This paper deals with truck haulage methods and costs at one of the many open-cut mines that are replacing rail haulage with heavy-duty trucks. At this mine, ore is trucked to a crushing plant, centrally located within one of the open-cuts. The requirements for efficient low-cost truck haulage are: Good trucks designed for heavy loads, adequate truck maintenance, smooth roads, and well-trained truck drivers The weighted average cost of hauling a long ton of ore to the crusher and the waste to the dump was reduced from $0.1993 in 1948 to $0.1114 during the last half of 1949, his corresponds to a cost per ton mile of $0.0864.

"Geologic materials emit transient noises when stressed /1/. The rate and pattern of these transient noises or acoustic emissions (A.E. hereafter) depend on the stages of deformation of the material /2/. It has been demonstrated that rock/coal fracture processes under stress consist of three distinctive stages--crack initiation, propagation and ultimate fracture--and that coalescence of numerous cracks leads to ultimate failure rather than the propagation of a single crack /2,3/. This paper presents an analysis of fracture formation in rock/coal specimens subjected to straight wedge indentors using A.E. technique.The effect of specimen geometry, wedge indentor angle, confining pressure, and material anisotropy on fracture type (tension, extension, and shear crack), fracture length, and fracture intensity were studied. Two types of material mainly Berea sandstone and Coal Berg No. 2 coal were used in this study. Prior to the experiment the mechanical properties of both sandstone and coal were determined using rectangular specimen (Figures 1 a) in standard compression tests and are given in Table 1. In this study cylindrical and rectangular specimens were first prepared to proper dimensions of 2 in. x 1.5 in. and 3 in. x 1.5 in. x 1.5 in. (5.08 cm x 3.81 cm and 7.62 cm x 3.81 cm x 3.81 cm), respectively and then instrumented with SR-4 strain gages as shown in Figure 1. The instrumented specimens were then tested under four distinct load boundary conditions as illustrated in Figure 2. During a typical experiment the instrumented specimen was placed in a specially designed loading jig (Figure 3) where a predetermined lateral pressure was applied mechanically to the specimen by adjusting the inner plate of the confining chamber via screw while monitoring strains in the specimen. Using rock/coal elastic constants and measured strains, a predeter¬mined lateral pressure was applied to the specimen. Then a vertical load was applied by the straight edge of a wedge indentor attached to the upper platen of the universal loading machine via ball and socket arrangement (Figure 4). The arrangement allowed uniform application of load in a straight line manner on the surface of the specimen. During the test a number of parameters namely strains, load and A.E. rates were recorded (Figures 5a-b)."

Assist in controlling or extinguishing fires that occur in abandoned mine lands (AML) by providing a compilation of information on past fire control projects, the estimated extent of the current problem, and factors affecting the occurrence, propagation, and extinguishment of AML tires. Conventional fire control methods and their probable effectiveness are evaluated. Background Fires that occur in abandoned coal mines, waste banks, and coal outcrops constitute a serious health, safety, and environmental hazard from toxic fumes, deterioration of air quality, and subsidence. Although fires on AML occur in every coal-producing State, the severity of the problem varies, with most underground fires occurring in Kentucky, Pennsylvania, and Wyoming. Surface fires are prevalent in Kentucky, Pennsylvania, and West Virginia. Methods to extinguish or control AML fires, including excavation, fire barriers, and scaling, are generally expensive and have a relatively low probability of success (see figures 1 and 2). Bureau of Mines Study The Bureau compiled information from a variety of sources and found that the problem of AML fires is a serious one. Such fires can involve a high degree of hazard and can be difficult and costly to control. AML fires usually involve smoldering combustion in outcrops, waste banks, or abandoned mines. Given the nature of these fires, it is unlikely that the extent of the problem or the cost of solutions will decrease in the near future.

