Large scale copper heap leaching in Chile began in November 1980 when the Lo Aguirre heap leach project was put into operation. At almost the same time, El Indio gold mine began production. While El Indio was not a heap leach project, it was Chile's first major bulk tonnage, open-pit gold deposit. This paved the way for the introduction of North American gold heap leach technology in the early 1980s. Heap leaching has become more popular in Chile during the past five years because it allows the exploitation of large but relatively low grade ore bodies at a reasonable cost. Pioneering research in hydrometallurgy carried out at some Chilean universities and at the Centro de Investigaciones Minero Metalurgicas (CIMM) played an important role. There are more than 10 large copper heap leach and solvent extraction/ electrowinning (SX/EW) process plants in different stages of development in Chile. Total production from these facilities will eventually increase Chile's present copper exports about 50%.

The 1980s saw a revolution in gold extraction technology, paralleled only by the implementation of the cyanide leaching process in the late 1800s. This revolution was led by the widespread adoption of carbon adsorption processes for gold recovery, heap leaching of low-grade ores and development of a variety of oxidation processes to treat refractory ores. In the late 1980s, gold production in almost all regions of the world increased, with the notable exception of South Africa. This geographical variety is creating a greater diversity of challenges for gold metallurgists. This is due to a wider range of ore types, new and varied environmental regulations and legislation, and a requirement to select the most appropriate technology to suit local needs. North America has led this technological revolution in the gold industry and is responsible for commercialization of most of the major innovations: carbon-in-pulp, heap leaching, whole ore pressure oxidation and whole ore roasting. Process selection trends A general trend in precious metals extraction technology has been the treatment of ores with progressively lower grades. The lowest cost treatment, dump leaching of material at run-of-mine size, has been increasingly applied. ZortmanLandusky, in Montana, is successfully leaching material above a cutoff grade of 0.2 g/t (0.006 oz/st) at an average rate of about 28 kt/d (31,000 stpd). At this scale of operation and in the absence of any cyanide-consuming species in the ore, process operating costs for a ge¬neric run-of-mine leaching operation are estimated to be between 60 and 75 cents/ t (66 and 77 cents/st). One of the largest heap leach opera¬tions treating crushed ore is the Round Mountain Mine in Nevada. It processes about 45 kt/d (49,000 stpd) at an average grade of 1.1 g/t (0.032 oz/st) at a nomi¬nal crush size of 80% -19 mm (-0.7 in.). Round Mountain also treats lower grade ore above a 0.2 g/t (0.006 oz/st) cutoff by dump leaching at run-of-mine size.

The Upshur Complex of Island Creek Coal Corp. consists of approximatly 35.000 acres of both surface and deep mine researves located in Upshur County West Virginia. The principle seams on the researve are the Middle and Lower Kittanning. Other mining in the area during the late 1960's and early 1970's produced surface mines that exhibited severely acidic drainage characteristics both during the mining phase, and after reclamation was completed. The Buckhannon River, the principal drainage for the area, is a high quality, lightly buffered stream, that is periodically stocked with trout. Because past mining had caused post mining acidic discharges and the Buckhannon River was a valuable recreational resource, mining permits for the area were put on hold by regulatory authorities, until solutions to the acid mine drainage questions could be addressed. In 1978, the director of the West Virginia Department of Natural Resources appointed a Task Force consisting of Industry, Regulatory. and Academlc participants. This Task Force was charged with gathering information and evaluating field procedures used during mining to prevent acidic mine drainage. In 1979, the group published a document titled "Suggested Guidelines for Mining in Potentially Acid Producing Overburdens" which summarized material handling and mining procedures that could be employed to help prevent the occurrence of post mining acid mine drainage. In 1982, a Technical Advisory Committee was appointed consisting of well known researchers in the field of acid mine drainage prediction and prevention. The group was charged with the task of conducting research in the field of acid mine drainage prevention. Mining conducted at the Upshur Complex between 1979 and 1986 employed various acid mine drainage preventative techniques recommended in the suggested guidelines manual and techniques concurrently being researched by the Technical Advisory Committee. Costs for the various techniques were documented and the resulting post-mining water monitored. The results of these evaluations are used by Island Creek in the planning of future mining operations in potentially acid prodcuing environments

