Long before excavation begins, the in situ stresses in the horizon of planned underground chambers can be measured by employing the hydrofracturing technique in existing exploratory holes. Such measurements produce the stress magnitudes and directions required for the rational design of rock structures. Two recent case histories are cited in which preexcavation stress measurements for the design of underground powerhouses proved very beneficial in the orientation of the chambers and the estimation of the stability and required support. A third stress measurement case is related to the preexcavation design of tunnels that will house doughnut-shaped superconductive magnets for the storage of electric energy. In all cases, expensive later modifications were probably prevented by measuring stresses early in the design stage.

INTRODUCTION The shield-driven method in Japan has been adopted widely in soft ground tunneling, namely, subway, water supply, sewer and utility tunnels, and recently this is an indispensable method in urban area. Since this method was started to adopt on a full scale from the beginning of 1960, construction achievements in length were about 830 km for 15 years until 1974 (1). According to the recent informations of the Japan Tunneling Association, the achievement in length under construction as of December, 1977, was about 350 km (2) and the extention of increase in shield-driven method can be guessed (Tab. 1). Overview In 1992, US coal supply and demand were shaped more by weather conditions and the export market than by the economic recovery. Preliminary data compiled by the Energy Information Administration (EIA) (Table I) show that coal production declined slightly to 902 Mt (994 million st). Consumption, though, rose by about 1 % to 811 Mt (894 million st), trailing the 2.1 %growth in Gross Domestic Product. Contributing to the decrease were a sizable drop in coal exports and some coal stock withdrawals. Consumption increased largely because electric utilities turned to coal to offset a shortfall in hydroelectric generation caused by a drought in the Northwest. Apart from this, the demand for coal-fired generation was dampened by a mild winter in the northwestern and northcentral United States, and a cool summer in the central and eastern parts of the Nation. Coal use by other consumers was about the same as in 1991. The average delivered prices of coal to all consuming sectors decreased slightly in 1992, reflecting soft coal markets (Fig. 1). US coal exporters experienced a set-back in 1992 mostly because of losses in the European market. Total coal exports fell by 6% to 93 Mt (103 million st), the first decline since 1987. Coal stockpiles at the end of 1992 were about 1.8 Mt (2 million st) below 1991, despite stock buildups by some electric utilities in the East. Stocks were built up as a hedge against possible coal miners' strikes after the Feb. 1, 1993, expiration of the contract between the United Mine Workers of America and the Bituminous Coal Operators' Association.

In 1989, worldwide total mineral industry activity registered advances from 1988. The advances may not have been as noteworthy as in 1988, but they can be regarded as a worthy theme for this article. The momentous political events throughout the centrally planned economy world had only a modest impact on actual 1989 industry performance. But these events have such potential for worldwide changes in economic activity in future years that they dwarf the actual happenings of 1989 in the minerals industry. Perhaps most significant factor here is the rapidity with which these changes have occurred. The end of World War II saw the almost immediate division of the world into major economic blocs. Since then, mineral industry activities and other industrial operations have been governed, to a considerable extent, by this partitioning. The developed market economy nations have operated as a group, the centrally planned economy states as another group. And these two groups essentially have vied for recognition in mineral industry operations in the developing economy states of Asia, Africa, and Latin America. The boundaries of these country blocs were fixed in the late 1940s and early 1950s. They were not markedly altered in the ensuing 40 years. We have seen the establishment of the Organization of Petroleum Exporting Countries, the continued Arab-Israeli confrontations in the Near East, the upheavals surrounding the rise of Moslem Fundamentalism in Iran, and the establishment of Soviet-oriented governments in Cuba and Nicaragua. These events have had notable effects on the world economy. But they have done little to change the pattern of market economy states functioning as a competitive bloc with the centrally-planned economy countries.

