Andalex Resources, Inc. recently engaged in a ventilation planning exercise that resulted in the construction of a new main fan installation to support longwall coal mining at the Aberdeen Mine. This paper documents the planning process, including underground measurements, modeling, permitting, and construction of the new fan installation.

When I reached Warren after the "de luxe" South American expedition I had little idea what was in store for me. From the large check Thayer had handed me just before I left New York I was pretty sure the future would be good, and that before long it would involve Anaconda. Evidently, Mr. Thayer had left it to Dr. Ricketts and John Greenway to work out the details The next morning Greenway asked me to come to his office and told me that he and Dr. Ricketts had discussed the question and that Anaconda would make me an offer I could not refuse. They proposed to pay me almost $1000 a month, more than twice my current salary. They had agreed that I should stay with Calumet and Arizona for the rest of the year to help with Bisbee development and anything I could to assist with the New Cornelia plans and construction Of course I could not turn down such a flattering offer, as I had about reached the limit of advancement with a much smaller company in anything save a high executive job, and it would be a long time before I could be ready to change from exploration and geology to operating. Greenway and I agreed that I would stay with him for the remaining eight months of 1916 without any particular title but helping in any way I thought would be most useful. Bisbee and Ajo Study It turned out to be a busy half year, in addition to many good times with my Bisbee friends. The Uplift Club did not meet as regularly as in earlier years, but Mason Ross, Jim Lewis, Bill Gohring, Roy Mitchell, Hubert d'Autremont, Arthur Notman, and I did have many "bull sessions" and poker games. Thank you, Don Gentry, for your generous introduction. It is not adequate simply to say that I appreciate very much the vote of the Award Committee putting forth my name as the winner of the 1992 Daniel C. Jackling Award. To look at the list of previous Jackling Award winners is a humbling experience. The Society for Mining, Metallurgy, and Exploration has been blessed with some exceptional members over the years, and I feel privileged indeed to be included among the Jackling Award winners. During the years of my education at Penn State, my field of specialization was mining engineering, with particular emphasis in my master's and Ph.D. work on rock mechanics. But my career has not been quite so tightly focused as that. I have been involved with coal mining in all its variety - its technical aspects, both theory and practice; and its business side, dealing with management and labor, accountants and lawyers, politicians and environmentalists. And I have also been involved with related fields - construction; exploration; barges, railroads, ships and docks; supply houses; the coke business; you name it. Coming from that practical background, I believe it is most appropriate that I talk with you today about some practical matters. But I will not advise you today how to mine coal or protect roof in a hard-rock mine. You fellows know how to do that. The practical matters that I have in mind relate to policy - national policy. I will acknowledge immediately that national policy is often much less than practical, but bear with me as we explore the subject together. I am reminded of a supervisor I had early in my career. He very strongly advised me, back in 1961, to "get involved in the political process," for without objectivity injected into our national policy making, we will become a second-rate economic power. I have selected as the subject of my remarks today, "Coal and the de facto National Energy Policy." There is an energy policy relating to coal, a de facto one, and it's the one we see as a result of regulation, attitudes and culture from our nation's capital. This de facto policy is the one we in the coal business live with every business day. My thesis is very simple - Coal is, in fact, a vital part of our national energy policy and will remain so, as a practical matter, no matter what politicians may do to us, or not do to us. Coal will prevail - that will be the happy ending to my story in which, of course, we are the good guys in the black hard hats. But first, I must flesh out the plot with some other characters and with some threatening activities. There are five main characters in my story: in order of appearance - Perpetual Politics, Rampant Regulation, Selective Science, Electrification and Confident Coal. The time: the present. The use of paste tailings as underground backfill and for surface disposal is rapidly expanding, and with it comes the requirement to understand and predict its long-term environmental stability. This paper presents the results from a kinetic testing study performed on cemented tailings paste mixtures under both subaqueous and subaerial conditions. In addition, the effects of grainsize reduction are investigated. It will be demonstrated that the long-term weathering behavior of tailings paste is controlled by its physical and chemical characteristics, as well as its placement conditions. The testing indicates that subaqueous disposal of paste inhibits acid generation, whereas the exposed samples produced acidic leachate despite the presence of cement added to meet geotechnical requirements.

