Central system of ventilation, adopted almost universally in coal mines of India and elsewhere in the world, has often proved deficent in providing a cost effective solution to the acute ventilation problems of remote workings in many mines. Loss of air due to leakage through a number of stoppings, doors etc. and accumulation of heat and moisture by intake air on its way to a working through long and circuitous route are the main unavoidable reasons for low efficiency of the system, sluggish and oppressive ventilation of workings. Multi-zonal ventilation system using large diameter bore holes for feeding fresh air in the mine close to a working has been proposed as a viable economic alternative. The method promises to provide congenial environment at working faces without resorting to air conditioning or use of booster fan. Optimum location and diameter of bore holes as well as general design procedure have been dealt in the paper. Finally, the technical as well as economic advantages of the method over the conventional design have been highlighted with the help of a case study where ventilation system of an extensive shallow mine in Central India has been redesigned according to the old and the new concepts. The methodology is general enough for adoption elsewhere in other mines under similar circumstances.

Fine grinding in an air swept and a grate discharge ball mill working in closed circuit with a forced vortex air classifier has been investigated in continuous laboratory scale. Minerals with different physical properties were ground down to 40, 20, and 10 micron top size. The shape of the product particle size distribution curve was investigated and specific surface (BET) was measured. During production of material with top size of 40 microns in an air swept mill, the capacity was up to 25% higher when compared to a grate discharge mill. This difference dropped to 180A during production of 10 micron top size material. A corresponding decrease in power consumption was observed. An important finding is that by regulation of the air flow rate through the mill, it is possible to achieve products with different specific surfaces and particle size distribution curve steepness. During production of the 10 pm material, the specific surface could be varied in the range 3 to 4.5 m2/g. Such powders could hardly be produced in a grate discharge mill because fine particles coated the grinding media and the lining. On the other hand the internal classification in the air swept mill kept the size distribution of the mill content relatively free of fines. This prevented a similar slowing-down of the air swept grinding process.

Tailings disposal has been a problem for the mining engineer since the beginning of the metal milling process. Disposal systems in common use have evolved as the most economic method for the disposal of an unwanted waste material within the disposal restrictions in force at the time of construction. As restrictions are constantly being expanded, the design requirements for tailings disposal systems are also being enlarged. However, proper design will always be to provide the most economic disposal system that will meet current safety and pollution requirements. This paper presents a brief description of some of the design features of tailings disposal systems in common use and presents specific design features of the gypsum tailings disposal pond at Kimberley, British Columbia, owned and operated by Cominco Ltd.

Most of the bauxite deposits in Europe belong to the karst type. They are located mainly ill Southern Europe along the Mediterranean Sea and in the Ural Mountains. Lateritic bauxite deposits occur on the Russian Platform, in Poland, Northern Ireland and in Turkey. Tikhvin-type deposits arc found on the Russian Platform. Bauxite formation in Europe started in the Middle Devonian. The main bauxite forming period was the Upper Cretaceous. Very few bauxites are younger than Eocene. Most deposits are covered by overburden of up to 1000 m. Prospecting is carried out by drilling. Several geophysical methods are used to detect the hidden deposits. Geostatistical methods were introduced in several countries for evaluation of the reserves and the geometry of the deposits. Data on bauxite production are given for 1982 and since the beginning of mining in Europe.

The CANMET diesel-related work, carried out in cooperation with the Canadian mining industry, resulted in the identification of several useful R/D studies. One such study was the development of a dash-mounted alarm signal system to indicate overexposure of production LHD diesel vehicle operators to toxic contaminants in a mine environment. The resulting instrument has been called the [CO2 Exposure Meter]. This meter is particularly applicable to LHD machines because previous investigations have indicated that operators of LHDs and some haulage truck drivers are exposed to up to 200% of the contaminant concentrations measured in the general mine return air. This paper describes the development of the system which continuously monitors and displays the operator's exposure to diesel pollutants, and indicates an overexposure by an alarm light. The overexposure limits are preset by mine personnel based on carbon dioxide (CO2) measurements, which in turn are related to simultaneous spot respirable combustible dust (RCD) measurements (or to Air Quality Indices - AQI, if available). The CO2 settings are, in general, related to the engine/exhaust treatment selections, vehicle duty cycle and local ventilation rates and efficiency. The system continuously displays one of three lights: green for underexposure, yellow for caution, and red for overexposure. Overexposure can occur for several reasons, such as: reduced ventilation, malfunction of the diesel vehicle, and excessive airborne contaminants. The paper confirms satisfactory operation of the system in a laboratory-simulated mine environment, as well as in field trials.

