"Introduction. The first short—flame explosives were made in the United States during the year 1902, then the mount was 11,300 pounds. In 1902 they were designated ""permissible explosives"", and were required to meet specific tests. By 1912 the total consumption thereof had increased to 24,630,000 pounds, equal to 5 per cent of the total quantity of all kinds of explosives produced in this country; while in 1922 the total was 43,429,000 Pounds, or 10 per cent of the production, and 18 per cent of the explosives used for the mining of coal.Each year the Bureau compiles statistics of explosives, one important object of this being to show the extent to which permissible explosives are replacing other classes of explosives in coal—mining operations, and the influence of such replacement in reducing the number of accidents caused by explosives in this class of mines. The consumption of permissible since 1916 has considerably exceeded the quantity of high explosives (dynamites, etc.) used in coal mines. While the increase in use of permissible is good, the replacement of other explosives therewith is not nearly as good as with be, considering the known general efficacy and safety of permissibles."

Table 1 and figure 1 show the number of fires and fire in¬juries that occurred in underground coal mines by state during 1990-1999. Table 1 also shows by state the risk rates, employ¬ees' working hours, lost workdays, and coal production. Over¬all, 87 fires occurred in 12 states. Twenty-seven of those fires caused 34 injuries (the yearly average was 8.7 fires and 3.4 injuries). One fire and one injury involved a contractor. The underground mine fires required 25 mine rescue team interventions and 30 mine/section evacuations followed by 13 mine/section sealing/flooding/CO2/N2, gas injections. The Ewhr value was 1,003 x 106 hr (In = 0.007), the CP value was 4,008 x 106 st (Frr = 0.022), and the LWD value was 208. Virginia had the most fires (15 fires and 7 injuries). Pennsyl¬vania had the most fire injuries (12 fires and 9 injuries), fol¬lowed by Kentucky (12 fires and 6 injuries), and Alabama (12 fires and 4 injuries). Among these states, Alabama had the highest fire risk rate value (Frr = 0.073), whereas Pennsylvania had the highest injury risk rate value (In = 0.016). Table 2, partly illustrated in figure 2, shows by time period the number of fires, fire injuries, risk rates, employees' working hours, lost workdays, and coal production. The number of fires and fire injuries show a decrease followed by an increase during the five time periods (see table 2 and figure 2). This was ac¬companied by a decline in employees' working hours throughout the periods and an overall small decrease in coal production. The In and Frr values follow patterns similar to those shown by the fire and injury values. By comparison, data from Pomroy and Carigiet [1995] show that during 1978-1992 a total of 11 states were involved in 164 underground coal mine fires (yearly average, 10.8) with 43 injuries (yearly average, 2.9) and 27 fatalities (yearly average, 2; however, the 27 deaths occurred during a single fire caused by an overheated air compressor [MSHA 1984]). The CP value was 5,340 x 106 st (yearly average, 356 x 106 st) (Fn = 0.031). Data on employees' working hours and injury risk rates were not available. Tables 3-8 show the number of fires by ignition source, method of detection and suppression, equipment involved, location, and burning material by time period. Figure 3 shows the major variables during 1990-1999. Table 9 shows the number of fire injuries per number of fires causing injuries and total fires by year, ignition source, equipment involved, and location.

The U.S. Bureau of Mines and the U.S. Geological Survey conducted a mineral survey of the Black Butte RARE (I area during the summer of 1981. The study area encompasses 17,800 acres [27.8 sq mi (7,233 ha)] along the course of the Black Butte River, 13 mi (22 km) southeast of Covello, California. No mineral deposits were identified by the U.S. Bureau of Mines during this survey. Assay results of samples taken in this area indicate only trace amounts of manganese, chromium, and nickel. No radioactive or fluorescent minerals were detected. No oil and gas, coal, or geothermal leases have been recorded for the study area.

