The quest for U.S. energy independence will result in a major increase in underground mining operations. It will necessitate the rapid excavation of development drifts, entries and slopes to exploit underground deposits of energy resources such as coal, uranium and oil shale. Most of this development work will be done in soft and medium hard rock up to an unconfined compressive strength of approximately 20, 000 psi. OBSTACLES TO RAPID TUNNEL EXCAVATION Labor In the U. S. coal mining industry, the underground productivity in tons per man-day declined from 15. 61 in 1969 to 11. 00 in 1973 which is a startling 30% decline. While productivity declines, the cost of labor and supplies continues to rise. Ralph E. Bailey of Consolidation Coal Company recently stated four reasons for the decline of productivity: A shortage of experienced miners, enactment of the Federal Coal Mine Health and Safety Act effective April 1970, major changes in union work rules in 1968, and a deterioration in the attitude of the work force (1). Because there is already a great shortage of skilled miners, the situation will get worse when large new mines for oil shale, coal and uranium open in sparsely populated areas in the Western United States. Only the large scale use of easy to operate tunneling machines can increase productivity and lower the cost of excavation.

Introduction Net Present Value (NPV) techniques are becoming widely used in industry as a standard analytical tool in making capital budgeting decisions. However, NPV techniques are often misused in "common practice." A comparison was made between the use of NPV techniques in common practice and an Adjusted Net Present Value (ANPV) approach to capital budgeting in the financial analysis of a mining project. The comparison was made by applying both methods to a hypothetical copper project. The intent of the analysis is to provide an example for practitioners to follow when financially analyzing mining (or other) projects. To maintain the thrust of the analysis, the project has been evaluated as a stand alone, total project. No consideration has been made of the division of cash flows accruing to various owners over the life of the project. This omission will not affect the comparative nature of the analysis. This discussion assumes that the reader is familiar with present value as a concept and as a tool in capital budgeting. Finance theory has embraced NPV analysis as the correct way to evaluate capital budgeting alternatives. Many articles have been written expounding the virtues of NPV over other capital budgeting methods, such as Internal Rate of Return (IRR), Payback, Accounting Rate of Return, and others. It is not the purpose of this article to review all of the literature in this area; suffice it to say that in academic circles NPV concepts are accepted as the norm. A survey by Schall, Sundem, and Geijsbeck (1978) indicates that major US companies are finally following in academia's footsteps. Fifty-six percent of the companies responding to the survey use NPV techniques in their capital budgeting process. Further, some 86% of the companies surveyed use discounted cash flow methods (NPV or IRR) for capital budgeting decisions. This compares with a survey by Klammer (1972) that showed 57% of companies using both techniques, a considerable increase in seven years. With the increasing use of NPV techniques in industry, there are certain uses in common practice that can give misleading results. Five common errors in NPV analysis of large projects are: • No distinction is made between real and nominal cashflows. • The discount rate(s) used in the NPV analysis is not formally adjusted for risk. • There is no distinction of possible differences in the riskiness of different project cash flows; i.e., revenue vs. depreciation. • There is no recognition of the cash benefits to the project from interest tax shields (interest payments on the project's debt that are tax deductible). • There is no clear recognition of subsidies to the project from concessionary debt financing. No Distinction Between Real and Nominal Cash Flows Often, expected cash flows for a project are stated as a mixture of real (in constant dollars) and nominal (in current dollars) cash flows. For example, expected revenue cash flows may be stated in real terms and depreciation may be stated in nominal terms. If cash flows are added together to give an after tax cash flow, and this single cash stream is discounted, care must be taken to ensure that cash flows are consistently stated. All cash flows should either be stated in nominal terms or in real terms. In addition, the discount rate used must be stated in the same terms as the cash flows being discounted. Real cash flows must be discounted using real discount rates and nominal cash flows using nominal discount rates. Although roof falls account for approximately half of the fatalities in underground coal mining, the factors that produce them are not clear. Mining methods can account for some, but in others the controlling factors are the geological setting in which the mining takes place. The present investigation was undertaken to determine the kinds of rocks that were most likely to produce roof problems. Such knowledge would be helpful to mine planning since rock samples can be obtained in advance of mining by core hole drilling. The investigation was undertaken in underground mines in the Pocahontas #3 seam in southern West Virginia and southwestern Virginia. The Pocahontas #3 is one of the most widespread in this region and is a major source of high quality metallurgical coal. There are at least ten very large mines in the area and many smaller ones. The region has a very long mining history and considerable experience has been gained in roof control problems. The study was conducted with the support of the U. S. Bureau of Mines.

