Mining companies and governments at both the local and national levels recognize that Participatory Environmental Monitoring and Surveillance Committees (PEMSC) are necessary mechanisms for meaningful engagement at the community level. In many cases, PEMSCs are established as volunteer initiatives by mining companies or by the mining communities themselves. In Peru however, they can also be recommended by the government as way to address social conflict. Most PEMSCs are launched while a mine is in operation and have the objective of monitoring both water quality and quantity. Many established committees are currently evolving and adopting a more comprehensive approach, as well as expanding their initial scope from a river or micro-basin focus and watchdog agenda, to a broader regional integrated resources management view. This paper examines the origins of Participatory Environmental Monitoring and Surveillance Committees in Peru. It also discusses the typology of these committees, and the scope of their work. Furthermore, it looks at the challenges faced by these committees, as well as existing opportunities for mining companies, governments, and civil society. Finally, this study presents a governance model that could contribute to the long-term existence of these committees. This discussion is further informed by the results of a national workshop that took place in October 2016 in Peru, in which over 200 representatives from 22 monitoring committees, government and mining companies participated.

Noise-Induced Hearing Loss (NIHL) continues to be a concern of the mining industry. A new noise standard (30 CFR, Part 62) is aimed at reducing NIHL in mining through engineering and administrative noise controls. However, the difficulty and expense of implementing engineering controls can make administrative controls an attractive alternative for reducing worker noise exposure. Over the last three years, the National Institute for Occupational Safety and Health (NIOSH) has conducted worker noise exposure surveys in underground and surface coal mines and coal preparation plants. The surveys revealed numerous possible administrative controls and an approach to implementation and analysis. The surveys have shown that worker dosimetry, time-motion studies, and equipment noise profiling are important aspects of effectively utilizing administrative controls. A description of the approach for selecting, implementing, and evaluating administrative controls, and a list of administrative controls, are reported.

"In Antioquia region of Colombia – South America most of extractive activity is developed as artisanal and small-scale level, exploiting different types of minerals resources but predominantly gold. This is not only an ancestral livelihood of hundreds of families in this region, but also their unique way of subsistence. However, that situation has not had a positive effect in the sustainable development of this territory because of several unsustainability factors mainly related to mercury use for gold extraction, the incorrect management of tailings and the informal way in which miners perform their activity. In 2010 Antioquia was the place with the highest contamination by mercury in the world with serious effects in ecosystems and health of habitants of this region (Veiga 2010) This paper presents a Socio-Technical Model focused on strengthening capabilities and social capital of artisanal and small-scale miners and its surrounding communities in Antioquia region. This is based on processes of evaluation, design and implementation of appropriate technologies to obtain “clean minerals” without using mercury and with a right management of tailings. In gold extraction it is about gravitational methods of concentration, which take advantage of high density of this element. These methods not only are cleaner but more profitable for miners. Notwithstanding its technical origins, the current model proposes a holistic framework that manages the elimination of mercury in mining not only as a technology transfer matter. Thus, more than formalization the strengthening process seeks to promote a business vision in miners and to develop productive chains in surrounding communities, this means to improve the skills of artisanal and small-scale miners to organize in a corporative way and to help surrounding communities to provide support and supply services to mining and even to other companies. Besides, the articulation with local institutions drives to reinforce their functions of control and accompaniment. In shorthand, this effort aims to empower local institutions, miners and surrounding communities in such a way they are able to face together their own development challenges in a sustainable way."

The mining industry worldwide has recognized in the past the need to apply specific rules and guidelines in the reporting of mineral resources and reserves. The high financial investment and risk associated with any mining project and the ever stricter environmental and social controls were the forces behind this recognition. For years the industry experienced the development and enforcement of several codes for reporting accepted by different countries. The implementation of any code can be a confusing task as the guidelines are sometimes general and open to different interpretation. The use of computers in the estimation and reporting of mineral resources and reserves is necessary, particularly when trying to implement particular code guidelines. This paper discusses ways to implement a reporting code in a computerised resource/re-serve estimation study. The implementation is demonstrated using a gold deposit project as an example. The effects of mining, metallurgical, economic, marketing, legal, environmental, social and governmental factors are taken into consideration. This paper also discusses well established reporting codes and the possibility of reaching a single, universally applied code that could be used by Greek mining companies.

