The White Pine orebody is characterized by a high lateral stress or highly faulted and joined conditions. Because of these difficult conditions roof support has always been a main concern. Mechanical bolts were widely used in the early seventies; however, it became apparent that major improvements in ground control were required if safe operation at White Pine was to be continued. The first step was taken in 1973-1974 with the testing of resin bolting. Record of caves and roof-falls with either type of support demonstrated superiority of resin bolting versus mechanical bolting - Safety was dramatically improved which was the absolute first consideration; however resin bolting was still more expensive than mechanical bolting. In order to generalize resin bolt installation, the second step was therefore to acquire special roof bolters compatible with resin bolting. The machine was to enhance the safety of the operation. This was achieved by the acquisition of the Secoma bolting machine equipped with an automatic bolting turret. Being a "hands off" operation the safety of the operator is total. Using a fixed taped attachment of the drill steel on the chuck a front guide and an automatic regulator torque thrust on the steel drilling in small diameter was possible. Being a fully automatic process only one operator is required per machine versus two operators with the conventional machines. The two main objectives were reached enabling the extension of resin bolting to the whole mine.

This chapter on the role of minerals in developing economies is oriented toward economic policy issues. The discussion and analysis cut across the technical, economic, legal, and policy fields. The goal of this chapter is to pro- vide relevant background information important to individuals involved with the minerals sector in developing countries. Where possible, trends are shown to provide a basis for understanding the evolving role of minerals in developing economies. This chapter is divided into the following five sections: (1) characteristics of developing countries (which presents selected statistical comparisons); (2) government objectives in developing countries; (3) government policy formulation in developing countries; (4) determinants of future trends, and (5) a summary of the chapter's major points combined with the authors' view. CHARACTERISTICS OF DEVELOPING COUNTRIES There are 155 nations in the world categorized as "developing countries." In total these nations represent about one third of the value of the world's mineral production, three quarters of the world's population, and over half of the world's land surface area. The group of so-called developing countries is quite diverse and there are exceptions to almost any general observation about the group as a whole. Most definitions of the term "developing country" are based on levels of per capita income. However, if per capita income is the sole criterion used in categorization, then several oil-exporting countries would jump from the category of developing country to the category of developed country.a Obviously, this results in a poor fit with respect to other measures. In general, the majority of developing countries can be characterized by relatively low per capita income, high population growth rates, high levels of unemployment, low levels of education, short average life ex- pectancies, income distribution skewed toward the highest 20% of the population, and a large share of exports represented by primary commodities. b For the purposes of this chapter a slightly modified version of the widely used World Bank system of classification (shown in Table 1.2.1) is used. As summarized in Table 1.2.1, developing countries are divided into three main groups based on estimated gross national product (GNP) per capita. It should be noted that the high- income, oil-exporting countries have characteristics of both developing and industrialized countries; however they are included for most statistical comparisons within the group of developing countries. The restoration of surface mining landscapes requires the (re)creation of ecosystems. In Lusatia (eastern Germany), large-scale open-cast lignite mining operations generated spoil dumps widely consisting of acidified, phytotoxic substrates. Amelioration and rehabilitation measures have been developed and applied to these substrates since the 1950s. However, it is still not clear whether these approaches are sustainable. This paper reports on collaborative research work into the ecological potential of forest ecosystem development on typical minesites in the Lusatian lignite district. At first sight, pine stands on minesites along a chronosequence comprising about 35 years did not show differences when compared with stands on non-mined sites of the general region. Furthermore, with some modification, conceptual models for flora and fauna succession in forest stands on non-mined sites seem to be applicable, at least for the early stages of forest ecosystem development. For example, soil organism abundance and activity at minesites had already reached levels typical of non-mined sites after about 20-30 years. In contrast, mine soils are very different from non-mined soils of the test region. Chemically, mine soil development is dominated by processes originating from pyrite oxidation. Geogenic, i.e. lignitic, soil organic carbon was shown to substitute for some functions of pedogenic soil organic matter. Rooting was hampered but not completely impeded in strongly acidified soil compartments. Roots and mycorrhizae are apparently able to make use of the characteristic heterogeneity of young mine soils. Considering these recent results and the knowledge accumulated during more than 30 years of research on minesite rehabilitation internationally, it can be stated that minesite restoration might be used as an ideal case study for forest ecosystem development starting at "point zero" on "terra nova".

