John Ferguson of Phelps Dodge provides us with a case study of how his company approaches its computing and hardware decisions. Senior management is the target audience for this contribution which discusses computer employment strategy at Phelps Dodge and how it may differ from the practices followed by other companies. The computer professional is well advised to read this subsection also to gain insight into the way in which management looks at computers in support of company operations. The following pages take us through a progression of developments and expectations brought about by the computer: the tremendous versatility of this new tool and its swift development; the widespread changes and problems it introduced; the new and revolutionary management theories it prompted and the widely supported centralized service concept it introduced to information processing. It continues with a discussion of Phelps Dodge's early experience, its ,operating environment, and its strategy development-attention to operating units and later headquarters with stress on service needs of users. It concludes that for computing to be effective it must fit in with the bay in which the company operates and must be sensitive to the needs of the people it serves.

INTRODUCTION Underground structures are generally regarded to be safer than surface structures during strong seismic motion, except when crossing a causative fault. Recent studies of observed earthquake damage to tunnels generally support this view, although instances of severe damage and, occasionally, collapse are reported. For proposed underground construction of sensitive structures such as nuclear power plants, liquefied natural gas facilities, and nuclear waste repositories, a verification of the seismic response of underground structures will be required.. This paper discusses the stabilization recommendations used in a study of additional costs required to protect tunnels against ground motion caused by earthquakes and underground nuclear explosions (1). The study is a part of the site investigations for possible construction of a nuclear waste repository. The additional costs estimated in the study are not presented here; only the stabilization measures are presented in the present paper. The tunnels, which would constitute the underground facilities of a possible repository, are assumed to be 5.5 m (18 ft) in diameter and to be located at a depth of 600 m (2,000 ft). Three candidate geological materials are considered: argillite (shale), granite, and tuff. Several peak ground accelerations are used: 0.3g, 0.5g, and 0.7g for earthquakes, and 0.5g, 0.7g, and 1.0g for underground nuclear explosions. Potential damage due only to shaking is considered here. This paper does not discuss problems that result from creep or sudden rupture of intersected faults or from ground failures at portals.

The deformations resulting from excavation of very large openings are compared using two-dimensional F.E. continuum analyses and discontinuous physical models (20,000 discrete blocks). Both the joint orientations and the model horizontal stress levels were varied. Some models were dynamically loaded to simulate earthquakes (0.2-0.7 g). Model deformations were recorded using photogrammetry. The changes in deformation when increasing the simulated spans from 20 m to 50 m were of particular interest. High horizontal stress caused surface heave when joint orientations were favourable for arch stability. Joint orientations also determined whether the pillars between parallel openings were in a state of compression or tension. INTRODUCTION The engineering performance of large rock caverns has traditionally been learned from mining and hydro power projects, where the depth below surface is often many times greater than the span of the openings. Deformations measured in the walls and roofs of hydro power caverns generally range from about 5-50 mm, though there is a documented case where a wall moved in 126 mm (1), and another where the arch moved down 147 mm (2). The aluminous nature of the laterites capping the Minim Martap plateaus - named after two neighbouring villages - and the small nearby upland of Ngaoundal, was discovered by the Cameroon Mines and Geology Division in 1958. These deposits of worldwide importance, are located in the Ngaoundere region, some 500 km (300 miles) north-east from the port of Douala (as the crow flies). They constitute the major part of the Cameroonese mining potential. The study of the deposits and their economic development has been entrusted to SEBACAM, Societe d'Etudes des Bauxites du Cameroun, a company in which the Cameroon government participates. The bauxites originate from the transformation into laterite of lavas which covered a Precambrian basement during the Upper Cretaceous period and the Lower Tertiary era. The entire Minim Martap deposit comprises bauxite plateaus ranging in area from a few acres to several square miles. The average thickness of the bauxite layer varies from 10 metres at Minim Martap to 17 metres at Ngaoundal. The mineral constituents of the bauxite are gibbsite trihydrate, kaolinite and the usual iron and titanium oxides. Treatment of the ore does not involve any particular technical problems. Proven exploitable reserves amount to 560 million tonnes of dry bauxite with a reactive silica content of 1.80% and an available alumina content of 43.70% at Minim Martap, and 120

