The need of protecting mines from the danger of inflow of natural gas from neighboring wells has become more apparent each year since it was found that oil and gas underlie the productive coal measures of Pennsylvania, West Virginia, Ohio, Indiana, Illinois, Kansas, Oklahoma, Colorado, and Wyoming, and, to some extent, the coal measures of other States. The proximity of the known gas and oil areas in the United States to the coal fields and the manner in which the fields overlap in certain States are shown in the map comprising the frontispiece (Pl. I). As the result of many requests received from various sources a conference to consider the protective measures necessary to insure the safety of mining operations in gas and oil fields was called by the Director of the Bureau of Mines to assemble in Pittsburgh, Pa., Feb- ruary 7 and 8, 1913. To this conference were invited a considerable number of gas-well, oil-well, and coal-mine operators within conven- ient distance from Pittsburgh, as well as State geologists and State mine inspectors from a distance. Gas and oil wells are also found near other kinds of mines, such as shale and limestone mines in western Pennsylvania, but these cases are so few that for this and other reasons it was deemed best to con- fine the present inquiry to the consideration of the questions involved in connection with coal mines. It was also not thought advisable to consider the protection of mines from other kinds of bore holes than those for gas and oil, such as coal-prospecting holes, drilled either with churn or diamond drills, or salt wells and artesian wells, because little trouble has been ex- perienced in mining operations from these classes of wells. There- fore the following papers and discussions concern almost entirely the following relations between coal mines and gas and oil wells: (1) Protection of coal mines froin gas and oil wells penetrating -through: (a) Open workings; (b) inaccessible spaces or goaves; (c) pillars, or coal which may be left as pillars. (2) The manner of drilling gas and oil wells passing through workable coal beds so as to provide protection for future mining. The preliminary inquiries of the engineers of the bureau had dis- closed that there was no uniformity in the methods of protecting mines against the leakage of gas from wells, that thousands of wells in coal fields are abandoned yearly without adequate plugging, and without surveys or records being kept to show the location of the holes, from which the casings are generally pulled. According to the State geologist of Pennsylvania, as many as 3,000 wells are being drilled annually in Pennsylvania, 2,000 of these holes being aban- doned within a single year. It is such unplugged, uncharted wells that are the greatest menace in mining. The quantity of gas that the wells produce, although not sufficient to be commercially avail-

The perpetuation of the supply of anthracite coal in Pennsylvania is a national as well as a State problem. Any investigation that shows how larger percentages of this coal may be saved in mining, without excessive cost, and without dangerous subsidence of the overlying surface ground, has a national as well as a local interest. Messrs. Conner and Griffith, who conducted the investigations described in this report largely for the city of Scranton, are consulting engineers for the Bureau of Mines for investigations similar to those they have already made in connection with their Scranton work; and this report is published by the bureau in response to numerous requests, because of the fact that the information it contains will prove useful in the general solution of similar problems in many of the country's coal fields. A study of the accompanying maps will show that the city of Scranton is underlain by 11 separate beds of coal, varying in thick- ness from 2 to 24 feet. It is estimated that before mining opera- tions were begun these beds of coal contained underneath the present city limits of Scranton 600,000,000 tons of coal. The 27 collieries operating within the city limits, working independently of each other, had excavated and removed, up to March, 1911, an aggregate of 198,000,000 cubic yards of coal and accompanying rock, or 3,000,000 cubic yards more than the total amount of material excavated and to be excavated by the United States in constructing the Panama Canal. This fact illustrates something of the magnitude of the problem that the city of Scranton, with the aid of these engineers and of a special commission or advisory board, has undertaken to solve. The excavation has included 177,000,000 tons of coal and 44,000,000 tons of rock and accompanying refuse. This leaves about 420,000,000 tons of coal still to be removed. As a result of other investigations and of experience in adjacent anthracite mines, Messrs. Conner and Griffith and the advisory board of engineers have advised that, as far as may be necessary to prevent dangerous surface subsidence, the spaces remaining beneath the city of Scranton from the excavation of the above-described material should be filled with sand and other materials by flushing or other processes. This operation is expensive, but it is believed to be not beyond the reach of what is practicable, nor in excess of the value of the coal that may be removed and the amount of damages that may result from the caving in of the surface if such a plan is not carried out. No one realizes so fully as do the authors of this report the need of additional tests and other investigations before the data now pre- sented by them can be fully accepted as sufficient for all purposes in the solution of the problem; and it is expected that at some early date a more extensive series of similar tests can be made by the Bureau of Mines under the supervision of Messrs. Conner and Griffith on a larger scale and under a greater variety of conditions. The field examinations made for the Bureau of Mines by N. H. Darton, which are described briefly in a chapter of this bulletin and will be discussed at length in a bulletin to be published later, indicate the extent and distribution of the sands, gravels, and other materials in the Scranton-Wilkes-Barre district available for flushing purposes if further tests indicate their relative merits; and it is expected that the relative merits of these different materials will soon be tested under such conditions as will furnish the desired information.