INTRODUCTION The mining industry has been under- going a significant restructuring for the past several years. Some firms have been liquidated. Some have been merged with other firms. A number of mining divisions of larger firms have been spun off, in some cases in leveraged buyouts by management. Recently, there have been a number of spin outs of gold subsidiaries. There are also a number of start-up situations where new firms are emerging as significant gold producers through mine development or acquisition. This restructuring has created an attractive market for specialized mining finance firms, and a number of firms have recently entered that field in the United States. These firms provide financial advisory and valuation services to mining firms and project developers, and access to venture capital. In some cases, they invest for clients or for their own account. I have been asked to describe how our firm works, and what kind of information we expect to receive when mine developers seek our assistance in financing a project. HOW WE OPERATE Denver Mining Finance works for both mine developers and investors. We also provide expert advice on mining issues to governments and to firms who are in litigation over mining issues. A lot of our work involves valuing mineral interests for various purposes. Our principal expertise is in the technical, commercial, and financial area. We help put mining deals into shape commercially so that they can be financed, and we help investors get into mining deals that are commercially sound. We work on projects, but we also advise mining firms on the structure of their business and how to make the most out of one or several mines that they might own. In addition to our work for clients, we are also prepared to invest in mining projects for our own account, and to recommend gold properties for acquisition by our parent company, Royal Gold, Inc. We are, to some extent, a venture capital firm, in that we sometimes work with projects that are not "bankablerV1 and are prepared to invest in attractive early-stage situations in mining. However, I want to emphasize that our principal focus is on development of commercially attractive mining projects that can be brought into production in the best possible financial terms. If we can make a project qualify for a project loan from a commercial bank, we will not advise the developer to use high cost venture capital. For the purpose of this paper, I will focus primarily upon our functions with respect to development of precious metal projects. In a typical case, a firm with an advanced-staged project approaches us for help with financing the final feasibility study, and construction and operation of a mine. In some cases, the developer has already developed a financing plan and wants only our access to investors. If we agree that the project is sound and that the financing scheme will be attractive to investors, we will help the developer reach investors on a commission basis. In such cases, we are particularly insistent that the financing plan and our participation meet all regulatory requirements, particularly compliance with state and federal securities laws. In most cases, however, the developer asks us for advise both on how to structure the financing, and how it can be implemented. Here we work for fees based on hourly rates for advisory work,

A cooperative study was undertaken in a neutral atmosphere by representatives of the environmental community, the mining industry and state government to identify and resolve environmental issues associated with base and precious metal mining before a commercial mining development is announced. The study included testing Minnesota's as-yet-untried nonferrous mining regulatory program using three hypothetical mining developments sited in environmentally sensitive areas where future mining could occur. Results include identification of critical paths for regulatory decision making, identification of particularly sensitive environmental issues that mill need continued deliberation before resolution and characterization of data necessary for environmental review and permitting decisions.

The behaviour of chalcopyrite - mineral specimens and a Portuguese concentrate - in 2M chloride solutions prepared from hydrochloric acid and sodium chloride, has been characterized by cyclic voltammetry. The study has shown the influence of the potential and of the presence of impurities in the reaction schemes and their relative extent. The dissolution of chalcopyrite concentrate under potentiostatic control has been investigated and found to confirm the effect of the selected potential on the surface modification/rate of dissolution. An attempt has been made to correlate the information obtained with the response of the concentrate electrode to constant current treatments.

