The aim of this paper is to provide an overview and details of good practice, from a United Kingdom perspective, in the development and implementation of major tunnel and underground infrastructure projects. In doing so, it draws on a broad base of project management theory. A central theme is that successful project delivery is dependent on detailed planning of the complete project delivery process, forming an effective team that works well together and the proper management of risk. The role of partnering in forming a strong project coalition is described. Particular emphasis is given to the integration of design and construction, and the role of the designer throughout the construction phase. The implementation of risk management in the design and construction of tunnel works is discussed, and recommendations are made on how risk, value and constructability can be integrated in project delivery. Recent practice in project procurement, particularly in the use of innovative collaborative forms of contract are described, and details of particular provisions for joint management of risk and problem resolution are provided. Finally, the relevance of the ITIG Code of Practice for Risk Management of Tunnel Works to good practice in project delivery is highlighted throughout the paper.

Currently, mineral producers are suffering through a major downturn in prices for their products, even though it has only been a few years since they were enjoying high prices. From an historical perspective, the current situation is another of the cyclical down-turns that often reoccur every 5 to 7 years or so. This paper uses time trend decomposition techniques to identify the cycles and statistical methods to find the duration of these cycles for a variety of mineral prices. Given some idea of how long and severe these cycles typically are, the mining industry can better plan to weather the downturns and take advantage of the upturns. For example, timing investments in new projects to take advantage of the cyclical upturns can dramatically improve project profitability.

Coal mine ground control is the science of the application of rock mechanics principles to coal mining operations. More acceptance of ground control techniques by the US coal mining industry has been seen in the 1980s. It has been demonstrated many times that a proper ground control design is key to a successful coal mining operation. However, numerous in-mine applications of various ground control techniques by the author indicate that cur¬rent techniques need improvement. The biggest problem in coal mine ground control is that miners are dealing with materials of rapidly varying properties and occurrence. And only the exposed surface can be identified positively. Thus, in attempting to solve the ground control problems, many unknown factors are assumed. Some of these problems deriving from such assumptions are discussed here. Coal pillars There are two types of coal pillars - barrier and chain pillars - depending on the purpose. Barrier pillars are those located between panels or sections or mines. Their objective is to isolate the mined-out effects of one from the other. Chain pillars are characteristic of room-and-pillar mining. They are designed to support the overburden load and protect the surrounding entries and crosscuts. Pillar design is the most popular and, frequently, the only ground control technique employed by coal operators for mine design. There are many pillar design formulae available (Bieniawski, 1983; Peng, 1986). Nearly all consider both size and width/height effects. Specifically, pillar strength decreases with increases in pillar size and increases with increase in the ratio of width to height. However, the manner of those changes varies with investigators. Consequently, the pillar size determined varies considerably from investigator to investigator. And the variation grows much more pronounced as the seam depth increases (Fig. 1). The question, then, is which one should be used? One may say each formula is developed for a particular coalfield. A particular formula may have been used to design a pillar, which has not failed. Does that mean it was over designed? Not necessarily, because no one can confirm its stated "safety factor." Recent case studies (Peng, 1986; Tang and Peng, 1988) show that all pillar formulae are too conservative for chain pillar design in room-and-pillar mines due to the following two problems: • Uncertainty about in situ pillar strength. All formulae employ uniaxial compressive strength of selected samples tested in the laboratory and scaled to that for underground pillars. The scaling factors are not well proven. In situ testings by Bieniawski (1969) suggested that 1.5 m (5 ft) pillars are representative of in situ pillars that, after being tested in various US coal mines, are not universally applicable. • Uncertainty about the actual loading on the pillar. The most frequently used tributary loading theory defines the loading as total overburden weight tributary to each pillar (from roofline to surface). This is too conservative when it applies to coal measure rocks. The overburden consists of layered strata of different stiffness. Many stiffer strata will self-support over small roof spans. Depending on the location of these strata above the coal seam, it will reduce pillar loading in various proportions. It follows that total structural analysis using, for instance, finite element method is more appropriate. It can take into account the interaction of roof and floor strata with coal. The establishment and survival of different grass species and cultivars on various phytotechnic treatments at a limestone quarry was studied. The treatments applied were: a) bare soil, b) bentonite, c) bentonite-straw and d) asphalt-straw. According to the results, significant differences were found among species and cultivars, growing on different treatments as far as plant growth and survival are concerned. The seed germination was higher on bentonite -straw and asphaltic-straw than on bentonite but the plants survival were higher on bentonite. Lolium perenne had higher seed germination rate and better establishment than the other tested species at all treatments. However, the survival rate of Agropyron desertorum and of the cultivars palestina and chrysopigi of Dactylis glomerata was higher than of the other species.