While the oil shale resources of the US are becoming increasingly known, few people in this country are aware of the extensive worldwide occurrence of this resource. Two recent international conferences* confirmed the growing worldwide interest in oil shales, both as future and current energy sources. The 1981 conference noted the difficulty in characterizing worldwide oil shale resources because of lack of common terminology in reporting both assay value and resource potential. Assay value is variously reported as: •US gallons per short ton; •Imperial gallons per metric ton; •Liters per metric ton; •Liters per cubic meter; •Weight percent oil; and •Volume percent oil. Oil shale resources are variously reported in barrels, short tons of oil shale, metric tons of oil shale, and cubic meters of shale oil. Worldwide petroleum shortages sparked interest in alternate energy resources including oil shales. While petroleum supplies appear to have stabilized, at least for a while, high costs are affecting the balance of payment index of many countries, resulting in a continued search for local energy resources. Kerogen is the organic constituent of oil shale and may be the most abundant form of hydrocarbon on earth, possibly exceeding coal occurrences and far more abundant than naturally-occurring petroleum resources. Oil shale, by one name or another, is widespread and is known to exist in more than 38 countries (Table 1). Oil shale industries have existed in at least 14 countries at one time or another. Many predated the Drake oil discovery in Pennsylvania in 1859, and most were unable to compete with natural oil; these operations either converted to its use or closed. At the present time shale oil is being produced on a commercial scale only in the USSR and in China. Only very rough estimates of grade and quantity are available for most of the worldwide shale occurrences since only a few deposits have been thoroughly explored. The Green River Formation of Colorado, Utah, and Wyoming is an exception. For many years this oil shale deposit has been described as the largest single concentration of hydrocarbon material in the world. With increasing world interest, larger deposits may yet be found. In 1965, the US Geological Survey published an in-place world oil shale estimate. This study, while made some 16 years ago, is still a reasonable order-of-magnitude estimate. Although exploration and evaluation are underway and a few oil shale deposits have been appraised, information on which to evaluate most worldwide oil shale occurrences has improved little since 1965. Crushing and grinding The Crushing and Grinding Technical Committee There was substantial activity in the area of crushing and grinding with the improved outlook in the industry. The Crushing and Grinding Committee's theme of 1987's Annual Meeting in Denver was Fundamentals of Mechanical Design for Crushing and Grinding Mills. At the meeting, the concept of gearless sag mill variable speed drives was taken out of the closet, dusted off, and a wraparound motor was put on hard copy with the ordering of a 9.7- x 4.5-m, 8.2-MW (32- x 15-ft, 11,000-) sag mill. Additionally, comparisons were provided to the mill design of the gearless drive sag mill and the twin 4.5 MW (6000 hp) do variable speed drives placed on the drawing board for the Kennecott UCD Expansions. This involved a 10- x 4.5m, 8.9 MW (34- x 15 ft, 12,000 hp) sag mill. Differing opinions were also expressed in technical presentations pertaining to the need for quality mill specifications in design and manufacturing. J. Berney-Ficklin of Bechtel presented a paper outlining the need for quality design and manufacturing specifications in large scale grinding mills, and the overall cost reduction in capital and operating costs. Others presented differing specific views, but all emphasized a central theme. Quality and reliable designs in large mills should not be compromised. In-pit crushing applications continue to increase, overseas and in the US, in both mining and quarrying. Different in-pit crushing units have been classified as mobile, with integral transport systems; semi-mobile, typically modular systems that use separate transporters for repositioning; semi-stationary plants that must be dismantled before transporting and typically require earthwork and concrete foundation work; and stationary in-pit crushing plants, which remain in place for the life of the pit. The majority of equipment sales of conventional crushing and grinding circuits in 1987 were to gold mining operations. There have been two areas of end use: • conventional jaw/gyratory or impact crushing circuits preparing low grade ores for heap leaching; and • small scale sag/ball mill circuits preparing higher grade ores for classical cyanide leach/ recovery circuits. There was also continued interest in ABC and SABC circuits for both base and precious metals plants. High pressure roll crushers continue to attract considerable interest in the cement industry. There, they are used to prepare raw materials or clinker for subsequent ball/tube milling. However, they have apparently been less successful in the mineral industry where the energy savings/ capacity gains have been much less