A reliable and stable ventilation system is essential to the safe operation of underground mines. The stability of a mine ventilation system becomes extremely critical while responding to a fire incident since an unstable ventilation system will pose a risk of airflow reversal. The reversed airflow could bring the fire contaminants such as toxic gases and smoke unexpectedly to working areas. In the past few years, there has been a growing interest in the study of ventilation network stability using the concept of resistance sensitivity, which is described as an indicator of how the airflow in an airway is reacting to a resistance change of other airways. Several methods of calculating the resistance sensitivity in a mine ventilation network have been carried out by researchers and scholars around the world. However, the proposed methods heavily rely on a vast amount of mine ventilation simulations, which are very time consuming and computer-power intensive, especially for a large-scale mine ventilation network. In this paper, a derivative method calculating the resistance sensitivities with a single mine ventilation simulation has been developed and implemented into a mine fire simulation software, MFIRE. The results from the derivative method were verified against the results from a traditional method. The derivative method has been proven to be reliable and accurate.

In North America, the paper industry is by far the largest consumer of coating and filler mineral pigments. Present use is at an annual rate of 5.5 million metric tons with a value of $660 million. Current estimates are 65 percent is used in coating and 35 percent in filler applications. During the past decade, the switch to alkaline papermaking has provided the opportunity to substantially increase filler levels while maintaining paper strength. As a result filler consumption has been growing at a late in excess of 15 percent yearly. Unfortunately, within a few years, mandated recycling could slow or even reverse this trend. The critical issue is finding an economically viable method for recycling the mineral pigment and/or minimizing the disposal problem

The SME Research Council assists SME and its constituencies in establishing research directions that will benefit the mining industry and its professions. It also provides information about these directions to its membership, to government and to related industrial societies. The 1995 Research Forum, organized and chaired by George Luxbacher, was the second in a series of meetings organized to develop these directions. A copy of the full proceedings is available from SME for $12 plus postage and handling. The first research forum (Saperstein, L., 1993, "Technology for the Future, MINING ENGINEERING, Vol. 45, No 11, November, pp. 1382-85) invited mining industry representatives to discuss the unsolved technical problems that were keeping the industry from greater economic and environmental efficiency. The second forum asked academic researchers to discuss the same general topics from their perspective. It came as no surprise that, in general, the two sets of presenters tackled the same problems. There was no surprise when the academics spoke of the need for fundamental long-term research. What may have been surprising was the number of university people who spoke for near-term research that leads to measurable economic returns or savings. The closure of the US Bureau of Mines (USBM) has changed the objectives and attitudes of the SME Research Council. From being a point of liaison between SME and USBM - a conduit of items from each party to the other the council is now much more on its own. This isolation presents opportunities and hazards. The opportunities are exciting because the council could be the focus for mineral industry research policy if it were properly structured. The hazard is obvious - if there is no bureau, it could be argued, why maintain the council? Many people believe that SME should take the first course and become the beacon for research policy. More than ever, money is being spent on minerals industry research by the federal and state governments - particularly at the mineral-oriented land-grant universities - by industry and by consortia among these groups. SME could be at the hub of these programs. There is a general concern that industry is less able to maintain an economic edge by means of geologic discovery. According to Titley, there will be fewer major, new world-class discoveries except, possibly, at the continental and tectonic-plate margins. Consequently, economic advantage will go to those companies and nations that stay ahead technologically. Given the inevitable diffusion of technology, it can be concluded that technology development, underpinned by research, must be continuous to maintain profits. This is a change from earlier years when change would occur in relatively rare major steps that were interspersed with extended periods of technological equilibrium. Over the fiscal years 1994 to 1997, there has been a 24% cut in research spending by the Department of the Interior (figures from the American Association for the Advancement of Science). This is the largest budgeted percentage cut in research funding of any federal department. Even so, there is still a substantial amount of federal research funding expended in the mineral and extractive-energy industries. The US Geological Survey, Environmental Protection Agency, Departments of Defense and Energy and others expend substantial funds on minerals industry research. Industry - producers and manufacturers - is also spending large sums on research and research-like activities. This activity argues that there is a role for SME's Research Council. Providing focus Consortia. The closure of USBM has resulted in the migration of expertise to consulting firms and to other entreprenrutisl research entities. Many of these groups are creating ad hoc consortia among themselves, nearby universities and industrial partners. The Research Council is well placed to provide an open forum for these con¬sortia. Presentations of research results, as went on in the annual meetings of the Generic Mineral Technology Centers, can help to establish an. archive of results and an avoidance of duplication of research. A continuing sense of research directions can evolve. National Science Foundation. No discussion of consortia would be complete without mention. of the National Science Foundation's (NSF) programs for Industry/University Cooperative Research Centers (IUCRC) and Grant Opportunities for Academic Liaison with Industry (GOALI). NSF is aware of the gap in federal support of science and technology caused by USBM's closure.

