The Bureau of Mines Heavy Metals Program emphasizes the need for improved analytical methods for gold determination. A commercially available ion exchange resin with high selectivity for gold was investigated as a potential method to collect gold from solution. The resin was found to quantitatively collect gold from acid solutions over a wide range of acid concentrations. Common metals were not collected by the resin nor did they seriously interfere with the collection of gold. X-ray spectrographic and neutron activation methods based on the use of papers containing this resin are proposed.

The effect of the temperature of SmF3-LiF electrolyte on the electrolytic preparation of samarium-cobalt alloy by the consumable cathode technique was investigated. The temperatures of the cathode zone, alloy collection zone, and samarium oxide (Sm203) feed zone had to be controlled carefully to obtain a satisfactory samarium-cobalt alloy product. Any appreciable deviation from certain temperature values adversely affected yield and product quality.

This report is intended to help mine safety trainers better prepare to teach the influx of new underground coal miners who are entering the industry. This is done by identifying two different approaches to instruction and discussing the ways they may affect how well prepared new hires are to deal with a dynamic and hazardous workplace. One approach is based on the use of a syllabus. Those using a syllabus are more likely to rely on lecturing or direct instruction. This is a good way to get across factual information, but does not provide a context within which miners can fit the discrete facts so that they form an integrated whole set of concepts, principles, and skills. The other approach is based on the use of a curriculum. Those using a curriculum may be more likely to help miners integrate concepts and skills that give them an overall picture of the complex mining environment and how they fit into the workplace. This will better prepare them for the decision-making and problem-solving activities that will help them work safely and productively

This Bureau of Mines report presents the results of a study to rank technologies for extraction of alumina from bottom ash and coal shale. The available literature on composition and availability of coal waste was reviewed, and papers pertinent to alumina extraction are referenced. Types of coal waste were categorized by method of waste generation, coal content (heating value), location, coal type (ash nomenclature), and alkaline earth content. The differences and similarities among the categories of coal waste are summarized as to factors that my affect aluminum extraction, especially factors concerning chemical composition, current production, storage problems, and accumulated tonnage. Data available on physical characteristics and mineralogy did not correlate well with the individual categories of coal waste, and discussion on these two aspects is limited to the differences between coal ash and coal shale.

Crude shale oil prepared by gas-combustion retorting of Colorado oil shale was hydrogenated over a cobalt molybdate catalyst at an operating pressure of 1,000 psig, temperatures of 781° and 761° F, and liquid hourly space velocities of 0.10 and 0.05 Vo/Vo/hr, respectively. The yields of total liquid products and the amounts of nitrogen and sulfur removed were comparable with those obtained at an operating pressure of 3,000 psig and a liquid hourly space velocity of 1.0 Vo/Vo/hr. Approximately 1.5 times as much gasoline was produced at the lower pressure and space velocities.

Heats of formation of three crystalline oxides of rhenium (Re02, ReO3 and Re207) have been determined by the method of solution calorimetry, using an aqueous perchloric acid--ceric perchlorate solvent. Copper metal and cupric oxide were utilized as auxiliary substances. Heats were determined at 298' K for the reactions Re + 2CuO = Re02 + 2Cu, Re + 3CuO = ReO3 + 3Cu, and 2Re + 7CuO = Re207 + 7Cu. Standard heats of formation were derived using the value of -37.23 ±0,15 kcal/mole as the heat of formation of CuO. The standard molal heats of formation of the rhenium oxides were determined: Re02, -107.3 ±0.8 kcal; ReO3, -140.8 ±0.9 kcal; and Re207, -301.9 ±1.8 kcal.