Techniques are being developed for measuring the mass concentration of respirable diesel exhaust particles found in underground coal mines. Studies have been conducted over the past five years to investigate size selective sampling techniques to measure the respirable mass concentrations of diesel exhaust and mine dust aerosol particles in underground coal mines. Results from these studies have been used to develop design and performance criteria for a personal diesel exhaust aerosol sampler. Three personal diesel exhaust aerosol samplers have subsequently been designed and evaluated in both laboratory and field settings. These samplers use size selective classifiers for the determination of the respirable mass concentrations of mineral dust and diesel exhaust particles. Their designs are based on the premise that diesel exhaust particles are predominantly less than 0.8µm while mineral dust is greater than 0.8 µm. One design, selected for field evaluation, consists of a 10 mm nylon respirable dust cyclone followed by a 0.8 µm cutpoint impactor and afterfilter. The cyclone removes the large nonrespirable particles while the inertial impactor stage, collects the mineral dust on an impaction plate and allows the diesel particles to penetrate to an afterfilter. The two sample fractions of the respirable particles (<0.8 µm and >0.8 µm) are gravimetrically analyzed to determine the concentrations of the diesel and mineral dust portions in the respirable coal mine aerosol.

Technological changes in programmable logic controllers (PLC)&apos;s and the need to improve the architecture of Mine Wide Monitoring Systems (MWMS) has resulted in the design of a PLC based system at the Virginia Division of Island Creek Coal Company. The system which is presently in the installation phase, is a joint effort of Island Creek Coal Company, Westinghouse Electric Supply Company and Mining Controls Incorporated. The system uses an ethernet based network for graphic display of system data operating under the Genesis software package. Telemetry for the system utilizes the Seimens/Westinghouse L1 network operating over two twisted pairs. Remote telemetry uses fiber optic links and modems operating over standard telephone lines. 500 and 2000 series PLC&apos;s provide distributed data processing for the system with hierarchial processing operating under the Genesis software on the ethernet network for individual mine site monitoring along with the remotely located division office monitoring. System control and data acquisition is provided for underground MWMS operations and on the surface for a vast methane gathering system that is used for degasification of the mines and collection of pure methane for sale to the Columbia Gas Company as natural gas. The inability of industrial MWMS companies to keep up with the vast changes in technology, along with economic considerations associated with expanding the existing MWMS created the need for the development of the PLC based system to replace the older industrial monitoring systems.

This work presents experimental results for the recovery of gold present in alkaline cyanide solutions by using the electroelution technique of strong-base anionic polymeric resins IRA 402-CL from Rhom and Haas-Brazil Ltd. loaded with gold. This technique of electroelution of anionic polymeric resins is based on the removal of metal ions adsorbed to the resin, resulting from a potential difference applied between the cathode and anode in an electrolytic cell. The electrolytic cell was composed of an aqueous solution with suitable chemical characteristics and an anionic polymeric resin bed loaded with gold. The resin used in the experiments was loaded using synthetic alkaline gold cyanide solution with 1.0 g/L of gold. The variables studied were electroelution time, cathode current density, distance between cathode and anode and the electrolyte chemical composition. Statistical methods made it possible to establish the optimum conditions that would achieve satisfactory gold recoveries by the electroelution technique. The statistically predicted response for the resin loaded with gold by percolation was 16.5% gold recovery, 2.0 A/m2 cathode current density, 20-mm distance between electrodes and 6.0 hrs electroelution time. For the centrifuging system, the statistically predicted response was 7.41% gold recovery under the following conditions: 0.25 A/m2 cathode current density, 1-mm distance between electrodes, 3.5 hrs electroelution time and 10.9% NaOH in the electrolyte chemical composition.

