The management of safety should result in the prevention of accidents and the elimination of human suffering and loss of life. Safety management must be the number one priority of all management's production and profit objectives. For years, safety management has been a result of mockery, charlatanism and snake oil presentations dedicated to giving a quick dog and pony show. The result has been an unacceptable record of accidents and fatalities.

Mine backfilling is a desirable method for the disposal of retorted oil shale. Hydraulic, mechanical and pneuna.cic transport and stowing methods were investigated, and the mechanical transport and stowing method using conveyors was selected as the most promising system. Transport of retorted oil shale at the rate of 3000 cons per hour (2700 t(h) to the backfill level, situated about: 2000 feet (610 m) below surface, with skips or conveyors is uneconomic. Hence, borehole transport utilizing gravity flow was investigated. This paper describes the theory of flow, flow properties of retorted oil shale, and the design of a borehole and hopper system.

The McDonald deposit is a volcanic-hosted epithermal gold resource that is estimated to contain 251,000 kg of gold in 375 Mt of ore at an average grade of 0.7 g/t gold. Phelps Dodge exploration geologists, working for the Seven-Up Pete Joint Venture, discovered the deposit in 1989. By the end of 1992, 494 drill holes for over 113,000 m of drilling, bulk sampling, soil geochemistry, geophysics, metallurgical testing, engineering, and environmental studies had been completed to support feasibility studies. The discovery of McDonald required vision, persistence, and commitment of everyone from the geologist on the drill rig to the senior management of the company.

Preliminary investigations have shown that wetland-based treatment systems can be an effective and relatively inexpensive control strategy for mine drainage pollution in eastern coal mining regions. This strategy also has potential for western mining regions, although too few systems have been installed in the west to permit general evaluation of the concept for western climates. The construction of prototype systems is encouraged for some situations. Wet-land environments have the capability of removing metals by natural geochemical and biological processes, including precipitation, filtration, ion absorption, and biological uptake and accumulation. Data presented for natural wetlands receiving mine drainage show removal of iron and other metals, and high accumulation of metals in soils and plants.

Most iron ores treated by the R-N direct reduction process yield metallic iron products considerably lower in titanium, manganese, and chromium oxides and alkaline metal sulfates/sulfides than were contained in the original ores. These metallic iron products are suitable as feed stock for the open hearth and electric steel-making furnaces. The elements which are rejected in part are acceptable in the product since the product is designed to by-pass the blast furnace. R-N reduction conditions (PCO+H2-1 atmosphere, 1830° to 2150° F.) are adjusted for each ore. The iron ore which is reduced to 90 to 95 percent metallic iron is then subjected to the conventional beneficiation techniques. Under these conditions, 55 to 80 percent of titanium oxides, 75 to 95 percent of manganese oxides, 60 to 90 percent of chromium oxides and up to 97 percent of alkaline metal sulfates contained in the ore are rejected with the gangue to the non- magnetic tailings. The metallic iron products illustrated in this work contained 89 to 96 percent total iron, one to five percent TiO2, 0.2 to one percent MnO, 0.3 to 1.6 percent Cr2O3 and/or up to one percent alkaline metal sulfide. Usually only one of these components was present. Recoveries ranged from 80 to 96 percent of the iron in ore.

