"Fostering positive community relations is a principal tenet of sustainable development, but conflict can test even the strongest of relationships. While conflict surrounding resource development projects has the potential to be destructive, it may actually pose opportunities for partnership and collaboration when managed effectively. It is therefore not only important for mineral resource professionals to recognize the financial and social costs associated with legal disputes among project stakeholders, but also for them to prioritize resolving social conflict using alternative channels that allow for win-win outcomes. A variety of dispute prevention and resolution techniques do exist, but successful practice is not yet the norm. Here we review the sources and consequences of social conflict in the context of mining projects, and discuss typical and alternative approaches to conflict management in light of their respective benefits and drawbacks. We also suggest implementation of conflict resolution lessons into resource-related university curricula as a critical step in the continued shift of the mining industry towards sustainable development. INTRODUCTION Social conflict is a recurring phenomenon in the human experience and serves as a critical mechanism for change [1-5]. It occurs when two or more parties perceive that their needs and interests are in direct competition with each other and believe they cannot be reasonably accommodated. Conflict over mineral resource activities, particularly the distribution of benefit and risk, has become an omnipresent issue throughout the world [6-7]. Contrary to common perception, however, conflict can be a positive, transformative encounter in some instances [2, 8-11]. For this to be possible, society and its acting agents must reconsider how to address conflict. What if conflict were only a challenge to try something different? It is well-understood that the mineral industries must manage an increasingly significant volume of social conflict [12-13], which can be a costly externality impacting all of whom are involved. Conflict is commonly considered in a two-party sense, but this can deeply over-simplify the true number of stakeholders. Besides mining companies and community members, government policymakers and regulators, public interest groups, and judicial systems, to name a few, bear the social expenses of poorly-managed conflict [4, 6, 12, 14-22]. It is desirable for interested parties to participate actively in a constructive way to pursue their needs rather than contributing to adversarial relationships, operational problems, and legal costs [1, 4, 12]. Some mining companies are of course already working to develop more productive relationships with their stakeholders, but there is undoubtedly still a gap between ideal and common practices. This gap can inhibit collaboration and threaten the potential for mutually-beneficial resolutions to complex social issues [12]."

The Custom Coals advanced coal cleaning plant will be designed with a unique blending of existing and new processes to produce two types of compliance coals: Carefree Coal? and Self-Scrubbing Coal?. Carefree Coal will be produced by cleaning the coal in a proprietary dense media cyclone circuit utilizing fine magnetite to remove up to 90 percent of the pyritic sulfur and correspondingly greatly reduce the ash. While may utilities can achieve full S02 reduction compliance with Carefree Coal, others face higher sulfur reduction requirements due to the higher sulfur content of their existing fuel supplies. For these circumstances, a patented Self-Scrubbing Coal will be produced by taking Carefree Coal and pelletizing limestone-based additives with the finest fraction of the clean coal. These technologies will enable over 150 billion tons of non-compliance U.S. coal reserves to meet compliance requirements.

The adsorption of zinc species onto silica in ammonical solutions has been studied. Adsorption isotherms reveal that increasing adsorption occurs as the solution pH is made more alkaline. Fr-IR spectroscopy revealed that the adsorbed species is a zinc ammine complex.

"The field demonstration portion of the Underground Grouting and Ground Improvement (UG&GI) short course offered by the Colorado School of Mines was held on May 18, 2016 at Baski Inc.’s Yard in Denver, CO.Numerous full field scale demonstrations of grouting methods and equipment were conducted under various field conditions. As part of these field tests, permeation grouting testing and demonstrations were also conducted. Various cement grout mixes were injected into 1.5-m (60-in.) tall transparent sand columns under controlled conditions (Fig. 1). The objective of the sand column permeation grouting demonstrations in the study was to show students the effects of ordinary Portland cement versus ultrafine cement on the engineering properties of the grout, and the permeation height through various types of soil stratigraphic layers in the sand columns. Similar previous demonstrations have had a specific focus on various brands of Type I-II Portland cements and ultrafine cements with a range of water cement ratios and injection pressures. More detailed information about these previous studies can be found in published proceedings (e.g. Henn et al., 2009 -2011).Equipment and material usedThe five clear plastic sand columns were 191 mm (7.5 in.) inside diameter and 1,524 mm (60 in.) tall. Each sand column had a 19 mm (0.75 in.) diameter hole drilled at the base (bottom) of the blind flange for injection of the grout. A perforated plate and/or screen at the base of the sand columns helped to prevent sand from plugging injection port. A ChemGrout grout plant was used for the demonstration consisting of 0.36 m3 (97 gal) high shear (colloidal) tank mixer, a 0.36 m3 (97 gal) agitator tank and a progressive helical cavity pump with maximum output capacity of 77 L/min (20 gpm) at a maximum discharge pressure of 265 psi (18 bar) (Fig. 2). A simple grout header arrangement consisting of control valves, pressure gauges, flow meter, grout delivery and return line, and a short injection line was also custom built. Also used were infra-red thermometers to measure the temperatures of the grout mix batches, CRD and marsh funnels to measure viscosity, baroid mud balance to measure specific gravity, and a digital scale to measure weights. The grout materials used were Holkim Portand cement (Type I-II), Nippon Steel Sumikin superfine cement and U.S. grout ultrafine cement."

