The problems of global environment and resources have become important issues in recent years, and the iron and steelmaking industry is requested to decrease energy consumption and carbon dioxide emission. The improvement of efficiency of ironmaking system is one of the countermeasures for these problems because more than a half of total energy input to the integrated steelwork is input to the ironmaking system. Various approaches to improve the blast furnace process have been made. The authors examined their performances through mathematical simulations of blast furnace operation, and confirmed the improvement of blast furnace efficiency under some operating conditions. The ironmaking system consists of various processes, and the materials and the energy are transported among these processes. Thus it is necessary to evaluate the efficiency of the novel operation of blast furnace based on the ironmaking system. In this study, the balances of material and energy on ironmaking system that consists of blast furnace, coke oven, sintering and hot stove processes were analyzed. The operation status of each process in the system was adjusted according to the results of the operation simulation of the blast furnace under novel operating conditions. The analysis clarified the effect of the blast furnace operation on the energy balance and CO2 emission of the ironmaking system.

"Nickel recovery from laterite ores generates large amounts of solid and liquid wastes. This is primarily due to the low concentration of Ni (about 1.4 wt%) in the feed ore to the High-Pressure-Acid-Leaching (HPAL) process. It is known that the HPAL residue contains a high concentration of hematite, a commercially important source of iron in the steelmaking industry. However, the balance is natroalunite, containing sulfur, which is a detrimental element in the steelmaking process. Hence, to make the HPAL residue a suitable feed for steelmaking, natroalunite must be removed. The current work is focused on: 1) a thorough characterization of the HPAL residue obtained from Vale, and 2) a systematic investigation of an alkaline leach process to remove natroalunite. The characterization results indicated that there are about 83 and 12 wt% hematite and natroalunite in the HPAL residue, respectively. The leaching results indicate that sodium hydroxide is the best leaching agent, which results in 55 wt% reduction in the sulfur content. The results of this work enable the conversion of an otherwise waste product into a useful feedstock for steelmaking. Furthermore, this project could potentially have significant environmental benefits by reducing the amount of residue produced during the HPAL process.INTRODUCTION Conventionally, crude steel has been obtained by reducing iron ore containing oxides such as hematite (Fe2O3), magnetite (Fe3O4), and wüstite (FeO) in a blast furnace with coke. The product is then refined in a basic oxygen furnace to produce steel with useful properties (McGannon, 1969; Turkdogan, 1978). Steel has been sought for its desirable properties and its application is widespread throughout modern civilizations. Surpassing the growth rate of other materials, the annual demand of steel has increased at a compound growth rate of 5% over the last 20 years (Baddoo, 2008). The global demand for steel was reported to be 1501 Mt in 2016 and demand is expected to double by 2050 (Cullen, Allwood, & Bambach, 2012; World Steel Association, 2016). In recent years, to meet the rapid growth of demand, secondary resources for iron have been identified as strategic sources of iron (Das, Kumar, & Ramachandrarao, 2000; Li, Sun, Bai, & Li, 2010; Matschullat et al., 2000). The residue produced from high-pressure acid leaching (HPAL) of laterite ore has been identified as one of the important secondary sources of iron (McDonald & Whittington, 2008). Laterite ore represents 60% of the world’s nickel resources and accounts for approximately 40-50% of the world annual nickel production (U.S. Geological Survey, 2016). Therefore, the amount of iron residue produced by the process is substantial and its utilization will produce both economic and environmental benefits."

"Refractory materials are an integral part of aluminium production. One special feature of aluminium making is the prominent role of sodium in all parts of the production process. This presence of sodium inflicts stresses on the refractory materials through reactions and may cause severe damages to the refractory linings. The present paper address possible reactions between sodium and refractories in anode bake furnaces, electrolytic pots and casting furnaces. The discussions presented in the paper points to the importance of selecting materials with excellent alkali resistance in all parts of the aluminium making process, although alkali resistance is not the sole parameter to determine refractory life-time. ""Acid"", i.e. silica-rich alumino-silicate refractories are shown to be the best materials for aluminium electrolysis cell potlinings, whereas high- alumina refractories based on minerals like andalusite seems to be the preferred choice for anode bake furnaces as well as cast house furnaces."

