A micro-scale investigation was carried out by applying atomic force microscopy (AFM) to study in situ the adsorption of various collectors, i.e., oleic acid, octanohydroxamic acid (HA), and salicylhydroxamic acid (SHA), on bastnaesite in aqueous solutions. The obtained AFM images show that the surface morphology of bastnaesite changes greatly after it comes into contact with the solutions of the collectors, suggesting that all these collectors can effectively adsorb onto bastnaesite. Increasing temperature can facilitate the adsorption of oleic acid onto bastnaesite. Results from attenuated total reflectance–Fourier transform infrared spectrometry (ATR-FTIR) also show that all of these collectors adsorb strongly onto bastnaesite, with strong absorbance spectra being detected. The ATR-FTIR results confirm those obtained by AFM. In general, hydroxamic acid collectors (HA and SHA) adsorb onto bastnaesite mainly in the form of insoluble metal hydroxamate. This specific adsorption mechanism explains that a high selectivity with a moderate collectivity will be achieved with a hydroxamic acid collector for the flotation of bastnaesite.

To protect mine personnel and moving equipment at underground roof fall areas, mine operators typically install steel sets, which are covered with wooden blocks and backfilled with an expanding-type cement material. In large roof falls, the cost of void backfilling becomes prohibitively high, causing some mines to leave the voids open. However, the durability of wood over time and the capability of the steel set and wood lagging to resist falling rock are unknown. This has caused concern for the U.S. Mine Safety and Health Administration (MSHA) and ground control engineers. During the last few years, Keystone Mining Services, LLC developed various impact-resistant steel set designs that were approved by MSHA and installed in various underground fall rehabilitations. This paper presents an impact-resistant steel set design methodology, including (1) steel set design per AISC national standard, (2) design, development and laboratory testing of a waterproof coated impact-resistant lagging panel and (3) impactresistant steel set design based on the law of conservation of energy. Two underground cases will be included detailing the application of the system.

In 1990, a residential area above the North Outfall Sewer (NOS) tunnel constructed in 1924, experienced subsidence. After sewage was diverted into the North Outfall Replacement Sewer (NORS), soil probing from within the tunnel was conducted, soil-improvement options were developed, and a preferred grouting scheme was analyzed by numerical modeling to evaluate the stability of the 80-year+ old tunnel liner under grouting-induced loading conditions. This paper discusses the initial field investigation and the development and analysis of a grouting scheme originally intended to be implemented before relining of the tunnel. The scheme was later modified, and the new liner was installed before the final probing and grouting work was done.

"Highwall miners have been widely used to extract additional coal reserves from existing surface operations, particularly on contour operations in the Appalachian coalfields. Using a continuous miner cutting head, coal may be extracted from significant depths (such as 150 m), leaving behind an array of web and barrier pillars with the purpose of maintaining highwall stability. This method inherently involves elevated risks to both equipment and personnel due to proximity to and increased exposure time near highwalls. As a result, modern operations should actively design web and barrier pillars to maximize extraction while providing adequate stability. The ARMPS-HWM software, an empirical-based program created for the design of web and barrier pillars at highwall mining operations, is one such approach. The calculated stability factor is compared with empirically established guidelines produced from examining case histories.The ARMPS-HWM program is a handy tool for initial design, but understanding the site’s structurally significant geologic features and geomechanical behavior is important and may potentially increase extraction. We created a two-dimensional numerical model using FLAC3D and calibrated it to ensure pillar strength, closely following the Mark- Bieniawski formula for a typical range of pillar geometries and overburden properties. The development of pillar stresses along a highwall panel was then numerically investigated as mining progressed, and the stress distribution between barrier pillars was found to be asymmetric, which can result in an over-design of the closeout web pillars if tributary area loading is assumed. Finally, the importance of adequate barrier pillar stability is highlighted."