Provide blasting-resistant, quickly reusable stoppings for large mine openings. Approach Stoppings are assembled using roof-to-bottom panels of brattice held together by Velcro seams that peel open when struck by a strong air blast. How It Works The Velcro seam is designed to open when exposed to forces lower than would normally damage the brattice. When the seams partially open, they relieve the blast air overpressure to prevent damage to the brattice panels and their anchoring devices. A stopping is returned to service by reclosing the Velcro seams. To hang a brattice panel, its top is stapled to a board, and wrapped once or twice around it. That assembly is then attached to the roof with bolts. The length of the board should be a foot less than the width of the panel to allow for the sealing seam on each side of the panel. The boards are installed end-to-end in an approximately straight line across the roof of the mine opening.

This Bureau of Mines study was conducted to determine the sulfur reduction potential attainable when washing fine-size coal on a spiral concentrator. Crushed samples of Middle Kittanning and Bakerstown bed coals washed on the spiral provided pyritic sulfur reductions of up to 90 percent for the plus 200-mesh material. Pyritic sulfur reductions on the minus 200-mesh material seldom exceeded 30 percent; consequently, this material would require further treatment. The capacity of the spiral was 2 tph per unit when washing l4-mesh by 0 coal. The ability to remove pyrite combined with the higher-than-expected capacity makes the spiral worthy of consideration as a rougher-cleaner in new fine-coal desulfurization circuits.

Utilize innovative processing technology to prepare high-purity, ultrafine advanced ceramic powders with little or no contamination occurring during the milling process. Advanced ceramic materials made from these powders could substitute for high-temperature alloys containing critical materials such as chromium, cobalt, and nickel. Approach Modify and evaluate the Bureau's turbomill, developed earlier to grind a variety of ceramic raw materials (clay, mica, and talc), as a milling or size-reduction technique for hard and abrasive advanced ceramic powders, such as silicon carbide. Background Powders for producing ceramic materials, such as silicon carbide. silicon nitride, alumina, and zirconia, which arc being considered for use in severe applications requiring high-temperature and/or corrosion resistance, are very difficult to reduce to fine sizes for processing into finished parts. Traditional techniques of particle size reduction, such as ball milling and jet milling, are very energy intensive and/or slow. These traditional techniques often produce materials that have a nonuniform particle size distribution and are contaminated by the milling media or container.

Develop technology for preparing thick corrosion-resistant coatings and electroforms of iron-chromium-nickel alloys. Approach To reduce the United States' dependence upon foreign sources for supplies of strategic and critical metals such as chromium, cobalt, and nickel, new technology must be devised to conserve these valuable commodities. One approach being investigated by the Bureau of Mines is the use of a modified-aqueous-electrodeposition method to prepare thick (-25 µm), complex alloy coatings (e.g., stainless steel composition) with properties similar to the commercial alloys. An alloy coating on a low-alloy steel or carbon steel substrate would require significantly less strategic and critical metals than those contained in an equivalent mass of the commercial alloy. Coatings applied to appropriate mandrel materials make possible the preparation of intricately-shaped alloy electroforms (near-net-shape parts). As a result, the loss of valuable metals associated with machining finished products would be minimized.

"The fire boss in coal mining and the shift boss in metal mining, though held responsible to a large extent for safety of underground employees and of the mine, are, it seems to me, not always vested with sufficient authority nor given compensation commensurate with their duties. The metal-mine shift boss, although his position as regards his relations between employer and employee, is frequently an unenviable one, has as a rule much more authority than the fire boss and is not expected to perform the menial tasks required of the latter by many coal-mining companies.In most coal-mining States the coal-mine foreman and the fire boss are re¬quired to possess a certificate of competency obtained by passing an examination. The foreman is legally responsible for the safety of the miners, as in most instances the superintendent is not required to pass an examination. Although the foreman is held legally responsible for the safety of the miners, the law does not, in general, compel the superintendent or other higher officials to delegate sufficient authority to the foreman to enable him to put his wishes or judgment into effect; and this condition has tended in many instances towards perpetuation of unsafe conditions.The fire boss is held legally responsible for conditions in his ""beat"", but he is generally given only such authority as the mine foreman sees fit to delegate, frequently very little, Moreover, the fire boss is generally required to cover his ""beat"" within two hours before the entrance of the underground workers. Only too often his territory is so great that in order to reach all the working faces and chalk the required date at the face, he must travel at a rapid walk or even run. When such haste is necessary to cover the required ground, it is manifestly im¬possible for the fire boss to make a careful inspection or examination of the roof, timbering, wiring, gas, etc., at each place, and doubtless in his hurry many unsafe conditions escape his notice."