In order to control and dispatch the sewage water coming from 3 tunnels toward 2 downstream sewage tunnels, a large cavern has been excavated in a suburb of PARIS. Located at a depth of 47,00 m, it has been excavated using the NATM procedure through swelling clay, weathered sandstone, and marl and chalk. It is 16,50 m high, 12,40 m wide and 60, 00 m long, with an elliptical cross-section and its two ends are egg-shapped. The final lining of the cavern is composed of 30 to 40 cm of shotcrete, steel ribs and passive anchor bars. The excavation stages and related movements were surveyed by extensometers, pressure cells and convergence devices. The design, method of construction of the cavern and the results of the measurements made are commented.

The stability of a hemispherical cavity, intended to model a perforation opening in the vicinity of a borehole, is analyzed for the case of poroelastic-plastic material behavior. Two plasticity models of differing complexity are considered, with the emphasis in either model being the use of strain softening to calculate inelastic stiffness. Sample results illustrate the effect of steady fluid flow on the response, and possible collapse, of the near perforation region.

Coeur d'Alene Mines Corporation's newest precious metals property is located in the old Rochester Mining District approximately twenty-five miles northeast of Lovelock, Nevada. Built at an elevation in excess of 6 000 feet, the Coeur-Rochester gold silver heap leach property encountered cold weather operational problems typical of most northern Nevada heap leach properties, soon after the start-up of operations last fall. Due to the size of the heap area under leach at Rochester, it was decided that 1 the usual practice of spraying to an "ice field" and waiting for the spring thaw was impractical. Further, the delivery schedule for a solution heating system of the size required was unacceptable. Accordingly, Rochester personnel embarked on a program to seek out a leach solution distribution system that would enable an operation through the winter and yet be cost effective. The findings of this program were rather dramatic and, as a result, the whole perception of heap leach solution application at Rochester has changed forever.

Freeport-McMoRan Copper & Gold, Inc. (FMI) will soon begin copper production from the Dos Pobres and San Juan deposits near Safford, Arizona. Ore reserves total 615 M tons grading 0.36% copper, predominantly as chrysocolla. Copper extraction will be by leaching with sulfuric acid. Fluor Canada Ltd. provided EPCM services to design an ore handling and conventional SWEW facility capable of producing a nominal 240 million pounds per year of cathode copper. The ore handling facility will process 114,000 tons per day of ore through three-stage, open-circuit crushing followed by agglomeration and product placement on the permanent leach pad. Stacking of ore on the leach pad will utilize Terra Nova Technologies' "Super Portable" mobile stacking system. The stacking system fleet consists of 13 self- propelled, crawler-mounted mobile conveyor units, each with 72-inch-wide belting and a capacity of 6,800 tons per hour, including ten 250-foot-long portable conveyors, a horizontal feed conveyor, a 285-foot-long horizontal conveyor and a 220-foot-long radial stacker. PROJECT BACKGROUND Project History The Safford Leach Project is located in the Safford mining district in Graham County, Arizona, approximately eight miles northeast of the town of Safford and 170 miles east of Phoenix. The 3,360-acre property is located in the Gila River Valley, immediately south of the Gila Mountains, at elevations between approximately 3,000 and 5,400 feet above sea level. The Safford Leach Project is comprised of the Dos Pobres and San Juan deposits, two of five known copper ore deposits in the Safford mining district.

In April. 1990 Addwest Minerals acquired the Phillips Ranch sulfur property. The sulfur deposit, hosted by the Permian Castile anhydrite, occurs as two distinct elongate. parallel orebodies within a series of northeast-trending grabens. After completing a positive feasibility study, based, in part. on successful drilling programs by Addwest Minerals and previous operators, the decision was made to place the property into production. Utilizing an existing on-site kasch plant, plus significant portions of the recently purchased Texasgulf Comanche Creek Frasch plant. Addwest is currently constructing an 800 long ton per day Frasch mining facility.