Recently, a Maryland bank became the overnight owner of a toxic waste site through a foreclosure. The original property owners had operated a crash and garbage business on the site and obtained loans for their business venture through the bank. In 1980, their son purchased the property from his parents with mortgage monies obtained from the bank. Failing to make his loan payments, the son defaulted on the mortgage. The bank foreclosed on the property and eventually purchased the property at a foreclosure sale. Shortly after the bank's purchase of the site, toxic wastes were found on the property--the result of disposing solid wastes on the site for 10 years. The bank declined responsibility for contaminating the site and consequently for its cleanup. The Environmental Protection Agency (EPA) took corrective actions to clean up the site. EPA then handed the bill to the bank, citing the Comprehensive Environmental Response Compensation and Liability Act (CERCLA) of 1980 (more commonly known as "Superfund"). CERCLA imposes liability on the current owners and operators of hazardous waste sites.

Although temperature is known to have a substantial effect on many processes, this parameter has been widely dismissed as insignificant for mineral comminution. For this reason, temperature effects on grinding have largely escaped notice. However, it has been observed that processing plants which are subjected to large seasonal temperature variations show a change in performance which appears to be due to changing feed temperatures. The general effect is an increase of the specific energy consumption as the temperature decreases. In autogenous mills, an increased rate of production of critical-size material has also been observed. This is due, at least in part, to changing rheological conditions in the mill, with the slurry viscosity increasing markedly at low temperatures. Mechanical changes in the rock with temperature, such as increased brittle fracture, is also responsible for a portion of the observed seasonal effect, and may account for this phenomenon being observed only in certain plants.

The Stanreck mine of Stanreck Uranium Mines Limited in located on Quirks Lake in the Elliot lake - Blind River area of Northern Ontario. It is approximately 25 miles north of the north shore of Lake Huron, equidistant between the cities of Sudbury and Sault Ste. Marie. The property was developed ad brought into production at a rate of 3,000 tens of ore/day during the uranium boom of the mid 1950's. By 1960 mine waters were becoming quite acid through the activity of bacteria. Treatment of this water was begun for pollution control and a small amount of uranium which had been leached from the ore by these acid waters was recovered. Development of bacterial leaching with a view to increasing production by this method commenced in December 1962. Subsequently, it was succeesfull in producing 10,000 - 15,000 lbs. of U308/month. Since late 1964 uranium production has been obtained solely from bacterial leaching. A rare earth concentrate was also made for its yttrium content during 1966 and 1967. This paper describes the development, operation and methods used in the underground bacterial leaching process.

California's annual production of >11 million tons of cement, at a value of over $640 million, comes from eight companies, which operate 11 plants. Cement is California's second most important mineral commodity, representing 25% of its total annual mineral production. Although most of the cement produced is consumed within the state, current export locales include the Pacific Northwest, Nevada, Arizona, Utah, and New Mexico. An enumeration of the components required to produce cement is deceptively simple: calcium oxide (65%), silica (20%), alumina (4-5%), iron (3-4%), and calcium sulfate (4%) as a retardant admixture. The last, and most expensive, ingredient in cement manufacture is energy. Detrimental materials in cement mixes include excess .magnesium, alkalis, heavy metals, sulfur, and other volatiles. Each of the 11 cement plants in California requires a unique chemical solution of combined raw materials to produce a uniform product: portland cement. The geologist proposing solutions for the additive raw materials in cement manufacture must have a thorough knowledge of a particular cement plant's needs. In the California cement market, keeping the costs of additive raw materials down is one way to also stay competitive, and using a combination of natural and waste materials as additive raw materials allows cement producers to stay competitive.