"INTRODUCTIONMine ventilation planning is an engineering design process requiring a substantial amount of qualitative knowledge obtained through experience. A concept for a knowledge-based ventilation expert system was developed by Ramani and Prasad (1987).1 11 An expert system based on the above scheme was conceived with the motivation of providing a tool to facilitate decision making for ventilation engineers in the context of computer assisted ventilation planning. Options for the implementation of the system were then examined and several commercial, personal computer (PC) based shells assessed toward this end. The options considered, the evaluation criteria and procedure arc discussed in Prasad ·and Ramani, (1989).Cll Following the above study, a scheme was developed to represent the components of the expert system.<3> Evaluation of several commercial shells indicated that there was none available which permitted interfacing with a large external algorithmic program. It was therefore decided to develop the KBS in LISP and custom build the necessary interfacing routines to ""hook out• to the network analysis program (NAP). Due to this choice of development strategy, the computer implementation aspects of the KBS arc important as all the interfacing components had to be developed with the basic tools offered by LISP.In this paper, the implementation of the knowledge based system (KBS), in terms of its component, the interfaces among the various components of the KBS and between the KBS and the user arc described. The ventilation KBS consists of an AES (analysis expert system), an IES (interpretation expert system)' and an algorithmic NAP (network analy5is program). The AES analyzes the input to the NAP considering the legal 5tipulations governing the various mine ventilation network parameters and principles of good ventilation, helping the ventilation engineer develop and represent represent the problem for solution by the NAP. The IES diagnoses the output from the NAP in terms of the critical parameters in the context of the given problem. Thi5 loop is continued till a satisfactory salution is obtained. The implementational details of the AES, the IES and the approaches to the validation of the expert system arc also discussed."

A survey of the literature on ELF and VLF atmospheric noise has been made. Most measurements have concentrated on the vertical electric field and the horizontal magnetic field rather than the vertical magnetic field which is of interest in transmission between horizontal loops. The limited vertical magnetic field data indicates that the vertical component is generally 10 to 20 dB below the horizontal component. Three laterally inhomogeneous earth models have been analyzed for conversion of horizontal to vertical magnetic field. The rough surface model examines surface effects, the inhomogeneous thin sheet model treats volume effects, and the buried cylinder model treats localized man-made effects. All three models predict the possibility of significant conversion from horizontal to vertical magnetic field. A thin sheet model has also been used to examine transmission from a buried magnetic dipole source. It is found that the pre- dicted fields more nearly model the measured data than does the homogeneous half-space model.

