There has been a significant progress in the use of mathematical modeling and simulation in the minerals industry in the last decade. Process models have moved from academic world to important industrial tools. This paper reviews the status of mineral processing simulators and recent progress in simulator development and applications is discussed. The simulation for process design and optimisation is now an established technique, as evidenced by its increasing use of practising engineers through commercially available simulator software. The paper presents a systematic approach to the process study procedure for the control system development, clarified by practical case examples calculated by SimCon - a novel steady-state simulator for mineral processes. Examples of the application of SimCon in drawing flowsheets, calculating mass balances and making simulations for grinding and flotation processes are presented. At the end of the paper, the state-of-the-art and the future of computer-aided pro- cess study at mineral processing plants is discussed. The behavior of the immediate shaly roof within a drift mine in eastern Kentucky, operating in the Coalburg seam, was monitored with roof bolt dynamometers. The dynamometers used were capable of providing readings up to a maximum load of 66.72 kN (15,000 lbs), + 0.022 kN (5 lbs). To observe the influence of moisture on the rate and extent of roof deterioration, 57dynamometers were installed on roof bolts anchored in intake and neutral airways. Monitoring was conducted during the period January 1985 through January 1986, in order to cover a full cycle of dry and wet mine conditions associated with seasonal changes. Analysis of the data showed a trend of roof deterioration induced by condensation and eventual penetration of moisture within the immediate roof bedding planes, leading to rapid disintegration of the mine roof.

The mode of occurrence of metals in mine wastes is investigated using sequential extractions. Metals are extracted from some or all of seven operationally-defined phases: water-soluble, ion-exchangeable, carbonate, amorphous Fe-oxide, crystalline Fe-oxide, sulfide, and silicate. The quantity of metals extracted from each phase varies with particle size. The presence of jarosite (potassium end-member formula, KFe3[SO4]2[OH]6) influences the selection of the procedure for extracting the crystalline Fe-oxide phase. Anglesite (PbSO4) and cerussite (PbCO3) are extracted as several phases. Extraction results can be explained only in part by X-ray diffraction (XRD) mineralogy because of lack of specificity of the extraction procedures, relatively high XRD detection limits, and the presence of 40% XRD-amorphous matter in each waste. The increasing chemical strength of the sequentially applied methods provides a basis for judging metal availability, water-soluble metals being most available and silicate-bound metals being least available.

A popular perception by the public and many mining claimants, is that the 1872 Mining Law provides a statutory right to mine and extract minerals from the public lands. This perception in reality, is both true and false, depending on the mining claimants' ability to meet federal and state environmental, cultural and endangered species laws. Land use decisions and proposed legislation affect exploration and development opportunities in California. It is imperative that the mining industry involve itself in the planning process to ensure that BLM decision makers are fully informed of industry's knowledge and concerns. STATUTORY RIGHTS AND ENVIRONMENTAL CONSTRAINTS "No other problem has such a sense of urgency and poses as profound consequences to the quality of life and the creation and distribution of societal wealth as how we protect the environment. Certainly, the environment is the single biggest issue facing mining and mineral activities in the new decade. David S. Brown The 1872 Mining Law was passed, ironically, the same year the nation's first National Park was established. It is a perception that the establishment of Yellowstone National Park was the beginning of the United States' earliest environmental movement; brought on, perhaps, by the rapid clearing of land for homesteading purposes and, the concern that many acres of the public domain were being disposed of through a multitude of public land laws. While there was an effort being made to designate some special and unique public lands as parks for preservation purposes, environmental concern and awareness did not lead to mandatory identification of environmental impacts and appropriate mitigation until the passage of the National Environmental Policy Act in 1970. Consequently, it is not surprising that the original United States Mining Laws of 1866, 1870 and 1872 had no mention of environmental protection. There have been numerous attempts to repeal the 1872 Mining Law over the last 50 years for a variety of reasons. Currently, there is a perception by the general public, media and even some in congress, the mining industry and BLM that a change is needed. The environmental organizations want the industry to be more accountable for reclamation and post mining uses. In Tn nEnvironmental Agenda for the Future," leaders of America's foremost environmental organizations state that the mining law "includes no protection for the environment," and therefore, should be reformed. We can all acknowledge, as stated above, that the mining law, per se, requires no "protection. However, the Bureau of Land Management (BLM) clearly has the authority and the responsibility to fully "protect" non-mineral resources while providing for the extraction and processing of mineral resources by private industry. There are about 13 major federal laws that have indirectly or directly amended the mining laws to require Environmental, Historic and Cultural Protection." There have been many mining law case decisions about the statutory and constitutional rights of miners to explore open federal lands, "stake a claimg" and extract minerals. Extensive investigation has been conducted to determine the causes of a series of roof falls occurring in an underground coal mine located in southern West Virginia. Underground observation, along with laboratory testings and finite element analyses, were conducted to search for possible mechanisms for the roof falls. Results of the investigation have led to a better understanding of the mechanisms involved in the roof falls. Necessary modifications of mine layout and roof support plan are proposed for improving safety and profitability at the mine.

