President Bush’s National Energy Program and his Clear Skies Initiative both emphasize the use of coal to help meet the nation’s growing energy needs. And why not? Coal is currently responsible for more than 50 percent of the nation’s electricity generation. That fact, though, seems to be lost on policy makers, the environmental community and the public. Critics of coal advocate the increased use of renewable energy sources and the increased use of natural gas. Renewables, though, are only capable of generating a tiny fraction of the power required. Natural gas is expensive. And natural gas production cannot keep up with demand, especially given the nation’s increasing energy needs.

This is the fifth annual tabulation of mineral royalty information. This tabulation, like the previous editions, includes all of the earlier data. There are also 60 new entries. In addition to royalty information, some entries show the cost of purchased reserves. Two articles relative to the evaluation of minerals reserves appeared in December, 1986. R.H. Paschall (In the Aggregate, ME, p 1139) wrote a good article, although it lacked specific royalty data. However, this author takes exception to two ideas in Paschall's column. Paschall contends that the royalty rate does not affect the mineral appraisal. This present author could not disagree more. Paschall also claims the location of an industrial mineral deposit is the only serious or practical caveat in comparing royalties. Comments received here from readers helped make the list of caveats that are cited each year. The readers will decide which factors influence the mineral value for their commodities of interest. Paschall's point about the relationship of the parties who are negotiating a royalty agreement is important and very well taken. The other article, written by William Vernon (Pit and Quarry, December 1986), gives a step-by-step process on how to conduct a mineral appraisal. The article cites three reasons for an appraisal: transfer rights; collateral for a loan; and taxation. A fourth reason is to establish adequate compensation for reserves lost through condemnation. This author has appeared in several court cases where compensation for loss of mineral reserves through condemnation required a mineral appraisal. Royalty rate becomes an important factor in the appraisal process, although the Pit and Quarry article refers to that part of the valuation equation as "profitability." Both articles were well written and are recommended reading for those interested in mineral valuations. The same caveats that have appeared in previous columns relative to factors that influence the value of reserves are restated. The data in the table serve as a general reference and are not intended to present an absolute scale of reserves costs. Several factors influence the value of any mineral commodity. The factors include: • location/transportation - especially significant for most industrial minerals; • market conditions both for the commodity and the company acquiring the right to mine; • quality or grade of the deposit as it reflects the amount of processing/beneficiation necessary to produce the finished product; and • legislative restrictions and conditions for mining a given material at a given site. These and other factors will significantly influence the cost of reserves. The table shows the range of royalties and the variations in the basis of computing the fees. In a few instances, it gives the cost of acquired reserves based on purchase price and quantitative estimates of the material in place. The table lists the commodity in column 1, and the subsequent columns give: • the location by state, US geographic area, or Canadian province ; • the cost - R for royalty and P for purchased cost; • the year in which the lease or purchase agreement occurred; and • comments or footnotes for more information. The cost column requires more explanation. Illumination is essential for mine safety because miners depend most heavily on visual cues to detect hazards associated with slips/trips/falls and powered haulage. The National Institute for Occupational Safety and Health (NIOSH) is conducting mine illumination research to improve miner safety by enhancing a miner?s ability to see mine hazards. Thus far, 16 papers have been published covering diverse topics such as cap lamps, machine-mounted lighting, glare, lighting maintenance, and light-emitting diode (LED) technology issues. NIOSH has also developed an LED cap lamp, LED area lighting, and a Visual Warning System (VWS). This paper provides an overview of the improvements from NIOSH-developed lighting that include: 94% faster trip hazard detection with the NIOSH LED cap lamp; 79% faster peripheral motion detection to detect pinning/striking hazards; no increase in glare; 71% faster machine movement hazard detection with the VWS. Current research is described concerning an LED cap lamp for metal/nonmetal miners, illumination for refuge alternative deployment and inspection, and whether lighting could be used to improve miner escape and rescue in smoke. Lastly, future possibilities of using lighting to improve miner safety are described.

