Based on the premise that understanding the fundamental mechanics of fine fragment formation in coal will lead to reducing coal dust problems in mines, a thorough study of the mechanics of crack propagation in coal was undertaken. Two approaches were considered in an attempt to understand and quantify the fracture process as it relates to fine fragment formation. In one approach, theoretical models are used which describe the size of the fracture process zone which may relate to the amount of structural damage and fine fragment formation on the new crack surface. The other approach is based on the relationship between crack tip stress intensity and new surface appearance for mixed mode crack propagation. Preliminary observations with a scanning electron microscope support the premise that fine fragment formation is related to fracture surface appearance and fracture initiation conditions. An experimental program designed to supply the input parameters for these approaches is presently underway. The experimentation features mixed mode fracture toughness testing, using a special mixed mode testing rig, and fracture velocity measurements with a crack propagation gage. The interpretation of this data via the approaches discussed will provide further under- standing of the mechanics of fine fragment formation in coal.

Your interesting and well-written paper brings up the issue of the purpose or use of a mineral property appraisal, specifically the value of these evaluations when the quality and quantity of the mineral resource to be exploited have not been thoroughly investigated. I am not a practicing professional in regards to valuation of limestone investment opportunities. I simply wish to make a few generic observations about the appraisal process in order to stimulate meaningful thinking by appraisal professionals whose reports may be reviewed by professional investors and "laypersons" alike. It is my contention that the analysis given in your paper is very thorough, considering the data that was made available to you. But I would not like to be the person responsible for investment decision making without having a feel for the risk involved. Therefore, the reviewer must classify this type of analysis as relatively "subjective" because they have not received an indication of the inherent risk involved in exploiting a mineral resource. This risk can best be quantified by using probabilistic methods in conjunction with the quality and quantity of the mineral to be produced. Most appraisals passively ignore this problem. Specifically, you have accurately identified the various costs and values entering the economic appraisal process. These can usually be quantified with a great deal more certainty than the capability of the resource to provide 25 years of quality material. Also, in Cases A (West Virginia) and B (Alabama), you are fortunate enough to have previous operations data. What if there had never been production from these properties? How does a potential mineral property investor evaluate the resource capability to meet various projected financial outcomes without spending a good deal of up-front capital to drill and delineate enough quality resources for a 20-plus year operation.

The Mount Pleasant Mines, or Mount Pleasant Joint Venture as it is presently known, is located approximately 59.5 km (37 miles) south of Fredericton, NB, Canada. Earliest indications of mineralization were found in 1954, during a regional reconnaissance geochemical stream sediment survey carried out over large parts of New Brunswick and the Gaspé Peninsula. The regional geology of New Brunswick is shown in Fig. 1. This program, sponsored by Selco Exploration Co. Ltd. of Toronto was conducted by H. Bloom, H.E. Hawkes, J.E. Riddell, and J.S. Webb. At its conclusion in 1955, 30 significant anomalous drainages were identified for follow-up evaluation. A total of 4937 sample sites were occupied. Geochemical reconnaissance using stream sediment sampling was a new technique which had only been field tested the previous year in the Gaspé and the northern coastal area of New Brunswick. Sediments collected from known mineralized drainages were found to leave a train of anomalous heavy metals from 1.6 to 9.7 km (1 to 6 miles) in length. When the exercise was extended to a reconnaissance survey, the previously unknown mineralized prospect at Nash Creek, New Brunswick, was discovered, staked, and later drilled (Hawkes and Bloom, 1956). Although it did not come into production, the discovery left little doubt as to the viability of the method and led to the Selco sponsorship of the program for the following two years.

