Equivalent-pressure ventilation is a method of balancing the air pressure between a productive face and its gob to extinguish fires and prevent the infiltration of toxic gases, so that the production of the face can be maintained. The method was successfully applied in Coal Mine No. 1 of Hebi Coal Mining Administration in north-central China. In this article, a practical application of the equivalent-pressure method to prevent carbon monoxide from entering an active longwall face adjacent to a fire breeding area is described, and four steps to achieve equivalent-pressure are discussed. The reliability of using this method and measures to maintain the equivalent-pressure are analyzed. It was observed that this method could maintain high production level while no sacrificing safety at the longwall face.

It is well known that the chemical environment determines the success of the flotation process, however its characterization and control is difficult to achieve. This work evaluates the use of various measurements, including mineral potential measurements, in gaining an understanding of the influence of varying parameters such as the milling media and the reagent suite composition on the flotation performance of a platinum group metal (PGM) bearing ore. The results showed differences in the response of the various mineral electrodes to the different conditions, however the changes in flotation performance of the different minerals in the ore could not be wholly described by the electrochemical changes, demonstrating the limitations of these measurements.

On February 5, 1973, Eastern Associated Coal Corp began shortwall mining in their Federal No. 1 Mine, thus marking the first attempt in the United States at modern shortwall mining, i.e., using a continuous miner to extract coal open-ended from pillars 100 to 200 feet wide, under the protection of a self¬-advancing roof support system (1)1/. Since then, four additional shortwall faces have been operated. While the number of face-years of shortwall experience in the United States is limited, this experience has been anything but uniform. Differences in operator motivation, coalbed parameters, geologic conditions, panel dimensions, and face equipment all have contributed to a wealth of knowledge which can provide guidance for the design of future shortwalls. The purpose of this paper is to review the history of shortwall mining in the United States and to assess its value to the U.S. coal industry in terms of the health and safety of the miner, the percentage of coal recovered, coal production, worker productivity, and relative cost performance.

An accurate knowledge of the interactions among mineral particles and between such particles and dissolved and precipitated species is important in developing efficient separation processes. In this investigation, interactions relevant to dispersion and selective reagent adsorption (the two main prerequisites for selective flocculation) within Florida phosphatic clay Waste were studied. Initial studies with artificial slimes, consisting of pure clay and phosphate minerals, showed dispersion of artificial slimes to be relatively easy. The problems that were encountered during selective flocculation of the artificial slimes were due to unselective polyacrylic acid adsorption on clay, which was caused by the presence of multivalent calcium ions on the exchangeable cation positions on the clay surfaces. This problem could be solved by exchanging calcium for sodium, which reduces the interaction between the polymer and the clay surface. This procedure, however, was not successful for mineral mixtures. Natural slimes were found to be much more difficult to disperse. This was attributed to the presence of cementing materials such as humic substances and Al and Fe (hydr)oxide precipitates. Selective removal of these cementing materials resulted in good dispersion and partial separation. A further increase in the separation of natural slimes is most likely determined by the presence of calcium on the clay surfaces, as was found for the artificial mixtures.

