5.1 INTRODUCTION Heap leach cyanidation techniques possess considerable potential for exploitation of low-grade ores, small ore bodies, mine strip waste and tailing materials where fine grinding is not necessary for good extraction. For heap leaching to be successfu1, ore must exhibit certain characteristics, as previously discussed in Chapter 1. Primary among the necessary ore characteristics is that the ore must have good permeability after being crushed or treated and stacked into heaps if uniform distribution of the cyanide leach solution is to be achieved. Gold and silver ores containing excessive amounts of clays or fines generated by crushing are some of the most difficult to treat successfully by heap leaching. The presence of excessive amounts of slimes (generally classified as minus 50-micron or 270 Tyler mesh sieve size particles) in the heap leach feed will slow the percolation flow of the leach solution, cause channeling, or produce dormant or unleached areas within the heap. This may result in unreasonably long leaching periods and poor extractions. In extreme cases, the clays or slimes can completely seal the ore heap, causing the leach solution to run off the sides of the heap rather than to penetrate the ore heap. The problem of heap leaching ores containing fines can be aggravated during stacking and preparation of the ore heaps, because natural sorting of coarse and fine material occurs during these steps (Johanson, 1978). This phenomenon results in a concentration of ore fines at the center of individual ore piles and a concomitant concentration of larger rock fragments on the lower slopes and base of the piles. When the individual piles within the heap are leveled off prior to installation of the sprinkling system which delivers the leach solution, additional segregation occurs as the fines sift through the coarser ore particles. The segregation results in localized areas or zones with marked differences in permeability. As a consequence, the leach solutions follow the path of least resistance, percolating downward through the coarse ore regions and bypassing or barely wetting areas that contain large amounts of fines or slimes. Effective utilization of marginal gold and silver resources through heap leach processing requires the development of new methods in order to achieve more uniform size distribution during ore heap preparation and better slime control during leaching.

A research project was undertaken to determine if coal addition tofluxed-magnetite pre-fired pellets would reduce nitrogen oxide (NOx)emissions during pellet induration. Iron oxidation rate tests, coal oxidation rate tests and calcination rate tests were conducted in a laboratory furnace to determine the amount of coal necessary to provide adequate heat for limestone calcination without producing detrimental effects to magnetite oxidation. Pilot scale pot-grate tests were then performed with and without coal in the pre-fired pellets to verify pellet quality parameters and nitrogen oxide emissions. The off-gas during each pot-grate test was analyzed for NOx, CO2, CO, SOx, and O2. There was approximately a ten percent reduction in NOx emissions with coal addition during the normal pot-grate firing cycle. There was a 75% reduction in NOx emissions during firing cycles that used 25% to 75% excess air during firing rather than the normal 300% excess air.

This paper describes recent ground control challenges encountered at the longwall recovery areas of one of Bailey Mine?s two longwall faces and the proactive measures taken by CONSOL management and engineering to mitigate them. The challenges derived primarily from the following causes: (1) irregular roof coal and draw slate thickness, (2) presence of thick sandstone at the recovery area and extremely weak rocks below the sandstone, (3) close proximity to a regional anticline, (4) low shield set pressure and tip load, and (5) ineffective primary roof support that led to progressive failure of the headgate roof. The presence of the anticline contributed to extensive fracturing of the sandstone. Excessive pot-out in advance of the shields frequently occurred near mid-face due to the presence of thick draw slate and irregular roof coal near the recovery area. This, in turn, resulted in face heights that exceeded the maximum reach of the shields. Subsequently, during longwall meshing, when the advance rate slowed considerably, fractured sandstone would often break loose, causing the shields to yield, thereby reducing the height and inhibiting shearer movement. To improve the headgate and face conditions within the longwall recovery area, several actions were taken, including: (1) assessing site-specific roof geology by conducting in-mine roof coring around the recovery areas and by mapping immediate draw slate and roof coal thicknesses within surrounding entries, (2) increasing pump pressure and thus shield set pressures (3) diligently monitoring shield set pressures and longwall extraction horizon, (4) installing additional cable bolts and roof screening to prevent progressive failure of the immediate headgate roof, (5) fully-grouting supplemental cable bolts to improve headgate support stiffness, and (6) gluing the headgate roof within the recovery areas with polyurethane. As a result of these collective efforts, longwall recovery delays at Bailey Mine were reduced from 21 days in 2006 to nearly zero in 2009.

