Numerous agencies in the Executive Branch of the United States Federal Government have regulatory jurisdiction over the explosives industry. These agencies develop the rules by which the explosives industry must operate, and many have the authority to enforce those rules. Likewise, there are entities in the Legislature that have oversight of those agencies and develop the laws that agencies must operate under. These entities in the Legislative Branch are Congressional Committees. Each committee has their respective jurisdictional authority over various agencies and issues. There are several Congressional Committees with jurisdiction over the agencies that govern the explosives industry and they differ slightly between the House of Representatives and the Senate. This paper discusses this division of power as it relates to the explosives industry. Each branch is responsive to the public and the processes through which each promulgates regulation and legislation require public input in different forms. Options for civic involvement for engaging each of these bodies of power in their respective processes are presented. The differences between legislation and regulation are highlighted along with the processes by which each are promulgated. A proper understanding of the governmental mechanics that affect the explosives industry are critical for the industry to be able to be proactive in playing a role in these processes in a democratic way.

A major concern with blasting at surface mines is generation of ground vibration, air blast, flyrock, dust & fume and their impact on nearby structures and environment. A study was conducted at a coal mine in India which produces 10 million tonne of coal and 27 million cubic meter of overburden per annum. Draglines and shovels with dumpers carry out the removal of overburden. Detonation of 100 tonnes of explosives in a blasting round is a common practice of the mine. These large sized blasts often led to complaints from the nearby inhabitants regarding ground vibrations and their affects on their houses.

"The words “dynamite,” “TNT,” “explosives,” and “blasting” typically cause the general public, andjurors, apprehension and fear. Although blasting operations conducted by well-trained, skilled, andexperienced blasters rarely cause damage or injury, the public’s perception of blasting is that it isdangerous, disruptive, and results in damage to nearby properties. As a result, blasting operations have always resulted in complaints, claims, and lawsuits. However, in recent years, the public perception combined with an increase in public opposition, social media, more stringent regulations, predatory plaintiffs’ attorneys, and the application of strict liability to blasting claims has resulted in an increased threat of litigation to blasting companies and individual blasters. Consequently, many blasting companies find themselves receiving more complaints, involved in more litigation, and facing an alarming number of frivolous claims, which can result in increased insurance costs and other financial tolls. Accordingly, today’s blasting companies must be prepared for litigation and take steps to eliminate accidents and claims before the first shot is detonated on a job. The best way to accomplish this is standard operating procedures that incorporate best management practices, industry standards, and regulations in daily operations. This paper outlines some of the considerations that a blasting company should incorporate into its standard operating procedures before, during, and after the shot."

Many blasting applications in the mining industry demand that the hard rock being blasted remains structurally competent. For example, pre-splitting is a common technique to reduce fracturing, and operators of dimension stone quarries use this blasting method to eliminate overbreak. When pre-split design parameters are not applied correctly, there will be a redistribution of stresses within the rock, resulting in Blast Induced Rock Damage (BID). Advances in geophysical technology are enabling blast technicians to monitor BID and then use the results to correctly design their blasts.

"In May, 1994, Echo Bay Minerals - McCoy/Cove Mine petitioned for approval to recycle used oil formanufacturing ANFO. Recycling oil in this way will result in a cost savings for the minesite as well ashaving a positive environmental effect The petition has met the approval of the Bureau of LandManagement, the Nevada Department of Environmental Protection, and has received tentative approval from the Mine Safety and Health Administration."

In many areas of the eastern United States, especially in the Midwest, past mining activities have left large and extensive underground openings. Now, renewed mining is occurring in such areas in surface pits. Also, construction blasting often occurs in rock over such old openings. Within the last fifteen years, some attention has been given to the interaction between surface blasting and underground cavities; concern has been expressed about the possible changes in vibrations transmitted through areas underlain by old mine workings (Siskind, Stachura and Nutting 1987). Previous studies also had indicated that underground openings could influence transmission of surface mine blast vibrations (see, for example, Woodward-Clyde Consultants 1977). The principal concern is that underground openings under surface blasting may intensify low-frequency vibrations. If such intensification occurs, use of available equations to predict peak particle velocities and to design blasting patterns and select blasting parameters could lead to possibly damaging ground shaking.

The surface vibration field in the area above an underground mine prior to its development has been investigated, in order to assess the vibration levels expected in existing buildings and in the planned mine facilities from future underground blasts. Shots of 50 and 100 kg of explosive placed in drillholes at depths of 100 to 150 m were fired, and the vibration events were recorded using an array of 40 seismographs in a 400 m square grid, covering a 2×2 km area. Contours of isovelocity were obtained for each shot, showing some directional transmission patterns. Propagation laws were obtained from the results of each shot and also from the bulk of data, both for the whole area and dividing it into four quadrants. The shift of dominant frequency with distance was also analyzed.