The disposable diesel exhaust filter (DDEF) system developed by the U.S. Bureau of Mines and Industry cooperators for heavy-duty permissible, diesel-powered haulage vehicles, effectively reduces in-mine diesel particulate matter concentrations up to 95%. However, there are concerns about the hazards that exist when the filter is used in situations for which it was not designed. This work investigates the exhaust gas temperature limits to which the filter elements can be exposed without posing a safety or health hazard, such as 6re or off-gassing toxic compounds. A filter approved by the Mine Safety and Health administration and after-market filters were evaluated under varying engine exhaust conditions to determine if after-market filters pose an unacceptable hazard when used in a DDEF system. Filters were laboratory tested at engine exhaust temperatures ranging from 77°C to 290°C. Of the seven filter types tested, six appeared suitable for use on water scrubber-based cooling systems and two appeared suitable for use on dry heat exchanger type exhaust cooling systems with exhaust temperatures up to 150°C. Any filter elements used as exhaust filters on permissible diesel machines must be approved by MSHA for that application. Mine operators who wish to use an after-market filter element should request an MSHA field modification. MSHA will work with the mine and filter manufacturer to ensure its use in this exhaust system application does not pose a health or safety hazard.

Traditionally, production volume has been considered the major determinant of cost. As volume increases, total cost increases but unit cost decreases. This concept has been so widespread in industry that many of the tools used to analyze costs are based on production volume as the sole measure of activity and driver of unit cost-fixed and variable costs, cost-volume-price and breakeven analysis, contribution margin, flexible budgets, and others. Clearly, volume is a driver of cost. It is important in both a tactical sense (to the manager at an operating mine) and a strategic sense (as one determinant to the firm&apos;s overall cost position). However, many other factors influence costs as well, even though they have not been studied to the same extent. For example, production managers know that their costs will be reduced if the workforce does not have accidents. Safety costs are to a large extent independent of volume. Other cost components increase as volume increases, such as some environmental charges. Some costs may or may not reflect volume changes. Maintenance, for example, may appear as either a fixed or variable cost, as can operating labor in facilities that are highly automated. In the strategic sense, where the firm is selecting a strategy to pursue competitive advantage and increased profitability, all costs are variable. This reflects both the strategic intent and the long-term time frame associated with strategic positioning. Tactically, on a month-by-month basis, some costs are essentially fixed. Cost driver analysis must therefore consider the relevant time frame.

The increasing public interest in a useful framework for an assessment and classification of mineral resources (1) is documented by the recently published international classification scheme of the United Nations (1979) and the revision of the classification system of USBM/USGS (2) (1980). Moreover, various classification systems are currently discussed by the mining industry. In spite of major improvements in respect of the concepts, definitions, and taxonomy of ore classification, it has been recognized that the recent practice to classify mineral resources does not create truly reproductible results, i.e. an assessment to the various categories which is free from personal bias or corporate interests. Following are geostatistical methods proposed for a standardization and quantification of various terms in ore classification. After critical review of present practices, we will establish a precise link between the classical terms such as "measured", "indicated", and "inferred" reserves and the geostatistical concept of estimation errors. Moreover, we will demonstrate, how the basic criteria of economic feasibility, geologic assurance and recovery can be taken into account by geostatistics. A specific algorithm will be proposed to block out and to classify reserves according to the degree of geologic assurance. . We will also show computerized methods which perform complete classification procedures, and will also exemplify them with typical case studies.