Matching the productivity gains of continuous mining machines with the ever increasing performance levels achieved by longwall units has required creative thinking to assure that development is completed in time for uninterrupted longwall production. By using management information systems to coordinate support operations, the most productive planning decisions can be made. This paper focuses on the role of computer technology tools in achieving improved productivity from both longwall and continuous miner sections. The primary emphasis is on the planning process and the methodology developed to guarantee the best allocation of management and manpower resources.

The computation of hydrometallurgical equilibria is very difficult because of the many complex species in solution, the precipitates, condensed species, or solids, and the activity coefficient corrections necessary to non-ideal thermodynamics. Our objective was to tryout recently developed genetic algorithms to minimize free energy and solve the equilibrium computation. We selected test problems that were seemingly unsolvable with more traditional algorithms, and we applied genetic algorithms to them. We were pleased to find that genetic algorithms succeeded where other algorithms did not. We concluded that they are an effective tool for hydrometallurgical equilibria.

The mining industry is presently one of the most heavily capitalized industries in the U.S. (U.S. - Statistical Abstracts, 1979). U.S. sales of new mining equipment (not including environmental, preparation, or long distance transportation equipment) are projected to reach approximately $5 billion/year in 1980 (Frost and Sullivan, 1979). Of these new equipment sales approximately 30 to 40 percent of this equipment will be used to replace old equipment. Therefore, an increase of efficiency in the use of equipment replacement capital could have substantially positive effects for the U.S. mining industry. This is very critical in these times of restricted capital availability, double digit inflation, burdensome governmental regulation, and rising foreign competition in the mining industry. This paper examines the numerous factors that constitute the typical mine equipment replacement problem. A computerized, mathematical model is formulated to utilize historic cost and production information to predict equipment cost versus age for the existing and potential replacement machines. Another part of this computerized model determines the best equipment replacement strategy that accomplishes estimated production goals at a minimum discounted cost. This computerized model is an easily used, consistent method of determining the optimum replacement age for any equipment unit or fleet of equipment at a mining operation.

Studies in eastern Ohio, northern West Virginia, and southwestern Pennsylvania determined whether subsidence caused by longwall mining influences soil moisture and tree growth. Soil moisture was measured both over new longwall panels and over an unmined control area throughout the growing seasons of 1990, a wet year when the panels were excavated, and 1991, a dry year. No significant effects of mining could be detected. Tree growth was studied in two pairs of woodlots. In each pair, one woodlot was located over a longwall panel excavated about 1980 and the other over an unmined area. Differences in tree growth between mined and unmined areas were neither significant (for most species) nor consistent in direction. The above results imply that if mining does have impacts they are likely to be highly site-specific and localized such as by disruptions of springs or soil slippage.

Rend Lake is an Army Corps of Engineers reservoir located in Franklin and Jefferson Counties in south-central Illinois. The lake consists of 20,000 acres of water and 19,000 acres of public access land. The site attracts over two million visitors a year and is surrounded by campgrounds and other recreational facilities. The lake overlies the largest tonnage of low sulfur coal in the state. Coal is being removed beneath the lake from five mines operated by three coal companies. Currently high extraction mining operations are approaching low-lying, environmentally sensitive, and high-use recreational areas. Advanced planning to maximize coal extraction and minimize potential effects of subsidence requires the development of procedures to assess the impact of high-extraction mining on the land use of the area. The Bureau of Mines, the Corps of Engineers, and the coal companies have initiated research to assess the following proposed planning steps to ensure the maximum recovery of the coal resources while minimizing impacts to surface land use: 1) Establish a dialogue between the surface and mineral owners; 2) develop a geographic information system to aid in assessing existing land use and potential changes; 3) assess the potential effects of subsidence on drainage, wildlife habitats, and changes in land use prior to mining; 4) coordinate the mining displacements with surface activities to minimize disruption; and 5) develop appropriate mitigation plans before mining occurs.