dramatic. Several papers covering the theory and application of these machines were presented in an industrial minerals session on cement at the SME Annual Meeting. The Third International Conference on Hydrocylones, held in England in October produced several papers of interest on classification and screening to the mining industry. In particular, a new cyclone apex, developed by Mt. Newman Mining, shows promise of reducing water flow to the cyclone underflow stream and, therefore, increased underflow pulp densities and reduced fines recycle in grinding circuits. A twin vortex hydrocyclone was also described and shown to give a sharper split than conventional units. Similar double cyclones were introduced in the 1950's, but failed to achieve widespread acceptance. This was due mainly to a proneness to blockage in the transitional zone. It will be interesting to see whether this latest variant can overcome this problem in the typical operation. A number of North American iron ore plants installed the capability to produce fluxed iron ore pellets. Most chose to grind the stone on site with circuits designed to grind taconite ore. Methods employed to grind this material included single-stage ball mills closed with fine screens, rod and ball mill circuits - both open and closed with cyclones - and semiautogenous mills, followed by ball mills closed with screens or cyclones. Sober, University of Florida Due to tightened environmental regulations and the need for more efficient land use, a greater interest in dewatering and waste disposal has developed. As a result, research efforts in flocculation, surface chemistry, and polymers science have focused on the problems related to the dewatering of solid mineral wastes. Introduction Charles III, Holy Roman Emperor and King of the Austro-Hungarian Monarchy, established one of the first mining schools in Europe on June 22, 1735, in Selmecbanya (Schemnitz in German and Banska Stiavmica in Slovakian). The old city, built around the ancient gold mines, is shown in a contemporary engraving in Fig. 1. Charles' historical decree consisted of 13 chapters and included: the deed of foundation, the definition of grants, instruction for educational policy and curriculum, disciplinary rules, and the appointment of personnel. The first professor of the school, Samuel Mikoviny, gave his first lecture the same year, in December 1735. The 250th anniversary of the establishment of the School of Mines was celebrated Sept. 2-4, 1985, in Miskolc. It was attended by representatives of other Hungarian and of several foreign technical universities. A silver medallion (Fig. 2) was issued to commemorate the occasion and a series of lectures

Knife River Coal Mining Co.'s Beulah Mine is a multiple-seam lignite operation located in western North Dakota. The mine began production in 1963 with annual production of 450 kt (496,000 st). It now produces 2.2 Mt/a (2.4 million stpy). As development progresses, operations advanced into more complex geologic areas. Various techniques have been analyzed to maximize coal recovery in a cost-effective manner. Additional studies are ongoing to determine what changes will be implemented as deep, wet sands are encountered in the reserve area. Knife River Coal began as an underground operation in 1924 at Beulah, 120 km (75 miles) northwest of Bismarck. In 1950, the operation converted to a combination underground and surface mine. The underground segment was closed in 1952. Development of the existing reserve area south of Beulah began in 1963. About one-fourth of the acreage under permit (Fig. 1) is sufficient for 10 years at current production rates.

The Peruvian mining industry has seen an explosion of foreign investment since President Albert? Fujimori's government was first elected in 1990. Since then, Peru has taken some large steps toward recovery, making it the envy of most other developing countries. A measure of political stability was gained in 1992 when Shining Path leader Abimael Guzman was captured. In addition, the country has taken on a huge privatization program, rewritten its foreign investment laws and has reined in its annual inflation rate from 1,700% in 1990 to about 8% by late 1997. Small wonder then that attendance at the XXIII Peruvian Institute of Mining Engineers conference reached a record level, many of whom are employed by some of the world's largest mining companies. About 2,700 mining industry professionals from all over the world attended the week-long event, held in late September in Arequipa. That was an increase from 1995s 1,600 attendees, that meeting also held in Arequipa.

I have to express my surprise and must send a note of warning concerning the use of polyurethane foam as described in a paper by R.N. Torbin and R.F. Kovar, entitled "Innovative Shaft Lining Method," published in your February 1989 edition. In September, 1986, 177 miners lost their lives when they were exposed to fumes downwind from a fire in a tunnel lined with polyurethane foam. Whilst polyurethane exhibits reasonable fire retardent properties in small-scale tests, mass use in a tubular configuration, exacerbated by the furnace effect of cross-radiation, can lead to a rapid, uncontrollable conflagration.