DOUG HALBE: Our next topic is one that I would think everyone might want to contribute to. I&apos;m sure everyone here has had some experience in this area. If you haven&apos;t, I&apos;d suspect you&apos;ve never really run a mill. This is what we call "Horrible Spill Areas We Had When We Started Up the Plant and How We Fixed Them." Our next speaker has had a really great operating career. He had many years with Newmont in the Carlin area, and now he&apos;s executive vice president and chief operating officer of Independence Mining Company: Jim Komadina. I don&apos;t have to be nice to the speakers anymore, do I? [laughter] You may wonder why we picked Jim Komadina to give this talk. I was involved many years ago in the start-up of Newmont7s Gold Quarry plant. Jim held quite a responsible position there. I&apos;m not going to say anymore, but I have in the back of my mind this picture of the pump floor and a rowboat and a guy rowing around on the pump floor. [laughter] Jim, was that you? [laughter] JIM KOMADINA: Probably. I wasn&apos;t responsible for the design. [laughter] Actually it&apos;s amazing. I&apos;ve seen a lot of these plants and actually had the opportunity to walk around them, so when I say this, "Horrible spills I have seen and done," it&apos;s because I&apos;ve been responsible for more than my fair share of them. But having seen a lot of spills, I will present a little bit of wisdom about how to prevent them.

Early in 1972, Rocky Mountain Energy Company approached MARCONAFLO with a unique request for assistance. They controlled a series of scattered ore deposits in a remote section of Wyoming which had become increasingly valuable despite their relatively small size, great depth and low grade. At the time, MARCONAFLO was in the process of developing a tailings reclaim system which was based on the use of submersible capsules. It appeared that this basic concept might be adapted to slurry uranium ores and pump them to the surface through a bored hole. This presentation will review for you the development of this unique and potentially very important application of MARCONAFLO technology. This first slide (SLIDE 1) depicts the total mining concept envisioned by MARCONAFLO and Rocky Mountain Energy Company. A series of six self-contained mining units would be positioned through boreholes into the ore strata. An oscillating MARCONAJET would direct a high pressure jet stream into the orebody and put it into a slurry which would flow back to a slurry pump. The slurry would then be pumped to the surface and to a collection tank from which it would be transferred to processing. Both the MARCONAJET and the slurry pump would be actuated and controlled by means of a hydraulic power console mounted on the trailer behind the service tower. By means of a high pressure water pump also mounted on the trailer, return water from processing would be delivered to the MARCONAJET to slurry the ore. Tailings would be returned to a backfill unit for redepositing in the mined-out cavities. A drill rig would precede the mining, and it was estimated that this configuration would represent an optimum system for most effective equipment utilization.

The Sacramento Regional County Sanitation District (SRCSD) has undertaken an interceptor expansion program to meet future wastewater needs associated with projected growth over the next 20 years. The Lower Northwest Interceptor (LNWI) will include over 17 miles (27 kilometers) of pipeline including 14 miles (23 kilometers) of dual force main ranging in size from 54- to 60-inch (137- to 152-centimeter) diameter and 3 miles (5 kilometers) of 120-inch (305-centimeter) diameter gravity pipeline. The estimated capital cost for the program is $331 million, with approximately $236 million in construction cost (as of November 2002). The project includes 4,700 feet (1,433meters) of tunnel including 2 crossings of the Sacramento River and one crossing of the Barge Canal, and 11 other smaller tunnel crossings beneath various creeks, sloughs, highways, and railroads. Preliminary design of the tunnels for the LNWI are discussed in this paper. The overall purpose of the preliminary design was to sufficiently define the project to allow planning level cost and schedule estimates to be performed. There have been changes to the project during final design including pipe sizes and configurations, tunnel and pipeline lengths and anticipated flows. This paper addresses only the preliminary design of the LNWI tunnels. Final design issues and changes made since completion of preliminary design are not addressed in this paper.

The International Finance Corporation (IFC), the private investment arm of the World Bank Group (WBG), requires all IFC-financed projects to comply with its environmental and social policies and guidelines. IFC&apos;s review process involves an environmental and social assessment and the implementation of an Environmental Action Plan (EAP) that will set forth the necessary actions to bring the operation into compliance. This paper provides an overview of the environmental and social policies and guidelines that apply to mining projects and examines how WBG/IFC policies and guidelines are applied to mining projects in developing countries. In addition, it includes a review of the increased emphasis IFC is giving to social issues over the past several years based on the existing WBG policies. IFC’s process for the environmental and social review of proposed investments is briefly discussed. The paper focuses on how IFC emphasis has shifted from the traditional environmental and impact mitigation analyses of a few years ago to the integrated social and environmental awareness, action (EAP), and implementation programs (social plans) required today. Today, IFC&apos;s focus is to promote sustainable development by investing in projects that directly benefit local communities and the environment. Examples of these changes will be highlighted by a review of recent investments located in West Africa. The goalposts have not moved, but the rules of the game have become tougher.