To meet the growing need for CO2 capture and storage technology, Michigan Technological University is researching CO2 capture and storage using alkali solutions1. Without implementing emission controls, world energy emissions will rise from 29.7 billion t in 2007 to 42.4 billion t in 2035. The first objective of the project was to determine the optimal amount of alkali in solution for CO2 absorption. This was accomplished using theoretical equilibrium calculations and experimental absorption data for alkali solutions of 1, 2, 3, 4 and 5 weight %. As the % alkali in solution increased, so, too, did the ionic strength of the solution. Theoretical calculations took into account the effect increasing ionic strength will have on the solubility of gaseous CO2. The calculations assumed negligible formation of H2CO3, constant temperature and constant pressure. In the experimental setup, a 16% CO2 /balance air gas mixture was bubbled through an Erlenmeyer flask filled with an alkali solution. The gas exiting the flask was fed to a gas analyzer to record the % CO2 in the exhaust gas stream. The % CO2 absorbed was taken as the % CO2 in the exhaust gas minus the % CO2 in the feed. Theoretical calculations found that as the % alkali in solution increases, the solubility of CO2 decreases. This was verified by experimental data, which found that a 2% alkali solution, by weight, was the ideal solution for CO2 absorption. Current research is focused on using the 2% alkali solution for permanent storage of CO2 via mineral carbonation to produce a value-added product.

INTRODUCTION The development during 1979 of a relatively small, but high grade (10,000 tonnes uranium at an average grade of 2 per cent), uranium ore body at Nabarlek in the Northern Territory, Australia offered an excellent opportunity to obtain detailed radiation data for an open cut mine operating during the dry season. The ore body (Queensland Mines Limited-1979), which was completely extracted in a period of four and a half months, consisted of a vein type deposit dipping at 30 to 45 degrees and contained a central core of pitchblende in massive and irregular pods, surrounded by lower grade fine grained disseminated pitchblende. Mineralisation extended from the surface to a depth of 72 metres over a length of 230 metres with an average but variable thickness of 1D metres. Ore near the surface had been heavily weathered and complex secondary minerals were formed which had dispersed from the main vein. Mining was carried out with large earth moving equipment. Overburden and weathered surface ore were removed initially with scrapers. At greater depths bulldozers were used to rip and assemble ore and rock at each level, and these were removed by large trucks to the ore and waste rock stockpiles. Where necessary, blasting took place during shift changes each evening. Mining was essentially continuous with two ten hour alternating shifts working for thirteen days out of fourteen. At the completion of mining a relatively small excavation (335m x 185m x 70m) remained, and this will serve as a tailings repository during the milling phase. FIELD MEASUREMENTS The inhalation of radon daughters, arising from the radioactive decay of radon gas is well established (Archer et. al. 1973) as a potential hazard in the uranium mining industry. Control over radon and its daughters to ensure that recommended exposure limits are not exceeded is achieved by providing adequate ventilation, and under normal circumstances natural ventilation from an open pit should be sufficient. However, during the dry season it is not uncommon for stable atmospheric conditions, with little horizontal air movement, to develop - particularly at night - and significant radon daughter concentrations may accumulate. Throughout the entire mining period measurements were therefore made of radon and radon daughter levels at representative locations within the pit and on the ore stockpile as it developed. Initially these measurements were carried out manually, using the Rolle method for radon daughters, (Rolle 1972) and .scintillation cells (Lucas 1964) or a two filter tube for the determination of radon (Thomas 1970). For the latter half of the period however, a continuous recording instrument, developed within the Laboratory was used to provide a detailed record of radon daughter levels within the pit. At the same time, continuous readings of wind speed and direction, and vertical temperature gradient between 10 and 3D metres were recorded on a 30 metre meteorological tower, situated 800 metres from the pit. Radon Emanation Rates It is evident that radon and radon daughter concentrations depend on the grade, or more particularly, on the surface radon emanation rate of the ore which is exposed. Accordingly, as the mine progressed, detailed measurements were made of both of these quantities. The surface emanation rate of radon was determined for each ore bench as it was exposed by placing an extended array of canisters, filled with freshly degassed activated charcoal, face down on the ore for a known time. These canisters, which had previously been calibrated in the Laboratory, adsorb radon with high efficiency, and the total radon adsorbed is measured after retrieval by detecting the gamma rays from the trapped radon daughters (Countess 1977). At the same time, as each canister was placed in position, a measurement of the local ore grade was made for each location. This was achieved with a calibrated sodium iodide scintillation detector, adjusted to detect the 609 keV gamma ray from the isotope 2148i, a decay product of radium. Finally, measurements were made of the radiation field 1 metre above the surface, with a gamma ray survey meter, which was calibrated in the Laboratory. The relationship between the scintillator count rate and ore grade was determined by comparing the scintillator output with the gamma monitor, and relating the latter measurements to ore grade (Thomson and Wilson 1980). It was observed that while emanation rates and ore grades varied widely, the ratio of emanation rate to ore grade was in general fairly stable. A plot of this ratio is presented as a function of depth below the original surface in Figure 1. For most observations the ratio is constant at a value of 80 Bq m-2 s -1 per unit ore grade, where ore grade is expressed as percentage of U308. At the surface however, where the ore was weathered, the ratio was about a factor of three higher, and at two particular depths, where high grade pitchblende was being removed, it was very much lower. This was not unexpected as earlier Laboratory studies of drill core samples from Nabarlek had indicated that the emanation coefficient (the fraction of radon produced within the ore which escapes from the mineral particles) decreases with increasing ore grade.