HISTORICAL REVIEW OF BOARD OPERATIONS The Ontario Worker's Compensation Board was established in law enacted by the legislature of the Province of Ontario in 1915. It was designed to pay insurance benefits to injured workers, and at the same time to protect employers from legal suit. It was based upon an enquiry system rather than an adversary system such as that used in the courts process. Initially, the system was designed to pay compensation benefits and subsequently, to pay for the cost of medical treatment and pensions for disability and disease resultant from the effects of traumatic injury. In 1947, the Act was changed to include industrial or occupational generated diseases, not specifically related to traumatology. Such occupational diseases were therefore accepted and benefits paid subsequent to that date. As will be discussed in several minutes, even today the vast preponderance of compensation claims with the Ontario Board continues to be related to the effects of trauma. HISTORICAL REVIEW OF EXPOSURE TO RADON GAS DECAY PRODUCTS In some areas of Ontario, especially in Northern Ontario, there is a natural leaching of radon gas from the underlying rock formation. This constitutes very low levels of radon gas decay product radiation exposure to those persons coming in contact and inhaling these substances. This paper however is designed to discuss the occupational generated types of radon gas exposures. For many years dating back to the 1930's, partially refined ores were being shipped from Northern Canada to a refinery located at Port Hope, Ontario, still in operation and currently operated by Eldorado Nuclear Limited of Canada. Initially, the purpose for the operation was extraction of radium to be sold on world markets for medical treatment purposes. With the advent of World War II, this market collapsed. Subsequent to World War II, the availability of other sources of radiation for medical radio-therapy generally replaced the requirements for radium. During World War II, a new market opened up for the Port Hope refinery however as work into nuclear chain reactions and the development of the atomic bomb identified the need for uranium and enriched uranium. During the period of operations where radium was being extracted at the Port Hope refinery, it is now known that an identifiable radon gas hazard did exist. This hazard disappeared when the production line for extraction of radium ceased operations. In 1954, uranium mining operations opened up in Ontario at two locations, Bancroft and Elliot Lake. At the peak of operations, 16 mines were operational and 11,000 workers were employed in these mining operations. A high level of mining activity continued over a 10 year interval with the Bancroft Mines closing permanently in 1964 following a 10 year life of operation. The other mines in Elliot Lake closed about the same time with the exception of two uranium mine operations which have continued to be operational up to the present time. By 1965, due to a dramatic drop in world demand for uranium, the total work force had fallen to 1/10 of the peak work force, and approximately 1,300 workers remained in employment. It is of interest to note that one significant difference in the work environment between Elliot Lake and Bancroft was the high silica content of the Elliot Lake ore. This gave rise to a number of cases of silicosis developing in relatively short intervals of time in the Elliot Lake miner population. No cases of silicosis were identified from the Bancroft operations. Based upon the experience in investigating and evaluating actual cases of lung cancer in the uranium miners over the years, the medical staff at the Ontario Board also developed the impression that radiation levels were much higher in the Bancroft operations, especially in the earlier years of operation, than at Elliot Lake. This resulted in accumulation of higher levels of Working Level Months (WLM), usually over a shorter exposure interval in many of the cases. This aspect will be further evaluated in this presentation. Subsequent to 1965, the work force remained quite static in numbers until 1975. At that time, there began to develop an increase in the work force, and this increase is continuing at a moderate rate up to the present. INITIAL METHOD OF HANDLING LUNG CANCER CLAIMS The first lung cancer claims in Ontario from uranium mining operations were accepted on the perceived cause-effect relationship. This relationship was based upon the data from the Colorado observations and the Czechoslovakia data. Initially, a series of regression equations on mortality were developed and used to estimate the effect of exposure to low cumulative doses of radon daughters as it might relate to the frequency of occurrence of lung cancer at any particular cumulative exposure level. A probability of cancer being radiation induced as against it being caused from other factors was calculated. This method was discontinued subsequent to 1972 due to problems encountered in carrying out this complex evaluation. Thereafter, each case was dealt with on an individual basis, being based upon whether or not the tumour was of the oat cell type, a cumulative exposure in excess of 120 WLM; latency periods in excess of 10 years, commencement of mining prior to

Coal jigs have played a predominant role in U. S. coal preparation for fifty years. Recently, an improved fine coal jig has been used to prepare the middle size range coal. These efficient machines are changing the historical thinking about jigs and is consistent with trends in coal preparation throughout the world. The performance achieved and operating cost savings are causing a change in fine coal cleaning strategy. With the exception of a handful of operators, fine coal jigs are generally not well understood by the industry. The objective of this paper is to provide some insight into the past use of fine coal jigs and their potential in the future. Improved Fine Coal Jig Since the mid 701s, an improved fine coal jig has been employed to an important niche in preparation, the 19 mm x 100 M range of cleaning. Several factors due to mining and liberation considerations have caused an expansion of this middle range of coal resulting in a host of challenges for coal preparation engineers. Fine coal jigs have been commissioned in several installations in North America to handle these important applications as shown in Table No. 1.