Introduction The history of the Australian coal industry is almost as old as the history of Australia after new settlement. The first cargo of coal was exported from Newcastle to India in 1799. Coal has been mined in Australia for almost two centuries. But there are indications that the first coal was processed in 1877 in the Newcastle area. This is nearly 50 years after the first coal processing in Europe. Processing on any significant scale began in 1944 at the Newcastle Steel Works. In Queensland, however, coal processing did not begin until the second quarter of this century. The dramatic growth of mining and processing of Australian coal since the mid-60s is primarily due to the expansion of the export market in Japan, Asia, and Europe. Australian coals Black coal occurs in most of the major sedimentary basins of Australia. The better known deposits of commercial importance are in the Sydney, Bowen, Oakland, and Gailiee Basins. Apart from the Collie Basin in western Australia, other coal deposits of the Arckinga Basin in South Australia, the Bonaparte Basin in Northern Territory, and the Tasmania Basin are basically unexploited. The Sydney Basin of New South Wales and Bowen Basin of Queensland remain the major producers of black coal in Australia. Currently exploited or potentially commercial deposits of black coal in Australia occur in strata ranging in age from Permian to Tertiary. Estimated black coal reserves are summarized in Table 1. Coals from different ages have significant differences in their petrographic characteristics. Many of the Permian coals are usually rich in inertinite. Jurassic and Tertiary coals are typically rich in vitrinite content. Typical petrographic and chemical characteristics of some important Australian coking coals are summarized in Tables 2 and 3. The reserves of coking coals are restricted in the main to the Permian coals of the Sydney and Bowen Basins. Coal deposits in the latter are at shallow depth. A high percentage of these are being strip-mined. On the other hand, in the Sydney Basin, the majority of the reserves of good quality coking coals are at significant depth. The mining cost of these deposits is substantially higher than those in the Bowen Basin. It is usually possible to make strong coke with Australian Permian coals of vitrinite content much lower than the other international coals. But there are many major Permian deposits in Australia where low vitrinite content presents problems. As they are classified as marginal coking coals, optimization of their pro¬cessing plays an important role in meeting the market specifications of coking coal. The major reason for processing Australian coal is to reduce the ash content. Compared with British and some American coals, Australian coals are of relatively high ash content. Unlike American coals, more than 99% of the Australian coal deposits have sulfur content less than 1%. Consequently, sulfur control has never been a major problem. Theoretical Efficiency: actual energy consumed, in a comminution machine compared to the theoretical energy required to make the size reduction. Operating Efficiency: compares the operating work index, calculated from production comminution machinery operating data, to the Bond Work Index from bench scale comminution tests or calculated from pilot plant operating data. Economic Efficiency: income compared to planned income. Using the Bond Work Index and operating work index, this paper explains how to determine operating efficiency.

To many, petroleum exploration and successful geophysics , are partly synonomous, This is not because natural petroleum is usually concentrated as a liquid, nor certainly not because oil can be detected directly. The reason is Chat geophysics helps to at least better understand and sometimes, to even explain the essential geology involved. That groundwater is similarly a liquid with all but a few of its basic geologic relationships practically identical to petroleum, seems to have escaped many of those most interested and responsible for complete geo-hydrologic knowledge. The paramount need to use every means at our disposal for maintaining and expanding our crustal resources reserves are generally obvious, However, in view of the rapidly mounting requirements, continual re-emphasis is worthwhile.

Other than being used to convey fill material for the gob stowage or building of ribside packs on advancing longwell faces, pneumatic conveying has not been used for the transport of materials on a large scale in mining operations. The technique is extensively used in the wood products industry for conveying wood chips, limestone and other ingredients for the manufacture of paper, for the transfer from railcars, barges or ships to silos or stockpiles and further transfer into the pulp mills. This method of material transfer has the distinct advantage of transporting suitable material over horizontal and vertical distances within the same system. In considering material associated with mining, this includes, ore, coal and rock up to 4 inch cubed size, throughputs of 200 tons per hour over horizontal distances of 3000 feet or vertical lifts of 2000 feet. In recent years tests have been carried out to determine the physical and economic limitations of pneumatic hoisting, the results of which have led to the installation of two fully productive coal hoisting systems at mines of the National Coal Board in Great Britain. The equipment used for the pneumatic hoisting of coal or waste rock is described in this paper, together with a brief history of the tests which led up to the installation of the two hoisting systems in Great Britain.

The implementation of the Surface Mining Control and Reclamation Act of 1977 (SMCRA) has evolved into one of the most complex environmental protection programs to come out of the late 1970's. The level of detail in the statute and the regulations have resulted in a rigid and complex set of requirements for the administration, permit-ting, inspection and enforcement of the program. In addition, the constant change of the federal program caused by regulatory changes, reorganization of the Office of Sur-face Mining Reclamation and Enforcement (OSMRE), ongoing litigation involving OSMRE, and the use of the budget to establish additional mandates on OSMRE and the State Regulatory Authorities have resulted in an unstable program. The instability of the program makes it extremely difficult for the States to implement their programs and to achieve the goals of SMCRA.