It is estimated that China accounts for 94% of the world supply of rare earths (Roskill, 2011). This fact, together with the impact of China?s export policy, poses a substantial risk to the security of the rare earth supply as well as a rare earth price risk. This situation has motivated an increase in the number of rare earth projects under development, i.e., there are currently more than 440 worldwide (Technology Metals Research, 2012). However, economically and environmentally acceptable processing technology to produce tradable products from rare earths (e.g., separated rare earth oxides) is not freely available on the market at the moment. In this respect, a lot of research and development has been initiated on this topic, in academia as well as in industry. Using a proprietary model and scenario-based analysis, we studied the impact that the development of rare earth processing technologies would have on the rare earth market and the economic feasibility of rare earth projects mentioned before. The analysis showed that this impact varies depending on the technology type (e.g., technology can affect project production volume, cost structure or both) and the legal context of the invention (e.g., free or limited by patenting availability of a new technology). The effect of a technology which influences project production volume is not the same as of a technology which changes project cost structure. The impact of a patented processing technology differs from the impact of a processing technology which is freely available on the market. In the case of a new technology which is limited by patenting, its impact depends on the market position (?producing?, ?next-coming?, or ?not producing? project) of the patent holder. The paper contributes to existing research by studying the dependence of the expected micro- and macroeconomic impact of rare earth processing technology developments on the properties of a new technology (e.g., costs, legal framework etc.). By this means, the paper adds to existing knowledge and attempts to make the rare earths market more transparent and predictable from a perspective outside China.

In the mining industry, as in other business, one of the more satisfactory results of sincere but cheerful effort lies in the proper completion of undertakings and problems, which, to be successful, must continually hold the interest of all concerned in the work. In most undertakings, genuine interest and satisfaction is largely dependent on the proper appraisal of opportunities presented, and the opportunity to associate ourselves with sinking operations at McIntyre central shaft, from the surface to a depth of 4,133 feet, was genuinely appreciated. This opportunity was made possible by the previous persistent and successful leadership of Mr. J. P. Bickell, President, with the assistance of his associates, and of the general manager, Mr. R.J. Ennis, in the development of the McIntyre Porcupine mine, and I beg to state that any success in this sinking operation was very largely due to the congenial co-operation and splendid workmanship of Captain Martin C. Horne, his shift bosses, leaders, and all those who worked with us . Our slogan throughout was " Safety First for Pleasant and Efficient Workmanship," and this general policy made it possible to sink and timber 2.,123 feet during the first year without a serious accident.

The thermal recovery of bitumen reservoirs by steam assisted gravity drainage (SAGD) is often designed to maximize the operating pressure. In general, the benefits of higher operating pressures are higher steam temperatures that maximize the reduction of oil viscosity, potential permeability enhancement associated with lower effective stress and shear dilation, and a larger pressure window to allow flexible control of the producer. This is especially important for shallow reservoirs where the pressure window for injection and production is smaller. Higher operating pressure can reduce thermal efficiency (due to heat losses), but the other benefits usually compensate. The limitation of the maximum operating pressure is then based on maintaining caprock integrity. Thus, shear and tensile failure mechanisms must be quantified and managed. This paper presents a geomechanical analysis of caprock integrity for SAGD operation. Both analytical and numerical approaches are used to investigate the modes of caprock failure. Main factors in the analysis are the knowledge of the initial stress state and proper representation of the complexity of the geomaterials. Typical initial stress states for northern Alberta are presented showing the potential for low initial minimum total stress and elevated initial shear stress levels. The stress-strain behavior for the sand and caprock materials is discussed focusing on the potential for shear dilation in the sand and shear strength behavior in the caprock. Elasto-plastic constitutive models used to represent the sand and caprock are presented and compared using numerical analysis. The increase in pressure and temperature alter the stress state and disturb the soil matrix. This disturbance results in shear dilation of the sand matrix creating regions of enhanced permeability and porosity. Also, the transfer of stress and strain to the caprock causes dynamic stress changes and, therefore, dynamic behavior of shear and tensile failure conditions. Calculations are presented showing the stress paths associated with SAGD operations, suggesting better design of lab testing programs and the implications for shear dilation in the sand and shear failure in the caprock.