This Bureau of Mines report describes a method for determining parts per million (ppm) of helium-4 (He-4) in helium-3 (He-3) to an accuracy of ±5% by mass spectrometry. Gravimetrically prepared primary standards were used for the calibration of a Dempster 1800 magnetic sector mass spectrometer. A comparison between a 2.49% He-4 in hydrogen mixture and a 2.49% He-4 in He-3 mixture shows that He-3 can be replaced with hydrogen as a diluent for standards with comparable mass spectrometry sensitivities for He-4. Using hydrogen as a diluent allows analysis of He-3 samples for He-4 when He-3 for preparation of standards is not available and also conserves the rare He-3 isotope. Standards of He-4 in Hz were prepared for calibration of the mass spectrometer for quantitative determinations of He-4 in the 2-to 100-ppm range. A minimum detectable limit of 2 ppm He-4 is obtained by this method.

This U.S. Bureau of Mines study examined spontaneous heating episodes in coal mine pillars in an active underground coal mine. The information obtained from these incidents was then analyzed to learn which sampling methods provided the earliest indication of pillar heating. The objective of this study was to discover if the location of future events of pillar spontaneous heating could be inferred from the available information. The spontaneous heating-prone area in this evaluation involved pillars located just in by the mine portals. Several detection methods were used to determine gas levels outside as well as inside the affected pillars. It was hoped that, by incorporating external and internal sampling methods into an organized program, locations undergoing spontaneous heating could be determined more readily. This study found that by drilling small-diameter boreholes into the pillars, then obtaining gas samples from the affected pillars, the ability to locate early spontaneous heating episodes was improved. However, the ability to accurately predict future spontaneous heating events remains in question.

This study reports the results of a survey of organizations that used problem-solving simulation exercises to support mine health and safety training. The exercises are designed to teach judgment and decision-making skills within two broad domains: (1) how miners respond to mine emergencies (e.g., first aid, self-rescue, and escape) and (2) how miners integrate safety concepts within the context and performance of routine production work. The simulation exercises were distributed by the Mine Safety and Health Administration's National Mine Health and Safety Academy near Beckley, WV. The present study focused on those organizations that ordered the exercises from the Academy over a 2-year period (1995-96). Researchers assessed how the materials were used and trainer perceptions of the impact of these materials on annual mine health and safety training . A total of 147 organizations ordered the exercises over the 2-year period. Survey responses were obtained from 52 of these organizations. Sixty percent of the respondents rated the exercises as more useful than traditional instructional materials, 40% as equally useful, and 0% as less useful. Most trainers (79%) felt that the exercises help them to make better use of workers’ knowledge and experience during training. Many (71%)also reported that the simulations helped to improve the effectiveness of their instruction and promoted a problem-solving approach to their training. Fifty of the fifty-two respondents reported that they would like to have new simulations developed. A large majority showed a proactive interest in helping to develop and field test new exercises. Ninety-four percent of the trainers judged the exercises as a good value; 92% planned to order more simulations in the future. Based on this study, recommendations are offered for the continuation and expansion of simulation exercises as one method for occupational health and safety training.

As part of its mission to assure an adequate domestic supply of metals essential to the Nation's welfare, the U.S. Department of the Interior, Bureau of Mines, investigated a particle agglomeration technique as a means for improving the flow of leaching solution through heaps of clayey or finely crushed, low-grade, gold-silver ores. Bench-and pilot-scale experiments showed that the percolation rate of cyanide leaching solution was markedly enhanced by mixing the ore with a portland cement binder, moistening the mixture, and mechanically agglomerating and aging the feed prior to heap building and leaching. The rate of gold and silver recovery markedly increased because of the increased, uniform percolation of leaching solution through the agglomerated feed. The use of concentrated cyanide solution instead of water during the agglomeration procedure decreased the leaching time required to obtain maximum recovery. Results of bench-and pilot-scale experiments are discussed.