Shotcrete is used both in mining and tunnelling for supporting rock. Both dry and wet processes are used for shotcreting, and each produces good quality concrete. Thick shotcrete layers function as a concrete arch supporting loose rock. Thin layers prevent relative movements between the blocks of rock due to the fine concrete in the cracks and joints. No progressive fallouts occur since key blocks are kept in place. Rockbolts are often used together with shotcrete in order to create an arch around the tunnel making the rock to support itself. Shotcrete is sprayed either manually or by means of mechanized equipment. The aim is to spray required the layer thickness in one pass and with a minimum amount of rebound. Sprayed layers should also be as even as possible. The tip of the nozzle should be moved in circular movements. The shotcrete should be sprayed at a right angle to the rock surface; the optimum distance from the nozzle to the application surface must be found by experiment. In a mine shotcreting forms a materials handling system which includes batching, transporting and the actual shotcreting. The equipment used vary depending on the spraying method, mining conditions and the location of the mine. Shotcreting is performed with a purpose-designed unit in most cases where operation is mechanized. The shotcreting unit consists of a spraying machine with a hose and a nozzle, an additive system, a manipulator and a mobile carrier with all the necessary controls and accessories. The key element of the unit is the shotcreting manipulator which holds and guides the nozzle as required. The manipulators currently in use are hydraulically operated, and their remote controlled booms are also often called robots. These manipulators have enabled users to increase their output capacities, to remove the operator away from unsafe areas and from the influence of dust and rebound. Furthermore, they improve the shotcrete quality and reduce shotcreting costs.

As of the end of October, 1990, there have been eight spontaneous combustion heatings reported to the Mine Safety and Health Administration (MSHA) at the No. 5 Mine. A reportable heating is defined as one with elevated surface temperatures of the strata greater than ll°C (20°F) above the ambient. The first heatings occurred in November, 1986. The last three heatings were located near the start line of "K" Longwall Panel in the southwest where mining had begun on May 21, 1990. All of the heated areas had been at the time of detection, or were sometime areas of high ventilation pressure differentials or high air velocities. All of the heated areas are in an expanded seam with associated, extensive floor heave which is characteristic of all of the expanded seam thus far exposed by development mining in the No. 5 Mine. Jim Walter Resources, Inc. submitted a plan to MSHA which would reduce the potential for spontaneous combustion at the No. 5 Mine by reducing high air velocities and high pressure differentials in the gob. These two parameters are the dynamics which feed oxygen to the pyrite, thus initiating the oxidation process which can lead to spontaneous combustion. No. 5 Nine operated under this plan for 29 shifts before mining on the longwall was stopped by MSHA and the Spontaneous Combustion Control Plan revoked. This paper briefly details the geology of the expanded seam and history of the heatings. It also gives a retrospective view of the operation under the Spontaneous Combustion Control Plan and reasons why it was revoked by MSHA. Currently, knowledge of the reaction process of the footwall coal seams at No. 5 Mine and other potential spontaneous combustion seams in the United States is limited. There are techniques used in the United States and other countries to minimize the potential for heatings in spontaneous combustion prone areas. The No. 5 Mine has attempted to utilize this current technology. However, in deep, gassy mines the problem is complex.