"A buffer’s ability to dampen production variations is directly related to its size. Small buffers cannot handle large variations in production, resulting in production losses when their inventory is depleted or saturated. This paper presents a predictive control algorithm used to regulate the inventory in a buffer of limited size, subject to large production variations caused by an upstream batch process. The algorithm was designed to manage the acid flow rates in an acid regeneration process, servicing batch leach reactors at Rio Tinto Fer et Titane, in Sorel-Tracy, Québec. The objective was to increase production by reducing equipment downtime caused by imbalances in the acid tanks servicing the leach reactors. The controller attempts to maintain acceptable acid tank volumes by optimizing the leach reactors acid/slag ratio and reaction time as a function of anticipated acid needs, all while maintaining product quality.INTRODUCTION Some beneficiation processes in extractive metallurgy require processing bulk material in batches. Typical examples of metallurgical beneficiation batch processes are smelting, leaching, electrowinning, elution and carbon-in-pulp. These processes are often situated midstream in an ore beneficiation flow sheet and either receive or transfer ore to continuous processes. Batch processes, by their very nature, introduce large variability in the flow sheet, because they process large finite quantities of material at nearly periodic time intervals. In order to dampen variations in production, various buffers–tanks and stockpiles–are utilized to accumulate ore upstream and downstream of batch processes. A buffer’s ability to dampen production variations is directly related to its size (Phillis & Gumede, 2011). Small buffers cannot handle large production variations, resulting in equipment downtime when their inventory is depleted or saturated (Everett, 2010, Berton et al., 2013). Consequently, the batch equipment production rates must be adequately managed to minimize production losses, attributed to depleted or saturated inventories, while maintaining product quality. Algorithms that anticipate or predict future production variations are often utilized to regulate buffer inventories, subject to large flow rate variations (Salvo et al., 2002; Bonvin, 2013). This paper presents a predictive control algorithm used to maintain an acceptable volume in a spent acid tank servicing several batch leach reactors. The algorithm is implemented at the acid leach plant of Rio Tinto Fer et Titane, in Sorel-Tracy, Québec."

"Molybdenum is widely used in the industries as an alloying element in the manufacture of steels and super alloys. The widespread use of the element encourages a growing need to develop extraction processes for recovery from both primary and secondary sources. The Solvay Group has developed a solvent extraction reagent named CYANEX®600 for the recovery of molybdenum from acidic solutions originating from both low grade (e.g. copper solvent extraction raffinates, smelter dusts and slags) and high grade (molybdenite) molybdenum sources. CYANEX®600 is a purified form of CYANEX®272 with the active component bis(2,4,4- trimethylpentyl)phosphinic acid. The extraction behavior of CYANEX®600 towards molybdenum in sulphuric acid medium was evaluated. The uptake of molybdenum increased with the increase in concentration of CYANEX®600. The approximate stoichiometry of the extracted complex was: Mo: CYANEX®600 = 1:2. Efficient back-extraction could be achieved with 0.1 M disodium EDTA and 0.1 M (NH4)2CO3, thus providing the option of recyclability of the extractant. The detailed back-extraction studies are currently under progress to find out the possible option for complete transfer of Mo(VI) to the aqueous phase so that high purity Mo salts could be precipitated from the molybdate solutions.INTRODUCTION Molybdenum (Mo) is one of the world’s valuable metals and is highly sought after by researchers due to its versatile mechanical, thermal, chemical properties. Swedish scientist Carl Wilhelm Scheele demonstrated molybdenite to be a mineral sulfide in 1778. Peter Hjelm successfully isolated dark metal powder from the mineral sulphide and named it as ‘Molybdenum’ in 1782 (Gupta, 1992). Molybdenum is a refractory metal of silver gray appearance and is an important alloying element used in the manufacture of steels and super alloys. Molybdenum compounds are widely used in formulation of catalysts (Gupta, 1992). Molybdenum occurs in nature only in chemical combination with other elements. Several molybdenum bearing minerals have been identified, but the only one of commercial significance is molybdenite (MoS2). As molybdenum is a strategic metal for the industrial sector, its widespread use acts as a factor for depletion of the natural resources. Hence, there is growing need to develop extraction procedures for its recovery from both primary and secondary sources. HydroCopperTM is a new hydrometallurgical process for the treatment of copper sulphide concentrates, which has been developed by Outokumpu. The process includes chloride leaching of copper concentrate, solution purification and precipitation of copper(I) oxide, an intermediate product, which is reduced and cast into copper products. The reduction can be carried out by pyrometallurgical methods or hydrometallurgically in an autoclave. This paper discusses the thermodynamic and kinetic aspects of the hydrogen reduction of copper(I) oxide in an autoclave. The results of the laboratory tests are presented and discussed. Finally, the autoclave method is compared with other options.