Vince Lombardi once said, "Practice doesn't make perfect, perfect practice makes perfect." When it comes to building a mine that will operate at the optimum level for the set of geologic conditions from which it was developed, Lombardi's remark might be paraphrased to describe the problem: planning won't guarantee the best possible mine operation unless it is the best possible mine planning. Any sacrifice in the best possible mine planning introduces the risk that the end results may not reach the optimum mine operation desired. This section addresses many of the factors to be considered in the initial phase of mine planning. These factors have the determining influence on the mining method, the size of the operation, the size of the mine openings, the mine productivity, the mine cost, and, eventually, the economic parameters used to determine whether or not the mineral reserve even should be developed. A little-known fact, even within the metal-mining community, is that room-and-pillar mining accounts for most of the underground mining in the united States. According to a 1973 study on noncoal mining (Anon., 1974), more than 76% of the producing mines [of over 1089 t/d (1200 stpd) capacity] produced approximately 70 000 000 t (77,000,000 st) or 60% of the nation's underground tonnage of material by room-and-pillar mining. That same year, 96.8% of the nation's under- ground coal mines produced 262 950 000 t (289,911,000 st) of coal extracted from room-and-pillar mines (Anon., 1976). Thus, nearly 333 000 000 t (367,000,000 st) of the United States' raw material is produced from mines using some form of the room-and-pillar mining system. Because approximately 90% of all mining in the United States is done by some variation of room-and- pillar mining, it is appropriate to give special emphasis to the effects of the various elements of mine planning on room-and-pillar mining. The relationship of these elements to other mining methods will become apparent as the elements are described in later sections herein. TECHNICAL INFORMATION NEEDED FOR PRELIMINARY MINE PLANNING Assuming that the reserve to be mined has been delineated with diamond-drill holes, the items listed in the following paragraphs need to be established with respect to mine planning for the mineralized material. Geologic and Mineralogic Information The geologic and mineralogic information needed includes the following: 1) The size (length, width, and thickness) of the areas to be mined within the overall area to be considered, including multiple areas, zones, or seams. 2) The dip or plunge of each mineralized zone, area, or seam, noting the maximum depth to be mined. 3) The continuity or discontinuity within each of the mineralized zones. 4) Any swelling or narrowing of each mineralized zone. 5) The sharpness between the grades of mineralized zones within the material considered economically minable. 6) The sharpness between the ore and waste cutoff, including whether this cutoff can be determined by observation or must be determined by assay or some special tool; whether this cutoff also serves as a natural parting resulting in little or no dilution, or whether the break between ore and waste must be induced entirely by the mining method; and whether or not the mineralized zone beyond (above or below) the existing cutoff represents submarginal economic value that may be- come economical at a later time. *7) The distribution of various valuable minerals making up each of the minable areas. 8) The distribution of the various deleterious minerals that may be harmful in processing the valuable mineral. 9) Whether or not the identified valuable minerals are interlocked with other fine-grained mineral or waste material. 10) The presence of alteration zones in both the mineralized and the waste zones. Structural Information (Physical and Chemical) The needed structural information includes the following: * 1 ) The depth of cover. 2) A detailed description of the cover including: the type of cover; * the structural features in relation to the mineralized zone; * the structural features in relation to the proposed mine development; and * the presence of and information about water, gas, or oil that may be encountered. 3) The structure of the host rock (back, floor, hanging wall, footwall, etc.), including: * the type of rock; * the approximate strength or range of strengths; * any noted weakening structures; * any noted zones of inherent high stress; noted zones of alteration; the porosity and permeability; * the presence of any swelling- clay or shale interbedding; the rock quality designation (RQD) throughout the various zones in and around all of the mineralized area to be mined out; the temperature of the zones proposed for mining; and the acid generating nature of the host rock. 4) The structure of the mineralized material, including all of the factors in item 3 plus: * the tendency of the mineral to change character after being broken, i.e., oxidizing, degenerating to all fines, recompacting into a solid mass, becoming