The CTC (Certified Trading Chains) mineral certification system has been piloted in Rwanda since late 2008. CTC project implementation is jointly driven by the Federal Institute for Geosciences and Natural Resources (BGR) and the Rwanda Geology and Mines Authority (OGMR), in cooperation with other national stakeholders. Five Rwandan mineral producers participate in the CTC project with their flagship mining concessions. Based on independent third-party audits, CTC certifies supply chain due diligence measures of these companies engaged in the artisanal mining sector through on-the-ground assessments of mining conditions, transparency, as well as mineral origin and traceability. The CTC system thus allows responsible mineral producers and their clients to verifiably demonstrate supply chain due diligence and good governance in conflict-affected and high-risk areas.

A section of the largest Superfund site in the country has become a success story for engineering innovation and for cooperative problem solving. “Superfund site” and “success story” are phrases that are not commonly found in the same sentence. Yet, their use seems justified. The project’s certification of construction completion from the US Environmental Protection Agency (EPA) includes a commendation. It reads, “for completing the project nearly a year ahead of schedule, at a cost substantially less than estimated originally and without com-promising the requirements for protection of human health and safety or the environment.” The EPA director who issued that certification also referred to the project as “a positive example of cooperation among all who have a stake in the outcome.”

Editor’s note: This is the second part of a two-part series on how mine geologists added about 141t (4.53 million oz) at Newmont Mining’s gold operations in Nevada during 2003. Part one (ME, July2004, pp. 19-26) showed how cross-functional teamwork among mine geologists, engineers, metallurgists and operators added $65 million in revenues at Newmont’s Gold Quarry Mine. Part two deals with how this same cross-functional team added about 25.8 t (830,000 oz) of gold reserves and two years of life at the company’s LoneTree Mine. This was done through improved reconciliation methods, pit optimization designs and updated geotechnical parameters. Part two also discusses how Newmont’s Nevada mine personnel added about 62.2 t (2 million oz) of gold reserves at its Twin Creeks Mine, extending the mine’s life by several years. This paper evaluates the effect of longwall mining on a cluster of unconventional shale gas wells located in a district barrier pillar between a current longwall panel and the future panel north of the barrier pillar. A cluster of 19 unconventional shale gas wells have been drilled and 5 additional gas wells have been proposed in the barrier pillar. The closest gas well is 25.6 m (84 ft) to the current panel tailgate and 26.2 m (86 ft) to the tailgate of the future panel north of the barrier pillar. The rib-to-rib width of the barrier pillar is 57.9 m (190 ft). The distance between the two gas wells across the barrier pillar is 6.1 m (20 ft). The pillars in the current tailgate are on 22.9-m (75-ft) and 32.0-m (105-ft) centers, and the pillars in the tailgate of the panel north of the barrier will be on 22.9-m (75- ft) and 36.6-m (120-ft) centers. The two longwall panels adjacent to the barrier pillar are 475.5-m (1,560-ft) wide. The overburden depth at the shale gas well site is 321.6 m (1,055 ft). The Shirley Basin Uranium mine, located in southeastern Wyoming, USA, was an open pit mining operation consisting of a series of several open pit mines excavated into poorly consolidated sandstones, siltstones, and claystones. Since the initial open pits were developed in 1969, slope failures have plagued the mine and mining operations. These slope failures have persisted into the current mine reclamation period. When the mine was first developed, the open pit slopes were designed to range between 45 to 55 degrees. Numerous slope failures during mine development required the pit slopes to be redesigned with slopes as shallow as 26 degrees. At present, movements are occurring within the open pits on reclaimed slopes that are shallow as 12 degrees. Several detailed slope studies were conducted at the mine in the early 1970s. These studies, combined with more recent geotechnical investigations, provide a unique detailed history of pit slope failures on shallow slopes. This paper presents an evaluation of the slope failures at the Shirley Basin mine, highlighting important mechanisms causing slope failures on very shallow slopes. The evaluation demonstrates important key parameters for shallow slope design.