A study was made during 1959-60 of reported nelsonite occurrences in Nelson and Amherst Counties, Va. The investigation was limited to core drill- ing on one deposit and beneficiation studies on three deposits. Three diamond-drill holes totaling 562 feet were drilled on the E. M. Hughes property to determine subsurface continuity. Although outcrops as much as 30 feet wide were present on this property, the only nelsonite intersected in the holes ranged from 4 to 18 inches thick. The ilmenite content of the core ranged from 50 to 75 percent. These nelsonite deposits are of secondary importance as a source of titanium, being small, rarely exceeding 1,500 feet in length and 30 feet in width, but they are high grade. Due to the proximity of some of the bodies it might be possible to mine several of them as one operation feeding one mill. Electromagnetic separation on composited samples recovered 83.0 percent of the Tio as an ilmenite concentrate in 68.5 percent of the weight. Two flotation procedures were developed. The first method, using oleic acid as a collector and fluo silicic acid as an apatite depressant on deslimed feed, produced an overall recovery of 59.3 percent in batch tests. The second procedure eliminated desliming. Laurylamine hydrochloride removed silicates in an acid pulp followed by an alkaline apatite flotation with oleic acid as the collector and dextrine as the ilmenite depressant. The ilmenite-rich tailing represented a 66.2-percent recovery of Tio in the batch tests.

The U.S. Bureau of Mines has estimated the potential availability of copper from 204 mines and deposits in market economy countries (MEC's). The evaluated properties have demonstrated resources totaling 436.4 million metric tons of contained copper and account for 90% of the Bureau of Mimes reserve base for copper in market economy countries. Total recoverable MEC copper resources are 340.8 million metric tons, 69% of which is from producing mines and 31% from nonproducing mines and deposits. Chile had the lowest estimated average total cost from producing mines of W.48 per pound of recoverable copper at a 0% discounted cash-flow rate of return (DCFROR), with estimated average total costs ranging from $0.40 to $0.81 per pound. The estimated average total cost of production, per pound of copper, for producing mines in the United States amounts to $0.57 in January 1988 dollars at a Wo DCFROR, with estimated total costs ranging from $0.36 to $0.85 per pound. In both real and nominal terms, the United States has, on average, significantly lowered its copper production costs since 1981. Rationalization of the industry and significant increases in productivity have made a strong improvement in the competitiveness of the U.S. copper industry to the extent that the United States should no longer be considered as a marginal producer of copper.

This information circular presents data for 1960 on individual coke plants in the United States. All oven-coke plants in existence, whether active or idle at the close of the year, are listed in this report. With two exceptions, only beehive plants on which reports were submitted to the Bureau of Mines are included. Although the Bureau was unable to obtain reports from these two active plants in 1960, the number of ovens and annual coke capacity are estimates, based on previous reports filed with the Bureau of Mines. Accordingly, there were 73 oven-coke plants in existence at the end of 1960 of which 70 were active. Reports were received on 44 beehive plants of which only 13 were in operation at year end. Oven-coke plants are listed alphabetically by States in table 1 which shows the name and address of the company, location of plant, classification or type of ownership, number and type of ovens, annual coke capacity, and coal-chemical materials produced. The terms "furnace" and "merchant" plants used in this and all other reports of the Bureau of Mines designate the type of ownership. Furnace plants are those owned by iron and steel companies whose main business is production of coke for use in their own blast furnaces. Merchant plants are those associated with chemical companies, gas utilities, as well as those that produce for sale on the open market metallurgical, industrial, and residential-heating grades of coke and coal-chemical materials. The annual coke capacity shown for each plant in this table is based on the minimum coking time necessary to produce coke with qualities suitable for its intended use. Therefore, the annual capacity of a plant may change from year to year, depending on age and condition of ovens, the character and quality of coal carbonized, the grade of coke required, and other factors. For example, annual coke capacity of a coke plant primarily making foundry coke with longer coking cycles would be lower than one making blast-furnace coke. Also some ovens must be operated at slightly lower than normal flue temperature because of the condition of the refractories and maximum capacity would be somewhat lower than designed capacity. For this reason, the capacity reported to the Bureau of Mines may differ from the designed or rated capacity estimated by the coke-oven builders at the time of construction. For example, if the generally accepted standard coking rate of one inch per hour were used on all ovens to calculate total annual capacity, it would have been 80.4 million tons or 2 percent higher than the capacity reported to the Bureau. Because of the factors mentioned above, the annual coke capacity shown in this table is believed to be a reliable measure of the practical operating capacity of the industry.

