"INTRODUCTION The need for a new road crossing at Silvertown is the result of three key drivers:- •,Severe congestion and delay at the Blackwall Tunnel and surrounding road network; •,A lack of network resilience and reliability resulting from a lack of alternative road crossings in east London and the impacts of unplanned closures; and •,The need to support substantial economic development in east and south-east London (jobs and homes) These drivers directly informed the main objectives for a road-based river-crossing solution. The traffic-related problems at Blackwall Tunnel are long-standing and before Transport for London (TfL) assumed control for the strategic road network in London in 2000 the Department for Transport (formerly Dept of Transport) had investigated various relief options including a third tunnel bore and new bridge. This resulted in a new crossing alignment being safeguarded (by direction of the Secretary of State for Transport) and this was refreshed in 2001 in favor of TfL. In recent years (since 2009) TfL as part of the East London River Crossings Programme has undertaken detailed optioneering and feasibility work to address the above ‘need’. This led to the conclusion that a new road tunnel would offer the best solution in preference to bridge, ferry or demand management options. In 2012, in response to a formal request by the Mayor of London, the Secretary of State for Transport confirmed a new road crossing at Silvertown as a Nationally Significant Infrastructure Project (NSIP) by Section 35 direction under the Planning Act 2008. This NSIP designation meant that TfL as scheme promoter must comply with the National Rail and Road Networks National Policy Statement (NNNPS) and must seek the necessary powers to build and operate the crossing by means of a Development Consent Order (DCO) under the Planning Act 2008."

The important role that mineral aggregates assume today in the construction and chemical industries is best attested to by the astronomical tonnage figures for the annual production of aggregates in the United States as reported by the U. S. Bureau of Mines in their "Minerals Yearbook." For 1965, latest publication available, the tabulation shows a total of 1,716,000,000 tons made up of 30,000,000 slag, 908,000,000 sand and gravel, and 778,000,000 crushed stone. A much more favorable statistical position for slag can be established by listing the world-wide tonnage. According to Dr. A, W. Lee, Director, British Slag Federation, in a paper presented before the 8th Annual conference of the British Institute of Works and Highway Superintendents, he estimates that the probable world consumption of slag is in the order of 100,000,000 tons showing--Great Britain with 10,000,000 tons, Germany, 15,000,000 tons, France, 1$000,000 tons and the United States with 30,000,000 tons. Thus it is seen that the United States accounts for almost one-third of the world's consumption of slag and the 3 west European powers another third.

Recently Lurgi has succesfully commissioned Peru's first direct reduction rotary kiln at SIDERPERU?s Chimbote works. The order included comprehensive engineering services and supply of special equipment to modify three existing cement kilns according to the SL/RN process. The kilns were cut to 62m length and installed with a slope of 2.5%. A new heating system, including shell burners, was supplied and inlet and outlet ends of the kilns completely renewed. Figure 1 shows the kilns after modification.

In this section the chemical, physical, and mechanical principles of hydrometallurgical processes are developed and reviewed. Plant practice is not discussed other than to note the metals which are processed using the various systems that are available. These notations will permit the reader to refer to the appropriate section in Part II of the Handbook for specific details on a particular metal or mineral. The equipment used to accomplish the desired unit operation is de¬scribed. Comparative data are presented to illustrate performance characteristics of unit operations, process, and equipment. The economic efficiency of individual processes is outlined. Some of the chapters contain material that is covered in detail in other sections of the Handbook Such chapters are developed only sufficiently to indicate the specific application of the techniques to hydrometallurgical processes. In this section considerable cross-referencing to the other related sections has been done.