Understanding relationships between mineralogy, texture, microstructural features, and element distribution and residence in minerals, is critical for accurate modeling of mineral weathering in waste-rock piles. The morphology of minerals and deformation structures, such as veins and faults, are important factors that control: (1) fluid access to the mineral surface to initiate dissolution, (2) the distribution of trace elements, and (3) formation of secondary minerals. We characterized the mineralogy, textures, and chemical properties of waste-rock material at three sites at scales ranging from outcrop to micrometer scale. A comprehensive hand-sample to thin-section scale methodology utilizing light microscopy, scanning electron microscopy, electron microprobe, and laser ablation ICP-MS was used to thoroughly characterize the waste-rock material.

Modern transportation systems are one of the most important achievements of our civilization and provide us with tools for broadening individual and social freedom of choice. The transportation system initiated today is handed dawn to the next generation, probably with little choice because of the enormous expenditure of monies involved, and influence their way of life as to where they should live and where they should work. The ever increasing antagonism between the citizens and the planners of the transportation systems necessitates a careful review of the entire planning process. The planning process can be broadly classified into: the goal formulation and decision making process; the plan development process; and the plan implementation process. THE GOAL FORMULATION AND DECISION MAKING PROCESS Goal formulation and decision making is one of the vital phases of the planning process and is primarily based upon social values. In measuring social values, the planner must employ an appropriate scale of measurement since in the absence of this yardstick, these values tend to became vague and abstract ideals. The need for major social programs and concerns (poverty, etc.) of the urban areas should be analyzed to determine the type of transportation system which would contribute to the solution.

This paper provides an overview of the current use of backfill for ground support in underground metal mines in the United States and a summary of recent accident data reported for these mines by the Mine Safety and Health Administration (MSHA). Backfill mines comprise a major part of the underground metal mining industry and are particularly important in terms of the fatalities and injuries impacting this workforce. Ground falls are the leading cause of fatal accidents at these mines accounting for 50 percent of the total fatalities (4 out of the 8 fatalities that occurred from 2006 through second quarter of 2011). MSHA reported several different types of accidents involving backfill at these mines. While backfill ground falls do not occur frequently, these accidents result in a much higher proportion of fatalities than host rock ground falls. Backfill ground fall accidents are especially hazardous in underhand cut-and-fill mining operations where employees work directly beneath the backfill. An analysis of recent MSHA accident data supports the need for further cooperative research with the mining industry to identify and address ground control problems in underground metal mines using backfill.

Proper employment of numerical stress analysis design tools is based on the demonstrated ability of a model to capture key elements of the geologic site model and accurately simulate how these elements interact with a mine design. While these tools have progressed markedly, they are, at heart, a gross simplification of the abundant complexity of a natural setting and its response to mining. A generic deep longwall site model was developed that includes aspects of the geology of deep coal mines in the Wasatch Plateau and Book Cliffs coal fields of Utah. The site model contains a set of common features and observations of how these features typically respond to mining. This site model was the basis for evaluating use of empirical, boundary element and volume element stress analysis tools to analyze the distribution of stress around a deep longwall panel. More specifically, this evaluation examined shifting of stress to panel abutments and gob, distribution of stress in the abutment, and deformation and failure of bridging strata. Measurements of abutment stress changes at two sites in the Wasatch Plateau region were used to illustrate model calibration. Overall, these comparisons highlight the considerable differences between methods. Volume element tools can incorporate considerable detail and have fewer underlying assumptions, but this detail carries a considerable computational cost. Boundary element tools are much more efficient. But this efficiency also comes at a cost of added assumptions. These assumptions were challenged by the presence of a strong sandstone unit in the overburden, leading to boundary element results that depart significantly from volume element results. Empirical rules are the simplest, but are even more burdened by assumptions, many of which are implicit in underlying cases. Insight into the nature and impacts of underlying assumptions in each method is essential to proper use of results in mine design. Thiourea is a reagent capable of complexing gold and silver. With the proper oxidant, thiourea can effectively dissolve metallic gold and silver. A thiourea leaching system possesses potential advantages over conventional cyanidation including acidic solutions instead of alkaline, cationic complexes in contrast to metal-cyanide anoionic complexes, and faster leaching rates with acidic solutions of thiourea. Generally, the rate of metal dissolution in thiourea solution is fastest when ferric ion is employed as an oxidant. Acidic thiourea solutions for certain applications could offer a nontoxic and noncorrosive option for processing gold and silver. This paper provides information regarding the fundamental chemistry of the acidic thiourea system, and reviews the dissolution of both silver and gold in acidic solutions of thiourea. The recovery of gold and silver from acidic thiourea solution is discussed.

