Many different types of surface mining equipment use enclosed cabs to protect equipment operators from health and safety hazards. The overburden removal and mining process can be extremely dusty and can cause excessive dust exposure. To study this issue, a cooperative research effort was established between the National Institute for Occupational Safety and Health, U.S. Silica Co., Clean Air Filter Co., and Red Dot Corp. in an effort to lower respirable dust levels in an enclosed cab on an older surface drill at a silica sand operation. Throughout this research effort, a number of modifications were incorporated into the drill's filtration and pressurization system, as well as in other areas, to improve its design and performance. An average cab efficiency of 93.4% was determined with gravimetric sampling instruments when comparing the outside with the inside cab dust levels on the final design. Although this study considered just one operation, the goal was to identify cost-effective improvements that could be implemented on all types of enclosed cabs to lower respirable dust concentrations. Two critical components for an effective enclosed cab system are having a properly designed, installed, and maintained filtration and pressurization system, along with a method for maintaining structural cab integrity, which allows the cab to be positively pressurized. Another important component is maintaining cab cleanliness. Although this research was originally directed toward the mining industry, it is also applicable to agricultural or construction equipment.

As a part of our study of how coal mine dusts injure the lung we have studied the effects of dusts and dust-exposed pulmonary alveolar macrophages (PAMs) on the growth of lung fibroblasts (LF). Fibroblasts were cultured near confluence in low-serum medium, either alone or in the presence of dusts, dusts plus PAMs, dust leachates or superriatants of dust-exposed PAM cultures. We report here provisional conclusions, based on initial observations. Rat LF were relatively unresponsive to direct effects of dusts, showing weak stimulation in only a few cultures, and there was no evidence that dust-exposed rat PAMs had released any growth-regulatory products. In contrast, guinea pig cells were more responsive to the dusts. The pattern of responses was quite complex. Three of the dusts stimulated LF directly (with no mediation by PAMs). Two dusts were essentially inert when added directly to fibroblast cultures, either with or without PAMs, but their leachates were active: 867 leachate was inhibitory and RF leachate was stimulatory. Dust 1361, either directly in the cultures or as an aqueous leachate, was stimulatory, and it activated cocultured PAMs to stimulate LF growth; however, supernatant products of 1361-stimulated PAMs were inhibitory. Direct exposure to 1192 stimulated LF, but its leachate was inert; cocultured PAMs exposed to 1192 had weak stimulatory effects, but supernatants of 1192-exposed PAMs were mildly inhibitory. MP3-3 had effects similar to 1192, except that the cocultured, dust-exposed PAMs had no effect on growth. We conclude 1) that guinea pig lung cells are more responsive to dusts than are rat lung cells, 2) that dusts can influence growth of LF by four kinds of interaction (by direct dust-cell interaction, by release of soluble dust components into the culture medium, by activating P AMs to exert direct cell-cell interactions, and by activating P AMs to release growth regulatory products into the culture medium), 3) that each kind of interaction may be neutral, inhibitory or stimulatory, depending on the dust tested, 4) that four of the dusts tested were neutral, inhibitory or stimulatory, depending on the assay (the fifth <lust was either neutral or stimulatory), and 5) that the effects of soluble mediators (leachates or products of activated PAMs) frequently did not correspond with the direct dust-cell or PAM-fibroblast effects. These results suggest that the nature of the dust-lung interaction at the level of cells and molecules is exceedingly complex. These observations need to be confirmed and extended to determine what characteristics of the dusts determine the nature of the cellular responses, and to determine which patterns of responses are detrimental and which are beneficial in the overall health of the dust-exposed lung.

Researchers at the U.S. Bureau of Mines investigated the use of close-range photogrammetry and subsequent stereo digitizing to obtain data from rock fracture roughness profiles. The photogrammetric process yielded results that were acceptable but somewhat inferior to those obtained by a mechanical profilometer. On the basis of this study, further pursuit of photogrammetry as a data collection method in mining is proposed. Fractal geometry was investigated as a means of measuring the roughness of rock fracture profiles. Four fractal algorithms were used: divider method, modified divider method, box method, and spectral method. A comparison of the methods gave ambiguous results. Brown&apos;s modified divider method provided the best means of obtaining the fractal dimension. Shear strength estimates were obtained using the parameters of the modified divider method and Myers&apos; Z, measure. Because of differences in results when comparing the different ways of obtaining the fractal dimension, future users of fractals in studies of rock fractures are advised to cross-check their results carefully.