"In March 2013, the Sanitation Districts of Los Angeles County began final design of the Joint Water Pollution Control Plant (JWPCP) Effluent Outfall Tunnel project. The new, approximately 7-mile, 18-ft internal diameter tunnel will provide additional capacity and redundancy for the existing 8- and 12-foot diameter tunnels, which were built in 1937 and 1958, respectively. Connections to an existing, active 14-foot arch force main and four existing ocean outfalls ranging from 5- to 10-foot diameter are required. This paper will present geological features for the project, and details of the proposed post-tensioned tunnel liner and associated structures. INTRODUCTION The Sanitation Districts of Los Angeles County (Sanitation Districts) are 23 independent special districts serving approximately 5.3 million residents in Los Angeles County. Seventeen of the districts that furnish sewerage services to the metropolitan Los Angeles area are signatory to a Joint Outfall Agreement that provides for a regional, interconnected system of facilities known as the Joint Outfall System (JOS). The JOS service area is shown in Figure 1. The JOS serves an area that encompasses 73 cities as well as unincorporated territory and parts of the City of Los Angeles. The JOS provides wastewater collection, treatment, reuse, and disposal for residential, commercial, and industrial users, and it includes seven treatment plants, the largest of which is the JWPCP, located in the City of Carson. Currently, secondary treated effluent is conveyed through two 6-mile long parallel tunnels, 8- and 12-feet in diameter, from the JWPCP to a manifold structure located at Royal Palms Beach, near White Point on the Palos Verdes (PV) Peninsula, from which four seafloor outfalls extend offshore. The two main outfalls, 90- and 120-inches in diameter, extend approximately 1.5 miles offshore and discharge at a depth of approximately 200 feet below sea level. The other two outfalls, 60- and 72-inches in diameter, are used for additional capacity during heavy rain events and extend a shorter distance offshore and discharge at shallower depths. A schematic of the existing system with the proposed tunnel and structures is shown in Figure 2, and the proposed 18-ft diameter tunnel alignment is shown in Figure 3. Both existing tunnels and main outfalls are required to be in service at all times."

The spherical agglomeration process provides an attractive method for the cleaning and recovery of fine coals in the form of compact oil-bonded pellets. In treating a washery effluent containing 50% minus 20 micron material by this technique, the slurry was first mixed under vigorous agitation with oil to deash and dewater the fine coal. The flocculated coal pulp was then formed into larger agglomerates on a modified balling disc. The operation of a semi-pilot scale process is described and an analysis of some of the operating and system variables is given. A semi-theoretical expression to predict the final agglomerate size under various conditions is derived and compared with the experimental data. Coal producers are faced with a growing requirement to clean and recover fine mesh coals. Greater mechanization of the extractive and preparation processes has resulted in finer-sized products containing larger quantities of associated foreign matter and preparation plant effluents contain quantities of fine coals which are potentially valuable. These losses will probably increase with the expansion of production and will require the development of effective disposal and utilization processes under pressure of the lack of adequate disposal areas, the enforcement of air and stream pollution laws, and the economic need to obtain the maximum yield of salable product(1)

Two recent Bureau studies evaluated workers' dust exposures in automated pallet loading processes. The first study involved a Bureau designed dust control system using a push-pull ventilation technique. The unit was shown to reduce workers' dust exposures by 76% during pallet loading at a ground silica operation. A hydraulic lift table was used to automate the bag stacking process; this kept the loading height constant throughout the entire pallet loading cycle. The second study evaluated different commercial automated pallet loading systems. These systems automatically stack the bags onto pallets, shrink wrap the pallets, and deliver the pallets to a fork lift pickup location. Results from a ground silica evaluation site indicated respirable dust samples taken were below the Threshold Limit Value (TLV) as established by the Mine Safety and Health Administration (MSHA).

The properties, origin and industrial uses of kaolin clay are briefly reviewed. The general waterwashed beneficiation process is described. Yost aspects of filtration and solids-liquid separation as practiced in the kaolin industry are mentioned along with devices that are currently in the developmental stage. The paper focuses heavily on the well known art of rotary vacuum filtration, including general construction and operating details. Devices under investigation that might be used to mechanically or electrically dewater clay slurries to higher cake solids levels than can be achieved with rotary vacuum filters are described briefly.

A financial-economic model incorporating physical, market, and policy variables is developed for mining investment in Bolivia. Additional risk criteria emanating from political instability. new mining legislation, recent environmental regulations, and a new minerals taxation system are accounted for and are integrated into the investment decision model. Results of the model indicate that geologic and market variables have the dominant effect on the investment-worth function. Among policy variables, exchange rate and taxation policies have the most significant influence. Depreciation allowance for infrastructure development has negligible weight in the investment-worth function. The business structure of the firm considering investing in the Bolivian Polymetallic Project is found to be an instrumental factor in the investment-worth outcome. Specifically, undiversified mining companies whose operations exclude zinc production as the primary source of revenue would benefit most from adoption of this project.