INTRODUCTION "Most people would probably agree that some degree of government control and regulation is essential in modern society, and it will likely continue as an important part of our social organization for the foreseeable future. But most of us tend to be ambivalent about it. In one situation or another we are likely to see government commitment to social benefit programs or regulatory devices either as an expanding encroachment on the freedom of the individual or as an undue interference with private enterprise or with the rules of the market place. But even where there is agreement as to the desirability of government initiatives, either in general or in a particular context, it by no means follows that there will be approval of the mechanisms or procedures used or the means of carrying them out." The above statement is taken from a 1980 Working Paper of the Law Reform Commission of Canada prepared in connection with its study of the exercise of administrative law in Canada and the practices and procedures of administrative tribunals. The Atomic Energy Control Board (AECB) is one such administrative tribunal, and as the federal nuclear regulatory authority, it is responsible for licensing the production, possession and use of nuclear materials, equipment and facilities and enforcing compliance with licence conditions governing the health, safety, security and environmental aspects of the activities involved. Although the AECB was established 35 years ago with the passage in August 1946 of the Atomic Energy Control Act, like many administrative tribunals its role and functions and the regulatory process which it applies have evolved significantly during this period. The changes which have taken place over the years reflect not only the vast scientific and technological developments which have occurred but also the marked differences between contemporary society and the social milieu of the mid-1940s. However, the basic philosophy of nuclear regulation in Canada and the underlying principles of the regulatory process have changed very little. Certainly, the process is far more open in terms of the general public, it has become appreciably more comprehensive and systematic in terms of the depth and extent of both the pre- and post-licensing technical evaluations which are conducted and the ensuing compliance program. Furthermore, it now applies to the whole of the nuclear fuel cycle as well as the industrial, agricultural and medical applications of radionuclides. Nevertheless the following fundamental principles remain unchanged: a. primary responsibility for achieving high standards of nuclear safety and environmental protection in the design, construction, commissioning and operation of nuclear facilities resides with the licensee; b. the credibility of the nuclear regulatory process depends not only upon its technical correctness and practicability, but also upon acceptance by the public-at-large of its perceived effectiveness and efficiency; c. regulatory criteria and principles should be concise, clearly stated and understandable; d. regulatory decision-making should be based upon stated criteria and principles taking into account pertinent scientific and technical facts only; e. fairness and impartiality must characterize all regulatory decision-making; f. the regulatory process should be subject to a comprehensive periodic review and evaluation to ensure that it continues to produce the desired results at justified costs. EXPLANATORY NOTES The mere statement of a set of principles is a relatively simple task. Far more difficult is the explanation of what these principles mean in practical terms. To stipulate that a licensee bears the primary responsibility for achieving and maintaining high standards of nuclear safety and environmental protection may be regarded by some as an attempt by the regulatory agency to evade the responsibilities assigned to it. However, this is not the case. It is unrealistic for anyone to claim that a licensee only complies with accepted norms of public and occupational health and safety and of environmental protection because of the fear of prosecution. Historically, geologic data has not been adequately considered in resource estimation. More recently, with the use of computers and sophisticated estimation algorithms and geostatistical justifications, geology has been downplayed further. Many reasons are given for not using geology including cost, time and irrelevance. None are valid. Boundaries defining mineral domains should be used in computer-generated resource estimates. Selected case histories show how the failure to honor geology has caused discrepancies in resource estimates of actual in-place resources. After-the-fact differences have included decreases in tonnage of up to 50% and increases up to 300%; partial to complete recategorization of material; and 50% decreases in grade. The costs of gathering and using geology are trivial compared to the potential consequences.

A wind tunnel investigation into the fundamental characteristics of jet fan performance is described. The effects of varying fan positioning in a square tunnel cross section are reported for two fan outlet diameters and velocities. Tests were conducted, also for a jet fan placed in a flow developed by an external fan operating in the same direction as the jet fan. The position of the jet fan relative to the tunnel walls was found to affect its performance. Performance parameters were determined and used to formulate theoretical equations based on momentum and energy considerations. The results identified a range of flow ratios which can be used to design an effective jet fan ventilation system and provide a basis for the selection of jet fans for practical mining applications

The Bureau of Mines investigated rapid bubble-pulp separation to improve flotation kinetics. A shallow-depth froth separator was employed to quickly recover the mineral-laden bubbles from a mixture of ore, water, and air bubbles. The shallow depth minimized the rising distance required to recover even the smallest size bubbles (100 ~m). Therefore, the slurry remained in the unit only long enough to recover the bubbles before the pulp exited through the conical bottom. Joining this unit with a rapid bubble-particle attachment unit, a rapid flotation system was formed that floated silica from phosphate in one-fifth of the retention time for conventional mechanical cells. The hydrodynamics of the rapid flotation system along with fundamental parameters for scale-up are presented in this paper.

Total world energy consumption is projected to continue its strong growth of recent years. Because coal is the most abundant fossil fuel, it will likely remain an important energy source, particularly for power generation, into at least the early years of the next millennium. Clean coal technologies are available today that can economically reduce air pollution, primarily SO2 NOx and particulates, and for the higher efficiency technologies, CO2, from power generation. U.S. Department of Energy analyses show that the adoption of clean coal technologies could decrease carbon emissions worldwide while creating a strong export market with attendant creation of jobs in the U.S.