INTRODUCTION Metal electrodeposition processes are of fundamental technological importance to a number of fields. Electrorefining, electrowinning, electroplating, and electrogalvanizing have all been the subject of intense study for over a century. More recently, electrochem- ical deposition has played a critical role in advances in microelectronics and lately has been an enabling technology for the production of certain nanostructured materials. Electrometallurgists have most frequently been concerned with the structure and morphology of massive deposits. For example, in metal recovery steps such as electrorefining and electrowinning, deposits demonstrating adherent coarse-grained characteristics are most desirable. In the case of electroplating, a bright fine-grained, tenacious and strongly adherent deposit is required. The fabrication of microelectronic devices and the production of nanoscale structures such as nanoparticles, nanowires, and nanorods requires a keen understanding of early stage deposition effects. The initial stages of metal deposition, usually referred to as electroclystallization, are fundamentally linked to nucleation and growth phenomena. Early stage deposits are typically very ordered. Whereas, bulk metal deposition structures are much more ran- dom. In 1981 a Zn-Ag-Pb deposit was discovered in the vicinity of Molai, Greece. Subsequently, it was determined to be of the Kuroko type. The geology of various areas in the southeast Peloponnesean Peninsula is similar to that of the Molai deposit. Since favorable geologic criteria are present, absent, or unknown in varying degrees in all areas, it was deemed necessary to classify and rank the prospective areas according to the level of information available. For each level of information, an ore discovery model based on pragmatic exploration criteria was developed, enabling the favorability of occurrence to be calculated for each area. A Monte Carlo simulation was used to calculate the probabilities, the input data consisting of quantitative and qualitative estimates of the geologic criteria for each area. Three levels of information were modeled : Level A consisted of 9 criteria, level B of 12 criteria, and level C of 20 criteria. The three levels of information were tested on the Molai area. The results exceeded expectations, showing the gen¬eral trends which control mineralization at the lowest level of information. With an increase in the level of information, geological trends become more evident and a differentiation can be made between areas containing Cu mineralization, exhibiting a low probability, and areas likely to contain Zn-Ag-Pb mineralization. The models were then applied to the neighboring areas - only level A and B were available.

The success of most attempts to evaluate gold orebodies depends largely on the reliability and availability of representative sampling data and the accuracy of geological interpretation. An accurate prediction of the continuity of geology is paramount to a reliable prediction of gold reserves. Many of the problems encountered in gold mine evaluation and planning revolve around the difficulties in interpreting complex geology from sparse drilling data and the eagerness of mine financiers and promoters to start mining in order to derive an early cash flow. Following a program of sampling, geophysics, mapping and geological interpretation, a conceptual orebody model evolves in the minds of those working on the project. It is this model which is used typically in ore reserve computations and mine planning. Computer modelling techniques to represent and evaluate the conceptual model are now available. The main advantages of using computer modelling methods lie in being able to rapidly evaluate, modify and quantify the conceptual orebody model. Ore zones or domains can be recognised and defined both from geology and sampling results. Once these domains are defined as a series of boundaries, they may be modelled as two dimensional grid surfaces or as wire-framed three dimensional geometries, depending on the complexity of the orebody. It is the definition of these domains which provides the sound geological basis for reserves computation. To estimate reserves it is necessary to determine both volume of ore and grade of ore. The object of underground excavation--apart from mining-- is to create an opening to serve as a part of some useful structure. The value of the opening lies in its conformity to the design configuration and its stability during the planned life of the structure. The wire saw could be used to excavate openings of high value at a cost competitive with present methods. First, a discussion of present methods will be used to explain where wire sawing fits in and how it should be applied. PRESENT EXCAVATION METHODS Tunnel Boring A recent advance in tunneling technology is the use of mechanical boring machines. There are many ways that a boring machine can reduce the cost of a tunnel or increase its value. I will mention a few of the advantages that have been demonstrated in tunneling projects. A tunnel can be bored without overbreak, allowing concrete lining to be poured to the design thickness without waste. Boring creates a minimum of disturbance to the tunnel wall, preserving the natural strength of the rock and reducing the amount of support which must be installed to maintain stability. A boring machine maintains the tunnel at its full dimensions and proper shape, and it leaves no rock projecting from the wall which must be trimmed off. The use of boring machines is presently limited to openings of uniform cross section and great length. If the previously mentioned attributes of mechanical boring could be applied to excavation of a wide variety of chambers and passages, then a corresponding decrease in cost and gain in value would be possible for chambers.