The role of oxygen in cyanide leaching ia well understood in the gold industry. Oxygen enrichment has taken on a real, practical meaning to operators with the were to evaluate the effect of oxygen enrichment on the kinetics of heap leaching gold ores, to examine methods of oxygen application in the heap, and to develop preliminary economics for the process. Several series of column tests were completed increasing preaeration, applications. use of pure oxygen for leaching, and in CIL in the test program. Oxygen enrichment may have a significant place in heap leaching as well. In preliminary column tests sponsored by Kamyr at Hazen Research, Inc. , oxygen-purged columns showed an increase in both the leaching rate and maximum recovery of gold and a reduction in cyanide consumption compared to columns run with air. Potential benefits of using oxygen in heap leaching include faster leaching kinetics, shorter cycle time, higher recoveries, and more efficient use of permanent or reusable pad space. The concept requires confirmation of technical and economic feasibility on a commercial scale.

For conventional applications, there is limited demand for rare earth elements as well as yttrium and scandium. But the emergence of new high technology applications such as supermagnets, lasers, and superconductors should result in significant demand for some of these elements. This article examines the anticipated applications and demands for rare earth elements over the next decade. It also looks at the implications on the use of available resources. In the context of a growing demand, process methods are reviewed for the recovery of rare earth elements from conventional and unconventional resources. And the article also discusses the challenges facing the mining industry in meeting this opportunity. Reserves and reserve base The rare earths (RE) are a homogeneous group of metallic elements occupying the area from lanthanum to lutetium in group IIIB of the periodic table. Yttrium and scandium are also included with the rare earths because of their chemical similarities and common existence in nature. These 17 elements and their atomic numbers are shown in Table 1. The rare earths are widely distributed in low concentrations throughout the earth's crust (Hedrick, 1985). They occur in many rock formations including basalts, granites, shales, and silicate rocks at concentrations of 10 - 300 ug/g. They also occur in more than 160 discrete minerals. Most of these are rare, but may contain as much as 60% rare earth oxides (REO). More than 95% of the REO occurs in three minerals: monazite and bastnasite for the light rare earths and xenotime for yttrium and the heavy rare earths. Apatite and multiple-oxide minerals, such as euxenite and loparite, are also commercial sources of the lanthanides and yt-trium. Rare earths do not occur in nature in the elemental state. And, except for scandium, they do not occur in minerals as individual compounds. Bastnasite and monazite are the two major minerals used commercially to supply most of the rare earths (Hedrick, 1985). Bastnasite is a key raw material source for the cerium subgroup elements. The largest known bastnasite deposit occurs with iron ore minerals in China. The second largest deposit is situated in California. Typical rock analyses of the fluorocarbonate mineral bastnasite deposit in California show about 15% bastnasite. The REO content of that is about 50%. Development of process control in the metallurgical industry over the past ten years has been highly influenced by technical advances centered on use of computers as well as on measurement and associated equipment. The discussion in this section reviews advances in computer technology, measurement devices, data input-output techniques, and their use in mineral processing for the objective of guiding application of process control principles. Advances in the next ten-year period through the 1980's can be foreseen in the cost and application of data handling facilities in the coincident fields of data processing equipment, interface and control devices, and computer programming systems. These will lead to greater acceptance in a widely expanding range of mineral processing fields. It can be predicted that process control methods now known to be effective will become more re- fined. Costs of on-stream analyzers for assays and particle data will be reduced. Continued innovation can be anticipated in measurement devices required for effecting control. Control techniques developed over the last decade in key process operations such as crushing, grinding, flotation, smelting, and hydrometallurgical processes are described in the following chapters. The general forms taken by computer process control are first outlined briefly.