Ammonia and nitrate in metallurgical operations arise from several sources: (1) the use of ammonium nitrate based explosives, e.g. ANFO; (2) the use of cyanide for gold extraction which is degraded to ammonia by most cyanide destruction techniques; and (3) the use of nitrogenous reagents in the mill for neutralisation, flotation and extraction. The concentrations of ammonia and nitrate in effluents vary from 10-50 ppm and 25-300 ppm respectjvely. A number of environmental problems are associated with both ammonia and nitrate. Both of these forms of nitrogen can contribute to the eutrophication of receiving waters. Ammonia and organic nitrogen can also cause high dissolved oxygen demands in receiving waters. Ammonia is also toxic to fish, particularly at elevated pH values. Several methods are in use for the removal of ammonia and nitrate from municipal wastewater, industrial effluents and agricultural runoff. To date, no treatment systems have been developed specifically for the removal of nitrogen from mine and mill effluents. This paper will report on some removal techniques that have been tested using actual and synthetic mine effluents.

Traditional geostatistical methods have been used in ore reserve estimation for decades. Neural Networks (NNs) have provided an alternative approach to data analysis and ore reserve estimation. Unlike the traditional geostatistical methods, neural network uses a highly non-linear complex algorithm to do the estimation. Although Neural Networks have been demonstrated to be attractive alternatives as with every new techniques, there are questions which remain unanswered. This paper presents a comparative analysis with different types of metamodeling approaches -- Triangular, Kriging, Spline, and Neural Network. The neural-network is organized in a multiple-layers and Back-propagation model is used to handle the non-linearity and hidden slabs for smoothing the predicted results. With multiple dimensional and very noisy drill hole sample data, the ore grade is predicted and the overall performance is validated by the analysis of R-squared (R2), Root-Mean-Squared (RMS), and contours of ore grade spatial variability. The ore grade and tonnage of estimated outputs are also compared with various cut-off grades.

A great deal of effort has been put forth in recent years to arrive at accurate projections of the demands for tunnels in this decade. In reviewing the statistics presented by various study groups, it appears that during the decade from 1960-69, there were some 1,335 miles of rock and soft ground construction tunnels excavated throughout the world. These statistics indicate 645 miles of rock tunnel and 689 miles of soft ground tunnel were excavated during the last decade. This is expected to increase to 3,000 miles in the 1970's according to projections made by various authorities in the field of construction tunneling. I point out the above statistics to emphasize two main points: (1) The demands for tunneling in this decade alone are staggering. (2) There is a fairly even distribution in the amount of rock tunneling and soft ground tunneling being excavated. Unfortunately, available statistics do not answer many important questions about tunneling which are of great importance to the contractor and to boring machine designers. For example, how many of the projects completed in the past decade involved both soft ground and rock tunneling? How many projects involved tunneling in conditions where both rock and soft ground were contacted at the same face. While the answers to these questions remain unanswered, I am sure most of you can think of numerous examples of projects where mixed face conditions are prevalent. Many of you are probably familiar with the Austin Crosstown Interceptor which was bid last month in Austin, Texas. Here is a project involving 57,000 feet of tunnel where limestones and clay shales are expected to be traversed. Another project, the Tonner Tunnels No. 1 and No. 2, near Los Angeles, involve some 22,000 feet of tunnel where mixed soil and rock conditions are expected. The mechanism of gold uptake from iodide solutions by carbon has been investigated. Adsorption isotherms for gold and iodine were established. For activated carbon, approximately 300 mg of gold and 1000 mg of iodine were extracted per gram of carbon at maximum loading. Examination of loaded activated carbon particles by scanning electron microscopy reveals isolated patches of gold deposited on the carbon surface. High-resolution transmission electron microscopy shows that fine gold particles (1-4 nm diameter) are uniformly distributed within the carbon. Iodine was also observed throughout the matrix. The uptake of gold by carbon from iodide solution involves a combined reduction and adsorption process, where the gold iodide species is reduced to the metallic state superficially and adsorbed in the porous structure of carbon. A few experiments for the gold-chloride and gold-bromide systems were carried out for comparison.