Refdist is a simple but valid approach to planning or analyzing a test-vs-control plant trial that uses accumulated plant performance data to calculate objective criteria for judging the trial outcome. Refdist calculations and results are explained and illustrated with data typical of the mining industry. Findings from a simulation study of Refdist statistical properties are reported. Suggestions for dealing with messy data situations are offered.

In 1992, 48 million tons of fly ash (not including bottom ash, boiler slag and FGD material) was produced in the United States, according to the American Coal Ash Association. Of this amount, 27.2% was utilized; although the percentage of fly ash utilized increased from 20% in 1980, there is significant potential to increase utilization. One of the primary driving forces behind increased utilization is increased disposal costs due to more stringent environmental controls and regulation. Fly ash is classified as a natural pozzolan and finds significant use as a cement additive. It has been found to increase the plasticity of the cement mixture while lowering the amount of mix water needed. In addition to improving leveling and finishing properties, fly ash improves pumpability as well as decreases the heat of hydration of the concrete mix which is particularly important in massive concrete structures such as dams where the concrete needs to cool as quickly as possible. The Loss on Ignition (LOI) of fly ash is an important quality when considering utilization. The LOI is primarily due to the presence of unburned carbon and the standard specifications for the use of fly ash as a mineral admixture in Portland cement concrete are given in ASTM C618-89a. which sets an LOI limit of 6%. However, many states have set a more stringent limit of 3%. The primary reason for the lower LOI specification is that carbon adsorbs air entraining agents which limits freeze-thaw resistance. This is particularly important in climates such as the midwestern US where multiple cycles of freezing and thawing are typical in winter.

The Andritz Ruthner Inc. hyperbaric filter was evaluated at a pilot scale for dewatering fine coal cleaned by froth flotation. The pilot scale dewatering testing was conducted at a solid feed rate ranging from 100 lbs to 200 lbs/hr-ft2. Effect of hyperbaric operating parameters and addition of various surfactants and flocculants were evaluated on dewatering of fine coal. The tests data indicated that for the minus 100 mesh and minus 28 mesh clean coal product, the Andritz hyperbaric unit provided filter cake containing 23 percent and 14 percent moisture, respectively.

The impact of longwall mining on the local hydrological regime has become an important environmental focal point. Unfortunately, only a few studies have addressed the timing and range of well fluid level fluctuations and the associated ground movement. Furthermore, even fewer studies have determined the influence of longwall mining on water quality. The U.S. Bureau of Mines is providing insight into this environmental concern through a program of field case studies. One such study was conducted in Cambria County, PA where five observation water wells were drilled above two adjacent longwall panels. In this study, three wells were completed as nested piezometers and the remaining two served as producing wells. The piezometers were positioned along a line oriented subparallel to the longwall face and were located at the centerline of each panel and over the intervening chain pillars. The piezometers were designed to monitor fluid level fluctuations in both shallow and deep water-bearing zones. Slug tests were conducted before and after mining to characterize changes in hydraulic conductivity of the respective water-bearing zones. Pressure transducers and data loggers were installed to provide continuous fluid level fluctuation data as mining developed through the study area. The producing wells were drilled to provide water quality information. One well was located directly above the centerline of a panel and the other was positioned over the panel's set-up rooms. The wells were designed to simulate domestic use and were produced daily, for four hour intervals, throughout the study. Samples of the produced water were collected before and after mining progressed through the area. In addition, an array of monuments was installed near the study wells and was periodically surveyed to characterize mining-induced surface deformations. This study shows that: a) the observed changes in ground water chemistry did not affect the potability of the water; b) short-term major water level fluctuations occur at the approximate time of undermining; and c) water level recovery begins before the process of subsidence is complete.

The earliest industrial application of high pressure grinding rolls (HPGR) at comminution was in 1984 in the cement industry. Since then, the equipment has been widely applied in mining activities. Despite the rapid spread across the industry, several challenges are still present in the equipment’s application, especially considering the complex ore breakage behaviour reported for this process. The pellet feed’s HPGR comminution was recognized as fundamental to efficiently increase the particle surface area (e.g., blaine specific area, BSA) at a lower energy and water consumption level (Chapman et al. in J Southern Afr Instit Mining Metall 113:407–413, 2013). The present study considers a novel milling process applying only HPGR as a re-regrind stage after concentration. The amount of successive ground product recirculation into the machine to achieve the required particle size for the pelletizing process was investigated. The study compared the ball wet milling process with the innovative processing technology for hematite–goethite ores. Green pellet balling and induration processes were simulated in bench and pilot scale. The milling results showed a considerably steep increase in BSA after each recirculation step into the HPGR, although compared with the ball-milled product the size fraction <45 μm% increased a modest five percentage points after three recirculation cycles, remaining steady until the last recirculation step. As a result, the green pellet generated presented higher concentration of pellets between 10 and 16 mm (%10-16 mm), with a higher drop number than typically observed when produced with ball-milled feedstock. Consequently, on the induration process, a higher pellet deformation was observed during the pot grate loading. Despite that, the fired pellets still presented an outstanding performance in cold crush strength (CSS) considered suitable to an industrial application.