INTRODUCTION The placing of the monolithic concrete lining of the Bi-County water tunnel illustrates the state of the art in the materials, equipment, methods and productivity available to the industry for this type of construction. This paper describes the management and engineering rationale used by Clevecon, Inc., a subsidiary of S & M Constructors, Inc., Solon, Ohio, in developing the concrete mix designs, the design of the specialized equipment, and the methods used in the manufacture, transport, and placing of the lining. Also discussed are the changes to the reinforcing steel design instigated to facilitate its handling and placing, as well as to enhance the quality of the lining. The intent is to bring to the attention of designers the effects certain design aspects have on the construction of reinforced concrete tunnel linings, as well as indicate the areas where research and development effort should be expended to further reduce costs for this type of construction. GENERAL DESCRIPTION The Bi-County Water Tunnel West is a water transmission main owned by the Washington Suburban Sanitary Commission of Hyattsville, Maryland. The facility was designed by A. A. Mathews Division (formerly STRAAM Engineers, Inc.) CRS Group Engineers Inc., Rockville, Maryland. It is to be utilized as the central feeder of potable water for the northern suburbs of Washington, DC, extending some 4,597 meters from a riser shaft at its western terminus to the eastern interface, with a similar tunnel which extends eastward about 5,180 meters; the majority of its length being under Interstate Highway 1-495. DESCRIPTION OF PROJECT The Straight Creek Tunnel site is located approximately sixty (60) miles west of Denver, Colorado, on Interstate Route 70 in the vicinity of Loveland Pass, in the Rocky Mountains. The ultimate project will consist of dual two-lane vehicular tunnels with a building at each portal to house mechanical ventilation equipment and other installations. The tunnels run virtually east-west on an ascending 1.64 percent grade for a distance of approximately 8,900 feet, and will pass beneath the Continental Divide at an elevation of about 11,000 feet above sea level. The maximum cover is 1,450 feet and each tunnel is approximately 48 feet wide by 50 feet high as excavated. The work now under construction consists of the North Tunnel, which initially will have two-way traffic. Ultimately it will be the west bound lanes for Interstate 70. The completion of the North Tunnel will be the fulfillment of a long felt need for better communication through the high Rocky Mountains of central Colorado and is a vital link in Interstate Route 70. Much has been written recently about the Henderson Mine Project in Colorado being developed by American Metal Climax, Inc. To briefly recap the project, AMAX has an ore body, containing about 300 million tons of proven and probable molybdenum ore which is located under Red Mountain on the eastern slope of the Continental Divide. The mill, however, will be located on the western slope in the Williams Fork Valley where water and space for waste disposal are more available. AMAX will carry the ore by remote controlled trains from a gathering level underground at the mine, through a ten (10) mile tunnel under the Continental Divide and thence along a five (5) mile surface railroad to the mill site. One of the more challenging facets of the project is the western portion of the ten (10) mile tunnel being driven by Dravo Corporation through difficult ground conditions, downgrade, toward the Continental Divide. The tunnel is a 16&apos;-6" wide by 15&apos; high horseshoe, which runs in a straight line and drops at a constant three percent (3%) grade from the West Portal to the ore zone. Dravo&apos;s portion is anticipated to be about 6 1/2 miles long and includes permanent pumping stations located every 4,900 linear feet (lf) permanent rectifier stations every 12,5001f, and one (1) 1,560 ventilation shaft. The western portion of the tunnel lies in the Idaho Springs formation, a mixture of gneiss and schist with some granitic intrusions. Toward the Continental Divide a transition into Silver Plume Granite is expected to occur. Preconstruction geologic information indicated the Idaho Springs and Silver Plume formations to be basically competent with some faulted and altered areas. It