There is now overwhelming evidence that, despite concerns to the contrary, natural degradation of cyanide and cyanide attenuation by hydrogeochemical processes are capable of minimizing or eliminating potential water qua1ity impacts from heap leach systems. A1 though there was some recognition of these data by the regulatory authorities, for example the initial USEPA modification of cyanide standards to an advisory level, many states have codified standards inappropriate to the clearly site specific nature of heap leach operations. As an overview to this problem, this paper will integrate the theoretical chemical data on cyanide with the observed geochemical behavior of cyanide in the decommissioned heap leach environment. The cyanide species that are likely to exist within an abandoned heap leach system will be identified, and the relative toxicity and potential environment effect of these cyanide species will be discussed. These data will then be used to evaluate cyanide detoxification regulations for decommissioned heap leach projects in 14 states.

Falconbridge is a major basemetal producer in the Sudbury Basin of Ontario, Canada. The company identified a need to find a safe and cost-effective replacement for the welded wire mesh used to support loose ground during underground nickel mining. Falconbridge took a methodical approach to the concept of a spray-on liner as a screen replacement, proving the strength characteristics of the liner as a safe, cost effective and suitable method of supporting ground Compact, hydraulic mixing and spraying equipment were developed and are now in use at the Fraser Mine. Tekflex has been approved as a wire mesh replacement and has been in use since November 1998.

The ability of microorganisms such as yeast, bacteria, and various aquatic flora to sorb metals from dilute aqueous solutions is well documented. Although microorganisms have significant potential in decontaminating waste waters, techniques and equipment suitable for bioassisted decontamination are limited. The Bureau of Mines has investigated the use of microorganisms immobilized in porous polysulfone beads for extracting toxic and heavy metals from dilute waste streams. The minus 8- plus 12-mesh beads were fabricated from high-density poly- sulfone dissolved in dimethylformamide (DMF). Dried, thermally killed yeast, algae, duckweed, xanthan gum, and alginates were blended into the polysulfone-DMF, and spherical beads were formed by injecting the mixture into water. Microscopic analysis revealed microorganisms immobilized within the bead pores. The beads had excellent handling characteristics and were tested in stirred reactors, fixed bed columns, and fluidized bed columns for their ability to remove metal contaminants from several waste waters. The effluents resulting from these waste waters met or exceeded the National Drinking Water Standards for cadmium, copper, manganese, and zinc. Other heavy metal contaminants readily sorbed by the beads included arsenic and mercury. Elution of metal values from the beads was accomplished using dilute nitric acid or sodium carbonate.