Tunnels are defined as underground passages made without removing the overlying materials. From time immemorial men have driven tunnels for mining purposes. Even today tunnels are the building blocks for underground mines. The total length of such a network of tunnels in a mine may add up to 10-100 miles! In addition to this, rapid development of vehicular traffic, needs for air raid protection and metropolitan traffic problems have given a great impetus to underground tunnel construction. But for the successful drivage of any tunnel an adequate air environment has always been and remains an essential prerequisite. This is particularly true for tunnels in mines which are driven in gas bearing strata often at a substantial depth from the surface. An adequate air environment is designed to promote the health, safety and comfort of workers which results in greater productivity and efficiency. Its legal definition varies from country to country but, in general, it means the provision of sufficient circulating air, often at specified velocities, to maintain: (i) at least 19% oxygen in the working areas (ii) Concentration of pollutants, e.g., methane, carbon monoxide, respirable dust, etc. below specified limits. Table 1 shows the maximum allowable concentrations for some of these pollutants.1 (iii) Temperature and relative humidity below specified limits. Ventilation of tunnels in mines assumes ever. greater importance today because of increased mechanization and concentration of output which leads to higher rate of production of inflammable gases and respirable dust. There are numerous suggestions in the literature on methods of obtaining representative samples of waste rock or mill tailings. Some suggested methods would result in thousands of samples and very high costs for a large facility. There is no general rule that can (or should) be followed, such as collection of a given number of samples per mass of material, per acre of impoundment, or per foot of drillcore. Each site is different, and the adequacy of sampling must be tailored to the site. A logical approach is to let the variability at the site dictate the number of samples that should be collected and analyzed, and then to quantify and evaluate the results by means of standard statistical methods.

This paper identifies physical conditions responsible for past instability of the Main Hill area in Kennecott Copper Corporation's Bingham Canyon Mine, Bingham Canyon, Utah, and describes successful stabilization techniques employed in this slide zone. Geotechnical highlights of recent slides are presented, including monitoring, geological engineering data collection, hydrology, physical rock properties, and stability analyses. Local conditions responsible for slope movement in the Main Hill zone are: (1) high pore water pressure that causes a substantial decrease in real and effective material strengths; (2) continuous structural systems that allow sliding in the more competent rock zones; and (3) broad areas containing fractured, altered , and incompetent rock and soil- like materials. The failure mode is structurally controlled and involves a circular-type soil failure in the toe region initiated by excessive pore water pressure. A surface mapping method is presented which assigns rock mass quality on the basis of block size and rock substance strength. This site characterization technique has successfully predicted slide boundaries and failure modes; used in conjunction with laboratory determined shear strengths, it has provided basic input for calculating slope safety factors in the Main Hill slide zone.

Mineral resource management has become a well used phrase in the mining and minerals industry. Mineral resource managers are being appointed in many mining and mining-related organisations. Every mineral resource manager has his/her own ideas regarding what MRM means. There seems to be a tendency to define MRM close to home; geology would apply MRM principles to their environment and so will metallurgy, planning, mining, survey and every discipline and participant in the mining value chain. What do we do in the MRM environment and what do we aim to achieve? Surely we must have goals: what are they? Is value tracking MRM? What about best practices? Let us start at the beginning: what do we want to achieve in any mining operation? The minerals industry would like to make money, now and in the future. This calls for serious management inputs. The most important aspect is a holistic management approach regarding the total mining value chain. Process optimisation follows with application of Mineral Resource Throughput Management (MRTM) and Process Flow Management principles. Once flow processes have been established the necessary condition driven standards and measurements will be installed to ensure continuity in applicable processes.