The Alice mine is one of several zinc deposits in Ozark and Howell Counties, Missouri. It was selected as the first to be investigated by the Bureau of Mines in an effort to demonstrate reserves of sulfide ore under the shallow carbonate ores from which all production of the district had come up to World War II. The property was worked first about 1890 and was most productive prior to 1900. Its output was the bulk of the district’s total up to 1940, which is believed to have been about 85,000 tons of washed and sorted ore carrying 17 to 36 percent zinc. The firm of Doane & Ives owned and operated the Alice on a scale of a few to 25 tons a day from 1940 to 1946. An open pit about 300 feet long, 250 feet wide, and 30 to 50 feet deep comprises the mine working. Numerous old drifts and shafts in the walls and bottom of the pit are now inaccessible. The ore consists of zinc and iron minerals replacing and filling openings in dolomite. Sulfides are absent or scarce to a depth of 40 to 50 feet; smithsonite was the chief ore mineral in the oxidized zone. The individual ore bodies are irregular in size, shape, and zinc content, and “horses” of waste occur within the pit. The Bureau of Mines recommended churn drilling to test the depth, extent, and richness of the zinc sulfide ore. Four holes were drilled by a private company and seven by the Bureau in and around the pit; several penetrated considerable thicknesses of material containing a few to 10 percent (metallic) zinc in the form of sphalerite.

Vibration measurements at the workplace are often complicated and expensive. The assessment of the risk in conformity with EC Directive 2002/44/EC “Vibration” (which lays down the minimum requirements of laws in Europe for occupational safety and health) can therefore be carried out on the basis of an estimate based on information from manufacturers as well as by measurement conforming to ISO 5349. The characteristic values (emission values) determined by manufacturers in laboratory conditions may deviate from the exposure values measured at source at the workplace. Equally, deviations may arise as a result of the delay in the changeover of test methods from the single axis of measurement to the total vibration value for the three axes of measurement conforming to ISO 20643. To prevent faulty estimates, the manufacturer’s information has to be corrected by a tool-related factor in accordance with CEN/TR 15350. By taking the example of masonry and stone working machines, the empirically determined tool-related correction factor is checked and confirmed. Methods Vibration measurements were carried out in accordance with ISO 5349 in practical application conditions on 10 selected typical eccentric and orbital sanders, concrete and disc grinders as well as on wall chasers and stone saws. Results The total vibration value obtained for the investigated tools rangedfrom ahv = 3.6 m/s² to ahv = 11.6 m/s². When the values from the practical measurements are compared with the manufacturer’s vibration values, the underestimation of the risk occurring in some cases can be largely compensated for by the tool-related factors conforming to CEN/TR 15350 (see Figure 1).

During the mineral survey of the Bob Marshall Wilderness and study areas by the author in 1971, 1973, 1974, and 1976 (Marks, 1978), the area designated Reservoir-North (RARE II No. H1-485) in January, 1979, (U.S. Forest Service, 1979) was examined, along with other lands adjacent to the earlier study areas. However, the 1978 open-file report covered only areas originally designated for study. The present report on Reservoir-North is based on earlier work. No work has been done in the area since 1976. Mineral Appraisal Reservoir-North RARE II area (No. H1-485) is in the Northern Disturbed Belt which has been identified as having high potential for natural gas accumulations and lesser potential for oil accumulations (Mudge, 1978). Oil and gas lease applications in the area, indicate interest by oil companies.