A 0.60 km2 (150 acre) wetland was reclaimed by Agrico Mining Company as part of a 1.48 km2 (366 acre) reclamation program in southwest Polk County, Florida approved by the Florida Department of Natural Resources. The upland portion of the area provides watershed for the wetland site which overflows into the flood plain of Payne Creek. Construction of the wetland was designed to provide conditions favorable for a diversity of habitats, as well as retention time for surface runoff waters. A variety of revegetation methods, including innoculation with muck from unmined wetland depressions, have produced encouraging results with both woody and herbaceous species.

The US Bureau of Mines (Bureau) is conducting research to evaluate the potential for developing an in situ leach mining process that will selectively extract manganese from oxide ores, leaving gangue relatively undisturbed. To accomplish this, a geochemical approach based on deposit-specific information, such as mineralogy and geology, is used to constrain the operating parameters of the system. Among the studies being conducted are: • leaching experiments to define reaction mechanisms and kinetics, • detailed petrologic characterization at the microscopic scale to assess manganese distribution and leaching efficiencies, • deposit characterization and evaluation, and • development of potential manganese recovery schemes. Data from these studies are being used to develop engineering design information for an in situ mining process. Specific details of the Bureau's research project are discussed, including results obtained to date.

Estimating productivity of a walking dragline is of paramount concern to mining engineers and mine planners. Risk based evaluation of the dragline productivity is a valuable tool to estimate the dragline?s long-term performances and availabilities, to develop preventive maintenance plans, and to make future projections about the machine?s performance. This paper aims to provide mining professionals with an overview of risk assessment methodology for productivity of two walking draglines, PAGE 736 and MARION 7820, which have been operating in Tunçbilek open cast coal mine of Turkish Coal Enterprises (TKI) in Turkey. The study encompasses three main stages as: (i) acquiring of monthly maintenance records, operating hours, mechanical and electrical failure hours between 1998 and 2009; (ii) reliability modeling using mean time between failure data; (iii) determining hazard rate and consequences to compute risk associated with dragline productivity. The results showed that that Page 736 (20 yd3) is seemed to be more reliable and less likely to fail when compared with Marion 7820 (40 yd3). The operating hours without failure range from 41 to 51 hours with 50 percent reliability.

There are many methods available for the estimation of geologic parameters (Popoff, 1966; Barnes, 1980). In the last decade a new and relatively sophisticated technique using statistical theory has emerged: geostatistical kriging (David, 1977; Journal and Huijbregts, 1978; Rendu, 1978). An interesting property of geostatistical estimation is that when a geologic parameter is estimated for a given volume, not only is the estimate generated but an associated measure of certainty is produced as well. This statistical measure of estimation confidence is called the estimation variance. While the concept of an estimation variance is universally considered to be a good idea, mining engineers and geologists do not currently have the tools to incorporate it into their planning and quantitative analysis. This paper attempts to develop and present some of the necessary tools required to incorporate estimation uncertainty into mine planning. Geologic uncertainty is portrayed as an economic business risk. This risk is objectively characterized, and-the associated cost is quantified. Geologic delineation sampling is viewed in this light as an economic commodity with an associated cost and value. A coal mine planning example is used as a focus in this presentation. The data used is real, though it has been modified to maintain data security and project anonymity.

In the Grasberg Mine, a series of orepasses of diameter 2 to 4m are being constructed, each one to carry as much as 10,000 tlhour of copper- and gold-bearing ore through single stage vertical drops of over 500m. At the base of each orepass, the fragmented rock falls into an orebin of diameter 1 Om and 100m deep. Long before the planned tonnages were reached on the early orepasses, a problem arose that was both serious and intriguing. Pressurization of air in the orebins caused by the falling rock reached such levels that when the feed to the top of an orpass was interrupted, a massive surge of air ascended rapidly and produced a dangerous backblast accompanied by dust; grit and rock fragments from the top of the orepass. Backblasts lasted for about one minute and were not only hazardous to the health and safety of personnel but also required time-consuming clean-up operations. The paper describes the aerodynamic analyses that were con- ducted in order to understand fully the mechanisms involved in the phenomenum, and the development of a procedure that al- lows the effects of falling material to be incorporated into existing ventilation network software.

