A hydraulic scaling rig was placed in operation at the Bureau of Mines oil-shale mine near Rifle, Colo., in 1953. The rig consists of a self-leveling platform mounted on a hydraulic-powered boom. The boom is mounted on the bed of a diesel truck. The equipment provides a movable work platform from which two men can work in safety and comfort while barring loose rock from the backs and walls of the rooms, pillars, and haulageways. INTRODUCTION As a part of its synthetic liquid fuels program the Bureau of Mines has developed a mine in the richer oil-shale beds of the Green River formation near Rifle, Colo. An important part of the work of the Oil-Shale Mining Branch is investigation of techniques for low-cost mining of oil shale on a commercial basis. It is evident that scaling loose rock from the high backs and walls of the mine represents a portion of the direct mining cost. This paper describes the development of a scaling rig for operation in the upper heading of the mine, which is 39 feet high.

"INTRODUCTION The act of Congress establishing the Bureau of Mines in 1910 delegated to the Bureau, as one of its principal duties and functions, the study of health and safety in the mineral industries with a view to devising and putting into operation means of conserving the health and safety of persons employed in the industries. One of the first health and safety activities of the Bureau of Mines was therefore organization of a trained force to promote instruction in first aid in the mineral industries. First-aid training has been an important activity of the Bureau of Mines since its establishment. The standard first-aid course requires a minimum of 15 hours of instruction and practice work. A person completing the initial training course is issued an engraved certificate and pocket card certificate; thereafter, only a pocket card certificate is issued for additional training.From 1910 to 1926 first aid was taught by trained Bureau of Mines employees; consequently, only a comparatively few persons were trained. In 1926, however, cooperative first-aid training was initiated, which provided the means to train the entire personnel of mines or plants within a short time in a single campaign. Many mines and plants have taken advantage of the cooperative plan, whereby keymen in a mine or plant, in addition to the initial training received, are given intensive training in first aid by a Bureau of Mines instructor. Those men who show an aptitude for teaching are selected as tentative provisional first-aid instructors. In order to qualify as a provisional instructor, a tentative instructor must, under the supervision of a Bureau of Mines instructor, train a class of at least six persons employed in the minerals industries in the standard Bureau of Mines course in first aid. After it has been determined that the class has been trained properly, a provisional first-aid instructor's pocket card certificate is issued to the class instructor. The first-aid instructor can renew his pocket card certificate each year by training or retraining at least six persons connected with the mineral industries to satisfactorily pass an examination given by a Bureau of Mines representative. After five yearly renewals of a provisional instructor's pocket card certificate, an engraved, permanent instructor's certificate and a permanent instructor's pocket card certificate are issued to the instructor."

This paper describing the mining methods employed by the Federal Mining and Smelting Co., operating the Morning mine at Mullan, Idaho, is one of a series being prepared by the United States Bureau of Mines on mining practices, methods, and costs in the various mining districts of the United States. The daily tonnage produced at the Morning mine, including that mined by leasers, is 1,100 tons. Mine run of ore will average 9.1 per cent lead, 5.8 per cent zinc, and 4.4 ounces silver per ton. A stull set and fill method of mining is employed.

The U.S. Bureau of Mines Information and Analysis Directorate collects world-wide data on virtually every commercially important nonfuel mineral commodity. These data form the base for tracking and assessing the health of the minerals sector of the U.S. economy. The Bureau's data collection activity was instituted by the 47th Congress in an appropriations act of August 7, 1882 (22 Stat. 329), which placed the collection of mineral statistics on an annual basis. The most recent authority for the U.S. Bureau of Mines survey activity is the National Materials and Minerals Policy, Research and Development Act of 1980 (Public Law 96-479, 96th Congress). This act strengthens protection for proprietary data provided to the U.S. Department of the Interior by persons or firms engaged in any phase of mineral or mineral-material production or consumption.