The Bureau of Mines has been conducting investigations with the view of determining the types of containers best adapted to the stor- age of oil. These investigations have shown that tanks composed wholly of steel give the best results. Where larger containers than it is feasible to build with steel are desired, concrete-lined reservoirs can be recommended for some grades of oil. Practically all such containers in use at present have wooden roofs and this type of construction is here described, although it is the belief of the writer that concrete roofs would be far more satisfactory in every way, and that the difference in cost between a concrete and a wooden roof would, as a rule, in a few years' time, be offset by a saving of oil and in cost of repairs and renewals.

This paper describes technology and training that has been identified for underground emergency responders. Historically, underground mine rescue teams have only received training in the course of actual emergencies, or in simulated mine environments, usually on the surface, with placards to identify objects and hazards. Also, while U.S. Federal Regulations require all underground miners to walk escapeways and conduct fie drills every 90 days in a smoke-free environment, this does not fully prepare them for the conditions that will be encountered in real escape situations. Therefore, it is extremely important that miners are provided with adequate technology and that training simulations are conducted in a realistic manner. A series of mine rescue training and mine emergency response development (MERD) exercises, and in-mine smoke training was developed, conducted, and evaluated by state and company teams, and by National Institute For Occupational Safety and Health (NIOSH) personnel. The training exercises were held at NIOSH's Lake Lynn Laboratory (LLL) and operating mines during the past several years. This training resulted in improved technology and training for mine rescue teams, fire brigades, first responders, and miners in general. For example, existing technologies were identified to help responders during exploration and recovery operations. These included various chemical light shapes, strobe lights, light vests, and laser pointers to identify team members. Most of these devices may be used to mark underground areas and certain mine materials. Strobe lights were used for mapping out escapeways and lasers were used to negotiate travel through smoke. Thermal imaging systems allow rescue personnel to see in darkness and through dense smoke, and allows the user to easily locate missing or trapped personnel and heated areas. A hands-free communication system showed potential for enhanced communications between team members, the fresh air base, and command center. A new team lighted-lifeline allows for flexibility in movements of team members during routine tasks and allows them to easily find their fixed position on the lifeline. Of all the technology evaluated by underground personnel, laser lights and lifelines were most beneficial in leading personnel to safety and out of the mine in smoke-filled passageways. A positive-pressure inflatable escape device (IED)/airlock, was used to isolate the "hazardous" environment from fresh air and allow rescue team members to traverse through. An inflatable feed- tube partition that can rapidly block large openings such as underground passageways or tunnels and simultaneously provide a feed-tube for high-expansion foam generators was also deployed during the simulations. These technological advancements have improved the state of readiness for rescue personnel and have increased the chances of survival for all personnel escaping from underground emergencies.

Homans [1950] offered a working definition of group that is useful for this research: "We mean by a group a number of persons who communicate with one another often over a span of time, and who are few enough so that each person is able to communicate with all the others, not at secondhand, through other people, but face-to-face." This chapter begins with a discussion of the group concept in reference to the hypothesized escape groups mentioned earlier. It then moves to an examination of analysis techniques used by the authors. Finally, the subjects themselves are profiled according to their demographic characteristics. The Nature of Groups Warriner [1956] took a realist approach to understanding groups: "(1) the group is just as real as the person, but (2) both are abstract, analytical units, not concrete entities, and (3) the group is understandable and explicable solely in terms of distinctly social processes and factors, not by reference to individual psychology." Warriner's realist position merely holds that "group" occupies a different domain in which it is no more or less concrete than "person." At this group level the unit of analysis will be those relations that indicate social rather than individual behavior. It is possible to investigate these group properties empirically-if a researcher avoids confusing conceptual entities with concrete ones. Most people seem to accept that group attributes must somehow be inferred, but think personal attributes will be directly manifested, requiring little or no interpretation [Snizek 1979]. In other words, nobody would equate physical components of an underground working section with the actual work group, yet social scientists (as well as laypeople) very often confuse real individuals with notions of the person. In actuality, neither groups nor persons are directly disclosed to the senses; both are inferred by experience and observation. One can "see" a group just as clearly as one can "see" a person, given the proper perspective from which to do so. It is necessary, in developing this perspective, to begin with a sound definition of the thing being examined. Besides communication, or more generally, social interaction, Homans [1950] included three other components of group makeup. "Sentiment" is characterized as the feelings people tend to form about one another when they interact often. These feelings include not only friendliness and dislike, but attitudes such as approval or disapproval. A "norm" is an idea, held in common by group members, that specifies how people ought to behave in given circumstances. In lay terms, norms are simply those informal rules individuals abide by in order to get along together in social situations. Finally, "activity" refers to those things persons do with others. In work groups, as an example, many of the activities are cooperative and goal-directed.