The Second Narrows Water Supply Tunnel will ensure system reliability in the event of a major earthquake and increase the Greater Vancouver Water District’s capacity to meet the long-term needs of a growing population. The tunnel will be 1,100 m long and 6.5 m in diameter (3,610 LF × 21.3 ft), constructed under Burrard Inlet between North Vancouver and Burnaby in British Columbia. It will be excavated through mixed ground conditions under high groundwater pressure, using a slurry TBM, between a 72 m (236 ft) deep shaft in soil and a 110 m (361 ft) deep shaft in rock. The completed tunnel will accommodate three large-diameter water mains that will be installed as part of the tunnel contract. This paper presents the project from design and contractor procurement, into the current construction stage describing some of the unique challenges encountered during the project development to date.

As part vi the development of the Coal Quality Expert (CQRN) --a computer program capable of predicting the impacts of coal quality on power plant performance, costs, and emissions control--several nationally important coals are being characterized to augment the coal quality database associated with the software. The project is sponsored by the U.S. Department of Energy and the Electric Power Research Institute (EPRI) under the Clean coal Technology Program. Since 1989, CQ Inc. (a subsidiary of EPRI) has characterized seven bituminous coals from Alabama, Illinois, Kentucky and Oklahoma and six sub-bituminous coals from the Powder River Basin (PRB) in Montana and Wyoming. Coals from the PRB region--being burned more frequently in Midwestern and southern power plants to reduce emissions of sulfur oxide compounds--can sometimes contain significant concentrations of potentially toxic elements. Although no limits were imposed on air toxics emissions from fossil-fuel fired utilities by the Clean Air Act Amendments of 1990, future regulations may be implemented at the conclusion of Federally-mandated emissions studies. One possible result is that any increased utilization of coals, including those from the PRB, may depend on the potential for removing toxic trace elements prior to combustion.

Although rates of pneumoconiosis in coal miners have declined substantially in the United States since the passage of the Federal Coal Mine Health and Safety Act of 1969, new cases continue to occur, including cases of rapidly progressive disease. In contrast, Australia?s underground coal mining industry has reported few new cases of pneumoconiosis for over twenty years. Mortality from Coal Workers? Pneumoconiosis in official health statistics and the prevalence of pneumoconiosis among miners screened in x-ray surveillance programs are also lower in Australia. To understand this disparity, the National Institute for Occupational Safety and Health was requested by both industry and labor stakeholders to examine this issue, with the ultimate aim of reducing the rate of pneumoconiosis among United States coal miners. A number of factors, including coal dust exposure, silica exposure, and coal rank were examined as potential contributors to the above observed differences. Comparison of coal rank data from each country did not show any significant differences. Air sample data from the coal mining industries in both countries show that coal dust levels in Australian mines are somewhat higher than those reported in similar U.S. mines; however, quartz exposure for Australian miners is lower than for many U.S. miners. Assuming that quartz is contributing to the greater number of cases of advanced pneumoconiosis in the U.S., more effective dust control measures, as well an independent exposure standard for respirable quartz in coal mining, need to be implemented to prevent this potentially disabling condition.

Corrosion of equipment and machinery in the coal industry is usually the result of three main agents: acids, chlorides, and abrasion. Acids and chlorides are especially troublesome in coal preparation plants where soluble salts and sulfur in the coal produce a highly corrosive wash solution. Abrasion is common in all operations where coal is handled or conveyed. Together, the acid-chloride-abrasion combination results in some of the worst corrosive conditions found in any industry. The variety of equipment and structures in the coal industry calls for different corrosion control techniques. Table 1 lists the areas of concern for a number of items. Just as there is a wide variety of corrosion problems, there is a wide array of coating materials available. Tables 2 and 3 are selection charts to provide guidance in narrowing down the choices. Experience has shown that a limited number of coating systems work best on coal equipment and structures. These systems are described in Table 4. The good-better-best designation in the table refers to coating system longevity. Good indicates the least costly and shortest service life. In nearly all cases the lowest annualized cost can be achieved by using the coating system rated best, due to the avoidance of costly repaints and unnecessary downtime. The most expensive coating system, though, is worthless unless the coating system is properly applied. Field inspection to insure compliance with specifications is an important aspect, and is a service available from many coating suppliers. Even the best coating systems require periodic maintenance to achieve satisfactory results. Spot rusting from mechanical damage should be repaired annually to maximize the coatingsystem's results.

