"With decades of development and exploitation of coal resources, the first batch of coal-based cities in China are faced with the challenge of economic shrinkage and environment deterioration due to the rapid resource exhaustion and single industrial structure. Nowadays, as a policy instrument for sustainable development, a nationwide circular economy mode has been implemented during the design and planning of new coal mines to address the challenges arising from economic depression, energy shortage and environmental pollution. It should be mentioned that several national coal bases and most of constructing and planning coal mines are located in the underdeveloped areas in the Midwest of China which means that the distance between supply source for energy resources and the demand market is significantly increased. Moreover, the eco-environment vulnerability in these rural areas should be taken into serious consideration. Therefore, after comparison and analysis with several successful coals based and diversified circular industry chains, this paper presents a case study on the circular economy park (CEP) in the northwest of Shanxi Province. Through discussion and evaluation of ‘1+3’ mode in the CEP, this paper aims to enhance the understanding of coal mine sustainable development and shed light on the relationship between resources exploitation and local economic development.1. Introduction Earth's fossil energy resources are crucial to both economic prosperity and human well-being. Taking coal mining and consumption as an example, coal has been widely used to generate electricity since the 1880s, and more than 40% of the electricity globally is provided by coal nowadays. However, as one of the largest worldwide anthropogenic sources of carbon dioxide releases (39% of global CO2 emissions), the extensive excavation and utilization of coal have brought a series of side effects to both natural environment and human health (Wikipedia 2017). As the largest coal producer and consumer in the world, China is leading the list over the past decade (as shown in Figure 1) (BP 2016). The excavation and utilization of coal resources have made a crucial impact and irreplaceable contributions to China’s industrial development and economic prosperity (Long and Zhang 2009). However, most of the air pollution in China are also attributed to the simplified and extensive exploitation of coal resources, e.g., 90% of SO2, 67% of NO, 70% of smoke ashes, and 70% of CO2 in 2016. In recent years, most of North China and the developed coastal areas were wreathed by smog due largely to the oversimplified extensive utilization of coal, suggesting that the development patterns of coal utilization need to be reshaped so that both the biosphere and humanity could thrive equally."

INTRODUCTION Since the first introduction of explosives into mining operations, safety considerations have prohibited the use of machinery in association with the explosives. Only within the last 25 years has this situation changed appre¬ciably; the closest thing to "machinery" used by a powderman in the "old days" was his wooden tamping stick. With the blackpowder and dynamite used during the first 150 or so years of mining blasts, substituting a drill steel or a metal "spoon" invited serious disaster. With the advent of ammonium nitrate-fuel oil (ANFO) explosives (1950s) and water-gel explosives (1970s) for underground blasting, machinery started to play a large part in blasting procedures. The lower sensitivity of ANFO and water gels allows these prod¬ucts to be loaded in a variety of safe ways. Not only has this meant cost savings in labor and blasting materials, but it has also resulted in whole new mining concepts where the limitations of dynamite previously made those concepts uneconomical, impossible, or excessively risky. Increasingly (totally for some mines), the traditional tamping stick has given way to a variety of pneumatic machines for loading explosives and blasting agents. The resulting blasting operations have become safer, more efficient, less uncomfortable for personnel, and a major step forward in mining technology. ANFO LOADING EQUIPMENT Three basic types of loaders are used for ANFO explosives, these being the pressure-vessel loaders, Venturi loaders, and combination loaders. Pressure-Vessel ANFO Loaders ANFO consists of prilled ammonium nitrate (porous pellets I to 2 mm in diam) and fuel oil in the appro¬priate 94 to 6% blend. The material is fairly dry, pourable, and easily conveyed by an air stream. One device or system for handling (hole loading) ANFO is the pressure-vessel loader. ANFO is dumped into the vessel or "pot," and the vessel then is pres¬surized. The ANFO is conveyed out of the bottom of the vessel into a semiconductive hose that has been inserted into the blasthole. Fig. 1 illustrates a typical pressure-vessel loader in use. Applications: The use of pressure-vessel loaders is widespread in room-and-pillar mines, including salt, potash, trona, lead, and other rubber-tired mines where the heavy pressure vessels can be mounted on a vehicle for transport from face to face. The vessel often is large enough to hold eight or more 23-kg (50-1b) bags of ANFO, so several faces can be loaded before refilling. The main constituents of flat glass are the eight commonest elements of the earth's crust. Five of these, silicon, sodium, calcium, magnesium and oxygen are essential. Two more, Aluminum and potassium have beneficial properties. For colorless glasses iron is undesirable, in standard clear glasses a small amount of iron is tolerable, while for most tinted glasses iron is essential. These elements are present in glass as oxides and because they are so common there is no foreseeable resource shortage. The availability of supplies of materials at particular sites at prices which enable a glass manufacturer to be competitive may be another matter. In this paper it is intended to provide a historical perspective to the current situation, to contrast some of the traditional North American and European practices, and to progressively review some of the driving forces for future change and to attempt to assess their effects upon both raw material supplier and consumer.