Synopsis Underground stone mining Is an emerging sector of the U.S. mining industry. As this expansion takes mines under deeper cover, and as more efficient mining methods are utilized, effective stone pillar design methods will become even more Important. Current design practices are examined and a discussion of safe mine layouts is presented as a first approach towards weighing the demands for increased production against increased risk. Risks to underground stone-mine workers include rib Instabilities, pillar failures and roof falls. Seventy-two stone-mine pillar designs were examined. Pillars with width to height ratios of less than 1.5 appear more likely to fail when subjected to excessive stress levels. When width to height ratios fall below 1.0 defects in the pillars, such as through-running discon¬tinuities, can have a significant influence on stability. Discontinuity persistence, dip, material properties and orientation are also important determining factors in pillar strength. During the past three years the number of active underground stone mines in the U.S.A. has ranged between 90 and 100. This number is expected to increase as the crushed stone industry responds to growing demands for its products.1 As more of the industry moves to benefit from the advantages of underground mining production from underground stone mines is expected to increase above its current level of approximately 66 000 000 r/year. Parker2 identified four advantages of underground mining operations: (1) surface developments, zoning laws and environmental concerns are often less of an issue; (2) stripping and restoration requirements are eliminated; (3) additional reserves are often available beneath the quarry floor, under pit slopes or under an adjoining property; and (4) space is created for secondary use. Underground mines enjoy the added benefits of work in a constant underground climate, rather than in the variable surface climate, minimization of community concerns by placement of the crushing, sizing and stowing operations underground and reduction of surface vibration concerns through smaller blasts. The drawbacks of underground mining include added health and safety hazards for the stone miners, whose health can suffer from increased exposure to falls of ground, airborne contaminants and fog in large underground openings. Injuries from falls of ground in stone mines have occasionally exceeded the incidence rates for other mineral resources mined underground. 3 Existing underground stone operations, by comparison with stone operations a decade ago, mine more stone at a faster rate and with larger equipment. Because of high demand mines face increased pressure to yield more stone per production blast. A majority of the miners use the V-cut blasting pattern, which limits the depth or pull for each shot to about 4 m. Therefore, to produce more stone, either the mines must work more faces or existing faces must be enlarged. The enlargement of underground openings poses problems in the maintenance o€ strata stability, First, the widths of the mine entries partially control the amount of sag or deflection that any given roof beam can withstand before failure. This deflection can take pi ace quickly after an opening is excavated or much later as weathering processes form additional, thinner beams. Because increased deflection increases the potential for roof beam failure, there is a limit to how wide a room can safely be made. These limits depend on local geological and stress conditions and, to some extent, the cost effectiveness of roof-bolting. Given these room width limitations, underground stone mines have placed more attention on expansion of production through benching where mining thicknesses permit. The heights of rooms partially control the strength characteristics of adjacent pillars: as the room height increases for a given pillar width the pillar width-to-height ratio (w/h) decreases. In general, stone pillars are very strong, but when the width-to height ratio diminishes the potential for pillar rib instabilities and pillar failures increases (see Fig. 1). [ ] In the underground environment the desire to utilize wider rooms, higher benches and multi-level mining results in the potential for unstable ground conditions. Although the number of failed pillars is currently very low, the potential for additional failures will grow if more slender pillars are developed, especially under deeper cover, with wider mining sections and in multi-level operations. It should also be noted that the passage of time acts to decrease the strength of many existing pillars. An examination of current design practices

The Bureau of Mines has developed a very rapid gas chromatographic method for routine determination of oxygen, nitrogen, methane, and carbon dioxide in mine atmosphere samples. Analysis is accomplished in 3 min; readout appears on a single strip chart. The gas sample is split between two columns contained in separate chromatographs. A 5 A molecular sieve column separates oxygen, nitrogen, and methane; a porous polymer column separates carbon dioxide from an air peak. Direct selective analysis of methane from this unresolved air peak is accomplished using a hydrogen flame ionization detector (FID). Carbon dioxide is catalytically converted to methane and detected by FID.

Reduce the noise levels to which operators of double-drum longwall shearers are exposed without compromising the operational effectiveness of the shearer. The Problem Noise produced by double-drum longwall shearers can be harmful to machine operators. Typical noise levels at the lead-drum operator position range from 100 to 105 dBA, and Federal noise regulations allow only one to two hours of exposure per shift at these levels. Noise radiated by the shearer cutting drum is the primary contributor to the overall noise level. However, test of a noise-controlled cutting drum developed by the Bureau of Mines reduced the operator noise level to 95 dBA, thereby increasing the allowable operating time to four hours per shift. Approach The key design aspect of the noise-controlled shearer drum is its reduced vibration-al response to coal-cutting forces. Laboratory studies have shown that these forces are concentrated in the low-frequency region (500 Hz and below). Determine the extent to which remote-sensing techniques, primarily lineament analysis, can be used to identify geologic structures that may affect the location and migration of subsidence over abandoned underground coal mines in the Colorado Springs, CO, area. Compile data using a geographic information system (GIS) to allow efficient and reproducible comparisons and analyses. Background The basis for evaluating abandoned mine land (AML) sites with remote-sensing techniques comes from past and ongoing Bureau ground control research using remote-sensing data to identify potential hazards caused by geologic structures (faults, joints, etc.) above active underground coal mines. Research showed that lineament (linear feature) analysis of Landsat Multispectral Scanner (MSS) images could indicate locations of fractures and fracture trends that had varying, but significant, impacts on the stability of mine openings. Such geologic structures should be identifiable over abandoned mines as well. If fractures are present, even if they arc not faults, they should represent areas of potential instability over these mines and, therefore, should tend to localize subsidence when it occurs, particularly for deep and moderately deep portions of mines.