"Reflector button signs similar to those used to attract the attention of motorists on the public highways at night are now being used to good advantage by a few mining companies in underground workings for danger, warning, direction, and safety signs and signals. Most safety signs and signals used in underground mining are of the electric light painted-board, or enameled or porcelain metal-plate,type, all of which have good features as well as some disadvantages; among the disadvantages are: The filament of electric incandescent lamps is prone to ""burn out"" occasionally anti usually the lamps are not replaced promptly; painted-board and enameled or porcelain metal-plate signs can be seen only a short distance and often are ""passed up"" unintentionally by employees, consequently these signs do not always serve the purposes intended and may be the cause of injury or death through failure to warn the men of danger.The advantage of using reflector button signs in mines or underground workings is that the cap lamps or headlights with which employees and locomotives generally are equipped, if directed at these buttons will reflect the light back to its source, and if they are arranged to spell words of warning or direction, or if suitable symbols are used, they are discernible and can be read at a distance of several hundred feet. The distance the light is reflected depends largely on the color of the buttons used. The reflector buttons also in many instances can be used to good advantage in conjunction with other methods previously mentioned.Several types of reflector buttons are available, among them the flat-lens type with mirrored metallic foil or plate back, the facet-cut-lens type with a mirrored metallic foil or plate back, and a type with a hemispherical smooth lens with a parabolic mirrored metal back. Lenses for the different types are available in several colors. Crystal, amber, red, and green are the colors of the buttons used to the greatest extent in underground signs up to the present time. These buttons may be had in different sizes, also.It has been observed that crystal-colored buttons reflect light the greatest distance (about 1,000 feet) and red-colored buttons the least (about 500 feet); reflection from green and amber colors ranges somewhere between the red and crystal colors in distance.Reflector buttons for underground use should be designed to reflect light a maximum distance; they should be made of materials that resist oxidation and corrosion, especially of the mirrored backs, and should be relatively free of protruding parts or projections that will collect dust.Reflector buttons approximately 3/14 inch in diameter seem best suited for underground use in general because fewer reflector units are required for a signal of given size."