The Bureau of Mines has studied the impact of shuttle car movement on face ventilation. Real-time measurements of air velocity, methane gas, and respirable dust were recorded and compared with a time study of face shuttle car movement. Work was conducted in a blowing face ventilation section where a scrubber-equipped mining machine operated. Air velocities decreased by an average of 35% as the shuttle car entered the face, restricting air flow, and increased by an average of 35% as the shuttle car pulled away from the face, drawing with it additional air. Return air methane levels follow the face air flow volumes, decreasing as air volume increases. The surge of air created as the shuttle car leaves the face helps to dilute methane. Respirable dust levels, however, were found to increase as the air flow increased and decreased the scrubber capture efficiency.

FTIR spectroscopy is used to study the ad¬sorption of an oxidized starch on hematite, corundum, and quart: substrates. The difference spectrum of the adsorbed starch on hematite indicates surface reactions involving -CH2OH and -COH groups and shows striking similarities with that of the ferric-starch system, suggesting chemical interaction between the iron of hematite and the starch adsorbate. The IR spectra of starch adsorbed on corundum and quart: show no evidence of chemical interaction, although hydrogen bonding is apparent. The extent of adsorption of starch on hematite. corundum, and quartz decreases along the series. The evidence for chemical interaction of starch with hematite is further obtained by the X-ray photoelectron spectra of starch adsorbed on hematite, showing noticeable decrease in peak positions of O(Is) and C(Is) of free starch. The Mössbauer spectrum of hematite with stanch adsorbed on it complements these findings.

The Pacific Northwest Laboratory (PNL) is developing cover technology for uranium mill tailings that will inhibit the diffusion of radon to the atmosphere. As part of this cover program, an improved radon flux measurement system has been developed. The radon measurement system is a recirculating, pressure-balanced, flow-through system that uses activated carbon at ambient temperatures to collect the radon. With the system, an area of 0.93 m2 is sampled for periods ranging from 1 to 12 h. The activated carbon is removed from the radon trap and the collected radon is determined by counting the 214Bi daughter product. Development of the system included studies to determine the efficiency of activated carbon, relative calibration measurements and field measurements made during 1980 at the inactive tailings pile in Grand Junction, Colorado. Results of these studies are presented.

Knife River Coal Mining Company's Beulah Mine is a multiple seam lignite operation located in western North Dakota. The mine began production in 1963 with annual production at 450,000 metric ton and now produces 2.2 mm ton. As development progresses, operations have advanced into more complex geologic areas. Various techniques have been analyzed to maximize coal recovery in a cost effective manner. Additional studies are on-going to determine what changes will be implemented as we encounter deep wet sands in the reserve area.