As a result of higher levels of production and greater depths the underground mining industry in the UK is encountering hotter climates in some workplaces. It is widely known that high heat and humidity in an underground workplace will result in reduced performance and may also seriously impair the health and safety of the workforce. It is therefore of paramount importance that the underground environment can be effectively predicted in order that sound decisions can be made to reduce the effect of climate on working personnel. Over the years numerous computer programs have been developed to predict the climate in underground mines. One such important program, developed by McPherson, is CLlMSlM TM which is a prediction model of heat and mass transfer along a single roadway. This paper describes the development of a computer model, called DRIVE, to predict the climate in single entry drivages. This program incorporates the theory established by McPherson for the development of CLlMSlM TM. This involves the algorithm for unsteady state heat transfer. Throughout the development of DRIVE underground measurements have been taken to correlate the program. DRIVE will predict the changes in psychrometric and thermo- dynamic conditions along the drivage depending on a number of parameters. Firstly, the type of auxiliary ventilation system employed such as forcing, exhausting, overlap. Secondly, the addition of heat and moisture due to autocompression, machinery, strata, fissure water, oxidation, broken rock, fallen rock, refrigeration equipment, lighting, personnel, service water. Computer techniques for open-pit limit analysis were introduced into Kennecott Copper Corp. (KCC) during the early 1960's. The first computerized approach used block matrix mineral and economic models, and a removal increment mining simulator. A detailed description of the approach was published in the May issue of Mining Engineering (Carlson, et al., 1966) and also in Chapter 30.3 of the SME Mining Engineering Handbook (Pana and Davey, 1973). Since then, many refinements have been made to improve the system and the resulting pit limit design. The fundamentals, however, generally remain unchanged. Computerized open-pit limit analysis is presently used by Kennecott's open-pit copper properties and by the Quebec Iron and Titanium Corp. The system and the fundamental evaluation techniques it represents are cornerstones of all open-pit mine planning activities within KCC. This case study describes a typical example of open-pit limit analysis within KCC. The case involves a copper sulfide porphyry deposit with additional minor amounts of molybdenum, gold, and silver. The ore-grade mineralization within the pit design will be mill feed for a sulfide ore concentrator, and subore grade mineralization will be classed as waste and placed on dumps. The contributions to production and profits from dump leaching are insignificant, having minimal effect on the pit economics and design, because the material responds poorly to leaching solutions.