The authors were retained by a proposed underground metals mine operation to evaluate the potential blast vibration amplitudes that could be generated at surface structures above the proposed mine. Literature reviews of published blasting documentation gave little information, data, or models on surface blast vibrations produced by underground mines. At the client’s request, the authors contacted a number of underground mining operations to evaluate interest in sharing blast vibration data with the authors so that the authors could develop an underground-to-surface blast vibration regression equation. The authors worked with three underground metals mining operations to collect surface blast vibration data produced by heading blasts and stope blasts. The data included blast vibration amplitude values, seismograph records, blast design geometry, charge weights, and detonator delay and sequence designs. The total amount of information was used to produce a regression equation and summary dataset that could be used by the proposed underground mining operation to evaluate blast vibration amplitudes that will be generated on the surface. This work is published and presented so that operations with proposed underground mines or proposed underground mine extensions can use these equations to predict vibration amplitudes on the surface above the mine workings before any blasting occurs.

Back-break induced from blasting is a concern in open pit metal mining because it compromises the conditions of the pit’s final walls. Final walls that have excessive blast induced damage commonly require extra attention and can often lead to increased cycle times. Most importantly however, the safety conditions of a back-broken region can be significantly compromised and it must be addressed to prevent injury and/or damage to equipment. This occasionally results in the necessity to alter mine plans to prevent an incident from occurring in a back-broken region which can be costly to the mine.

The problem of the maximum depth at which a mine buried in the surf zone or beach zone is a threat to landing vehicles is being studied by Naval Surface Warfare Center (NSWC), Indian Head Division, Naval Research Laboratory (NRL), and The University of Maryland Dynamic Effects Laboratory. The problem was divided into two parts: The first part involves determining how deep a pressure plate mine can be and still detect a vehicle passing over it. This requires determining the distribution of stress within dry and saturated sand when a vehicle passes over a buried mine. The results obtained from that study are presented in a related paper (1). This paper will cover the second part, which entails determining the impulse delivered to the vehicle. This is equivalent to determining the impulse delivered to a plate suspended above the detonating explosive charge and includes an investigation of the distribution of the impulse over the plate. The purpose of the research is to develop a scaling law and/or computational capability which will permit predicting impulse to be expected in the field from tests conducted in the lab. The computational effort is aimed at the development of and confidence in computer codes that can be used to predict stresses and strains in plates due to the detonation of buried mines.

Current world conditions are forcing the search for "green" energy technology in every aspect of our daily lives. Finding alternatives to petroleum fuels seems to be at the top of the list. The search for the "perfect" alternative is something like the never ending quest of the perpetual motion machine. Unfortunately, the laws of physics prevent us from getting something for nothing, and Murphy's Law normally gives us nothing for a lot of something. Regardless of Murphy, the quest goes on, and in our industry cheaper ANFO seems to be the popular subject.

This paper presents an application of 3-D plots and non-linear regressions to define a sitespecific form of the charge weight scaled distance. The PPV (PPA) of single hole blasts is normally considered as a function of two independent variables - the charge weight and the distance. It is of great importance to obtain the relationship of the function accurately for a concerned site in terms of blast vibration analysis and modeling. However, in pre-computer time it was difficult to plot 3-D graphs. Consequently, a charge weight scaled distance was used to plot the PPV (or PPA) against the scaled distance as 2-D graphs. Blast vibration investigators use several forms of the charge weight scaled distances to plot data. We can exemplify them with the cube root of charge weight scaled distance, the square root of charge weight scaled distance, and other forms (Hossaini and Sen, 2004). Each of these scaled distances assumes relative contributions of the charge weight and the distance to the vibration attenuation. For example, the charge weight is assumed to have a less contribution to vibration in the cube root scaled distance than it is assumed in the square-root scaled distance. In reality, for different sites the relative contribution of the charge weight and the distance may be different and site-specific. This may explain that in some cases, the blast vibration data plots using these charge weight scaled distances are scattered. This could be largely due to the fact that the definition of the form of the charge weight scaled distance is not adequate for the particular site condition.

The City of Fort Myers needed to replace a 40-year old 42-inch storm sewer line in downtown Fort Myers with a new 54-inch line to accommodate population growth. The old line had to be kept operational while a new line was installed. The contractor spent two months using a drop ball, a hoe ram, and large rippers trying to break the three to four feet of rock that needed to be removed to accmmodate the new pipe. Mechanical trenching was considered but was proven to be overly expensive. On very short notice, Ireco of Florida was asked to design and execute a blasting procedure that would allow this project to proceed. Nearby buildings were over 80 years old, three of them containing antique shops specializing in glass antiquities with attorney offices above them. High water table compounded problem with a 20-year old steel water main and clay drainage pipe 15 feet frcan the new sewer line. Holes had to be drilled within six inches of the edge of the existing pipe to four feet below the pipe on either side of the pipe and blasted. No interruption in the sewer line flow was to be tolerated.