Since the 1975 International Mine Ventilation Congress in Johannesburg there has been a trend in South Africa towards making the mine ventilation departments responsible for monitoring the total environment. This includes the taking of noise and illumination measurements and there is in fact a debate taking place as to whether the departmental title should be changed to 'Environmental Control Department'. The organisers of the 2nd international Mine Ventilation Congress have decided that noise and illumination will not be included as Congress subjects and 'Total Environment' includes only those facets which are open to debate at the Congress. The choice of mine is significant in that while most Congress papers from South Africa will be devoted either to coal mining or to the somewhat unique deep level gold mines, Prieska Copper Mine is a mine which can easily be identified with similar mines in many other parts of the world. The mine is situated some 750 km south west of Johannesburg and about 600 km north east of Cape Town. Current production (ore and waste) is about 340 000 tons per month and the total underground labour force is just over 2 000. The ore body is a massive sulphide, the main minerals being copper and zinc and the method of mining is sub-level open stoping. Daily average surface temperature conditions range from 85°F (29.5°C) dry bulb and 69.8°F (21°C) wet bulb in mid-summer to 42°F (5.5°C) dry bulb and 36.5°F (2.5°C) wet bulb in mid winter. The information presented in-this paper is limited to what can be gathered by mine ventilation staff as part of an on-going exercise and is obviously not as comprehensive as would be the case if a fully equipped research establishment were to become involved. The paper will be divided into three sections 1) Gases 2) Dust 3) Heat In each section statutory and/or other standards will be set down followed by a discussion of assessment and in some cases control methods.

Budgets are key financial and behavior drivers for most businesses, including mining. Budgets are used to link strategic objectives to tactical decisions, to measure performance, and to provide basic financial planning. More accurate and pertinent budgets should result in improved strategic decision making and performance measures. This paper discusses how a process based production and cost database, based on activity based costing models and the one year production plan, can be used to create the annual budget for an operating mine as an Activity Based Budget (ABB). A case study is used to compare budgets derived from traditional methods and an ABB approach. It is evident that the ABB method is more accurate.

Holes cored through the Prairie Creek lamproite volcanic complex at the Crater of Diamonds State Park by companies interested in the site's commercial diamond potential give an opportunity to redefine the size and shape of the Prairie Creek pipe. Relationships of cored rock sequences and the discovery of a previously unrecognized major rock type allow a reinterpretation of the sequence and type of intrusive activity. Trench sampling of diamondiferous rock units yielded a diamond content far below what was anticipated based on an estimate from historical records. Inadequacies of shallow bulk-testing methods for a diamondiferous pipe are examined.

Eminent Domain is the power of the government or municipality to take property for public use without the consent or acceptance of the owner. Typically the agency taking the property will make an offer on the property, hoping that the owner will immediately accept and allow work to begin. If a mutual resolution regarding the property value cannot be reached, however, the municipality will condemn the premises and institute a condemnation action in a court of law, which is when the problems begin. The power of the government to take the subject property is limited by the Federal and State constitutional duty to pay "just compensation" for the property.

The Cerro Vanguardia mine is an AngloGold Limited operation in southern Argentina that includes multiple open pits and a hybrid Merrill-Crowe and CIL circuit to recover gold and silver from oxide ore. Operations were commissioned at the site in 1998, which included a plant in the metallurgical circuit to recover cyanide from mill tailings. The cyanide recovery plant was initially configured to process tailings slurry and achieved greater than 90% cyanide recovery from tailings containing about 600 to 800 mg/L WAD cyanide (as CN). The cyanide recovery circuit was operated in this manner for approximately eight months, during which time the consumption of sulphuric acid and sodium hydroxide was relatively high, leading to high rates of scale formation in the acidification tank and stripping towers. In July 1999, several piping changes were made in the cyanide recovery system to permit its operation with clear solution, which reduced the sulphuric acid consumption and eliminated scale formation in process equipment. The cyanide recovery system currently operates with a two-stage counter-current decantation (CCD) circuit which provides clear solution for processing in the cyanide recovery plant. The cyanide recovery efficiency now averages about 90% to 92% from solution containing about 350 mg/L WAD cyanide (as CN). Recovered sodium cyanide now accounts for about two-thirds of the total cyanide added to the leaching circuit. This paper presents a description of the cyanide recovery plant and details regarding its current operating efficiency.