Thin sections of coal have been prepared for many years either by cutting on a microtome (1,2)5 or by grinding and polishing (2,1). Specimens of most coals had to be demineralized in hydrofluoric acid and softened in caustic solutions before they could be successfully cut with a conventional microtome. Some lignites could be cut without pretreatment. Jeffrey (1) obtained sections from coals of all ranks, although long and tedious pretreatment was required for anthracite. His sections were less than 1 cm.2 in area (probably much less for high rank coals) and about 5 microns thick. Thiessen (2) also cut sections of softened coals, mostly of low rank. His sections were a few square millimeters in area and about 3 microns thick. However, Thiessen preferred ground and polished sections for detailed studies because they were larger and had not been chemically attacked by softening media. He prepared ground sections as large as 4 cm.2 in area and usually 5 to 10 microns thick. Thousands of such sections, covering complete column samples of many coal beds, were studied for a number of years (4). With the development of the electron microscope and increased interest in quantitative optical studies of coals, a need for much thinner sections arose. However, no suitable technique for preparing such sections was known until Fernández-Morán developed a diamond knife for cutting ultrathin sections of hard materials (5). Workers at the Centre d'Etudes et Recherches de Charbonnages de France applied this new tool to the cutting of coal sections and have recently described their technique to the Burg, of Mines. "INTRODUCTION The greatly diversified and increased uses of beryllium and its con& pounds in recent years have focused attention on the health hazards incident thereto. The Bureau of Mines has a fundamental interest in safety and the elimination or reduction of health hazards in the mineral and allied industries, and it recognizes that serious hazards are inherent in the production and use of beryllium and its compounds. This circular presents a review of the literature pertaining to such health hazards but does not describe original research by Bureau personnel. Most of the bibliography has boon either quoted in part or abstracted in an effort to present information in a comprehensive and readable form.In reviewing the literature, differences of opinions wore recognized in the writings of the respective authors, but no attempt was made to evaluate such differences. This presentation was devoted strictly to reporting without editorial comment.SUMMARYAlthough beryllium was known to industry for about 150 years, its toxicity did not present any serious problems in the United States until the advent of World War II, when the increased use of this element and its compounds brought to light several toxicologic reactions occurring primarily in the lungs and skin of workers handling it. The pulmonary effects, characterized as acute pnoumonitis and chronic pulmonary granulomatosis in beryllium workers, are far more serious than the dermatological manifestations.The addition of beryllium to the list of toxic industrial metals has boon so recent that there is still some confusion in the clinical picture. Data on magnitudes of exposure likely to be responsible for the production of disease are not yet adequate. There appears to be no relation between the severity of exposure and the development of cases some of those having had severe exposure have not developed a reaction, whereas those having a slight exposure in some instances have developed a response."

The Bureau of Mines has developed a technique to separate and recover the three major components, Pb, Zn, and Cd, from lead smelter flue dust. This research was conducted as part of the Bureau's effort to reduce environmental conflicts and occupational hazards associated with mineral-processing operations and to recover valuable constituents in emissions and effluents. The laboratory process utilizes sulfation roasting of the flue dust followed by water leaching to extract over 95 pct of the cadmium and zinc. Ninety-nine percent of the cadmium was recovered from solution by cementing with zinc dust, and zinc was electrowon from the resulting solution after purification. Zinc electrolysis was carried out in a 1-liter cell at 35° C with a cathode-current density of 8 A/dm2 in a solution containing 65 g/l Zn++ and 180 g/l H2S04, Current efficiencies of 80 pct were obtained. The leached residue consisted largely of PbS04, which was converted to PbC03 and leached with H2SiF6 to produce PbSiF6 electrolyte. Ninety-five percent of the lead contained in the residue was converted to electrolyte. Lead was electrowon from solutions containing 70 gil Pb++ and 90 g/l H2SiF6 using a lead cathode, Pb02-coated titanium anodes at 28° C, and a current density of 1.6 A/dm2. Current efficiencies approaching 92 pct were obtained. Accessory minerals such as cobalt and nickel were separated into purification residues and liquor.