Spreadsheet software is an effective tool for simulating dynamic stochastic systems such as mineral processing plants. The two-product formula is used to show how to set up a Monte Carlo simulation in a spreadsheet template and how to calculate variances of dependent variables. The key to a reliable and realistic simulation model is to obtain unbiased estimates for all independent variables and variances in the set that defines the stochastic system. Monte Carlo simulation is also a powerful tool for optimizing sampling procedures, for applying sensitivity analysis and for designing and evaluating experiments.

Mining law is essentially a branch of the law of real property. It concerns acquisition of property for extracting contained minerals, and the rights, privileges and duties that fall upon the holder thereof once the rights are acquired Accordingly, this section focuses on the procedures to be followed in acquiring state. federal and private lands, and defines briefly the nature of the rights obtained. The mining laws of Canada and Mexico are summarized, and the related subjects of minerals taxation and governmental regulation are discussed briefly. This section is not intended to be the basis for legal decisions. Rather, its purpose is to provide the engineer with an understanding of basic principles and procedures. For a detailed treatise of mining law, reference can be made to The American Law o] Mining, a five-volume set edited by the Rocky Mountain Mineral Law Foundation. The law changes constantly, especially that based on federal and state statutes, and the reader is cautioned to be alert for subsequent modifications of statutes, regulations and case law. 2.1-PRELIMINARY LAND-STATUS CHECK Often, after completion of area reconnaissance, or perhaps after receipt of a submittal, a specific more localized target area will become of interest. Usually, an intensive exploration program comprising detailed surface mapping, sampling, geophysical prospecting and drilling will be required before the mineral potential of the ground can be properly evaluated. Before an investment of this magnitude is made, however, it is advisable to obtain rights to mine ore from the property. Otherwise, knowledge of the exploration activity might greatly inflate land values, or speculators or competing mining concerns might step in. Hence, as a general rule, a land-acquisition program should be undertaken before an intensive exploration project is begun. The first step in such a program is to make a land-status check to determine whether the subject lands are available and, if so, from whom they can be obtained and by what means. 2.1.1-BUREAU OF LAND MANAGEMENT RECORDS In those states which contain large areas of federal land, basically (he western states, the primary informational source is the records of the Bureau of Land Management. These may t)e examined at the land office having jurisdiction over federal lands in the area of interest. The records for Montana and North and South Dakota are kept at the Billings (Mont ) land office; Wyoming, Nebraska and Kansas, Cliejenne, Wyo.; New Mexico, Oklahoma and Texas, Santa Fe, N M ; northern Alaska, Fairbanks, and southern, Anchorage; Utah, Salt Lake City; Nevada, Reno; Arizona, Phoenix; Colorado, Denver. There are two land offices in California, at Sacramento and Los Angeles Records for other states are kept in Washington, D C. at the office of the Director, Bureau of Land Management.

Longwall mining is the most productive method of under- ground coal mining in the United States (US.), and record levels of production have been reached in recent years. These ever-improving production levels have the potential to generate significantly higher quantities of respirable dust. Consequently, the longwall industry continues to struggle with controlling dust liberation and maintaining compliance with the federally-mandated respirable dust standard. In response, longwall operators have in- creased the application of primary dust controls, airflow and water flow, in an effort to improve respirable dust control and reduce worker exposure. Pittsburgh Research Center (PRC) personnel conducted dust surveys at 13 longwalls operating throughout the U.S. and collected information to: identify current operating practices on these longwalls, identify the types of dust controls in use, document the levels at which these controls are being applied, and measure the respirable dust levels present. This data was analyzed to quantify the dust levels generated by the major sources on the longwall section and to evaluate the relative effectiveness of the control technologies in use.

The Inland Feeder project is a critical component of Southern California’s water delivery system, relying on a strategic plan of water transfer and storage to enable the delivery of an additional 650 million gallons of water a day. The Arrowhead West and Arrowhead East tunnels form part of this system, comprising the construction of nearly13 km (8 miles) of bored tunnel under the San Bernardino National Forest. This paper describes the design and manufacture of the 4.88 m (16 ft) diameter precast segmental primary lining that will be used in these tunnels to resist rock loads, and up to 275 m (900 ft) of external hydrostatic head.

Cleaning of low-rank coals can have several meanings, depending upon the definitions of the terms "low rank" and "cleaning." In general, low-rank coals would be lignite or subbituminous according to the ASTM classification. For the purposes of this summary, cleaning is defined to be any process which materially reduces the proportion of inert material in the coal. For low-rank coals, this often means a reduction in moisture content since moisture is the major inert component in these coals. A brief discussion of conventional cleaning processes is included, as is an extensive reference list.

