Introduction Surface mining is a business, and the objective of most businesses is to make as much money as possible within certain responsible constraints. Businesses normally measure their potential to make money by estimating the discounted cash flow rate of return on new projects or the net present value for ongoing projects. These estimators of profitability are calculated using the following well-known equation: [ ] where i is the year, n is the total number of years, A, is the after tax net cash generation in year I, r is the discount rate and NPV is the net present value. In its simplest form, when the value of r makes the NPV equal to zero, the discounted cash flow-rate of return (DCF-ROR) is defined. The maximum economically recoverable reserve is identified at the point where the NPV or DCF-ROR is at a maximum. Depending on the measure used (DCF-ROR or discount rate) for calculating the NPV, the definition of recoverable reserve will be different for exactly the same deposit. Maximization of the measure of profitability and the economically recoverable reserves should not be separated from the mining method and sequence of exploiting the reserve. The surface mining methods may involve multiple-pass development of the resource, mining to the ultimate limit in one pass or a combination of the two methods with backfill. Multiple-pass development When planning a multiple-pass mining operation, it is important to determine the width of pit expansions that are appropriate for a specific situation. Production personnel typically want wide, open work areas where operations can be set up to run at peak efficiency. While this is understandable, the trade-off between highly efficient production operations and an overinvestment in stripping should be carefully weighed. As long as safety is not compromised, a few cents per bank cubic yard increase in operating cost due to lower productivity by working in more confined spaces may well be offset by a decrease in the overall short-term stripping requirements. A mini study on productivity and cost should help quantify this cost before deciding on minimum phasing requirements. The bigger challenge associated with establishing smaller work areas is securing operations and management buy-in to marginally lower productivity when reporting results. When cost reduction is the important management goal and everyone is focusing on unit costs, one sometimes loses sight of the goal of total cost management and, even more importantly, maximum profitability. The first pit should be defined by the first grouping of recoverable mineral that has the highest after-tax unit value and forms a feasible mining unit. The assumed mining of the first pit should be followed by the assumed mining of the second most profitable practical pit or pit expansion. If this process of grouping and sequencing is followed until the profitability approaches zero, the general sequence required to extract the maximum economically recoverable reserve is identified. The curve in Fig. 1 is constructed for a rate of production, R, and a quality management strategy, Q, by calculating the NPV for a series of sequences, with each sequence assuming that the operations are terminated on successively lower profit pits. These values are plotted to form the curve in Fig. 1. If the operation ceases on a pit that has too high of a profit, opportunity is lost, and the NPV is lower than the maximum. The NPV curve peaks and starts to decline before the zero-profit pit is assumed mined. This occurs because the money invested in advanced stripping would have made more money invested at the discount rate than by mining the next pit expansion. Therefore, the maximum economically recoverable reserve is defined by the pit limit corresponding to the maximum NPV. There may be an opportunity to refine the definition of the "ultimate pit" around the maximum-value point. The precise definition of the ultimate pit early in the mine life may or may not be important today, depending on how far off in the future these limits will be reached. A common decision in openpit mining is to determine the extraction sequence of notional three-dimensional production blocks so as to maximize the net present value of the extracted orebody, while adhering to precedence and operational resource constraints. This openpit block sequencing (OPBS) problem is commonly formulated as an integer program, with binary variables representing if and when each block is extracted. In practical applications, the number of blocks can be large and the time horizon can be long; therefore, instances of this problem can be difficult to solve using the exact approach of optimization. The problem is even more challenging to solve when it includes explicit minimum operational resource constraints. Our maximum value feasible pit (MVFP) algorithm generates an initial integer feasible solution for OPBS problems, in which minimum operational resource constraints are strictly enforced. As an exact approach, we present a Tailored Lagrangian Relaxation (TLR), in which the selection of constraints to dualize is guided by information provided by the MVFP algorithm. We present results and graphics to demonstrate the utility of our techniques for instances containing up to 25,000 blocks and 10 time periods.

Furthermore, the energy change of collector/mineral systems before and after adsorption and the net charge densities of the atoms on the minerals surfaces were calculated by use of quantum chemistry. The flotabilities in minerals were successfully explained.

