Productivity improvements reduced the number of continuous miner sections from seven to three while maintaining full productive capacity. So a decision was made to test an advancing tailgate ventilation system on the shortwall mining section. Having the shortwall mine its own return air system has freed the third mining section for more productive, less costly mining. The advancing tailgate has provided effective ventilation across the face and gob with acceptable pressure losses. The low-productivity, tailgate-development, continuous-miner section has been transformed into to a high-productivity, development-retreat section that is also available for long-term mine development duties, increasing mine planning flexibility.

The Asturian Central Coal Basin, in northern Spain, has been from 18th century an important coal producing area in Spain. Previously to mining activity, aquifer systems were of multibed porous type but the secondary porosity induced by mining operations and constituted by mine voids and fracturing modified the aquifer systems to karstic-porous type. The pumping stop associated with mine closure processes results in the flooding of the mining works. This causes important modifications in the hydrogeology and the hydrology as well as in water flow and in water quality. As a consequence of mine flooding, water overflows through shafts and old galleries or through not controlled ways of water leak to surface. Water tends to recover the original piezometric level, but materials significantly modified by the mining activity behave differently in terms of hydrogeology, and thus, the recuperation of the water level can affect infrastructures and housing in the area of the mine. When pumping stops, the quality of water can also be seriously affected when water comes in contact in oxidant conditions with sulphides and sulphates present in the surface of the materials that are flooded, especially in the subsequent period immediately after pumping stop.

Mineral activity in Ontario represents an annual production in excess of $4 billion. The Ontario government encourages the mining industry to undertake mineral development through grant programs and incentives offered by mineral resource taxation. Computers are playing an increasingly important role in improving productivity in the administration of incentive programs and the Mining Tax Act in Ontario. This has meant speedier processing of grant applications and tax returns which is resulting in a streamlined approach to incentives and taxation in Ontario. The use of computers has resulted in significant contributions to key areas of concern such as assessment of mining tax returns, analysis of the changes, if any, to the Mining Tax Act and modeling of the Ontario Mineral Exploration Program (OMEP). Implementation of state-of-the-art technology such as Local Area Networks (LAN's), fourth generation languages and integrated micro-mainframe information processing has resulted in improved productivity as well as lower costs. As a result, the respective services provided to the mineral industry by these two programs are now delivered in an efficient and cost-effective manner utilizing the latest available computer technology.

The possibilities of the use of ultrasonics in the extraction of gold and silver is the subject of a study initiated in our laboratory since the beginning of 1986. The study consisted of various aspects of extraction, the results of which are in· different stages of advancement. Reduction in leach time combined with higher recovery are the most striking effects so far. The ultrasonics machine, originally part of a small pilot plant, forms now part of a much larger unit. This has the remarkable effect of even higher recoveries and shorter leach times. These data suggested a study on the possibilities of reduction of thiourea consumption. Although promising, the results of these studies require check testing and will be published as soon as our findings have been confirmed. During the study, which consisted of the application in thiourea and cyanide leaching, some interesting side effects were observed. In the first place, a reduction in penetration time which might make coarse grinding feasible. Secondly, an increase in compaction of the filter cake which reduces pregnant liquor losses, especially with clayey ores and industrial waste products. These will be studied under contract in the near future.

In 1990, the former Soviet Union ranked first worldwide in the production of asbestos, chromium, iron ore, iron and steel, lime, manganese, mercury, nickel, peat, potash, and titanium. Since the middle of this century, that nation had maintained one of the world's most valuable mineral industries, ranking number two in 1950 and number one in 1990. It is clearly an enormous mining industry, with more than 1300 enterprises and an estimated employment base of 1.2 million persons (Table 1). Despite its size and historical achievements, however, the mining industry of the 1990s in the former Soviet republics is encountering problems in performance, efficiency, transportation and utilization. The industry operates below full capacity and is plagued by outdated technology and equipment, rising production costs, capital shortages and labor strikes, in addition to general economic deterioration and civil unrest. Attempts to boost domestic minerals supply in the republics so far have failed because of economic difficulties. And the republics lack the financing required to initiate new, large-scale development projects.