Point load testing is used to determine rock strength indexes in geotechnical practice. The point load test apparatus and procedure enables economical testing of core or lump rock samples in either a field or laboratory setting. In order to estimate uniaxial compressive strength, index-to-strength conversion factors are used. These factors have been proposed by various researchers and are dependent upon rock type. This study involved the extensive load frame and point load testing of coal measure rocks in six states. More than 10,000individual test results, from 908 distinct rock units, were used in the study. Rock lithologies were classified into general categories and conversion factors were determined for each category. This allows for intact rock strength data to be made available through point load testing for numerical geotechnical analysis and empirical rock mass classification systems such as the Coal Mine Roof Rating (CMRR).

Two problems perplex many coal-mine operators and employees. Is coal-mine dust harmful to breathe; and, if so, is it possible to keep the concentration below the danger point? The medical profession is not unanimous in its opinion of the danger of breathing bituminous-coal dust, but there appears to be ample and increasing evidence that coal-mine dust can be harmful if breathed in large enough doses for long periods. The question of controlling the dust at the point of formation is still unanswered in the minds of many in the mining industry. However, results of limited studies conducted by the Bureau of Mines in 9 bituminous-coal mines indicate that a full-shift average exposure of workers should not exceed about 20 million dust particles per cubic foot of air (m.p.p.c.f.) and that concentrations can be held within this limit without too much difficulty. Furthermore, these studies indicated that an exposure in the neighborhood of 40 m.p.p.c.f. should not be exceeded for an individual operation and that it is possible to hold within this ceiling.

In recent years the Government and other large consumers of coal have appreciated more and more the desirability of definitely determining by chemical analysis and test the character and quality of the coal they purchase. Higher prices for coal point forcibly to the need of giving more study to engine room and boiler room efficiencies and economies; this implies an intimate knowledge of the character and quality of the fuel used. Analyses and tests of delivered coal furnish data whereby power plant results can be comprehensively studied and a continuous check maintained on the coal and on the conditions of plant operation. Under authority of acts of Congress making appropriations for technologic investigation of fuels and the analyzing and testing of fuels belonging to or for the use of the United States Government, a laboratory is maintained at the Pittsburgh station of the Bureau of Mines, where samples representing deliveries of coal purchased for Government use are analyzed and tested.

To improve the level of hearing protection by providing workers with an inexpensive, easy-to-use device to check earplug fit. Background Approximately 30 million workers are exposed to hazardous noise on the job, placing them at risk of permanent hearing loss, tinnitus, and other disorders. Although the preferred solution is to eliminate noise through engineering controls or to reduce noise exposure through administrative controls, hearing protectors are critical when noise is unavoidable. Studies of hearing protector users have shown that average protection values in the real world are much lower than the labeled noise reduction ratings determined in laboratories with trained and motivated subjects. Even worse, many hearing pro­tector users get virtually no protection at all because of poor fit. The studies also show that users have a harder time achieving adequate protection levels with earplugs than with earmuffs. It?s difficult for users to tell if earplugs are working well just by looking at them. A more accurate approach is to check how much they block or ?attenuate? noise. Earplugs vary in their attenuation characteristics, with most providing a maximum of 20?35 decibels of noise reduction when worn correctly. Any earplug that?s suitable for use in noisy settings will attenuate noise by at least 15 decibels. Personal fit testing is an effective way to help hearing protector users improve the fit and protection levels of the devices. However, existing fit-testing systems are expensive and unsuitable for use at many industrial worksites.