"Rare earth elements (REEs) found in coal are in the form of minerals, ion-adsorbed onto clay surfaces or inner layers, or organically bound. Rare earth minerals such as monazite exist in coal and have grain sizes smaller than 5 µm. In this study, froth flotation was successful in concentrating rare earth minerals existing in a thickener underflow material derived from Fire Clay seam coal that contained around 431 ppm of total rare earth elements (TREE) on a dry ash basis. Conditioning with fatty acid followed by processing using multiple stages of conventional flotation produced a final concentrate containing 2,300 ppm TREE. Using a laboratory flotation column to limit hydraulic entrainment, the TREE content was further enriched to around 4,700 ppm, which equated to an enrichment ratio of 10:1.IntroductionRare earth elements (REEs) are becoming increasingly important and have been widely used as raw materials for the production of phosphor, metal catalysts, magnets and batteries (Binnemans et al., 2013; Zhang et al., 2015). REE recovery from alternative sources such as coal and coal byproducts has the potential to stabilize the economic viability of coal mining operations while providing a dependable supply of critical materials.The average REE content of the world’s coal resources is around 60 to 70 ppm (Zhang et al., 2015). There are many well-known coal beds with high contents of REEs such as those in the Far East coalfields in Russia with contents of 300 to 1,000 ppm, the Fire Clay coal seam in eastern Kentucky in the United States with contents around 500 ppm and the Sydney Basin in Nova Scotia, Canada, with contents of 72 to 483 ppm (Birk and White, 1991; Seredin, 1996; Hower, Ruppert and Eble, 1999; Blissett, Smalley and Rowson, 2014). The occurrence of REEs in coal and coal byproducts can be classified into three types: (1) rare earth minerals, such as monazite and xenotime, (2) ion-adsorbed REEs on clays and (3) REEs associated with organic matrices. The rare earth minerals in coal and coal byproducts are very small in particle size, generally on the micrometer and/or nanometer scales (Honaker et al., 2014). Froth flotation, which concentrates minerals based on surface chemistry differences, has been widely used to treat fine rare earth industrial minerals such as monazite, xenotime and bastnaesite (Abeidu, 1972; Cheng, Holtham and Tran, 1993; Pavez and Peres, 1994; Pavez, Brandao and Peres, 1996; Jordens et al., 2014). As such, flotation is a promising method for the concentration of rare earth minerals from coal and coal byproducts."

INTRODUCTION The scope of mineral finance extends beyond the economic aspects of property evaluation to all of those activities involving acquisition and utilization of funds with an objective to optimize the value of the firm. It must, therefore, en- compass consideration of the overall financial goals of the firm, decisions involving external versus internal growth and domestic versus foreign investments, management of working cap- ital, efforts to minimize the cost of capital, and decisions with regards to the instruments of long- term debt and equity financing. The scope of this section is limited to considerations of special interest to the mineral or petroleum engineer, which include the following aspects of mineral finance: (1) The technical aspects of mineral or coal property or oil and gas reservoir evaluation which provide the basis for estimation and forecasting of revenues and costs. (2) Estimation and forecasting of costs and prices in a inflationary economic environment. (3) Calculation of cash flows which model .. , the investment in minerals, coal or oil, and gas. Such models require assumptions as to the timing of cash flows, escalation of capital and operating costs, base prices, and escalation, the tax regime, royalties, division of profits and the economic aspects of loans. (4) The role of discount rate in the economic analysis of an investment which requires consideration of the opportunity costs of the firm, cost of capital, risk premiums. (5) Risk analysis including application of the concepts of conditional net present value, expected value, and risk preference as well as the application of the techniques of sensitivity and simulation. (6) Selection of application criteria for in- vestment decision making. (7) Capital structure with particular reference to the effect of debt financing. (8) Consideration of sources of funds utilized by the minerals industries. (9) Long-range planning including portfolio analysis. This section is limited to principles, methodologies, and trends in mineral investment, finance, and long-range planning in the United States with a perspective from the year 1984. Consideration of the key concepts is supplemented by case examples of investment risk analysis and financial structure. Important factors affecting mineral investment evaluation during the 1980s include volatile metals prices, cost inflation, and the introduction of techniques requiring the computer and its capacity for improved technical and economic analysis into the hands of those who know most about the industry. The personal computer is replacing the calculator on the desk of the individual analyst and is rapidly becoming a required tool for the study of engineering and economics. Examples of change brought about by the micro-computer include greatly improved techniques of cost estimation, wider application of the computer for project analysis, computer graphics, reserve estimation, geostatistical analysis, mine design and other techniques that capitalize on the ability of the computer to handle

"Rotary percussion" implies two types of energy, rotary and percussion. Into these categories fall rock' drills of varying sizes. The larger ones drill above 6" diameter holes; the medium size, 2 3/4" to 4 1/2" holes; and the smallest, 1 1/4" to 2" holes. Essentially, the larger holes are drilled with doom-the-hole drills using tri-cone bits. Percussion energy evolves from the drill piston and rotation power from the rotary table or overhead drive, using drill collars or pull down mechanism to preload the bit.