The examination of relatively well behaved distributions subject to truncation by a cutoff grade in the mine clearly demonstrates that a bias is inevitably introduced when the selection is based on the results of samples which are subject to even the most idealised error distribution. The idealised error used in this paper is assumed to be normally distributed with a mean of zero and is thus unbiased. The bias introduced can be minimised but it cannot be eradicated. A better understanding of the bias can lead to improved procedures for mine sampling, sample preparation, assaying and estimation of selection units which will not only reduce the discrepancy but more significantly will increase the efficiency of mining selection and hence profitability.

A new method for measuring the mill filling was developed by Outokumpu’s Pyhäsalmi concentrator during 1989-90. The method utilizes the power draw oscillation which is caused by the mill lifters. Each lifter bar causes a peak in the power draw and thus a continuous oscillation results. In a fixed time scale, the oscillation peaks will shift as the lifter bare hit the mill charge sooner or later depending on the volumetric filling of the mill. Thus the measuring method is based on the phase shift of the power oscillation. So far the measurement is utilized for maximizing throughput of the primary mills at Pyhäsalmi and Enonkoski concentrators and at Harjavalta slag concentrator. INTRODUCTION The most serious occupational radiation episode in U.S. history was the exposure of uranium miners to radon daughters in the 1945-1968 time period. Although the maximum permissible dose at that time was 12 WLM (working level months) per year, average exposures were several times that figure, and ten times higher exposures were not uncommon. Starting in the early 1960s, mounting epidemiological evidence appeared for an excess incidence of lung cancer among these miners; up to 1974, there was an excess of 134 cases (159 observed vs 25 expected) among the 4000 in the group under study (NAS-1980). When this excess became apparent, the Federal Government took jurisdiction, greatly tightened enforcement, and in 1969 lowered the maximum permissible exposure to 4 WLM per year. These standards were met largely by a great improvement in ventilation. As a result of these measures, average miner exposures were reduced 5-fold from 1965 to 1968 and by another factor of 3 by 1970. In 1978, the 4 WLM/year maximum permissible exposure was exceeded by only 37 of 7500 underground miners, for only 16 wars it exceeded by more than 25%, and for only 8 was it exceeded by 502 (AIF-1980). The average exposures to the various groups are listed in Table 1. We see that the average exposure for all miners was 1.03 WLM, and for those who worked essentially full time underground it was 1.45 WLM. For purpose of later discussion, it will be convenient to choose a single value for average exposures. In view of the fact that employment situations and job categories are bound to vary over a lifetime of work, we take this to be 1.3 WLM/year. The purpose of this paper is not to dwell on history, but rather to address the question of whether or not this present situation is satisfactory. This question was considered recently by a study group under the auspices of National Institue of Occupational Safety and Health (NIOSH-1980) and it answered the question in the negative, concluding that the maximum permissible exposure should be substantially reduced. However, their arguments were incomplete and were lacking in perspective. The principal thrust of this paper is to provide some of the material overlooked. RISK TO URANIUM MINERS FROM RADON EXPOSURE In order to quantify the risk to uranium miners under present working conditions, it is first necessary to estimate the risk of lung cancer per WLM of exposure. The most straightforward way of doing this is to use the data on the group of uranium miners under study. These are listed in Table 2 for 8 exposure ranges and for the total group (NAS-1980). If all data are given equal weight, the risk is seen to be 3.5 x 10-6 per year per WLM. Much can be said in favor of using this value for the risk as dose independent; it is within one standard deviation (SD) of the observations in 5 of the 8 dose categories (as expected from the definition of SD), and within 2 SD for all 8, and for the three cases differing from the mean by more than one SD, two are above and one is below. However, the uranium miner exposures in the present situation will be far below those covered in Table 2, so it is worth considering the possibility that the risk differs from this at low doses. From the last column of Table 2 we see that the experience from all exposures below 600 WLM indicates a risk higher than the mean for the entire group by more than two standard deviations (the value 600 WLM in this comparison was deliberately chosen to maximize this deviation; for exposures below 360 WLM and 840 WLM, the excess is only 1.0 and 1.6 standard deviations respectively). In view of this tendency for the risk to be higher at lower dose, we will take the risk to be 5.0 x 10-6 per year per WLM in what we will refer to as model A. Large metallurgical complexes have more data than a small city and much of it is "real time," changing rapidly as internal and external conditions evolve. As corporations buy and sell assets and reengineer their staff, the structures and tools that were used to understand these data are lost. The lack of an integrated approach makes the profitability of metallurgical plants lag behind that of other industries despite technical advances that have occurred in recent years. This results in significant deterioration in the ability to maintain a "smart” operation. The solution is to use the sophisticated new tools built for the Internet so as to leverage information in a familiar browser format that people can use and understand. Combining real-time infrastructure with portal technology is becoming an accepted methodology. This paper introduces real-time portals and team sites to support decision making by work- groups which require both real-time and documentary information from manufacturing assets, vendors, head office and the Internet. Workers get insight from the overall process effectiveness index based on key variables such as losses due to plant availability, performance efficiency and rate of quality. Real-time portals and smart clients are part of any real-time performance management (RtPM) solution. Three case studies in large metallurgical complexes are presented. A decanter centrifuge of novel design was developed for the dewatering of fine-solids slurries having micrometer-range particles that form pastelike, flowable, hard-to-dewater cakes. The design combines a compound beach with a cake flow control structure that allows expressed liquid, from the cake in the dry beach region to be returned to the liquid pool while maintaining a high-solids throughput. To provide optimal performance with various operating parameters (i.e., feed rate, centrifugal gravity, pool, differential speed, concentration of feed solids and slurry type), the cake flow control is adjustable. The second part of the beach is preferably at a zero angle. Tests showed that the new design allows increases in solids dryness and solids throughput. A series of bench-scale bleaching tests have been carried out on kaolin samples from the Rio Capim area( northern Brazil) at CETEM/CNPq. The whole sample has been homogenized and submitted to particle size separation, when the + 44 µm fraction has been discarded, prior to being bleached. The main objective of this series of tests has been to evaluate the possible effects of interactions among variables which are believed to play important roles in the bleaching operation on the efficiency of the process itself in terms of the brightness achieved in the final product The tests have been planned according to a classical four-variable, two-level factorial technique. The chosen variables have been the pH, sodium dithionite addition, aluminium sulphate addition and bleaching time. The study has shown that, apart of time, all other three variables are significant. None of the interactions among them have shown to be of significance. Brightness numbers close to 88 have been obtained in the products, which represents an improvement, since brightness for the non-bleached - 44 µm Rio Capim kaolin sample averages 83.