fluid, etc.; * the siliceous content of the ore; the fibrous content of the ore; and the acid generating nature of the ore. Geologically and commercially, the term diatomite is applied to the nearly pure sedimentarv accumulation of diatom frustules- the microscopic skeletons of unicellular aquatic algae belonging to the class of golden brown algae, bacillariophyceae. The sediments are fine-grained, siliceous, and consist primarily of amorphous opaline silica with only minor amounts of organic residue, secondary minerals, and co-deposited non-diatomaceous or crystalline clastic debris. In the geological sense, the name diatomite implies sedimentary accumulations that have reached appreciable thickness and when thick enough, such accumulations consequently may have possible commercial potential. Although the term diatomite is popularly and inappropriately applied to any sediment in which there is an abundance of diatom frustules, alternative terminology is more correctly employed to describe the less pure diatomaceous sediments, for example: clay-bearing diatomite or diatom-bearing clay. Synonyms in current usage include diatomaceous earth and kieselghur. More antiquated and obsolete terminology includes tripoli-powder, tripolite, and infusorial earth. Worldwide, diatomites occur within Tertiary to Recent lacus- trine and marine sedimentary facies. Although diatomite is wide- spread throughout the world, deposits that contain high purity, commercially versatile ore are uncommon. Physical properties of the diatom and of processed diatomite that provide unique commercial value in a broad spectrum of market end-uses include ornate fine structure, low bulk density, and high porosity and surface area. Properties of equal importance are mild abrasiveness, high absorptive capacity, insulating ability, relative inertness, and high brightness. End-use markets are diverse and range from insulating brick and absorbents through quality sensitive filter aids and premium quality functional fillers. Notwithstanding both the economic attractiveness of the specialty markets and the commercial versatility of the high purity deposits, deposits of lesser purity are mined in nearly all parts of the world for less demanding uses. Mining costs are minimized through open pit quarrying, but in Europe, Asia, Africa, and South America underground mining methods are also employed. Blasting is not required because diatomite is soft and easily broken loose with mechanized equipment. Following gentle crushing, the ore is dried, milled, and processed into one of three broad categories of products: naturally milled, straight calcined, and flux calcined grades. Each of these principal categories is further subdivided into additional grades through particle size adjustment of the powders. Agglomeration of particles, alteration of fine structure, and color change are achieved through calcination. Flux calcination further accentuates these changes. Production throughout the world is dominated by the United States, followed by Romania, the former Soviet republics, and France. Other major producers include Spain, Mexico, Iceland, Korea, Japan, and Germany. Denmark is a major producer of Moler earth products, which consist of a diatomite-clay mixture. HISTORICAL BACKGROUND The first industrial use of diatomite can be traced back some 2000 years to the Greeks and to the use of diatomaceous earth as a component in lightweight building brick and in ceramic pottery. It was not until the mid-1800s, however, that the unique properties of diatomite were first recognized and the market end-uses explored and developed. One of the most important of the early uses followed the development of dynamite by Alfred Nobel in the mid-1860s, whereupon diatomite was used as a component of the explosive to improve stability and safety. Other early uses included low temperature insulating and refractory bricks and as a component in insulating and fireproofing construction panels. During the 1920s, processing technology underwent a very rapid evolution with the development of calcination, flux calcination, and air classification technologies. Through these technologies, innumerable different size and grade classifications could be made for market applications and for rapidly diversified end- uses. Today, the application of processed diatomite for filter aid is the largest of the quality sensitive end-uses. Specific filtration uses include the clarification of beer, wine and liquor, vegetable oil, syrup and sugar, pharmaceuticals, and swimming pool water, to name a few. As a functional filler and extender, processed diatomite is ideally suited for application in paint, rubber, and plastic formulations. Other filler applications include use as an anti-blocking agent in plastic film, anti-caking agent for fertilizer, thermal insulating material, catalyst carrier, polish, abrasive, pesticide and fertilizer carrier, and chromatographic supports. Throughout much of the world diatomite is still used as a component of insulating brick and as an absorbent.