Proposals have been made by two organizations, the International Standards Organization (150) and the American Conference of Governmental Industrial Hygienists (ACGIH) for a revised respirable dust criteria and criteria for thoracic and inspirable dust. These criteria yield different results than criteria based on lung deposition patterns in assessing the hazards due to dust exposure. Since these differences are a function of the size distribution of the dust an analysis of dust size distributions from various mining operations was performed to determine the amount of difference that could occur. The dust size distributions available for this analysis were taken from U.S. coal mines and from Chinese metal mines. The mass of mechanically generated dust that will deposit in the alveoli was found to be in direct proportion to the ISO/ACGIH criteria estimates in the mines studied. Therefore, respirable dust estimates for substances such as coal and silica are not a problem. Estimates of exposure to diesel exhaust in these mines, however, were not always in the same proportion to the estimated alveolar deposition. Also, concern with an excess of bronchitis among miners may not be adequately addressed by the use of samplers conforming to the ISO and ACGIH criteria. The cascade impactors used to acquire the data for this analysis require four to eight substrates per sampler. For daily dust exposure assessment this method is cumbersome and time consuming. Therefore, two new samplers have been designed to meet the need for determination of deposited dust mass. These samplers follow the lung deposition curve rather than the penetration curves proposed by the ACGIH and ISO and require analysis of only two substrates per sample.

Neanderthal technology is a harsh and inaccurate way to describe modern underground construction and mining practices, but such an exaggeration helps to focus on a major problem or wasted opportunity of modern society. Why is it not safer to excavate in the underground? Why are the working conditions still so unfavorable? Why are urban freeways, shopping malls, warehouses, power plants, sewage disposal treatment plants, and similar facilities still constructed on the surface of the ground--because it is a better location? On the contrary, if underground technology made full use of existing knowledge, underground resources and space would be much more effectively used. And why is the technology so inadequate? Certainly, researchers and practitioners are aware of the shortcomings and are equally aware of problems that have to be overcome. One of the most important reasons has to do with the type of policy goals that society has set in the past. Policy makers may have agreed that improvements would be desirable but no serious commitments have been made--that is, there has been no major allocation of resources to advance these technologies. And yet, to bring about significant changes will require significant time and resources. The resources that are needed are far in excess of what industry can afford to invest, particularly since the pay-off may be far in the future. So the problem reverts to society in general. As long as society is willing to tolerate the present costs and safety requirements for recovering minerals and for constructing underground facilities, then the changes will be slow in coming. I appreciate the opportunity to tell you something about Kerr-McGee's Galatia Mine in Southern Illinois. This new underground mine was a departure for us since our previous experience had been gained in large surface mines in Wyoming. Although we were new, we did have the corporate experience in the operation of deep uranium and potash mines in New Mexico and Wyoming, and an earlier underground coal mine in Southeast Oklahoma. In arriving at our final design, we evaluated numerous concepts and finally settled on a two seam mine sharing a single shaft and slope. The mine, in turn, would be supported by a heavy media processing plant designed to optimize the yield from either seam. Further, we wished to be able to keep the two seams separate so that we could sell either seam separately or in a blend. Due to the thickness of the coal, the practical area dedicated to the mine provided forty to fifty years operations at the selected mine capacities. It was important, therefore, that our design and selection of hardware and systems provide for long life and low maintenance in order to compete in today's competitive markets.

Soil pollution, a very serious environmental problem, has been attracting considerable attention in recent years. It is now generally recognized that land as a component of the environment deserves the same attention and protection as water and air. This recognition has arisen perhaps because of increased incidents of land pollution, the scarcity of land, and increased awareness and concern about long-term effects of land pollution on terrestrial and aquatic eco-systems and on ground water quality. Contamination of land results from a wide range of human activities, including industrial discharge process, disposal of wastewater and agriculture. The environmental impact of exploration, production and refining of crude oil is a major concern in developed and developing countries. Because of the known adverse effects of petroleum hydrocarbons on soil ecology and fertility there has been growing interest in the development of efficient technologies for the remediation of contaminated land, with a view toward making it available for further use. Crude oil is a natural product and as such is susceptible to degradation by naturally occurring micro flora. Bioremediation has become an important method for the restoration of oil-polluted environments. A bench scale study was conducted to evaluate the bioremediation technique in treating soil contaminated with transformer oil. The steps involved in this study are: (1) Preparation of contaminated soil, (2) Extraction of PAHs and PCBs from contaminated soil, (3) Treatment of contaminated soil in slurry batch reactor, and (4) Analysis of PAHs and PCBs by gas chromatography technique. The performance of reactor was assessed by measuring parameters like COD, PAHs and PCBs. The study was con-ducted for six different pulp densities ranging from 20% to 40%. The maximum removal of PAHs and PCBs was observed for 20% pulp density.