The Bureau of Mines, in connection with the investigations of war minerals it conducted, examined the graphite deposits of this country, studied the methods of mining and preparation used, and sought to devise more efficient methods for the preparation of do- mestic graphite, and to standardize the quality of the product. The graphite investigations covered three general phases, as follows: 1. An examination of the deposits in Alabama and other States, and a survey of the methods of mining and preparation used. In this connection methods of sampling and analysis were noted and ex- periments made to determine a standard method of sampling and a rapid but accurate method of analysis. 2. Experimental work on the concentration and refining of domes- tic crucible graphite to improve the quality of the product and to lessen waste. 3. Experimental work in crucible manufacture to determine the properties of domestic flake and the maximum proportions that might be used without impairing the quality of the crucibles. This work was accompanied by photomicrographic study of crucible structure. In this bulletin are presented the results obtained in the first two phases of the work outlined above. The bulletin is in two parts. The first part describes the methods of mining and milling used, suggests a standard method of sampling finished graphite, and de- scribes a rapid and convenient method of analysis developed at the Pittsburgh station of the Bureau of Mines, to which had been as- signed the analytical and microscopic work. The second part describes experiments on the concentration and milling of graphite, which were made at the Salt Lake City, Utah, station. As soon as the reports incorporated in this bulletin were ready, mimeograph copies were distributed to those persons most interested in order to make the results immediately available. The experimental work on crucible manufacture, assigned to the Columbus, Ohio, station, yielded results which were made known to the industry. Á report on this work will be published later as a separate bulletin.

The purpose of the studies that form the basis of this report was to learn from microscopic examinations of coal how far and in what ways the grouping of coal by types depends on differences in the kinds of plant material from which it was formed and on the condi- tions of its accumulation, or how far the special characters or qualities of coal of any type were determined by the nature and the state of the plant débris from which the coal was formed. The fact is almost universally accepted that beds of coal represent accumulations of vegetal matter in varying stages of preservation, with, as a rule, very small proportions of the remains of animal life. Mingled with the organic substances are different inorganic mineral sediments, which, together with the mineral matter originally con- tained in the plants themselves, constitute the "ash" of coal. The examination of coal shows that the kinds of ingredient plants range all the way from algee and fungi to large trees of various orders, and that these in turn vary in their own groups according to the depth and the nature of the water in which they grew and according to the other conditions of growth, such as moisture, temperature, soil, light, climate, and the competition of individuals. The species or kinds of plants and the numbers of each kind also differ greatly among themselves, not only during any one geologic period because of the changes of environment, but also from one geologic period to another, and it will be remembered that well-developed coal has been found in the strata of every period since the Silurian." Most geologists now agree that coal is transformed peat. True there is wide difference of opinion as to how the transformation has been accomplished and even as to whether coal started as such peat as is now found. This report is issued by the Bureau of Mines as one of a series dealing with methods of increasing safety and efficiency in mining operations. It is intended purely as a preliminary statement of the present development of hydraulic mine filling as conducted in the anthracite region of Pennsylvania. A discussion of different methods, their variations and modifications, as well as their probable extension as a result of amplified tests of the various roof-supporting materials, will be presented in a future bulletin. The history of the development of the anthracite-mining industry, from the time when the Indian tribes in the Wyoming and Lacka- wanna Valleys first discovered the existence of "stone coal," on through subsequent events-the purchase of lands containing enor- mous deposits of coal for insignificant sums of money, the develop- ment of the first mine, the formation of the first company, the build- ing of canals and railroads-up to the present time when the industry has become of such tremendous importance to the prosperity of north- eastern Pennsylvania and of the Nation itself, is intersprinkled with romance, tragedy, and pathos. The great economic lessons to be learned from a study of mining operations in the anthracite region suggest to the person interested in the efficient utilization of natural resources the need of applying such methods as will make possible the conservation to posterity of this invaluable deposit of coal that has resulted from the operation of the processes of nature during probably hundreds of millions of years. It is the opinion of many prominent mining men familiar with mining operations in the United States and abroad that under certain conditions the most practical way of preventing loss of unmined coal in pillars and of protecting surface property from damage by sub- sidence is by filling the workings with refuse material. This bulletin aims to present a general discussion of hydraulic mine filling, its origin, development, and practicability in anthracite mining.