The “Teaching Kids” project is an educational initiative for young people and children from elementary schools. It is carried out by Mining, Geological, and Environmental Engineering students from the SME Student Chapter of the Universidad Nacional de Colombia, Medellin. The primary purpose of the Teaching Kids project is to share knowledge about geosciences and mineral resources in a didactic and attractive way, emphasizing the importance of identifying the use of minerals in daily life and responsible and sustainable mining in our society. Furthermore, this project aims to promote the importance of pursuing geoscience majors in the new generations and improve the mining industry’s public perception. Different methodologies related to early childhood education are implemented, such as gamification, in which the dynamics of games are adapted during the development of workshops to teach and learn in an active and motivated environment. Furthermore, the Montessori Method is used. It implements textbooks, sensory mineral boxes, and presentations to allow learning through experimentation itself (Montessori 2003). The implementation of this methodology has been successful; it has shown high engagement, participation, and retention of the basic concept of geoscience and mining.

The nature of water and clay in carbonate rocks is currently being investigated at Rensselaer Polytechnic Institute by various thermal and sorption techniques. Two basic concepts &apos;led to the present research. (1) To explain the expansion and contraction on wetting and drying of some unsound argillaceous carbonate rocks, it was postulated that the pore space around each clay particle is such that when water is sorbed by the clay, force is exerted against the pore walls. (2) The clays in expansive rocks are rejected from the growing dolomite crystals during their growth, and form a more or less connected network, thereby becoming "wettable," or available to water. New quantitative cold differential-thermal-analysis (electrocalorimetric) equipment was designed and constructed to check the "limited space" and "wettable clay" concepts and to determine the thermal nature of the transition of water to ice in rocks. This DTA equipment can detect the release of heat in freezing of less than 0.001 per cent water in a rock. Twenty-three rock cores (nine sound and fourteen unsound) and 4 procelain cylinders for standards were studied. In the nine sound rocks and in all the procelain cylinders, the rapid freezing of from 50 to 100 per cent of the water was readily detectable after 7 to 10° C of supercooling. No further freezing could be detected to -20° C. However, in eleven of the fourteen unsound rocks, no freezing was detected to as low as -40° C; in the other three, less than 50 per cent of the water froze. As a check of the DTA measurements, adsorption isotherms were determined for all materials. Calculations of theoretical freezing points for sorbed water again demonstrated that the least sound rocks had the most nonfreezable water. "Frost" sensitivity in these carbonate rocks is, therefore, probably not the result of the force of expansion of water to ice. The disruptive force is believed to result from expansion of sorbed, ordered water on clay surfaces. The relationship between the unfilled rock pores after 24-hour water saturation and the water sorbed at 85 per cent humidity at 30° C (i.e., the theoretical nonfreezable water delineates the sound and unsound carbonate rocks.

As mine venti1ation systems become more complex, it is increasingly difficult to supply fresh air to the working face. A high percentage of the fresh air entering a mine never reaches the working face because it short circuits through stoppings and doors, exiting the mine without being utilized. When ventilation limits are reached, the only option presently available to most U.S. mines is to sink a new shaft - an extremely expensive undertaking that many companies cannot afford. Reusing or recirculating a percentage of ventilating airflow may make it possible for some mines to remain operational while maintaining a safe environment for workers. Such a study was performed at a trona mine in Granger. Wyoming. A vane axial fan was used to recirculate approximately 9.4 m /s (20,000 cfm), 25% of the total ventilating airflow, back to the working face area of a three-entry continuous miner section. This study involved two evaluations: the first when the face was 305m (1,000 ft) from the recirculation fan, the second when the face was 610m (2,000 ft) from the fan. The evaluation consisted of monitoring the mine atmosphere for respirable dust, methane (CH4). carbon monoxide (CO), and nitric oxide (NO), at various locations in the intake and return entries. Several shifts were monitored, with and without the recirculation system in operation. With the recirculation system in operation. there was an increase in measured respirable dust concentrations in the intake along with a slight increase in the mine temperature (1.67°C). There were also some minor changes in CO and NO levels in the intake entry, but this seemed to depend on the proximity of the instruments to the turn-around point for the diesel haulage vehicles, than to whether the recirculation system was or was not in use.