A three-year project focusing on the depth profiling of respirable coal mine dust particles using scanning electron microscopy coupled with energy dispersive X-ray analysis resulted in the development of statistically classified particle-behavior models. The models depict the changing silicon fraction for particles at 5-, 7-, 9-, and 11-keV accelerating voltages, thereby giving a clear indication of the nature of various types of mineral particles. This paper focuses on the results for respirable quartz particles sampled from five underground coal mines across the US. Through statistical analysis of results the relationship between the fraction of surface available quartz in respirable dust samples and coal rank is established for three Pennsylvania coal seams.

INTRODUCTION Several major factors introduce uncertainties into the assessment of radon progeny exposure to miners using time-weighted average radon progeny concentrations: uncertainty in the measurement of radon progeny concentrations in specific areas, assignment of an individual miner's time to those areas, variation in radon progeny concentration between measurements and potential human errors involved in calculating concentrations and handling data. The currently available grab-sampling methods for determining working level were analyzed to determine the magnitude of the uncertainty due to each of these factors. For all measurement methods studied, the variation in the airborne concentration with time in operational areas of a mine is the dominant factor in the uncertainty in determining annual radon progeny exposures for individual miners. Uncertainties relating to accuracy of the method and precision of measurement were found to contribute a significantly greater portion of the total uncertainty than human errors. Under normal conditions, if the technicians performing the measurements are conscientious and well trained, human error contributes little to the total uncertainty of the radon progeny exposure determination. The primary goal of radiation monitoring is the reduction of radiation exposure to the lowest reasonably achievable level below regulatory limits. Monitoring personnel in mines should be trained not only to obtain accurate estimates of miner radiation exposures but also to recognize and, when possible, to implement correction of situations which result in unnecessarily high radon progeny exposures. ESTIMATION OF UNCERTAINTY DUE TO HUMAN ERRORS Human errors affecting the assignment of annual radon progeny exposure to individual miners can be placed in two categories: those related to the measurement of radon progeny concentration in specific mine areas and those related to estimation of occupancy time for individual miners and transcribing data to permanent records. The former are specific for the measurement method used; the latter are common to all methods. Errors in Determination of Working Level All systems for determining radon progeny concentration require measurement of several parameters, which include volume of air sampled, count rate and decay time. These quantities and appropriate constants are used in a basic equation, specific to the system, which estimates working level. An unintentional random mistake in measurement of any one of these parameters or in the selection of proper constants will contribute to the uncertainty in the determination of working level. In our analysis of human error we separated each measurement method into a sequence of independent operations, with each step subject to operator error. For each operation we estimated the probability of occurrence and the consequence of errors to obtain a resulting uncertainty. Certain types of errors result in specific consequences. For example, we assumed that an error of 5 seconds in timing of a 5-minute sample results in a fractional error of 1/60 (1.7%). Other types of errors can result in a range of uncertainty. Transposing digits read from a scaler can produce errors ranging from near zero to approximately 60%. In these cases we calculated the statistical variance for the distribution of errors. We assigned the square root of the variance divided by the mean as the consequence factor for that type of error. This is essentially the same as a coefficient of variation. The product of the probability of occurrence and the consequence factor is the fractional uncertainty in the measurement due to that particular error. The total uncertainty due to human errors is calculated by taking the square root of the sum of the squares of the uncertainties generated by all manual operations. Uncertainties Due to Human Error for the Kusnetz Method One of the techniques most commonly used to estimate working level in U.S. uranium mines is the Kusnetz method. A generalized way to express the equation used to compute WL by this method is: WL = (Net Alpha Counts)/(V)(ST)(CT)(E)(K) where: V = sample flow rate in liters/min ST = sampling time in min CT = counting time in minutes E = absolute counting efficiency K = Kusnetz conversion factor (dis/min-L per WL), as a function of decay time in minutes. The example of human error analysis presented here is based on the Kusnetz procedure having a timing sequence of 5 minutes sampling time, 40 minute decay time, 2 minute counting time. During the sampling procedure a stop watch is used to determine the timing interval. We assume that it is common to make small timing errors of a few seconds, but larger timing errors occur infrequently. Many a deposit estimation has been carried out since geostatistical methods were first implemented. To date however few mining programs have totally been completed and even fewer comparisons can be drawn between estimated reserves and extracted ore tonnages. Aluminium Pechiney work a number of bauxite mines in Southern France. As from 1969 they modified their deposit estimation methods, giving up traditional approaches and opting for geostatistics. At that time, the authors of this paper were entrusted with the first geostatistical estimations and in particular, those concerning the deposits mentioned herein. Over the past decade a number of deposits have been worked out and we thought it interesting to report about comparative results. French bauxite deposits are of the karstic, as opposed to the lateritic, type. The bauxite, formed at some distance of the present-day deposit, was brought to and trapped in limestone karst pits. Subsequent physical and chemical alterations may have taken place : silica and carbonate drifts, recent karst slips. The morphology of these deposits is often rather complicated. The deposits are small from a few hundred thousand to a few million tons at the most. The overburden thickness usually precludes open mining. Mining investments and financial risks are often high, making it necessary to obtain optimal information on the deposit considered for mining. For the three cases brought up in this paper, deposit sizes, exploration methods and conclusions differ. They are brought up mainly to show the advantages inherent to a quality geostatistical study and the lessons drawn by Aluminium Pechiney.