The Bureau of Mines, together with Foster Miller Inc., has developed a compact, high pressure scrubber system for continuous miners. Powered by water energy alone, it can move up to 1.4 m3/s (3,000 cfm) of air and scrub a significant amount of the dust in the air. Full- scale model and underground trials showed excellent performance. Operated at 8.3 x 10[3] kPa (1,200 psi) and 38 L/m (10 gpm), the scrubber has reduced operator and return dust concentrations by more than 50 pct. This paper describes the full-scale model development, system fabrication and underground evaluations of this novel and inexpensive scrubber.

Extraction of manganese, gold, and silver from a low-grade manganiferous-silver ore was investigated by thiourea leaching followed by standard cyanidation. The levels of reagent concentrations in this investigation were 0.0 -1.0 M thiourea and 0.0 -1.0 M sulfuric acid. Temperature and agitation speed were maintained at Z5 °c and 300 rpm, respectively. The dissolution of gold, and silver was shown to be dependent mainly on sulfuric acid and thiourea concentrations. In general, 50.0 % Ag, 98.0 % Au, and 75 % Mn were recovered from a Mn-Ag ore by thiourea leaching. Overall silver extraction of 98.0 % was obtained by cyanidation after thiourea leaching. Thiourea leaching of sodium bisulfite leach residues was also studied, and the total extraction of gold and silver were 97 % and 40 %, respectively. Finally, a two-stage thiourea leach was also investigated.

INTRODUCTION Froth flotation is the most widely used and economic means of concentrating metal sulfide ores such as those containing copper, lead, zinc, nickel, molybdenum, and pyrite. Also recoverable are other metal species that are often associated with sulfide ores such as cobalt, platinum, gold, silver, etc. Froth flotation is a physico-chemical process for separating finely ground minerals from their associated gangue material. The process involves chemical treatment of a finely divided (ground) ore in a water pulp to create conditions favorable for the attachment of certain of the mineral particles to air bubbles. The air bubbles then carry the selected minerals, called valuable, to the surface of the pulp to form a stabilized froth which is removed and recovered. The unattached gangue material remains submerged in the pulp and is either discarded or reprocessed. To obtain the adherence of the desired mineral particles to the air bubbles, at least two specific steps must occur: a hydrophobic (water hating) surface film must be formed on the particles to be floated along with a hydrophillic (water wetting) film on all other particles; and a controlled bubble surface tension interface must be maintained, allowing for high particlelbubble collision frequency and efficient attachment or sticking of the particle to the bubble once collision has taken place. In most flotation applications, the above two steps are controlled by chemical flotation reagents. The collector is a chemical reagent which produces the hydrophobic film on the valuable mineral particle and is the primary driving force that initiates the flotation process. The frother is a chemical reagent which influences the collision frequency and attachment efficiency of hydrophobic particles and air bubbles. Thousands of research papers and books have been published on the chemical theory behind sulfide mineral collectors, e.g., Fuerstenau (1962), Fuerstenau (1976), Fuerstenau, et. al. (1985), King (1982), Leja (1982) and Moudgil and Somasundaran (1987), This article will only address and summarize some of the more practical aspects of collector usage. The industrial scale practice of froth flotation in sulfide mineral concentration has changed little since the 1950's. For example, of the approximately 80,000 metric tons of sulfide mineral collectors used commercially (1980) in the free world, almost 98% were known and manufactured in some form 25 years ago. A very interesting and informative history of collector development has been given by Crozier (1984). In addition, the industrial scale practice of froth flotation applied to sulfide ores has proceeded since the 1920's with often little direct (predictive) scientific explanation due to the extreme complexity of the flotation process. Empirical testing has been a mainstay of industrial flotation reagent development and use. Even today there is often strong disagreement between researchers as to the mechanisms of chemical flotation practices that have been performed successfully at an industrial scale for many years. As a result of the above environment which makes reagent cost/performance analysis difficult for new reagents, there is a strong tendency for the flotation operation to use, and reagent companies to supply, as cheap as possible raw materials and manufactured products that are quite general in application. In the last 20 years or so, there has been increasing technical effort to tailor make reagents for specific applications, but to date such work has had little commercial impact. It is clearly the hope of this author and others that this situation will change in future years as technology improves and pressure for improved flotation performance intensifies. This article is a condensation of collector usage trends quantified as part of a comprehensive industrially oriented applications program on froth flotation organized by Klimpel and coworkers (1979-1987) and as reported in various countries that participated in the program from 1978-1983. While respirable dust monitoring has long been done on the basis of mass concentration, it is increasingly recognized that specific dust characteristics may play an important role in health outcomes. Scanning electron microscopy with energydispersive X-ray (SEM-EDX) can be used for detailed particle analysis, but the quality of results can be dependent on the sample substrate; ideally, particles should be deposited on a smooth, uniform substrate like polycarbonate (PC). While direct air sampling onto PC filters is possible, this is not the standard approach in many situations. For example, in coal mines, polyvinyl chloride (PVC) filters are often used. They enable conventional mass-based analysis — of the total respirable dust, and the content of crystalline silica in this fraction — but are fibrous and thus not ideal for SEM-EDX or other microscopy. To address this issue, the current work tested a simple method to recover respirable dust particles from PVC filters and redeposit them to PC. Results generally indicated that recovered particles are representative of the original dust sample in terms of mineralogy distributions. Where this was not the case, the issue appeared to be with high particle loading density during SEM-EDX work rather than related to the recovery/redeposition method itself. This bodes well for applications where a single PVC filter sample could be used for nondestructive analysis to determine respirable dust mass and/or respirable silica mass, followed by preparation for SEM-EDX analysis to evaluate particle characteristics. The recovery and redeposition method might also be adapted for other applications, such as to enable the analysis of respirable dust samples collected by the continuous personal dust monitor (CPDM).