The U.S. Bureau of Mines conducted experiments for predicting materials&apos; ease of combustion (smoldering onset, smoldering, flaming, and decomposition rates) by means of submicrometer smoke particle characteristics for the development of a simple test method. The experiments were carried out in an approximately 20-L furnace, with a 10-L/min airflow through the furnace for a 14-min duration, at set furnace temperatures of 150°, 250°, and 1,000°C. The variables studied as a function of time were the onset time of smoke particles, time and duration of maximum smoke particle generation, average concentration of smoke particles, and particles&apos; average diameter, mass weight loss, and furnace temperatures. Results show that the onset time of smoke particles is predictive of materials&apos; ease of smoldering, and the time of maximum smoke particle generation and its duration, coupled with mass weight loss, are predictive of materials&apos; ease of smoldering and flaming (depending on the experimental temperatures), and decomposition rates.

"Three types of respiratory apparatus namely, gas masks, hose masks, and self-contained oxygen-breathing apparatus - are now commonly used for protection from noxious gases, vapors, and smokes or ristes, but no particular type can be selected as best for all conditions. Many factors must be considered in connection with each situation, so that each must be considered as a problem in itself. Following are concise statements for comparing the types:Gas masks are the simplest and easiest to wear, also the least cumber-sore; but they protect only in comparatively low concentrations of noxious gases and should never be used where the air contains less than 16 per cent of oxygen. Special masks give protection from one gas or class of gases, but may give no protection against another gas or class of gases.Hose masks protect in any irrespirable atmosphere, but are somewhat cumbersome, the length of hose limiting the distance a wearer may go from fresh air. They are serviceable also where a supply of pure air moves with the wearer, as where a locomotive engineer in a smoky tunnel is using a hose mask supplied with air from the compressed air line of the locomotive. Hose masks consume no chemicals or materials and so are not limited in the time they may be used.Self-contained oxygen-breathing apparatus protect in any irrespirable atmosphere, but their weight is cumbersome, they can be used only by trained men, and frequent attention must be given them to maintain good working condition. On the other band they are the only safe means for exploring mines and other places filled with irrespirable gases in high concentrations."

Problem: It is estimated that 5 to 10 arc flash explosions occur in electric equipment every day in the United States. In the mining industry the largest single injury category of electrical injuries are caused by non-contact electrical arcs. Method: This investigation progressed in two phases: (a) 836 Mine Safety and Health Administration (MSHA) reports of electric arcing incidents that occurred over a period of 11 years were reviewed, and (b) personal interviews were conducted with 32 individuals. A theoretical Safe Job Performance Model guided the study. Results: Behavioral dimensions were identified and included the effect of worker experience, judgment and decision-making ability, behavioral and organizational controls, and safety culture. Summary: The National Institute for Occupational Safety and Health (NIOSH) conducted an investigation of behavioral components associated with arc flash incidents and developed recommendations for interventions based on findings. Impact on Industry: This study fills a vacuum in electrical training with a focus on the organizational and behavioral aspects of arc flash incidents. There search is cross-cutting in its scope, in that the results apply not only to mining and construction, but many other industries employing electricians. Although the majority of mine electrical injuries are the results of burns from electrical arcs, few miners are aware that such a hazard exists. A safety training program, which includes a video and an instructor&apos;s discussion guide, was developed for electricians based on this study&apos;s findings. “Arc Flash Awareness” was released in 2007 (DHHS NIOSH PublicationNo.2007-116D) and is available through1-800 CDC-INFO. THERE are two recognized methods of recording the state of the metallurgical art. One involves delineation of individual advances reported in the literature. This approach is used effectively in the excellent annual reviews published by some of the leading technical journals and in the technology sections of the individual commodity chapters in this volume. In an effort to more clearly indicate the current trend of metallurgical research and development, the authors of this chapter chose the method of discussing generally selected items of interest brought to their attention during 1959. Since technology cannot be confined by dates on a calendar, most of the items mentioned have been in the process of development for several years. No attempt was made to identify the sources of information used here. Material was drawn from many sources : Nonconfidential correspondence and conversations with authorities of the metallurgical fraternity, papers delivered at technical meetings, and articles noted in the technical press, including particularly Engineering and Mining Journal, Metal Progress, Journal of Metals, Mining Engineering, Industrial and Engineering Chemistry, Chemical Engineering, Chemical and Engineering News, Chemical Week, Materials in Design Engineering, Review of Metal Literature, the Canadian Mining and Metallurgical Bulletin, the Mining Journal (British), and the Journal of the Institute of Metals (British).