The Bureau of Mines motor gasoline surveys have been conducted in January and July, during 1920 and 1921. The Bureau has obtained and analyzed samples of gasoline representative of that marketed in the larger cities. These surveys have indicated that the gasoline on the market during the winter months is more volatile than that sold during the summer months. Naturally, the motorist desires a more volatile gasoline in the cold winter months, as it affords greater ease in starting. The fourth semi-annual motor gasoline survey, conducted during the month of July, shows an interesting relation between the market price and the quality of motor gasoline. This is particularly evident if figures obtained today are compared with those of a year ago. At the time the Bureau of Mines conducted its summer survey of motor gasoline last year, the average tank wagon price of gasoline was 28.2 cents per gallon. This year it was 21.2 cents, a drop of practically 25%.

The Bureau of Mines is operated to assist in promoting economic development through increased efficiency in the mining, preparation, treatment, and utilization of mineral substances; to aid in conserving mineral resources through preventing waste; and to help the mining industry improve health conditions and increase safety. Accomplishment of those ends is sought through investigation of scientific, technologic, and economic problems of the, mineral industries and dissemination of resulting information. Building materials of mineral origin constitute an important product of mining, and the Bureau makes studies of these in the various fields mentioned. The following commodities come within this classification: Asbestos, anhydrite, asphalt, cement, clay and clay products, diatomite, dolomite, glass and mineral wool, granite, greenstone, gypsum, lightweight building materials, lime, limestone, magnesite, marble, sand, sand and gravel, sandstone, sand-lime brick, slate, soapstone, and trap rock.

The appraisal of mineral resources of the Challis National Forest, Idaho, by the U.S. Bureau of Mines, was made so that the mineral resources of the forest could be appropriately considered in land use planning. Information from this study is intended to help the U.S. Forest Service to incorporate mineral resource data into forest plans. The study was done in conjunction with the U.S. Geological Survey, which released a companion report on the geology and mineral potential of the Challis National Forest in 1989. Mineral development activity in and under the Challis National Forest has been of great economic significance to Idaho and the United States. Since the 1960&apos;s, mines within the forest have produced mineral commodities worth more than $590 million A current (1989) commodity prices. Identified mineral resources have a gross value of about $2 billion at current prices, including 8 strategic or critical minerals. The U.S. Bureau of Mines study identified and described 723 active and inactive mineral properties within the forest. Mineral properties with identified resources were evaluated to determine their economic significance, and an assessment was made of the feasibility of mineral development. Of the 2,516,191 acres in the Challis National Forest, about 390,000 acres were classified as having mining development interest commercially important mineral production, mainly of molybdenum, gold, and silver from the Challis National Forest is likely for the foreseeable future.

The development of the potential supply analytic system has advanced to the point that quantitative estimates of economically recoverable resources can be made as the final step of the traditional regional mineral resource assessment process. In 1983, the BOM and the ADGGS jointly developed a methodology to quantitatively assess the potential for undiscovered yet economically recoverable minerals within a designated geographic area. This methodology was first applied in the assessment of the undiscovered mineral potential of the Kantishna Hills, Alaska (White et al., 1987). At that time the assessment procedure combined a series of technical judgements regarding the major geologic, engineering and economic factors that influenced the occurrence and exploitation of mineral resources in the Kantishna Hills area. Since then the methodology has been further developed and enhanced, particularly with respect to the engineering and economic analysis components. The resulting Potential Supply Analysis System (PSAS) was recently used to evaluate the economic potential of selected types of undiscovered precious-metal deposits in the Tonopah quadrangle of Nevada (Gunther, et al., 1988) and, with some enhancements, has been used to estimate the&apos; economic value of the undiscovered mineral potential of the WMNRA/SNCA study area. The PSAS has been designed to address five basic questions about the mineral potential of an area: 1) What alternative states of geologic nature are possible in the area of interest (e.g. How many and what types of undiscovered deposits could be present and what might be their grade, tonnage and depth attributes?) ?;