Chemical and mineralogical characterization of Malaysian monazite, a phosphate mineral, bearing rare earth elements separated from the tin tailings originated from Ipoh, Perak, Malaysia, was performed in this paper. The study aims to collect detailed information on the chemical composition, crystal phases, and microstructure of the mineral monazite concentrate that would aid to optimize the subsequent hydrometallurgical processes for high-efficient separation of thorium and other associated rare earth elements. A systematic characterization study of the concentrate was conducted using techniques such as optical microscopy (OM), scanning electron microscopy (SEM) equipped with energy-dispersive X-ray spectroscopy (EDS), and Fourier-transform infrared spectroscopy (FTIR). These techniques analyzed the morphological details on the surface, elemental analysis, and mineral association assessment and identified the surface functionalization groups. The bulk composition and the mineral phases in which the elements are present were studied by wavelength-dispersive X-ray fluorescence (WD-XRF) and X-ray diffraction (XRD) studies respectively. The XRF analysis confirmed the presence of Ce, La, Nd, Pr, and Y (rare earth oxides: REO’s ~ 60 wt.%) while thorium dioxide (ThO2) accounted for 7 wt.% of the total composition. Traces of Ca, K, Al, Fe, Ti, and Mn were also confirmed by SEM elemental mapping. The XRD results confirmed that the concentrate was primarily composed of monazite (Ce, La, Nd, Th (PO4)) along with minor impurity phases of quartz. Automated mineralogical analysis was used as a confirmatory tool to corroborate the preliminary evidences. Based on the particle size distribution analysis supported by SEM, the majority of monazite grains were found to be present in the size range of 170–210 μm. Strong bands of PO4 and SiO4 were observed in the IR spectra corresponding to the phospho-silicate matrix of the REE mineral.

