The possible contribution of an improved mineral economy to the further advancement of the lesser developed regions of the world is a vital consideration today. Many of the newly independent countries recognize the problems and the challenge involved in orderly development of mineral resources. Some countries are inventorying resources, planning development, and encouraging local and foreign participation. The Malagasy Republic, composed of the island of Madagascar and the immediately adjacent islands, formerly the French Overseas Territory of Madagascar, is one of the members of the French Community which achieved independence in 1960. It is making real progress towards improving its mineral economy, an effort particularly remarkable considering the generally unfavorable geographic location of the area with respect to world markets and what is, after all, a comparatively sparse-economic mineralization in the light of discoveries to date. Most of the development of the Malagasy economy before independence was fostered by French private enterprise, although the State participated in some ventures. Since independence, the Government has encouraged private investment from a variety of sources through favorable legislation and has indicated that legitimate investment projects that will further advance social and economic programs will be welcome.

The U.S. Bureau of Mines has developed an intrinsically safe carbon monoxide (CO) monitoring system for mines by coupling a fiber-optic data telemetry (FODT) system with a prototype electro-chemical CO monitor. The CO monitoring system can be used in a coal mine as one component of an early fire warning system. This system may be used in belt haulage entries when the entries are used for supplying ventilation air to working places. The FODT accepts a 0.1-to 1.1-V analog signal from the monitor and converts it to pulses (0 to 5 V) at frequencies from 1.1 to 11 kHz that drive a light-emitting diode (LED). An electrically nonconducting fiber-optic cable carries the LED signal to a remote receiver. The receiver analyzes the incoming light signal and displays the measured CO concentration in parts per million. This report discusses the performance of the FODT system and characteristics of the CO monitor such as response times, linearity, and temperature and pressure effects.

In 1989, Alabama's nonfuel mineral industry produced a State record of $463 million of nonfuel mineral commodities, an increase of $4 million over that reported by the State's mineral producers in 1988. The new record marked the fourth consecutive year in which mineral production increased over that of the previous year. Alabama ranked 22d among the States in total mineral value. Cement, stone, and sand and gravel were the three leading mineral commodities produced, accounting for 77% of Alabama's total mineral value. During the year, there were several acquisitions by Alabama cement and stone companies, and the only tantalum mine in the United States completed its first full year of operation.

In recent investigations of chloride Volatilization of gold at the Reno Station, it was found that the addition of small amounts of copper and NaCl to the charge brought about improved volatilization of the gold. The investigations described in this report were concerned with the recovery, in an aqueous medium, of fumes from chloride volatilization of gold. It was attempted to discover a suitable aqueous medium that would permit absorption, solution, or precipitation of all the volatilized gold immediately upon contact with the medium. A simple laboratory apparatus was employed to produce fumes by volatilization. To this furnace was attached an absorption train consisting of a series of chambers containing the aqueous medium, through which the fumes were drawn by suction. A satisfactory synthetic ore that contained metallic, gold in a quartz-matrix was made and utilized, enough. gold being present in a' small amount of material to permit an accurate, metallurgical balance of the volatized values' to be obtained in all the experiments.

Overexposure to noise remains a widespread and serious health hazard in the U.S. service providing and goods producing industries. Excessive noise can lead to poor verbal communication and reduce the ability to recognize warning signals. These dangerous work conditions can also cause stress and fatigue. Occupational hearing loss is a permanent illness, with no recovery currently possible. Method: National Institute for Occupational Safety and Health (NIOSH) has recognized Noise Induced Hearing Loss (NIHL) as one of the ten leading work related diseases and injuries in the United States, and has emphasized its importance as one of the critical areas expressed in the National Occupational Research Agenda. Results: One of the most serious noise problems in the goods producing industries is the operation of continuous mining machines during underground coal mining. In order to minimize occupational hearing loss, noise hazards are “designed out” early in the design process. NIOSH is leading a national initiative called Prevention through Design (PTD) to promote this concept. This paper describes the quiet by design approach of a noise control that reduced noise exposures of continuous mining machine operators by 3dB(A) using the four functional areas of PTD, namely Practice, Policy, Research, and Education.