The list of environmental issues facing industry in general, and the mining industry in particular, has placed greater emphasis on the concept of risk assessment and risk management. In informal terms, risk can be defined as the chance of injury, loss or damage. More formally, it is defined as the probability of an occurrence and its consequences. In simple terms, risk assessment involves three questions: What can go wrong? How probable is it to go wrong? If it goes wrong, what are the consequences? Experts on the subject of risk assess¬ment and management met in St. Louis, MO in October 1992 to discuss the extensive and innovative technology that has been developed in this arena. Each agreed that a consistent framework can be used to approach risk assessment/ management considerations in siting and design alternatives, as well as when considering financial aspects of mine development. And the environmental planning process for mines, as well as planning for operation through closures, will rely more heavily on risk assessment and management techniques. Risk assessment is a tool to assist engineers, scientists and managers make better, defensible operational decisions. A realistic and probabilistic risk analysis, coupled with a sound financial model, can combine a large set of alternatives and criteria to arrive at a defensible decision. Organizers of this regional SME conference believe that mining professionals should become fully conversant with risk assessment techniques and approaches because this arena provides opportunities to develop more rational decision-making techniques. Current health risk assessments rely heavily on Environmental Protection Agency (EPA) approaches. Several speakers and papers show how this approach has been applied to a variety of topics. Two major advantages come forward when applying risk assessment techniques to environmental clean-up options for contaminated sites. They are the selection of practical options and cost-effective alternatives. A probabilistic risk assessment provides results that can be directly related to clean-up costs. It has been shown that small reductions in risk are obtained for large increases in cost after a certain threshold value is reached. A preferred, practical clean-up alternative that provides permanent solutions can be selected based on a probabilistic assessment. Here are summaries of some of the papers presented at the meeting.

The legislation that prohibits the recirculation of air in coal mines was formulated because of the fear that concentrations of airborne pollutants would rise to dangerous levels. This paper undertakes a simple analysis of the effects of a controlled recirculation system on the gas concentrations in headings. It is shown, through an algebraic formulation and a numerical example, that a properly planned system of controlled recirculation leads to a reduction in the maximum general body gas concentration that occurs in a heading.

Mining in semi-arid climates can produce environmental impacts that will not begin for hundreds of years, but once started, may continue for thousands of years. Pit lakes may eventually exceed toxicity thresholds as metals are evaporatively concentrated, and slow unsaturated flow through acid-generating waste can eventually load several kg-SO4/m2-yr to underlying water tables. U.S. regulations are poorly equipped to respond to delayed and long-term environmental impacts, delaying permits as operators and regulators grapple with uncertainty. Improved uncertainty analysis, additional long-term mitigation options, and explicit regulatory guidance offer solutions to this dilemma.

In situ leaching of disseminate gold deposits has been studied from a theoretical perspective to outline the operating environment for the process. Rock permeability and the relationship of permeability to the site of gold particle deposition are key factors in predicting the efficiency of in situ leaching. Permeability measurements, however, have rarely been made during gold exploration, so that secondary geologic features of the deposit must be used. This paper examines some of the geologic characteristics of disseminated gold deposits and comments on the problems and possibilities of in situ leaching of gold.