In 1911, Miami Copper Co. began a block caving operation at its Miami, AZ property. A gravity mill was used to separate copper minerals from the Pinal Schist host rock. Until 1932, the mill tailings were deposited by the upstream method using perimeter launders and spigot valves in six canyons adjacent to the mill. In 1928, the larger and more distant Solitude tailing pile was developed. By 1932, it was receiving all tailings. In 1925, Miami Copper converted the gravity mill to flotation with sulfide copper recoveries. From 1934 to 1943, Miami, Copper ran a leach-precipitate float (LPF) circuit on mined ore and, in 1943, began sulfuric acid in-place leaching of a portion of the caved area formed by block caving. The pregnant solutions were collected underground and pumped to the LPF precipitating drums to harvest copper. In 1954, the company started mining low-grade ore. This led to the running an old LPF plant on select mill tailings from April 1957 to March 1959. In 1959, block-cave mining ceased. Solution mining became the only source of production using a launder precipitation plant. In the mid-1960s, Miami Copper merged with the Tennessee Corp. In the latter part of the decade, Cities Service Co. bought the combined properties. In 1976, Cities Service commissioned a 15-t/d (16.5-stpd) solvent extraction electrowinning(SX-EW) facility at its Miami copper property to replace the precipitation plant. In 1982, Occidental Petroleum Co. bought Cities Service. In 1983, the Miami operations were sold to Newmont Mining Corp. and set up as a subsidiary company, Pinto Valley Copper Corp. Finally, in 1987, Newmont Mining spun off a combined Pinto Valley and San Manuel unit as Magma Copper Co.

The Society for Mining, Metallurgy, and Exploration has compiled a number of exploration discovery case histories. This section in Volume 3 of the series describes the case histories of deposits found in layered rocks. Metallic and nonmetallic ore deposits described in this section include diverse minerals such as copper-nickel sulfides and carbonate-controlled base metals. Other case history compilations include epithermal precious metal deposits and porphyry systems. The importance of ores in layered rocks justifies their inclusion in a case history compilation. Mineral deposits occurring in layered rocks form an economically important class of ores. For example, most sulfide nickel ores are mined from basic layered intrusive rocks. Although the geologic setting is completely different from economic nickel sulfide concentrations, most barite produced also comes from stratiform and strata-bound ores. Zinc and lead ores importantly occur in beds in carbonate host rocks. Gold and other heavy minerals are concentrated in placer deposits. Indeed, the world's largest gold deposit, the Witwatersrand, is a fossil placer.

An Overall View of the Japanese Ferroalloys Industry 1) Depressed Demand for Ferroalloys: In Japan consumption of ferroalloys in the last ten years has decreased, although there has been some fluctuation from year to year. During this term production figures of the steel industry, which are closely related to consumption of ferroalloys, are as follows: Shipment of steel products for the domestic market has declined gradually from 69 million tons in 1979, which was the peak year for steel production, to 60.3 million tons in 1982 and 60.4 million tons in 1983, the level of 1978. In addition, exports also have been a downward trend since 1976, which was the peak year with tonnage of 34 million tons, to 28 million tons in 1982 and 31 million tons in 1983.

The perlite review arrived too late to appear in the June issue. Worldwide production of perlite in 1991 was estimated to be 1.7 Mt (1.9 million st). Events in Eastern Europe and the former Soviet Union caused reporting of production, consumption and reserves from those regions to cease. The US Bureau of Mines reported data only from the US and Greece. Together, the two countries produced about 701 kt (773,000 st), down from 739 kt (815,000 st) in 1990. US production of perlite amounted to about 547 kt (603,000 st) last year. US production was supplied by 10 companies operating 11 mines in seven western states. There are 74 plants producing expanded perlite in 33 states and in Canada. All the companies engaged in mining perlite are also expanding it.

The Solution Mining review arrived too late to appear in the May issue. Solution mining, in its broadest definition, includes all forms of leaching where a lixiviant solution is brought into contact with a metalliferous or non-metallic ore and the resulting pregnant solution is processed for recovery of the valuable soluble material. Technologies such as dump leaching, heap leaching, stope washing and in situ lixiviant solution injection and recovery fit into this definition of solution mining. A publication entitled the US Gold Industry (Dobra and Thomas) reflects the major impact that solution mining techniques have had on precious metal recovery. In 1989 (the last year for which statistics are available), the United States passed Australia to become the third largest gold producing country in the world after South Africa and the Soviet Union. It is estimated that when the final figures are in for 1990, the US will probably pass the Soviet Union in gold output. If the state of Nevada is ranked as a separate country, it will rank fourth in the world in gold production for 1990. A good proportion of this increase in gold production over the past few years can be attributed to the application of solution mining technology to low-grade, precious-metal-bearing material. Solution mining techniques have also made inroads in copper production. Many operations located at former underground mine sites employ in situ leaching as an adjunct to conventional dump and heap leaching practices.

