INTRODUCTION During the past decade, disposal of mine and mill waste material has become an increasingly important issue. Problems of structural stability and seepage effects on stability have been well addressed, and significant technological advances have been achieved [(1-4)]. The primary problem currently facing industry in the waste disposal area is environmental protection. The greatest environmental concern is over the amount of seepage or leachate entering the ground or surface water systems. Methods to determine the quantity of water seeping from a tailings pond have also been covered in the literature [(5-23)]. However, much further work is necessary to fully implement these techniques to evaluate tailings pond performance and accurately predict the various influences of disposal management on seepage from mill tailings. This study is an effort to develop those necessary techniques. The partially saturated method of analysis which is discussed here is applicable to most situations involving seepage from waste piles. In a conventional type of tailings pond, a slime layer is ordinarily built up under the ponded area. This material will consolidate slowly from capillary pressures and the weight of material deposited above it. In situations where this consolidation results in a slime layer of lower permeability than the native foundation soil, a partially saturated flow condition will usually exist in the native soil. This will result in a smaller quantity of water entering the ground-water system than would be predicted by saturated flow analysis. The finite-element program used in this study was originally developed by Neuman [(17)] and is called UNSAT2. The program will analyze problems of saturated or unsaturated, steady or nonsteady flow and can be used with a variety of boundary conditions such as constant flux, constant pressure, maximum flux, minimum pressure, and with infiltration, evaporation, and seepage surfaces. The maximum conditions are controlled by exterior factors such as atmospheric conditions; but the actual flow in the porous media is determined by properties of the porous media. The Orchard Valley Mine, a large underground coal mine located in western Colorado, experienced a major mine fire during an idled Sunday on June 1, 1986. This mine had extensive problems with spontaneous combustion near the coal outcrop. Spontaneous combustion has been determined to be the probable cause of that fire. Preparing for a mine emergency was an on-going task. Once the emergency occurred, much of the preparation work was implemented and aided in controlling the situation. Later, the successes and shortfalls that arose from that emergency were analyzed for future course of action. This paper summarizes the activity that led up to the major fire, the handling of that emergency, the lessons learned, and the changes implemented.

The topic of this paper is to demonstrate the development of mobile crushing installations from throughput capacities of 200 tons per hour, to mobile and semi-mobile large- scale crushing installations with throughput capacities of 3,500 up to 10,000 tons per hour. Basis are approximately 140 mobile and semi-mobile crushing installations which have been built since 1956 or were on order in 1987. [FIGURE 1. Total Number of Mobile or Semi-mobile Crushing Plants] Sixteen of these approximate 140 mobile and semi-mobile crushing installations have a throughput higher than 3,500 metric tons per hour. Mobile crushers were developed more than 25 years ago in Europe for the quarry industry, which had special requirements - fairly low capacity, mostly softer and less abrasive material (limestone) and full mobility. So the majority of the units up to about 1980 were fully mobile, having a fairly small capacity and utilizing mainly hammermills, double roll and impact crushers. It was only when the mining industry and large quarries picked up the concept in the early 1980's that a drastic increase in capacity took place. Even though the first mobile crusher in a true mining application went into service in 1971, it took another 10 years before it proceeded in a larger scale. This trend was obviously supported by the drastic fuel price and energy cost increase in the mid 70's. Since the cost of conveying material is substantially cheaper than trucking it, the increase in energy cost, combined with increasing haulage distances provided a strong incentive. Figure 1 shows clearly the throughput distribution of all crushing installations and it also shows the sharp increase in the throughput capacities within the last few years.

Investment in minerals development usually entails big financial outlays. which will remain at risk for a long time before the venture can begin to generate a return cash flow. Before 'committing himself to such a venture the investor would be wise to carefully examine the possible consequences of his exposure to risk. In this context risk is defined in multiple terms, which relate the magnitude of possible loss with the probability that such loss may occur--normally the probability will decrease as the amount of possible loss increases. The analysis of risk is an essential component of the decision making process, especially so in the case of low grade high tonnage mining ventures where a very real possibility exists that future unfavorable circumstances may lead to losses that could cripple or ruin even the richest corporation. Wells (1979) postulates a rationale for making the investment decision under uncertainty based on the comparison of two independent risk criteria: 1) the risk inherent in the venture represented by the negative portion of the cumulative distribution of the net present value (NPV), as derived by a stochastic evaluation procedure, 2) the limits of risk the decision maker is willing to accept, taking account of the financial capacity-of the 'firm to absorb various levels of future cash shortfall should the venture prove disappointing. The chance the investor would be prepared to accept can be expected to decrease as the amount of the possible shortfall increases. The limits of acceptable risk are-defined by a curve called the "LL-curve" which can be directly compared with the cumu¬lative NPV curve. A positive investment decision is implied if the limits of acceptable risk are not exceeded.