The difficulties that rise during the evaluation of multiple-layer lignite deposits come from the deposit structure (alternating lignite layers with intercalated material of varying thickness), as well as from the limitations of the applied selective mining. Thin layers of lignite and interbedded waste layers are grouped under specified assumptions regarding thickness and ash content, to form the exploitable blocks. However, in practice the decision for excavating a block is made under subjective constraints of different importance or by using uncertain data. Advances in Fuzzy Inference Systems (FIS) have provided a new approach to the evaluation of multiple-layer lignite deposits. FIS have the ability to handle imprecise or incomplete or linguistically ambiguous information and to incorporate them into decision-making processes. In the developed FIS (Mamdani type) new linguistic variables, concerning with working conditions, operators? experience and production were involved. The FIS was used for the estimation of quality characteristics and reserves of the exploitable lignite produced from Southern Field mine, Ptolemais (Greece).

Introduction Cross borehole seismic tomography (CBST) is a geophysical technique that allows definition of the distribution of some physical rock property between two boreholes. The method is similar to the computer-assisted tomography (CAT) scans used by the medical industry. This paper describes the method, its applications and the developing trends in its use that interest the mining industry. The idea of using tomography in connection with geophysical methods for measuring rock properties between boreholes has been around for three or four decades. Until the advent of high-speed, large-capacity computers, the necessary calculations were too formidable for production use. Another factor in the development of the technique has been the refinement of a mathematical base to meet the needs of the medical industry. The geophysical applications have benefited from this refinement. An extensive discussion of the basic theory is given in Kak and Slaney (1988). CBST, although widely researched and written about, is still not extensively put to use in mining and engineering projects. Most real world examples in the literature have come from research carried out by government laboratories or by large companies. An exception is the regular use by Prospection Geophysique Francaise (Cottin et al., 1986) in damsite investigations. The Japanese appear to be doing extensive research and testing of CBST's uses in civil engineering projects (Saito et al., 1988). Canada is researching the use of the method in connection with nuclear waste site investigations (Wong et al., 1987). Finland has tested the method in connection with a foundation investigation for a nuclear power plant (Cosma et al., 1984). In the US, the US Bureau of Mines has taken an interest in using CBST as a means to enhance in situ mining operations (Tweeton, 1988). Major oil companies are examining the method as a tool in oil field development (Justice et al., 1989). Description of the method CBST involves placing a series of receivers down one borehole and recording transmissions from an energy source placed successively at a series of positions in another hole. The objective is to generate a dense network of seismic raypaths between the holes. The denser the network of raypaths, the better the features between the boreholes are resolved. Either seismic travel times or sine wave amplitudes are measured by the receivers. Analysis of travel times between boreholes develops a picture of rock velocities between the holes. Analysis of seismic wave amplitudes develops a picture of the distribution of energy transmission characteristics between the holes. These seismic properties can be used to define occurrences of fracture zones, lenticular sequences or other important geologic data not apparent from examination of the borehole logs. When longitudinal (compressional) and transverse (shear) waves are analyzed, the physical properties, such as elastic moduli, can also be mapped. When wave amplitudes are measured, rather extensive corrections to the data are necessary. There is some disagreement among researchers as to the feasibility of making some of the corrections. For this reason, this paper will concentrate primarily on travel time analysis. Wave amplitude analysis will be mentioned occasionally only in passing. This does not mean that amplitude analysis does not provide important data on rock parameters, only that for the present there are limitations on its uses. Vertical seismic profiling (VSP), extensively used in recent years in oil exploration, is similar to CBST. Instead of using two boreholes, however, the VSP method uses an array of seismic sources or detectors down one hole and an array of detectors or sources along the surface radiating outward from the hole. While adequate for determining vertical velocity distributions, the VSP method is not, by itself, suitable for most engineering or mining projects. Treatment of refractory gold ores containing arsenic have always presented a major problem in their processing to recover the contained precious metal values. The major difficulties are concerned with lower recoveries, production of hazardous fumes, effluents and residues. Because of'these arsenic related problems, many otherwise economically attractive precious metal deposits and dumps all over the world are not exploited. In recent years, treatment processee for refractory gold ores and concentrates have been explored and a few commercial operations employing roasting or pressure leaching have resulted. Roasting has limitations due to environmental constraints related to off gases. Pressure leaching involving high temperatures (180% to 200%) and pressures (400 psi) is accompanied by high capital and operating costs. An alternate route to roasting for treating pyrite and arsenopyrite ores and concentrates ia the "lime-oxygen hydromet" process carried out at a moderate temperature (100%) and pressure (100 psi). A simplified process for treating such arsenic containing ores and concentrates utilizing low temperature and pressure oxidation is presented. This low cost treatment with compressed air and lime renders arsenic as an inert component in the residue, meeting all the requirements of the EPA Toxicity Test. The precious metal values are then extracted from the autoclaved residue by standard cyanidation. This paper discusses this new development.

