On August 3, 1987, a hearing was held by the House Subcommittee on Energy and the Environment to commemorate the tenth anniversary of the Surface Mining Control and Reclamation Act (SMCRA). Four panels of environmental/citizen group representatives went before the Subcommittee to report on the state of affairs (from their perspective) of the coal industry and the Office of Surface Mining, Reclamation and Enforcement (OSMRE) As expected, these groups had little positive news to report and continued to focus on glaring deficiencies within the surface mining program. They indicated that gross abuse of SMCRA has continued over the past ten years and the states have performed poorly. Congressman Udall's opening comments perhaps best characterized the mood of the group with his statement that "The Act has not accomplished what I or the people of the coalfields had hoped." and " ? a segment of the coal industry has continued in its bitter and implacable opposition to the most basic of environmental controls."

The phosphate formations of the Pliocene epoch were deposited along the coastal shelf of the eastern seaboard. The deposition of the phosphate is thought to be somewhat contiguous along the early shoreline, and the deposit can be more or less traced over an 800 to 930 mile path from the Florida Gulf Coast, near Ft. Myers, to the Pamlico Sound of North Carolina. This is illustrated in Figure 1. Three areas of commercial importance are currently being exploited from this extensive known deposit: 1 - The so-called ?Bone valley? in Central Florida (multiple operations) 2 - Hamilton County in North Florida (Occidental Corporation operation) 3 - Beaufort County in North Carolina (Texas Gulf Sulphur operation)

This paper identifies and formulates the probabilistic nature of underground coal face operations using the Semi-Markovian theory. Through this theory the probability of coal flow from a face is obtained for any given time t of a shift. These probabilities are used for determining the capacity and operating policy of a surge tank located at the shaft bottom.

Accelerometers and pressure transducers mounted in suspension components can be used to monitor the ride of haulage trucks. Presently, it is difficult to tell what caused a jolt to the truck using either pressure or acceleration data alone. When information from a Global Positioning System is recorded at the same time as shock pressures or acceleration data, then the exact location of an event can be determined. Mine management can then determine what caused the jolt to the truck.

The thematic mapper (TM) aboard Landsat II records image data at seven wavelength intervals or bands. Three record the visible region; three record reflected IR energy. A false color image combining bands 7, 4 and 2 rendered as red, green and blue respectively provides maximum discrimination of rock types in arid regions. Structural analyses and interpretation defines regional structures, large volcano-tectonic features intrusive complexes, all which localize mineralization. Special digital processing using the ratio: Band 3 / Band 1 can identify limonites and other iron minerals. The ratio: Band 5/ Band 7 identifies clays and alunite. These ratio images show features and patterns of hydrothermal mineral systems: ?patterns of sulfide and alteration zoning in large porphyry systems, and zones of strong silica, quartz-alunite-illite, and pyrite-sericite in epithermal centers. Thus, digitally processed Landsat TM images are a cost effective and rapid means to recognize altered areas and define targets for large mineralized systems.

The new process consists of the selective coalescence of fine hematite particles by fine magnetite. The gangue minerals are dispersed by some dispersant; thus it can be separated by desliming. This process is particularly suitable for fine-grained hematite/magnetite-type deposits.

"Foreword by Ren BryceSenior engineer, Freeport-McMoRan, Oro Valley, AZ, USAThe eighth annual Mineral & Metallurgical Processing Division (MPD) student poster contest was held in February at the national SME Annual Conference & Expo in Denver, CO. A total of 33 students presented their work at the poster competition. The competition started in January when the students submitted a one-page abstract for judging. In February, they prepared and presented a poster that explained their research. A panel of judges went to each student and listened as the students explained their research in five minutes.The students worked hard at their research and then set aside time to complete all the necessary steps to enter the competition. The MPD recognizes the effort required to enter and as a result, provides monetary rewards to all participants. The first-place winner receives $1,000; the second, $500; the third, $250; and the fourth through seventh, $200. All remaining students receive $100. All of the students also receive a complimentary ticket to the MPD Luncheon. As in past years, there are separate levels of competition for undergraduates and graduates.Graduate winnersKaustubh Shrimali won first place for researching “The influence of starch in amine adsorption by quartz in the reverse flotation of iron ore.” Venkata Atluri received second for studying “The effect of polysaccharides on bubble attachment at talc surfaces.” Jennifer Galvin placed third for investigating “A novel approach to alkali pug bake for the extraction of rare earth elements from monazite concentrate.” In the fourth through seventh places were Amy Richins, Sumedh Gostu, Brett Carlson and Chris Vass.Undergraduate winnersNestor Santa earned first place for exploring “Copper recovery from waste printed circuit boards.” Cassidy O’Connell received second place for conducting “Performance analysis of CMC in high talc copper sulfide flotation systems.” Catalina Vanegas won third place for examining “Cyanidation tests and pretreatments to recover gold from a refractory ore in Colombia.” Kylie Boyce, Michael Archambo and Pritam Sinha were in the fourth through sixth places.Everyone benefits from attending the student poster competition. The students are able to display their work to future employers, and industry professionals can talk to up-and-coming engineers. Compared to coal or many metals industries, talc must be considered a small, specialty market catering to niches and dependent primarily on the physical attributes of the mined and processed mineral rather than the chemical attributes with copper, lead or uranium concentrate, the primary objective is the percent metal that ultimately is refined by the smelter, as opposed to the brightness, particle size distribution, trace impurities or morphology. The latter constitute the important determinants of where, how and why talc and similar industrial minerals are used. This paper addresses the talc market-place: where it is, how much of a market there is, who the producers are, available capacity, market growth, and marketing techniques.