Owing to the need for additional sources of supply of both zinc and lead following World War II, the Bureau of Mines investigated many abandoned lead-zinc mines in the eastern United States. A series of shallow veins in south-western St. Lawrence County has long been a subject of speculation. These veins, which average about 4 feet in width and cut across the bedding of the country rock at right angles, are filled with calcite-carrying galena and sphalerite. The deposits have been worked sporadically during the last 115 years. From 1837 to 1852 the Coal Hill, the North, and the Victoria mines near the village of Rossie were at their peak of activity. Other calcite veins were prospected and a small production was realized. The Bureau of Mines began diamond drilling May 1, 1950, under the general supervision of McHenry Mosier, chief, Mining Branch, Bureau of Mines, Region VIII, and under the immediate supervision of the author) who was project engineer, following the preliminary examination by Robert S. Sanford. A total of 3,870.2 feet was drilled in 18 holes on four of the numerous deposits scattered over Macomb and Rossie townships. Drilling was completed September 21, 1950.

METALLURGICAL ACTIVITY in 1963 was again dominated by the insatiate demands of research and development conducted in conjunction with the nation&apos;s defense and aerospace programs. An increasing effort was noticeable throughout the year, however, to apply to the commercial field many of the processes and techniques that have been developed by government-sponsored research. Particularly effective has been the Industrial Applications Program of the National Aeronautic and Space Agency through which many of the technological advancements made during the course of NASA research and development have been published and released to the public. POWDER TECHNOLOGY Powder metallurgy techniques for fabricating metals, not long ago declared outmoded because of improved casting and shaping methods, have since made an astonishing comeback. Traditionally mechanical pressing of powder shapes has been employed when melting and casting was difficult or impossible, when phase relationships needed to be sidestepped, or when machining costs could be avoided. Hence, it has long been used for producing relatively small special shapes of high-melting metals and alloys. Small iron parts produced with a punch and die have been common for many years, but powder metallurgy techniques are now applicable to a wide range of materials and items. Hard-to-handle materials including refractory metals and their alloys are now rolled, forged, or extruded from billets made by sintering isostatically compacted powders. The major element of the powder metallurgy industry still comprises iron shapes, however, and two-thirds of the annual 100,000 tons of powder metallurgy products are made of iron. The largest single user of powder-forming techniques is the automobile industry which currently consumes 14,000 to 16,000 tons of iron powder per year. A typical 1963 model auto contained more than 100 pressed powder parts (e.g., transmission gears, timing gears, sprockets, ball joint suspensions) totaling 5 to 7 pounds per car. Some of these powders are used in self-lubricating parts of porous copper and copper alloys containing as much as 20 volume-percent lubricating oil. Industry must be made to realize that "Safety First" means just that - safety first. The miner must realize that safety first takes precedence over earnings. The employer must realize that safety is the first consideration, and is not to be subordinated to profit-making. Neither employee nor employer is justified in adopting the principle of safety first with reservations; that is they will practice safety first only so long as they think that it does not interfere with earnings or profits. This paper proposes to demonstrate that suberdinating safety to possible profit is short-sighted and that over an ex- tended period of time it dres not result in increased profits or earnings. An employee through disregard of safe practice may receive an injury that will cause him a loss of earnings if, indeed, he is net killed or permanently in- capacitated. If permanently incapacitated any compensation he may receive is very likely to be wholly inadequate as compared with probable earnings if the accident had not cccurred. The employer, upon his part, will find that the burden of compensating his injured employse will far exceed the outlay of money necessary to maintain a reasonable program of safety in his mine or plant. The mine foreman is one of the most important factors in the matter of mine safety. A vigilant and competent mine foreman, once he has established the confidence of the employees in his ability as a foreman, can be of invalu- able assistance in promoting mine safety, for through him and his assistants the employees may be made to cooperate. Every employer should remember, then, that the soluction of the foremen and their assistants is one of the most important matters connected with the work of establishing the maximum amount of safety in his mine. Everyone connected with the mining industry must be made to realize that there is to be no back-sliding and no let-up in safety work; that no matter how dry and tedious the routine may seem it is absolutely essential and justi- fied for both humanitarian and economical reasons. Efficient safety effort pays dividends in actual cash to both employer and employee. About 50 per cent of underground accidents in coal mines take place at the working face where the miners dig and load the coal. Approximately 17 per cent of coal-mine fatal accidents are the result of underground haulage. The Munsch National First-Aid Instructors Association had its inception during the teaching of a Federal Bureau of Mines first-aid instructors&apos; class at McPherson, Kans., under a cooperative plan of first-aid training. Upon completion of- the course on July 1, 1938 members of the class organized the charter chapter of the association under the name of McPherson (Kans.) District Charter Chapter No. 1. On July 1, 1941, 3 years after the founding of the association, there were 15 chapters in the national council -7 in Kansas, 3 in Oklahoma, 2 in Texas, 2 in New Mexico, and 1 in Arkansas. Although the pioneer work of the association was done in the petroleum industry, the plan will be of even greater benefit to a district in which there are various types of plants, mince, and operations of the mineral and allied industries. The year 1979 was a period of increased activity for the world&apos;s mineral industry, distinctly in contrast with 1978 when estimated world crude mineral output value declined slightly and most phases of the industry&apos;s activity were somewhat curtailed. In 1979, most major mineral commodities recorded significant gains in output, with a substantial number achieving new record highs; details on trade levels for 1979 were not available, but increases over those of 1978 were expected on the basis of partial data. Consumption of most commodities edged higher; in some cases the higher demand levels were met largely through draw-downs of stocks accumulated in recent years, while in other cases notable output increases were required to meet demand. Actually, 1978 was not a bad year for all elements of the mineral industry if changes in output levels of the various commodities are considered as a measure of performance. There were far more individual commodities registering production increases between 1977 and 1978 than registered declines, but some of those reported as declining were relatively major commodities (bauxite, aluminum, copper and zinc were notable), Moreover, the upturn in productive activity in 1978 was not matched by increases in profits. However, 1979 was unquestionably a year of renewed expansion efforts, although some commodity areas, most notably the steel industry component, were still experiencing difficulties.