INTRODUCTION The radiological health significance of thorium-230 stems from its tendency to separate from the uranium238 parent, concentrate in bone tissues, and to subsequently irradiate the radiosensitive tissues lining the bone surfaces and the bone marrow. Indeed, thorium-230 may be the radionuclide which contributes the major dose following intake of natural uranium (Hartley and Pasternack 1979). This is reflected by the most recent recommendations of the International Commission on Radiological Protection, which specify the limits shown in Table I for the annual intake of radionuclides by occupationally exposed workers (ICRP 1979). Because of the greater toxicity and different metabolism of thorium-230, monitoring only for uranium-238 does not satisfactorily identify the possible hazard from thorium-230 nor does it provide any real indication of the metabolism or biodynamics of these two radionuclides. Thorium-230 has a half-life of 80,000 years and can be detected by direct counting of the alpha particles or photons emitted during its transformation to radium-226. The 4.69 and 4.62 MeV alpha particles are distinctive and specific indicators of thorium-230 and are emitted with abundances of 76% and 24%, respectively. The principal photon, a 68 keV gamma ray, is emitted in only 0.37% of the transformations and is, therefore, not useful for low level measurements. The other photons emitted have even lower yields, or, in the case of radium L x-rays, are non-specific and, hence, useless for quantification. High sensitivity measurements of thorium-230 currently are usually accomplished by wet washing of the sample substrate, quantitative chemical separation of thorium atoms, and, finally, direct measurement of the alpha particles emitted from a massless deposition. This procedure is complicated, expensive, and time-consuming, and subject to interferences from uranium, other actinides, and other thorium isotopes. Recently, the feasibility of low-level measurement of thorium-230 by neutron activation analysis (NAA) was demonstrated (Kathren, Desrosiers and Church 1980). Two principal variations of the NAA method were used in this study: 1) instrumental NAA technique and 2) post-irradiation radiochemical separations (RCS). Instrumental NAA procedure is a nondestrucive technique which is preferred because of its simplicity. The procedure is as follows: after irradiation with a known neutron fluence, the samples are transferred to a clean container and quantitative gamma spectroscopy performed. With the radiochemical separations procedure, the sample is initially treated as in the instrumental technique. However, after irradiation, a known amount of "carrier" is added to the sample. The element(s) of interest are then separated from the rest of the matrix by distillation, precipitation and extraction techniques. The resulting sample, now free of interferring elements, is then ready for gamma-ray analysis. The use of a "carrier" is to determine the loss of element-of-interest during the chemical separations process. The neutron activation cross section of thorium-230 has an epicadmium resonance value of 1,010 barns (Mughahghab and Garber 1976) and a thermal neutron cross section of 23 barns. The 25.52 hr thorium-231 produced releases two photons of significance: an 84 keV complex, (6.5% yield) and 25.6 keV (15% yield) (Lederer and Shirley 1978). The 84 keV complex is particularly useful for quantification since neither natural uranium, thorium, their daughters, or activation products emit photons in this region. However, the higher yield of the 25.6 keV photon may result in increased sensitivity if there are no other photons of similar energy emitted by other radionuclides in the sample. PRELIMINARY STUDIES Thorium-230 standard stock solution was prepared from a pure sample of the oxide purchased from Oak Ridge National Laboratory. From this stock solution a series of samples were prepared for irradiation in the TRIGA Mark I reactor at Reed College. Various dilutions were prepared as well as thorium-230 spiked urine samples. Irradiation times varied from 1 to 54 minutes in a neutron fluence rate of 1.84 x 1012 n/ cu m-sec. The neutron spectrum was abundant in thermal neutrons, having a Cd ratio of approximately 10. The Red Dog zinc-lead deposit, said to be the world's second largest, is located inside the Arctic Circle in northwestern Alaska - a location too harsh and remote for some mining companies but just right for Cominco Ltd. The complex has been in operation since November 1989 and is producing 508 kt/a (560,000 stpy) of zinc concentrate, 109 kt/a (120,000 stpy) of leadconcentrate and 45 kt/a (50,000 stpy) of an Imperial Smelter Feed, a combined zinc-lead mixture that is too small to separate. All of this concentrate production derives from a relatively modest mine production of 5.4 kt/ad (6000 stpd) extracted from a surface pit. Despite being a high-grade zinc-lead deposit, Red Dog's metallurgy is complex, requiring a very fine grind and use of column cells for flotation. The Red Dog complex is located in the DeLong Mountains. They are characterized by eight stack and folded thrust blocks that contain sedimentary and igneous rocks. The Red Dog deposit is located in the second lowest thrust and ist hosted by late Mississippian to Permian age black shale, the Ikalukrok member of the Kuna formation. The Red Dog mining complex is operated by Cominco Alaska, Inc., a wholly owned subsidiary of Cominco American, Inc, which, in turn, is owned by Cominco Ltd. In 1980, the deposit region was acquired by NANA Corp. as part of the Native American Claims Act Settlement of 1971. NANA is one of 12 such Native Corporations in Alaska. In 1982, NANA and Cominco American signed a develop¬ment agreement and formed Cominco Alaska to manage the project.