National Institute for Occupational Safety and Health (NIOSH) researchers conducted an investigation to quantify sound levels and to determine the amount of sound reduction provided by engineering noise controls installed in a talc processing plant. Baseline sound level and sound intensity measurements were performed at the plant and the measurement locations were recorded for comparison to post-control measurements. Follow-up measurements were then made at the same locations after the initial noise controls were installed. The plant subsequently decided to implement additional noise controls and the researchers returned to conduct measurements for a final analysis of all noise controls. The most significant results showed a sound level reduction in the main mill area from a range of 93-104 dB(A) down to 90-94 dB(A), and a total sound power level reduction of 21 dB(A) for air classifying mill 3.

The US Constitution provides for regulation by the states for protecting the public's safety, health, and welfare. Hence, in the eyes of the law of all states today, this is the sole justification for registration of professional engineers. Wyoming was the first state to register professional engineers in 1907, to correct abuses of incompetent or fraudulent practices in surveying and real estate. Public safety and health are most directly affected by civil, electrical, and mechanical engineering. Other branches of engineering have a profound effect on the public welfare, including investors, and safety and health of employees. No arguments, pro or con, are valid except in relation to the registration laws of various states. Code of Ethics Few would argue the desirability of requiring conformance with a code of ethics. A major problem lies in enforcing compliance, since protecting the public demands a high standard of competence, yet assessing competence gets confused with restraint of trade. Bidding engineering work on price competition can lead to pressure to cut corners on engineering quality, and was therefore discouraged by codes of ethics. The Supreme Court, in a suit against the National Society of Professional Engineers (NSPE), barred any engineering society from such bidding restriction. It has, however, upheld the right of states to impose codes of acceptable practice as part of registration laws. For example, Texas Canon I reads, "The engineer's paramount professional responsibility should be the safety, health, and welfare of the general public." Anything less makes the code practically meaningless, but there are potential conflicts of interest in many engineering organizations. How can conflicts be handled? Any corporation could improve its public image by adopting a policy that each employed PE should, without fear of recrimination, record in writing over his seal any problem or flaw in any design that comes to his attention. The policy should further require that his superior provide him a written reply pointing out that the "flaw" is accepted as requiring correction or as a calculated risk, or overruled as erroneous or as a difference of opinion. Errors in calculation of judgment are inevitable. Despite this, there are limits to how much time and money should be spent to eliminate them. It is difficult, however, to see any excuse for failure to conscientiously evaluate the opinion of a PE. This may be an impossible ideal, but how else can the profession or the industry have credibility? The National Council of Engineering Examiners (NCEE) has a code of ethics one presumably subscribes to by signing an application to write a Principles and Practices examination. However, NCEE has none of the power of enforcement that is available through state boards of registration. Registration Qualifications Qualifications are set by the laws of the states. In general, they require passage of an eight-hour examination in fundamentals, preferably at graduation, and, later, one in principles and practices. The examinations are compiled and distributed by NCEE. This system provides for a high degree of uniformity and reciprocity. States set the education and experience levels (typically four years after graduation) required by those desiring to write the principles and practices examination. Examinations The principles and practices examination calls for answering eight of 20 equal weight questions; one on engineering economics, 19 on engineering. Economics may enter into engineering questions, but only provided the question