On the basis of tonnage, the sand and gravel industry is the second largest nonfuel mineral industry in the United States. In 1990, the production of sand and gravel was 927 Mt valued at $3.4 billion. California, which leads the nation with more than 126 Mt, together with Texas, Washington, Michigan, and Ohio, account for 36% of the total production in the nation (Table 1). In commercial usage, sand applies to rock or mineral fragments ranging in size from particles retained on a No. 200 Sieve (0.074 mm openings) to those passing a No. 4 Sieve (4.76 mm openings). Gravel consists of rock or mineral fragments larger than 4.76 mm, ranging up to 88.9 mm maximum size. The construction industry consumes 97% of the sand and gravel produced; the remainder is sand used for specialized products such as glass (see chapter on Industrial Sand and Sandstone and Glass Raw Materials). Utilization The building industry uses sand and gravel chiefly as aggregate in portland cement concrete, mortar, and plaster; the paving industry uses sand and gravel in both asphaltic mixtures and portland cement concrete. Aggregate is commonly designated as the inert fragmental material that is bound into a conglomerate mass by a cementing material such as portland cement, asphalt, or gypsum plaster. Sand and gravel is also used as construction fill, road base and subbase, and decorative material. Portland Cement Concrete Aggregates: Portland cement concrete consists of sand and gravel surrounded and held together by hardened portland cement paste. Concrete mixes commonly contain 15 to 20% water, 7 to 14% cement, and66 to 78% aggregate. Sand and gravel used as concrete aggregate have to meet many requirements (Goldman and Reining, 1983). Premature deterioration of concrete has been traced in many instances to the use of unsuitable aggregates. Asphaltic Aggregate: Asphaltic mixtures used predominantly for paving consist of combinations of sand, gravel, and mineral filler (material finer than 0.076 mm), uniformly coated and mixed with asphalt produced in the refining of petroleum. Sand and gravel used as asphaltic aggregate must meet the same general physical requirements as materials used for portland cement aggregate. GEOLOGY General Requirements of Aggregates Construction aggregate has many requirements that are difficult to meet if only unprocessed material from natural deposits is used. Suitable material is composed of clean, uncoated, properly shaped particles that are sound and durable. Soundness and durability are terms used to denote the ability of aggregates to retain a uniform physical and chemical state over a long period of time so as not to disintegrate when exposed to weathering and other destructive processes. Individual particles must be tough and firm, possessing the strength to resist physical stresses and chemical and physical changes, that may cause swelling, cracking, softening, and leaching. The aggregate should not be contaminated by excessive clayey material, silt, mica, organic matter, chemical salts, and surface coatings. Physical Properties: The quality of aggregate depends upon its physical and chemical properties. These, in turn, may be inherent mineralogical and textural features of the rock or may be the effects of later changes such as tectonics, mechanical or chemical weathering, or incrustations. The physical properties most significant for concrete use are: 1) abundance and nature of fractures and pores, 2) particle shape and surface texture, and 3) volume changes which may occur because of freezing and thawing or wetting and drying. An aggregate is considered to be physically sound if it is adequately strong and capable of resisting the agencies of weathering without disruption or decomposition. Minerals or rock particles that are physically weak, extremely water absorptive, and easily cleavable are susceptible to breakdown. The use of such materials in concrete reduces strength or leads to early deterioration by promoting weak bond between cement and aggregate, or by inducing cracking, spalling, or popouts. Severely weathered, soft, micaceous, or porous materials may cause localized stresses to develop in concrete by swelling and shrinking during wetting and drying or freezing and thawing cycles. Physical Suitability of the Various Rock Types. Sedimentary rocks have a wide range in physical and chemical qualities. Sand- stones and limestones, if hard and dense, are ordinarily satisfactory, but many sandstones are friable and excessively porous and commonly are clay-bearing. Shales generally make poor aggregate material, being soft, weak, and absorptive. Most igneous rocks are satisfactory, being normally hard, tough, and dense. Tuffs and certain flow rocks may be extremely porous and have high water absorption and low strength. Metamorphic rocks differ in character. Most quartzites are massive, tough, and dense. Fine-grained marbles are usually durable, but coarse-grained marbles have low abrasion resistance. Gneisses are ordinarily very tough and durable. Some schists contain micaceous minerals that are undesirable because they are soft, laminated, and absorptive. Micaceous minerals are susceptible to splitting along cleavage planes and thereby impair particle strength and durability. Some schists and slates in particular are thinly laminated and tend to assume flat slabby shapes that lack strength-and do not pack well. Any or all of these rock types may be rendered undesirable because of harmful exterior coatings. Weathering processes, particularly the action of ground waters, deposit these coatings. The most common coatings are calcium carbonate, clay, silt, opal, chalcedony, iron oxide, manganese oxide, and gypsum. Particles with these coatings are undesirable as aggregates because the bond between particle and coating may be weak, and decreasing the strength of the aggregate-cement bond.