It is commonly recognized that seismicity can be induced by rock failures or slip along geologic structures around mining excavations. The unpredictable nature of these events and their proximity to the working area may raise safety concerns in underground mining operations. Modeling can be a useful tool for estimating seismic potential for a given mine layout, but the challenge is to detect a seismic event and estimate its intensity in the model. One well-documented approach is to monitor the variation in the energy content of the model and record potentially damaging seismic events when there is a significant release of energy. Researchers from the National Institute for Occupational Safety and Health (NIOSH) employed this approach using 3DEC modeling software to simulate the anomalous seismic events that occurred in a deep longwall mine in Virginia in 2005. A four-panel model of the mine was constructed utilizing a 2D cross section at the location of the mining face at the time of the event. Seismic potentials associated with the development of each panel are evaluated by recording the seismic energy released during the simulation. The results demonstrate the occurrence of two relatively significant events during the mining of the last panel, which are consistent with the historical observations at the mine.

The Little Rocky Mountains host epithermal gold-silver bearing vein and stockwork deposits in a syenite intrusive complex. Pegasus Gold Ltd. is currently mining the oxidized deposits by open-pit methods and recovering gold and silver by heap-leach processes. A geologic program has been designed to effectively determine the basic ore characteristics; 1)mineralization; 2)oxidation; 3)structural setting; 4)lithology; 5)alteration; and ultimately, 6)the leachability of the ore. Geologic mapping, sampling, drilling, assaying, and testing are routinely used in exploration, development, production control, mine planning, and ore reserve estimations. Timely and accurate assay results are essential for the program's success.

The study upon which this paper is based was completed by Battelle's Columbus Laboratories for the U.S. Army Corps of Engineers in 1974. It is but part of an overall effort by the Corps to evaluate the costs and benefits to the nation of waterway improvements. This study is primarily concerned with future coal markets for production from those counties near the Wabash River in the heart of the Eastern Interior Province. An objective here is to consider a most pessimistic energy (and hence, coal) demand for planning purposes.

Recently, research efforts have been made to lower the magnesium content of phosphate rock concentrate to be a suitable feed for phosphoric acid production and other related industries. Among these efforts is the bioprocessing technique. However, this study is devoted to study of using an enzyme, extracted from coffee waste, as a surface modifier during the fatty acid flotation of calcareous phosphate rock. A mixture of oleic acid and kerosene was used as collector. Factors, which affect the enzyme activity such as enzyme dosage, solution pH, temperature and conditioning time, were studied. Under the appropriate conditions, a concentrate product containing less than 0.60% MgO was achieved from the Abu Tartur feed (1.80% MgO) with a P2O5 recovery of more than 94%.

The Bureau of Mines designed, constructed, and operated an 18-inch- diameter, fluidized-bed combustor for highly caking coals to evaluate the method for possible application to power generation. In initial tests, combustion was carried on successfully, with carbon losses as low as 0.8 percent. Coal ash was not satisfactory as a bed material, but mullite proved to be acceptable. Overall heat-transfer coefficients from the bed (-20 + 50 mesh mullite) to a water-cooled tube were about 75 Btu/hr-ft2- °F.

In situ leaching (ISL) is an attractive technique that enables copper recovery from copper oxide ores that are either low-grade or located at depths too great to be economically exploited through conventional methods. At present, in situ leaching (ISL) has been applied to intact copper oxide ores, in particular, those which (i) present a good natural permeability and (ii) do not require preconditioning. Many copper oxide ores present low natural permeability. These are located above the water table and need preconditioning for the ISL application. The present work shows an economic assessment of the application of ISL to this type of copper ores. The preconditioning technique considered here involves the application of partial mining by sublevel stoping by removing a small fraction of the ore. This technique results in forming an ore bed with good permeability and good solution collection at the stope base. The economic assessment of this approach suggests that it can be implemented with positive net present values to copper oxide ores located at depths in the 100–300 m range, with copper grades above 0.4%. The maximum acid consumption values are below 52.5 kg/t, with blasting procedures designed to produce an ore bed with an average particle size below 6″. The breakdown of operational costs indicates that the mining cost is still very high, accounting for up to 60% of the total operating costs. Therefore, optimizing mining procedures is still necessary for improving the economic outlook of this approach and thus expanding the application field of ISL.