"The economic features of coal mining must take into account the drain on the man power. Study over a recent 5-year period reveals an average yearly loss of 2,125 underground men, of whom 1,182 are killed by falls of roof and coal, and according to recent data compiled by the Bureau of Mines it is estimated that 54,000 men sustain lost—time disabling injuries from the same cause.Under normal activity of the mines approximately 50 lives are taken by falls of roof during every 10 days the mines are operated, or 5 persons are killed per day, which, at a compensation charge of $5,000 each, amounts to $25,000 per day. Add to this the similar number killed by causes other than by falls of roof and we have $50,000 as an approximate daily fatality charge for each day the mines operate. On the basis of 200 working days per year, this amounts to the alarming figure of $10,000,000 annually. An investment at 5 per cent to yield this amount would require $200,000,000, which is equivalent to a capital investment of $0.40 per ton of coal, produced annually, on the basis of 500 million tons. These figures apply only to fatalities for which a fixed or stated amount is paid for compensation and do not include the compensation and hospitalization paid for the approximately 103,000 upon whom idleness is enforced by a lost-time disability injury. In one State having an annual production equal to approximately 30 per cent of the total bituminous production of the United States, the most recent data shows that for each fatality there are eight serious injuries causing 60 days or more lost time. The frequency rate of accidents for that State is less than the average for the United States, and so a conservative comparison may be made by using the figures of that State in estimating the total serious injuries, which gives 16,000 as losing 60 days or more. The average number of underground employees in the coal mines of the United States for the past 10 years has been approximately 570,000; the annual underground fatalities amount to approximately 2,000 and non-fatalities to 108,000, or a total of 110,000, which means that one out of every 5.17 employees ,or 19.3 per cent, receives an injury which results in either a fatality or a lost-time disability; this figure in a little over five years will reach a number equivalent to 100 per cent of all underground workmen. Against this is the record of many miners who have worked 25 years or more without a lost—time disability injury, indicating that coal mining is not necessarily productive of injury or death to workers.In the matter of falls of roof, it is found that 85 to 87 per cent of all fatalities occur at the working face, face of a room or entry, or in pillar work. It is at the working face that the greatest roof hazards are encountered, and when about 75 per cent of the underground employees spend approximately 90 per cent of their working hours at the face, it is logical that there is where injury is most likely to occur.Although the roof hazards may vary in different beds of coal, experience has proved that roof hazards can be successfully controlled in all coal mines, essentially regardless of the character of the roof if constant care and attention are given by the management and employees in applying the principle of safety. In almost every mining district some companies maintain an extremely low frequency rate of injury, whereas in the same district with essentially the same roof conditions the opposite is true.A study has recently been made of a number of reports upon fatalities in one district of one of the principal coal—producing States and it showed that 50 lives had been lost at 23 mines as the result of falls of roof or sides. These reports were made by the mine officials, safety engineers, and safety committees and an attempt was made to give both the cause and the person or factor responsible for the fatality. "Results from research directed at determining the reason(s) for the ""rank factor"" in correlations between coal workers' pneumoconiosis incidence and coal seam of employment are presented. Using compliance dust samples collected from two longwall panels operating in coal seams of widely different rank, respirable particles were identified by mineral species under manual scanning electron microscope (SEM) energy dispersive x-ray (EDX) analysis and then further characterized by their physical diameter, general shape, and periphery angularity. Size fractional, mineralogical variations are presented.Of primary significance, the percentage of mineral particles from the higher rank coal seam that were uncontaminated by non-stoichiometric elements for a specific mineral species was twice that of those in the lower rank seam. The relationship held for each mineral species, including quartz. This fact may form the basis for the ""rank factor"" known to exist as well as provide a reason for the contradictory role of quartz and other minerals in previous CWP studies.An important subsequent research priority is now focusing on determining the percent¬age of all respirable dust particles that are minerals versus single-phase organic or multi-phase organic-inorganic complexes. This effort will be accomplished usingautomated SEM-EDX. The mineral purity factor will be developed further, but additional emphasis will be focused on determining the extent of inorganic inclusions in organic particles."

A thermal oil-recovery experiment was conducted in the Venango First sand, Goodwill Hill oilfield, Warren County, Pa., about 10 miles northeast of Titusville. The Quaker State Oil Refining Corp., Bradford, Pa., performed the experiment with assistance from Sinclair Research, Inc., Tulsa, Okla., and the Federal Bureau of Mines. The Goodwill Hill field was discovered in 1885. Primary-production oper- ations continued until 1930 when an air-gas injection project, which is still in operation, was started. At the location of the combustion experiment, the reservoir is 400 feet deep and 30 feet thick, with wide permeability and porosity variations. The crude oil is typical Pennsylvania Grade paraffin- base oil with a gravity of 43.9° API and a viscosity of 4.55 cp at 60° F. The well pattern for the experiment consisted of 5 producing wells, enclosing an area of 1.28 acres, and a central ignition-injection well. An air-natural gas mixture was ignited in the ignition well on July 29, 1961. Ignition was followed by injection of air and natural gas at various rates. The experiment was suspended January 5, 1962, when it became evident that economic oil production could not be achieved. There was no conclusive evidence that self-sustained combustion was achieved or that combustion increased oil and water production. A slight increase in liquid production was attributed to stripping action caused by the air-injection rates, which were higher than those normally used during air-gas injection.