The concept of the system is to minimize costly unscheduled breakdowns of equipment by replacing components earlier than their "life" expectancy. Periodic unit services are scheduled according to pre-set constraints. Service sheets are generated by matching a job and component master listing based on assigned cyclic component lives. The system can provide accountability of all man-hours reported and history information can be selectively retrieved. By reducing unscheduled equipment shutdowns, this system allows for better utilization of manpower and an overall improvement in equipment reliability and availability.

Seismic methods provide an efficient and comprehensive approach to overburden studies pertinent to mining exploration and development, and to other mining and civil engineering problems such as rock mechanics, slope stability, and foundation engineering. For the purpose of defining geologic units and structural features, these methods are generally regarded as the most accurate, but most expensive, of the commonly-used geophysical exploration methods. Although the accuracy and cost of seismic work are generally affected adversely by rugged topography and complicated geologic conditions, it is in rough terrain and complex geology that seismic methods offer important advantages in overburden investigations. For example, to find the surface of rock underlying unconsolidated overburden at depths of approximately 200 feet, a 50-foot spacing of drill holes along the profile line would be required to yield a degree of resolution and accuracy similar to that obtained from a 50-foot spacing between seismic detectors along the same line. See Figure 1. In cases similar to that shown in Figure 1, a twelve-channel recording seismic system would be used. The main components of such a system would be: 1. detectors (commonly referred to as geophones) which convert the ground movement resulting from seismic waves into an electrical signal. 2. a multi-conductor cable which connects the seismic detectors to the amplifiers. 3. ampliiiers, amplify and filter the electrical signals . 4. oscillograph, records the amplified signal. 5. the blaster and firing line. A typical layout of the seismic spread and the components of the system Is shown in Figure 2.

Column flotation continues to make inroads into applications traditionally dominated by mechanical flotation cells. For example, columns are becoming more visible as rougher flotation devices. At Royal Mountain King Mine in California, two 2.9 m (9.5 ft) diameter columns are used for rougher flotation of carbon from a gold ore (Orlich et al, 1992). In addition, work performed at BRGM in France demonstrated the superiority of column flotation over mechanical flotation with respect to design of new plants (Morizot et al, 1991). With the mounting evidence, columns can succeed in any flotation application. The primary reasons for this acceptance of columns are a general improvement in design, scale-up and operation as well as improvements in sparger design and performance. With these advances, the full benefits of column flotation can be realized. The benefits of properly designed, aerated and operated flotation columns include: ? Lower Capital Costs ? Utility coal specifications usually contain a requirement for a maximum moisture content in order to prevent coal handling problems and to minimize evaporative losses in the boiler. As most coal cleaning processes are water-based, dewatering and sometimes thermal drying steps are required to meet moisture specifications. Screens are often used for dewatering, with centrifuges and filters used to further reduce moisture in many cases. Algorithms to predict the performance of commercial dewatering devices were developed for the Coal Cleaning Simulator running under Aspen Plus? during a project sponsored by the U.S. Department of Energy and the Electric Power Research Institute. These algorithms include calculations for size degradation in the devices and fines loss to effluents, where appropriate, and a calculation for moisture content of the product based on particle size and specific gravity distribution. This paper discusses the algorithm for coarse and fine coal centrifuges and gives comparisons between predicted moisture and solids loss and published moisture and solids loss values for various particle size ranges.

Historically, the presence of methane has been a problem, mainly in and around the working areas of active coal mines, and only in these area has drainage been considered. Drainage, where practical, has been achieved through the drilling of holes forward into the coal and the surrounding strata from the working area. These holes generally have been short in length, although where methane drain- age operations around a longwall face have been undertaken, the holes have had to be longer in order to adequately drain from the center of the face into the access gate roads. In recent years, attempts have been made to degasify the coal seams in advance of mining, without disruption of the mining cycle. This is done by drilling much longer horizontal holes through the coal in advance of the working area. Under the aegis of the Federal Government, methods have also been developed for draining seams of coal of their methane content in advance of mining, but from shafts sunk from the surface, without using the active area of the mine as the location for the drill holes.

This paper presents some techniques and data required to design large ball mills. The advent of larger size mills leads to consideration of the gearless drive as a practical solution to utilize large horsepowwers. The particular shell structure under consideration is subjected to thermal as well as magnetic loads. The magnitude of the inertia, magnetic and shell temperature characteristics have a very significant effect on the design and performance of the hydrodynamic pivoted shoe bearing. Particularly since these bearings have lower frictional resistance properties than hydrostatic trunnion tee rings. The structure of the mill is designed for long life. Parameters involved with the fatigue life of the structure are discussed together with some of the more important aspects of the design.