1. COAL PRODUCTION: Under Section 402 of Public Law 95-87 (SMCRA), coal operators are required to pay a fee when coal is sold, used, or transferred. These fees are deposited in the U.S. treasury as the Abandoned Mine Land Fund. Information about the type of coal (bituminous, lignite, or underground) and tonnage are tabulated on Form OSM-1 and submitted with the fee, which is paid quarterly to the Office of Surface Mining. The coal production data presented in this report was compiled from information stored in the Office of Surface Mining Fee Collection System computer data base. Collection of the fee began with the last quarter of 1977; therefore, 1978 data includes the last quarter of 1977 and the first three quarters of 1978. Information for each successive year follows the same tabulation pattern. Surface production includes both bituminous and lignite coal; underground includes tonnage reported as underground mined. In New Mexico and Montana, coal production on Indian land is listed under the Crow, Hopi, and Navajo Tribes. 2. HISTORIC COAL PRODUCTION: Federal Government agencies have published coal production data since 1807, the date of the earliest record. The source of coal production data used to compile this graph was: 1891-1895, U.S. Geological Survey, Division of Mineral Resources; 1896-1977, U.S. Bureau of Mines annual Minerals Yearbook; 1978- 1991, Office of Surface Mining data described in footnote 1 above. 3. NUMBER OF MINES: The number of mines was compiled from Office of Surface Mining Fee Collection System data described in footnote 1 above. Annual totals were calculated by adding together the number of operations with the same Mine Safety and Health Administration numbers reported each quarter and dividing by four to give an annual number in each state. 4. ENFORCEMENT ACTIONS: Enforcement action data was compiled from annual reports developed by Office of Surface Mining field offices and historical field office records. The data presented are all actions taken by both the state regulatory authority and the Office of Surface Mining. Citations issued are the sum of Notice of Violations (NOVs) and Cessation Orders (COs). Because the Hopi and Navajo jurisdictions overlap in Arizona and New Mexico, enforcement actions data for the tribes have been combined in annual reports prepared by the Albuquerque Field Office; therefore, they are combined for this report and listed under Navajo Tribe. 5. ACREAGE PERMITTED: Acreage permitted data was compiled from annual reports developed by Office of Surface Mining field offices and historical field office records. The acreage listed was permitted during the year shown and is not the total acreage under permit during that year. 6. BONDS RELEASED: Acreage of reclamation bonds released was compiled from annual reports developed by Office of Surface Mining field offices and historical field office records. The sum of final Interim Regulatory Program bonds and Phase 111 (or final release) bonds shows only the land area where reclamation is complete and has been released by the regulatory authority.

The rather sudden increase in the use of methanol as an antifreeze for automobile radiators has caused considerable comment , with some anxiety to persons interested in industrial and public health , regarding the possible health hazard in dispensing and using the product . In view of this , the chemical industry interested in the manufacture and marketing of methanol requested the Bureau of Mines to make an impartial and extensive investigation of the hazard involved . With the assistance of the industry this investigation is now in progress and will extend throughout the present winter . When these observations are finished a complete report will be made . At present , however , the acute interest in the problem and the many inquiries that have been received from manufacturers of methanol , garage owners , the automotive industry , public health officials , and private persons demands a brief statement relative to the reasons for the recent availability of methanol for antifreeze purposes , the plan of the bureau's investigation , and the trend of the results of the investigation obtained to date .