The Bureau of Mines has compiled pipeline mileage every 5 years since 1926, with the exception of the war period 1941 to 1949. The present survey has been made to reflect the progress under mobilization of the petroleum pipeline industry where efforts have been made by the government to stimulate construction of those facilities that would best equip the nation for a possible major emergency. This report summarizes the total mileage change 1n petroleum pipelines for 1950 through 1952. In order to increase the value of the information gathered the reporting companies were requested for the first time to report not only the net change in mileage as formerly, but also all new and used pipe laid and the total taken up. This new information permits effective appraisal of the construction effort of the industry and relates it to steel requirements.

A simple , quick, and relatively accurate device is needed for determining the presence of very small concentrations of organic halide gases in various atmospheres . Such a device would enable safety engineers , health officials , and others to discover quickly the presence of these gases in a suspected atmosphere and thus be able to apply protective measures promptly. This detector should prove useful in detecting leakage of halide gases from refrigerating and air - conditioning systems and in determining the presence of halide solvents in the atmosphere of dry - cleaning and degreasing establishments where organic halide solvents are used . Virtually all poison war gases are halide compounds . Because of the high toxicity of these gases , even in very low concentrations , a detector having the proper sensitivity should be useful in civilian defense for determining when atmospheres are relatively free of poison gases .

This report discusses some practical applications of a geotechnical investigation conducted by the U.S. Bureau of Mines that can help mine operators meet revised Federal regulations in their roof control plans. The investigation, designed to characterize roof conditions near the coalbed outcrop in drift coal mines in eastern Kentucky, revealed that weathered stress-relief joints near outcrop are crucial ground control factors in the region. The joints' origin and character were determined through underground mapping of many joints in coal mine roof and detailed observations and measurement of joint trends and physical characteristics in widely separated strip mine highwalls and roadcuts. This resulted in an understanding of stress-relief-joint patterns and the effect of various rock types on the intensity of weathering in the joints. That information is used in this report to show how stress-relief joints contribute to roof failure and how, through improved roof support and mine planning, safer roof support plans can be developed.

Coal mining is more widely distributed throughout the United States than is generally known, as 30 States are credited with having coal mines. In 1919 twenty-three of these States each produced at least a million tons of bituminous coal, and all the States produced about 560,000,000 tons. In addition, Pennsylvania produced about 85,000,000 tons of anthracite. Twenty-eight States have regulations prepared by commissions or have enacted laws governing the operation of coal mines. Pennsyl¬vania has separate codes for the anthracite and bituminous fields. The codes may be classified as follows: Twelve distinctly coal¬mining codes; eight codes that are essentially coal mining, but also apply to other mines; five codes that are subdivided, referring partly to coal mines and partly to other mines; and four codes that are essentially metal mining, but apply in part or in whole to coal mining. The first State to have a coal-mining law was Pennsylvania, which enacted a law, for Schuylkill County only, in 1869. The first State to enact a coal-mining law governing all the coal mines in the State was Illinois in 1872, followed by Ohio in 1873. Pennsylvania in 1879 enacted a law for anthracite mines only, but did not enact similar laws for bituminous mines until 1577. At least 10 other States enacted coal-mining laws between the years 1870 and 1890. Before 1890 electricity was little used in coal-ruining operations and therefore practically no provisions governing the installation, inspection, or maintenance of electrical equipment were made in any of the laws enacted up to 1890. In the law of Colorado, approved April 8, 1885, there is a reference to the use of telephones, probably the first reference to electrical equipment of any kind in a State-mining code. Most of the mining codes have been changed from their original form by amendment or by complete revision. The Boykin Committee for investigating the steel shortage aided in obtaining an appropriation to be expended by the Bureau of Mines in studying the utilization of North Dakota lignite in the manufacture of hydrogen that could be used in the production of sponge iron from the low-grade iron ores of Minnesota. This investigation was conducted by the Bureau of Mines to determine the workability of the proposed shaft-furnace process and its possible use in connection with an experimental plant for the gasification of lignite operated by the Coal Division of the Bureau of Mines at Grand Forks, N. Dak.