When an open pit mine is deepened, more and more waste rock must normally be removed. Techniques for optimization of open pit design are well-established within the mining industry. The recommended method is to choose the open pit alternative with the highest net present capital value of open pit and future underground mining. When the open pit is mined out, the operation must be closed, or, if it is profitable, mining must start underground. When planning an underground operation we experience the same type of optimization problem that occurs when determining the optimal depth for open pit mining. When mining underground the ore body is often divided into a number of areas, blocks or slices, each containing a transportation system with trains, trucks, conveyors, etc. When all the ore within such a part of the deposit is extracted, the operation must be closed, or, if it is profitable, a new transportation must be developed. The question that now arises is: how large a pan of a deposit shall be included in the first development and how much shall be left for future consideration?

GENERAL DESCRIPTION The undercut-and-fill method of mining was devel¬oped by Inco Ltd. in the Sudbury district of Ontario, Canada, to deal with abnormal ground conditions en¬countered in pillar recovery. Although it is now some¬times utilized as a primary stoping method, the main application continues to be in pillar recovery. In any mining method in which fill is employed, pillar systems tend to fail gradually as stoping pro¬gresses. As a result, most pillars are completely destressed and broken by the time pillar recovery com¬mences. Control of the back in such ground becomes a major problem and is contingent on local conditions as they exist in the workplace. In most mining methods, operations such as drilling, blasting, slushing, and tim¬bering can be readily assessed and the mining cycle pre¬dicted. However, in the mining of pillars with overhand methods, the time and effort required to maintain a safe back varies to a quite unpredictable extent. For years the square-set method was the most effective means available for pillar recovery. However, in areas where bad ground was encountered, square setting was a costly and sometimes hazardous method. As the tonnage mined from pillars increased, it was apparent that a safer and less expensive approach was required. Past experience indicated that the best way to deal with broken ground was to mine from the top down. Top slicing systems were examined but were rejected due to the major sub¬sidence which resulted. However, ideas generated from studying top slicing finally developed into the present method of undercut-and-fill. This method, which has almost completely replaced square-set mining, exhibits reduced costs, has improved safety and efficiency, elimi¬nates the factor of bad ground overhead, and allows a closer prediction of the actual mining cycle. The result is more accurate scheduling of pillar production. This factor is of increasing importance as the tonnage from pillar recovery increases in relation to total mine pro¬duction. Undercut-and-fill is a method of extracting a block of ore by mining successive cuts, working from the top down. After a cut of ore is completely mined out, lami¬nated timber stringers are constructed along the sides for the full length of the cut. Round logs covered by a wire screen are laid across the stringers to form a mat. The cut is then tightly filled with hydraulically placed cemented sand fill. Mining is then resumed on the cut immediately below the mat. As the cut advances, the timber stringers are supported by round timber posts seated on the solid bottom of the cut. Drilling, blasting, muck removal, and timbering operations are repeated until all the ore in the cut has been removed. At this time, another log mat is laid and the cut is filled. This sequence is continued until the block has been mined from level to level. The basic principles of undercut-and-fill can be adapted to a variety of mining situations. It can be applied transversely or longitudinally in ore bodies of varying width, that dip from vertical to flat lying. The method can be applied using conventional equipment or it can be mechanized through the introduction of small diesel or air-powered units for muck removal. Undercut¬and-fill is a selective method, ore recovery is high, and dilution can be controlled to an acceptable level. How¬ever, it is a high-cost, labor-intensive method and as such its use is restricted to areas where the less costly meth¬ods of ground support are not successful or where bulk mining methods are not adaptable. One basic require¬ment for undercut-and-fill is an adequate source of hydraulically placed cemented sand fill and a dependable sand plant and distribution system. The success of the undercut method is to a large degree dependent on the competence of the fill placed in each of the successive cuts. In theory, the weight of the fill on each cut is supported in part by the cemented sand itself as it binds to the rough sides of the mined¬out areas next to the pillar walls, and in part by the tim¬ber support. As mining progresses beneath the mat, a downward pressure is exerted within the cemented fill and a voussoir arch develops above the mat, across the full width of the cut. This supports the major portion of the load. The log mat and posts have a double func¬tion in that they carry the remaining weight not sup¬ported by the voussoir arch and in addition prevent any pronounced settling of the fill mass. Excessive settling breaks the bond between the cemented fill and the pillar walls, eliminating the arch effect and transferring the entire load to the mat and posts. The theory of a voussoir arch forming within the cemented sand fill mass is substantiated in practice by the fact that pillars have been mined from level to level with no more significant weight on the bottom cuts than was experienced on the top cuts. In effect, as mining progresses downward, there is no additional transfer of weight from previous cuts to the cut being mined. APPLICATION OF UNDERCUT-AND-FILL Because of their size, the Sudbury ore bodies are, for the most part, mined transversely and, to a considerable extent, by filling methods. Transverse stoping blocks are designed with 9-m (30-ft) crown pillars established be¬low each level and with stopes separated by vertical rib pillars. In past years, floor pillars were left above the level as well, but present practice favors the silling of primary stopes at the base of the rail. Rib pillars are designed to meet the ground control requirements of the primary stoping methods. Local conditions and past experience generally dictate their size. Historically, since the square-set method was to be used for recovery, rib pillars were designed to accommo¬date standard 1.7-m (5'h-ft) sets. A typical rib pillar is four sets wide [6.7 m (22 ft)] when located between two square-set or cut-and-fill stopes having a width of 8.4 m (27.5 ft). Magma Metals Company operates an Outokumpu Flash Furnace, four Peirce-Smith Converters and two Anode Casting Wheels supported by six Anode Vessels. Process gasses from the Flash Furnace and Converters are treated in a two train/double contact sulfuric acid plant. Sulfur capture for the smelter is +98%. The new flash furnace was commissioned on July 7, 1988 and has processed over three million tons of sulfide concentrate without a major rebuild. Magma has gained unique experience in the operation of the flash furnace at high oxygen enrichments with low off-gas dust loadings. New procedures have been developed to maintain secondary material generation at equilibrium and for maintaining metallurgical control of operating parameters. This paper describes all the procedures, operation control parameters and operating philosophy that has allowed Magma to achieve superior performance.

