AUTHENTIC records show that coal mining in Cape Breton dates from the year 1720, when the French military authorities obtained coal from what is now known as the Blockhouse seam, in the Morien district, for use at Louisburg, where the fortress, now of such historic interest, was being built. Thereafter, coal was mined more or less continuously, and although, for many years, in a very haphazard way, there was, on the whole, a steady growth towards a better regulation of the industry, culminating in the year 1825 with the arrival of the General Mining Association in Nova Scotia. This Company, more generally known as the G.M.A., had acquired extensive tracts in Brazil and Colombia and had also purchased the mining rights for the whole of Nova Scotia-excepting such areas as had been previously leased-the attraction being the rich veins of copper currently reported as occurring in the Province. These fabulous copper veins, upon examination, failed to materialize, but the engineer sent out to report on them returned with such good accounts of the coalfields he had seen that steps were taken immediately to investigate them. From that rime onward, the history of coal mining in Nova Scotia is one of progress and achievement. One of the first acts of the G.M.A. was to acquire the areas already leased to other concerns and develop these in a masterly fashion, employing the best machinery and talent available at that time. Such dominant control over the minerals of the Province, although it led to orderly development in the several coalfields, also, later on, resulted in restricting operations in the various coal centres to such an extent that a determined effort was put forward by the people of Nova Scotia to end such a state of affairs. Consequently, in 1857, the original lease of the G.M.A. was abrogated, the Company, however, being allowed to retain certain areas in the districts it had already developed. This opened the way for the formation of other coal-mining companies, and numbers of these immediately sprang into existence in the various coal-mining centres. In 1893, the Dominion Coal Company, Limited, was formed by the amalgamation of seven companies operating in the neighbourhood of Glace Bay, in Cape Breton. Later, in 1910, the Dominion Iron & Steel Company, Limited, obtained control of the Cumberland Railway & Coal Company, which had been formed in 1884 to acquire the rights of the two companies working in the Cumberland County coalfield.

Ore extraction at great depths creates high stresses around mine openings, which can result in violent rock failure in one of various forms of strainburst. This is especially true with strong and brittle rocks, which can store a large amount of strain energy that is suddenly released at failure. The strength and brittleness of rocks have been extensively investigated in the past. The most widely accepted method for the determination of rock burstability is the strain energy storage index obtained from a non-destructive uniaxial load–unload test. However, the results of this method are not always conclusive, showing less repeatability when the target test load is changed. This study concerns itself with the introduction of microscopic analysis as a tool to help validate the strain energy index results when burstability cannot be warranted based on mechanical property tests alone. In this study, two types of rocks, namely, basaltic komatiite (BK) and felsic norite (FNOR) obtained from Canadian underground mines are examined. The selection is based on the premise that felsic norite is known to be burstable from the mine experience, whereas basaltic komatiite is not necessarily burstable. A total of 60 mechanical properties tests were conducted including uniaxial compressive strength, Brazilian tensile strength, and load-unload tests. Laboratory tests on FNOR consistently exhibit high burstability; however, the results for the BK tests are not conclusive. To seek explanations for the mechanical rock behavior, 18 thin sections were examined with optical microscopy and image analysis. The findings show the tested BK specimens are dominated by alteration products, and all primary igneous minerals are lost. There is minor quartz, garnet, carbonate minerals, talc, and serpentine, which give the rock its ductile properties. The FNOR specimens are found to be relatively fresh and supported by a strong network of plagioclase with minor pyroxene, biotite, and secondary micas, explaining the higher stiffness. This study demonstrates how optical microscopy can complement mechanical property tests to evaluate burstability of rocks.

THE Flin Flon concentrating and metallurgical plants (Figure 1) of the Hudson Bay Mining and Smelting Co., Limited, lie adjacent to the town of Flin Flon, on the Manitoba-Saskatchewan border, 400 miles northwest of Winnipeg. Since the start of milling operations in 1930, over 50 million tons of ore from the Flin Flon mine have been treated in the concentrator. During the past few years, newly discovered orebodies have been brought into production and their ores processed at the company's main metallurgical plants. All these properties are within a 75-mile radius of Flin Flon and have aided substantially in augmenting plant metal production as well as retarding depletion of ore reserves in the Flin Flon mine. •Current satellite producers are the Schist Lake, Coronation, and Chisel Lake mines. The Schist Lake mine, located 3 ½ miles southeast of the main plant, is a copper-zinc producer. It was brought into production in 1954. The