Introduction It is now believed that, even with the environmental protection measures now being taken, the further application of traditional coal-mining and electric power-generation technologies will inevitably cause further irreversible damage to the global ecosystem. Further improvements in conventional coal-mining technologies, both surface and underground, are expected to have only limited impacts on the economical, ecological and social aspects of coal mining. In countries with a developed coal industry, coal reserves with favorable conditions at shallow depths are rapidly being depleted. Therefore, in the future, more coal will be mined from deeper levels, resulting in higher operational costs and lower labor productivity. The solution to this problem is to be found in developing, promoting and implementing unconventional coal-mining and advanced clean-coal technologies. This paper presents an unconventional concept that has been suggested by the authors. The basic goal is to achieve coal-methane energy resource conservation and to remove barriers to energy efficiency through the adoption of integrated, ecologically clean, innovative technology. The following principles form the foundation of this concept: Energy resource conservation: This principle concerns the exploitation of actual and potential coal-methane reserves in the most effective way with the lowest possible losses and with the application of the most energy-efficient electric power-generation technology. Energy conversion: Energy conversion means the conversion of solid coal to synthetic fuel gas (in situ or in-cycle), the conversion of methane bounded within the coal matrix to free-flowing drained meth¬ane, the conversion of solid coal in situ to a coal/water mixture (slurry), and the conversion of these gas fuels into electric power. Technological and managerial integration: This prin¬ciple means an integration of coal-gas methane min¬ing operations and electric power generation into one commercial mine-to-product enterprise with electric power as the final product. Thus, coalbed methane drainage and coal gasification (both in situ and in-cycle) integrated with a combined cycle of electric power generation constitutes a highly integrated coal-gas methane energy-generation system. The system can be materialized in the form of a local integrated coal-gas electric power complex (LICGEPC). General features of the new concept The coal-gas-methane electricity concept is actually a synthesis of the following four technological components: Coalbed methane drainage. This technique and its utilization attained recognition after commercial operations were proven successful in the San Juan and Black Worriers coalfields in the United States. Worldwide, extensive field experiments and research-and-development activities are being carried out in the area of coalbed methane exploitation and utilization. Recently, coalbed methane drainage for power generation has been undergoing intensive research and development. At the Harworth Colliery in the United Kingdom, a combinedcycle power plant has been built that uses coalbed methane. The plant has an installed capacity of 15 MW Also, Germany, Australia, the CIS and China have conducted various experiments and industrial tests on the use of coalbed methane power generation. Underground coal gasification. Another unconventional technological approach is underground coal gasification (UCG). A number of semi-commercial, demonstration and pilot projects have been undertaken in Russia, the Ukraine, Uzbekistan, the United States, the United Kingdom, Italy and Belgium to demonstrate the technical and economical viability of coal gasification in situ. In Uzbekistan, the Angren coal-gasification station has been in full-scale commercial operation for two decades. The operation supplies a power plant with synthetic coal gas. Mining activity in Mexico began in the 16th century when the Spanish realized the mining potential of the new territory. Since that time, mining has evolved into a strong and vital industry for the country. Good professionals in the mining-related fields are fundamental to the growth and improvement of this industry. Since the end of the 18th century, formal education in mining has been available at the University of Guanajuato, in Guanajuato, Mexico. This school created one of the first schools of mines on the North American continent in 1828. In recent times, some other programs have been created at other universities. Universities offering mining related programs Listed here are the seven universities in Mexico that offer mining related degrees. They are the University of Guanajuato, UNAM, the University of Zacatecas, the University of Chihuahua, the University of Sonora, the University of Coahuila and the University of San Luis Potosi. The University of Guanajuato is the only Mexican university that offers graduate studies at the master's level. No PhD programs in mining engineering are offered at any Mexican university. Programs at each university are of different duration. They are: • University of Guanajuato-Five-and-a-half years, divided into five years of classroom instruction and six months in the working place. • University of Zacatecas - Five years of classroom instruction.