INTRODUCTION Radon, thoron and their airborne daughter products may result in a significant biological hazard when they are concentrated in enclosed places such as mines, houses and caves. High concentrations of radon and its particulate daughter have long, been known to be a causative agent for lung cancer to uranium miner: (Archer 1973). More recently increasing concern has been expressed on the possible health hazards associated with long term exposures over large population groups to low levels of radon daughters (Cohen 1980, Stranden 1980). Due to its peculiar geological features, Italy has various natural environments where the content of uranium and thorium in the soil may increase underground radioactivity. The presence in Italy of many underground waters rich in radon may be considered a further important source of radon in underground mines. A preliminary survey of the radon and radon daughter air concentrations in italian underground mines was started in 1971 (Bottino 1973). Furthermore many studies (Sciocchetti 1978, Sciocchetti 1980, Clemente 1980) have been performed during the last ten year to characterize the natural radiation environment in Italy. It has been also demonstrated that 21OPb/21OPo skeletal burden in spa workers and non-uranium miners can be heavily increased by the exposure (short or/and prolonged) to high levels of radon daughter air concentration (Clemente 1980). All these studies have been of great help to put in the right prospective the radiation hazards linked to the underground working activity in non-uranium italian mines. Two main actions have been prosecuted from 1971 until today in order to evaluate in greater detail such radiation hazards and then, when needed, to obtain their reduction to levels which may be considered acceptable. The two actions may schematically described as the following: - Measurement of the radon and daughter (and thoron and daughter when needed) concentrations in most of the italian non-uranium mines. The assessment of the radiation hazards linked to both the annual average lung exposure and the 210 Pb - 210 Po annual average dose to the skeleton is then performed for each considered mine by taking into account the main parameters characteristic of the mine. - Set up of a national regulatory recommendation on the permissible limits for the radiation exposure of workers due to underground mining activity. Such recommendation have been established in 1978 and have been designed in order to implement a national radiation protection practice during the underground mining activity. In this paper a summary description of the results obtained during the execution of these two actions will be given. MATERIAL AND METHODS Measurement of Radon, Thoron and their Daughter Products The excution of the planned survey requires the availability of specific techniques and instruments for measuring the different parameters characterizing the radon, thoron and their daughter exposure in mines. A reference laboratory was set up for the development and the standardization of the measurement procedures. Measurements of radon, thoron and daughter concentrations are performed by various methods: instanteneous or grab sampling methods and continuous read out monitors. The radon concentration is usually measured by a modified version of the two filter method. Mine air is drawn into a polyethylene bag and the sample is there after injected into a two filter tube; after sampling the exit filter is counted by the alpha spectrometric technique. The measurements is completed in a total time of less than 25 minutes at a sensitivity level as low as 3.7 Bq/m3 for a tube volume of 15 1. The measurement of radon and thoron daughter concentration and of the relevant potential alpha energy concentration is performed by means of a portable spectrometric apparatus which was developed at our laboratory (Sciocchetti 1981). The device allows multiple operating modes: instantaneous or brief sampling period and automatic cycles; computer data processing is then provided. Introduction There has been much said recently about the sophistication of Japanese management in turning out reliable, inexpensive products, such as cars and steel. Techniques include consensus management and quality control circles. These have been touted as prime reasons for inexpensive Japanese products. An often neglected, but major factor in the equation of cheap export goods is the role played by Japanese trading companies. These venerable institutions are a vital factor in Japan's overall strategy of keeping the price of raw materials at the absolute lowest levels. This is critical to the country's economy since the nation must import more than 85% of all its coal. A country that is so desperate for imported raw materials would appear, at first glance, to be at the mercy of its suppliers. In Japan's case, however, the opposite is true. With the exception of brief' windows in 1974-75 and 1980-81, Japan has been in the driver's seat in negotiating contract terms. Due to its dominant role in world coal trade, Japan's situation can be described as a de facto monopsony. By definition, a monopsony is a market situation where the product, in this case coal, is offered by many sellers, but is sought by one buyer. This has been due to the role of Japanese trading companies in dealing with suppliers. Table I depicts trading companies by size in 1982. Mitsubishi and Mitsui are overshadowing in terms of size. The others, though less significant, play a vital role in orchestrating the marketplace. Three critical building blocks on which the strategy of the trading companies are based include intelligence networks, exceptional training of company traders, and shrewd contract negotiation practices. Intelligence Networks All success is derived from these three key components. Of the three blocks, intelligence gathering is the most important. With all the sophistication of the Central Intelligence Agency, the Federal Bureau of Investigation, Interpol, and the Surete', the Japanese trading company's method is every bit as competent and far more gentlemanly. Friendly competition is the key to survival. Although one Japanese trading company appears to be in ardent competition with its rival Japanese trading companies, when studied closely, a totally different picture emerges. The end user nominates certain trading companies as market channels and informally guarantees they will receive compensation regardless of which company wins a specific order. With this concept in mind, the pressure is off. The trading company can aim at getting the best price for the end user. Therefore, bargain, beat, and share information. Do whatever is necessary, but get the lowest price for the end user. Even with the game so gentlemanly, no victory could be assured without an adequate intelligence network. Proper intelligence is only as good as the sources drawn from. But how is one assured of getting the right information? The answer is verification. Verification is comprised of numerous independent sources each cross checked at a central processing unit in Tokyo. Each major Japanese trading company receives input, not only from its own trader, but from other trading companies as well. A conference attended by a limited number of invited participants was held last September in Denver under the auspices of the Underground Construction Research Council of ASCE funded by the National Science Foundation (RANN) to explore the problem of accelerating the transfer of advanced geophysical technology, used principally in the petroleum exploration industry, into more effective and widespread use in subsurface investigations for underground construction. There are technological problems, but technical difficulties and unfavorable ratios of benefits to costs are not the major obstacles. The problem centers on the complex way in which potential net benefits are translated into effective incentives to innovate for each actor in the complex web of individual, corporate and institutional entities involved in the planning, designing, building, funding, operation and ownership of major underground construction projects. The entities responsible for site investigation, design concepts and specifications do not directly bear the risks of unanticipated costs and failures, nor directly gain from savings. The conventional unit-price construction contract is strongly implicated in blocking innovation. Problems of risks and incentives, more than technical feasibility, must be solved before large investments in technical adaptation and adoption can occur.