"INTRODUCTION The Cline mine has been worked intermittently for copper and gold since 1895. Scheelite has recently been detected with the aid of a ""Mineralite"" on the old waste dumps of the mine. Four diamond-drill holes were drilled by the Bureau of Mines from August 13 to September 25, 1946. Results of this drilling showed the vein to pinch at depth and to carry no mineralization of economic importance.ACKNOWLEDGMENTSIn its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. Iron-ore deposits in southwestern Utah, as the major source of iron ore for western steel plants, were investigated by the Bureau of Mines in 1942-45 in cooperation with property owners and operators and with the assistance of the United States Geological Survey with a view to determining and extending the known reserves. The factual data resulting from that project were presented in a previous report and in a report on the geophysical surveys now in course of publication. The present report has been prepared in response to expressed public interest in the ore reserves of Iron County. Mining began in the district in 1871} but. did not become important until 41 1923. From 1923 to 1946, inclusive) production totaled 10,139,500 long tons. In 1945 the district yielded 1,931,749 long tons containing 52.84 percent iron; in 1946 the corresponding figures were 1,317,671 and 53.75. The deposits lie .in a narrow, 23-mile long belt extending northeasterly from Washington 'County into Iron County along a line of mountains, chief of which are Iron Mountain, Granite Mountain, 'and Three Peaks in Iron. County. The deposits are hematite-magnetite bodies, chiefly in limestone near its contact with the monzonite of the mountain masses, but with a few important veinlike bodies in the monzonite or at the contact. They range in size from small pods to several millions of tons, and in depth from surface or near-surface to a known maximum of 1,300 feet:

At the main experiment station of the U. S. Bureau of Mines , situated in Pittsburgh, Pa . , three phases of its work in behalf of the safety of the coal miner are the establishment of permissible explosives for use in gaseous and dusty mines , the development of electrical equipment that can be used with safety in mines of this character , and improvement in the safety of mechanical devices used in and about the mines . Also That these efforts are beginning to have a cumulative effect in lives. saved is evident from the fatality statistics of the industry . Although nearly 80,000 more men are employed in coal mining than ten years ago and much more coal is mined , the fatalities each year are considerably less than ten years ago . the amount of coal mined in a year for each life lost has risen between 60,000 and 70,000 tons . In 1909 , the year before the Bureau was created , the production of coal for each life lost was 174,416 tons . In 1920 , the production for each life lost was 285,000 tons .

In accidents resulting from the use of explosives in metal mines and quarries in the United States more than 130 men were killed and 250 seriously injured during the calendar year 1913. More- over, an unknown number of miners suffered from the effects of breathing the harmful fumes and gases given off by the burning or the incomplete explosion of some explosive. Consequently, the Fed- eral Bureau of Mines, which is endeavoring to increase safety in mines and to abolish conditions that tend to impair the health of miners, is studying the kinds of explosives used in mining and the conditions under which these explosives can be used with least danger to the miner. Information about the different explosives used in coal mining and the precautions to be taken in using those explosives has been printed in Bulletin 17 and other bureau reports, the names of which may be found at the end of this bulletin. The bureau has not been able to give much attention to explosives used in metal mines and quarries, but has published some information about these explosives in Bulletin 48, "The Selection of Explosives Used in Engineering and Mining Operations"; Technical Paper 17, "The Effect of Stemming on the Efficiency of Explosives"; and Miners' Circular 19, "The Prevention of Accidents from Explosives in Metal Mining." This bulletin aims to give the metal miner and the quarryman information similar to that given the coal miner in Bulletin 17. In- flammable gas or dust is seldom, if ever, found in quarries or metal mines, and the danger from using explosives there is less than in coal mines; but, as the figures show, the number of men killed and injured yearly in accidents caused by explosives proves the need of both miners and mine officials striving to see that none but proper explosives are used and that these are used properly.

California's coal resources are estimated to be 100 million tons, of which 50 percent is lignite, 40 percent subbituminous, and 10 percent bituminous. The occurrence of coal in California is rather limited and is restricted generally to the foothill regions of the western slopes of the Sierra Nevada Mountains. Significant quantities of coal have been mined in five areas: Ione in Amador County, Alberhill in Riverside County, Stone Canyon in Monterey County, CorralHollow in Alarneda County, and Mount Diablo in Contra Costa County. Most of the coal was rnined in the early 1900s and was used locally for fuel. Current mining operations are located in Amador County near the city of Ione. The two producing mines supply fuel to a mine-mouth co-generation power plant. The fuel coal is processed prior to burning to extract montan wax. Because California does not have primacy, coal mining in the state is regulated by the Office of Surface Mining's Albuquerque, New Mexico, Field Office.