Technical advances in longwall mining over the last several years have resulted in much larger and faster shearers that have the capability of mining at speeds over 30 m/min (100 fpm). This has resulted in a substantial increase in the amount of dust that is generated at the shearer and during shield advances. Meanwhile, increased underground coal production has put a greater demand on longwall dust control systems as some operators have had difficulty maintaining consistent compliance with federal dust standards. To address this need, the U.S. National Institute for Occupational Safety and Health (NIOSH) is investigating the effectiveness of a water spray manifold mounted on the tailgate end of the shearer body. The sprays are oriented parallel to the tailgate ranging arm, and these sprays create a water curtain confining the dust plume near the face, preventing the dust from drifting into the walkway. This redirection of dust provides a clean air envelope for the tailgate shearer operator and jacksetters working near the tailgate drum. Three different tailgate spray manifold designs were tested and evaluated at the Office of Mine Safety and Health Research (OMSHR) Pittsburgh Longwall Test Facility. Manifolds were equipped with hollow cone or flat fan water spray nozzles and evaluated at three face air velocities — 152, 213 and 274 m/min (500, 700 and 900 fpm)— and at water pressures of 689, 1,034 and 1,379 kPa (100, 150 and 200 psi). Reductions in dust concentrations were observed at six face sampling locations for all the tailgate manifold systems at each of the tested spray pressures and face velocities. Average reduction efficiencies of at least 90 percent were seen at the three sampling locations closest to the shearer for all three manifold systems at nozzle spray pressures greater than 689 kPa (100 psi). Based on results from the laboratory tests showing reductions in dust concentrations at sampling locations downwind of the shearer, a spray manifold was fabricated and evaluated at an underground operation.

And a new generation of safety culture experts are telling mining companies how to use it: It is a situation that is still too common in the mining industry: the latest personal protective gear is in place. The safety rules are known and followed. And then, in a moment of inattention or carelessness, a mistake is made and someone gets hurt or killed. Common wisdom claims that such accidents are impossible to eliminate entirely. Mining is dangerous, and some miners will always be hurt and killed. An increasing number of mine safety experts, however, reject the common wisdom. A year with zero mining deaths is possible, they say; with the use of one of the newest weapons to the mining industry in the safety war: the concept of safety culture. Safety culture refers to the set of attitudes, beliefs, perceptions and values that influence safety in the work environment. It is also sometimes called the way an organization behaves when no one is watching. Robert Peters, of the Office of Mine Safety and Health Research (OMSHR) at the National Institute for Occupational Safety and Health (NIOSH), describes safety culture this way: ?It?s what?s believed on a day-to-day basis. For example, if a miner sees a workplace hazard and he truly believes that his boss wants him to identify the hazard and bring it to the company?s attention, that would be an example of a positive safety culture.?

The ECOMINING platform aims to develop a scientific and technical organization in order to promote within the natural resources industry a framework for environment-friendly exploitation technologies (on Best Available Technologies principle) and also to develop a solid basis for performing Research and Development projects. The ground of this project is the success of the First International Seminar: ECOMIN-ING - Europe in 21st Century1, organized by the Research and Development National Institute for Metals and Radioactive Resources Bucharest in co-operation with ITASCA Consultants GmbH Germany, the University of Petrosani and supported by the National Society of Salt Bucharest & Praid salt mine branch and the Ministry of Economy and Commerce. The platform provides a complex data base, for partners? selection and researchers? team structure. This can provide the scientific results with a high level of confidence for the projects of interest in the field of exploitation of mineral resources and for the participation on national and international project proposals competitions (i.e., target the 7th Framework Programme or any European / national programme, which can provide funds for the ECOMINING platform field of interest). The next step is the affiliation of the ECOMINING platform to the European ones, and to be compatible with them. The ECOMINING platform represents itself a 7th Framework Programme (FP) project idea.