The Bureau of Mines' rapid method of dewatering fine-particulate slurries uses extremely high molecular weight polymers. These polymers form large, strong flocs which can be dewatered by sieving or sedimentation. However, sometimes these flocs deteriorate rapidly if water is not removed immediately. During field tests, clay slurries have been encountered that could have been dewatered economically if it were not for the rapid floc deterioration. A kinetics study was conducted to determine the rate of kaolin-PED floc degradation in which polymer addition, to bring the flocs back to their original condition, was used to determine the extent of floc decay. Results showed that the amount of polymer added, to replace polymer lost by spreading, was less for the lower PEO concentrations. For this clay-polymer system, floc breakage as judged by polymer additions followed first order kinetics. It was also found that the addition of fluoride ion stabilized the kaolin flocs.

New underground coal mines have become increasingly expensive to open. A simple drift mine producing a raw coal product can cost as much as $50 million while a new shaft mine producing a washed coal product can cost up to $200 million. As a result, few if any speculative new mines are constructed. Normally, a long term coal supply agreement is needed to justify new mine projects. Negotiating a supply agreement prior to production start is difficult. Pricing must be based on estimated rather than historic costs and coal quality must be estimated from core hole samples versus actual shipments. Further in todays competitive coal markets, there is little margin for error in either price or quality.

Taconite tailings reclamation, especially the stabilization of tailings ponds, .dams, and slopes, can be effectively accomplished through the use of appropriate vegetation. Utilizing vegetation provides both aesthetic and ecological enhancement of a site while at the same time protecting tailings structures against wind and water erosion. Generally, the methods and techniques for establishing vegetation are well known; however, there are many site-specific factors that can alter a particular reclamation approach. Those factors include slope gradient, tailings material size, solar exposure, and physical and chemical properties of tailings. In addition to the site-specific factors, variations in climate, geography, and physiography of a region can have a pervasive influence on the success or failure of a revegetation program. Both the site-specific and regional factors control reclamation planning in such areas as plant variety selection, methods and times of plants establishment, maintenance techniques, and subsequent monitoring methods. As a result of this multifactor relationship, it is important to establish a data base that identifies both the site-specific and location conditions in order to tailor the reclamation plan to the specific area. When an appropriate data base has been collected, detailing the various site-specific and regional factors that will influence a revegetation program (in the absence of previous testing), it is very beneficial to apply experimental techniques to develop the reclamation plan for a specific site. The reclamation plan for a specific site may include several techniques adapted for the differences found within the specific site as the result of topographic or other influences. Considering this, the Reserve Mining Company and Dames & Moore undertook to develop a successful reclamation plan based on a detailed test plot program conducted at the Mile Post 7 location.

Jim Walter Resources, Inc. operates four underground coal mines in Alabama. In 1986, during longwall recovery operations, sparks from a torch ignited methane that migrated onto the face after a roof fall. The fire quickly spread to the gob at the tailgate end of the longwall. The fire was successfully "area" sealed and mining operations resumed after five weeks. However, several problems were encountered during this process. This paper describes the events following the fire, methods used to control the situation, problems encountered, and steps taken to ensure preparedness for any future occurrences of this type.

In a continuing effort to upgrade tunnel design and construction practice, the New York City Transit Authority sponsored a geotechnical monitoring program on a recently completed section of the E. 63rd Street line in mid-town Manhattan. The purpose of the program was to document rock behavior as well as temporary and final rock support systems to provide a possible basis for either confirmation or modificification to design methods and construction specifications. This paper describes those portions of the study associated with rock behavior and temporary support systems. The entire study included monitoring of rock movements above the tunnel as well as adjacent to a 36.6m (120 ft) shaft, monitoring of stresses in steel ribs, monitoring of loads in rock bolts in two test sections and monitoring of stresses in the final concrete lining. PROJECT DESCRIPTION Route 131-A, Section 4 is located in mid-town Manhattan extending from under the Central-Park Zoo on Fifth Avenue eastward under 63rd Street to the end of contract between Madison and Park Avenue. Figure 1 is a Project Locus Map. The contract included approximately 355m (1165 l.f.) of 4 track tunnel(13.4m (44 ft) wide by 13.7m (45 ft) high excavated dimensions) plus a 22.9m (75 ft) by 19.8m (65 ft) by 36.6m (120 ft) deep ventilation shaft. The entire tunnel and most of the excavation shaft was excavated in metamorphic rock, known locally as the Manhattan Schist. The depth to tunnel invert varied from approximately 27.4m (90 ft) at the west end of the contract to 35.Om (115 ft) at the east end. Rock cover above the excavated crown varied from approximately 6.7m (22 ft) at the approximate mid-point of the contract to 18.9m (62 ft) at the western end.