Ground calcium carbonate (GCC) is used in the paper, plastics, paint, rubber, caulks, and sealants industries. The favorable properties of GCC include high whiteness and brightness, low hardness, and outstanding rheology in water systems. The quality of calcitic GCC ores, which include chalk, limestone, and marble, is dependent on calcite purity and the nature and quantity of ancillary minerals. Wet and dry grinding is used in the manufacture of GCC. Ore processed by optical sorting, flotation, and/or particle size classification has higher brightness and lower abrasion. GCC markets are a function of the product's properties, purity, and cost.

Flotation was introduced in phosphate rock processing in the late twenties and since then it has been an important part of the concentration process. More than two thirds of the rock produced in Florida is upgraded by the flotation process. Since no crushing or milling steps are involved in the material preparation, the flotation plant feed is coarser than in most other mineral flotation systems. During hydraulic processing of the rock, particles in the size range of -14, +150 mesh constitute the flotation feed. This size fraction is further classified by hydraulic sizers, stationary screens and vibrating screens into a coarse (-14, +35 mesh) and a fine (-35, +150 mesh) flotation feed. The flotation techniques for concentrating the fine feed as practiced by the Florida Phosphate producers have been standardized over the years, however, methods for upgrading the coarse feed differ from plant to plant. Acid-Base Accounting (ABA) is an analytical procedure that provides values to help assess the acid-producing and acid-neutralizing potential of overburden rocks prior to coal mining and other large-scale excavations. This procedure was developed by West Virginia University scientists during the 1960s. After the passage of laws requiring an assessment of surface mining on water quality, ABA became a preferred method to predict post-mining water quality,and permitting decisions for surface mines are largely based on thevalues determined by ABA. In order to predict the post-mining water quality, the amount of acid-producing rock is compared to the amount of acid-neutralizing rock, and a prediction of the water quality at the site (whether acid or alkaline) is obtained. We gathered geologic and geographic data for 56 mined sites in West Virginia, which allowed us to estimate total overburden amounts, and values for maximum potential acidity (MPA), neutralization potential (NP), net neutralization potential (NNP), and NP/MPA ratios for each site based on ABA. These values were correlated to post-mining water quality from springs or seeps on the mined property. Overburden mass was determined by three methods, with the method used by Pennsylvania researchers showing the most accurate results to actual overburden mass. A poor relationship existed between MPA and post-mining water quality, NP was intermediate, and NNP and the NP/MPA ratio showed the best prediction accuracy. In this study, NNP and the NP/MPA ratio gave identical water quality prediction results. Therefore using NP/MPA ratios, values were separated into categories: <1 should produce acid drainage, between 1 and 2 can produce either acid or alkaline water conditions, and >2 should produce alkaline water. On our 56 surface mined sites, NP/MPA ratios varied from 0.1 to 31, and six sites (11%) did not fit the expected pattern using this category approach. Two of eight sites with ratios <1 did not produce acid drainage as predicted (the drainage was neutral), and four of 40 sites with a ratio >2 produced acid drainage when they should not have. These latter four sites were either mined very slowly, had non-representative ABA data, received water from an adjacent underground mine, or had a surface mining practice that degraded the water. In general, an NP/MPA ratio of <1 produced acid or neutral drainage sites, between 1 and 2 produced mostly alkaline drainage sites, while NP/MPA ratios of >2 produced alkaline drainage with a few exceptions. ABA is a good tool to assess overburden quality before surface mining and to predict post-mining drainage quality after mining. The interpretation from ABA values was correct in 50 out of 52 cases (96%), excluding the four anomalous sites, which had acid water for reasons other than overburden quality.

A review of the advantages and disadvantages of plasma technology for metal and mineral wastes is presented. Examples of the use of plasma systems are given and possible future uses are outlined. Among the potential uses are treatment of electric arc furnace (EAF) dusts, the vitrification of nuclear wastes and the removal of toxic metals. Over the past few decades, plasma technology has been studied for potential applications over a wide range of metals/materials processing areas. One promising area of plasma technology applications is the treatment of industrial hazardous waste. The potential generation of hazardous and toxic waste by various industries has become a matter of public and political awareness. Environmental regulations have put stringent toxicity emission limits on disposable waste streams. An intensive research effort is currently underway in the area of hazardous waste treatment.