"The National Safety Competition conducted by the Bureau of Mines, United States Department of the Interior for the promotion of safety in mines and quarries, has just been closed for seventeenth consecutive year. Enrollment covered more plants than in any previous contest. Moreover, a larger volume of employment was represented than in the contests of previous years, and several new plants were enrolled for the first time. Six safety trophies are awarded annually in these competitions one to the leading plant in each of six groups. An anthracite, mine in Pennsylvania, a bituminous-coal mine in West Virginia, a metal mine in Tennessee, a nonmetal mine in Virginia an open-cut mine in Minnesota, and a quarry in Alabama won the 1941 trophies.To be eligible to win a trophy, a mine or quarry must have had at least least 25 men working under ground or in the pit for not loss than 100 days. The number of man-hours worked must total 30,000 or more. Mines or quarries having no accidents during the year are rated according to the number of man-hours worked. If there are no plants with accident-free records, the mines and quarries in each of the six groups are rated according to their accident-severity rates; the plant having, the lowest rate is declared the winner.The Sentinls of safety trophies presented to the winning mines and quarries in the six groups were donated by the Explosives Engineer magazine to promote safety in the mineral industry. They are held by the winning companies for 1 year or until won by other mines and quarries."

In the course of the Bureau of Mines investigation relative to the causes, behavior, and control f anthracite-mine fires, attention was directed toward the correlation between the temperature of oxidation and the gaseous oxidation products in the range of temperatures between 100° and 350°C4/ These tests, made on a high-grade anthracite to determine the amount of oxygen consumed and the amounts of carbon dioxide, carbon monoxide, hydrogen and methane evolved when air was passed through samples of the anthracite at various elevated temperatures, showed that the gases evolved and their relative proportions vary with temperature, constitute a means for determining the probable temperature of the anthracite, and thus permit detection of incipient heating before a dangerous fire hazard exists. As the relationships mentioned are affected somewhat by the amount of previous oxidation of the coal, it was deemed desirable to know to what extent they might vary owing to this cause. It was also considered desirable to have a means for estimating the extent of oxidation from the gas analysis, as this would permit a more accurate estimate of probable temperature. Finally, it seemed desirable to know how much the composition of coal might vary over an extended period of oxidation, since this was previously suggested5/ as a possible means for estimating the probable maximum oxidation temperature to which a sample of coal had been subjected.