The purchase of coal by the Government under specifications depending on the heating value of the coal, its content of ash and of moisture, and other considerations, rather than upon the reputation or trade name of the coal, was based on the fuel investigations begun by the Technologic Branch of the United States Geological Survey in 1904. The plan was first adopted by the Treasury Department in 1906. Since then the plan, variously modified in form but the same in principle, has been gradually adopted by other departments until at present of the coal used by the Government, the total value of which approximates $8,000,000 annually, more than half is purchased under specifications. The Government publications dealing with the adoption by the Government of the specification plan, the number of contracts awarded on that basis, and the quality of the coal delivered under such contracts in the several fiscal years covered by the reports are given in publications listed at the end of this bulletin. Under the authority of acts of Congress making appropriations for analyzing and testing fuels belonging to or for the use of the United States Government, a laboratory is maintained at the headquarters of the Bureau of Mines, Washington, D. C., where samples represent- ing deliveries of coal purchased under specifications for Government use are analyzed and tested. At this laboratory more than 1,200 samples have been analyzed and tested in one month. With the complete equipment and the efficient force employed, the analytical work has been so perfected that the analyses and heating-value tests of the samples received are as accurate as may be reasonably expected in laboratory work of this nature. One of the serious drawbacks to the general adoption of the speci- fication method for the purchase of coal is the difficulty of obtaining at reasonable cost samples of coal that can be considered fairly repre- sentative of the commercial product delivered in wagons, railroad

This digest of Brazilian mining law is based upon Decree 4265 of January 15 , 1921 , and its regulation , Decree 15,211 of December 28 , 1921. Unless otherwise stated , the references are to the latter exclusively , since it includes practically everything contained in the law itself . It should be borne in mind that these regulations do not necessarily apply to mines other than those on private and national land . Each State of the Union is free , in respect to State land , to regulate or interpret the national mining law , which is very general in its terms , as it sees fit . Whether such local regulations are anywhere in force with respect to the law of 1921 the bureau has not been informed . Article 64 of the Constitution indicates that only such portions of territory as are required for the defense of the frontiers , for fortifications , military constructions , and federal railways belong to the Union . Lessees of such lands , unless in debt to the Treasury , have preferential prospecting rights for one year ( art . 28 ) . This carries with it the right to work any mines discovered (Law , art . 12 ) .

The Blackbird district, Lemhi County, Idaho, has long been recognized as a potential source of cobalt and copper. Exploration of the early discoveries in the area was largely discouraged by the comparatively low grade and small size of the known ore bodies, the slight demand for cobalt, and the lack of adequate roads throughout the region. Recent advances in the field of alloy metallurgy culminated in a steadily expanding demand for cobalt. This demand was finally accentuated to critical proportions in 1940 by worldwide rearmament programs and by the threatened disruption of foreign imports by submarine warfare.

The Crow Indian Reservation is located in the southeastern part of Montana, stretching from near Billings, in the center of the state, to the Wyoming border in the south. The Office of Surface Mining's Casper, Wyoming, Field Office is responsible for regulating mining and reclamation on Crow tribal land. Federal legislation enacted July 11, 1987, authorized the Indian tribes to implement approved Abandoned Mine Land Reclamation Programs. In early 1988 the Crow elected to develop an Abandoned Mine Land Program under the Title IV provisions of SMCRA. The tribe's plan received final approval on January 4, 1989.

Geology is an integral part of roof control, mine design, and production operations. Yet, the importance of geology, coal/rock as an engineering construction material and its properties and behavior within the planned mine areas, in overall mine production operations has not been hilly appreciated. Of all of the engineering disciplines, mining engineers work with the most challenging construction materials. They must deal with rock materials as they exist in their natural states and design mine structures without well-known and defined properties. Further complicating the design process is the variability of the in-situ rock materials with rock types and rock properties varying widely from place-to-place. Predicting properties in advance of mining is difficult and oftentimes impossible. This is why some types of roof-control failures may suddenly occur in some areas when a single roof-control technique is consistently applied to an entire panel, section, or mine. Many roof-control techniques are primarily applicable to the geological conditions that were assumed in the development of those techniques and variations of the rocker rock properties may require modification or significant redesign of the support technology.