Consistent increase has been the mark of North American potassium (K) consumption. In 23 of the last 25 years there was upward progress The pace of usage has quickened in the past three or four years This, together with a predicted accelerated future demand, has created unprecedented interest -and activity in the potash industry. Potassium enjoyed a ninefold increase in consumption from 1940 to the present time in North America (Figure 1). Since 1950, it increased from just over a million tons of potash (K20) annually to nearly three million tons in 1964. World-wide usage exclusive of mainland China is now about 10 million metric tons. Some predictions call for another doubling in consumption in the next 10 to 15 years, About 20 percent of the four million tons of K20 produced in North America is now exported overseas and this percentage is likely to increase in the years ahead. Ten years ago, exports represented only 3-1/2 percent of total K2O production from this continent.

The importance of mineralogical and chemical characterization of fine particles in the fields of mineral and metallurgical processing is discussed. Emphasis is placed on electron beam analysis techniques including electron diffraction and energy dispersive analysis with special reference to the scanning trans- mission electron microscope. The correct choice of instrument depending upon particle size, composition and nature of sample is stressed and the analytica1 capabilities of different types of instruments are evaluated. Recent applications of electron beam equipment to processing problems are presented and the paper concludes with a review of new developments in the fields of surface analysis and micro-diffraction.

The study of flotation kinetics was first reported by Garcia-Zuniga1 in 1935. Since then, literature on the subject has grown with the time. 2-19 Although there is an abundance of flotation kinet¬ics models available in the literature to describe flo¬tation systems, they are mostly of academic interest and are seldom applicable for use in the industrial environment. Several reasons contribute to the wide gap in the industrial -application of the academic models. These include: 1) the lack of generality in the model, e.g., the model is limited to certain size ranges; 14 2) the academic models involve complicated mathematics; 5,6,10,11 3) confusion about the order of the flo¬tation rate, e.g., several authors proposed a first order rate model, 1,15,16 whereas the others propagated a second order rate model: 2,17,18,194) the use of an unrealistic rigid value, such as the use of a maximum recovery of 100%, 5,8,19 which is unrealistic in industrial operations; and 5) the use of graphs that confuse the reader rather than interpret information. 2,3,10 This paper intends to introduce a simple and easy to understand empirical flotation kinetics model along with a way of presenting the model in an informative graphical form, which should stimulate the interest of other practical engineers to become concerned with practical application within the mineral industry.

To date, human space exploration has been almost completely dependent on the use of resources carried with astronauts and cosmonauts from the surface of the Earth. The only exception to this has been the harvesting of solar energy to power space stations like Skylab, Salyut and Mir for long-duration missions. This dependence on materials which must be transported into orbit at costs in excess of $5000 per pound is the fundamental limiting factor in space exploration and operations. It is likely that launch costs can eventually be greatly reduced by means of such innovations as true single stage to orbit vehicles, aerospace planes, or serial electromagnetic or laser launch systems. However, the Earth will always remain an expensive source of materials for space construction and for basic commodities such as propellant and life support liquids and gasses. Fortunately, abundant sources of materials exist which are already in space, outside of the Earth's deep gravity well.