The Jerritt Canyon Joint Venture project is located approximately 50 miles (80 km) north of Elko. Nevada, U.S.A. and produces between 250 and 300 thousand ounces of gold annually. The Joint Venture is 70% owned by Independence Mining Company and 30% owned by Meridian Gold Company. Independence Mining Company is the operator. The Jerrin Canyon Joint Venture started operations in 1980 mining a series of open pit mines. Since the early 1990's, the discovery of deeper ores has required the joint venture to develop and mine a significant portion of its annual production utilizing underground mining methods. Underground production started with the West Generator Mine in 1993 followed by the Murray Mine in late 1994. Presently, two additional underground projects are being developed. Underground mining at Jerritt Canyon is budgeted to produce 128 thousand ounces in 1997. This paper documents the major transition/redevelopment of the Jerritt Canyon mining methods.

Experiences gained using computers in the mining and geological environment have shown that it is quite rare for a system or the data it stores to be truly stand alone. Just as the mining enterprise aims to have a smooth integration of operations from exploration through mining and extraction to sales, so it should develop all its information systems within an overall framework or architecture which covers the applications and data as well as the computer hardware and communications. This paper discusses methods of achieving such an architecture, and describes some of the benefits it can have on the development and implementation of information systems. The key aspects are the identification of the business functions and the data that they use, and ensuring that the IS plan supports the overall objectives of the enterprise. Hardware and communications policies should be based on the plans for the applications and data, rather than the reverse.