The increased emphasis on environmental protection, together with the exorbitant costs, or in many urban areas the complete unavailability of surface space, has resulted in a burgeoning demand for greater use of underground space. More and more, those considering new or expanded facilities are looking toward the possibility of utilizing underground space for communications installations, for transportation of people, industrial products, water, sewage and energy, and for industrial installations. Happily, this growing demand for use of underground space is accompanied by fast forward strides looking toward more efficient underground excavation techniques. The tunnel boring machine is already here and where ground conditions are suitable for its use it can greatly reduce the cost of underground excavations, savings of one-third or more often being realized. Research is underway involving excavation by use of laser beams, jetting, vibrations, improvement of tunnel boring machines to make possible the excavation of harder rock, and other advanced techniques. The Engineering Foundation estimated in 1973 that tunneling costs can be reduced as much as 30 percent by rapid excavation methods which are expected to be developed through ongoing research programs in the next few years. Your American Society of Civil Engineers reported in 1973 that $60 billion per year, or 15 percent of the gross national product, could be saved if facilities required to support life were located in the subsurface. Studies looking toward improved contracting practices are going on under the sponsorship of the National Academy of Sciences, and Mr. Al Mathews who is heading this program will address you during this session on the status of this project. Introduction Trends of successful discovery technology and psychology emerge from a thoughtful study of various companies' exploration programs. These subjective patterns can be generalized into groups of factors for discussion. Here, for convenience, factors that influence exploration success are separated into management and geologic concerns. Most successful discoveries have a demonstrably favorable management combined with a technically competent geologic input. Both are required. But the management input is decisive. Management factors include the correct definition of management's role; cost of exploration; time needed for exploration; commodity selection; and the fostering of autonomy, creativity, and confidence in the geology department. Geologic factors include imaginative technical competence (field as well as academic), correct development and use of empirical exploration or prospecting models, and dedication. Success comes to those entities that are properly managed and have technological competence. A management team that directs a company's business has been compared to a dynasty. The dynasty lays out policy and follows up with appropriate action. In that management's power is pervasive, the term is appropriate. Management's role is, however, more important. Many examples can be cited where the geologic input was impeccable. But management somehow snatched defeat from the jaws of victory, and the exploration success was turned to a third party's profit. Management Factors Management's role can be broadly generalized to four parts. These are to identify the commodities it seeks, define its part in the exploration process, develop a functioning exploration department, and have the desire to succeed. It must have confidence in its geologists and delegate to them the authority and responsibility they need to operate successfully. Head office management cannot do the thinking for a field staff thousands of kilometers away. There is no substitute for confidence and delegation of authority. Successes came to those who had the freedom to act. Motivation is a management requisite. Management's role is to prevent destructive, internecine political battles within the corporate structure. Most large US mining corporations have well known histories of political strife that have damaged their exploration efforts. Management's role must, above all, include the desire to succeed. There are cases where management has been confronted with a commercial exploration success, but their reaction is to request additional study or exploration. Perhaps the problem of bringing a commercial find into production is beyond their capabilities. But a bona fide discovery sent back for additional work commonly is lost due to that management. The cost of exploration is a factor that management must accept. A variety of studies made during the past 40 years shows the cost per discovery to be $25 million, $38 million, $200 million, or even $290 million. These figures are derived by dividing the total exploration expenditure by the number of discoveries. However, successful management dynasties have a much lower cost per discovery during their management regime. Asarco, from 1948 through 1963, had one of the lowest cost discovery rates in the world. Duval Corp., from 1948 through 1968, had comparably low discovery costs. Placer Development, from 1955, was equally successful. Western Mining in Australia has had one of the longest lived dynasties associated with exploration success. Time is vital in exploration success. Most successful exploration case histories stress sufficient time in project exploration so that the target is well tested. A large target cannot always be adequately evaluated by a few holes (strat or concept testing). Serendipity helps in exploring large targets, but it best operates in a lengthy program. Numerous case histories include pleasant surprises. But these came mostly after the 10th hole. Commodity markets are important factors governing exploration success. Management's decision to explore for a specific commodity can doom its effort if that product suffers from severe oversupply. Unquestionably, progressive copper price increases from 1948 through 1968 helped convert marginal porphyry copper discoveries