At a time when the US mining industry is struggling to emerge from a lengthy recession, the burden of new, unnecessary regulations could shorten the life of, or be fatal to many domestic mining companies. The possibility of new restrictions on the use of diesel equipment operating in underground mines is one example of unnecessary regulations. These could cause serious harm to the economic health of many mining companies. Whether future health-related Mine Safety and Health Administration (MSHA) regulations restricting the use of diesel equipment are unnecessary, depends on whether these restrictions are supported by fact or created in a political environment. The mining industry has benefited from the use of diesel equipment in underground metal-non-metal and coal mines for more than 50 years. Since first introduce to underground mines in the early 1940s, the use of diesel equipment has grown in numbers and size. During this time, the mining industry in America has achieved much higher productivity rates and improved safety. Although all these gains cannot be attributed to the greater use of diesel equipment, a high percentage can be. I began my professional mining ca¬reer in 1970 working in the Missouri lead mines. At that time, the use of diesel equipment was well established in metal-non-metal mines throughout the United States and many parts of the world. As director of mining research for St. Joe Minerals Corp. (now The Doe Run Co.), I was involved in research to improve mining productivity and safety. This involved investigating the better and safer use of existing or new mining methods, products, equipment and people. Within this group, diesel equipment had the single largest positive impact.

IBC Advanced Technologies, Inc. has developed ligands, ?amed SuperLig®, which have specific applications in the gold mdustry. These ligands use molecular recognition technology (MRT). One ligand has been developed to selectively recover gold and silver from tailings solutions and from pregnant Merrill-Crowe solutions. Another ligand removes free cyanide, _ th10cyanate, other cyanide species, as well as copper and other base metal cyanide complexes from leached gold-ore solutions. The development of these "species selective'' SuperLig® prod­ucts allows for the more efficient operation of gold recovery processes and opens up the possibility of the economic devel­opment of high-copper gold ores. The resulting gold eluate is a high grade and a high purity stream which will simplify the need for further refming. Engineered systems based on MRT consist of a few unit operations utilizing standard equipment and mate­rials of construction. The process is simple to operate, thereby lending itself to automated modular design, which is both eco­nomic to manufacture and to operate. Test results for the gold and cyanide-copper systems are presented in order to demonstrate the high selectivity and effi­ciency of MRT technology in recovering these species from solution. . IBC Advanced Technologies, Inc. (IBC) and Fluor Daniel, Inc. formed a strategic alliance in late 1994. The goal of the alliance is to combine IBC's scientific expertise in the MRT field with Fluor Daniel's engineering capabilities in the metal­lurgical industry. IBC has its headquarters in American Fork, Utah, USA, where research, development and manufacturing are conducted. Fluor Daniel is an international engineering and construction firm with head offices in Irvine, California, USA. Engineering efforts for the alliance are centered in the Fluor Daniel Mining and Metals Operating Company office in Vancouver, B.C., Canada.