Abstract- Agrium Inc. is a world leader in the production, distribution, and marketing of agricultural products and services in both North America and Argentina. The new phosphate mine and mill complex located southwest of Kapuskasing, Ontario, was constructed to replace an offshore supply of phosphate rock, and produces a high-grade phosphate concentrate. The Cargill Township Carbonatite Complex is one of a series of carbonatite complexes in the region that are hosted by the 1.9 Ga aged Kapuskasing Structural Zone. The carbonatites in the mine area have intruded Archean gneissic granodiorite rocks of the Wawa Subprovince, and metasedimentary rocks of the Quetico Subprovince. The Cargill Carbonatite Complex displays a typical concentric zonation pattern from an outer ring of alkalic pyroxenites, through an inner ring of sövite-carbonatite, to a central core of rauhaugite-carbonatite. The initial carbonatite intrusion and subsequent residual orebody have been modified by faulting such that the northwestern third of the complex has been displaced approximately 2.5 km northeast. The phosphate ores are composed principally of residual apatite sands that were formed by the weathering and dissolution of the soluble minerals of the carbonatite protolith. These ores are subdivided by their iron content into high grade (A ores) and lower grade (B1 and B2) ores. They are separated from the primary unweathered carbonatite by a layer of saprolite, whose thickness varies depending upon the composition of the underlying carbonatite. Cretaceous waste materials consisting of well-sorted silica/kaolinite sand and peat deposits are typically found to stratigraphically overlie the ores. A minor amount of the ore feed comes from cemented phosphate ores. All rock types are covered by Pleistocene glacial tills and clays.

SEPARATION of the oil from the bituminons sands of the Athabaska area of Alberta has been a subject of study by the Research Council of Alberta. The results of the study have been published in the Annual Reports of the Council. However, the last Annual Report in which there is mention of bituminons sand separation is that for 1934. The attention that is being directed toward the bituminons sands at the present time calls for an up-to-date summary of the work of the Research Council of Alberta on the hot-water separation process. STATEMENT OF FUNDAMENTALS OF HOT-WATER PROCESS Studies of the hot-water separation process have been largely empirical in nature. The objective sought has been a complete recovery of oil from the sand in the form of a separated oil which, itself, is free from mineral matter. Various procedures have been tried in the hope of attaining this objective and a very considerable mass of observations and background of experience have been acquired. lt is rime that a theory for hot-water separation should commence to emerge. As a start toward the formulation of such a theory, the statements which follow regarding the constitution of bituminons sand and its reactions with water and air are presented. It is not pretended that they are entirely correct, but it is believed that they lie not far from the truth. (1) Bituminons sand is an aggregate of sand, clay, oil, and water. The sand consists mainly of quartz particles of 100 ta 200 mesh size and smaller, but also of particles of other minerais including mica, rutile, ilmenite, tour-maline, zircon, spinel, garnet, pyrite, and lignite. Clay occurs interbedded with the bituminons sand, of which, also, it is a constituent. lronstone nodules of all sizes up to eight inches in diameter are likely to be present in the bituminons sand beds. The oil is viscous, naphthenic, and of a specific gravity slightly greater than that of water. The oil content ranges up to, and sometimes even exceeds, 17 per cent by weight. Rich bituminons sand from beds not invaded by water has a water content of 3 to 5 per cent by weight. The water is probably present as a film around the sand particles. The oil surrounds the moist sand grains as an envelope. (2) Water wets quartz and other siliceous minerals more readily than does mineral oil. Consequently, water tends to displace the oil film surrounding the quartz and other siliceous particles when the bituminons sand is mixed with water. Whether the oil is completely displaced depends on the properties of the water. That is to say, the materials dissolved or suspended in the water modify its wetting properties.

It is paramount that the stability of rock slopes be correctly accounted for under diverse operating and environmental conditions. Owing to different sources of uncertainty entailed in such stability problems, conventional deterministic approach through the calculation of a factor of safety (FOS) cannot reflect quantified uncertainties explicitly and sufficiently. Thus it is highly desirable to invoke the reliability approach to consider uncertainties in a systematic manner. Nowadays, the current design standards have an increasing tendency to ensure rock slope stability by pre-defining a target reliability index (or target probability of failure), viz., the reliability level of a rock slope is pre-set as a target to be satisfied. In such a situation and considering the fact that the FOS used as an indicator of slope performance still has a very wide acceptance, we focus on proposing an inverse-reliability-based methodology which aims at developing a two-fold indicator strategy, i.e., using the FOS and reliability together to deal with slope stability problems. The basic idea behind it is to utilize a so-called inverse first-order reliability method (IFORM) to directly calibrate the FOS provided the target reliability index has been given. In this way, the calibration scheme relating the FOS can be rationally done by not only incorporating uncertainties, but also satisfying a desired level of the prescribed reliability. Based on this, to make the IFORM computationally feasible and also reduce its computational cost, we introduce the response surface method (RSM) to generate a surrogate for the FOS-based limit state function (LSF), considering the lengthy and complicated form of the FOS in some recognized methods (e.g., within the framework of limit equilibrium). Distinguished from the existing RSMs that potential inadequacies may arise, we present an RSM based on a hybrid approach combining support vector machine (SVM; used as a regression technique) and uniform design (UD; pertaining to experimental design). Using a representative example of rock slope stability problem, we demonstrate the feasibility and validity of the developed methodology, during which the associated sensitivity study and further discussion are also performed. By dint of such a methodology, we can establish a link between the conventional deterministic approach and the reliability approach, where a logical and realistic framework is provided, for cases achieving the specified reliability, to assist in selecting the FOS which remains adequate for rock slope stability even in the face of uncertainty.