Acid neutralization titrations were applied to the characterization of soil and overburden for the control and prediction of acid rock drainage in the coal fields of the eastern United States in the 1970?s (1). These became known as the Sobek methods as a result of the early United States Environmental Protection Agency publication and the methods have been modified (2) to be adapted to many applications in the metal mining sector (3,4,5,6,), and, as a result, there are a large number of acid neutralization potential methods being used that are referred to as Modified Sobek methods. Standardization of neutralization potential methods for metal bearing ores and related materials based on carbonate carbon, rather than titration, commenced in the 1990?s through the American Society of Methods and Materials (ASTM) Committee E01 on Analytical Chemistry for Metal Ores and Related Materials Subcommittee E01.02 on Ores, Concentrates and Related Metallurgical Materials (7). A subcommittee section, E01.02.05 on Environmental Methods, was organized to coordinate the method and material standardization efforts of ASTM and the Acid Drainage Technology Initiative Metal Mining Sector (ADTI-MMS) Prediction Committee (8), which took on the project of standardization of the acid neutralization potential acidity titration method (ANPA) to supplement the carbonate carbon method in E1915 (9) for application to samples which have metal carbonates (10), in particular, which result in overestimation of the neutralization potential using the carbonate carbon methods (11).

The increasing popularity of column flotation as an efficient and profitable mineral beneficiation technique has resulted in the need to perform a study of basic column operating parameters in order to understand mineral behavior in a column. Variation of column rougher flotation parameters on the Nevada Fish Creek fluorite and Utah Collins manganese ores enabled characterization of four beneficiation zones within a column flotation cell. Although specific mineral behavior in each zone was peculiar to the mineral system involved, particle retention time predominantly affected both manganese and fluorite recoveries in the collection zones of the column while enhancing mineral grades in the cleaning zones. Column parameters such as column length, feed injection location, and tailings recirculation velocity were inherently linked to particle retention time and retention time distribution, both of which affected mineral recovery. Froth depth had a discernible effect on fluorite concentrate grades; as froth depth increased, fluorite grades increased. Wash water additions affected both fluorite and manganese recoveries and fluorite grade. Axial mixing drastically reduced fluorite and manganese recoveries due to short circuiting of some of the feed slurry in the column.

Carbonaceous and metalliferous black shales occur in close proximity to Mercur-type gold deposits in the southern Oquirrh Mountains, Utah. These shale units, the Manning Canyon shale and the Long Trail shale, have undergone regional hydrothermal alteration. Hydrothermal solutions oxidized organic matter and pyrite, replaced shale by hydrothermal phyllosilicates and silica, and replaced fossils by phyllosilicates. The shales are depleted in organic carbon, calcium carbonate, alkali and alkaline earth metals, and enriched in aluminum and hydrogen. Hydrothermal veins containing illite, chlorite, pyrophyllite, kaolinite, Fe-oxides, and sulfides are present throughout the study area.The illite in veins is an ammonium illite that contains up to 2 % NH4 and is correspondingly depleted in K. Correlations among Au, As, Hg, TI, Sc, and rare earth elements indicate that hydrothermal fluids responsible for formation of ammonium illite were gold bearing. K/Ar ages of illite veins and illite-rich, clay-size separates of altered shales indicate hydrothermal activity occurred in the time range 193 to 122 Ma. Several ages from clay-size separates within the Mercur district cluster near 160 Ma. These ages are coeval with thrust faulting recognized to the north and west.

How many times have you said or heard someone say, 'What are you doing right now?" And how many times have you heard the reply, "Breathing air!" Probably never, or at most only a few times in a facetious vein. Breathing air is absolutely necessary to sustain human life, and yet most of us take it completely for granted. Beginning ten to fifteen years ago there was growing concern on the part of the general public that pollution of the air is a threat to man's health and welfare. Concurrently much thought and effort was devoted to the task of defining and resolving the problem of air pollution. In the course of this effort it has become quite clear that our National policy in this regard should be founded upon three basic axioms: (1) Action should not be postponed until emergency conditions make it compulsory; (2) The air cannot be purified after it is polluted, and (3) Air pollution control cannot be accomplished without close cooperation among all levels of government, industry, and the public.

A ground-water flow model was developed to simulate the post-mining recharge rate at the Belle Ayr surface coal mine in the Powder River Basin near Gillette, Wyoming. State regulations of Wyoming require that reclaimed lands should provide a rate of recharge that approximates the pre-mining rate. Steady-state calibration and transient simulations showed that the post-mining recharge rate in backfill is at least five centimeters per year, exceeding the original infiltration rate of 0.4 centimeters per year to shallow, overburden aquifers. Major reasons for the increase include the flat topography of reclaimed areas and decreased spoil density. It is expected that the backfill will disaggregate and settle over time, eventually resulting in a nearly constant recharge rate less than five centimeters per year but somewhat greater than the pre-mining rate.