Asturias, in Northwestern Spain, has an extensive mining history. As a result of these historical mine activities where operations have been usually developed with little control on effluents or emissions (environmental regulation of mining activity has only been introduced recently), pollution has been severe in some areas, specially in Hg abandoned mine sites, which constitute one of the major environmental problems related to mining. In many of these sites, materials stocked in spoil heaps can be considered as hazardous wastes because of their chemistry, content on ecotoxic elements and potentiality to spread these to the environment. In the humid climatological conditions of the region, water and wind eroded spoils are dispersed through the environment by different pathways and occasionally surrounding soils and waters are intensively affected by pollution. According to the environmental risks that these unreclaimed mine sites suppose for human beings and ecosystems, remedial options must be considered.

A study was conducted to develop a fundamental understanding of the relationship between the size of an advancing tunnel face, the rate of excavation, and stand-up time in squeezing ground. Stand-up time is defined as the time elapsed after excavation that an unsupported tunnel face will remain stable. Squeezing ground is argillaceous rock or soil that exhibits pronounced time dependence of deformation and strength properties in-situ. A case history study documented the nature, causes, and solutions of several cases of stand-up time problems observed in the field. Then, in the laboratory, a series of physical model tests were performed in which model tunnel size, face advance rate, material properties, and pressure (representing overburden pressure) were varied. Stand-up time was found to increase as advance rate was increased or tunnel size decreased. In addition, an influence of advance rate on the definition of stability ratios was established.

The choice of mill linings in comminution circuits is critical as it affects grinding efficiency, overall cost, and product quality. As a consequence, a variety of liners have been developed over the years in an effort to increase wear resistance, improve grinding efficiency, and reduce energy consumption. One particular type of metal magnetic lining (MML) was developed in China seventeen years ago and has since been installed in over 400 applications throughout the Chinese mining industry. Most recently, one set of magnetic mill liners was brought to the US for installation into a secondary ball mill used for the grinding of iron ore. Protection of the mill is provided through the magnetic attraction and retainment of worn media, ball chips, and other various magnetic particles to the mill wall. This greatly improves the wear resistance and overall life of the liner. The installation and performance data for the magnetic mill liners in a US iron ore concentrator are presented in this paper.

A mine fire or roof collapse may necessitate the reversal of main fans to isolate the fire or provide an escapeway. Hence, to assist the mine operator in estimating the flow and pressure during reversal, Engineers International Inc. conducted a laboratory and field study of the reverse performance characteristics of main mine fans. Laboratory tests were performed using a 2.4-m (96-in.) diam vane axial fan to establish the forward and reverse performance characteristics under controlled conditions. Subse¬quently, a field test was conducted in a Colorado oil shale mine during which two 2-m (79-in.) diam fans were reversed. The data obtained indicate that reverse performance characteristics depend on the blade angle and the hub-to-tip ratio. The quantity in the reverse mode ranged from 30% to 65% less than in the forward mode, and the static pressure was directly proportional to the square of the quantity.

Southern Oklahoma (including the Arbuckle Mountains) has outcrops of rocks representing Precambrian, Paleozoic, and Cretaceous ages. Thus, rocks of every geologic age in the Paleozoic and Mesozoic Eras, except the Jurassic and Triassic Periods, are present in south-central Oklahoma. With rocks of such an enormous age range present in a relatively small geographic area, it is little wonder that a wide variety of economic rock and mineral resources are locally present. This report will describe the occurrence, mining, processing, and end-uses (dictated by chemical and physical properties) of the Precambrian Troy Granite, the Cambrian Royer Dolomite and Fort Sill Limestone, Ordovician silica sands of the Simpson Group, Ordovician limestones of the Viola Springs and Welling Formations, and Ordovician Sylvan Shale. In general, the more the end-use depends upon chemical composition and purity, the greater the price that can be demanded for such-minerals. The not-so-successful attempts to mine zinc, manganese, copper, and iron from the Arbuckle Mountains also will be discussed briefly, and I will provide a sermonette on analytical chemistry and its usefulness to corporate CEOs. I may be one of the few persons at this Forum on the Geology of Industrial Minerals who is not a professional geologist. I am an analytical chemist specializing in geochemistry. In particular, I investigate trace elements in rocks and their consequences in industrial processes. As such, I have consulted to the mining industry (and their clients) for two decades, always with the intent of improving service and product quality.

