The in situ mining of uranium is the process whereby chemical lixiviant is injected by means of wells into, and flowed through, an ore body. The lixiviant reacts with uranium which has been previously oxidized making the uranium soluble. The solution is then brought to the surface by means of producing wells. In situ mining disturbs the ground-water quality in the immediate area. Since ground water is a natural resource used by man, care must be taken not to allow the lixiviant to escape the local mining area. Also, when the ore body is mined out, the area should be restored to as near its original state as is reasonably achievable. The return of ground-water quality to its original state can occur naturally over a long period of time or be enhanced using appropriate technological means.

"During his presentation at the 2016 George A. Fox Conference about the history of public-private-partnerships (PPP) in the tunneling and underground construction industries in New York, Vincent Tirolo, Jr., told a story about how, as a young engineer in the late 1960s, he and others pooled money to purchase a calculator for $75 that had the ability to perform sine and cosine functions. That was a big deal in those days and would make their job much easier. Oh how far things have come. Tunnel and underground construction engineers can now virtually map out and plan entire projects before the first shovel ever breaks ground. And the machines that are used to build the tunnels have advanced in ways that could not have been imagined 50 years ago.The calculator is just one example of innovation in the industry and on Jan. 26, more than 400 industry professionals attended the George A. Fox Conference at the Graduate Center of New York (CUNY) to learn more about the next innovations, new tunneling technologies and what the future might hold for the industry. The conference included sessions on contracting models, rescue and fire life safety and new technological developments as well as an international project spotlight presentation from Nasri Munfah about the Eurasia Tunnel, connecting the European and Asian sides of Istanbul, Turkey.The project, also known as the Istanbul Strait Road Tube Crossing project, was named the 2015 Major Tunneling Project of the Year by the International Tunneling and Underground Space Association.The tunnel boring work for the 3,344-m (11,000 ft) long tunnel under the Istanbul Bosphorus Strait was completed in August, heralding a new era in tunneling.Tunnel boring work was launched in April 2014 with a ceremony with then Prime Minister Recep Tayyip Erdogan in attendance. The work was completed on Aug. 22, 2015 with Prime Minister Ahmet Davutoglu participating in the ceremony."

Exploration expenditures in Alaska last year amounted to $8.9 million. This was comparable to 1985's $9.1 million. Development expenditures dropped 29%, $24.3 million in 1986 vs. $34.1 million in 1985. The exploration industry is restructuring and stabilizing after the loss of major mineral firms during the last few years. These included Anaconda Minerals, Asarco, Hecla Mining, Enserch Exploration, Phillips Minerals Division, Exxon Minerals, Noranda Inc., General Crude, Mohawk Oil & Gas, Inspiration Development, Teton Exploration, and St. Joe Minerals Division. Some of these companies were mineral subsidiaries of oil companies and were either dissolved or redirected to programs outside of Alaska. However, recent entry exploration firms include Echo Bay Mines Ltd., Long Lac Minerals, and Exvenco. They are busy evaluating prospects and mineral developments in the southeastern panhandle. In the 1970s, about $254 million was spent on Alaska mineral exploration. Of this, about 5% ($12 million) was for nonmetallics and coal, about 26% was directed at precious metals ($66 million) mainly gold, and 69% ($175.3 million) for the base metals zinc, copper, molybdenum, tin, tungsten, and nickel. Since the early 1980s, trends have reversed. Of the nearly $196.3 million spent from 1981-1986, 48% has been for precious metals ($94.3 million) and 40% on nonmetallics and coal. In the last two years, nearly 70% of the Alaskan exploration dollar has been spent in search of precious metals. Three gold skarns were explored during the year - the Nixon Fork project in western Alaska (Battle Mountain Mining Co.), the Nebesna and Rambler lodes of the northern Wrangell Mountains (Nebesna Mining Partners), and the Zackley project near Paxson in southcentral Alaska (Nerco Minerals). Nearly 7.6 km (25,000 ft) of diamond and rotary drilling were conducted on these three properties. Both water pollution and proposed solid waste disposal regulations have a definite effect on the copper leaching industry and some of the major factors affecting the industry are discussed in this paper. New developments of the NDPS are discussed with emphasis on the "toxic" or priority pollutants and EPA's philosophy on the control of these pollutants, The protection of groundwater is the prime aim of RCRA through solid/hazardous waste management. Some of the major elements of the RCA regulations that will affect the copper leaching industry are discussed.