Although the Stamler feeder/breaker has been used for coal crushing in underground mines for many years, it has only recently been applied to other crushing operations. Two companies presently using Stamler feeder/breakers for rock crushing were contacted regarding their experiences with the units in actual field use. In both cases information was obtained directly from the individuals responsible for field operation and maintenance of the units. White Pine Copper Co. has been using Stamler feeder/breakers for over two years to crush copper ore. They now have fourteen 450-ton-per-hour units on line. The ore has a compressive strength of from 18,000 to 28,000 psi and is extremely abrasive. Maintenance is performed on a tonnage basis. The breaker shaft is replaced every 250,000 tons (requiring about 4 hrs) and picks are replaced about every 1500 tons by the operator (requiring about 2 min per pick). Very little unscheduled maintenance has been required. Crushing costs are fairly high (estimated at 13 to 15t per ton including maintenance and operation) because of tale extreme abrasiveness of the material. A new Stamler feeder/breaker with Ultramet wear surfaces was put or line in June 1976. Ultramet was found to increase the life of belt transfer station surfaces by up to 400 percent and it is hoped that it will do the same for the feeder/breaker. At this time it is still too early to evaluate the performance of the Ultramet unit. If it does improve abrasion resistance, crushing costs could be greatly reduced. White Pine is very pleased with the units and the service provided by Stamler.

Mineral production was of minor importance to the country's economy, and Bangladesh was not a ranking world producer of any mineral commodity in 1980. Natural gas was the most important mineral exploited, and reserves were sufficient to allow a significant increase in its use. A greater proportion of the domestic heat and electrical energy needs could be filled by increased production and distribution of natural gas. Also, the export of natural gas was feasible either by pipeline to India or in the form of liquefied natural gas (LNG). Some nonmetallic minerals could be developed, as well as coal and peat, given sufficient capital investment. Bangladesh's strongly agricultural economy made fair progress in 1979.80.1 The major harvest of November-December 1979 turned out to be better than had been anticipated after an early drought left poor planting conditions. The natural marine environment can be divided into four basic categories: the air-sea interface, the water zone, the seafloor, and the subbottom. Efforts are being made to accumulate data to delineate the conditions in each of these areas and to conduct engineering studies which will determine how these environmental parameters affect the mining process. Laboratory facilities have been constructed and equipment and techniques for scientific data collection and laboratory research have been developed. Major emphasis is being placed on studying the subbottom material. The objective of this emphasis is to study the engineering properties of marine placer deposits in order to assess their influence on the design and performance of the various mining subsystems involving penetration, excavation, transportation, and disposal. Presented are the results of engineering properties tests on a placer simulant which is currently being used for model and prototype testing of coring tools. The effect of these engineering properties on penetrability, core recovery, and sample recovery is discussed.

FOLLOWING the rapid recovery of previous years, the U.S. economy continued the upward trend and moved forward moderately and sporadically during the first half of 1962. There was a slow-down in the recovery rate, which was especially notable in the third quarter. The economy recovered in the fourth quarter, and by the end of 1962 the gross national product amounted to $555 billion, a new high, 7 percent above that of 1961. Production, employment, personal income, and corporate profits all achieved new peaks, but unemployment continued high and the prospects for improvement remained poor. The economy again failed to us~ its full potential; 1962 was a good year, but not good enough. During 1962, all industrial production climbed from the low in January to a high in late summer which lasted through the fall, and declined slightly at yearend. Mining production followed this pattern closely and most sectors were approaching record highs. Most minerals gained in value and volume of production. The steel-associated minerals group was the only exception, and it sustained a small net loss. The nonfuel minerals industry opened the year at a high level, maintained this high level until late summer, with the peak in May, and drifted downward toward the end of the year. The gains recorded by nonferrous metal mining partly offset the loss of ferrous metal mining, resulting in a small gain for metal mining as a whole. To be authorized for use in coal mines, explosives and blasting devices must pass certain safety tests prescribed in schedule 1F,3/ on the basis of extensive practical and theoretical research by the Explosives Testing Station of the Federal Bureau of Mines. An explosive or blasting device that passes these tests is placed on the active permissible list. As this list is constantly revised, it has been the practice of the Bureau of Mines periodically to publish the names of explosives and blasting devices that have been added to the active list, as well as those that have been transferred to the inactive list; changes in brand names also are reported. This circular covers all permissibles including additions, transfers, and changes made between December 31, 1945,4/ and December 31, 1951.