Electricity, as normally thought of by a layman's definition, is a man- made force that has no color, no odor, is not visible, cannot be heard, yet man can control it and make it perform his work for him. A person dare not cheat on it, for it then will master him. It has laws, rules, and regulations that must be strictly adhered to if it is to perform in the safest, most reliable, and economical manner. In the early days of coal mining the power source was man himself. Later man employed steam and compressed air to reduce his muscle power requirements needed in the extraction of coal. By the turn of the 20th century, electricity had become the most common source of power for the coal industry. Steam and compressed air are still found in use in isolated cases today for specific applications; however, they are rapidly being replaced by electricity. Electrical laws and regulations are quite extensive and somewhat complex for the proper generation and use of electricity. Man-made laws, rules, and regulations for the care and handling of electricity, designed for man's safety, are rigidly enforced by Mine Safety and Health Ad- ministration (MSHA), as well as the various state departments of mines.

Cerro de Pasco Corporation operates five large base metal mines in Peru having a combined production of some three million tons of ore a year. An integrated complex of concentrators, smelters and refineries produces annually about 25,600 short tons of copper, 48,100 short tons of lead, 60,500 short tons of zinc metal, 102,300 short tons of zinc concentrate, 8,272,000 ounces of silver and substantial amounts of bismuth, cadmium and selenium. Geology plays an important role in these operations. The organization of detail geologic work in and around the Cerro mines was set up by John M. Boutwell in 1918 and a geology department was established in 1920. Growing through the years, the department technical staff now numbers over thirty men and. their work covers all phases of geological investigations. Many outstanding geologists of the past and present, too numerous to name here, have studied and contributed to the knowledge of the deposits and the ever growing list of Cerro "alumni" must rival that of any other mining organization. Numerous papers on the geology of Cerro's mines can be found in the technical literature and several doctoral theses have been presented on Cerro subjects as indicated in the attached bibliography, Specimens of Cerro's ores can be found in museum, college and university collections throughout the world. Yet, as with all mines and mining districts, the geologic knowledge of Cerro's deposits in Peru is being revised and added to constantly. This presentation cannot hope to cover adequately all the phases of the geology and mineralization. For a more complete background and discussion of the mine you are referred to the bibliography. Here I shall outline only briefly the more important geologic features and describe some of the newer developments of recent years The credit for the data presented here belongs to the many geologists who have worked or are now working for Cerro de Pasco Corporation, but I must assume sole responsibility for any omissions or variations in the interpretation of their work.

A first-order flotation rate equation was derived by incorporating both hydrodynamic and surface forces involved in bubble-particle interactions. The hydrodynamic forces were calculated using an appropriate stream function, while the surface forces calculated using the extended DL VO theory. The equation was used to predict flotation results as functions of several important parameters such as contact angle, Zeta potentials of air bubbles and particles, and bubble size. The predictions are consistent with experience, and can be explained in view of the various sub-processes considered in the model.