Introduction The Institution of Mining and Metallurgy and the Institution of Mining Engineers organized the Third International Mine Ventilation Congress held in Harrogate, England. Sixty-one papers were presented and about 300 participants registered. About 30% of the participants came from Great Britain, 20% from South Africa, and about 5% each came from Australia, Canada, China, France, US, and West Germany. The remainder of the participants came from 18 other countries. Eleven of the papers presented dealt with methane, three with diesel exhausts, four with dust, four with radioactivity, 18 with heat, and 15 dealt with main and auxiliary ventilation. Six of the papers dealt with mine fires, which is a boundary region between main ventilation and gas concerns. Ventilation Congress proceedings are available. See ME, December 1984, page 1687, New Books page. With CH4 and radioactivity topics, the Australians dominated since they are becoming large coal and uranium producers. With diesel exhausts, the most important problem in highly mechanized mines, the North Americans were prominent. The South Africans, working in 90% SiO2 in their gold deposits, were preeminent in presentations on dust. They also led in topics related to heat, joined by the West Germans whose mines are getting deeper. In main and auxiliary ventilation, Great Britain and West Germany provided the majority of contributions. Methane The large number of methods for the precalculation of CH4 liberation in longwall mining all contain three elements: gas content of the coal, gas emitting zone (or influence zone of face), and degree of gas emission. Determination of the gas content, commonly accomplished by taking coal samples, does not pose much difficulty. But this is not the case with the other two factors. Most existing approaches rely on rock mechanics observations. Some only rely on intuition or speculation. The West German coal mines conducted a large research project between 1977 and 1982, in which gas pressures around longwall faces were measured. Gas pressures and gas contents can be related. Therefore, influence zone and degree of gas emission can be determined simultaneously. The precalculation of CH4 liberation in room-and-pillar mining is simpler. Since foot and hanging walls remain essentially intact, gas pressure distribution and gas flow can be calculated using hydraulics equations. A key to these calculations is permeability. A group of Australian researchers reported that the permeabilities of rock under three dimensional stress differs from rock under destressed conditions. This fact was known, but no systematic observations existed. These were provided. Methane drainage has been practiced for more than 40 years. It is used with great success in longwall operations. Some of the West Germans think that methane drainage from the footwall is neglected. Under certain geological conditions, they claim this is as important as drainage from the hanging wall. A research project was presented in support of this claim. Considerable efforts have existed for more than 10 years to use methane drainage in room-and-pillar mining. A paper described the accomplishments of Consolidation Coal Co. Since coal and rock are not fractured as much as in longwall mining, gas transport takes place by the slow diffusion from micropores into the cleats. Then, it is transported by laminar flow along the cleats until a drainage borehole or the mine workings are reached. Boreholes about 300 m (1000 ft) long can reduce the gas content of a band of coal 100-m (330-ft) wide by 50% in one year. A paper from India described methane drainage from gob areas. A French paper reported that especially high methane concentrations can be drained from gob areas if the face ventilation is descensional. Methane buoyancy and ventilating pressures compensate each other, and little air dilution by leakage takes place. Another French paper described a newly developed gas and air velocity monitoring system making use of a microcomputer. Four papers on methane dealt with gas outbursts. Two Australian contributions described the problems encountered with CH,-CO2 mixtures and the attempts to solve them with drainage boreholes having 10 to 20-kPa (1.5 to 3-psi) suction pressures. A Hungarian paper described problems and attempts to reduce the risks of gas outbursts in Hungary. Prediction of gas outbursts in coal seams was the focus of an English paper. In an exchange of views with the Program Chairman for the Technical Session on Industrial Minerals and Investment in Foreign Countries, it was agreed that it would be more interesting to approach the problem of mineral investment in foreign countries in a more general framework and not confine it to industrial minerals. Therefore, this Bureau of Mines report is proposed to examine current attitudes toward investments in foreign mineral resources and restraints that they impose on investments necessary to assure supply for future global mineral needs.

Mining and tunneling in so-called “squeezing ground conditions” at high in-situ stress can result in substantial and enduring ground deformations. The magnitude of deformations is closely tied to the applied excavation- and support concept, though typically, they can reach tens of centimeters. The yielding principle is based on the idea, that the need for support capacity decreases as deformation increases. To enable controlled ground deformation and safe working conditions, yielding elements as a part of the shotcrete lining are implemented. These types of elements avoid an overstressing of the shotcrete lining. During the deformation process, the support pressure of the yielding elements and lining increases, thus stabilizing the ground. Furthermore, long-term creep deformations of the rock mass can be absorbed with such a system. This economic support technique represents the state-of-the-art infrastructure tunneling practice in squeezing ground condition. A novel yielding element of High-Strength Expanded Polystyrene (HS-EPS) was invented, which overcomes existing systems’ drawbacks. This innovative system is lightweight and allows for safe and rapid installation. Furthermore, the modular setup of the element enables an easy on-site adaption to react to in-situ deformation patterns and changing ground conditions. Recent experiences from applications in Alpine base tunnels in squeezing ground are presented.

Since the Surface Mining Control and Reclamation Act (SMCRA) was passed in 1977, coal mine reclamation has been restricted from utilizing bluff-1ike features in permanent reclamation. This restriction is based on those provisions of SMCRA which require the elimination of all highwalls. In 1987, the Wyoming Mi ni ng Association began an effort to acquire the ability for coal mines to utilize bluffs in permanent reclamation for the purpose of enhancing the post-mining land use. The regulatory reform approach being uti1ized includes formation of a work group with members from industry, government, agriculture, and environmental organizations to prepare a proposal. Advantages of this approach are discussed.