To help local governments plan for long-term supplies of sand and gravel for buildings and infrastructure, the Utah Geological Survey is assessing natural aggregate resources (mainly sand and gravel) in the St. George, Utah area. Whereas much of the aggregate in the study area is adequate for road-base construction, high-quality aggregate for Port- land cement concrete is limited due to geology, and also due to land administration and environmental issues. Virgin River alluvial gravels southwest of St. George are generally poor sources of aggregate because they contain clasts of soft sediments and soluble minerals derived from Mesozoic rocks. Elsewhere, widespread secondary calcium carbonate (caliche), as rinds and matrix in gravel, lower the quality of material. Young river-terrace deposits in Fort Pearce Wash, and along the Virgin River above St. George are the primary sources of sand and gravel for the area. Alluvial fans on the east side of the Beaver Dam Mountains, and on the west side of the Hurricane Cliffs are also sources of aggregate. Stream-channel deposits associated with "inverted valleys" north of the towns of St. George and Hurricane, Utah, and older pediment gravels on the west flank of the Beaver Dam Mountains may be future sources of high-quality aggregate. Accelerated urban development during the 1980s and early 1990s has caused St. George and other communities in Washington County to encroach upon sand and gravel pits originally located in rural, undeveloped areas. Urban residents often view nearby sand and gravel operations as undesirable neighbors and pressure elected officials to close the pits. Pit closures effectively eliminate the remaining reserve from the sand and gravel resource base of the area. More- over, resources may also be lost as new homes are built upon undeveloped sand and gravel deposits. The St. George area is particularly susceptible to loss of aggregate resources because high-quality natural aggregate for construction is already in short supply. Moreover, most of the land in the study area is administered by the U.S. Bureau of Land Management and subject to various land-use restrictions. Much of this public land cannot be developed for mineral materials, such as sand and gravel, because of federal regulations protecting rare plants and animals, archaeological sites, and important watershed areas. Of particular concern to resource development are areas designated as Areas of Critical Environmental Concern, Wilderness Areas, and Wilderness Study Areas. Protection for Endangered Species is a critical element in all planning efforts. Those species present in the St. George area or in areas near- by include: the desert tortoise, southwestern willow flycatcher, Virgin River chub, and dwarf bearclaw poppy. As the St. George area is depleted and/or deprived of sand and gravel resources through extraction and urbanization respectively, construction costs will rise unless conservation measures are instituted. To avoid the loss of aggregate resources, the UGS is pursuing a program of data gathering and field surveying of surficial deposits to determine tonnage and quality of the remaining sand and gravel resources. The resource information from this program will help land planners, developers, and government officials make informed decisions concerning urban development throughout the region.

Shotcrete is widely accepted as an indispensable form of ground control around the world. Other Surface Support Liners such as mesh have been around as long as shotcrete while other Thin Support Liners (TSLs) have been introduced in recent decades. TSLs, however, have yet to replace shotcrete in many applications believed to be “perfect” for them. On the other hand, some recently introduced technologies may be on the brink of meeting most surface rock support requirements economically and safely. This paper will discuss rockfall statistics, small rockfall prevention and compare different surface support liners such as mesh, shotcrete and TSLs. Additionally, a shaft sinking TSL application example will be presented.

The production of crushed stone in the United States has exceeded 1.0 Gtpy since 1987. Eighty percent of the crushed stone produced is used in the aggregate industry, accounting for over half of the quantity of natural aggregate consumed in the United States. Approximately 718 of the crushed stone produced in 1989 was limestone and dolomite followed by granite, traprock, sandstone and quartzite, miscellaneous stone, marble, shell, calcareous marl, volcanic cinder and scoria, and slate in order of descending volume (Table 1). Of the remaining 20% crushed stone produced in the United States and not used as aggregate, 12% is used in the manufacture of cement which is an important construction material. Only 8% of crushed stone is used in specialty products not associated with the construction industry. Therefore, this chapter will concentrate on crushed stone as used in aggregates, with occasional reference to other uses or to chapters which discuss specific nonconstruction uses of crushed stone. Construction aggregates are hard, essentially inert materials suitable for being formed into a stable mass by the addition of cementing or binding materials that produce a concrete by compaction, or by natural weight to produce a road or foundation fill. Aggregates are usually from 80 to 100% of the material volume of the construction masses in which they are used. Conditions necessary for a rock deposit to be developed for construction crushed stone include: Quality-should pass rigid specifications for strength and durability; Quantity-adequate volume of rock is needed to have a production life of at least 10 years, preferably 20 or more years; Market-must have adequate market to support a new crushed stone operation; Transportation-transportation cost must be competitive for the intended market; Environmental-the impacts of mining, processing and transportation of crushed stone on the environment at or surrounding the mine site must be within acceptable limits; Permitability-mining, processing and transportation of crushed stone must usually be permitted by governing agency. The following discussion will touch upon all facets of crushed stone operations from the mineral deposit and its geology to technology, uses, economic factors and end with governmental regulations of mining crushed stone. The sections are not designed to answer all questions, but rather to be an introduction to the crushed stone industry. Where more information is required, The Aggregate Handbook by Barksdale (1991) is recommended as the best general source.