In 1998, the Blast Vibration and Seismograph Section of the International Society of Explosives Engineers formed a working group to collect and compile a list of regulations limiting ground vibrations from blasting. The goal was to locate those countries, states, provinces, and cities that have such regulations, identify which governmental body enforces them, and determine what limits on ground vibrations are imposed upon the blasting operations. In the course of this study, data was collected from over 60 jurisdictions where peak particle velocity restrictions range from non-existent to very stringent. Some of the regulations were found to be based upon standards grounded in good science, while others possess little or no technical justification. This presentation will summarize the findings of the subcommittee, focusing primarily on what the limits are, which type of blasting operations must adhere to them, and to what structures they apply. The degree to which these regulations are based upon valid scientific and engineering research will be discussed. It may be difficult to imagine but small engineering companies do exist, even in relatively large cities like San Antonio. Due to the limited capital available for the purchase or use of equipment such as computers, many times the small company must evaluate a blast damage claim by limited means. This paper will discuss how a relatively small company has managed to become the leading blast damage experts in an area without the use of computers or sophisticated equipment. It will be shown that a single individual in a company who is familiar with vibration theory, local soil conditions and who does not mind spending long hours with a calculator and reference books can satisfy both the insuranc e adjuster or attorney, and the homeowner concerning the claim. Several examples will be given which show the typical flow of work and the ultimate outcome. This paper will focus on the special problems encountered by a small firm and how these can be overcome, and the unique interaction of a small engineering firm with both the insurance adjuster/attorney and the homowner that can lead to an equitable settlement of the claim.

A number of small scale fragmentation tests have been conducted to analyze the effects of blasting effort on the grindability of granite, granodiorite, limestone and iron ore. Powder factors were modified, post-blast fragments were screened and drop weight tests were conducted on fragments of different sizes to deliver a variety of specific impact energies. The fragmentation from the drop weight tests has been analyzed to examine the effect of impact energy and powder factor on size reduction. A consistent effect of blasting on the various fractions of the fragmentation distribution has been obtained for all rocks used. The effect of powder factor on the impact fracturing of the rocks has been expressed in a convenient relationship between progeny size, impact energy and powder factor used in obtaining the primary fragmentation. It is clear that explosives consumption affects downstream size reduction; depending on the rock, the effect can be substantial at coarser final sizes but very small in the case of grinding to small final sizes. Differences from the expected trend can be attributed to changes in blast design. As an example, the effect of in-hole collision of detonation waves is analyzed.

Reactive ground is ground that undergoes a spontaneous exothermic reaction after it comes into contact with nitrates. This is commonly caused by inert rock hosting sulphide minerals, such as pyrites that act as the reagent. The presence and subsequent rate of reaction with nitrate based bulk explosives can be difficult to predict. Once identified, only explosives that are tested and proven to be compatible with the reactive ground may only be used. These typically take the form of inhibited ammonium nitrate emulsion blended with a limited volume of ANFO or porous prilled ammonium nitrate (PPAN) to ensure that all AN prills in the blend are wholly encapsulated and thus protected from the reactive ground. The requirement for high emulsion content bulk products limits the suite of products available for use to high energy, and high expense products. Further, if chemically sensitised products are used, charged holes must be left unstemmed to allow for gassing to occur, adding delay and exposing the blast crew to an unconfined charge in reactive ground. A range of inhibited products has been developed that are solid sensitised and can be bulked to as low as 0.9 g/cc (56.2 lb/ft3). The use of a solid sensitiser enables stemming to occur immediately after each hole is charged, confining any unplanned detonation more safely within the rock mass. The effective and precise manufacture of bulked inhibited products required a new and innovative Mobile Processing Unit (MPU) design. This MPU required the ability to blend two solid raw materials (AN prill & sensitiser) along with two liquid ingredients (AN emulsion and process fuel). This MPU has been designed, manufactured and has used successfully to manufacture low density inhibited explosives. This paper presents an innovative shift in inhibited bulk products with specific reference to their manufacture and application.

The U.S. Bureau of Mines (Bureau) has conducted research to evaluate the firing accuracy of electric delay detonators used in surface blasting operations. Over four billion pounds of explosives and blasting agents are used every year in surface blasting in coal, metal and non-metal mines. In a typical large-scale surface blast, several thousand pounds of explosives are fired in a timed sequence using delay detonators. The delayed firing of explosive charges allows time for the fragmented rock to move out before the next charge is fired.