Historically, Vanadium and Uranium have been precipitated together in carbonate sill circuits. A separation of the salts of the two metals was then made on the basis of the fact that the reduced, salts of vanadium are more solo to and those of uranium lose soluble than the respective salts of higher valence. In practice this was carried out by fusing the precipitated combined concentrate with salt, sodium carbonate and sodium hydroxide with oil soaked sawdust mixed into the charge as the reducing agent. Generally the fusion was carried out batch wise and the resulting slag or glass leached in water. A good, fusion and three or four decantation washes resulted in almost complete recovery of the vanadium in the liquid phase and a very high recovery of the uranium as a dense black U02 solid.

The theoretical model based on fluid mechanics, in conjunction with the laser-Doppler velocimetry (LDV) measurements, elucidate the size-classification mechanisms in an industrial hydrocyclone. The model has no adjustable parameters and involves solving the Navier-Stokes equations to predict the liquid-phase velocities. The spatial-concentration gradients were determined considering the particle phase in the Lagrangian frame and the classification curve was determined by balancing the forces acting on the particle. The force balance requires liquid velocities, which in turn depend on the local volumetric concentration of the particles. Hence, complete modeling work involves coupling both the concentration and liquid-phase velocity calculations until convergence is reached. Finally, the experimental and predicted classification curves were presented for 250-mm hydrocyclone operating at high-percent solids.

The Federal coal Mine Health and Safety Act of 1969 has been criticized by those who say it goes too far in controlling the activity of private enterprise and by those who say it does not go far enough in eliminating fatalities and accidents in an accident prone industry. Possibly a better evaluation of this legislation lies somewhere in between. From the viewpoint of the coal industry it can be said that through the efforts of those engaged in mining, both the operator and the miner, the year 1969 marked a record year in mine safety with only 190 fatalities and a frequency of 0.84 per million man hours exposure. This outstanding achievement compared to any previous was the result of a determined effort on the part of a concerned industry to improve its reputation as being the most hazardous industry in the nation. After the effective date of the Act, March 31, 1970, the Bureau of Mines assumed complete control of all safety and health activities of the mining industry. Unfortunately, there was no improvement in the safety record of underground mines in 1970 with the total of 255 fatal injuries and a frequency of 1.04 for the year. The number of fatalities declined to 177 in 1971 but the number of underground coal mines had declined from 5,955 to 2,268 during the two year period. Meanwhile, surface mined coal increased from about 38% of total production in 1969 to over 50% in 1971, keeping the annual production of coal at a normal level but involving fewer men.

The results of studies to ameliorate acid mine drainage by retarding the rate of oxidation of pyrite at source are discussed. In the transpassive region, pyrite oxidizes by reactive dissolution, mass transfer through the product layer and diffusion in the bulk solution. One can decrease the rate of pyrite oxidation by inhibiting either oxidation reactions or cathodic reactions. It is demonstrated in this study that some surface active reagents extend the passive region by affecting both the anodic and cathodic processes. The extension to higher potentials occurs by inhibition of the anodic dissolution process whereas to lower cathodic potentials through decrease in the rate of reduction of molecular oxygen and/or ferric ions. To retard the oxidation of pyrite by ferric ions, which is considered to be the dominant oxidant under conditions of acid mine drainage, it would be necessary to restrict mass transfer or promote complexation of ferric ions at the surface. Imidazoline based reagents were found to be most effective in meeting this goal.

In the early 1980's BHP identified several potential gold deposits in West Africa. One of these deposits was located in Mali, near the village of Syama. As a result of extensive explo­ration activities, an oxide ore as well as an underlying sulphide ore was identified. After agreement with the government of Mali was reached the development of the deposit was undertak­en. The plan for the development of the mine included the treat­ment of the oxide ore followed by the treatment of the underly­ing transition and sulphide ore. The development of the deposit was extremely aggressive. Following the approval of the project in early 1989, engineer­ing was started, equipment purchased sitework was started, and the first ore was introduced in December of 1989. This was accomplished in spite of the difficulties of the site. These diffi­culties included: • remote site location without air or road or water access • no existing infrastructure including water, power, or communication • high health risks • limited construction and manufacturing support in West Africa The operation began with a conventional crushing/grind-ing/CIL/elution and electrowinning facility. The facility was designed to treat 2000 metric tonnes of ore per day. After start­up in December of 1989, the operation was improved to the point that plant throughput was averaging nearly 3000 tpd and running at 92 to 93% availability.