Ventilation ductlines with a single fan or with a series of fans are analyzed. The duct friction loss factors are discussed. Numerical solutions, presented in the paper, applies to any fan number and locations along a duct line. The findings are compared with formulas available in the technical literature. Values of the air leakage factors are presented in the SI, technical metric, and US unit systems. A method is shown of how to determine the leak- age factor for a given ductline. Optimum solutions for the sample duct lines with two and five fans in series are discussed and presented in a graphical form. Performance of fans in series is discussed in conjunction with both friction pressure loss and leak- age.

Design and optimization of open pit limits are of paramount importance because they provide information for evaluating the economic potential of a mineral deposit and for developing short and long range mine plans. Many algorithms and their modifications have been used to design and optimize open pit limits. These algorithms have provided mine planning engineers with pertinent information in designing, optimizing and extracting ore reserves by open pit technology. However, they do not address the random field properties associated with the ore grades and reserves and commodity prices, and thus, fail to yield the truly optimized pit limits in any time horizon. In this paper, a new algorithm, MCSIMFNN, which overcomes these limitations is proposed and used to optimize open pit limits. The random field properties of the ore grade and reserves have been modelled using the modified conditional simulation based on the best linear unbiased estimation and local average subdivision techniques. Artificial neural networks are used to classify the blocks into classes based on their conditioned values. The error back propagation algorithm, in the neural networks, is used to optimize the pit limits by minimizing the desired and actual outputs error in a multi- layer perceptron under the pit wall slope constraints. The optimized pit value obtained by this algorithm has been compared to that from the Lerchs-Grossman's algorithm in a case study. The results are the same, but in random multivariable states, the MCSI MFNN algorithm is the most suitable for pit optimization. The method is also fast since it mimics the operation of the brain in the solution of the pit optimization problem.