Production scheduling is one of the most important factors affecting mine planning. A program -Mine Scheduler -that aids mining engineers with the setup of an optimum open pit production scheduling algorithm has been developed. A mathematical model for open pit scheduling that optimizes the Net Present Value of the cash flows was formulated. A simulated data is formulated as a Mixed Integer Linear Programming (MILP) problem. What&apos;s Best by Lindo Systems is used as the MILP solver in Microsoft Excel. The implementation of the algorithm focuses on problem setup, allowing users to easily evaluate, simplify, and develop the model that best fits their production scheduling.

Kaiser Steel Corporation&apos;s Eagle Mountain operations are located in Southern California at a distance of about 130 miles east of the Corporation&apos;s steel plant at Fontana, California, and at a distance of about 225 miles from the nearest harbors which are located at Long Beach and Los Angeles, California Although the Eagle Mountain ore bodies are strategically located with respect to the steel plant and the harbor facilities, they are not of a very high grade and &apos;the geologic nature of the deposit makes it very difficult to mine and to concentrate. The iron ores occur as partial replacement of older zones mainly within dolomites and to a lesser extent within quartzites and quartz monzonites. The alteration was extremely variable and generally resulted in the formation of pyritic magnetic which, in part of the ore body, was leached to remove the pyrite and change the magnetite to hematite. Although the overall ore body is large, a major portion of it contains sulfur in the range of 1.0% to 5.0%. Obviously, this is too high a sulfur content for direct use in blast furnace feed.

Australia is the world&apos;s largest coal exporter, and technological advancement is a key element of the coal industry strategy. The issues include: increased recovery of saleable coal; enhanced quality, i.e. lower ash, moisture, fines, phosphorus (sulphur is a relatively minor problem for Australian coals); better quality control; higher throughputs/lower costs; improved handling and transport; and reduced environmental impacts. In process terms, many coal preparation operations, particularly fine coal circuits, are relatively inefficient, and all circuits must also be matched and integrated for optimum overall operation. A holistic approach to technological improvement is desirable. This paper summarises research and development efforts, within CSIRO and its collaborators, across the unit operations as outlined in the title.

The integration of interactive computer graphics technology with data analysis tools can assist in the evaluation of deposit models: the super- imposition of mine openings on complex geology can be quickly perceived using dynamic visualisation, colour-coding and transparency control while analysis functions assist in quantifying displayed information. To illustrate the functionality of such integration a research prototype system is presented which allows the interactive visualisation and evaluation of deposit models comprising both structural boundaries and the distribution of continuous properties.

Since the critical role of oxygen in xanthate flotation of sulphides was established (1) subsequent studies have been concerned mainly with the galena-xanthate system. It is therefore surprising to find at the conclusion of a comprehensive review of the topic by Granville, Finkelstein and Allison (2) that it was not possible for them to draw unequivocable conclusions on the mechanism of xanthate adsorption. It was apparent that some new advances were likely if systems other than galena-xanthate (Pbs/x-) were examined. (2) Specifically a less reactive sulphide such as ZnS may interact with flotation reagents at a slower rate than PbS and more information per unit time gathered. Again ZnS is far less reactive electrochemically than PbS or stated equivalently, it is a poorer semiconductor than PbS. More importantly, the ability of ZnS to act as a semi-conductor can be controlled photochemically rather than by direct doping reactions for which it is difficult to assess the uniformity of doping. Thus the conductivity of ZnS can be made the same as that of PbS by irradiating the ZnS with ultraviolet light at circa 360 n.m. (3)