INTRODUCTION As practiced today, longwall mining is a mechanical version of an established mining system. The equipment for longwall mining consists of four basic units: roof supports, face conveyor, winning or mineral-getting ma¬chine, and stage-loader conveyor. The system mines relatively thin slices of mineral across a predetermined face length in a virtually continuous sequence. As the winning machine cuts, the mineral is loaded automatically onto the face conveyor. In turn, the face conveyor is pushed over into the newly cut track by hydraulic rams attached to the conveyor and the roof supports. The roof supports then are lowered individu¬ally from the roof, advanced to the repositioned con¬veyor, and reset to the roof. At the end of the pass, the longwall cutter is pushed over, and a slice is taken in the opposite direction, so the system repeats itself. Fig. I illustrates a typical longwall mining system. The principle behind the longwall mining system is that the roof is supported only immediately adjacent to the worked seam, keeping the blocks of immediate roof clamped securely from the face to the rear of the sup¬ports. At the rear of the supports, the roof is allowed to fall and break up, with the swell of the broken material eventually establishing an equilibrium in the strata be¬hind the mined area. Fig. 2 illustrates the principle of longwall support. There are two distinct types of longwall mining. The longwall retreating system is the most common in the United States, South Africa, and Australia. The longwall advancing system is the most common in the re¬maining industrialized countries such as Britain, Ger¬many, Poland, and the Soviet Union. The longwall retreating system comprises a mining panel, where the roadways that form the head entry (end at which mineral is delivered from the face con¬veyor to a stage-loader conveyor) and the tail entry are predriven before the longwall units starts production. In the longwall advancing system, the longwall unit makes the head and tail entries as the face advances, utilizing various techniques to prevent the entries from being destroyed as they are left in a consolidating gob area. Fig. 3 illustrates the comparative approaches of the longwall retreating and advancing operations. Numerous techniques for treating, controlling, and preventing acid rock drainage have been applied at the Summitville Mine Superfund Site. Challenging aspects of the remote mine site include the wide-spread occurrence of acid-generating soils and rocks, extensive surface and underground mine workings, and a cold and wet climate. Water treatment was an immediate necessity when the Government took control of the abandoned site in December of 1992. Subsequent reclamation activities have emphasized prevention and control of ARD to minimize future water treatment requirements. A combination of conventional, innovative, and experimental methods are being applied to successfully mitigate ARD at Summitville.

BP neural network is a multilayer feedforward network trained by error back-propagation algorithm, which is one of the most widely used neural network models. However, BP neural network has exposed more and more shortcomings and deficiencies with the expansion of the application scope. In the prediction of ore quantity, BP neural network has the characteristics of slow convergence and easy to fall into local minimum point. In order to obtain the global optimal solution, and to improve the defects of BP neural network, this paper proposes combination optimization algorithm of genetic algorithm (GA) and BP neural network to improve the speed and accuracy of forecasting the main design flow chart and the analysis of the sort distinguish algorithm are offered, and then some problem in the design and debugging of the algorithm are discussed. On this basis, the GA-BP neural network model is constructed and applied to optimize the initial weights and threshold value of BP neural network. This model choices the floating point coding method to encode the connection weights and thresholds, and divides subjects into several populations. Through the introduction of selection, mutation, crossover, initial weight and other operators, making operational synergies between the various groups. This study selects 30 geological units, 8 quantitative variables (Pb, Zn, Cu, Mo, Si, Ni, Co, V) and 12 qualitative variables to carry out empirical analysis. Then the simulation of the algorithm is carried out in MATLAB and the parameters are analysed. By normalizing the input samples, 22 groups of observation data are used as the training data for prediction, and the latter 8 groups of observation data are used as the test data to be verified. The results show that when the ore quantity characteristics are not very significant, the model will produce prediction bias. But the improvement of the algorithm increases the efficiency of the function approach capacity of BP neural network and conquer the BP neural network system’s instability. It provides an auxiliary guide for ore prediction, which have higher reference value.
