A project's rate of return (ROR) [The list of all the acronyms used in his text is provided at its end.], be it an internal or external one, usually needs to be approximated. The success and efficiency of an approximation procedure depend on the quality of the initiating parameters such as bounds or seed values (guesses). Current approximation procedures commonly use bounds and guesses dictated by intuition rather then by mathematical consideration. The paper presents three ROR-bounding and six ROR-guessing approaches and examines their suitability on the examples of the typical project cash flow patterns.

Highly stressed excavations in hard brittle rock may fail by self-initiated, triggered or dynamically loaded strainbursts (Moss and Kaiser 2021). The low-frequency part of seismic radiation associated with strainbursts is described by a crush-type seismic source mechanism with a significant negative (implosive) isotropic component and a ‘pancake-shape’ CLVD deviatoric component. The seismic source is co-located with the excavation damage site. For such strainbursts, the ejection velocity is primarily related to the depth of strainbursting, the rock mass bulking characteristics, the duration of the bulking process, and the effectiveness of the support system. For dynamically loaded strainbursts, the displacement and energy demand may be augmented by the impact of the stress wave from a distant seismic event. This article describes the failure process and factors contributing to rock deformation and energy demands for support design. Case examples are used to demonstrate the dependence of rock displacements, rock ejection and energy demand on the factors described above. A seismic source model is proposed to assess the depth of strainbursting and the duration of the related bulking process by using seismic monitoring data. The implications for support design are briefly discussed.

Extensive efforts are under way to- ward applying computer techniques to mine production scheduling problems. These efforts are concentrated in four areas: optimization, computerization of traditional methods, heuristics and simulations. These areas complement each other rather than compete. Characteristics of each are discussed toward enabling the engineer to evaluate specific systems that may be encountered. Alternative approaches within each classification are described as well as the motivation for each.

The I-75 Modernization Project (Segment 3) just north of Detroit, MI is being delivered as a Design-Build-Finance-Maintain (DBFM), which is a Public Private Partnership (P3). The project includes design and reconstruction of 5.5 miles of freeway, including a depressed section with a 20,630-ft long, 14.5-ft inside diameter, up to 100-ft deep stormwater tunnel, multiple drop shafts, and a pump station. The project also includes a maintenance term of 25-years. This is the first time MDOT has used a P3 delivery method for a major highway and tunnel project. This paper describes the development of the P3 documents, including performance-based tunnel and shaft technical requirements, and the approach to project risk management, financing, and insurance coverage.

Attendees at December?s Arizona SME Section Conference at the Hilton El Conquistador Resort outside of Tucson, AZ were feeling optimistic and ready to get to work after a year of steady growth and recovery in the mining industry. During the two-day event (Dec. 5-6, 2010) and the preceding American Mining Hall of Fame banquet and awards ceremony, the focus was on copper, worldwide population growth and regulatory pressures, with several smart new projects featured alongside updates to traditional large-scale copper development projects. Keynote speaker Timothy Snider, chair of the University of Arizona?s Lowell Institute for Mineral Resources, hit the mood of cautious optimism when he analyzed the global demand for resources, using the case example of copper. Over the next 20 years, he said, the world?s population is expected to grow to 9.2 billion and the average annual per capita copper use is expected to rise from 2.2 to 4.5 kg (5 to 10 lb). The increase in demand will provide tremendous opportunity for mining companies, he said, but cautioned that the opportunities are balanced by negative influences on demand and pressures on supply. While demand for copper is currently growing, Snider noted that there were significant downward pressures on demand as well. These included a western world that is overbuilt, in-creasing use of substitute materials in new construction and the rise of wireless devices. He also noted new regulatory pressures, and pointed out that resource development now had to occur within a context of sustainability on several levels.

A selective extraction and separation of zirconium by solvent extraction with 1-octanol is proposed. The process is based on the dissolution of the metal basic carbonates in hydrochloric acid in the presence of potassium fluoride, using 1-octanol as extractant. The effect of several process parameters, including hydrochloric acid and potassium fluoride concentrations, reaction time, and phase ratio between the aqueous and the organic phase was investigated. Zirconium is enriched in the organic phase. The best extraction and separation results were obtained with the basic carbonate dissolved in 10% hydrochloric acid and 1.5 M potassium fluoride. The optimum reaction time was 15 min with an organic to aqueous phase ratio of 2:1. Based on the selectivity of zirconium over hafnium in the organic phase, a McCabe-Thiele diagram was constructed. A near complete stripping of zirconium from the organic phase was achieved using a 3 M sulphuric acid solution. Additional studies are required in order to determine the reaction mechanism and the chemical speciation of the current investigation.