This report describes the feasibility test of an electromagnetic method for locating, boreholes, with or without casing, that have been drilled in conjunction with mining operations but whose location with respect to the tunnel is not precisely known. The first tests were conducted with the cooperation of the Kerr-McGee Corporation, Church Rock Mining Operations, New Mexico, in September 1977. These tests demonstrated that accuracies of better than ±15% of range and ±1° of bearing can be achieved with a simple system and setups. Subsequent tests, in January 1978, on a horizontally drilled pipe line river crossing application, by Ti tan Contractors of Sacramento, California, demonstrated that accuracies of better than one-half percent of range and a few tenths of one degree of bearing can be achieved by using refined techniques. The demonstration tests were done at ranges on the order of 100 to 200 feet but the method is capable of working at much greater distances.

As part of the Bureau of Mines methane control program, the Pittsburgh coalbed was studied in Washington and Green Counties, Pa., and in Marion and Monongalia Counties, W. Va., where this coalbed is now being mined at its greatest depth. The coalbed thickness appeared to be structurally controlled; the bed was generally thinner near the axes of anticlines and thicker near the axes of synclines. The overburden isopach shows a similar relationship. Most of the clay veins in coal occur in the synclinal troughs, generally under sandstone roof. Cleat orientations measured in 18 underground mines showed that face cleats are perpendicular to the axial trends of the folds, and the butt cleats are parallel to the axial trends, indicating structural control of the cleat. Measurement and analysis of surface joint orientations provide a method for predicting the cleat orientations of the coalbed, but linears measured from infrared photographs and photoindex sheets helped only to determine regional trends. The results of these investigations provide a geologic framework for rational planning for underground mine development to use the best available technology to cope with methane emissions, coalbed discontinuities, and related ground support problems.

This Bureau of Mines report describes the results of a program to develop small, rugged scrubbers with high dust collection efficiency for use in under-ground coal mines. The Bureau's Pittsburgh (Pa.) Research Center has developed and assisted in the development of several types of improved scrubbers that are especially suitable for various underground mining applications. Research efforts concentrated on reducing the size, power, and water consumption of these scrubbers, while optimizing their dust collection efficiency. Fractional dust collection efficiency, air volumetric range, size, power, water consumption, and application guidelines for each type are described. Air pressure differentials ranged between 2-and 3D-inches water column (wc). The dust collection efficiency of six scrubbers--a venturi, two flooded-fibrous-bed, a venturi-impaction plate, a wetted-fan, and a rotating flooded-bed--were compared. The rotating flooded-fibrous-bed and the stationary flooded-fibrous-bed scrubbers showed the highest coal dust collection efficiency. Test results show that these scrubbers can generally achieve respirable size coal dust collection efficiencies in the high 90-pct range required to reduce both long-(8-hour) and short-term coal mine dust concentrations below Federal requirements.

THE South Asian countries of India, Ceylon, Pakistan, Afghanistan, Nepal, Bhutan, and Sikkim have a large variety of mineral resources; however, in spite of mineral industry growth during 1964, development of resources remained far short of possible development, and, in terms of value of trade in minerals, the area remained a sizeable net importer. India's mineral industry is by far the most significant; its minerals production in 1964 accounted for more than 90 per cent of the total value of all minerals produced in the area. The total value of all minerals produced in South Asia in 1964 was only about 1 percent of the area's estimated gross national product of $55,125 million. Despite the rather small current contribution of minerals to the economy, development of mineral resources figures prominently in plans for the industrial development of the nations of this area.