Ceremonies for the induction of four mining industry pioneers into the National Mining Hall of Fame will be held Saturday, Sept. 11, 2010 at the Charles F. Barber Pavilion of the Museum Convention Center in Leadville, CO. The 23rd Annual National Mining Hall of Fame and Museum Banquet will begin with an open house and reception at 5:30 p.m., followed by the dinner and program at 7 p.m. The four inductees are: William Wheeler Coleman who served 46 years, from 1911 to 1957, as president and chairman of the company that is now Bucyrus International of South Milwaukee, WI, a world leader in the manufacture of surface and underground mining equipment. Dr. Allen Van Heyl, Jr., an economic geologist who served with the U.S. Geological Survey for nearly 50 years beginning in 1943. He studied more of the nation?s mineral deposits than most could begin to imagine. Arthur Lakes contributed enormously to the geological and mining sciences in the western United States as a geologist, teacher, writer and artist over a period of more than four decades beginning in 1869. The Arthur Lakes Library at the Colorado School of Mines, Golden, CO, is named for him. Samuel Calvin McLanahan, through his inventive genius, changed the direction of his family?s company from that of a foundry to a leading manufacturer of minerals processing equipment to become today?s McLanahan

A process for the separation and recovery of cobalt and nickel was optimized for a sulfate leach solution of Indian Ocean sea nodules containing 80 g/m3 cobalt and 730 g/m3 nickel using the sodium salt of Cyanex 272 as the extractant. Extraction of both cobalt and nickel increased with an increase in equilibrium pH and extractant concentration. The extracted species with respect to cobalt appears to be CoA2.3HA. More than 99.6% extraction of cobalt was achieved using 0.04M solvent in a three-stage counter current simulation at the A:O phase ratio of 3:2. The co-extraction of nickel was about 0.6% only. Two-stage countercurrent stripping of cobalt from the loaded organic at an A:O ratio of 1: 7 resulted in a pregnant electrolyte enriched by 0.8 kg/m3, thus enabling a ten times overall enrichment of cobalt. From the cobalt free raffinate, nickel extraction was carried out using 0.25M solvent in two countercurrent stages, and the extraction showed a 99.8% recovery. Stripping of nickel from the loaded solvent was carried out at an equal phase ratio with the advance electrolyte of pH 1.75 in two countercurrent stages. The nickel stripping efficiency was found to be 98.8%. The present studies indicated that complete recovery of cobalt and nickel was possible using nine counter-current stages.

I have spent my entire life in the mining industry pursuing what I believed was an honorable profession that provided products that were critical for our social and economic well being. Now I am told that all of my efforts been for nothing and that I have been doing something morally wrong - mining. This view of the future is not one that the mining industry has to allow to unfold. A determining factor in how things will turn out is continued improvement of the industry's environmental performance. To some extent, the current state of affairs in the United States is a result of the common perception that greedy corporations (usually foreign) are somehow ripping off US citizens of their native birthright or natural treasures in the name of corporate profits. Implicit in this view is the belief that corporations will take shortcuts or violate the environment in the name of profits. I have 26 years of experience in working in the copper, uranium and gold industries. Profits during those years were meager and difficult to find (Fig. 1). In fact, when I began working fresh out of college, I chose copper, which was then selling at around $1/lb. By the time I left copper mining, it was selling for 45 cents/lb. I then moved to uranium, which was selling for $52/lb. By the time I left it was $16/lb. I finally picked gold, which was then at ($650/oz). There is a whole generation of engineers, geologists and professionals who have spent two decades downsizing, closing mines, improving costs and getting smarter about how the mining industry does what it does. The environment, health and safety are areas where there have been great improvement. There are five characteristics of corporate governance that are critical for a company to develop and an industry to embrace if environmental, health and safety excellence is to reach new heights in the labor pool.