Miami Copper Company has used conveyor belts underground since 1947, At that time, the draw level for a portion of the orebody was only 25 feet above the haulage level To get the main haulage drifts as far away as practical from under the stoping area, 301, belt conveyors were used for lateral transfer, If the haulage drift was kept in good ground., a satisfactory draw of these stopes could be effected in that repairs to the conveyor drifts could be accomplished while drawing ore from the stopes. Some 7,400,000 tons of ore were mined with the 301d belt conveyor at a belt cost of approximately $0,004 per ton of ore. When the mining plan for a new section of the mine was laid. out in 1953, it was decided to use belts to collect the ore from the higher draw levels, and. move the ore laterally to centrally located concrete ore passes for transfer to the main haulage level (See Cut #1), The final plans used belt conveyors too collect from 3 stopes: on the 570 level, 2 stopes on the 720 level, and one stope on the 900 level. The six stopes to be mined in this manner would produce about 8 million tons of ore, and the sequence of mining was such that not more than four 400 feet conveyors would be in use at one time, Four conveyors using 36 inch, 4 ply belting were designed by the mine engineering office and fabricated at the mine shop, so that no piece was longer than 10 feet, and. the heaviest piece was the 25 horsepower motor, The head drive section, and the tail-pulley-takeup section were of bolted construction so they could be broken down for easing moving, Due to the size of the mine openings, the belt had to be transported into the mine in 400 feet rolls, requiring two splices for an installed belt. A torque arm speed reducer was used with a V -belt drive which made it possible to change the speed of the conveyor by changing the diameter of the V-belt pulley (See Cut #2).

A mathematical model based on the pertinent fluid dynamic equations to predict the performance of the hydro cyclone has been developed which will eventually replace the empirical model. Experimental measurements of fluid velocity profiles made in a 75 mm hydrocyclone by laser Doppler velocimetry (LDV) agree well their predictions by solving the Navier-Stokes equations numerically. Particle slip velocity and particle trajectory were computed which in turn, yields separation curve of the hydrocyclone.

The operations of Bethlehem Copper are situated in the south-central interior of British Colombia at an elevation of 4900 feet above sea level. Main road and rail transportation systems pass through Ashcroft in the Thompson Valley, which is 28 miles by road from the minesite. The operation was the first low-grade open-pit porphyry copper mine in British Colombia. The minerals are chiefly chalcopyrite and bornite, while the rock is principally feldspar and quartz. In the outer fringes of the orebodies sane pyrite is present. Average grade of mill feed is 0.55% copper.

The gold-silver deposits of the northern Primorye region are located in the eastern part of the East Sikhote-Alin volcanic belt, where the belt overlaps the Kema island-arc terrain of the Aptian-Albian age. There have been four deposits and numerous mineralization points found in the NE-trending Kema metallogenic belt that is about 1000 km long and 100 km wide. The known mineralization is of epithermal type, controlled by faults, and concentrated in quartz, quartz-fluorite-adularia, and, less commonly, sulfide-quartz vein systems hosted by the Upper Cretaceous-Lower Tertiary volcanic rocks. The vein systems extend for hundreds meters along strike, varying from tens centimeters to 50-60 meters in width. They are surrounded by wide zones of low-temperature hydrothermal alteration containing some gold-silver mineralization for which the commercial value was not studied during the early exploration. The ore bodies contain from 1 to 50-80 ppm of Au and from 1 to 1000 ppm of Ag. Gold is native, associated with quartz, and represented by particles from tens of microns to 1 mm in size. Silver occurs in native form as a constituent of argentite, pyrargyrite, stephanite, and other sulfosalts. The test work carried out for three vein systems 20 years ago showed that gold might be easily and almost completely recovered from the ore by cyanide treatment. The paper describes the geology and mineralogy of the deposits, Salut and Primorskoye, that are the most studied properties of the Kema belt. It also presents the data available on disseminated gold-silver mineralization in stockworks, altered explosive breccias, and wide zones of low-temperature hydrothermal alteration. This mineralization should be explored for possible exploitation as large open-pit, heap-leach deposits.

