In the United States, chromium has been consumed in three major markets: chemical, metallurgical, and refractory. The predominant end use for chromium in the United States is in the metallurgical market as an alloying element in the production of stainless steel. In addition to being a major stainless steel-producing country, the United States is a major world producer of chromium-containing chemicals and has used substantial amounts of chromite ore for refractory applications. Chromium use is not easily further subdivided within the chemical and refractory industries because there is insufficient publicly available information to do so; however, chromium use can be subdivided among metallurgical industry uses based on the American Iron and Steel Institute (AISI) reported shipments of stainless steel by market classification (agricultural, aircraft, automotive, etc.). It is the goal of this study to determine the distribution of U.S. chromium apparent consumption among major markets in the United States. The distribution is expressed in the form of dimensionless fractions that are computed based on documented chromium consumption by major market. The distribution of chromium among markets within the metallurgical market is computed in a similar manner. Distribution factors are first computed for the major markets, then for markets that are subdivisions of the metallurgical market. The distribution of chromium among major markets has changed substantially over the time period of analysis. The fraction of chromium consumed by the metallurgical market has increased while that of the chemical and refractory markets has declined. Within the metallurgical market, the service industry market accounts for the greatest fraction of chromium consumption followed by transportation. Electrical, machinery, and fabricated products markets account for a substantial share of the metallurgical chromium consumption.

This paper discusses the traditional costing approach currently used in the underground coal mining industry. Activity Based Costing (ABC) is identified as being a potentially more effective manner in which to cost underground coal mining systems. With the use of a costing framework developed by the author incorporating new thinking to eliminate the shortcomings identified in the traditional costing approach, a comparison of two types of underground coal mining systems, viz. continuous miner and longwall, is conducted. It is found that under certain criteria, in all cases, irrespective of the way in which the systems are costed, the continuous miner system is currently the better investment. It is also observed that when a system is costed using ABC that better investment decisions result when compared to costing the same system using traditional costing techniques. It is further seen that traditional costing techniques tend to overestimate the total costs of a mining system. This paper shows one application of ABC that can be incorporated as a management tool.

?It is in the interest of stability and investor confidence that the healthy and necessary debate on such a (minerals) policy should soon find its way to consensus.? (President Nelson Mandela at the104th (1995), AGM of the South African Chamber of Mines) Inauguration of the new political dispensation in South Africa initiated a dynamic period in the historical development of its minerals policy. The process of substituting the current South African mineral policy framework with an acceptable ?post apartheid? system, started soon after the 1994 election of the African National Congress (ANC) government. The Green Paper on a Minerals and Mining Policy for South Africa released for public discussion in February 1998, calls for radical transformation in mineral rights ownership. A shift towards exclusive state ownership of mineral rights, away from the present dual system of private and state ownership, is the most significant proposal. The current holders of mineral rights, or their nominees, who lawfully enjoyed security of tenure under past and present mineral laws are opposed to this transformation because mineral rights were often acquired at considerable cost. The situation is compounded by poor public record-keeping and passive mineral rights administration over a very long period. This paper represents a summary of the historical developments leading to the current legislative environment and forms the basis for any discussion on which future sculpturing of South Africa?s policy regarding mineral rights can take place. One cannot plan for the future without considering the past!

For technology transfer to be successful a process, from research to full scale application, has to be followed. This paper describes such a process and how it is applied in practice. Some of the ?do?s? and ?don?ts? are highlighted. Recommendations are made on how to communicate existing knowledge and to ensure that a framework exists to effectively plan future projects with final technology transfer objectives firmly in place. To the members of The South African Institute of Mining and Metallurgy We have audited the annual financial statements set out on pages 269 to 276. These financial statements are the responsibility of the Institute?s Council. Our responsibility is to report on these financial statements. We have conducted our audit in accordance with generally accepted auditing standards. These standards require that we plan and perform the audit to obtain reasonable assurance that, in all material respects, fair presentation is achieved in the financial statements. The audit included an evaluation of the appropriateness of the accounting policies, an examination, on a test basis, of evidence that supports the amounts and disclosures included in the financial statements, an assessment of the reasonableness of significant estimates, and a consideration of the appropriateness of the overall financial statement presentation. We consider that our auditing procedures were appropriate in the circumstances to enable us to express our opinion presented here. In our opinion these financial statements fairly present the financial position of the Institute at 30th June, 1999, and the results of its operations for the year then ended in conformity with generally accepted accounting practice.