Mount Isa Mine should be regarded as a large mining complex rather than one mine. This arises from the geography, variety and extent of the orebodies, the mining methods, and the use of 14 shafts for ventilation distribution. A brief resume is presented here since comprehensive descriptions of lead-zinc mining methods {11}, copper mining methods {2 }{3}, geology 241, stope fill {5} and ventilation techniques {6}{7}, have all been published in the last five years. Mining extends over a north-south strike length of 2.5 miles (4 Ian) with a maximum width across dip approaching 3 200 ft (1 Ian). Current mining is to a depth of 3 150 ft (960 m) with the ore hoisting shafts extending 660 ft (200 m) deeper. The composite longitudinal section, Figure 1, shows a representational disposition of the copper and lead-zinc-silver orebodies in the central shaft complex where the main service and hoisting shafts are located. To the south the X41 man and materials shaft provides access to the copper area. The mine layout is typical of high tonnage track- less mines, utilising a large diesel fleet, raise- borers and some large diameter hole stope drilling. Mining methods include sublevel open stoping, slot and massfire, and a trial vertical crater retreat in the copper ore, and sublevel caving, sublevel open stopes with and without rib pillar recovery, and mechanised cut and fill in the numerous lead orebodies. All ore reports to one of the three crushing systems located below 19 level in the central shaft complex. Copper ore is hauled exclusively along the 19 level computer assisted Rockflo haulage system, and lead-zinc-silver ores report via central orepasses from Granby haulages on 13 level and 15 level. Tonnages hoisted during the 1977178 financial year were 5.0 million for copper at 3.2%. and 2.3 million for lead-zinc-silver at 7.8%. 6.3% and 7.06 oz/ton (216 g/tonne) respectively.

The Bureau of Mines conducted research to determine the effect of fine bubbles on the flotation of fine-sized particles (minus 20-um size). Turbulent flow collision models for fine particles and fine bubbles were reviewed. Velocity distributions within the flotation cell along with measured bubble and particle size distributions were considered in the models to predict the flotation response. The models were corroborated with laboratory fine-bubble flotation tests to verify the expected increase in flotation efficiency.

INTRODUCTION This paper is one of a series dealing with mining methods and costs, prepared and published under the sponsorship of the US Bureau of Mines (USBM) and made possible through the cooperation of many mining companies in the US and foreign countries. The data presented have been obtained from papers previously published by the Bureau dealing with indi¬vidual mines, from the technical press, and from infor¬mation furnished by the mining companies. DEFINITIONS Top Slicing The term top slicing is commonly applied to that method of mining in which the ore is extracted by a series of timbered slices, beginning at the capping; the slice is caved, bringing down the capping to the floor of the slice; the succeeding lower slices are mined up to the overlying mat or gob, consisting of an accumulation of timber from the upper slices and broken capping, which follows the mining progressively downward (Fig. 1). The term has also come to be applied to the mining of ore bodies only one slice thick, by a series of tim¬bered slices one beside the other. The timbers are blasted out, bringing the capping down to the floor, suc¬ceeding slices being driven alongside those already caved (Fig. 2). In USBM classifications of mining methods, top slic¬ing has been placed under the heading caved stopes. The method differs fundamentally, however, from the cav¬ing methods of mining in which the breaking of the ore itself is accomplished by caving action induced by undercutting. In top slicing the ore is broken by the ordinary methods of drilling and blasting, and only the capping is broken up by caving. Main Levels or Haulage Levels Main or haulage levels are the main extraction levels on which the ore is hauled to the shaft. These levels and the shaft constitute the preliminary development of the mine.

Most pyrometallurgical processes take place at high temperature with rapid chemical reactions when the elements and compounds are usually liquid or gaseous. Smelting. The classical method of obtaining a metal from its ore or concentrate is to smelt it in a furnace. The initial letter "s" of this word implies that, in addition to the physical process of melting, a chemical change also occurs. This is usually the reduction of metal oxide to metal by carbon or through a series of processes involving oxidation and reduction. Since solid-solid contact would not be sufficient to give a high rate of reaction, most smelting reactions occur by medium of two reactions involving solid-gaseous contact: where M represents a metal. The commonly preferred unit for carrying out these reactions is the blast furnace,1 which is a vertical shaft of refractory brick or water-cooled steel in which lumps of metal oxide and coke are fed at the top, and an air-blast is injected through tuyeres (water-cooled pipes) in the bottom. Abstract. The Surface Mining Control and Reclamation Act of 1977 (PL-95-87), Section 522, establishes requirements for state regulatory authorities to designate lands unsuitable for all or certain types of surface coal mining. Any party having an interest in an area that may be affected can petition for it to be designated unsuitable for mining. Section 522 could present major obstacles to the mining industry by typing up an area in an endless round of petitions. The program under development for Kentucky is examined and analyzed as an example for determining the hidden impacts of Section 522.