The following report details the successful construction of Contract 2A of the Three Rivers Water Quality Management Program, Intrenchment Creek Combined Sewer Overflow Conveyance System, in DeKalb County for the City of Atlanta, Georgia. The contract required construction of approximately 2878 m (9443 ft) of tunnel bored to an initial diameter of 7.95 m (26 ft 1 in), with provisions to concrete line those portions designated by the engineer to a finished internal diameter of 6.91 m (22 ft 8 in). Flanking the tunnel are two shafts. The upstream shaft was excavated to a nominal diameter of 4.87 m (16 ft) to accommodate a finished internal diameter of 3.66 m (12 ft). This shaft required a transition boot fully concrete lined to final dimensions of 6.91 m (22 ft 8 in) wide, 13.72 m (45 ft) long, and varying in height from 6.91 m (22 ft 8 in) to 12.80 m (42 ft). Associated work necessary to complete the contractual obligations included installation of 22.86 m (75 ft) of cut-and-cover box culvert, 484 m (1589 ft) of open-cut sewer installation in sizes ranging from 0.30 m (12 in) to 1.68 m (5 ft 6 in), one river crossing, 137.46 m (451 ft) of monolithic concrete trapezoidal channel, and installation of 19125 cu m (25000 cu yd) of select fill material compacted and graded to finished contours. The downstream shaft was excavated to a minimum diameter of 12.04 m (39 ft 6 in) and concrete lined to a finished internal diameter of 10.67 m (35 ft). Requirements here included installation of a complete pumping station with all mechanical, electrical, and structural elements necessary for dewatering the tunnel through the controlled use of four 250 hp submersible pumps discharging into the facilities of the Intrenchment Creek Water Pollution Plant. The term shortwall mining is somewhat of a mis¬nomer. It may infer a longwall mining system, but of much shorter face length. Actually, continuous pillar mining is a more descriptive term. Coal is mined using a continuous miner as would be done in pillar extrac¬tion, but with the addition of roof supports to control the caving. Face length on such a system typically is 46 to 61 m (150 to 200 ft). The coal is cut in front of the roof supports in the same direction as with a long¬wall shearing machine or plow, but it is mined with a continuous miner and shuttle cars of the same type as used in continuous mining. ROOF SUPPORTS Roof supports for shortwall mining must be con¬siderably larger than those used for longwall mining because of the additional roof to be supported by the wider 2.6- to 3.4-m (81/2- to 11-ft) cut of the continuous miner. Capacities of shortwall chocks in current use vary from about 454 to 726 t (500 to 800 st). The higher capacity as compared to longwall roof supports is needed primarily because of (1) the greater support length, hence more roof weight, and (2) the presence of draw slate in the eastern coal seams, where shortwall is being used. The most popular shortwall support currently used is the four-leg 590 t (650 st) model. This support is shown in Fig. 1. The price of this support is approxi¬mately $25,000 each. As shown in Fig. 1, the shortwall chock incorporates an unusually long forward bar that has an additional hydraulically operated extension bar to provide face support for the wide miner cut. METHOD OF OPERATION Mining Sequence In shortwall mining, two or three (depending upon the chock design) move up cycles of the chock are needed because of the miner cut width. The Monterey Coal Company, a wholly owned subsidiary of The Carter Oil Company of Houston, Texas, recently awarded a contract to build the Monterey No. 1 Preparation Plant, which will be located near Carlinville, Illinois, to the McNally Pittsburg Manufacturing Corporation. The preparation plant will be one of the most modern jig preparation plants in the State of Illinois. Illinois No. 6 coal will be delivered by a 48" slope belt having 35-degree carrying idlers, operating at 650 FPM and operating on an incline of nearly 17 degrees. The slope belt is driven by two 450 BP motors and will deliver the mined coal at the rate of 1800 TPH to a stationary step-type ' screen having six-inch openings. The overproduct from the stationary screen will discharge into a 10' x 24' McNally Rotary Breaker and the underproduct will bypass the rotary breaker. The rotary breaker is equipped with heavy manganese screens with 6 ½" diameter openings. The sized 6" x 0 coal from the stationary step screen and the rotary breaker will be discharged by gravity to a 4%" raw coal incline storage belt. The 48" raw coal storage belt will deliver the 6" x 0 sized coal at the rate of 1800 T?H to an 8000 ton concrete raw coal silo, 70 feet in diameter and 1x7 feet high. The 6" x 0 sized coal will be drawn from the concrete storage silo by seven (7) 36" wide reciprocating plate feeders. Five feeders are to have constant speed drives at a rated capacity of 145 TPH each. Two (2) feeders will have remote con- trolled variable speed drives, to provide a varying feed.