Lateritic gold has been the object of study only for a very few years, though nuggets have been mentioned in earlier works even as early as 1984 by Hartt in Brazil. In Mato Grosso State, lateritisation is intense, as is common in all tropical forest areas of the world. Exploration has revealed the presence of recoverable "nugget gold" of variable sizes (30 - 200 gms) but frequently of good size (0 - 40 gms), especially near Cuiaba and Alta Floresta regions. In both of them the host system is a lateritised breccia indicative of a fault or shear zone breccia, though in different lithological domains. The Cuiaba occurrences are phyllitic and show a profile as follows, from top to bottom: 1) Compact ferralite crust. 2) Oolitic to pisolitic compact crust (+ some gold). 3) Mottled concretionary laterite crust. 4) Lateritised "eluvial material" (gold nuggets). 5) Mottled patchy to banded laterite. 6) Banded lateritised phyllite with lenticular to banded goethite. 7) Altered red goethitic phyllite, with quartz veins (+ fine gold). 8) Unaltered grey phyllite with quartz veins (Protore). The Alta Floresta-Juruena River occurrences are volcano-sedimentary and show a profile as follows: 1) Deep brown siltitic, argillaceous and arenaceous material with organic matter (+ gold). 2) Modular and concretionary laterite, compact and indurated, with arsenophyrite in quartz fragments (gold nuggets). 3) Band with silty-clayey matrix and arenaceous in nature. 4) Bedrock meta-arcosian arenite. 5) Volcano-sedimentary with rhyodacites and andesitic basalts, with intercalations of arkosic and greywacke nature. Breccias and quartz veins, and granites associated in different portions (Protore).

The advances in knowledge of world bauxite resources in the last few decades include contributions to the geology of deposits, discovery of large resources, shifts in availability, and changes in. the industry in response to political and economic pressure. Improvements in the understanding of geology have resulted from the larger numbers of geologists working on bauxite and better exchanges of information. The large deposits discovered are mainly the laterite type in tropical regions. These discoveries have led to major increases in bauxite resource estimates as well as to shifts in bauxite availability and in the ranking of producing nations. Changes resulting from political, environmental, and economic pressures have resulted in increased costs of bauxite and in renewed interest in potential nonbauxite sources of aluminum. Aluminum is produced from nonbauxite raw materials only in the U.S.S.R.; however, research on extraction processes or investigations of nonbauxite alumina resources has taken place in several countries.

INTRODUCTION Coal flotation is a fine cleaning process usually present in all but the older preparation plants. It is typically used to clean either the -28 mesh (-500 pm) or - 100 mesh (- 150 pm) raw coal fines, and it is the only commonly used preparation method that can effectively recover coal particles finer than, say, -200 mesh (74 pm). To place coal flotation into its proper context, it should be noted that the bulk of the raw coal sent to preparation plants is treated by gravity concentration. On a worldwide basis, from 0 to 40% of the raw feed to a preparation plant is treated by flotation, while in the US only about 10% of the raw coal feed is floated. Roughly, 50% of US preparation plants use flotation to process at least a portion of the raw coal feed, although most of the newer plants incorporate flotation into their flowsheet. Historically, the process has only been used to treat the raw coal fines naturally occurring after mining and a minimal amount of crushing at the preparation plant. This is in sharp contrast to ore flotation where, typically, the entire tonnage is first ground and then floated. As a consequence, of the approximately 500 Mt of raw coal treated by preparation in the US yearly, it is estimated that only about 40 Mt are sent to the flotation circuits (producing -30 Mt of clean product).'O1 This small tonnage compares with about 400 Mt of ores treated annually in the US by flotation. By analogy to ore flotation, where it is an effective, large tonnage, low cost, easy to operate process, its potential in coal preparation should be great. Reasons why it has not achieved a greater potential in coal preparation have been attributed by Aplan 102 to: 1. Indifferent results in removing sulfur and ash. 2. Difficulty in floating low rank and oxidized coals. 3. Inability to make clean separations with the finer sizes. 4.Inability to clean slurries with a high percentage of clay. 5. Problems with water chemistry. 6. Competition with effective, gravity coarse-cleaning methods. 7. Low value of coal historically. 8. Dewatering problems. 9. Transportation and storage problems with coal fines. 10. Marketing problems with coal fines. 11. Inadequate attention to the process in the plant. 12. Inefficient use of capital and operating monies. Inadequate attention to procedures, machines, and processes.