Recent publications indicate that there is a rising interest in the field of mining method selection, and increasing efforts are being undertaken to develop satisfying solutions. Yet, computer assistance for mining method selection (MMS), or in other, terms assistance in the (pre-)feasibility state of a project, still lags behind the computer application in other mining activities. This is true for research as well as for application. This paper is intended as a contribution to the development in computer-assisted mining method selection, and focuses especially on underground hard-rock mining. It is structured in four main parts. The first deals with general aspects of mining method. selection within the process of mine planning, and with problems and requirements which derive from this specific situation. In the second part some numerical MMS-approaches hitherto published are briefly introduced, and investigations on these approaches are discussed. Based on .these experiences, in the third part an analysis of the complex system MMS is presented. It focuses on heuristics, influencing factors, objectives, assessment-routines and mining methods, and emphasizes the essential necessity of a profound mining method description (MMD) specially developed for the requirements of MMS and numerical processing. Accordingly the fourth part of this paper presents a mining method description model developed at the Department of Mining Engineering, Montan-University Leoben (MUL), Austria. It describes the consequences of the investigation, in particular the new mining method description model, on &apos;the design of a MMS-system. The paper closes with a outlook on the possibilities of an successful MMS-system being realised.

Our study focuses on the geology, hydrology, and geochemistry of a variety of molybdenum (Mo) porphyry systems. The systems are either high fluorine, granite, Climax-type, systems (e.g. Mount Emmons/Redwell Mo deposit, Colorado and Questa Mo deposit, New Mexico) or low fluorine granodiorite systems (e.g. Buckingham Stockwork Mo deposit, Battle Mountain, Nevada and Cannivan Gulch Mo deposit, Montana). The water quality of streams, natural springs, mine discharge, and ground water from drill holes were assessed in the region of these deposits. The ultimate goal of our study is to understand the environ-mental behavior of these Mo porphyry systems in the context of geologic setting, hydrologic regime, and climate.

9.1-CLASSIFICATION OF MINERAL DEPOSITS AND ROCK MATERIALS After a mineral deposit has been discovered, delineated and evaluated, the next step is to select a mining method that is physically, economically and environ- mentally adaptable to recovering the mineral from the deposit. The term "mineral deposit" is used to denote a concentration of mineral (including rock and coal). Even where there is considerable past experience available, many of the critical design criteria must be determined utilizing only information obtained from an examination of exploratory drill core specimens. The factors that affect this selection are as follows: (1) the spatial characteristics of the deposit (size, shape, attitude and depth); (2) the physical (or mechanical) properties of the mineral deposit and surrounding rock; (3) ground water and hydraulic conditions; (4) economic factors, including grade of the ore. comparative mining costs and desired production rates; and (5) environmental factors, such as the preservation of the surface overlying the mine, and the prevention of air and water pollutants. Of these factors, the spatial characteristics of the deposit and the physical (or mechanical) properties of the mineral and surrounding rock limit the methods that can be employed to mine it. Six types of mineral deposits are recognized, as follows: 1. Massive-A deposit of considerable lateral and vertical extent in which mineralization (or ore) is relatively uniformly distributed. Disseminated copper ores are typical deposits. Dome salt also is included in this classification. 2. Bedded or Tabular-A mineral deposit that parallels the stratification, most often in sedimentary rock, usually laterally extensive, and of limited thickness. Most coal measures and some evaporite mineral deposits (e.g., potash) fall in this class. 3. Narrow Vein-A zone or belt of mineralization (ore) typically long, narrow (less than 10 ft), often dipping steeply, and usually lying within boundaries separating it from neigh- boring rock. Many gold and other metallic minerals occur in narrow veins. 4. Wide Vein-As defined under narrow vein except that the vein thickness is greater than 10 ft. 5. Lentictclar or Pocket-An isolated ore body, or an enrichment of limited vertical and horizontal extent in a massive, bedded or vein deposit. Lead, zinc and iron ores often occur in this type of deposit. 6. Placer-A surface or near-surface deposit, usually tabular and may be of consider- able areal extent, containing mineral particles (e.g., gold, platinum) in detritus (e.g., sand, gravel). The rock materials associated with mineral deposits are classified as follows: 1. Detritus-Sediments and other accumulations of solid particles produced by the mechanical and/or chemical disintegration of rocks, and usually having a low cohesive strength and very low compressive strength (e.g.. soil, sand, gravel, alluvium, playa). 2. Jointed and Fractured-Unbonded-A rock mass, often occurring on or near the surface or in fault zones, in which the joints or fractures contain alteration or decomposition