The United States has very large coal reserves in seams that are less than 1065 mm (42 in.) thick. These reserves are often not mined because of the difficulty of working in low heights and, in most cases, the seams are beyond the technical or economical limits. It is estimated that the remaining reserves in 355 to 710 mm (14 to 28 in.) thick seams that are not faulted or intruded, dip less than 15° and under a cover of 610 m (2000 ft) or less are nearly 910 Gt (1 trillion st). This is a very large percentage of coal reserves in the United States (Unrug, 1985; DuCarme et al., 1990). The US Bureau of Mines is attempting to develop new techniques for mining 150 to 1065 mm (6 to 42 in.) thick coal seams. Research has focused on existing thin seam mining techniques, testing of small- and full-scale physical models of the Bureau's slot mining concept and computer modeling of the full-scale process. In 1986, only 21 % of the total US coal production came from -1065 mm (-42 in.) thick seams. Of that, 355 to 710 mm (14 to 28 in.) thick seams share of production was minimal, probably 5% or less (Mayercheck et al., 1990). This shows that the thin seams, particularly the seams 355 to 710 mm (14 to 28 in.) thick, have not been mined to the extent of the available reserves. Thin seam coal, generally, is of premium quality. As thicker seams are depleted, the mining of thin seams could become more important. Thus, there is a need to develop technology to mine these seams (J. Farinelli et al., 1987). A successfully applied technology could change reserve categorization. In the Appalachian Plateau there are 417 Gt (460 billion st) in 355 to 1065 mm (14 to 42 in.) seams. This represents nearly 9.2% of the US remaining reserves (Unrug, 1985). At depths of 152 m (500 ft) or less, the Appalachian Plateau has about 214 Gt (236 billion st) of reserves in 355 to 1065 mm (14 to 42 in.) thick seams. Other mining areas also have substantial coal reserves in this seam thickness category. Those, however, are not as attractive for mining as the Appalachian Plateau. In the past, most of the reserves of the Appalachian Plateau region were partially worked by contour and highwall auger mining. It is estimated that these mining systems had left some 40,230 km (25,000 miles) (Readers Digest, 1987) of unreclaimed highwalls. The Bureau recognized this situation. In FY1987, the agency initiated a research project to develop anew technology for mining thin seams of the Appalachian Plateau.

The carbon-in-pulp and the carbon-in leach process for the recovery of gold and silver from cyanide leaching of ores is now widespread in the precious metals mining industry. However the presence of various base metals can have a detrimental effect on the efficiency and the economics of the process due to high cyani,:••? consumption and a reduction in leaching and adsorption rates resulting in poor recovery of the precious metals. Furthermore the presence of fast leaching and adsorbing metals such as copper can significantly reduce carbon loading capacity for the precious metais thereby necessitating a higher carbon inventory, more frequent stripping and poor bullion quality resulting in higher production costs. This paper describes the development and application of a process for the recovery of copper and and the recovery and re-use of the associated cyanide from the leach circuit at the Mt. Gibson Gold Project in the Murchison Goldfield in Western Australia. The process provides a means to counter-act the detrimental effects of the copper which occurs in the ore as various oxide and sulphide minerals including an extremely fine chalcopyrite powder. It has the added benefit of recovering the base metals in this instance copper, in a saleable form. The process is subject to a patent application by Reynolds Australia Metals, Forsayth N.L. and the author.

Three years ago, the New Britannia Mine started a project to improve productivity of its cyanidation plant. Results indicated that gold dissolution was strongly influenced by sulphide minerals and that the slower gold dissolution rate had a detrimental effect on overall gold recovery. The leaching strategy had to be modified to address this issue. Changes to the leaching circuit proved to be very successful. The first action was to introduce lead nitrate in the leaching circuit. The strategy of addition of lead nitrate was upgraded in three steps. An on-line free cyanide analyser was installed and the strategy of cyanide addition automated. The enhancement of the leaching kinetics have resulted: an 4% increase of gold recovery, from 87.8% in 1996 to 91.9% in 1999, which represents a reduction of 0.17 git Au in the leach residue; an average of 1330 additional extracted gold ounces per year from 1997 to 1999; a 21 % reduction in the cyanide consumption; the shut down of the cyanide destruction plant; and finally a contribution to the 27% reduction in the overall production cost per tonne of ore.($ 3 per ton). The significant increase of the throughput was instrumental in the reduction of the processing cost. In 1999, the improvement of gold recovery represented an additional gross revenue of $c""l.9 Million. The project is discussed in details in this paper.