is not answerable by an economist without engineering training. In preparing examinations, NCEE strives to use questions that require some judgment and can be more effectively answered by someone with four years experience beyond college. BACKGROUND This paper discusses work performed as part the rehabilitation of the gravity flow section of the New Croton Aqueduct (NCA) during an approximately two year period between 2004 and 2006. The goal of the project was to restore the gravity flow section of the NCA to optimal operating condition, extending the lifespan of this significant water supply for the New York City metropolitan area. Rehabilitation of the NCA was purposely scheduled before the completion of the new NCA Water Treatment Plant now under construction (Figure 1). The NCA is a 3.73 to 4.34 m (12.25 to 14.25 ft) diameter brick-lined circular andhorseshoe shaped water tunnel constructed between 1885 and 1891. The NCA conveys water for approximately 50 km (31 miles) by gravity and pressurized flow from the New Croton Reservoir in Westchester County, NY to distribution and reservoir points along its alignment, terminating at a distribution station at 135th Street and Convent Avenue in Manhattan, NY. Prominent features of the NCA include a large intake facility at New Croton Reservoir, 38.6 km (24 miles) of gravity flow horseshoe shaped aqueduct, 11.3 km (7 miles) of pressurized flow circular aqueduct, 2 siphons, and 36 open shafts and headhouse chambers which are used as sampling, access and blow-off locations. Until a partial inspection in 1982, the NCA had flowed continuously since its completion nearly 100 years prior. Flow tests have confirmed that the NCA can convey up to 12.7 m3/s (290 mgd) (Figure 2). Cover depths of NCA vary considerably, ranging from a few to hundreds of meters, typically of hard rock. Primarily mined using means conventional for the late1800s, construction of the NCA also employed cut and cover methods in several low-lying sections of the alignment, totaling approximately 1.6 km (1 mile). The NCA crosses through numerous lithologic changes, fault/shear zones and under several significant water bodies including the Pocantico, Saw Mill and Harlem Rivers and the Tarrytown Reservoir. The NCA passes under the Harlem River as a siphon at a depth of approximately 122 m (400 ft) below grade (Figure 3). Soon after construction the Aqueduct Commission Reports on the New Croton Aqueduct documented prominent defects such as large voids behind the lining. More recently, large-scale inspections of the gravity flow section performed during the 1990sand a 2004 inspection of portions of the pressurized sections of the NCA have revealed additional defects such as open and/or deteriorated masonry joints/cracks, leaks ranging from trickles to several liters per minute into and out of the NCA, missing bricks, formed openings, and in one place, a rupture through the liner with discernable

This biennial event, sponsored by SME, is one of the global underground construction industry?s major events. And this year?s RETC was the first one that included the new Underground Construction Association. [ ] (UCA) of SME. The surface chemistry of the calcite/oleate flotation system was examined by in-situ FT-NIR/IRS. Spectra of combination and overtone bands of aliphatic stretching vibrations revealed gauche/trans conformational changes that occurred solely as a function of temperature. The conformational changes were attributed to the simple "melting" behavior associated with phase transitions. It was concluded that chemisorbed oleate at calcite surfaces is gel-like at temperatures below 22oC, resembles a coagel between 22oC and 31oC, and becomes micelle-like at temperatures above 31oC. By comparison, chemisorbed oleate at fluorite surfaces also undergoes these phase transitions but is additionally dependent on adsorption density. The conformational changes were observed at high chemisorption densities (> 2.0x10-10 mol/cm2) and attributed to molecular forces, primarily van der Waal's interactive forces, among neighboring chemisorbed oleate molecules. Similar analysis of in-situ FT-NIR/IRS spectra of surface-precipitated calcium dioleate at calcite surfaces did not exhibit this behavior thereby confirming that surface-precipitated calcium dioleate remains in an all-trans conformation. The results help explain why surface polymerization is not observed at calcite surfaces but is observed at fluorite surfaces.