The results revealed that the pozzolanic activity of the gold mine tailings and their main mineral phases improved by mechanical activation. Under the same activation conditions, the activated mica powders possessed the highest pozzolanic activity index, followed by the activated feldspar, and the activated quartz exhibited the lowest pozzolanic activity index. The addition of calcium oxide promoted the formation of amorphous C–(A)–S–H gel for all paste samples, and stratlingite and hydrotalcite were observed in calcium oxide activated mica paste. The addition of natural anhydrite promoted the formation of ettringite for the pastes of calcium oxide activated aluminosilicates materials (gold mine tailings, mica, and feldspar). Furthermore, the pozzolanic activity indexes of the mechanically activated gold mine tailings and their main mineral phases were tested to be qualified for use as supplementary cementitious material in cement. This paper provided an innovative approach for recycling gold mine tailings as supplementary cementitious materials in cement, which would be environmentally friendly and cost-effective. Comminution and flotation circuits are frequently perturbed by disturbances, such as feed particle size variations, ore hardness and varying mineral liberation, which can have a significant impact on the recoveries and grades. Although advanced control strategies can neutralize many of these disturbances, few such systems have been implemented at present. One reason is that it is only recently that the requisite sensor systems have been developed and used to control froth flotation systems. Another is owed to the complexity of these non-linear interactive systems. In this paper, a plant-wide control strategy is considered, wherein both unit operations have a single overall control objective. The automated design of the controller is based on an advanced evolutionary algorithm viz., Symbiotic, Memetic Neuro-Evolution (SMNE), for developing neural network controllers in a reinforcement learning framework. A rigorous phenomenological comminution and flotation model was used to develop suitable neurocontrollers, which used all possible sensor inputs and available manipulated variables. The neurocontroller managed to identify optimal or near-optimal operating conditions consistently and showed robust performance in the presence of significant disturbances. The results suggest that evolutionary reinforcement learning offers a very competitive approach towards the development of integrated non-linear controllers for mineral processing plants. Paper written on project work carried out in partial fulfilment of B. Eng (Metallurgical Engineering) degree This work was done to characterize the leaching of a uranium containing pulp processed by a South African producer to identify parameters that could be adjusted to increase the extraction of uranium in the existing circuit. Batch leach tests were used to characterize the leach properties and especially the influence of the oxidant concentration on the leaching achieved. It was found that relatively high extraction could be obtained even at room temperature by using a high liquid-to-solids ratio and that increasing the oxidant concentration significantly improved the leaching of the uranium minerals.

The validity of a steady state assumption made by Adams and Nicol (1986) in the modelling of the elution of gold from activated carbon was investigated. It is shown that the accuracy of the steady state approximation is dependent, not only on the magnitudes of the solution flow rate and reactor volume, but also on the lumped elution rate constant. Under the experimental conditions used by Adams and Nicol (1986) the steady state assumption was inaccurate. This could be circumvented in this instance by applying a rigorous general model which accounts for unsteady state behaviour in the solution and in the activated carbon to the experimental data.