Ventilation is an expensive prerequisite for underground mining. Current mining trends, including increasing depth and mechanization and more stringent health regulations would generally dictate that more air volume is required in order to provide good working conditions underground. However, any increase in the mine’s intake airflow can produce a disproportionate increase in power consumption and hence operating costs due to the cubic relationship between the sup-plied air power and the airflow (Power a Flow3). Furthermore, forecasts of significant increase in energy prices and new commitments with regard to reductions of greenhouse gas(GHG) emissions, determined the mining industry to look into developing new concepts, design tools and incorporate the latest mining technologies in order to lower capital and operating costs while meeting commitments regarding GHG emissions. The advances in computing power and modelling software now make it possible to design, model and schedule a mine from opening to closure. A developing trend is to design and plan the mine by means of orebody modelling software, followed by using discrete-event simulation techniques to predict production rates and evaluate various operating scenarios throughout the life of the mine. The authors are currently evaluating how such process simulators could be adapted in order to forecast the need for materials or a specific resource, and one of these would be the mine’s “life-cycle” airflow demand as a function of scheduled production rates and mine operating characteristics. Further to this, based upon the mine’s life-cycle airflow demand schedule, the ventilation system could then be designed using a mine ventilation simulator. This new design approach would integrate in parallel the development of the ventilation system with the current mining conditions, therefore, heading towards “develop-as-you-go” as opposed to developing the system for final requirements with high upfront costs. This new ventilation system design criteria would also incorporate the use of the “ventilation-on-demand” technology, which will further lower development and production costs and implicitly, the mines’ GHG emissions.

Lignin, the second most abundant natural polymer and bi-product of the pulp and paper industry, has been commercially available in a number of forms since 1940. This growing industry is fueled by demand in traditional applications. Reagents that offer unique solutions in various mineral process applications are examples of advanced uses that also fuel growth. These applications include flotation reagents in fluorspar, bastnäsite and potash, as well as in the zinc pressure leach process. Due to the fact that no concerted effort has been made to find applications for modified lignosulfonates, it is quite possible that this natural material will find use in other benefication processes.

Three rock tunnel sewer systems are underway in the Chicago Area. (Figure 1) The three are designed to act independently and to be later connected to the future tunnels of the master plan. The tunnel excavation for each of the systems has been completed. One is in the Northwest area within the City being built by the City, known as the Lawrence Ave. System. Another is in the Southwest suburbs, known as the LaGrange-Brookfield Sewer or Southwest 13A, being built by the Sanitary District, the third is in the South suburbs called the Crawford Avenue sewer or Calumet 18-E, Ext. A- being built as a joint venture between the City and the District. The three are similar in that they have the same purpose, the same component parts and their tunnels were constructed in the nigaran limestone using a mechanical mining machine. The purpose of each of the systems is two-fold. First to provide flood relief for existing inadequate sewer systems, and second to reduce the pollution load to the waterways caused by combined sewer overflows. The existing systems in the areas to be relieved are combined sewers built many years ago. The main outlet for the Village of LaGrange, for example, was built in 1908, is badly in need of repair and lacks the capacity to handle the flood flow from the heavily urbanized area it now serves. Introduction Uranium was recovered from mining of collapse breccia pipe deposits in the Arizona Strip district in northwestern Arizona (Figure 1) intermittently between 1956 and 1990, with cumulative production having totaled 23.3 million pounds of U3O8 (8960 tU) at an average grade of 0.6% U3O8. Production was suspended in 1990 because of low uranium prices, but the recent resurgence in market price once again makes the breccia pipe deposits potentially attractive exploration and development targets. This paper describes: (1) formation of the pipe structures and their metallogenesis; (2) mining and milling of breccia ore; and (3) potential roadblocks to development of new breccia pipe mines. Breccia Pipe Formation Formation of the breccia pipes began in cave systems formed during development of karst topography in the Mississippian Redwall Limestone. The karst Redwall surface was eventually covered by up to 900 meters of shallow marine to continental sediments ranging in age from Pennsylvanian to Triassic. The pipes were formed by progressive upward stoping caused by groundwater ascending under hydraulic head along near-vertical faults, joints and fractures. The stoping process involved both chemical disaggregation and mechanical failure of roof and wall rock. Upward stoping of successively younger units allowed for upward propagation of a pipe and resulted in a chimney-like column of breccia between the steep walls of the pipe. Syndepositional thickening of sedimentary units of varying ages indicates that pipe formation began as early as early Pennsylvanian time and continued intermittently through Triassic time.

Although water quality predictions are often made in Environmental Impact Statements (EIS's) as part of the National Environmental Policy Act (NEPA), comparisons between predicted and actual water quality conditions are rarely reviewed. A comprehensive review of predicted and actual water quality conditions was conducted for a number of large U.S. hardrock mines with EIS’s. For mines with large differences between predicted and actual conditions, factors responsible for the deviations, such as characterization and modeling errors or engineering failures, were identified. Recommendations are made for how the NEPA process could be modified to better predict water quality at hardrock mine sites.