Available statistics on 1991 worldwide consumption of selected non fuel mineral commodities shown in table 12 indicate downturns for all but 3 of the 15 listed commodities. It should be stressed that in most instances, the consumption declines were primarily the result of lower levels of use in the former U.S.S.R. and the former centrally planned economy nations of Eastern Europe. However, several commodities suffered use cutbacks in market economy countries. In the case of the nonferrous metals covered In the table, the differences in performance between market economy countries and the former centrally planned economy states are immediately evident from the table itself. Among these important commodities, refined lead, primary magnesium, and refined tin registered downturns for market economy countries as well as among the centrally planned economy countries. Also notably, cadmium use showed no significant change from 1990 levels in either group of countries. Global consumption of iron ore fell by 3.4 % or about 31 million tons, and this was a greater decline than that logged for production of marketable iron ore and related products, which was down by only 3.0% or almost 28.2 million tons. Thus, it would seem that for another year there was a net addition to stocks. The 1991 drop in iron and steel scrap use was about 5.5 % or about 18 million tons, on the percentage basis somewhat greater than the 4.8% or 36.9 million ton drop in global steel production. Although consumption of iron ore and iron and steel scrap are not broken down by region in table 12, it seems almost assured that the pattern of 1990 continued into 1991: drops in use in the former U.S.S.R. and Eastern Europe were the overwhelmingly dominant declines and accounted for much, although not all, of the global decline, whereas among market economy countries as a group, there were upturns for both materials. On a global basis, it would appear that the slight shift in the ratio of pig iron to scrap in steel furnace charges noted in 1990 continued into 1991, this shift being toward a slightly larger proportion of pig iron with a corresponding decline in the share accounted for by scrap.

The highly-mineralized 43,700-ha Rapid River study area, on the southeast side of Hells Canyon Wilderness and west of the village of Cuprum, in Adams County, western-Idaho, was investigated in 1992 by the USBM (U.S. Bureau of Mines) in conjunction with its Idaho Land Assessment Program. The 1992 study updated data gathered during the USBM's 1974-76 Wilderness investigation. The studies consisted of the evaluation of 61 mineralized sites and the estimations of tonnages, grades, and minability of these sites. Most of the sites studied are in two mineralized locales--Windy Ridge and Jackley Mountain. A few isolated sites, peripheral to the two locales, were also examined. The 61 sites contained more than 340 mine and prospect workings, including about 10,300 meters (34,000 feet) of underground workings, plus 134 drill holes.

Stone mines represent the highest percentage of operating underground nonmetal mines in the United States. With the introduction of stricter Diesel Particular Matter (DPM) regulations, large-opening underground room-and-pillar stone mine operators are faced with implementing one or more alternative methods to reduce concentration levels including: install and maintain an effective ventilation system; install lower DPM emission diesel engines; the adding of DPM filters. The National Institute for Occupational Safety and Health (NIOSH) is actively researching various aspects of fan and stopping designs in an effort to improve the ventilation of these mines. NIOSH has identified and further developed three alternative ventilation methods for use in large-opening underground mines: split-mine, perimeter, and unit-ventilation. This paper describes the implementation of the three methods with respect to their use in mines of various levels of development.

The heats of formation of gehlenite and talc were determined by hydro-fluoric acid solution calorimetry. The results are reported in terms of the constituent oxides (?H298.15 = -31.1 ± 0.5 kcal/mole for gehlenite and ?H298.15 = -44.9 ± 0.3 kcal/mole for talc) and in terms of the constituent elements (?H298.15 = -952.8 ± 0.7 kcal/mole for gehlenite and ?H298.15 -1,415.5 ± 1.4 kcal/mole for talc).