The object of this report is to give briefly information of present value relating to the manufacture and uses of the various commercial alloy steels, with the hope of stimulating the demand for such steels and extending their practical use. The report is issued by the Bureau of Mines as a contribution to the increase of efficiency in the preparation and utilization of the mineral resources of the United States. Alloy steels are included in the so-called special steels, but as the latter term is often used in the mills to designate broadly any steels intended for purposes other than those served by the regular product, it has seemed best to use the more specific term of alloy steels in this report. Alloy steels are bringing about a series of revolutions in various in- dustrial fields in which steel plays an important part. Most elements that could be procured in sufficient quantity have been alloyed with iron in various proportions, either alone or in combination with others, in the search for useful alloy steels. Those steels that have gained and maintained for themselves a place in current use are discussed in this report. Some of them have had an ephemeral life of usefulness which would no doubt have been prolonged had not some other more satisfactory steel been developed. Probably the first useful alloy steel was Mushet's self-hardening tungsten tool steel, patented in 1868. Fifteen years later chromium steel, really containing chromium, was struggling for recognition for some purposes, the chief of which was for the manufacture of solid shot for piercing armor. In both of these steels the effect of the alloying element as used was in a way proportional to the amount contained. In 1882 Hadfield made his epoch-making discovery of manganese steel and demonstrated that in iron metallurgy it is not safe to take for granted anything as to the properties of an alloy of iron with other elements, basing one's opinion on past experience and knowledge, and that the effect of an alloying element may not be proportional to its content. Tourmalines are among the most beautiful of all the semiprecious stones, and are unsurpassed even by corundum in variety of hue. The stones most suited to jewelry purposes are those comparatively free from iron. One reason for the fact that the tourmaline has advanced rapidly in public favor in this country is that it is found in California in great profusion and of extraordinary quality. The superb green and especially the pink crystals found at Pala and Mesa Grande in San Diego County, Calif., are deemed superior to tourmalines from all other localities.

Alternatives were developed to the conventional ammoniacal carbonate leaching-steam stripping procedure for recovering copper as an oxide from contaminated scrap metal. By entraining air bubbles in the leach solution, the copper dissolution rate was increased to 1.5 g/in2 of copper surface per hour, compared to 0.5 g/in2/hr produced by conventional agitation in stirred tanks. Using entrained nitrogen gas bubbles for agitation in conjunction with powdered sulfur not only resulted in rapid dissolution but also simultaneous precipitation of the copper from solution as a high-grade cuprous sulfide.

A primary objective of the Surface Mining Control and Reclamation Act is to establish uniform national regulatory standards to protect the environment during mining and for reclaiming land after it is disturbed by current and future surface coal mining. In recognition of the wide range of climatic and geologic conditions in coal-producing areas, Congress provided that individual states may establish their own programs for regulating surface and underground coal mining and reclamation on private land. The standards for state programs must be at least as effective as the federal standards. Initial and Permanent Regulatory Programs Congress recognized the importance of establishing regulations to implement the Act as quickly as possible, while recognizing that the preparation of such complex regulations would be a lengthy process. Consequently, a two-phase schedule was established. An abbreviated initial program was put in place immediately, followed by a more extensive and detailed permanent regulatory program. The initial program regulations were published in December 1977, and mine permits issued by states after February 1978 were required to conform with those regulations. Regulatory provisions contained in the initial program included 12 basic performance standards, continuation of existing state permitting, bonding, and enforcement processes (although if those features did not already exist, they did not have to be added), a federal inspection frequency of once every six months, joint state and federal inspection and enforcement in states that had existing programs, and the prohibition of mining in the specific areas listed in the Act. Permanent program regulations were published in March 1979, following extensive review and comment from the public, including the coal industry and organized environmental groups. The regula¬tory provisions in the permanent program expanded those in the interim program by including the implementation of all performance standards contained in SMCRA, a new permitting process, a requirement for performance bonds, an increased inspection frequency (one per month), a new enforcement process, and a process for designating lands unsuitable for surface mining. The regulations for the permanent program have been revised several times since 1979; more revisions can be made as new mining and reclamation tech¬niques are developed. Such changes were anticipated by Congress; in fact, a provision in SMCRA for experimental practices encourages advances in mining and reclamation techniques.