"In 2004 works started for the now completed seven-level automated car park accommodating 480 parking spaces inside the pre-existent “Morelli cave”, located in a strategic area in Naples. Since 470 BC Greeks initiated the growth of the fascinating world of the underground Naples, of which this cave belongs. It seems that once here the god Mithras was worshiped. It’s also became a quarry for tuff extraction and in 1600s it became an aqueduct serving the area. In 1853 the Bourbon Tunnel, a project commissioned by King Ferdinand II of Bourbon to allow easy escape from the Royal Palace in case of riots, was connected to this network of tunnels. The cavern became an air raid shelter during the Second World War, then a deposit of cars and motorcycles in the '50s and' 60s, a disposal area and it has been abandoned in the last 40 years before it’s new utilization. INTRODUCTION Over time, the overcrowding and congestion of major cities’ historic centres has led to seeking spaces underground that can accommodate activities and car parks, as in the case of the Morelli cavity, site of the future car park by that name. Before describing its characteristics, design solutions, and executive problems, it is necessary to introduce the site historically into the broader landscape of the cavities present below ground in the municipality of Naples. The province of Naples, which includes the area of the Municipality of Naples, has a large number of cavities. The existence of “Naples underground” is connected with the morphological and geological conformation of its territory, consisting of tuff stone which has entirely special features of lightness, brittleness, and stability. The first transformations in the territory’s morphology, taking place thanks to the Greeks starting from 470 BC, initiated the growth of the fascinating world of Naples underground. These transformations were dictated by water provision requirements, which led to the creation of underground cisterns to collect rainwater, and by the need to recover construction material to erect the buildings of Neapolis. In subsequent centuries, the city’s expansion led to the construction of a proper aqueduct, which allowed drinking water to be collected and distributed thanks to a series of cisterns linked to a dense network of tunnels. During Roman rule, the existing aqueduct was expanded and perfected, but with the rise of the Angevins in 1266, the city saw great urban expansion, which obviously corresponded with increased extraction of tuff from the subsoil to construct new buildings. This confirmed a particular feature of Naples: that of having been generated from its own innards, with buildings rising directly above the quarry that provided their building material."

This paper is one of a series of presentations organized by the Conference of American Society of Civil Engineers with the goal of making significant progress toward an equitable and effective allocation of risks in construction undertakings among the principal parties - owner, contractor and designer. The role I have been assigned is principally one of identification of risk while others will devote greater attention to the allocation of these risks and the contractual arrangements necessary to properly make these allocations. Construction projects are joint undertakings by parties who bring different skills and interests toward a common effort, much as this conference does. A project is not an adversary proceeding and does not benefit from establishment of an adversary mode, as our lawyer friends seek in the resolution of legal issues. Accordingly, I urge upon this Conference the adoption of two basic precepts and guidelines as the criteria for sharing of the risks inherent in construction undertakings toward achievement through mutual effort the common goal of a successful project completed in the shortest time and at the least overall cost. These precepts are: (1) that all risks are rightfully the owners unless transferred to or assumed by another party for a fair compensation; and (2) that the principle guideline in determining whether a risk should be so transferred should be whether the receiving party has both the competence to fairly assess the risk and the expertise necessary to control or minimize it. The sponsors of the conference have provided certain guidelines to the authors. There is, however, no constraint in expressing one's bias and I suspect that my contractor's outlook may be inherent in my comments. The guidelines have suggested that I indicate whether the risks identified are ones that can or should be shared or borne by one party alone. In doing so, I will attempt to follow the precepts I have recommended.

A flotation process has been developed to successfully treat ore from the Santo Domingo phosphate deposit in Baja California Sur. The ore contained less than 4% P2O5 with quartz, silicates, and carbonates as gangue minerals. Flotation of the low- grade feed in seawater required that the conventional Crago process, comprising direct anionic flotation, deoiling, and inverse cationic flotation, be augmented by an anionic cleaner flotation step, phosphate depression, and a calcite flotation step.

"The objective of the study conducted by the authors is to determine what media size(s) addition will maximize any given plant ball mill’s grinding efficiency (Fig. 1). The functional performance parameters “mill grinding rate through the size of interest,” and “cumulative mill grinding rates” from both plant and smallscale tests are applied to this task. A plant media sizing methodology, and industrial case studies, are provided.BackgroundA previous article (“Ball mill classification system optimization through functional performance modeling,” Nov. 17, McIvor et al., 2017, Mining Engineering) described circuit classification system efficiency (CSE), equal to the percentage of coarse (plus circuit P80 target size) material in the ball mill. It can be measured and then increased through pump and cyclone adjustments. By so transferring the application of ball mill power from fine (minus P80 product size) to coarse material, circuit efficiency is increased and overgrinding is decreased.The other factor that determines overall circuit efficiency is how well the power that is applied to the coarse material grinds it. This is affected by design and operating variables like the media sizing and mill percent solids. From circuit functional performance (McIvor et al., 1990):Circuit production rate of new fine material (t/h) = Power applied to coarse material (kW) x Mill grinding rate of coarse material (t/kWh) (1)The power applied to coarse material is the total mill power multiplied by the CSE. Therefore:Circuit production rate of new fine material (t/h) = Total mill power (kW) x CSE (%) x Mill grinding rate of coarse material (t/kWh) (2) Production rate, mill power and CSE can be measured during a plant circuit survey. The mill grinding rate of coarse material is then calculated. At the circuit target P80 size, this is the mill grinding rate (of coarse material) through the size of interest. The objective is to maximize this rate. The mill grinding efficiency can also be calculated by taking the ratio of the mill grinding rate over the material’s grindability as measured in the lab. Mill percent solids optimization has thusly been achieved (McIvor et al., 2000). For media sizing, maximizing the mill grinding rate on a given ore is equivalent to maximizing the mill grinding efficiency. Ores of different grindability will be part of the discussion."