The purpose of the project is to divert flood flows of North Potato Creek. The project is located in the southeast corner of Tennessee near Copperhill, approximately 160 kilometers north of Atlanta, Georgia. The project consists of: a 28-meter high dam, a 90-centimeter diameter outlet conduit; an emergency spillway; and a 4.0-meter diameter hard rock trans-basin diversion tunnel. This floodwater management system was part of Cities Service Company mine safety program for the Cherokee orebody which is partially located within the stream channel. The following paper describes the entire project development from feasibility studies to design and construction management.

Coal waste materials inhibit the direct establishment of vegetation due to adverse physical and chemical properties, particularly low water retention and high potential acidity. The Moss #1 coal refuse pile is located in Dickenson County, Virginia, and was idled in the late 1980s with little topsoil resources available for final closure. The refuse was acidic (Total S = 0.38%; pH = 3.6), black in color and high (70%) in coarse fragments. The refuse also had a low water-holding capacity (4.5% in < 2.0-mm fraction). A small plot experiment was established on the refuse pile to evaluate the effects of liming rates (50% and 100% of lime requirements) and topsoil thickness (15, 30 and 60 cm) on vegetative growth and leachate quality. Liming and topsoil amendment increased the surface soil pH from <4.0 to >6.0 over a two-year period, which resulted in greater vegetative cover and biomass than the control plots. All topsoil treatments resulted in greater vegetative cover and biomass than plots treated with lime only. This was due to improved surface soil physical and chemical properties. A topsoil treatment of 60 cm gave the thickest vegetative cover and biomass yield. Such a treatment, however, would be cost-prohibitive at this location. Applica¬tion of 27Mg ha`1 of lime to the refuse surface along with 15 cm of topsoil produced acceptable two-year vegetative cover and biomass, and this appeared to be the optimal treatment for this particular situation. Both liming and topsoil had no affect on leachate pH and the electrical conductivity of leachates collected below the plots. This suggests that surface revegetation will have little effect on the quality of water draining through the pile. Therefore, long-term water-treatment requirements may not be reduced by successfully revegetating the pile surface.