A new extraction method which includes a combination of gravity and alternating electromagnetic fields with interfriction of mineral particles was proposed (Tikhonov O.N., 1979) and tested in lab conditions at Mineral Processing Department of St. Petersburg Mining Institute. At the beginning of the work the main goal was to find an efficient alternative to traditional extraction methods (like shaking table, etc.) used for concentration of fine alluvial gold particles. After the method and a series of gradually improved lab separators (Tikhonov, et al., 1983) were positively tested for gold (Tikhonov, et al.. 1986) the efficiency of the method was also proved for extraction of and other heavy minerals from alluvial and ground ores in experimental work at the St. Petersburg Mining Institute. The fine heavy minerals were separated to concentrates with high technological indices (Andreev et al., 1987), (Tikhonov, Gladkov, 1987), (Tikhonov, Gladkov 1989). In parallel a semi-industrial gravi-electro- magnetic separator was made and several technological flowsheets were designed for testing the method in industrial conditions (Tikhonov O.N., Miazin B.N., 1987), (Tikhonov O.N., Tolstunov S.A., Jebelev V.V.,1989). A series of industrial tests accompanied with complete sampling and standard technological measurements were performed at several alluvial deposits, with good technological indices. Thus the method and the flowsheets displayed high additional recovery of fine alluvial gold particles during elkrated industrial experiments in Siberia (Aldan province). At higher concentrate grade this method, even in one-stage operation, increased gold recovery more than by 25% compared with shaking table (for particles -0.10 mm gold recovery was 82% vs. 55% by shaking table, for particles - 0.25mm the recovery was 97.5% vs. 61.8%). Experiments were performed by joint team of St. Petersburg Mining Institute and the Irkutsk Institute of Rare Metals (Tikhonov O.N., Gladkov S.A., Tarasova T.B., 1991).

Introduction Gold exploration in the Dominican Republic has not received much publicity. The fact is, however, that a continuous program has been underway for some time. For the past two years, the Restauracion area of the western Dominican Republic, near the Haitian border, has been the scene of mineral exploration by the Dominican Department of Mines geologists, and later by geologists of Rosario Dominicana. The latter is a state-owned gold mining company and operator of the Pueblo Viejo open-pit gold mine. The exploration is for mineral deposits with the goal of finding another Pueblo Viejo-type deposit. Geology Exploration is being carried out in the western central Cordillera, the backbone of the Island of Hispaniola. Geology consists of quartz veins and veinlets and ramifying stringers carrying pyrite, barite, minor amounts of copper, and significant amounts of gold in places. They are associated with regional faulting in a complex of Cretaceous beds of andesites, dacites, argillites, siltstones, and shales. They are intruded by tonalites, diorites, and gabbros. Lesser amounts of zinc-lead mineralization occur in some locations. The showings appear as disseminations along the faults. To date, the work has been mostly geologic mapping - 1 to 50,000 with details on a scale of 1 to 20,000 and 1 to 10,000-stream and soil lithogeochemistry, and geophysics. Trenching and sampling were used to follow possible vein extensions. Particular emphasis has been placed on the Los Candelones district that was taken over by Rosario Dominicana. Here is where drilling has been initiated in the past months. The first hole drilled showed assays of 21 g/t (0.6 oz per st). The second hole intersected an interesting oxidized zone that reminded observers of the original Pueblo Viejo oxidized zone. A third drill hole went deeper than 75 m (246 ft), the depth to which the first two holes had been scheduled. An assay of 50 g/t (1.46 oz per st) was cut during drilling. In order to maximize the extraction of high grade pillars at The Doe Run Company, artificial pillars are created using cemented rock fill (CRF). CRF pillars aid extraction of pillars in two ways. One is to offer back support for the immediate area where pillars are being extracted. The second is to increase the post failure residual strength of pillars surrounded by backfill. The CRF is produced using a combination of minus 1.0 m run of mine (ROM) rock and minus 5 cm crushed rock. Depending on the operation the CRF slurry is either produced in an underground or a surface batch plant. The slurry and rock are transported to the fill area by truck where they are mixed and placed in 1 m lifts. To reduce the amount of CRF needed, fill fences are constructed around the perimeter of the CRF pillar. Within these fences ROM CRF is placed in lifts until within 0.6 m of the back after which minus five centimeter CRF is slung tight to the back utilizing slinger trucks. In constructing these artificial pillars a number of set procedures have been established to ensure that the work is done both properly and safely.