"IN APRIL, 1965, the employee relations department (then called the personnel department) was established as a separate function within the company. Its aims and objectives were to hire an effective work force to operate the open-pit mine and the mill, which were at that time under development and construction. It was also directed to develop a sound policy for employee relations to assist the company in maintaining a stable and properly motivated work force, which included the establishment of satisfactory wage rates and fringe benefits, safety, fire protection and security. During the 8 years that the department has been in existence the scope of the company's operations has expanded to include a zinc plant and an underground mine. The work force has enlarged accordingly and now totals 1,680 employees working at the two sites, separated by 34 road miles. To cover the employee relations functions the department has a total of 29 members at the two sites. The department is organized under a superintendent, who has an employee relations supervisor, a safety director and a fire chief reporting directly to him. The employee relations supervisor, with 2 employment officers and 2 clerks, handles hiring, first-stage employee grievanoos, terminations, employee records, and the organization of company-sponsored functions and meetings. Safety, training and security are the responsibility of the safety director, who has 3 safety supervisors, 16 security men, 1 first-aid attendant and one hearing conservation technician to service the two sites. "Installation of a 3.6 km long raw coal conveyor in the Balmer open pit was undertaken to improve over-all haulage efficiency. This paper covers the rationale behind this project, system design and construction aspects and initial operating experiences. The majority of the construction work was performed by our own personnel. Where feasible, used equipment was installed to reduce capital cost and facilitate a tight construction schedule.BackgroundWestar Mining Ltd's Balmer Mine is located in the British Columbia Rockies, just outside of the town of Sparwood in the southeastern corner of British Columbia. The open pit mine, which has been in operation since 1969, currently produces about 6 million clean tonnes of coal per year, mostly for the metallurgical coal export market. Run-of-mine coal tonnages total between 9 and 9.5 million annually and waste removal volumes exceed 30 million bank cubic metres.The mine is a truck/shovel operation; loading equipment includes nine electric shovels, five front-end loaders and a hydraulic backhoe. The truck fleet consists of 40 units of 154-tonne, 181-tonne and 315-tonne capacity. Advocate Mines Limited came into initial production on June 30, 1963, with an annual capacity in excess of 60,000 tons of high-quality chrysotile asbestos fihres, thus strengthening Canada's position in world production. The history of this development is traced from discovery through initial exploration, financing, orebody delineation and evaluation, pilot-plant production and product evaluation, construction of the plant, construction of deep?-sea shipping facilities, provision for a closed shipping season, and provision for the remoteness and for the lack of services, through to realization of full production capacity. The annual production of mineral and mineral-based wastes in Canada is conservatively estimated to be 400 million tons. Over 90 per cent of this amount is waste rock or mill tailings from the mining and mineral processing industry. The remainder are slags and ashes from the metallurgical industry, and sludges from the chemical industry. Because of impurity content, remote location, or both, most wastes have limited usefulness and, indeed, are a liability in that they must be transported to waste disposal sites and contained therein. Certain mineral wastes do, however, have potential value. Some contain small percentages of metals that may be economically recoverable with price increases; others consist of mineral material that may be used for such purposes as road base, construction aggregate, railroad ballast, and in the manufacture of bricks or blocks. Increased interest has been shown in mineral wastes in recent years. This paper reviews the types of mineral wastes available in Canada, briefly describes a number that have potential value, and notes possible uses and related research by CANMET and other organizations.

Introduction This paper describes some of the mineral resources that are tributary to that portion of the Pacific Great Eastern railway included in the Western Mineral Survey District, No. 6, of British Columbia. This district extends 38 miles northerly from Squamish, the ocean terminus of the railway at the head of Howe sound, to Alta lake. Beyond Alta lake the railway continues northerly through two other mineral survey districts: the Central Mineral Survey District No. 3, and the Northeastern District No. 2. District No. 6 includes that section of the Coast Range from which the waters flow southerly towards Howe sound. The division between District No. 6 and District No. 3 is represented by an imaginary line across the summit between the headwaters of the Cheakamus river, flowing south into the Squamish, and the Green river which flows north and empties into the head of Lillooet lake near Pemberton meadows, about 20 miles from Alta lake. History: - The history of the route of the P. G. E. railway dates back to the old Cariboo days when a pack-horse trail traversed the country northerly from Squamish to the Pemberton meadows, and also south-easterly from Squamish to the head of Seymour creek, thence southerly down that creek to the north arm of Burrard inlet.