Suboleski and King (1990) analyzed the reasons for the dramatic increase in underground coal mine productivity during the last 10 years. This paper examines whether this increase can be extended. The paper forecasts whether the mix of technological, procedural and other factors that produced the increase will change in the future. The forecast is based on the base case and spreadsheet production model described in the previous paper.

The continuous need for infrastructure expansion forces the mining industry to develop underground structures into more sensitive and violent environments. When underground excavation enters into deep and high stress rock conditions, geotechnical designers find themselves faced with the difficult task of selecting a rock support system that will meet today's stringent requirements. Whatever support system is chosen, it is mandatory that potential rock movement be controlled. All this has intensified the development of safety systems and new, unique solutions which can enable construction companies to go both, further and deeper, without reducing the level of safety. To address these needs, Atlas Copco developed the Roofex® bolt, specifically designed to withstand large static and dynamic deformations under prespecified load conditions. The Roofex Rock Bolt acts as stiff support up to a designable load level before the sliding effect of the mechanical frictional system is triggered and allows highly controlled rock mass movement without loosing the support function.

The ability to target, delineate, excavate, and produce local resources is essential to the establishment of man's long-term presence in space. Many procedures and equipment utilized to mine resources here on Earth may be directly applicable on the lunar surface, while others may need extensive redefinition and development. This paper compares, for a lunar base, the alternative of burrowing into and below the lunar surface with that of surface mining. A conceptual underground mechanical excavator is presented.

"In 2016, the estimated value of total nonfuel mineral production in the United States was $74.6 billion, a slight increase from the revised total of $73.4 billion in 2015 (Table 1). Increased construction activity spurred increased production of industrial minerals, especially those used in infrastructure and residential construction. Although starting the year relatively low, prices for several metals, especially for some of the precious metals, began to trend upward. Decreased production of most metals produced in the United States, however, contributed to an overall decline in the value of metal production.Several U.S. metal mines and processing facilities were idled or closed permanently in 2016, including iron ore mines in Michigan and Minnesota; three primary aluminum smelters in Indiana, Missouri and Washington; one secondary zinc smelter in North Carolina; a titanium sponge facility in Utah and titanium mineral operations in Virginia. In addition, in May, the weekly average rig count for oil and gas drilling reached its lowest level since the 1940s when that measurement was first recorded. The reduced drilling activity resulted in decreased production of some industrial mineral products used in the drilling sector. Trends in mineral-related sectors of the domestic economy declined or held steady, except in the manufacturing of nonmetallic mineral products and nonferrous metals excluding aluminum, which increased. Overall, mining trended downward as the result of significant declines in coal mining, oil and gas extraction and metal mining (Table 2). Discussion of mine production is frequently segmented according to the type of materials produced within the broad categories of metals and industrial minerals (also known as nonmetallic minerals). Industrial minerals can be further subdivided as construction aggregates and other industrial minerals. Metals tend to have higher unit values but very low production quantities compared with those of industrial minerals, which have higher production quantities but are lower-valued materials, such as crushed stone or construction sand and gravel. Therefore, for discussion and analysis of the performance of the nonfuel minerals industry, the value of production is used rather than the tonnage produced. "In 2017, the total estimated value of nonfuel mineral production in the United States increased by 6 percent from 2016 (Table 1). The value of metals produced domestically increased by 12 percent and the value of industrial minerals produced domestically increased by 3 percent. Some metal commodity values (cobalt, magnesium metal and palladium) increased by more than 35 percent in 2017 from 2016 owing to higher prices.Some U.S. metal mines and processing facilities remained idle in 2017, including three primary aluminum smelters in Indiana, Missouri and Washington; a titanium sponge facility in Utah and a byproduct vanadium production facility in Utah. In contrast, new gold mines opened in late 2016 and 2017 in Nevada and South Carolina, respectively, and iron ore mines in Michigan and Minnesota restarted or operated for the full year. In addition, increased oil and natural gas drilling activity led to increased production of some industrial mineral commodities that are used for oil and gas drilling. Production of some industrial minerals, especially those used in infrastructure and residential construction, remained essentially unchanged in 2017, a reflection of the limited growth in construction activity. The production of some metals, including iron and steel, aluminum and other nonferrous metals and nonmetallic mineral products increased. Overall, mining activity trended upward as the result of increases in coal mining, oil and gas extraction and metal mining (Table 2).Discussion of mine production is commonly segmented according to the type of materials produced within the broad categories of metals and industrial minerals (also known as nonmetallic minerals). Hydrogen (H2 ) gas released during battery charging can result in cross-interference for carbon monoxide (CO) sensors used for early fire detection and compromise the integrity of the mine atmospheric monitoring system. In this study, a series of laboratory-scale and full-scale experiments were conducted to evaluate the responses of different CO sensors to H2 gas. In the laboratory-scale experiments, H2 concentrations in the airflow are constant, while in the full-scale experiments, increasing H2 concentrations generated as a byproduct of charging the batteries at the battery charging station rise to the sensors under different ventilation scenarios. The H2 concentrations at the CO sensor location were measured using H2 sensors and were correlated with the CO sensor response. The effects of ventilation and sensor location on the CO sensors responses were also analyzed. The results of this study can help mining companies to select appropriate CO sensors and improve the deployment of these sensors to safeguard underground miners.