As part of its effort to develop ways to maximize resource recovery, the Bureau of Mines investigated the extraction of vanadium from Western phosphate beneficiation tailings with H2S04 and/or H3P04. Dissolution of the vanadium was accomplished by digesting a mixture of acid and a 50-pet-solids, tailings-water slurry. In the most effective method investigated, vanadium and phosphorus were leached by digesting the slurry at a constant boiling temperature (1000-1100 C) in a stirred reactor. In batch tests, maximum vanadium dissolution was 95 pet. In continuous-circuit tests designed to further evaluate vanadium dissolution at con-stant boiling temperature in a continuously stirred reactor, vanadium dissolution ranged from 70 to 85 pet. An economic evaluation of the process demonstrated that H2S04 consumption is the major cost factor. Based on the value of the vanadium product with no allowance for a phos-phate product, the cost of producing the V205 is more than twice its value. The potential for profit would depend upon the value of the phosphate fertilizer produced from the impure H3P04 remaining after vanadium extraction.

"Purpose and Origin of Investigation.For many investigations of mineral products such as metallic and ceramic materials, especially refractories, a knowledge of thermal conductivity and specific heat at high temperature is required. Such data have been needed by the Bureau of Mines for checking heat balances in kilns, and computing heat loss through furnace walls.Design of apparatus for thermal conductivity tests was undertaken by the Bureau early in 1922, an industry at that time indicated that no equipment intended for extreme high-temperature observations was elsewhere available or likely to be in the immediate future.The Bureau's investigation was begun by C. R. Greenslade, assisted by F. A. Hartgen, and temporarily discontinued owing to their resignations in the summer of 1922. The work was later turned over to the writers of this report, and has been carried forward at intervals, along with other problems."

On a regular basis, mine personnel should obtain air samples directly from active underground areas as well as remotely from sealed locations. These samples provide mine officials with data relative to the makeup of the various atmospheres. Should conditions underground change, these results can provide a baseline that can assist officials in determining the extent of change. Relating the concentrations of individual gases to time, applying gases to equations, and examining their change over time are tools that have been successfully used to determine if a heating event exists and, if so, the extent of the emergency. These atmospheric status equations have either been developed for the mining industry or adapted from other industries. They serve as tools to assist personnel in determining the condition of underground mine atmospheres. As long as the problem area continues to be ventilated, certain gases, gas ratios, and equations can be used to determine if a fire exists, what type of material could be burning, and what quantity of coal is burning. Once the mine or the involved section has been temporarily sealed, gases, ratios, and gas-derived equations can assist personnel in determining how conditions within the sealed volume are changing over time. To alleviate potential explosions when fresh air is once again introduced into the sealed volume, equations and a diagram have been developed to predict the likelihood of an explosive atmosphere. Similarly, prior to commencing recovery of a mine or section, equations exist that can assist in determining if the fire will rekindle when air is reintroduced. This paper serves as an overview to remind and/or instruct readers about gas-sampling methodologies and gas analyses to assist in determining the status of underground atmospheres.