In world-wide mining circles countries become known by the principal minerals they produce. The production of iron, copper, phosphate and sulphur in the United-States-has-been particularly significant and has provided the base for aggressive developments in heavy industry, agriculture and chemicals. Mention diamonds and gold-and you will think--South Africa; silver-Mexico; nickel and asbestos--Canada. The main purpose of this paper is to point out that potash mast be added to the list of minerals by which Canada is known in the mining World. The potash deposits of western Canada must be classed as a major world source of chemical fertilizer raw material. We believe that they are both the largest and the richest of all known deposits in the world. The most knowledgeable people in the industry avoid making estimates of reserves because even where the arithmetic is correct the total is so large that it appears to be ridiculous. In 1957 Marion Goudie made a carefully qualified estimate of 6 billion tons of recoverable potash above 3,500 ft, and grading 25 per cent K20 or better. This figure can now be increased by the amounts available through solution mining. No one has bothered to estimate how much this is because it is so large that the actual amount is not significant.

The marketability of a large volume bulk material is significantly effected by transportation costs. Hence, it is essential for anyone that deals with minerals or mineral wastes to be able to reliably estimate bulk transport costs. The three types of bulk overland transportation modes that will be discussed are truck, railroad, and pipeline. Contract and private carriage are the two types of truck transport generally suitable for movement of bulk commodities. Contract carriers are those transportation firms that service a limited number of shippers and geographic points, and carry a restricted number of commodities. Private carriage consists of control over drivers and equipment by the shipper, ownership or lease of the transport equipment, and shipment of commodities related to the primary business of the shipper.1 A combination of private and contract carriage may also be used. Depending on the size and regularity of the shipment, rail offers single car, multiple car, or unit train service to move bulk minerals. Both long and short distance pipeline transportation has been shown economically and technically feasible for many different solids such as, mine and quarry products, coal, chemicals, copper concentrates, phosphate rock, and sewage sludge. 2

Prolonged subzero climatic conditions impose some unique engineering problems for the developer and operator of open-pit mines in the Far North. The remoteness of the job site and the extremely cold, long, dark winters severely tax both man and machine in the quest for the Arctic's rich mineral wealth. Undoubtedly the singular most troublesome problem for the engineer is Permafrost which underlies about 201o of the land area of the world and about 85% of the state of Alaska. Permafrost has its impact on building construction and mine excavation, while posing a more pervasive threat to the-delicate ecologic balance within the Arctic wilderness. Yet the difficulties associated with mining up North may not be as overwhelming as has been previously supposed. For example, the lowest temperature recorded at Point Barrow is -560F, whereas Montana has recorded -69.7° F.. There are no specially designed machines for mining and construction in the Arctic, and efficient equipment utilization is maintained through proper operation and servicing techniques. However, neither equipment or people can be assumed to function normally at -40°F. Special techniques in drilling, blasting, and ripping are being used to yield economically competitive ores. Overall, a fundamental understanding of the nature of Permafrost will allow the engineer to deal expeditiously with an Arctic mining venture and at the same time to deal fairly with Arctic environment.

When a solid-liquid mixture is conveyed through a pipe,' four hydrodynamic conditions may develop depending upon the properties of the transporting medium, the properties of the transported material, the properties of the pipeline and the flow characteristics. They are classified as homogeneous flow, heterogeneous flow, intermediate flow and saltation. Heterogeneous flow, which is the subject of the present analysis, occurs when solid particles are coarse, of high density, and the mean velocity of the flow is relatively low, such that the combination allows the establishment of a pronounced concentration gradient in the cross-section of the pipe. In this type of system the suspended matter does not change the rheological properties of the conveying fluid, and solid and fluid phases behave somewhat separately. In recent years much work has been directed toward gaining more insight into the hydrodynamics of heterogeneous flow (1,2,3,4,5,) However, almost all knowledge obtained is empirical in nature and limited in scope. Much effort has been extended to collect experimental information on the energy losses associated with systems of slurry flow (6-13) The work of Durand and Condolios(14,15) represents one of the most extensive experimentations in this field. Through systematic test runs, the effects of the major flow-parameters were studied one at a time. From the results, they concluded empirically that:

The cutoff grade applied to a disseminated orebody mined by open pit affects both the waste ratio, hence the cost of producing ore, and the ore grade, hence the quantity of metal recovered. As such it has a significant impact not only on the annual profit or loss, but also on the life of a mining property. Cutoff Grade Strategies Some commonly used objectives in calculating cutoff grades are as follows: Minimize Unit Cost of Product (1) This is found by adding all costs associated with each possible cutoff such as mining, processing, and marketing. This is divided by the quantity of marketable product obtained at each cutoff grade, then finding the minimum. Because the market value of the product does not enter the calculation it has no effect on this strategy: the same cutoff is selected in good times and bad.