A trend towards the independent verification of sustainable development reporting and assessment using third party certification can be discerned in the global minerals industry. Various codes that provide for the third party assessment and certification of performance against a range of externally developed sustainability indicators are being adopted by minerals companies, and there is also considerable activity in the broader area of third party assurance. Using a sociological approach, this paper examines the reasons why third party certification schemes are appearing in the minerals industry to address sustainable development imperatives in preference to other forms of regulation, and considers the broader implications of this trend. Data are drawn from a series of qualitative, in-depth interviews conducted with some of the key players in the development and adoption of certification schemes in the minerals industry, with executive managers of a range of large mining corporations, with representatives of global non-governmental organizations that are active in mining issues, and with government officers responsible for the regulation of mining corporations in Australia. Factors responsible for the emergence of the new certification schemes include: increasing demands from stakeholders for greater credibility in reporting against sustainable development indicators; broader contextual factors including globalization and neoliberal policies; and issues relating to trust and risk. Using insights from our research, and the work of others in this field, we identify some of the critical features of a credible third party certification scheme, and note some of the challenges for the design and implementation of such schemes. We conclude by discussing some of the broader implications of third party certification as an emerging form of regulation in the minerals industry.

With the rise in construction claims in public works contracting over the years, the use of Dispute Review Boards (DRB’s) in underground construction contracts has become quite common. However, in order for the DRB process to be an effective tool, there must be complete trust and confidence in the Board members and their adopted procedures by both the owner and contractor. This can be difficult in an industry where Board members and contractors may be well known to each other, while an owner maybe involved in a large complex underground project only occasionally. Using case histories, this paper will discuss some recent experiences with the DRB process from an owner’s perspective.

The paper concerns the calculation of stresses and displacements in working area of room-and-pillar mining system of cooper ore mines. A three-dimensional rock mass model based on the finite element method has been developed. The complete strain-stress characteristic for pillars has been applied, but for the purpose of modeling the curve has been approximated by three segments of lines: - the first represents a behavior of pillar before a failure, -the second corresponds to a progressive pillar failure phase, - the third represents the part of the curve, where the increase of strains do not cause the stress changes, and it is called the residual strength. The criterion of model stability has been derived, which can be useful for predicting rockmass stability. The programs have been built, which allow to calculate stresses in bar elements, displacements in plate nodes, and estimate the stability of the model, which consists of plate elements and one-dimensional elements with a segment strain-stress characteristic. The programs were used to consider two different problems, which are connected with mining design and the exploitation systems.