Part 2 of this article continues with a discussion of features that distinguish contemporary investment analysis in mining from earlier methods. Part 1 traced the evolution of evaluation methodology from the traditional and discounted cash flow methods to the present. Quantitative investment models of the past 20 years played an important role in mine evaluation, but a new integrated approach to mine investment decision-making is now developing because of growing economic, technical, and political uncertainties. One of those uncertainties -inflation-was discussed in Part 1. Increased Risk At a time when mineral production technology and analytical evaluation tools have never been more sophisticated, it may seem anomalous to claim that mining ventures are riskier. Whereas technical risk has, indeed, been notably reduced, business risk the chance of a major loss due to market factors-has increased. This has been caused by two factors: the rapidly rising capital requirements of new projects and increasingly unpredictable future economic conditions. These difficulties are compounded by the long lead times of large, new mining projects. Rising Capital Requirements A $100 million investment is no longer considered to be a large mining project in most cases. For a large metal mining project, the total cost of the concentrator alone can exceed $100 million. Amoco Minerals' Thompson Creek molybdenum mine being developed in Idaho will cost over $350 million, for a relatively modest sized (23-kt/d or 25,000-stpd) ore operation with no extraordinary features. For a major grass roots copper operation producing blis¬ter or refined copper, the capital requirements are billions of dollars, not millions. Project costs are higher for two reasons. One, the projects themselves are larger; and two, the capital cost per unit of production is rising rapidly. Projects are larger because lower grade ores, yielding smaller margins, must be mined in greater volume-particularly in view of the high fixed costs of modern technology. When analysts contemplate any capital project, an important consideration is the minimum economic size of the facility. This is the smallest size that can be built and still be competitive on a total unit production cost basis. In the conventional copper smelting business, for example, a production rate of at least 91 kt/a (100,000 stpy) of blister copper is about the absolute minimum for reducing unit fixed costs to competitive levels. Clearly, many variables affect the minimum economic size of a mining facility, but with few exceptions that size continues to grow. Unit capital costs of new mining projects also are continuing to rise. The accompanying table shows that the capital costs in primary copper production have risen faster than the cost of living. Of particular note is the capital charge of over $1.70/kg (77411b) required for a new, fully integrated facility in 1981. Thus, the mid-1982 copper price would not even cover the cost of capital for a new copper producing complex without considering the direct operating costs for such a facility. The breath-taking costs of new mining projects are caused by factors such as increasingly complex technology, the rising social costs of creating attractive living and working conditions for employ¬ees, and the expenditures re¬quired for environmental protec¬tion. For whatever reasons, how¬ever, unit capital costs in mining continue to exhibit staggering growth rates. Future Economic Conditions Risk is not only a function of the size of the potential loss-an im¬portant measure of which is the capital intensity of mining dis¬cussed above-but also of the like¬lihood of incurring the loss. It is here that the ever increasing lead times of mining projects and the glaring limitations of economic forecasting are so important. In comparison to nearly all other in¬vestments, mining has more capi¬tal at stake for a longer period of time before commercial uncer¬tainty is resolved by distant eco¬nomic conditions that are subject to high forecasting errors. A sobering example of the pre¬ceding points occurred with the Lakeshore copper mine in south¬ern Arizona that Hecla Mining Co. undertook to finance and manage in 1969. The project was a joint venture of Hecla and the El Paso Natural Gas Co. and included two mines-one producing oxide ore and a second in the sulfide zone¬and a complex processing facility producing both electrowon cop¬per cathodes and copper precipi¬tates. DOUG HALBE: We're not quite to the end of our session, but we're close. We've had a lot of fun with some of these spill ideas. But these are serious problems, and I think we might be able to benefit by continuing to compile these. Several years ago, the metallurgists at the various operations of Gold Fields Mining Company had a newsletter that came out every two months for several years. This publication consisted of short articles by the staff at the various operations, plus a few others, on problems they'd had and how they solved them. One very useful article, "Things We'd Have Done Differently at Chimney Creek," was written shortly after start-up. John Marsden was the editor and John Mansanti contributed to it, as did Jim Arnold (our distinguished co-chair) and Mike Gleason. I would be interested, with the permission of the audience, in editing that article to make it a little bit less abrasive and putting it into the record here. I think it's a useful SME function to maintain a list of things we've done wrong in plant design, things we don't want to do again. If we have another open session in the future, would others be willing, even anonymously, to contribute, bring slides, and say "Hey, look at the goofs we made?" [laughter, followed by support from the audience] Okay, we'll plan on that. And we'll try to include the Chimney Creek list in the transcript of this session-perhaps edited a bit.

Close integration of mine planning and operation is a long-sought goal. Success is achieved in varying degrees depending upon mine complexity, size, and sophistication, but too often is more limited than desired. Despite tremendous strides in the development of computer-aided mine planning, digital plans usually must still be converted to error-prone paper maps and physical ground surveys for actual excavation and reclamation. However, advances in GPS, operator displays, and mobile computers now enable equipment operators to work directly from on-board digital plans. CAES offers reduced survey costs, faster field transition time and improved excavation accuracy coupled with faster, more informed decision making regarding key mining operations.

This paper describes two-lane dual motorway tunnels under construction in Bergen. The tunnels are part of a by-pass motorway system throuth the most congested area of the city of Bergen. The tunnels are unique due to their length, heavy traffic, longitudinal ventilation system and the use of a tunnel boring machine, or "TBM", to excavate through hard rock. The tunnels are being built by The Norwegian Public Road Administration and the TBM was delivered by the Robbins Company. The diameter of the TBM is 7.8 m and the tunnel profile is cut by conventional drill and blasting methods in the tunnel's lower half to attain a two lane motorway tunnel. This paper also describes proposed fjord crossings along the Norwegian west coast where the TBM may be used due to its great advantages in comparison to conventional drill and blasting methods.