INTRODUCTION In ore beneficiation one of the simplest methods of mineral concentration is hand picking to remove either the ore or the waste material from a moving table or conveyor belt. Ore Sorting Equipment may be defined as equipment for mechanized picking. This type of equipment has been used successfully over the past thirty years or so to beneficiate ores of various types in particle mesh sizes between 1mm and 200mm.. at throughputs of up to 150 tonnes per hour. In general for ore sorting to be a consideration the ore and the waste material must be well liberated in the feed to the sorter (that is into practically discrete particles of ore and waste). The larger the liberation size the more likely sorting is to be cost effective. Correct selection of ore sorting equipment is most important and often special machine features are developed for an individual application. Sorter performance can be best determined by extensive testwork of representative ore at design tonnage on prototype or preferably on production model sorting machines. ADVANTAGES OF SORTING ORE The four main advantages of sorting ore are: Reduced milling cost. Reduced processing cost. Higher overall recovery. Reduced transportation costs. Reduced Milling Cost With sorters installed the milling plant following the sorter is generally smaller and hence less costly to install and operate as it only has to handle the sorter product. However this benefit is somewhat offset by the increased cost of the screening and washing plant prior to the sorter and the cost of the sorting plant itself. Reduced Processing Cost As there is less material of higher grade presented to the concentrating plant following the sorter, this plant will generally be smaller and less costly to construct and operate than a plant treating the total quantity of material. An analysis of an iron-ore processing plant showed that its performance was affected by seasonal temperature variations, resulting in reduced grinding efficiency during the winter months. Laboratory and pilot plant studies were conducted to determine the cause of the observed loss of efficiency at lower temperatures. Two types of experiments were performed: drop tests and wet grinding tests. Drop testing was performed to determine the effect of brittleness and frozen pore water on the breakage characteristics of the ore. The wet grinding tests were divided into laboratory tumble tests and pilot-plant tests. The combined results of drop testing and wet grinding were used to make predictions on the performance of plant-scale autogenous grinding. From the drop tests, it was determined that dry iron ore, basalt and sandstone did not change in brittleness over the temperature range studied (-25º to 25ºC). However, when the rocks were water-saturated, the highly porous sandstone became considerably more fracture-resistant upon freezing, due to "grouting" of the pores and preexisting cracks by ice. This effect was not seen for either the iron ore or the basalt, because they were considerably less porous than the sandstone. Tumble tests on both laboratory and pilot scales showed that both the addition of fines to the test charge and a reduction in temperature caused a decrease in the amount of new fines produced. This reduced fines production was the result of increased slurry viscosity when either the fines content increased or the temperature decreased.

For thousands of years gold has been not only a commodity, valued for its comparative scarceness, immutability and homogeneity but also a medium of exchange which has no nationality. Approximately 90% of the gold produced is still accessible in the world, although some of it in museums, galleries, jewellery and dental work is not immediately available for circulation. The majority is held as bars by central banks for their reserves; the balance circulates as coinage or bullion held for investment. The value is further enhanced by the political aspect that gold cannot be debased as paper currency can and, therefore, it always becomes an investment refuge. It has always been possible to buy and sell gold at a price which is readily established by reference to bullion&apos;s weight and purity; and it is this fact which makes a loan denominated in gold, rather than one in currency, a viable alternative means of finance. The purpose of this paper is to discuss some general aspects of what is considered to be one of the more effective and presently popular methods of financing the development of a gold mine - the gold loan. This is not intended to discuss all the minute details which must be uniquely designed to fit each individual situation, but rather to provide general guidelines. You will all be aware of the traditional sequence whereby companies primarily finance exploration work by the raising of equity through the sale of shares to the public or by that unique Canadian form.