The presence of organic materials in gold ores cyanidation. The presence of organic materials interferes with gold extraction by The carbon contained in the ore has been shown to adsorb gold cyanide complex from solution. Removal of the carbon content by roasting or chemical oxidation prior to cyanidation results in gold extractions of 85 to 95 pct. This paper by the Bureau of Mines, U.S. Department of the Interior, discusses how the mineralogy of the carbonaceous gold ores affects gold recovery by cyanidation. It also discusses the advantages and disadvantages of roasting and chemical treatment to render the ore amenable to cyanidation.

INTRODUCTION In 1957, diamond drilling on a magnetic anomaly indicated an extensive zone of copper mineralization on what is now the Craigmont Mines property. By mid¬1958, drilling established a copper ore body. Milling commenced in September 1961 at 4536 t/d (5000 stpd) and by the end of October 1977 the mine had produced 339 662.04 t (374,363.9 st) of copper. At present, two-thirds of the mill feed is derived from underground operations and one-third from low-grade surface stockpiles. Craigmont Mines is situated 209 km (130 air miles) northeast of Vancouver (see Fig. 1), 16 km (10 miles) west of the town of Merritt, a logging, ranching, and mining community of about 7000 people. It is serviced by paved highways, Canadian Pacific Railway, British Columbia Hydro, and Inland Natural Gas Co. Water is pumped from the Nicola River, a distance of 6 km (4 miles) and a lift of 244 m (800 ft). In March 1967, the open pit mining operations at Craigmont Mines reached their economic limit and were suspended. Before this, it had been decided that a sub¬level caving method of underground mining would be used to supply ore to the concentrator after the cessation of open pit production. This chapter describes the fac¬tors influencing the choice of mining method, some of the problems encountered, mining practices, and results. GEOLOGY The ore bodies of upper Triassic age are located in a limy horizon striking east-west, closely paralleling the intrusive Guichon batholith, bounded on the south by rhyolites and on the north by graywackes, and dipping steeply to the south (Figs. 2a, b). The ore bodies are relatively narrow with a maxi¬mum width of 79 m (260 ft), a combined strike length of 853 m (2800 ft), and a vertical extent of 610 m (2000 ft). Chalcopyrite is virtually the only copper mineral, and 20% of the ore zone consists of acid solu¬ble magnetite and hematite. The area has been subjected to considerable faulting and brecciation, which is a major factor in the mining operation. Total geological reserves, at 0.7% Cu cutoff, for the deposit were 22 316 743 t (24,600,000 st) at 1.89% Cu. An additional 5 236 270 t (5,772,000 st) at 0.6% Cu were mined from the open pit. Ground Conditions The waste rocks-graywacke, andesites, and diorite -are relatively incompetent due to the high degree of fracturing and jointing, and all require varying degrees of support. The ore zones are somewhat less fractured; ground support is still required, however, although to a lesser extent than in the country rock. Ground conditions in the main ore body are better than in the smaller, nar¬rower ore bodies. Clayey fault gouge is present in most of the faults; gouge zones may be up to 6 or 9 m (20 or 30 ft) wide. The main ground problems are associated with local weakness rather than pressure. Shape of Ore Bodies (Figs. 2a, b and 3a, b) The main No. 1 ore body is approximately 244 m (800 ft) long and 46 m (150 ft) wide. It extends ver¬tically from the original top of the open pit at 4200 ele¬vation to just below the 3060 level. The No. 2 ore body is approximately 304 m (1000 ft) long, varies from stringer width at the extremities up to 79 m (260 ft) wide, and extends from 3060 level to 2400 level. Both these ore bodies have extensions re¬sulting in additional small irregular bodies. Ore bodies are mostly steep dipping, though part of the Wing ore body, an extension of No. 2 ore body, dips at 0.87 rad (50'). This ore body varies in size, but is approximately 122 m (400 ft) long, 21 m (70 ft) wide, and about 213 m (700 ft) high. Reconciliation of long-term, block-model reserves and mine production frequently shows significant discrepancies. This reconciliation can be done comparing the long-term, block-model reserves against a grade control model (a model based on blast holes or production data). In this article, this is called an Fl factor for tonnages, grade and ounces. This reconciliation should also be done by comparing the grade control model to the mill feed (or loaded to heaps) tonnages, grades and ounces (F2 factor). The long-term model usually contains blocks with dimensions larger than the size of the selective mining unit (SMU) of the operation. The smoothing effect