ABSTRACT: When exposed to microwaves, rocks containing sulphides adsorb energy preferentially over barren gangue and quickly become warmer with minimal energy consumption. This effect makes subsequent machine sorting of ore from waste rocks or overburden possible using infrared sensing. This paper reports on the 2450 MHz microwave response of a variety of sulphide minerals by mesh size and spatial distribution, as they might occur in ore rocks. The implications for infrared ore sorting are discussed.

Pyrrhotite (Po) is widely considered to be the most significant mineral in the self-heating of sulphides. It is therefore desirable to determine the amount of Po in mineral samples. This is commonly accomplished through x-ray diffraction (XRD) or quantitative evaluation of materials by scanning electron microscopy (QEM-SEM). This paper introduces another quantitative method based on Mossbauer analysis that requires limited sample preparation and has the additional potential to detect the sulphur/iron ratio within Po. The technique is explored using pentlandite/pyrrhotite mixtures.

"Mineral endowment in northern British Columbia and the Yukon Territory was assessed on the basis of geological opinion which was gathered in a quantitative framework of subjective probabilities. The survey area encompassed 364,000 square miles and was divided into 310 cells having dimensions of one degree of longitude by one-half degree of latitude. The response solicited related to tonnage, grade and number of deposits of a particular mineral in each cell. The questionnaire sought an expression of mineral endowment down to mine-able depth as distinct from economic expectations. Details on the questionnaire and responses are presented in a series of contour maps on individual commooities, which illustrate the collective occurrence picture of the respondents. The approach is largely dependent on the cooperation of an adequate number of geologists familiar with the region being examined. This approach to an assessment of the mineral endowment of a region has a wide range of applicability, from the focusing of exploration effort to aiding government and development bodies in the formulation of regional strategies and the planning, for example, of road, rail and power facilities."

"Abstract - The coalbed methane industry has become a prominent source of domestic natural gas, with its technology having evolved over the past 30 years. Whereas most coalbed methane wells are able to produce without major interruption over their economic lives, wells operating in an underground mining area are subject to being mined-through. If mine-through occurs, the productivity of the well is at least compromised, and may even be terminated. The economic consequences of mine-through may be relatively simple if mineral ownership and extraction rights are common for the coal and coalbed methane. However, if ownership is not common and a superior coalbed methane lease exists, the coalbed methane ownership must be compensated for lost production caused by mine-through. This paper presents a relatively straightforward method to calculate the value of the lost production caused by the mine-through. It uses technology from mining and petroleum engineering, as well as simple economics and financial management techniques.Sommaire - L’industrie de la production de méthane houiller est aujourd’hui une source importante de gaz naturel domestique dont la technologie a considérablement évolué au cours des trente dernières années. Over forty years of uranium mining in the Elliot Lake region of Ontario (1956–1996) has resulted in the production of over 300 million pounds of uranium. With the completion of mining activity, Rio Algom Limited and Denison Mines Limited are utilizing progressive environmental technologies and management systems to reduce and manage the environmental risks associated with the 150 million tonnes of potentially acid-generating tailings in nine regional waste management areas. Water covers designed to reduce oxygen entry and, thereby, significantly inhibit acid generation, have been applied at six of the sites with the Quirke site serving as a demonstration site for the Mine Environmental Neutral Drainage program. All five of Rio Algom Limited’s effluent treatment plants are monitored and controlled from a central control station utilizing a Supervisory Control and Data Acquisition (SCADA) system based on “Fix Dmacs” technology. Scheduling, auditing and reporting of plant operating and environmental monitoring programs for the entire watershed are controlled utilizing the Regional Environmental Information Management System (REIMS). Proper application of these technologies and management systems facilitates delivery of cost-effective environmental monitoring, care and maintenance programs at these sites and provides tools to demonstrate compliance with all environmental performance criteria.

"Mining executives are becoming increasingly involved with decisions of the ""What would happen if ... "" variety. Potential changes in government policy, such as tax incentives, E.G.M.A. allowances, etc. affect the economic future of present and proposed mining ventures.This paper will discuss various measures of effectiveness normally used in assessing this future, such as discounted cash flow, etc., and will describe means of introducing uncertainty into the computations. As the recognition of risk and attitudes toward accepting it are very important in the life of a mine executive, there will be a brief discussion of utility theory and its application to risk analysis.Risk models are usually of a size to warrant the use of an electronic computer. Therefore, to demonstrate the simple interaction necessary between a financial analyst and such a model, data will be read into a remote computer from a time-sharing terminal in the meeting room. It will be shown that changes may be rapidly made and alternative policies investigated ""on line"" to a computer."