It is an honour to be invited as a speaker to this ICCR conference and a pleasure to be with you here in South Africa. I have been asked to talk about the competitiveness of coal versus other energy alternatives. Coal supplies nearly one-quarter of the global primary energy. Its most direct competitors are gas, nuclear and renewables. Oil is predominantly for transport fuels. Fuel oil is competitive with coal when crude is below its long-run average price and has some niche opportunities. But I will confine my comments to nuclear, renewables and particularly natural gas as the most potent current competitive threat to coal. Competitiveness is more than just cost and price; there is environmental acceptability, security or reliability and increasingly image. These factors are more of a spectrum than discrete issues. Dollars and cents remain the key issue for competitiveness but one must recognize the impact of politics in sustainable development and energy security.

The modern Russian iron ore mining industry is faced with multiple challenges from everincreasing requirements of steel-making, the value of iron ore concentrates, depletion of high-grade ore reserves and complications of the mining and geologic environment’s necessity to process low-grade ores with complex material composition and low valuable mineral content; with finely disseminated aggregates of metal and non-metal minerals responding similarly to processing. The upgrade of the existing operations’ fine wet screening was implemented by Metalloinvest; as well as the design of a process flowsheet for concentration oxide ferruginous quartzites with low concentrating ability. The scientific basis for improvement of low grade ore concentrating efficiency and the upgrade of market product quality is supported by an in-depth study of ore characteristics, application of high performance equipment for separation of fine-grained mineral aggregates and use of depressor selective to ferruginous minerals in the flotation process. The benefits of wet fine screening have been proven by industrial scale tests; as well as the feasibility of significant upgrades in product quality which have been confirmed as a result of the tests. A road-map for the upgrade of an existing process for the concentration of unoxidised ferruginous quartzites deposited in the Mikhailovskoye ore field was developed, based on the industrial scale test of a fine screening process. With reference to the ability for concentration, three major ore types oxidised ferruginous quartzites were defined as a result of comprehensive geological mapping and process sampling: oxidised ferruginous quartzites with good concentrating ability: over Fe67% grade of concentrate with ca. 80% iron recovery; oxidised ferruginous quartzites with moderate concentrating ability: Fe65-67% grade of concentrate with 70-72% iron recovery oxidised ferruginous quartzites with low concentrating ability: below Fe60% grade of concentrate (cannot be processed into desired grade market product). A process flow diagram combining magnetic separation and flotation has been designed and recommended for implementation based on the in-depth research of defined Mikhailovskoye deposit iron oxide types, including grain size, chemistry, petrographic, mineralogy, hematite and magnetite grain size distribution and liberation analysis.

The aim of this paper is to demonstrate the implementation of multicriteria analysis in selection of the most suitable underground ore transport system for a chromite mine in Turkey. The related problem includes five possible ore transport systems and six criteria to evaluate them. The adopted evaluation and ranking method for this study is PROMETHEE. PROMETHEE I revealed a partial order of alternatives where incomparability exists. PROMETHEE II gave the absolute ordering of alternatives. Microwave energy has been recently used in minerals processing to speed up the leaching process or to improve the liberation of targeted minerals (Al-Harahshed and Kingman, (2003); Bradshaw et al., (2001)). Applied to the roasting of sulphide minerals, microwaves allow the ?tunning? of calcine types and products quality in addition to the energy savings as opposed to the conventional roasting (Mulaba, 2006). As more than 85% of world zinc is produced through the ?roast-leach-electrowin? route, an attempt was made to optimize cost, energy and product quality for metal extraction process route. The use of microwaves was the alternative process route selected for the optimisation. Pyrite concentrate (0.17% Zn, 0.09% Cu, 35.71% Fe, 43.76% S) and sphalerite concentrate containing 43.81% Zn, 0.37% Cu, 3.86% Fe and 44.39% S were microwave roasted in a multimode cavity of 2.45 GHz with varying power levels and for different durations. The produced calcines were characterized using AAS, XRF, XRD and Mossbauer spectroscopy while the determination of residual Sulphur was used as products quality control tool to ascertain the degree of roasting achieved on the feed. The leachability of the produced calcines in HCl, HNO3, H2SO4 and HNO3 + HCl has been studied in terms of the best leaching yield, process kinetics economics and environmental aspect. With 800 W power for 30 minutes, ZnO and Fe2O3 were formed corresponding to a 70% sulfur removed from sphalerite and 80% from pyrite concentrates respectively. While the roasting of the above concentrates appeared to be a first degree processes, it was noticed that the microwave assisted roasting of sphalerite and pyrite concentrates yielded lower sample surface temperature for a shorter time (i.e.less than 30 minutes) microwave exposition. Longer time (more than 30 minutes) microwave exposure showed a linear increase in temperature in function of power level used. While optimum roasting conditions were found at 800W, 30 minutes, a 10% increase of sulfur removal was noticed while pyrite concentrate was microwave roasted. Sulfuric acid was seen to give higher leaching yield than nitric acid. Zinc dissolution was hindered by the presence of franklinite.

