ground support, mining sequences and increased levels of monitoring. As stoping and damage to the rock mass continued, so did the process of responding to monitoring data. Ultimately, the monitoring system enabled a safe and controlled closure of the chamber. As a society, the retiring age of workers is increasing. Individuals are having to consider working to an older age (beyond 55 years), the reason being to æpay offÆ debt, maintain a quality of life or, as a bigger picture, because society simply cannot afford the aging population. The Government is encouraging and promoting those approaching retirement to work to an older age to alleviate the financial burden of an aging population. In a working context those aged 55 years and over accounted for ten per cent of the Australian workforce in 1998 with this age group expected to account for half of the growth in the workforce between now and 2016. For the 60 - 64 years which account for less than three per cent in 1998, this group is expected to account for 15 per cent of the growth in the same period. As a result of individuals who have worked all their lives and in some cases æphysically hardÆ, they do not fully enjoy their years of retirement as a time when they get to choose what they want to do rather than what they have to do. Of particular interest are the physical or health related conditions that individuals end up with and the restrictions that ensue resulting in an individual being incapacitated either physically or with respect to the state of their health.