Its outstanding characteristic is the physical structure of the individual particle, The particle structure of the Missouri-Oklahoma type Tripoli accounts for its market. It is a soft, friable, porous, double-refracting silica of the chalcedony variety, The particle is porous, has a fibrous structure, no sharp edges or comers, ad an average size of less than .01 millimeter, It varies from 90 to 98 per cent Si02 with less than 1 per cent free silica in the form of quartz, 24; has ignition loss of 1 per cent and fractional percentages of iron, alumina, lime, etc.

After the war that was nearing an end In early 1945, regular consulting work for Bralorne, the Bradleys, Pennsalt Chemical Co., and a directorship and occasional consulting for Homestake Mining Co. made it almost certain that in spite of my 61 years I would have enough work to feed my family. But this routine work would not provide enough income to lay up funds for the inevitable future when I could no longer do arduous work. And it would not give me the adventure that had first lured me into mining. Therefore I was greatly relieved as well as pleased when, in the 18 months from April 1945 to November 1946, I was asked to make three of the most adventurous as well as profitable examinations that ever came my way. Pati[n]o Mines, Bolivia The first of the exciting jobs was an examination of the Pati[n]o tin mines in Bolivia. After I had unsuccessfully tried to induce Anaconda to purchase these mines In 1915, the World War I crisis that had forced the half-Indian accountant to try to sell the mines had come to an end. The European market for tin improved dramatically, and "Don Simon" was able to borrow money for expenses while the concentrates were still In Bolivia. He took advantage of the favorable conditions by buying adjacent properties and increasing development work until his Bolivian tin mines were the greatest in the world. And his daughter had marled the French Count de Boisrouvain and was cutting a swath In high International society. Pati[n]o wanted to get rid of the drudgery of running a complicated mining Industry in a remote area In Bolivia when the fleshpots of Paris were much more seductive. An added incentive was the fact that his miners had become unruly and had even threatened his 11fe.

Introduction The reclamation of mine/mill tailings areas is undertaken for a variety of objectives including safety, appearance, economical use of lands and forests and long term storage of a future resource. The establishing of criteria for these objectives at any site is a shared task of the government and mining company. Our attention in this paper is directed to uranium mine/ mill tailings as they are handled in the Canadian industry and in the unique Canadian climate. We focus our attention on the state of the art. Uranium is a ubiquitous mineral forming an average of 4 g per tonne of the Earth's crust. Ores are mined at about 500 g per tonne so that the residual content of uranium in tailings is comparable to average background levels. However, as in most mine/mill operations, the ore contains other minerals that become readily mobile after milling operations. Thus the main objective of tailings impoundment is the stability both physically and chemically of the mobile materials. Since the requirements for the operation and construction of tailings areas in Canada have changed considerably over the past decade, there exists a great many mine/mill tailings areas which while considered adequate in their day, would not meet modern criteria. However, most of these installations pose no concern or hazard to the public. The proximity of mine/mill development to inhabited land areas has necessitated more stringent modes of tailings operations and provisions for tailings site reclamation. The more important of these have been: 1) the prevention of dyke failure, with large liquid-solid outflows onto adjoining lands, and 2) the prevention of seepage from the tails of pollutants such as chlorides, sulphides, heavy metals and radionuclides. Uranium mill tailings are discharged as a slurry from the concentrator after the removal of generally only about 1000 g, or less, per tonne of uranium from the as-mined ore. As a consequence, a great volume of low level activity waste is generated. INTRODUCTION The maximum recovery of cleaned coal at the required quality is of major concern to plant operators. However, the quantity and quality of products of coal cleaning, predicted by theoretical calculation based on washability studies and determined in the operation of actual commercial cleaning plants, will be different for each coal. Therefore, during the last half century, coal preparation engineers have repeatedly sought methods for evaluating the technical and economical efficiency of separating coal in coal cleaning equipment and for predicting the quantity and quality of cleaned coal produced, as well as profit- ability for the entire plant. Many formulas have been proposed by investigators to evaluate the efficiency of various coal cleaning operations. Performance criteria in use today are capable of defining all of the important aspects of a given concentrating operation; however, each criterion has certain restrictions or limitations. It is important, therefore, to understand how such formulas can be used and the problems involved in their construction. Technical Measures of Equipment/Plant Performance Conventional measures for evaluating the performance of a preparation plant are generally the same as those used to evaluate equipment performance. Measures involving separation efficiencies are influenced by the following three broadly encompassing primary factors: (1) density composition of the feed coal, (2) design characteristics of the cleaning unit, and (3) relative density of the separation. Since separation efficiencies are dependent on factors involving the nature of the coal, they are termed dependent criteria and represent a very broad technical indicator of an individual process or plant performance. Performance measures known as independent criteria are influenced mainly by quantitative errors inherent in the design and operation of the processing equipment. Economic Measures of Plant Performance True assessment of coal cleaning methods require reference to economic measures such as profitability. During the years in which technical efficiency criteria for characterizing plant performance were being improved, coal preparation engineers were also seeking appropriate economic criteria to assess plant performance. Technical and economic effectiveness of plant performance are important parameters for coal preparation flowsheet design. The relationship of the technical and economic parameters can be formulated in an economic model and mathematical model with the aid of computers. The computerized models