Risk assessment consists of a search for the answers to: ?What can happen? ?How likely it is that it can happen? ?What are the consequences if it does happen? Perhaps the most important aim of risk analysis is to predict the likelihood that a planned profit will be achieved over a given period of time. A typical risk model employed for this purpose includes a stochastic connection between the dependent variable of an expression that describes a process and independent variables represented as random quantities. The output will be a probabilistic distribution. The uncertainties in a planned mining operation include: ?Commodity market characteristics, particularly price ?Ore reserves and mineralogical composition ?Mining method ?Process performance ?Capital and operating costs ?Schedule duration ?Economic environment effects. The processes employed in the probabilistic estimation of a project?s outcome include both Monte Carlo simulations and simulations where variable correlation is considered important. The risk model, once developed and tested, provides a framework for a rational approach to risk analysis and the testing of alternatives.

There is an increasing awareness of the importance of including an assessment of environmental liabilities in the preparation of bankable feasibility documents. This means that environmental assessments of proposed, existing and decommissioned mine sites have to be undertaken for the purposes of quantifying environmental liabilities and assessing potential risks. This paper examines the need for considering environmental liabilities before describing the approach adopted in undertaking due diligence studies for the preparation of bankable feasibility documents and some of the difficulties experienced. Finally, some concluding remarks are made and the implications for the mining industry are discussed.

Previous fundamental research projects have indicated the value of continuous closure measurements in deep tabular excavations for improved support design, hazard assessment and for quantifying the effect of seismicity on stope closure. This paper describes further measurements in a VCR stope to validate some of the earlier findings. Calculation of the closure ratio showed that it is a good measure to identify different ground conditions and possible hazards. This work was supported by numerical modelling results, which showed that the closure ratio is very useful in discriminating the response of different geotechnical environments. Des projets précédents de recherche fondamentale ont démontré la valeur de mesures continues de fermeture dans le cas de profondes excavations tabulaires pour une conception améliorée du soutien, de l’évaluation du danger et pour quantifier l’effet de la séismicité sur l'affaissement du toit d’un chantier d’abattage. Le présent document décrit d’autres mesures dans un chantier d’abattage VCR afin de valider certaines des conclusions précédemment formulées. Le calcul du degré d'affaissement montre qu’il y va de soi d’identifier différentes conditions de sol ainsi que les dangers possibles. Les présents travaux ont été confirmés par des résultats de modélisation numérique, lesquels ont démontré que le taux d'affaissement est très utile quant à discerner la réponse dans des environnements géotechniques différents. Vorherige Forschungsprojekte haben den Wert von kontinuierlichen Setzungsmessungen im tiefen Sudafrikanischen Strebabbau angedeutet, vor allem fur Ausbaudesign und Risikobewertung, als auch fur die quantitative Bestimmungen der seismizitatsabhangigen Setzung. Dieses Referat beschreibt weitere Messungen in einer VCR Grube um fruhere Bestimmungen zu bewerten. Dass errechnete Konvergenzverhaltniss erweiste sich als eine gute Massnahme zur bestimmung von geotechnischen Zonen und moglichen Risiken. Numerische Analyse unterstutzte die vorliegende Arbeit und deutete darauf, dass das Konvergenzverhaltniss sehr brauchbar ist um Verhaltensunterschiede der geotechnischen Zonen zu erproben