Strip mine reclamation Fs the process of restoring the land affected by the mining process to its most productive use. This can be timber production, pasture, crop land, wildlife and/or recreational use. The mining companies must determine, through the advice of their technicians, what the most advantageous use of the land will be. If the Company does not own the surface, the owner or owners must be contacted to determine their desires as to how the land should be reclaimed. Many times, in making the plans to restore an area with vegetative cover, the watershed and the quality of the water in the area is overlooked. The water itself must be an integral part of the reclamation plan. Many lakes and/or pits can be created with proper planning. In areas in the Midwest, where lakes are a scarcity, these strip mine lakes can become storage reservoirs for large amounts of water, They can help control runoff and low flow augmentation. The strip mining operation will affect the watershed regardless of whether a reclamation plan in made or not. It is up to the reclamation technician to see that the plan benefits the watershed instead of affecting it adversely. This can be done during the operation by intercepting the water before Pt enters the active pit. Diversion ditches above the highwall will handle the runoff water from the watershed. Water that does gain entry into the pit should be removed as quickly as possible. If the rules and regulations adopted by the Ohio River Valley Sanitation Commission in Resolution 5-60 are followed, water encountered during the operation can be handled with little or no adverse effect to the receiving watershed.

The use of diesel-powered equipment in underground coal mines has increased substantially during the last ten years in an effort to enhance mine safety and productivity. Pennsylvania and West Virginia are two of a number of states with regulations governing the use of such equipment. These states both developed and promulgated regulations before permitting diesel equipment in their underground coal mines because of concern for miners’ safety and health, especially with regard to the contamination of mine ventilation air with diesel exhaust emissions. The major components of diesel exhaust emissions are combustion gases and diesel particulate matter. The gaseous emissions consist of carbon monoxide, carbon dioxide, oxides of nitrogen, sulfur oxides and unburned hydrocarbons. The diesel particulate matter (DPM) is comprised of solid carbon particles, liquid and solid hydrocarbons, sulfates and moisture. The Federal Mine Safety and Health Administration (MSHA) also promulgated regulations in an effort to control diesel emissions in underground coal mines. MSHA has adopted threshold limit values (TLVs) for all gaseous components of diesel exhaust, which were established by the American Conference of Governmental Industrial Hygienists (ACGIH). MSHA (30 CFR Part 72 Subpart D) has established a tailpipe DPM emissions limit of 2.5 g/hr for diesel engines used in permissible equipment, heavy-duty non-permissible equipment, generators and compressors used in underground coal mines. A tailpipe DPM limit of 5.0 g/hr has been established for light-duty outby diesel-powered equipment. The rationale for the tailpipe emissions limit was that an ambient measurement of DPM in a coal mine was not feasible because there is no established sampling method able to distinguish between coal mine dust and DPM. The stringent tailpipe emissions limit mandates the use of exhaust aftertreatment devices for most diesel engines used in underground coal mines today. One method by which tailpipe DPM can be reduced to MSHA limits involves using an exhaust cooling device in conjunction with a high-temperature, disposable diesel particulate filter.