In Roman and earlier civilizations the term cement was applied only to mixtures of lime, pozzolana, sand, water, etc., used as a mortar to bind larger stones. Today, portland cement, the subject of this section, can be briefly defined as follows: The product obtained by finely grinding clinker produced by calcining to incipient fusion (i.e., sintering) an intimate and properly proportioned mixture of argillaceous and calcareous materials. History The Egyptians were probably the first to join building stones with a mixture of sand and a cementitious material (i.e., having the property of or acting like cement). It is generally accepted that the cement used by the Egyptians on such structures as the Great Pyramid was calcined gypsum, Later the Greeks began to calcine limestone for use as a mortar with sand and water. Still later, broken brick and tile were added to the mortar to make the first concrete. The Greeks and Romans found that some sands produced mortars that were especially resistant to the action of water. Hydraulic (i.e., underwater-hardening) cements formed by combining slaked lime, water, and finely divided siliceous materials (e.g., pozzolana) possess superior strength and are capable of resisting the destructive action of water. They were used on the Pantheon, Colosseum, and other structures, some of which are still standing. In 1756 an English engineer, John Smeaton, found that an argillaceous limestone (i.e., containing an appreciable amount of clay as an impurity) produced a cement with greater resistance to the action of water. Despite Smeaton's findings, the use of the old mixture of lime and pozzolana long retained its popularity. Significant contributions in cement technology from England, Swe¬den, France, and Holland were made in the next 68 years. However, the invention of portland cement is generally credited to Joseph Aspdin, an Englishman, who in 1824 patented "portland cement." The name was selected because, on hardening, it resembled the natural building stone from the Isle of Portland, England. The patent features mixing ground limestone and argillaceous materials in appropriate proportions and calcining (i.e., expelling CO2 by roasting) the mixture. This superseded the existing practice of calcining naturally occurring argillaceous limestone. In about 1845 Isaac Johnson, also English, conducted experiments on proportioning the components and calcining them at higher tem¬peratures. His accomplishments are accepted as the beginning of the present-day portland cement industry. The U.S. cement industry originated with the demand for good hydraulic cement for building structures such as the Erie Canal, which was started in 1817. The first discovery of cement rock (i.e., naturally occurring argillaceous limestone with near-optimum ratios of calcium carbonate, alumina, and silica) near Fayetteville, N.Y., was made by C. White. In 1818, White secured a patent for the manufacture of natural cement from that deposit. Subsequently, several natural cement plants were built in 1830-1840 at Rosendale, N.Y., and in the Lehigh Valley of Pennsylvania. David Saylor, who participated in establishing a natural cement plant at Coplay, Pa., in 1850 discovered that a superior cement could be produced by calcining the rock at higher temperatures than hith¬erto. In 1871, Saylor obtained a patent and commenced the manufac¬ture of portland cement. By 1890, there were 17 portland cement plants in the United States with a combined annual output of 62,300 tons. At the end of 1970, the number of plants producing portland cement in the United States (including Puerto Rico) was 169, down from a maximum of 185 in 1967, with total annual shipments of 73.4 million tons valued at $1,298 million. (Fig. 1). In 1970, annual world production of hydraulic cement (which includes pozzolanic materials, hydraulic limes, natural cement, alumina cement, and portland cement, all of which are in current use in various parts of the world) reached 630 million tons (Table 1). Flowsheets of typical U.S. cement plants are shown in Chapter 13. As the 2011 president of the Society for Mining, Metallurgy, and Exploration, Inc., I am pleased to present the 2011 issue of the Transactions of the Society for Mining, Metallurgy, and Exploration, Vol. 330. A significant portion of the contribution that we as a professional society make is the publication of professional and technical papers that accelerate the advancement of scientific knowledge and enable the transfer of technology. Communication within the mining community is the key to a successful society. This technology exchange continues a tradition that dates back to the 1871 meeting of 22 mining engineers in Wilkes-Barre, PA, that resulted in the founding of AIME; those individuals envisioned that these transaction volumes “would form a most valuable and greatly needed addition to our professional literature.” This volume fulfills that pledge. The 2011 Transactions is the second Transactions to take advantage of new publication technologies. It appears solely in electronic format. The decision to go to an all-digital format for this longstanding publication was a difficult one, but one which will better serve the mining community. Based on the feedback from the 2010 Transactions in e-book format, I believe that the transition to the all-digital format was the proper decision. The 2011 Transactions contain some of the most interesting research from the past year, including a 10-year profile of roof and rib fall trends from the National Institute of Occupational Safety and Health (NIOSH) and a new cross-disciplinary application of the tools of epidemiology to assess and mitigate risk in coal mines . This 2011 Transactions comprise of a total of 82 technical papers (626 pages including index), including all 19 papers published in 2011 in the Technical Papers Section of Mining Engineering magazine (Vol. 63) and all 32 papers published in 2011 in Minerals & Metallurgical Processing (Vol. 28). Additionally, this volume contains 31 papers that are being published for the first time in this issue. The papers presented in this volume were written by some of the most distinguished professionals in the industry worldwide. All 82 technical papers were peer-reviewed. The process of review and publication requires much hard work by authors, reviewers and our publications staff. As the 2011 president of SME and on behalf of all our members, I would like to extend our gratitude to all whose volunteer efforts contributed to the publication of this volume.

Paques and Umicore have demonstrated the feasibility of biological treatment of the highly complex Hoboken wastewaters in a1 m3/h pilot plant at Umicore Precious Metals, Hoboken, Belgium. In the first step arsenic was precipitated from copper smelter effluent as As2S3using biogenic produced H2S. Other metals such as copper, lead and cadmium were also removed as MeS to concentrations well below the discharge levels. Subsequently, sulfate and nitrate were removed to low concentrations (<300 mg/l and < 5 mg/l respectively) in high rate engineered bioreactors. Sulfide produced in the sulfate reduction process was recycled to step 1 for metals precipitation. Selenite/selenate was partly removed in the sulfide precipitation step, whereas the excess was biologically reduced and removed as selenium to concentrations <0.2 mg/l.