"Repairing and replacing the nation’s aging and crumbling infrastructure has become a major issue with the American public. It is no secret that the upkeep of roads, tunnels, bridges, and water and waste water facilities has been neglected for decades. Cities, states and towns across the United States are now grappling with these issues, ones that will take decades and billions of dollars to fix.Because of this infrastructure issue, the North American tunneling industry is flourishing. Cities across the country are looking to go underground to alleviate traffic issues, transporting water and waste water to more people in more efficient ways.In October, the seventh annual Cutting Edge conference was held in Atlanta, GA. Put on by the Underground Construction Association of SME and Britain’s Tunnelling Journal, about 175 tunneling and underground construction professionals from around the world attended. Attendees included owners, designers and contractors. An accompanying exhibit included 28 companies.The theme of the two-day conference was Advances in Tunneling Technology. Speakers examined the latest advances in tunneling technology, its methodology and how these advances can be harnessed to assist upcoming major tunneling projects. The conference featured a tailored, high-end, single-track program of subject-specific presentations that focused on innovation and practical experience. Two in-depth panel discussions at the end of each day were also included.Patricia Mulroy was a keynote speaker on Monday. She is senior fellow for climate adaptation and environmental policy at The Brookings Institution. Like many others, Mulroy believes the U.S. infrastructure in in a state of disrepair. But, she said, no one wants to talk about it. “We need to have a conversation about infrastructure. We cannot be afraid to talk about building it and the cost.” For this to happen, though, the nation needs leadership."

Most continuous miner sections utilizing flooded-bed scrubbers also use blowing face ventilation. Blowing ventilation, however, interferes with dust capture and minimizes scrubber effectiveness. To enhance the efficiency of the scrubber system and reduce dust concentrations, the Bureau of Mines tested various combinations of operating parameters. Experiments for system efficiency took place in a full- scale model mine at 3.05 m roof height. In general, higher values for scrubber and face airflows resulted in lower dust concentrations. In addition, optimum dust controls would include a face ventilation to scrubber airflow ratio of one. When the airflow ratio was either less than or greater than one, the dust levels in the return and at the operator locations increased. No single dust control technique was the most effective one at all locations due to mutual interaction among techniques.

In 2003, MSHA initiated a survey of the 11 Coal Mine Safety and Health Districts to develop a database for the implementation of Atmospheric Monitoring Systems (AMS) in underground coal mines. Mine operators continue to realize the benefits of improved fire detection capabilities, as the number of mines using the systems, as well as the percentage of mines, continues to increase. Fire detection data and new technology implemented in underground coal mines is discussed as well as regulatory compliance, diesel exhaust considerations and hydrogen interference in carbon monoxide detection.

The Pittsburgh Safety and Health Technology Center surveyed MSHA Coal Mine Safety and Health Districts to monitor the implementation of computer based atmospheric monitoring systems (AMS) in underground coal mines. This survey was first completed in 1984, and has been periodically updated with the latest update completed in 1995. The utilization of computer based monitoring systems has steadily increased over the past 12 years, with over 16 percent of all producing underground coal mines using this technology in 1995. This paper discusses the results of the MSHA 1995 AMS Survey.

Increasing soil organic matter was considered to be an important factor for the establishment of vegetative cover in abandoned quarries of perlite and bentonite in the island of Milos. For this reason, the feasibility of composting local organic wastes and by-products for use as a soil amendment was examined in this study. A mixture of organic wastes of vegetative origin and seaweed, in proportions that correspond to local material availability, was composted in laboratory scale reactors and the composting progress and compost quality were evaluated. Temperature, airflow and respiration rate were continuously monitored and various compost quality parameters, such as C/N ratio, nitrate nitrogen and seed germination were analysed. Addition of inorganic nitrogen was necessary for the biodegradation of the substrate, while the main problem for the compost utilisation was related to its high electrical conductivity, characteristic of seaweed containing mixtures, which further increased with nitrogen addition.