Under sponsorship of the USBM and later of the DOE, a new type of rotary rock drill has been developed by The Bendix Corporation. Originally developed for the production of holes for the installation of longer than seam height roof bolts, the flexible drill is a useful tool for many drilling applications. This drill allows hands-off or remote production of holes for increased drilling speed and greater operator safety in any strata suitable for rotary drilling. The paper discusses various applications and experience for the flexible drill system in coal mining, metal/nonmetal mining, and for general civil engineering uses. Manual, remote control, and automatic roof bolter modules are also discussed.

In a gas/coal outburst the gas plays an active, driving part. The proneness of coal to outbursts can be determined by means of its gas emission properties, since coal that is liable to outbursts differs from coal with normal gas emission properties in that it liberates its gas from the sorptive bond more quickly. There is a risk of outburst when the flow of metha¬ne originally desorbed by the coal is sufficient to move the loosened coal which has been broken suddenly. The violence of a gas/coal outburst can be evaluated from the distance of projection of the mass of coal. It depends on the gas pressure and on the liability to outburst of the coal at the original centre of the outburst. Both factors are complementary in their effects so that the same work is done in a gas/coal outburst when there is a high gas pressure and low proneness to outburst as when there is a low gas pressure and a higher proneness to outburst. The gas pressure in the coal increases with its gas content. Consequently it is possible to deduce the gas pressure of a coal seam from its gas content. In the Federal Republic of Germany the risk of a gas/coal outburst is thought to exist when the desorbable gas content of the coal reaches or exceeds the value of 9 m3/ton and if the specific limit value of the proneness to outburst is exeeded. The Mine Ventilation Testing Station of the Westfalische Berggewerkschaftskasse has developed a new method for determining the risk of gas outbursts immediately after taking the samples at the coal face (1), (2).

Gold in many ores occurs in sulphides, which, if the gold is finely disseminated, renders the ore refractory and therefore not amenable to the simple process of milling and cyanidation. Traditional methods of treatment of these refractory ores is to produce a sulphidic flotation concentrate which is roasted to form a porous calcine from which the gold is recovered by cyanidation. The roasting process imposes a constraint of a minimum sulphur grade of the concentrate on the flotation plant, which may lead to a lower gold recovery being achieved in the flotation section. Thermal decomposition of the concentrate by roasting means that the sulphur contained therein has to be treated and disposed of in an environmentally acceptable manner; and, if arsenopyrite is present in the concentrate the environ- mental aspects will be worsened. It has long been recognized that finer milling of gold-bearing materials improves the liberation of gold, especially when the gold particles are very fine. After extensive laboratory and pilot plant investigations (Liddell, Patents), a suitable mill has been developed for the mining industry by Metprotech, which is capable of producing very fine grinds (down to 90 percent passing one m if necessary). In the course of the investigations it has been found that a large number of gold-bearing materials are amenable to fine milling. A specific advantage that fine milling of sulphidic materials has over oxidative processes such as roasting and bacterial leaching is that the sulphides are not decomposed and there is therefore not a sulphur disposal problem. Furthermore, the milled sulphides can become a future sulphur feed source, and can be reclaimed if necessary. Their presentation is "Regulations Versus Management Practice." RICHARD GHENT: Written procedures give structure to safety programs. At their best, they are brief and understandable to facility personnel and clearly identify roles and responsibilities. At worst, they attempt to recite the entire regulation they are intended to address. Some regulations, such as OHSA's Hazard Communication Standard, require employers to develop, implement, and maintain a written program. As written programs and procedures are developed, some basic questions arise: Is the program designed to achieve compliance with regulatory requirements or does management expect the program to go beyond compliance to some higher level of performance? Management may have difficulty in measuring and communicating performance expectations in safety. A facility with 4 million safe work hours does not suddenly become unsafe the day their safety record is broken. Generally, management expects safety programs to meet regulatory requirements and to protect the employer from enforcement actions and fines from regulatory agencies. Management also expects that safety programs will result in a safer work environment with fewer incidents, accidents, and near misses. But it is difficult to know when a safety program has succeeded.