Pilot scale flotation tests were conducted with a 1-ft-diam column at the Barrick Resources (USA) Mercur mine, Tooele County, UT, to scavenge unleached (0.01 to 0.018 oz/st) gold values from the tailings of a carbon-in-leach (CIL) circuit. The optimal recovery was 35 pct of the unamenable-to-leaching gold, at a grade of 0.353 ounces of gold per short ton, using a mixture of dithiophosphate, xanthate, and diesel fuel as a collector. This was achieved by floating approximately 1.6 wt pct of the CIL tailings. The gold values are believed to be contained in arsenic-bearing minerals, attrited carbon, and carbonaceous material in the ore. Redox potentials were measured with a gold electrode during the conditioning stage prior to flotation. The correlation between flotation recovery and redox potential values could be used to control reagent additions. Treatment of a previously leached and weathered tailings material, averaging about 0.055 ounces of gold per short ton, was also investigated using the column. The tailings were first water leached at approximately 600 C, and the water-leached tailings, which contained approximately 0.03 ounces of gold per short ton, were then fed to the column flotation unit. The effects of pH and sodium sulfide addition on gold flotation recovery and redox potentials were examined. maximum gold recovery, 36 pct, was achieved at pH 8.5 with a sodium sulfide addition of 0.18 lb/st.

The selective depression of pyrite obtained from Kentucky No.9 seam in coal flotation with various kinds of inorganic and organic chemicals was systematically examined. Most of the organic chemicals tested showed little selectivity in pyrite depression. It was found that both orthophosphate and pyrophosphate were effective for the selective depression of coal pyrite in coal flotation using fuel oil as a collector. At substantially low concentrations of pyrophosphate, the flotation of coal pyrite was completely depressed over a wide pH range, while the coal flotation remained unaffected. The mechanism of the selective depression of pyrite by phosphates has been explained with the help of thermodynamic calculations of iron-phosphate-water systems and zeta potential measurements. It was shown that pyrophosphate reacts strongly with iron ions of pyrite to form stable hydrophilic iron pyrophosphate complexes on pyrite surfaces.

The advent of inexpensive computers has opened vast opportunities for improved planning and control of capital projects. The mining and mineral processing industries have welcomed the opportunity, and new and improved quantitative management techniques have abounded. This chapter will discuss commonly used computer applications for economic justification of the project, preparation of the cost estimate, planning the work schedule, monitoring work progress, and control of costs and productivity. Finally, there is a review of the degree to which the industry uses these applications. Our experience suggests that while we in the industry have been quick to adopt the new techniques, the quality of our input data has not always kept pace. During the next decade, our push should be toward improving the quality of the basic data and assumptions so that we can fully benefit from the sophisticated techniques. The GIGO (garbage in, garbage out) principle is a wellworn cliche, but it is especially valid here. One of the keys to getting good input is commitment. Unless the managers who are to use or benefit from the system are committed to it, the effort will fail. They must be com- mitted to the underlying principles of planning and control sufficiently to expend their time and resources on them; planning should be especially given emphasis. They can't be too busy to plan.

Polysaccharides have been widely used as depressants in mineral processing for decades. They constituent one of the most abundant family of biopolymers. However, only a small number of them have been used by industry so far because of a general lack of understanding of interactions between these polymers and minerals. In this work, adsorption tests, electrophoretic mobility measurements, microflotation and fluorescence spectroscopic tests were performed along with computer simulation to explore the mechanistic aspects of guar gum adsorption and conformation on talc as a function of relevant variables such as ionic strength, pH, solvent composition and polymer molecular weight. From microflotation tests, it was found that talc hydrophobicity decreased markedly due to the adsorption of guar gum even at very low concentrations and reached a plateau below moximum adsorption. Guar gum adsorption on talc was found to be not affected significantly by changes in solution conditions such as pH and ionic strength, ruling out electrostatic force as controlling factor for adsorption. Fluorescence spectroscopic studies showed no evidence of the formation of hydrophobic domains at talc-aqueous interface. Also urea, a hydrogen bond breaker, reduced the adsorption of guar on talc. All of the above results suggest that one of the main driving forces for guar adsorption on talc is hydrogen bonding in preference to electrostatic or hydrophobic force. This information should help toward designing reagents of optimum molecular architecture for efficient depression, dispersion or other such surface modification of particles.