INTRODUCTION Koolyanobbing is an open cut iron ore mine, which is located in Yilgarn region of Western Australia. To prevent the operators from suffering silicosis diseases and protect the air from being polluted, a series of dust control measures have been taken. These measures include ventilation and dust control system for sample preparation shed, dust collecting system for drill rig, dust suppression system for ore processing plant, dust control for haul road. The details related to individual dust control measure are dealt as follows. SAMPLE PREPARATION SHED DUST CONTROL The sample preparation is one of the major dust sources at Koolyanobbing. The activity is being carried out at the sample preparation shed. It typically needs to go through the following stages, that is, crushing, splitting, drying and pulverising. The amount of dust generated from crushing and splitting is mainly determined by the moisture content contained in the pre- pared sample. A significant amount of dust is generated at the sample pulverising stage due to cleaning sample bowl with com- pressed air. To protect the sample preparing personnel&apos;s health and make the dust level in the air meet the requirement from the health and safety authority, a central ventilation and dust control system has been installed at the sample preparation shed. As shown in Fig. l, the system consists of suction heads, suction lines, dust collector and vacuum fan. The fan creates vacuum environment in the system, therefore the dust is drawn into the dust collector through the suction heads and suction lines. The dust collector is of fabric filter. When the dusty air comes to the filter, the dust in the air is collected and retained on the surface of the filter while the clean air passes through and enters the atmosphere. The retained dust is blowed out by the pressured air pulses and deposits into the dust bin underneath the filter. A time relay device is used to control the cleaning time and the cleaning interval. DRILL RIG DUST CONTROL A hydraulic percussion drill is used to drill blast holes. To carry out the drilling operation properly and efficiently, the cut- tings are being flushed out of the hole by the compressed air. In order to prevent from the fine particles in the cuttings escaping to the air, a dust collector is attached to the drill. The collector mainly consists of suction head, cyclone and bag filter. Refer to Fig. 2. The suction head is installed at the lower end of the feed beams and is movable. The moving range is up to 250 mm. It is not only used to restrict the cuttings, but also used to prevent water from entering the filters when drilling wet hole. A 406 mm diameter primary cyclone is used to separate the heaviest particles in the cuttings. It is also used as blast holes sampling equipment. One part of the dust particles are collected by a sample bag through a splitter attached to the end of the cy- clone. The rest of the particles fall down to the ground through the closing rubber. The bag filter is driven by a hydraulic motor (1). It is used to collect the lighter particles in the cuttings. The filtering area is 16 m2 and the dust separation efficiency is up to 99.9%. The working principle of the filter is demonstrated in Fig. 3. When the rock drill (9) flushing is turned on, the pressurised air from the compressor is directed to the rock drill and to the pres- sure switch (10). The pressured air will open the pressure switch to de-energise and close the solenoid valve (4) The pressure affecting the cut-off cylinder (5) keeps the exhaust port flap open. When the flushing valve (8) is closed, the pressure affecting the cut-off cylinder disappears and the internal intake opening flap is closed by a spring. The pressure also ceases to affect the pressure switch and the spring switches the contact to the point 2. The time relay (11) is now activated and gives a 0.5 second current impulse to the solenoid valve and keeps the current cut off for approx 8 seconds. When the solenoid valve is live, it opens and lets an impulse of pressured air to the filters (2). These impulses will clean the filters.

The U.S. Bureau of Mines investigated rapid froth flotation through more efficient bubble-particle collisions that improved the overall flotation kinetics. An in-line static mixer efficiently mixed the bubbles, water, and ore, selectively attaching these bubbles to the hydrophobic mineral&apos;s surface. As the mixture entered the flotation chamber, the hydrophobic mineral was already attached to the bubbles and was quickly floated away from the remaining ore pulp. The rapid flotation system was evaluated for beneficiation with a western porphyry copper ore containing 0.67 pct copper, and a phosphate-bearing amine flotation tailings sample containing 9.5 pct P2O5 in a quartz matrix. Over 88 pct of the copper was recovered from the ore in a rougher concentrate containing 5.9 pct copper at a rate 7 times faster than conventional flotation. Sixty percent of the quartz in the phosphate-bearing sample was floated at a rate 4 times faster than conventional flotation. The unfloated product retained 80 pct of the phosphate in a l6.9-pct P2O5 concentrate.

Mineral Development Agreements (MDA?s) are a cooperative mechanism in Canada by which the federal and individual provincial governments can coordinate their scientific, techno- logical and market development resources in order to implement measures designed to stimulate mineral exploration and development by the private sector; the objective, ultimately, being to increase the mineral industry?s contribution to provincial economies. In the latest round of MDA?s, which was initiated in 1984, a significant number of planned activities relate to industrial minerals. This paper will describe the nature and importance of MDA&apos;s in Canada and will outline the wide range of activities taking place with respect to industrial minerals.