The "Gold" chapter of my adventures did not start with a rush. On May 14, 193 1, Thayer Lindsley wired me asking if I could examine the Pioneer mine in British Columbia right away. I replied, "Yes," but I had never heard of the Pioneer and, although many others were asking about gold during the Depression, none were doing anything about it. A little later another wire asked me to meet Gen. A.D. McRae in Vancouver in a couple of days. This was the start of 20 years of intermittent examinations for Lindsley. I took the train to Seattle and the night boat to Vancouver where I met Gen. McRae and his associate Victor Spencer. McRae had been one of the Canadian leaders during World War I and, for his services, he had been made a Canadian senator, a lifetime job. Col. Spencer was proprietor of a big store in Vancouver, and almost as distinguished. A seaplane was waiting for us in the harbor, to be piloted by Major McLaren, one of the leading Canadian flyers during the war. He flew us up the long fjord of Howe Sound and then on north along the route of the provincial-owned Pacific Great Eastern Railway past jagged snow-clad peaks to the village of Shalalth on Seton Lake. A rental car run by Curley Evans, a noted British Columbia character, was waiting for us in Shalalth and it took us for 50 miles over one of the steepest and crookedest roads I had ever seen. At the end of the road the Pioneer camp was set in a deep canyon in the Coast Range. Dave Sloan, another British Columbia character, was waiting for us and he immediately took me underground, at nine in the evening, to see the Pioneer ore. The ore body was then a small one but it was running over an ounce of gold per ton. The name Dave Sloan became synonymous with Pioneer. McRae and Spencer told me the history of Sloan arid the Pioneer on the way to the mine. The rich surface ore had first been discovered about 1879. The design of coal-mine layouts is based on the knowledge of a broad range of geological and geotechnical parameters, which must be determined from a sequence of exploration programs. It follows that any weaknesses in selecting, determining, interpreting or utilizing these data are inevitably reflected into the mine-planning process. In this paper, the main methods of exploration are reviewed and evaluated with the emphasis on acquisition, interpretation and storage of variables pertaining to mine-design. Some common problems are highlighted and recommendations are given for improving the utilization of data and optimizing coal-mine design procedures.

The Bureau of Mines demonstrated ferric chloride leaching of galena concentrate on a continuous bench-scale basis. Leaching was performed at 95° C and with a contact time of 15 min. The ferric chloride leaching solution was continuously fed to a leaching tank at a constant rate for periods up to 45 h. In each test a constant redox potential was maintained in the slurry exiting the leaching tank by controlling the concentrate feed rate. In the 45-h test, lead extraction exceeded 99.5 pct, and the lead chloride produced was 99.97 pct pure.

"The Jurassic coal fields which lay in west China are the major energy base and contain half of coal resources in China. Due to the gather and degeneration rules, the spontaneous combustion characteristic of Jurassic coal is distinguished with permo-carboniferous coal, which needs to be studied deeply. Programmed heating experiments of five Jurassic coal samples and three permo-carboniferous coal samples from different primal coal fields in West China were conducted to identify the characteristic parameters in the low temperature stage of oxidation and spontaneous combustion. The experiments were carried out under non-isothermal heating conditions up to 180? at the heating rate of 0.33?/min in an air atmosphere. The result showed that oxygen consumption rate, CO gas production rate and heating intensity of all coal samples increased with the rising of the temperature, which of the Jurassic coal was higher than that of Permian-carboniferous coal. The C2H4 gas of Jurassic coal generated earlier, more than that of Permian-carboniferous coal in the process of oxidation and spontaneous combustion. It indicated that the Jurassic coal was easier to be oxidized and spontaneous combustion and the index parameters of spontaneous combustion were different between the Jurassic coal and permo-carboniferous coal.INTRODUCTION Coal was the foundation of industry development, and occupied 70% of primary energy production and consumption structure in China. According to the data of the 3rd coalfield prediction, 39.6% of the total coal resources were located in northwest Jurassic coal field in China [1], where the quality of coal was excellent. The study of northwest Jurassic coal already dated from the 80s of the 20th century, about coal rock composition, coal metamorphism [2], coal-derived hydrocarbons, coal structure [3], etc. The results of these studies showed that the composition and properties of Jurassic coal was obviously different from Permian-carboniferous coal, as well as the characteristic of spontaneous combustion [4]. As a result, the spontaneous combustion characteristic of Jurassic coal particularly needed to be studied. Now more and more methods could be conducted to test the characteristics of coal spontaneous combustion, for example, thermal analysis technology [5-7], programmed heating experiment [8-10] and coal spontaneous combustion experiment [11,12]. In these methods, programmed heating experiment could be conducted to determine the oxygen consumption rate, CO gas production rate and heating intensity quickly."