The Navajo Nation is the largest Indian tribe in the United States and occupies a reservation encompassing about 16 million acres in northeastern Arizona, southeastern Utah, and northwestern New Mexico, with three satellite reservations in western and west-central New Mexico. Coal mining is conducted on a commercial scale at four large surface mines: two are in northeastern Arizona and the other two are in western and northwestern New Mexico. The principal coal-bearing region in Arizona is the Black Mesa coal field, which underlies about 3,200 square miles in the northeastern part of the state. The Black Mesa coal field lies within the boundaries of the Navajo and Hopi Indian Reservations and makes a significant contribution to the economies of both tribes. Coal reserves in this field are estimated to be 352 million tons, less than one-tenth of one percent of U.S. coal reserves. This coal was first mined by prehistoric Indians as fuel for cooking and heating. It has been estimated that the Indians removed more than 100,000 tons between 1300 and 1600 A.D. The coal-bearing region of the Navajo Reservation in New Mexico is located in the San Juan Basin. The Navajo Mine, which supplies coal for the Four Comers Power Plant, is located in this area. The Office of Surface Mining's Albuquerque, New Mexico, Field Office is responsible for regulating mining and reclamation on Navajo land. The Navajo Abandoned Mine Land Program was approved May 16,1988.

This paper describes measured data on strata behavior obtained in recent years from sites in the United Kingdom and the implications for pillar design. The data include results from overcoring stress measurements adjacent to coal mine roadways and deformation monitoring related to longwall extraction. The stresses adjacent to mine roadways or entries have been measured at a number of coal mine sites in the United Kingdom. The results are analyzed with regard to the information they provide on pillar behavior and strength estimates. A reduction in stress consistent with yielding of the strata adjacent to the roadways is evident. This is consistent with the confined core model for pillar behavior. The pillar strength is dependent on the rate atwhich vertical stress can increase with distance from the pillar edge and hence the confinement provided to the yielded material. The measured data indicate a wide range in pillar strengths. Two groups of results are identified that show significantly different behavior corresponding to differing effective pillar strengths. Estimates of pillar strengths derived from the measured data for these two groups are compared with established equations used for pillar design. The differing behaviors and strengths are attributed to variations in the amount of yielding and deformation in roof and floor strata and hence in the amount of confinement they provide to the coal seam. Numerical modeling is used to provide a comparison with the measured data and to indicate that this provides a feasible mechanism to account for the measured data. As the depth of mining increases, pillars tend to become increasingly wide and squat. In such cases, it is possible for the surrounding roadways to become badly deformed and damaged while the pillars remain stable. The criteria of comparing pillar strengths and loads to establish pillar stability become less applicable in these circumstances; rather, considerations of roadway stability may be the limiting factor in determining suitable pillar dimensions. This is the case for pillar dimensions typically employed around longwall panels in the United Kingdom. Depending on the properties of the site and what are deemed to be satisfactory roadway conditions, this can lead to wide variations in required pillar dimensions. Measured data for deformations in roadways influenced by adjoining longwall workings are presented. These show that in some circumstances the influence of longwall extraction can be transmitted over large distances and confirm the variability in required pillar sizes depending on site properties.

 Previous reports of this series/7/8/ presented data on the composi- tion of exhaust gases produced by Diesel engines operating under various conditions possible in underground workings. In all previous experiments, the engines tested were in proper mechanical condition; that is, they were adjusted and maintained in accordance with the manufacturer's instructions. In discussing the results of these tests in relation to the use of Diesel engines underground, the importance of maintaining engines in proper mechanical condition was emphasized, although no data were presented to indicate the effect of engine maladjustments on production of harmful and objectionable constituents of exhaust gas. It is the purpose of this report to present such data and to reemphasize the importance of adequate maintenance for Diesel engines used underground.

Through 1986, Kentucky was the nation's largest coal producer. Currently it ranks third in production, behind Wyoming and West Virginia. Because of the size and variety of Kentucky's coal industry, virtually every kind of surface coal mining and reclamation activity takes place in the state. Extensive coal deposits occur in two separate areas: the eastern coal field, which is part of the Appalachian coal field, and the western coal field. Kentucky's reserves are estimated at 65 billion tons, with 27 billion tons in eastern Kentucky and 38 billion tons in western Kentucky. Kentucky coal is high in volatile matter, low in sulfur and ash, and relatively high in heating value. Coal from Kentucky's eastern coal fields contains a sulfur content of less than 1 percent. Conditional primacy was granted to Kentucky May 18,1982. Since then, all conditions have been removed; final regulatory approval was granted on May 30,1985. The Abandoned Mine Land Program was approved with the regulatory program May 18, 1982.