Quickly and cheaply consolidate underground slimes to facilitate their use as backfill and permit their easy handling for other reasons. Approach: The slurry containing slimes is pumped into active stopes and electrokinetically dewatered to provide consolidated back fill. How It Works: To densify slimes electro-kinetically two electrodes are placed in the material to be dewatered and densified. Typically, the electrodes are pieces of wire mesh fencing. One is placed on the bottom, and the other is suspended in the slurry near the surface. Figure 1 is a simplified section of a test. A d-c voltage of 100 to 400 volts is applied across the slurry. This causes the solid particles which are in suspension in the water (usually these are negatively charged) to migrate toward the anode; simultaneously, the water moves toward the cathode. Physiol. 11): L365–L374, 1994.—Although integrity of the alveolar basement membrane may influence progression of lung injury induced by inhaled particulates, little is known about direct effects of coal dusts on the alveolar epithelium or its extracellu¬lar matrix (ECM). Effects of dust on synthesis of cell and ECM proteins by type II cells (T2P) was thus investigated. Three coal dusts (anthracite no. 867; bituminous no. 1451 and no. 1361) and mine dust MIT-3, of respirable size, were studied as a function of dose and time over 3 days of primary T2P culture. On day 1, 750 µg/ml of 867 were required to increase relative synthesis of ECM proteins (ECM/cell). MIT-3, 1451, and 1361 were without effect. By day 3, 867 or MIT-3 increased ECM/ cell 60-100% at 300 µg/ml; 1451 produced modest, dose-dependent stimulation, whereas 1361 remained without effect. None of the dusts caused significant cytotoxicity. The results show dose- and time-dependent effects of well-characterized coal and mine dusts to modify partitioning of newly synthesized proteins into the ECM and suggest that coal dust exposure may modulate structure or function of the subepithelial basement membrane.basement membrane; cell culture; inorganic dust; lung injury; extracellular matrix deposition; pulmonary epitheliumCHRONIC EXPOSURE to coal dust may be associated with development of pulmonary fibrosis and consequent loss of normal lung function (see Ref. 26 for review). Al¬though the pathways of inorganic dust-induced lung injury are recognized to involve an inflammatory re¬sponse, the underlying pathogenic mechanisms are not understood in detail. Acute and chronic responses to dust exposure involve a variety of interacting cells of the immune system, including macrophages, T cells, and B cells, along with pulmonary fibroblasts. These responses reflect direct effects of the dust particles, as well as indirect effects mediated by soluble factors, including cytokines and eicosanoids (see Ref. 41 for review).Studies of pulmonary macrophages and fibroblasts following silica exposure suggest that dust-induced damage at the airway surface may involve cellular injury through oxidant-mediated pathways. Coal dusts and related inorganic particulates can activate the alveolar macrophage (42) to produce fibronectin (15) and cytokines, such as interleukin-1 or tumor necrosis factor (4) and/or other soluble products which act locally (29) to cause acute cellular injury and to initiate the progression of fibrotic lung damage (16). Type I epithelial cells are typically more susceptible than type II cells to oxidant injury. Type I cell damage and subsequent death leads to denudation of the subepithelial basement membrane (2, 21) and can be associated with leakage of plasma constituents from the pulmonary vasculature into the alveolar compartment (13)."

The Bureau of Mines, S. Department of the Interior) at, its Morgantown., W. Va., station, operating under a cooperative agreement with West Virginia University, is conducting research and development work on the problem of producing synthesis gas from coal. An important part of this work is the study of the gas purification necessary to meet the rigorous standards required to render the gas suitable for use in the Fischer-Tropsch synthesis of liquid fuels. One of the most detrimental impurities is sulfur in all forms, the maximum amount that can be tolerated being one-tenth of a grain per hundred cubic feet. Concentrations as low as this require the use of precise analytical methods to evaluate the performance of processes used for removing sulfur. At the same time the analytical methods should be rapid in order to reveal the failure of purification before damage to the expensive synthesis catalyst results. Although sulfur in unpurified gas is generally present as hydrogen sulfide and as organic sulfur compounds, the latter may be converted to hydrogen sulfide for analytical purposes. Thus a suitable method for the determination of traces of hydrogen sulfide may also be used for the determination of organic sulfur.

RECORD production of marble, kaolin, scrap mica, and talc high-lighted the mineral industry of Alabama in 1962. Among the States, Alabama ranked second in scrap mica, third in the production of bauxite and native asphalt, and fifth in iron ore. The mineral industry of Alabama was dominated by mining and processing of coal and iron ore, and the manufacture of cement, which together comprised 73 percent of the total value of production, compared with 72 percent in 1961. Other important industries were the production of crude petroleum, and stone quarrying. Leading companies were Tennessee Coal & Iron, Southern Cement Co., Southeastern Electric Generating Co., Alabama By-Products Corp., and U.S. Pipe & Foundry Co.

On the basis of world production data alone, 1985 appears to have been a year in which the world's mineral industry took another step upward in its recovery from the very poor years of 1981, 1982, and early 1983. Despite a drop in the output of crude oil, which was the single most significant crude mineral product from the viewpoint of value, the estimated value of world crude mineral production advanced by 3.4% to about $1,054 billion constant 1983 dollars, with output increases logged for nearly two-thirds of the commodities and forms of commodities for which the U.S. Bureau of Mines calculates a total world output. However, the economic well-being of any industry or group of industries cannot be measured solely in terms of the volume and/or value of its production, and examination of statistics reflecting other aspects of mineral industry performance shows that 1985 was a less than ideal year in many respects. In the case of consumption of mineral commodities, although there were gains registered in diverse sectors such as iron and steel, aluminum, fertilizer materials, solid fuels, and gaseous fuels, there were also proportionally small but notable declines in use among the older major nonferrous metals (copper, lead, tin, and zinc) and in the all-important liquid fuels. In the case of international trade in mineral commodities, although comprehensive data for 1985 were not yet available, there were indications that the value may well have fallen below the estimated 1984 level of $632 billion, although the volume may have increased slightly. This, if true, would be chiefly the result of declining prices of mineral commodities, and indeed, price declines were noted for a number of significant materials in terms of current dollars, and even more would register declines if calculated on the basis of constant dollars, adjusting for inflation.