Unknown goafs and roadways of abandoned coalmines can be a great water inrush hazard for coalmine workers. Consequently, advance detection of such hazards is of great importance. By detonating seismic charges in underground coal seams, we can collect seismic data using a surface survey line, which is located across the ground projection of the underground shot point. This experiment was conducted in a coalmine in Shaanxi Province, China. After surface elevation compensation and travel time adjustments, we accurately determined the position of the goaf boundary along the survey line based on the wave velocity anomaly on the seismic record. Then we used a scattered wave imaging technique to enhance the energy of the scattered waves that are generated when the coal seam roof slide wave (refracted wave when the incident angle bigger than the critical angle) hits the roadway, thus confirming location of a geological discontinuity (roadway). This experiment shows that the coalmine ground seismic method, employing an underground explosive charge and a surface seismic array, has the ability to detect an abandoned roadway and goaf in advance of coal mining, thus can improve worker safety.

The mining industry represents a significant investment in infrastructure of which steel plays a key role. Many structures in a mine are made of steel including shaft structures (buntons, station steelwork and headgear); stope structures (roof supports, pipe hangers); haulageway structures (ore transfer stations, electrical stubbies); and surface structures (plant buildings, tank supports, pipe gantries, conveyor belts, stacks, stockpile structures, stairways and railings). Maintenance of structural components can often be difficult because of the environment, including those where corrosive fumes persist, or limited access, such as in shafts where access is limited, or to short maintenance shifts or where limited working space is available. Thus a cost-efficient, long-lasting and maintenance-free protection system for steel should be specified. Galvanizing provides the required high-quality, long-term corrosion protection to steel. Galvanizing provides protection in two ways, first as a physical barrier to corrosion and secondly by means of cathodic or sacrificial protection that is unique to zinc. The dual nature of corrosion protection provided by galvanizing significantly extends the service life of steel even in the most challenging environments. The unique corrosion protection properties provided by galvanized steel will be highlighted with global mining application case studies.

The Cornwallis Fold Belt in the Canadian Arctic Archipelago contains numerous Mississippi Valley-type (MVT) Zn- Pb occurrences and the world-class Polaris deposit. The occurrences are mainly hosted by the dolostone in the Thumb Mountain Formation which spreads over 25000 km2. Success in exploration requires further understanding of the genesis of these occurrences and an assessment of their parentage with the giant Polaris deposit. Syn-sulfide dolomites in regional occurrences share C-O-Sr isotopic characteristics similar with Polaris dolomites, indicating warm basinal brines enriched in 87Sr. The dolomites and sphalerites contain fluid inclusions with ice-melting temperature between ?45° and ?25°C, which is significantly lower than for most MVT districts in the world (?30° and ?10°C). These characteristics indicate that all the Cornwallis occurrences were produced by fluids of the same sources and/or aquifers. The deposit size was largely controlled by the rate and duration of the metal-carrying fluid flow, and by the availability of reduced sulfur at the site of mineralization.

We have been in business 129 years and like most of the coal mining companies in the United States, since 1969 the majority of our safety improvement efforts had been driven by compliance with the various versions of the Federal Mine Safety and Health Act and the supporting federal regulations. In 2004 Peabody Energy management came to the understanding that in order to achieve our goal of zero incidents, that focus must change. This paper will describe the elements of the journey we began at that point to make the transition to a behavior and systems-based approach to safety management and our efforts to win the minds and hearts of our employees. This journey is undertaken with the goal of making safety truly a way of life for all Peabody Energy employees.