Two alternative processes for the manufacturing of zircon products were investigated by the South African Nuclear Energy Corporation (Necsa). These were the synthesis of doped-zircon pigments from plasma dissociated zircon, and an upgrading process to convert an inferior grade of zircon into a superior opacifier for ceramic applications. A solid-state reaction process was used to produce doped-zircon pigments. The influence on the colour intensity of the pigments on a ceramic tile were compared for milled and un-milled plasma dissociated zircon (PDZ) material, prior to calcination. Pr-yellow and V-blue zircon pigments produced from PDZ with different degrees of dissociation, were also evaluated. The second zircon beneficiation process entails the upgrading of an inferior grade of zircon to a superior opacifier for ceramic applications. A calcining process in the presence of mineralizers was used to produce the product in a conventional muffle furnace. A pre-milled inferior grade zircon concentrate, with a relatively high iron and alumina content generally not suitable for high quality ceramic applications, was used in this study. The influence of the upgrading process on the opacifying properties of the zircon material was compared to that of commercially available prime grade zircon opacifier products currently being produced in South Africa. The influence of a calcining step in the presence of mineralizers with regard to the milling characteristics of the treated zircon material was also evaluated.

The following is extracted from a report by the author to the International Valuation Standards Committee (IVSC), with minor modifications for the purpose of publication. The author represented the IVSC at the annual session of the Ad Hoc Group of Experts on Harmonization of Fossil Energy and Mineral Resources Terminology. This is a body organized by the United Nations Economic Commission for Europe (UNECE). This second session, held in Geneva, Switzerland, achieved an important agreement for advancement toward uniform global standards for the classification of minerals and petroleum reserves and resources. Attendees discussed the possibility of enhancing the United Nations Framework Classification for Energy and Mineral Resources (UNFC) for implementation globally as the classification standard for use in financial reports under the International Financial Reporting Standards (IFRS). Presently, there are between 100 and 200 mineral and petroleum resource classification (or definition) systems throughout the world — a similar number to what there are countries.

Before and during in situ mining at the Santa Cruz In Situ Copper Mining Research Project test site, hydraulic testing was conducted at injection and recovery test wells to characterize patterns of fluid movement in the 5-spot well field. Testing included borehole spinner flow meter surveys, single-well and multiple-well injection and recovery tests, straddle packer injection tests, and bromide pulse tracer tests. Results of hydraulic testing for determination of fluid flow regimes were used to modify well and mining zone hydraulics for the purpose of increasing fluid migration in flow pathways of the mining zone with higher copper grade.

Samuel G. Bonasso The article by Benavides and Schuster provides an in-depth study of three transportation alternatives for a four-mine complex in western Kentucky. The examination of aerial tramways was not undertaken as an alternative solution. We feel this is an oversight since industrial ropeways are competitive with both belt conveyance and overland truck hauling. In fact, there are aerial tramway systems, operational today, which are 100 years old and operating with some original components. Maybe unfortunately, there are no fixed rules or guidelines whereby the most cost-effective means of transporting and handling material for a given situation may be selected. Each situation must be evaluated so the variables that influence the selection of the desired alternative can be clearly defined. However, there are in-place industrial ropeway systems that have proven economically feasible over a range of 1.6-50 km (1-31 miles). The more difficult the terrain, the greater the cost efficiency.

Drilling data from the Valley Leach Facility at AngloGold Ashanti's Cripple Creek and Victor Gold Mine has been used to develop a robust inventory estimation technique. The technique is presented along with discussion of the particular inventory components and evaluation methodologies.

INTRODUCTION King County, Washington operates a regions wastewater treatment system that provides treatment to 18 cities and 16 sewer districts in the greater Seattle metropolitan area. The system serves 1.4 million people and currently includes two regional treatment plants. In 1999, a long-range planning study identified the need for a third regional treatment plant, now known as Brightwater. Prior to this project, the county has almost exclusively used the traditional design-bid-build delivery process for its capital projects. However, with the adoption of the RWSP, the county began to study the potential application of innovative project delivery methods. This paper looks at the project delivery methods used for the Brightwater project, based on the specific needs of this large, complex, and multi-faceted project. THE KING COUNTY WASTEWATER TREATMENT SYSTEM In 1958, voters approved the formation of a regional agency called the Municipality of Metropolitan Seattle, or Metro, to build and operate a regional wastewater collection and treatment system. Prior to the formation of Metro, there were no regional wastewater treatment facilities and pollution of Lake Washington and Puget Sound from untreated sewage was a concern for many residents. In 1994, King County merged with Metro. The county’s 1,087 square kilometer (420 square miles) wastewater service area covers most of urban King County and extends into portions of two neighboring counties. The system includes two regional treatment plants, a local plant, 61 pump and regulator stations, and 571 kilometers (355 miles) of conveyance pipeline which convey wastewater from local districts to the treatment plants. As with other areas, the greater Seattle/King County region has seen rapid population growth. The RWSP estimates that the current system would soon reach capacity, and called for the construction of a new third regional treatment plant, called Brightwater, to be operational by 2010.