The 1970s have witnessed the completion and successful start-up of several new non-ferrous metallurgical operations in the Western Hemisphere which utilize large semi-autogenous mills in the grinding circuits. These facilities' are arranged either as single-stage circuits, or in a two-stage configuration n with ball mills. Another major concentrator, designed with an autogenous mill, ball mill, crusher (ABC circuit), is presently under construction and scheduled for start-up late this year. The large primary mills employed in these circuits have high diameter-to-length ratios and are designed to accept a very coarse feed, i.e., the product of a primary gyratory crusher, or run-of-mine ore. This characteristic obviates the need for a secondary-tertiary crushing plant or, in selected cases, even a primary crusher, which is a basic requirement in feed preparation for conventional grinding mills. This paper discusses three such grinding circuits and, presents operating data for two of them: the Island Copper Mine of Utah Mines, Ltd., near Port Hardy, British-Columbia,- and the Pueblo Viejo Cyanide Leach Plant of Rosario' Dominicana, S.A. on the island of Hispaniola. The design criteria for the Cyprus Bagdad Concentrator under construction' at Bagdad, Arizona, are also included. Data pertinent to these circuits are tabulated in the Summary.

The “Eggequerung” is an important part of the German Railway’s (Deutsche BahnAG) modernized Dortmund—Kassel line. The heart of this 13-km-long (8 miles)construction lot is the double-track Egge Tunnel with a total length of 2,880 m(9,450 ft.). The tunnel was driven using the New Austrian Tunnelling Method (NATM).The construction contract also called for a reinforced concrete secondary lining, guaranteed for a full water pressure of 30 m (100 ft.) water column. Preliminary geological study already showed that very problematic geological-hydrological conditions would have to be expected. This talk describes the chosen NATM driving concept that was adapted to the prevailing geological and hydrological conditions, the special driving method applied in geologically difficult zones as well as the water control concept used during driving. The flexibility and the limits of the NATM under exceptional hydrological conditions are illustrated. Also described are reinforced concrete lining works for the watertight secondary vault (reinforced concrete secondary lining without water-proofing membrane).

N L Industries, Inc., MacIntyre Development produces ilmenite and magnetite concentrates from its own open pit operation at Tahawus in New York's Adirondack Mountain region. The ilmenite concentrate is used within the company for the production of titanium dioxide pigments and the magnetite concentrate is sold to heavy media processors. Current production is from South Extension mine, loading by by six-yard Marion electric shovels into 85 ton Lectra Haul trucks. Bench heights are 44' and are drilled with a Robbins Rotary 9 7/8" diameter hole on 25' spacing for a yearly production of 3.4 million total tons of rock. The ore deposit occurs in veins dipping on the average at 40 degrees to the west. The ore body, which is divided into three zones, outcrops at surface and continues to depths of 800'. Zone 1 is a high grade band of thickness 150-200' with an Fe/Tio2 ratio of 2. Below this band is Zone 2, a low grade band of thickness 50-100' with an Fe/Tio2 ratio of 2 and beneath that seperated by a band of anorthosite is Zone 3, a high grade band of irregular thickness 50-450' with an Fe/Tio2 ratio of 1.6.