"A paper called “Global Experience with Soft Ground and Weak Rock Tunneling under Very High Groundwater Heads” was presented at the North American Tunneling 2006 conference (Holzhäuser et.al 2006). It summarized global experience with earth pressure balance (EPB) and slurry shield tunneling on nine projects that encountered groundwater heads ranging from 6 to 11 bar. Since then, additional projects have been completed with groundwater heads ranging from 7 to 15 bar. Of these, the high pressure tunneling experience on the Lake Mead Intake No. 3 project in Nevada and on the Eurasia Tunnel (Istanbul Strait Crossing) had the greatest lengths of tunneling at face pressure over 7 bar. Experience with sustained pressurized face tunneling at groundwater heads over 7 bar and risk management observations are the focus of this paper. INTRODUCTION High groundwater head, particularly at 7 bar or more, is a major challenge when tunnelling in high permeability ground and on drives long enough to require cutter changes. It has a strong impact on design and operation of Tunnel Boring Machines (TBMs) in order to protect the main bearing from contamination, prevent excessive groundwater inflow, ensure face stability and enable access to the cutterhead and excavation chamber for maintenance. During the past 20 years, TBM manufacturers and suppliers have made tremendous improvements that allow tunneling at groundwater pressures to 17 bar or more. The most significant risk with high pressure tunneling is generally that of excavation chamber access and potentially the cutterhead for cutter changes, cutterhead repairs and TBM maintenance. Hyperbaric interventions are possible and safety variances have been approved for saturation dive interventions at pressures as high as 17 bar (Lake Mead Intake No. 3). While high pressure hyperbaric intervention equipment is available and safety approvals can be obtained at many locations, few contractors consider the cost and risk of hyperbaric interventions over 7 bar to be acceptable as the primary means of excavation chamber access. Experience with high pressure tunneling prior to 2006 was summarized in a paper entitled “Global Experience with Soft Ground and Weak Rock Tunneling under Very High Groundwater Heads” (Holzhäuser et.al 2006). That paper provided information on 9 projects: South Bay Ocean Outfall, San Diego; Channel Tunnel (French Side), France; Storebaelt Tunnel, Denmark; 4th Elbe Tunnel, Germany; Wesertunnel, Germany; Westerschelde Tunnel, Netherlands; St. Petersburg Red Line, Russia; Nara Prefecture Water Conveyance Tunnel, Japan; and Tokyo Wan Aqua Line Tunnel, Japan – see Table 1."

One of the most important considerations in the efficient operation of an under¬ground mine is the haulage system. Often the determining factor between profit or loss is the quick removal of ore and waste from the working places to secondary and main-line haulage areas, and so on to the outside. Important, too, is moving supplies from the surface to the working faces so that the loading process can continue with little interruption. Men must he transported in a rapid but safe manner. It has been through the efficient use and generally the combination of mine cars, track, belt conveyors and rubber-tired haulage equipment that underground operations have been able to compete with the more popular strip or surface mining. As near-surface ore bodies are exhausted, underground haulage will play an expanding part in economically furnishing the world's needs for all types of minerals. The choice of underground haulage equipment, wherever possible, should be one that will give the smallest overall cost of ore removal during the life of the mine while meeting necessary safety requirements. The reader is referred to Sec. 12 for equipment such as scrapers and load-dump-¬haul units that perform loading as well as haulage duties. 14.1-MINE CARS AND TRACK NILES E. GROSVENOR Main-Line and Secondary Haulage-Many mines today use a combination of belt and rail haulage. Even if a- belt system is used to carry the product from the face to the surface, track is used to transport workmen and supplies. A track system, when properly installed, will provide interruption-free and safe haulage. Schrecengost 2 lists the following as major advantages of track haulage: 1. Safety in transporting men in and out of the mine in personnel cars. 2. Easy and rapid transportation of supervisory personnel. 3. A temporary shutdown occasioned by a roof fall or power failure along the haulage system will not shut down the production areas. 4. Quick availability of repair parts and supplies. 5. Large pieces of coal or rock can be handled without damage to the haulage equipment. 6. In areas where quality fluctuates noticeably, different cars may be separated out for special preparation. 7. Rock or equipment may be loaded and moved out of the mine without interference with the production or preparation of the coal. 14.1.1-MINE CARS Mine cars with steel bodies are used in all types of present-day mining. Wooden cars usually are more bulky and less resistant to wear and damage, but are more easily repaired. Regardless of the type of mine car selected, it is most practical to standardize on one type or make to simplify repairs and limit the amount of spare parts necessary to stock. Rigid-body flat-bottomed cars are simpler and usually lower than others of equal capacity. Flotation chemists have long sought to unravel the mechanisms of carboxylate collector adsorption by semi-soluble salt minerals. In particular, the adsorption density of adsorbed carboxylates, adsorption kinetics, speciation (chemisorbed, physisorbed), orientation, and conformation are of interest. Given the importance of these phenomena in establishing the hydrophobic state at a mineral surface, in-situ surface spectroscopy studies certainly are justified. Such measurements traditionally have been difficult to perform. However, beginning in the late 1980s, a Fourier transform infrared (FTIR) spectroscopic technique was developed that has allowed for the acquisition of a wealth of detailed information concerning carboxyiate adsorption in semi-soluble salt flotation systems. The technique, internal rejection spectroscopy using single-crystal internal reflection elements, is reviewed, as it applies to semi-soluble salt flotation systems.