In This Chapter [Instruments for measuring dust How to calculate the amount of dust from a source How to get a valid concentration measurement Sampling to assess control technology effectiveness] When there is more than one source of dust, sampling may be required to find which dust sources are most significant. Then, efforts to reduce dust can be concentrated where they will have the most impact. This chapter explains how to perform dust source sampling. It describes two kinds of instruments that are available and discusses their limitations. It explains how environmental variables such as concentration gradients, dust dilution, and production changes can impact dust measurements. It also suggests practical ways to improve the validity of dust source measurements under adverse conditions, such as high-velocity airflow or the presence of water mist in the air. [Dust source sampling at coal mine longwalls and at tunnels is more complicated. Chapters 3 and 7 have more information on sampling in those circumstances.] TWO KINDS OF INSTRUMENTS FOR MEASURING DUST Gravimetric samplers. The conventional gravimetric sampler is a good device for measuring dust because it is the instrument used for compliance measurements. This dust sampler consists of an air pump, a small cyclone that separates out the respirable size fraction of the dust cloud, and a filter to collect the respirable dust. In coal mines, the Mine Safety and Health Administration (MSHA)-approved gravimetric sampler uses a 10-mm Dorr-Oliver cyclone operating at an airflow of 2.0 L/min [30 CFR78 74 (2002)]. A correction factor of 1.38 is applied to make the results consistent with the U.K. MRE sampler, the instrument on which the 2.0 mg/m3 coal dust standard is based.

Research by the National Institute for Occupational Safety and Health (NIOSH) has pursued quartz analysis for the specialized ?lter assemblies of a new worker-wearable personal dust monitor (PDM). The PDM is a real-time instrument utilizing a tapered element oscillating microbalance (TEOM®). Standard ?berglass TEOM ?lters cannot accommodate the desired P-7 infrared analytical method used by the Mine Safety and Health Administration (MSHA). Novel ?lter materials were tested with the objective of demonstrating this type of analysis. Low temperature ashing and spectrometric examination were employed, revealing that nylon ?ber candidate ?lters left minimal residual ash and produced no signi?cant spectral interference. Avoiding titanium dioxide in all ?lter materials proved to be a key requirement. Fine quartz particulates were collected on prototype ?lters in a Marple chamber, either open-faced or through PDMs during test runs. The ?lters were then subjected to MSHA P-7 analysis and the spectrometrically based analytical results for quartz mass were compared to reference measurements. Also, PDM instrumental mass readings were compared to ?lter gravimetric measurements. Results suggest that the P-7 method is adaptable to variations in ?lter materials and that quartz dust analysis by the P-7 method when utilizing the new ashable PDM ?lters can have accuracy and precision within 10% and 4%, respectively. This is within the declared 13% accuracy and 7–10% precision of the P-7 method itself. Instrument mass readings had modest positive bias but met NIOSH accuracy criteria. Continued work with specialized PDM ?lters is merited, as they are a new type of TEOM sample amenable to ashing analysis of particulates.

The National Institute for Occupational Safety and Health (NIOSH) has been conducting research at a Pittsburgh Coalbed longwall mine to evaluate and optimize bleeder ventilation and gob gas venthole longwall methane control systems. Gas flow into these two methane control systems was investigated using a combination of Sulphur Hexafluoride (SF6) tracer gas studies and gob venthole pressure monitoring experiments. The insights gained from this research has facilitated the development of along wall subsided strata methane control system conceptual model. This model provides the basis for design suggestions to increase the efficiency of the gob gas venthole system to permit the bleeder ventilation system to become a "safety net" for methane control.