Efficient flotation of fine phosphate minerals from a deslimed waste phosphate stream (-74 microns) has been achieved by both bench-scale flotation and by flotation with a 2-inch air-sparged hydrocyclone (ASH) unit. A sample was collected from the waste phosphate slime stream at the SF Phosphate Limited Operations near Vernal, Utah, for flotation experiments at University of Utah laboratories. The collector used was a mixture of fatty acid, petroleum sulfonate and kerosene. Bench-scale flotation test results show that the minus 15-micron particles have a significant adverse effect on phosphate flotation. When the minus 15-micron material was removed by a classifying hydrocyclone, improved flotation recovery and concentrate grade were realized. A bench-scale flotation recovery of 86 % with a concentrate grade of 16% P2O5 was obtained from classified waste slime (74 x 15 microns) feed material containing 11.3% P2O5 In contrast, a 90% P2O5 recovery was achieved with a concentrate grade of 16-18% P2O5 by single-stage ASH flotation. With a second stage of ASH flotation, a concentrate containing 23% P2O5 was realized at an overall recovery of 75%. These results indicate that the industrial application of ASH flotation technology for phosphate recovery from waste slimes is promising.

It is doubtful if anyone knows precisely how many U.S. coal miners have been killed by roof falls. In 1931, 51 miners were killed by falls or rock in every 10-day period (Paul, 1). Roley (2) indicated that from 1882 to 1945, over 3,700 men were killed by roof falls in Illinois alone. During this 63-year period, roof falls accounted for 47.6 percent of the coal mine accident fatalities. Similarly, Price and Nolting (3) reported that during the 10-year period beginning in 1937, roof falls claimed over 50 percent of the lives lost in West Virginia coal mines. Over 150 miners died under fallen rock in West Virginia alone, in each of those years. Certainly, the statistics have improved over the years. The Theodore Barry Report of 1971 (4) indicated that during, the previous 4 years, fewer than 100 miners per year lost their lives to roof falls--in the entire United States. The improvement is less remarkable when it is realized that the accident rate has declined only as the number of miners employed underground has declined. The TRW Report (4) pointed out that although the number of fatalities in underground coal mining (from all causes) had been cut in half from 1956 to 1965, the fatality rate per thousand miners had remained virtually constant. The decreased accident rate was due not to a reduction in hazards but to a reduction in work force. Roof falls still claim approximately 50 percent of the lives lost in underground coal mines. Considering the increased underground production of coal which must result from our energy crisis, the environmentalists' pressure against strip mining, and our inevitably diminishing supply of strippable coal, it is apparent that some means must be found to reduce the number of lives claimed by coal mine roof falls.

The preparation of a paper reporting fluorspar economics in the United States at one point in time could have been somewhat complicated be- cause of the number of producers, both large and small, that derived production from different locations throughout the Western U. S. and the Southern Illinois and Western Kentucky fluorspar districts . Companies such as Allied Chemical and William- son Mining operated in the Jamestown district of Colorado. In Walden and Salida, Colorado, the Colorado Fluorspar Company operated mines and mills.

The study aims to provide guidance for the design of triboelectric separation systems for magnesite.

For many years, pulverized coal (PC) boilers in utility power plants have been the dominant market for domestic coal. Today, two new coal utilization technologies challenge the PC boiler's dominance. Atmospheric fluidized bed combustion (AFBC) and "coal gasification/combined cycle" (GCC) stand on the verge of commercial demonstration in the utility environment at a scale of 100 MW. Developed over the past decade, these technologies respond to the demands for cleaner ways to burn coal and for more flexibility in fuel supply. In the near term, these are the "clean coal" technologies most likely to have a significant impact, because they are ready for commercial application. As for environmental acceptability, consider that just a few years ago one of the environmental slogans was "no coal in California." Indeed, the only large quantities of coal above ground in California at that time were in transit on the way to Asia. Today, thanks to new technology, we can point to two operational coal-burning plants in California and one in the works: * Cool Water GCC demonstration plant (100 MW) * California Portland Cement AFBC commercial cogeneration, near Riverside (190 000 lb/hr steam) * Energy Factors AFBC commercial cogeneration at Stockton, to be operational 1988 (44 MW)