PROLOGUE Nowadays, where production costs and energy costs are increasing and at the same time requirements in fineness and purity of industrial mineral products are getting higher and higher, industry has to look for more efficient grinding systems and developments to produce these products more economically. Therefore lots of new developments in high energy jet mill pulverizing have been made. In the main, however, these developments involved more or less just the new principle of fluidized bed jet pulverizers but not the older spiral jet mill principle. In some cases, especially in the filler industry where laminar minerals are used and higher aspect ratios are required, the spiral jet mill principle has advantages in a better delamination of these minerals. To comminute minerals down to products with a d97 < 3 µm, the specific energy consumption increases up to 2,000 kWh/t – 3,000 kWh/t or even more, depending on the grindability of the mineral. So the production of these fine materials is quite an expensive task. But jet mill grinding is and will be the most favorable method to produce micro-products and in the near future nano-products, despite the high energy consumption.

24.1-BASIC PRINCIPLES JAMES R. TAYLOR The basic principle involved in maintenance is protection of a company&apos;s investment through the care and upkeep of machinery and equipment, buildings and properties. Maintenance is justified through making available to the maximum extent possible the facilities, machines and services required by the operating and production departments in their function of insuring optimum return on investment. As the size, cost and complexity of the equipment used in modern mining and related industries increase, operating and production personnel become proportionately more dependent upon maintenance engineering for its contribution to the overall profit picture. A greater part of the total cost now is charged to maintenance and the maintenance group becomes a major company unit. Basic maintenance concepts have changed very little over the years, but the advances in methods and technique have brought about tremendous challenge and have in consequence assumed a greater influence and importance. The older "sledge- hammer" methods have given way to engineered and scientific systems, while the accelerating development of intricate equipment and machinery, and the instrumentation essential for control, demand an ever-increasing upgrading of maintenance personnel. Regardless of this growth in importance, cost and complexity of the maintenance function, it is important to remember that it is not an independent and self-sufficient unit, but is a necessary facet of the entire plant operation and is subject to the company&apos;s total production effort. As one part of a team, maintenance is successful only when functioning cooperatively wit11 the other departments it serves Close collaboration in all areas served by n maintenance group is essential if it is to function fully to protect the company&apos;s investment, whether the assets are in machinery, materials or people. 24.1.1-MAINTENANCE SCOPE Maintenance functions may be grouped into the two general classifications of primary and secondary. This grouping constitutes a basic division although, in practice, the scope of the maintenance activity varies in each mine or plant and is subject to differences in size and type of operations and company policy, plus the influence of precedent, which may be sectional or industry-wide. The primary functions supply the justification for the maintenance engineering department. while secondary functions are variable according to plant conditions and needs. The primary functions may be categorized as follows: 1. Maintenance of existing machinery and equipment. 2. Maintenance of existing buildings and grounds. 3. Inspection and lubrication of equipment and machinery. 4. Utilities generation and distribution. 5. Alterations to existing equipment and facilities. 6. Installation of new equipment and facilities. 7. Instrumentation.

The production of synthetic fuels from coal has been pioneered by South Africa. South Africa made a decision in 1975, due to the threat of an oil embargo, to proceed with the construction of Sasol Two, then followed by Sasol Three. South Africa has large coal but little indigenous petroleum reserves. The indirect coal liquefaction process used by Sasol since 1955 is the only commercially demonstrated method available for producing transport fuels from coal. The new plants consume 27 million tons per year of coal from a single mine that now produces transport fuels in sufficient quantities for energy independence.

As resources are depleted in coal mines, isolated support pillars are often mined. Cemented paste backfill has been used to provide support during the mining of these pillars due to its safe and green mining characteristics. However, traditional cemented paste backfill mining has some shortcomings, such as poor adaptability to geological structure, leakage of paste during filling, imperfect roof-contact in partially backfilled areas, and insufficient roof strata support before the backfill reaches its design strength. This paper presents the results of a case study where L-shaped interval cemented paste backfill technology has been safely used to mine an isolated coal panel beneath existing surface structures. This backfilling method has the advantages of preventing paste leakage, improving the backfilled ratio, reducing surface subsidence, and strongly adapting to geological structure. During this field application, the setting pressure of the backfill shield reached 20 MPa, the compressive strength of the backfilling body reached 2.0 MPa, and the backfilled ratio reached 93.7%. Observational ground monitoring showed that roof-to-floor convergence in adjacent roadways ranged from 132 to 167 mm. No obvious fractures or separations in the overlying strata were observed by a borescope. The maximum surface subsidence was 342 mm, the subsidence factor was 0.136, and the damage to surface buildings was within Grade I (slight damage). This case study clearly demonstrates that the L-shaped interval cemented paste backfill method can be safely used to mine the isolated coal panel beneath surface buildings.