Workers using vibrating hand tools have the potential for developing health problems associated with repeated forceful actions and exposures to hand-transmitted vibration. Hand-arm vibration syndrome (HAVS) and other hand-arm system disorders have been associated with such exposures.1-2 To better assess health risks, comprehensive evaluations of these exposures must include quantitative assessments of hand-tool coupling forces; unfortunately, no standardized method for quantifying hand forces exists. Handle instrumentation may be ill-suited for some field environments. Psychophysical force-recall techniques may provide alternatives to handle instrumentation. A thorough understanding of the effects of vibration and other factors on force-recall accuracy and reliability is important before such methods are applied in risk assessments. Methods In this study, the effects of vibration and other factors on the accuracy of psychophysical force-recall were explored in two experiments. Twelve male subjects participated in the first experiment. The second experiment employed 20 participants (10 female, 10 male). In each experiment, participants applied specific grip and push forces to an instrumented handle mounted on a shaker system. Participants were exposed to sinusoidal vibration at frequencies that ranged from 0 Hz to 250 Hz. Three levels of applied force (low: grip = 15 N/push = 25 N, medium: grip = 30 N/push = 50 N, and high: grip = 45 N/push = 75 N ) and two levels of vibration magnitude (low: ANSI 4-8-hr limit and high: ANSI <0.5-hr limit)3 were examined. During the vibration exposure period, participants were provided with visual feedback while they attempted to “memorize” the applied grip and push forces. At the conclusion of the vibration exposure/force memorization period and a controlled rest period, the participants tried to duplicate the grip and push forces on a non-vibrating handle without the aid of visual feedback. The effects of different vibration frequencies, vibration magnitudes, and grip and push force levels were tested in a random order from trial to trial. Results Participants tended to overestimate grip and push forces. Depending on exposure conditions, error means ranged from 2 N to 10 N. The ANOVA revealed that force-recall errors for exposures between 31.5 Hz and 63 Hz were significantly higher than those at other vibration frequencies (p < 0.05). The frequency effect is depicted in Figure 1. Error means were greater when participants were exposed to the higher vibration magnitude (mean = 9.1 N, 95% CI = 8.2-10.1 N) when compared with the lower vibration magnitude (mean = 4.9 N, 95% CI = 3.9-5.8 N) (p < 0.05). "Up to the last 10 or 15 years, responsibility for accidents in mines was generally, though not universally, placed upon the person or persons immediately involved. Present-day thought is rapidly veering toward holding the industry responsible for accidents, with ultimate payment of the bill by the consumer, if financial expenditure should be necessary. While it is undoubtedly correct in principle that responsibility for accidents in and around mines should be shouldered by the employer and while it is probable that as time passes the burden will become even more definitely than now that of the mining companies, on the other hand it is an undeniable fact that large numbers of accidents occur through acts of omission or of commission of some person, very frequently the victim of the accident being the offender.Out of about 3,000 persons killed every rear in our -mines and quarries, nearly half or approximately 1,500 of the fatalities are due to falls of overlying material or of persons, about 500 to haulage, about 350 to fires and explosions, about 125 to explosives, approximately the same number to electricity, and about 300 to various miscellaneous accidents.Generally the accidents from falls involve but one or two persons at a time, and the tendency is now as it always has been to charge the victim or possibly a coworker with the responsibility. Usually this sort of accident occurs at or near a working face (statistics indicate that about 80 per cent of fatalities from falls of roof or rib occur near the face), and as it is Generally agreed that it is the duty of the worker to keep his working place safe, the worker and especially the face worker is given the blame in case of accident."

The purpose of using experimental subjective and/or perception methods is: (a) to understand human subjective impressions of the physical characteristics of vibration; (b) to determine the relationship between the subjective perception of some aspect of the vibration and an evaluation index of the physical vibration characteristics; and (c) the establishment of target values for design of vibration environments in terms of human sensation of vibration characteristics. In order to understand the relationship between a physical measure of the mechanical vibration and the subjectively perceived aspect of the vibration environment, experimental methods shown in Table 1 have been used1. [ ] The constant measurement methods of Table 1 are mainly used for measurement of the threshold of human sense. The subjective scaling methods are mainly used for obtaining subjective (or proportional) scaling between the perceived quantity and physical quantity. In this review, the fundamental approach of experimental methods for obtaining the target values used in the design of vibration environments, and the different findings between the subjectively perceived methods for evaluating human response to vibration characteristics and the physical quantity of the vibration environment are summarized. Fundamentals of Subjective Scaling The relationship between the experimental psychological methods for providing target values in the design of the vibration environments and the physical quantities is illustrated in Fig. 1. Vehicle mechanical vibration can be characterized using many metrics, and these can be considered the ‘input’ to the human. In order to predict subjective responses to the vibration, it is necessary to link the characteristics of the source of vibration and human reactions, the ‘output’.