Cost analysis of chrome ore reduction is one of the important issues facing ferrochrome producers in today?s competitive environment. Much of this depends on quality and various ratios in the actual ore. The latter can have a direct bearing on electricity consumption and optimum efficiency of the furnaces. While the industry has been successful in reducing costs by designing larger and more efficient furnaces, the role of the optimum blend of ore has perhaps been given less emphasis. This paper will discuss the general specification and metallurgical characteristics of various chrome ores for producing high carbon ferrochromium on industrial scale. By analysing the results obtained from smelting, including chromium recovery and energy consumption, the determining parameters in total cost of ferrochromium i.e. chrome ore; reductant and energy consumption can be optimized. Our study is based on actual experiences obtained from Faryab Ferroalloy Plant over a period of approximately three years.

On scheduled commissioning and effective operation of a solvent extraction circuit relies on getting the design of both the core contact equipment and the peripheral plant right. Experience has shown that poor performance of new plants is frequently a result of ?utility? systems that do not match the requirements of the circuit, rather than the mass transfer equipment itself. Both the operator/owner and designer need to understand the ?complete requirements? for the circuit to get the balance of the design right. This paper reviews generic issues, frequently overlooked or altered during cost-cutting exercises, which have a significant impact on plant performance.

Anglo Platinum has initiated a project to investigate hydraulic hoisting technology for platinum mines. Hydraulic hoisting systems are categorized as pumping, fluidizing feeder or displacement feeder systems. Positive displacement piston diaphragm pumps are most suitable for pumping systems but they require that the ore be milled prior to pumping. Fluidizing feeders are unsuitable for platinum ore applications due to the large percentage of fines in the ore. The three-chamber pipe displacement feeder has been most widely used for hydraulic hoisting and is the most suitable technology for platinum mines. Eight hydraulic hoisting applications covering pumping and displacement feeder technologies are reviewed. The key factors to be assessed in selecting a hydraulic hoisting system for a platinum mine are discussed. A typical platinum mine configuration will comprise an ore preparation plant (to produce -15mm material through screening or crushing), motive water pump on surface, high pressure water pipeline from surface to underground, ore slurrification plant, three-chamber displacement feeder, and a high pressure slurry pipeline to surface. The water and slurry pipelines are housed in a purpose drilled borehole. A hydraulic hoisting system selection chart is presented. A 150mm diameter system with a 25 MPa pressure rating is required to hoist 60 000 t/m from a depth of 1 200 m. Generic capital and operating costs are presented. A major potential advantage of hydraulic hoisting is that the fines, which contain a high percentage of PGMs, are captured underground and transported directly to the concentrator. Hydraulic hoisting technology is ideally suited to providing supplementary hoisting capacity to existing shafts that have reached the skip hoisting capacity limit. The main advantage for new shafts is the potential to significantly simplify underground rock handling and transportation. All hydraulic hoisting system components are proven. The only risk area is the wear rates of the valves and piping. Current estimates are based on gold ore. The business cases investigated show that the financial viability of the installations are not sensitive to wear rate. Hydraulic hoisting is technically feasible and financially attractive for platinum mines. Keywords: hydraulic hoisting, slurry

The typical reactions which the reductants undergo during ferroalloy production are reviewed, and identified as reaction with CO2 and with SiO, and dissolution in metal. Available reactivity tests for these three reactions are reviewed. It is proposed that it is worthwhile considering dissolution kinetics as a reactivity parameter. Greater crystallinity of the reductant decreases CO2 and SiO reactivity, but increases dissolution rates.