"The high copper demand as well as the lack of new high-grade deposits, are pushing the copper industry to process low-grade and refractory ores containing chalcopyrite. However, for a quantitative dissolution of copper from the chalcopyrite, the leaching performances still need to be improved. In the present research, we studied and optimized the iodide-assisted leaching of chalcopyrite in H2SO4-Fe2(SO4)3 media. The evolution of surface species during leaching was determined by x-ray photoelectron spectroscopy (XPS) and mineral liberation analysis (MLA). Inductively-coupled plasma spectrometry (ICP-MS) was used to determine the dissolved copper. Significance of experimental results was assessed by statistical analysis while a kinetic analysis of the leaching process was performed by fitting the experimental data with the Shrinking-core model. Results showed the significant positive effect of iodide on copper extraction rate. In the presence of KI, the dissolution rate of copper was almost double than in the parallel experiments without KI. Whether using KI or not, elemental sulfur was generated on the surface of the leached chalcopyrite. Nevertheless, in the presence of KI, the passivation layer did not arrest the leaching. Analysis revealed that the leaching rate was limited by the chemical reaction control step.INTRODUCTION Due to the large demand of copper, processing low-grade ores containing copper sulfides such as chalcopyrite (CuFeS2) has become unavoidable (Watling, 2013). Since ores with CuFeS2 may also contain appreciable amounts of arsenic that cannot be smelted, and because low-grade ores are uneconomic to smelt, the hydrometallurgical technologies are crucial for recovering the copper (Dutrizac, 1978). Sulfate-based processes are attractive because of the lower operating costs and because the sulfate ion is more suitable in case copper would be recovered via electrowinning. In ferric sulfate solution, chalcopyrite undergoes oxidation due to the large amount of Fe(III) and dissolution due to the presence of the sulfate ion (Majima, et al., 1985). Mine drainage contains metals and sulfate, which may be toxic to aquatic life at certain concentrations and should be removed to acceptable levels before release of any drainage to the environment. One method for treating mine drainage is passive treatment, which is increasing in popularity due to lower construction and operating costs. This method is based on the activity of sulfate reducing bacteria (SRB) respiring on sulfate while using fermentation products from decomposing complex organic materials. The product of this biological process is hydrogen sulfide, which reacts with metals in mine drainage and precipitates them as metal sulfides. However, in practice passive treatment systems are not always effective, reducing the reliability of this approach. In this study, a mixture of hay, cow manure and wood chips was tested in continuous flow experiments for efficacy at sustainable treatment of sulfate and selenium containing water from a mine tailings pond. Factors that contributed to a decline in performance included lowering of the pH due to acids leaching out of the organics, re-oxidation of sulfide back to sulfate and a reduction in dissolved organic compounds over time. In this paper methods are described to overcome these problems so that treatment is made more reliable.

"Wave propagation studies across jointed rocks have significance in the fields of rock mechanics and geophysics. The passage of a seismic wave induces strains in rocks and often, these strains are of low magnitudes except at the vicinity of source. These low magnitude strains are generally in the elastic range and hence elastic constants necessary for the design and analysis of strength of rock mass, can be derived from wave velocities. Measurement of travel time velocities and measurement of resonance frequencies are the two methods usually adopted for obtaining wave propagation velocities.Resonant column apparatus measures wave velocities from the resonant frequencies obtained during testing. Depending on the type vibration applied, torsional or flexural, shear and compression wave velocities are secured. By varying the amplitude of vibrations applied, various strain levels can be introduced and corresponding resonant frequencies and wave velocities can be calculated. The resonant column experiments were performed on a model material, hardened Plaster of Paris (POP) samples, in laboratory. The paper explains the preparation of samples and the working mechanism of resonant column apparatus along with the estimation of wave velocity from resonant frequency. The numerical simulation of resonant column apparatus using distinct element method and its validation with the experimental results are presented in the paper.A distinct element code is usually used to simulate the movement of materials with intersecting discontinuities. Finite rotations and displacements of individual blocks representing the material are permitted and new contacts between the blocks are identified as the calculation progresses. Three dimensional Distinct Element Code (3DEC), the software intended for the numerical simulation of rock engineering projects, can well simulate the behavior of jointed rocks under static and dynamic loading conditions. The numerical simulation of resonant column apparatus has been performed with 3DEC considering its efficiency in modeling jointed rocks.The numerical modeling of the resonant column apparatus with application of torsional and flexural vibrations to the sample is elaborated in the paper. The response of samples to a range of frequencies is obtained and the frequency that induces maximum displacement in the sample is measured as the resonant frequency, for any particular strain level. The displacements measured at various points of the sample during application of vibrations are compared and presented. The numerical modeling of resonant column apparatus with an intact sample (without joint) and a sample with a joint incorporated are explained at a particular strain level. The resonant frequencies obtained from laboratory experiments and numerical simulations are compared and illustrated. It has been found that resonant frequencies obtained using numerical and laboratory experiments are in good comparison and can be extended for various strain levels and sample conditions."