The pneumatic jackleg drill remains a widely used tool in development and production drilling in many small-scale and narrow-vein underground mining operations in North America. Several drawbacks of this technology (unsatisfactory drilling rate, noise, vibration, presence of oil mist, etc.) and the successful introduction of water-powered jackleg drills in South Africa have stimulated the interest of many mine operators. The performance of both drill types have been tested in a mine site in Northwestern Quebec, Canada. Results of the testing of penetration and advance rates as well as environmental aspects are presented. They show a superiority of water-powered drills, even though the difference in performance is less significant than that reported from South Africa. Further research avenues are proposed to better evaluate the potential of water drilling technology in North American metal mines.

The lithium review did not arrive in time for publication in the June issue The estimated consumption of lithium minerals as raw materials to the glass, ceramic and metallurgical industries in 1992 was 85.5 kt (94,200 st). That equates to about 12 kt (13,200 st) of lithium carbonate equivalent (LCE). An additional 150 kt to 200 kt (165,000 to 220,000 st), or 7.5 kt to 10 kt (8200 to 1100 st LCE), were used in the production of lithium chemicals. The 1992 consumption represents an overall decrease of 3.5 kt (3800 st), or 500 t (550 st) LCE, from 1991. This was a direct result of a worldwide reduction in glass demand due to the economic recession. There are three major producers of lithium minerals. Gwalia Consolidated Ltd. (formerly Lithium Australia Ltd.) in Western Australia and Tantalum Mining Corp. (Tanco) in Manitoba, Canada, both produce spodumene ore. Bikita Minerals, in Zimbabwe, is the largest producer of petalite. Bikita also has the capacity to produce small volumes of spodumene concentrate. The Cyprus Foote spodumene operation at Kings Mountain, NC, ceased production in 1992. It once produced about 2 kt/a (2200 stpy) of "high iron spodumene" for uses other than in the manufacture of lithium chemicals. The lithium products of the major producers are shown in Table 1. The current resources of 13 Mt (14.3 million st) of LCE in the western world will supply demand for more than 50 years.

Ball clay production in 1991 amounted to about 800 kt (880,000 st), about the same as in 1990. 1992 estimates show a 5% decrease to 750 kt (827,000 st). This decrease continued a trend of reduced production that began after the peak of 900 kt (1 million st) that occurred in 1988. Use of ball clay in sanitary ware was about 2% less in 1992, although levels of use in floors and wall tile, dinner ware and pottery remained constant. Filler, extender and binder applications continued to be important end uses, accounting for about 17% of total market. Refractory uses maintained their market share of about 17 kt (18,700 st). Use of clay liners in toxic and waste dumps is an application widely found in Germany. However, its use has not been fully exploited in the United States. This could represent an opportunity for domestic clay producers. Tennessee remained the leading source of ball clays. Other producers were Indiana, Kentucky, Mississippi and Texas. Tennessee's production, however, decreased about 3% in tonnage produced and its value dropped from 68% to 65% of total production. The ceramics division of Southern Clay Products, Inc., was bought from LaPorte plc by United Clays of Texas, Inc., a US subsidiary of Watts Blake Bearne & Co. The purchase included ball clay reserves at Troup, TX. The acquisition makes United Clays the second largest ball clay producer in the United Sates. United is also the only company mining clay in Texas. Fire clay production decreased 5%

As the mining industry is enjoying a much needed and long awaited increase in demand for natural resources, consolidations in both the mining and mining service industries and a generational departure of experienced industry professionals is challenging today’s mining companies, not only in maintaining their existing operations, but also in securing qualified resources for developing new projects. These challenges are compounded for junior mining companies, oftentimes lacking in operating properties to draw from for experienced professionals and having to compete with the majors’ “mega-projects” for experienced project personnel from the reduced ranks of engineering companies. This paper discusses some strategies developed by Anatolia Minerals Development Limited in developing its Çöpler Gold Project in central Turkey.

The last twenty years of development in Process Mineralogy are reviewed. Since the milestone review by Henley in 1983, which projected the concept and suggested closer working relations between mineral processing and mineral science, the second generation (1983-2003) has made significant progress. Examples are to be found in improved sampling and high-confidence flotation testing, and in automated quantitative mineral measurement. The recent addition of end-member studies has provided a clearer view of the overall ore mixture milled from its constituent geological components. In all, better predictive abilities have resulted from these improvements to Process Mineralogy. These improvements have led to more significant business impacts in mineral resource characterization, and in optimization of existing concentrator operations.