The existence of vast deposits of lignite in the West Central and Western States is well known, although the extent and importance of the deposits have not been appreciated, nor has there been an adequate economic utilization of the deposits. The work of the Bureau of Mines, the United States Geological Survey, and the State geological surveys is disclosing an increasingly large area, underlaid with this kind of coal. Among the States having the largest workable deposits may be mentioned North Dakota, Montana, Wyoming, Colorado, and Texas, and in several other Western States lignite occurs in smaller areas. In North Dakota alone it is estimated that the deposits cover approximately 32,000 square miles, many of them being 10 to 15 feet thick and capable of producing in all several hundred billions of tons of lignite. When one stops to consider what these figures mean as to the immensity of these deposits in the West, it is not strange that people are seeking to ascertain better means for deriving larger benefits from the proper utilization of those great deposits. Consequently, any proposed methods of utilization that are promising are well worthy of careful consideration.

To improve electrical safety and lengthen light bulb life on trolley haulageways. Approach A resistor inserted in series with each pair of light bulbs, decreases the voltage applied to the bulbs and eliminates heavy arcing when voltages rise. How It Works Under certain conditions, incandescent light bulbs connected directly to a 300-volt d-c trolley wire can be a hazard, particularly during weekends when electrical equipment is nut in use. When little electrical power is being used, the voltage (on the trolley lines and at the substation) can rise to a value which will destroy the bulb filament, cause arcing, and damage the bulb holder. In one coal mine where light bulbs in certain locations fre¬quently failed, the problem was overcome by inserting a 100-ohm, 50-watt resistor in series with each pair of light bulbs. The light bulbs are rated at 300-volts and 100-watts. Figure 1 shows the light bulbs and resistor circuit. This resistance was added in order to reduce the current through a short circuited bulb holder, from several hundred amperes to a much safer value of 3 amperes. However, the resistor in series with each pair of light bulbs, also reduces the voltage across the lighted bulbs to approximately 240 volts during periods when the trolley line voltage is up to 300 volts. With this arrangement, no light bulb failures occurred over a 6-month period. The resulting light reduction has not been objectionable.

PETROLEUM INVESTIGATIONS. The work of the petroleum division of the Bureau of Mines during the period of the war was under the supervision of Chester Naramore, chief petroleum technologist. In its petroleum investigations the bureau cooperated freely with other Government bureaus and acted as a source of information on petroleum matters. COOPERATIVE WORK ON INTERALLIED PETROLEUM COMMISSION. On July 15, 1918, Mr. Naramore and W. E. Perdew, chemical en- gineer of the bureau, left for London to act as representatives of the United States Fuel Administration and the United States Shipping Board on the Inter-allied Petroleum Commission. Numerous con- ferences were held with representatives from France, England, and Italy on specifications and requirements of the various allied Govern- ments for petroleum products, and for this purpose meetings were held in London, Paris, and Rome. EXAMINATION OF PETROLEUM FACILITIES IN FRANCE. Refinery plants in France were inspected, as well as filling stations and shipping facilities from ports in France and Italy to the various fronts and the petroleum base of the American Expeditionary Force at Romorantin. This paper presents data and theorem to calculate the risk of experiencing undesirable lightning related events while blasting or while engaged in other lightning sensitive activities. The paper provides an overview of lightning hazards in blasting operations and a brief history of lightning related blasting accidents. Lightning continues to be the primary cause of premature initiations of explosives in mining, on average, over two such incidents are reported to the Mine Safety and Health Administration (MSHA) each year. The energy contained in lightning discharges and how this energy sets off explosives in mining is presented. Three categories of lightning warning methods: public media, lightning detectors, and atmospheric electrostatic field measurement are discussed. The remainder of the paper presents recently acquired data on the spatial characteristics of lightning development. This data is used to estimate the risk assumed by blasters under certain conditions. Risk estimations are made for electric and nonelectric blasting if persons are evacuated when cloud-to-ground (c-g) lightning approaches within a certain distance. For example, about 0.6% of all c-g lightning strikes have no other c-g lightning strikes within 25 miles in the previous 30 minutes. The paper shows that a typical blaster using nonelectric initiation in a high lightning density area with a 100% accurate lightning detector set to alarm at 25 miles would have a lightning caused unplanned detonation every 14,000 years