of an estimator, such as kriging, will generally result in a grade-tonnage curve that does not match the grade-tonnage curve of the SMUs to be recovered. This problem is partly to blame for the reconciliation discrepancies found. In addition, in-pit perfect selection is impossible. Therefore, the grade-tonnage predictions based on blastholes also need to be assessed - considering unplanned dilution and the errors of estimation of the grade control model. This article focuses on using conditional simulations to assess the uncertainty of the predicted grade-tonnage curve in terms of minable reserves and in the framework of long-term mine planning. Quantifying the uncertainty in no uncertain terms is done in conjunction with a popular pit optimizer. It yields several possible minable reserves and several possible minable tonnages and grades, per pit shell or scheduled phase. This is a step further from the usual sensitivity analyses that are performed for deposit evaluation or development planning. Specifically, this approach takes into account the volume-variance relationship, the selectivity of the mining operation and the planned and unplanned dilution. It also carries the local uncertainty implicit in grade estimation into the mine design and mine planning phases. The estimation of recoverable reserves revolves around estimating the block distribution of metal grades from the drill hole information available, typically composites of a fixed length. Ideally, this estimation should accurately predict the ore sent to the processing facilities of an operation. Here are some definitions used in this article: ? Recoverable reserves are those where an attempt has been made to estimate the actual distribution of grades (usually by a block model) that would be found in the ground at the time of mining, relative to the mine equipment size and other operational characteristics of the mine SMU. In particular, it incorporates the effect of internal dilution for each block how the grade distribution changes in variability when comparing a composite grade distribution to the "mining unit" grade distribution. In geostatistical jargon, this is known as "change of support effect," or volume-variance effect. ? Minable reserves are those recoverable reserves defined by a mine plan. In an open-pit scenario, they would incorporate pit optimization in addition to the sequencing and scheduling of production through mine life. ? All other block model estimates from drill hole data that do not explicitly attempt to estimate or measure the volume-variance effect are called in situ. It can be argued that these models may be inappropriate tools for predicting the grade-tonnage curve of the material to be sent for processing (minable reserves). The Stillwater Mining Company, a partnership of Pittsburg & Midway Coal Mining Co. and Manville Corporation, operates a precious metals smelter at Columbus, Montana to further up-grade concentrates from its platinum/palladium mine. The smelter began operation in the summer of 1990. The gas cleaning system in the facility utilizes "oxidation/dilute mode" dual-alkali scrubbing technology to capture sulfur oxide gases from the process gas streams. This paper describes the rationale for selecting the dilute mode dual-alkali system and summarizes design parameters. Start-up problems and their solutions are also discussed.

Among the wide variety of modern surface chemistry analytical techniques, contact angle measurements still remain attractive for wetting characterization of solid surfaces. The captive-bubble and sessile-drop techniques are the most popular methods for the examination of flotation systems. Systematic measurements of advancing and receding contact angles for several three-phase systems using the captive-bubble and sessile-drop techniques show that the contact angle measurements depend on the technique used and may differ significantly for some heterogeneous and rough solid surfaces. Importantly, it was found that these discrepancies in contact angle measurements depend on the bubble (drop) size. Contact angles as measured with the static captive-bubble technique are compared with those measured with the dynamic captive-bubble technique, in which the capture of a bubble at the solid surface results after buoyant transport and attachment The dynamic captive-bubble technique allows for the formation of much smaller bubbles than is possible with the static placement technique in which a bubble is placed at the solid surface with a microsyringe. Although this dynamic technique cannot be recommended for the systematic wetting characterization of solid surfaces, its significant advantage is the ability to examine the contact angle/bubble size relationship over a wide range of bubble sizes, from several micrometers to several millimeters in diameter.