The concern for air pollution goes back centuries as will be seen from this quotation : "Strife and coal, it seems, have a hand-in-hand historical relationship. It was thought by some . . . in the Middle Ages that burning coal filled the air with dangerous poisons. So great was the concern that in 1306 King Edward I of England passed the first and unquestionably the harshest air pollution legislation edict that history will record. His proclamation declared the use of coal an act punishable by death." As related to coal mining, the air pollution problem is primarily that of its customer when using the fuel. Thus the major impact relates to markets for coal rather than the actual mining operation itself. In the vicinity of the coal mine the problem is principally related to fugitive dust from roads, transfer facilities, loading facilities, crushers, etc., and particulate matter (dust or fly ash) from thermal dryers and air cleaning tables.

COAL CHARACARISTICS AND PREPREPARATION REQUIREMENTS Preparation and Market Specifications The national ambient air quality standards (NAAQS) established by the Environmental Protection Agency in 1977 require that when coal is burned, the environmental degradation should be a minimum. For this reason, even coal containing low ash and sulfur must be used in compliance with the NAAQS. The most important pollutants resulting from the combustion of coal are ash, SO2, and NOx gases, and the particulate matter escaping with the combustion gases. The ash is the residue left after complete combustion of coal. It results from the inorganic mineral matter existing in the coal before it is burned. The SO2 results from the combustion of inorganic and organic sulfur associated with the coal. The inorganic sulfur may occur as pyrite, marcasite, or as sulfate sulfur of mostly iron and calcium. The authorities disagree in the definition of organic sulfur in the coal. However, according to ASTM Standard D2492-77,1 the organic sulfur is that sulfur occurring in the coal after subtracting the sum of pyrite and sulfatic sulfurs from the total sulfur in the coal. The NOx gases are produced from high temperature oxidation of nitrogen in the coal that is released into the atmosphere. The particulate matter may consist of fly ash and unburned coal. Selective Mining The cleaning of coal from included ash and sulfur-bearing materials should start at the working faces of surface or underground mines. This can be done by (1) mining only those seams which meet certain quality standards, (2) not mining sections of the seams which may cause deterioration in overall quality of the mined coal, and (3) using a mining method that allows selective mining of coal areas or horizons either underground or on the surface. Since these steps improve the coal quality before the coal reaches the preparation plant, they can be considered to constitute precleaning of coal. During the exploration and development stage of a mine, core and channel samples taken from the coal seam are used to determine (1) petrographic analysis and physical properties,2 (2) character of roof and floor of the seam, 3,4 (3) character and quality of impurities,5 (4) proximate and ultimate analysis, and (5) washability characteristics. However, all of these parameters are subject to considerable variation even within the same seam during the advance of the coal face. This creates a problem in meeting the market demand for coal quality if the coal is to be shipped directly from the mine. If the mining operation is large enough, special blending silos or mechanical blending systems may have to be used to provide uniform quality to the market.