INTRODUCTION The theory of mineral demand often is slighted in the study of mineral economics. The supply side of the mineral industries usually commands a great deal more attention and effort by mineral economists than the demand side does because the study of mineral supply includes topics such as exploration, resource availability, and exhaustion theory that are generally considered unique to the mineral industries. Mineral demand, on the other hand, is thought of as being more general in nature and therefore of less concern to mineral industries specialists since it is similar to the demand for other inputs of production. This similarity with other inputs of production, however, does not negate the importance of a thorough understanding of mineral demand. It is the interaction of supply and demand that determines market behavior and not supply alone. Mineral demand is a key component among the factors that influence mineral production; there- fore, a good understanding of mineral demand can give one better insights into the industry behavior and trends than one would otherwise have. A strong working knowledge of the demand side of the mineral industries is a powerful tool for analyzing and predicting mineral market behavior. The material presented in this chapter does not depend on any special background in economics and should be accessible to all interested readers. The chapter is organized so as to permit an orderly progression of the basic topics of the theory of mineral demand while allowing digressions on related issues of special interest. The first section of the chapter is on the determinates of mineral demand. The discussion be- gins with the introduction of consumer demand and some of the necessary terminology of economics and proceeds to the particular case of the derived demand for an input of production such as minerals and the characteristics of such demand. The second section of the chapter is on the response of mineral demand to changes in economic variables like price and aggregate income. This second section of the chapter be- gins with a general presentation of elasticity of demand and continues with the particular case of the price responsiveness of mineral demand and its nature in the short and long-runs. A brief look at the response of mineral demand to price changes for other products is also included. The chapter concludes with a discussion on the effect of aggregate income changes on mineral demand and its nature in the short and long-runs.

Recent fatal injuries occurring during pillar retreat coal mining call for better identification of the hazards and recognition of risks. Ground control hazards associated with room-and-pillar retreat mining tend to intensify with depth, requiring extra precautions in the form of additional controls. In many locations these activities are further complicated by local complexities often associated with unique or novel circumstances, such as over-mining or under-mining. One technique recently studied by NIOSH, Major Hazard Risk Assessment (MHRA), may help mine operators to mitigate the risks associated with pillar recovery operations. The approach was trialed at two underground coal mines in southern West Virginia that are currently practicing pillar recovery. The first step in the MHRA process involved reviewing the segments or parts of the pillar extraction mining system and identifying associated hazards and threats to the operation. Some of the high risk hazards at these two sites included: ? Rock fall during pillar extraction covers equipment and injury occurs during recovery operations, ? Rock fall above the roof bolt horizon, potentially injuring ? workers and/or requiring recovery action, ? Rib fall under deep cover, potentially injuring workers, and; ? Strata instabilities associated with subsidence of the interburden due to simultaneously mining two seams in close vertical proximity to one another. The mines? risk assessment teams then considered each threat individually in order to systematically identify potential unwanted events. The top unwanted events were examined individually using structured risk analysis tools. The output from the process includes a list of priority existing controls for monitoring and auditing, and a second list of potential new controls. These controls consisted of: Examples of best practices, ? Enhanced communication, ? Implementing standard operating procedures (SOP), ? Protocols for emergency response actions, ? Effective layouts, ? Efficient monitoring, and; ? Successful audits. This paper documents the process as it unfolded at the two mines, and analyzes the strengths and weaknesses of the MHRA technique as it applies to pillar recovery operations. This work was part of a larger NIOSH research project. NIOSH was responsible for: 1) facilitating the risk assessment process known as Major Hazard Risk Assessment (MHRA), 2) documenting the risk assessment process, and 3) providing mine management with a written draft summary of the risk assessment process. The results of the risk assessment represent the thoughts and opinions of the individual risk assessment teams and should in no way be construed as an endorsement of the risk assessment output by NIOSH or the University of Pittsburgh.