The Code for Environmental Management of Marine Mining (the Code) was adopted in 2001 by the International Marine Minerals Society (IMMS) following extensive and wide-ranging consultation, and updated in 2002. The Code provides a framework and benchmarks for development and implementation of an environmental program for a marine exploration or extraction site by marine mining companies, and for stakeholders in governments, NGOs and communities in evaluating actual and proposed applications of environmental programs at marine mining sites. The Code provides for its review by IMMS after five years, with a focus toward possible modifications based on experience with its implementation and in light of developments in the field of marine mining and associated environmental practices, in consultation with the marine mining industry and with other stakeholders at marine mining operations. As the review of the Code is now due, to begin the process, this paper will present an analysis of the Code and initial suggestions for its modification. MSHA is the regulatory Agency which administers the Federal Mine Safety and Health Act. Although MSHA's principles largely derive from this Act, they do not exculsively derive from it. One might expect that our principles are contained in the regulations we have published to implement the Act. To a degree, this is true; but the regulations we have now were developed and published before the current Act became effective. For this reason, as well as others, there are some principles that we support which are not evident in our regulations, or in the Act. One of these is the ALARA principle. This principle requires that all unnecessary exposure be avoided; that is, all exposures should be kept "As Low As Reasonably Achievable." Almost all professionals in radiation control can agree with this broad principle; but it would be difficult to get agreement on a regulation which would translate the principle into industry practice. Rather, our regulations specify a limit to exposure for any individual. For radon daughters the current limit is four working level months per year. By having an explicit limit such as this, the ALARA principle often becomes lost and the limit becomes the goal. The principles contained in the Act are equally broad in scope. The principles apply not only for radiation protection, but also for toxic substances and harmful physical agents. The Act states that standards for such substances or agents shall most adequately assure on the basis of the best available evidence that no miner will suffer material impairment of health or functional capacity, even if such miner has regular exposure to the hazards dealt with for the period of his working life. The Act also provides that, although protection of health must be our foremost concern, other considerations shall be the latest scientific data in the field and the feasibility of the standards. Our regulations reflected similar principles when they were developed and promulgated. From experience with other health and safety laws, Congress realized that setting and meeting an exposure limit may not be sufficient to prevent disease. The Act, therefore, contains a detailed description of additional provisions to be included, where appropriate, in mandatory safety and health standards. One of these additional provisions requires that miners be informed about the nature of the hazards associated with their job and about the means for their own protection. Another provision requires the use of labels and other forms of warning to inform miners about the hazards, about proper precautions for safe use or exposure, about relevant symptoms of overexposure, and about emergency treatment. We have partially implemented these provisions through regulation. The Act requires also that standards shall prescribe protective equipment and control of technological procedures and that they shall provide for the monitoring of miners' exposures. We have implemented this provision to a degree also through regulation. Finally, the Act specifies that, where appropriate, a mandatory standard must prescribe the type and frequency of medical examinations in order to most effectively determine whether the health of miners is adversely affected by exposure. Additionally, when a determination is made that a miner may suffer material impairment of health or functional capacity by reason of exposure, that miner must be removed from such exposure and reassigned. In order to encourage miners to take the medical examination, the Act also provides that the miner shall not suffer loss of pay as a result of being reassigned. This additional provision on medical examinations has not been implemented by regulation for radiation hazards, nor for most other toxic substances or hazardous physical agents. We believe that this conference will provide us with valuable information on medical examinations for radiation exposure, as well as on other considerations to be used in future regulations. We still question whether our basic exposure standard of four working level months per year is adequate to protect a miner's health. This conference is indeed timely because both MSHA and NIOSH have been reviewing this issue for some time. I would like to reemphasize MSHA's commitment to education and training. MSHA strongly believes that miners should be informed fully about the real and potential hazards associated with their work. They should know the nature of the hazard and the means for protecting themselves from the hazard. The Act also emphasizes the need for training miners by requiring that new miners receive 40 hours of training before working underground and 24 hours of training before working on the surface. The Act also requires eight hours of refresher training annually. This training must include information on the relevant health hazards and the potential consequences of overexposure. Before I close, I would like to mention briefly another source of principles that MSHA often consults to obtain guidance for both the development and enforcement of regulations. These are the various court decisions that are handed down from time to time. Two in particular that I want to stress are the recent Supreme Court Decisions on benzene and cotton dust. Although neither of the decisions has a direct impact on mining or radiation, they do clarify some general principles and directions for regulatory agencies, such as the role of cost-benefit analysis and the need for risk assessment. In closing, I wish us all an open exchange of information for a productive and useful conference.

During the late 1960s the mining industry became interested in USBM's efforts to develop the gold-silver heap leaching process. In the last 10 years, successful commercial heap leaching applications increased. The process provides a relatively low-capital means of processing treatable ores with reasonable operating costs. Present gold and silver prices compared to capital and operating costs favor the continued growth of the heap leaching method. The heap leaching process is defined as the percolation leaching of relatively coarse gold-silver ore piled on an impervious surface. To date, dilute alkaline cyanide solution is the lixiviant of choice. Other leaching reagents such as thiourea and hypo have been suggested, although they are not currently used in heap leaching practice. Ores may he run-of-mine in size or crushed as fine as about 10 mm. Gold and silver-bearing so¬lutions draining from the heaps may be processed in activated carbon columns to recover the metals, followed by stripping and metal recovery, or treated by the Merrill-Crowe zinc dust precipitation method. All solutions are generally recycled to the leaching step, and the heap leaching system is relatively easy to control from an environmental viewpoint. One advantage of the heap leaching process is its flexibility. Plants may be very simple, comprising leaching of uncrushed ore on a locally-obtained clay-lined pad and shipment of gold and silver recovered in the form of loaded carbon or zinc precipitates; such a plant would have a relatively low capital investment. More elaborate plants for larger ore bodies may be planned to include crushing, cyclic pad use, and done gold-silver recovery. General planning is similar in each case. This article outlines some key factors in designing heap leaching operations and discusses how these factors are applied to develop a working operation. Since individual design requirements and local costs vary so much, only a few general comments on costs are included.