"One of the most successful commercial methods of extracting gold from ores involves solubilizing gold as a gold cyanide complex, followed by adsorption of the complex onto activated carbon. The gold cyanide is subsequently eluted from the carbon to produce a concentrated gold solution suitable for electrowinning to recover the precious metals. Stripped carbon is treated in a kiln under a flowing steam atmosphere to reactivate its surface, allowing it to be reused. The aim of this study was to investigate the gold elution using a mixture of sodium hydroxide and isopropyl alcohol in both batch and continuous tests, with the eluates being electrowon on carbon foam cathodes. The effects of various factors, including alcohol content and sodium cyanide addition were studied. The addition of alcohol considerably improved gold elution kinetics, while the presence of sodium cyanide did not have a significant impact on either elution efficiency or kinetics. In all cases, efficient electrolysis was shown to be an important factor in maintaining effective carbon circuit operation.INTRODUCTION Gold dissolved as Au(CN)2- complex during cyanidation is recovered either by cementation with zinc powder, also known as the Merrill-Crowe process, or by adsorption into activated carbon through Carbon-in-Pulp (CIP) or Carbon-in-Leach (CIL) processes. Activated carbon loaded with gold is then eluted and gold is subsequently recovered by electrochemical methods. Conventional elution processes such as atmospheric and pressurized Zadra processes, involve stripping with a cyanide (0.1–0.2% NaCN) and sodium hydroxide solution (1–2% NaOH) at high temperature (90–140°C) over long elution times of 8 to 72 hours. In the Anglo American Research Laboratories (ARL) elution process, the acid-washed loaded carbon is pretreated with a strong sodium cyanide and sodium hydroxide solution (1–5% NaCN and 1–2% NaOH), followed by elution with water at 110–130°C. Solvent-assisted elution processes have also been reported, such methods use varying concentrations of alcohols (methanol, ethanol and isopropanol), ketones, or glycols to enhance atmospheric elutions at temperatures up to 95°C (Muir et al., 1985; Ubaldini et al., 2006; Espiell et al., 2008; Soleimani & Kaghazchi, 2008). The present work investigates the efficiency of isopropanol in the gold elution process, as well as the methodology of evaluating gold stripping processes in the lab setting"

The first part of this paper deals in a general way with deposits of such minerals and their mining, with the concentration and preparation of the minerals for market, with specifications of the consumers, and with methods of control of the products to meet the specifications. The second part of the paper de-scribes talc as a specific example of mineral filler. Its production and uses in Canada and the possibility of producing higher grades of talc are discussed. Some suggestions are made for meeting the needs for mineral fillers as Canada's industry expands. RELATIVELY few people are sufficiently aware of the vast and important role that is being played in our everyday lives by mineral fillers. Reducing agents can be applied to leach metal values from natural and secondary resources such as laterite ores and deep sea manganese nodules and recycled materials such as spent batteries / catalysts which contain high-valent metal oxides of manganese, cobalt and iron. Selective leaching of some metals can be achieved by selecting conditions to control the saturated solubility and dissolution rates of metals from oxides or mixed metal/oxide matrices. The leaching results are rationalized on the basis of chemical species, Eh-pH diagrams and heterogeneous kinetic models. The role of reducing agents such as hydrogen peroxide, sulfur dioxide and iron(II) sulphate, in acid, alkali and in the presence of complexing ligands such as ammonia for the improvement of the leaching of metal oxides and metals is discussed. Previous studies on acid leaching of metals from nickel laterites, manganese nodules and spent catalysts/batteries in the absence or presence of reducing agents show that the rate controlling step involves the diffusion of protons through a thickening product layer on the particle being leached. It is shown that the leaching of nickel and cobalt from manganese nodules and zinc-carbon batteries in ammoniacal sulphur dioxide solutions also obey shrinking core kinetics.

The business objectives of a metallurgical project determine targets and constraints, such as the range of products, production capacities, in-service dates, and capital and operating cost parameters. Permitting is usually left to the project team, as are decisions regarding site location, technology, and construction approach. Success requires an orderly methodology, represented in this book by front end loading (FEL) phases: FEL1 examines several alternative approaches; FEL2 ranks and eliminates less economically or technically attractive options; and FEL3 develops the preferred option to the point of major permit completion, with defined scope, schedule, and cost to submit for approval to proceed with implementation in FEL4. Working through FEL1, FEL2, and FEL3, the project definition improves, estimates become more accurate, and project risks are reduced. The project design basis at the end of FEL3 is the control document for project implementation in FEL4.