The article is an excellent one, providing a basis for the conduct of the major tasks in underground mine planning and scheduling. I object to only one word. Since that word is featured in the title, it is a strong objection. The word used erroneously is optimization. There is no optimization performed in the article. By definition, an optimization is an approach that yields the best of all possible solutions. We can limit this definition to its narrowest sense, the optimization techniques of operations research such as linear programming, or broaden it to include less sophisticated search procedures that find the best mine plan or schedule. No such claim is made in the article. No optimization of any kind is performed. The major tool used is a simulation, which, in truth, is probably more appropriate for this problem than any optimization. But simulation does not optimize. It only allows for quick evaluation of many options, leading to the selection of the best plan "of those tried," not "of all possible plans." This article, of course, is not the first mining paper to make this error. It seems that the word optimization is used more to impress people than to refer to any act of optimizing. It is used in a way that implies "try to optimize" or "come close to optimize," but not to really do it. It is usually appropriate to quietly ignore this error. But when Dr. Chatterjee, who has done so much good work in true optimization projects and whose work I have come to admire, makes such an error, it is time to publicly dispute it. Having discussed this very point with him in the past, I am sure that he will agree. If he can support this position in his response, perhaps people will start to listen and we can reduce the number of false claims of optimization. This should be easy for him in this case since the approach he used, simulation, is the more appropriate one anyway.

INTRODUCTION Manufacturer sponsored research over the past three years has proven the suitability of styrene-butadiene/ asphalt membranes in many waste disposal seepage control applications for the mining industry in general and uranium mining and milling in particular. The class of membranes that have been tested are SBR/asphalt blends containing up to 68 weight percent asphalt, the balance being elastomeric polymers, fillers and phase compatibility promoters. These membranes are classified as thermoplastic, elastomeric materials and can be hot spray applied to any moderately dry substrate at 177°C (350°F), and placed in service within one hour of application. The properties of this membrane that make it suitable for use as an engineering_ material in these applications are discussed. These properties include chemical resistance, bacterial resistance, UV light resistance, permeability, stress/strain characteristics and bonding data. The favorable economics of the system are also discussed. The preliminary raw test data on the above properties were reported in a previous paper, (Chambers, 1980) and most will not be repeated here. Instead, this report considers the original data in relation to subsequent data and concentrates on interpretation of the trends for engineering purposes. However, several of the pictures contained in the original paper are reproduced in this report for illustration purposes. BACKGROUND Asphalt alone has a long history of use as a water-stop material. Its limitations of becoming brittle when cold and soft when hot, however, are well recognized. The service temperature for common grades of asphalt is usually in the 4° to 49°C (40° to 120° F) range. Modifications to the base asphalt can generally improve its performance at the high end of the temperature range by raising its softening point, but only the addition of one class of modifiers, elastomeric polymers, improves low temperature flexibility as well and also adds resilience. Both of these properties are of extreme importance if the waterstop material is to maintain its integrity when used on substrates which are unstable, non-cohesive, discontinuous or have significant expansion/constraction coefficients. The coal mining industry is an important sector of Canada?s economy. The cost of mining and haulage of coal in Western Canada is a major focal point when compared to inexpensive coal from Australia. Spot coal price volatility affect contractual price arrangements and this creates pressure on companies? profit margins and their competitive edge. In order to alleviate this pressure, companies may have to take short-term drastic measures that may hurt their strategic positions in the long-term. Companies must also create a mix of their products to ensure effective maintenance of profit margins given various quantity and quality constraints. In this paper the authors provide extensive analysis based on detailed probabilistic production systems for coal extraction and haulage in Western Canada. An optimization model is formulated for typical coal mining operations, processing and haulage from mine sites to the Vancouver Ports using linear programming algorithm. A stochastic model is also formulated to analyze the associated risks and uncertainties. These models are validated using data from five operating mines in Western Canada with varying quantity and quality products and uncertainties. The results show that the five mines studied have to produce between 180,000 and 2.10 million tonnes of metallurgical coal and between 70,000 and 2.16 million tonnes of thermal coal to enhance their profitability given the underlying constraints. The average expected probability of success associated with production capacities from these mines is about 66%. This results in a failure probability of 36%, which is extremely high under contractual arrangements. The results also show that management?s profit expectation of $83 million can be achieved at a zero percent failure probability. With a higher risk of failure of 10%, this expectation increases by 21% to $100.3 million.