Introduction In October 1983, Rio Algom Ltd. decided to develop the East Kemptville tin deposit. This decision was the result of intensive geological and metallurgical evaluation work, as well as careful studies of environmental and marketing aspects. The property is located about 54 km (34 miles) northeast of Yarmouth, Nova Scotia, near the village of East Kemptville. Geology The geological setting is a granitic intrusive at the contact with metasediment. The tin mineralization is in the form of cassiterite (SnO2), which is about 80% tin. Sulfides are associated with the deposit containing silver, copper, and zinc, which are recoverable as byproducts. The mineralization is associated with quartz veins and greisen alteration. In the center of the deposit, the zones are so close together they have the appearance of a massive or porphyry type deposit. Ore Reserves The mine plan is based on 56 Mt (62 million st) at 0.165% tin. Up to the ninth year, mill feed will average about 0.2% and lower grade material will be stockpiled. In later years, the average grade will be 0.16% tin. A 0.08% cutoff grade is planned for the entire 17 years of production. East Kemptville is a relatively low grade tin deposit, and only a combination of favorable circumstances has made it economic. • The ore body is situated at, or very close to the surface, permitting mining by open-pit methods at a very low stripping ratio. • The tin occurs in relatively large crystals that allow for good recovery by gravity techniques. • It is ideally located in a well-settled area, with all essential infrastructural requirements already in place. • The positive and cooperative response from various governmental agencies involved are encouraging. Mine Plan The mine plan incorporates an initial pit, followed by three expansions to the ultimate pit. Mining will be at 14 kt/d (15,000 stpd) and will include 9 kt (10,000 st) of ore plus 5 kt (5,500 st) of waste and low grade. After five years, the mining rate will increase to 21 kt/d (27,500 stpd). It is planned to drill vertical 165-mm (6.5-in.) blast holes on a 6-x 6-m (20- x 20-ft) pattern. Bulk slurry explosives will be used to break the rock. Loading will be with hydraulic shovels into 70 t (77 st) haulage trucks. The trucks will deliver the ore to a 13 x 20 m (42 x 65 ft) gyratory crusher, where it will be crushed to 150 mm (6 in.). Secondary and tertiary cone crushers will be used to further crush the ore to 13 mm (0.5 in.). Process Design Tin extraction technology is practically unknown in North America, but Rio Tinto Zinc, which has a 53% ownership in Rio Algom, is involved in tin production in the UK. Rio Algom has used this experience and expertise in metallurgical evaluation work and in tin-related aspects of plant design. Mineralogical and metallurgical test work have been performed, both on laboratory and pilot plant scales. Mineralogical work was done largely in the UK, the laboratory test program was carried out at the Lakefield research facility in Ontario, and pilot plant work was conducted in Australia. This program has resulted in significant improvements in recovery and concentrate grades, over best projections that could be made before this work was carried out. Concentrating Process The concentrator is being designed to process about 9 kt/d (10,000 stpd). The first step is to reduce the size of the ore to -700 µm (-24 mesh) in a rod mill/ball mill grinding circuit. The ball mill will operate in closed circuit with high capacity banana-type screens. The Cowles Mountain Tunnel was driven 2,073 m (6,800 ft) with a 3.43 m (11 ft 3 in) shuffle shoe TBM, for the San Diego County Water Authority, through extremely high strength granitic rock in the City of San Diego, Ca. The initial contract was $10.9 million. Tunneling began in March 1992 and all work was completed in May 1993. After the tunnel drive was completed in September 1992, a 2.44 m (96 in) Welded Steel Pipe was installed, welded and encased with cellular backfill to complete a small portion of the County's $970 million Capital Improvement Project. This paper will discuss the successful completion of a tunnel through some of the hardest most abrasive rock ever excavated with a TBM in North America.

Effluents discharged from gold mills, and more recently from heap leaching operations, pose significant hazards to the environment if not properly managed prior to discharge. This paper describes the nature of wastewaters which must be treated, the treatment processes being applied in Canada and the capabilities of these methods in removing cyanide and metals. As a result of past practice the most common method of reducing cyanide in gold mill effluents remains that of natural degradation in tailings ponds. This method has proven capable of producing high quality effluents where large ponds and sufficiently long water retention times can be provided, but at many mines this has not been the case. Since 1981, as a result of these limitations there has been a strong move in Canada to chemically-based effluent treatment plants, particularly as additional processes became available. Canadian gold mills have become leaders in the use of chemical processes to remove cyanide, in terms of the variety of such processes in operation (five in total), the number of plant installations and the number of processes developed in this country. The hydrogen peroxide and Inco SO2-air processes, in that order, are being applied most widely. Alkaline chlorination, the initial process to be used fairly extensively has been almost totally replaced by the two methods mentioned above. INTRODUCTION Hydraulic sand fills have been extensively used in the United States in deep metal mines since 1940, and hydraulic fills have been placed in coal mines in Europe for many years. Numerous surface hydraulic fills exist in Appalachia for the disposal of coal mine waste and throughout the United States for the disposal of other mining, manufacturing, city, and paper company wastes. Hydraulic fills, as they are now deposited in stopes in mines, are often deposited at near minimum density and hence provide very little support to stope walls and pillars. If the support strength of fills could be increased, perhaps ground conditions in deep mines could be improved making them safer and more efficient. Surface fills deposited at higher densities could be covered with top soil upon which grass could be planted. The purpose of this paper is to describe procedures where the support strength of hydraulic fills can be considerably increased, and the focus of the paper is on applications to deep mines. In deep mines the objective of increased fill strength is to reduce heavy ground problems, improve destressing techniques, reduce or eliminate rock burst incidences, provide better working conditions, provide wall support so that more or all ore pillars can be removed, and improve mine safety, efficiency, and reduce surface environmental problems. The authors have shown that it is possible to improve fill strength used in deep mines. INTRODUCTION Necessary science and technology are not well established for the design of responsible treatment and disposal of arsenical residues from refractory gold ores. Specifically, there is uncertainty about the precise composition and behaviour of oxidised arsenic species in these wastes, and an analysis of possible chemical behaviour suggests that potentially difficult control and disposal problems remain to be so 1 ved. In tackling these the undoubted toxicity of arsenic in excess and its bad press should not blind one to the realities of actual behaviour in the environment, and that some adverse behaviour inevitably has to be to 1 erated as a cost in return for the recovery of an operation's gold for society. The problem is to minimise any such cost. Each refractory ore will be different. Many will contain so little arsenic that it will cause only trivial problems in disposal, but there remain others with significant arsenic content, say in the order of 1% or more, to cause concern. As already implied, concern can be over emphasised but equally underestimated. The balance which must be struck in the design of responsible disposal in the widest sense requires objective and practical assessment of a complex range of chemical, biochemical, engineering and economic design factors, all of which should involve the process design team in constructive dialogue with the 1 oca l regulatory authorities. In British terms, the general objective should be the Best Practicable Environmental Option. Arsenic is ubiquitous in waters, rocks and soils and all living things. Its compounds undergo natural geochemical and bi ochemi cal cycles including powerful adsorption and precipitation processes which return to nature all leakage from the inevitable disturbance of mining and extraction operations. Within limits, all life is tolerant to its presence, and adaptation and detoxication processes occur to deal with local excesses.