The methodology used to obtain fly ash subsamples of different sizes is generally based on wet or dry sieving methods. However, the worth of such methods is not certain if the methodology applied is not mentioned in the analytical procedure. After performing a fly ash mechanical dry sieving, the authors compared those results with the ones obtained by laser diffraction on the same samples and found unacceptable discrepancies. A preliminary study of a wet sieving analysis carried out on an economizer fly ash sample showed that this method was more effective than the dry sieving. The importance of standardizing the way samples are handled, pretreated and presented to the instrument of analysis are suggested and interlaboratory reproducibility trials are needed to create a common standard methodology to obtain large amounts of fly ash size fraction subsamples.

Artisanal and small-scale mining (ASM) involves a wide range of practices, from highly informal and minimally mechanized mining operations with predominantly manual work to formal practices carried out by small but high-tech industrial mining operations [1]. ASM may be a traditional practice, with skills passed from one generation to another. It can be an important driver of local economic development, while simultaneously contributing to a complex array of positive and negative socioeconomic and environmental impacts. There are more than 100 million artisanal and small-scale miners in 80 countries worldwide, and they supply around 20% of the worldwide gold production [2]. According to the Peruvian Ministry of Energy and Mining (MINEM), in 2020, 32% of fatal accidents in formal (legal) Peruvian mining operations were caused by groundfall events [3].The lack of resources, knowledge of best practices in health and safety, and insufficient equipment used in ASM make the probability of suffering work accidents very high. Furthermore, groundfall is one of the main causes of accidents and injuries in underground mines around the world [4], and it is also a concerning problem in ASM, where the associated fatality rate is similarly high. Unfortunately, a proper record of accidents in ASM is not kept, so an estimate of the actual number of groundfall accidents cannot be accurately developed [5]. Currently miners rely on empirical and observational tools acquired through previous experience to assess groundfall risks. The risks for artisanal miners can tend to be significantly greater than risks for those from the mining industry. This is due to the lack of regulation of ASM, which tends to operate outside the legal framework and the regulations lack of enforcement in force for occupational health and safety regulations.

The Mineral & Metallurgical Processing Division (MPD) of the Society for Mining, Metallurgy & Exploration held the 12th MPD Student Poster Contest on March 2, 2022, during the MINEXCHANGE 2022 SME Annual Conference & Expo. The event showcased the work of 32 graduate and undergraduate students from U.S. and international institutions. The contest began in January when the students submitted one‐page abstracts for judging. In February, they prepared and presented posters that explained their research, and each student had five minutes to explain their research to a panel of judges during the conference. Recognizing the students’ efforts in working hard on their research topics and setting aside time to complete the necessary steps to enter the poster contest, the MPD provides monetary rewards to all participants. For graduate students, first place receives $1,000, second place $500, and third through seventh places $200 each, and for undergraduate students, first place receives $1,000 and second place $500. The main authors of nonplacing entries receive $125 each. Participation in the contest includes a free ticket to the MPD Luncheon, where the winners are announced.

In August 1996 Barrick Gold Corporation acquired the Pierina property, an advanced stage exploration project, high in the Andean Cordillera of Peru and in November 1998, in a record time of just over two years, poured the first gold. After more than three years of a very successful operation at some of the lowest operating costs in the world, this presentation serves to briefly describe the project through design, construction and start-up and in particular to spotlight some of the challenges that have been overcome in valley heap leaching in a high rainfall, alpine setting.

"Mining is an inherently risky business. Over the years, major mine disasters have resulted in the deaths and injuries of thousands of miners in the United States. These disasters also resulted in innovations in approaches to mine design, operations and the training of miners and mine rescue teams. The U.S. Congress responded to these disasters with new laws designed to create mandatory safety and health standards as a means to eliminate fatal accidents; to reduce the frequency and severity of nonfatal accidents; to minimize health hazards and to promote improved safety and health conditions in the nation’s mines.Following a mine emergency preparedness and response holistic gap analysis in 2012, the U.S. Mine Safety and Health Administration (MSHA) identified the need for the development of risk and readiness assessment models for MSHA and the mining industry. MSHA’s objective was to evolve existing theoretical concepts for risk and readiness assessment into simplified tools that can be applied by the mining industry for use at operational levels. In 2012, MSHA hired ABS Group, a recognized industry leader in safety risk management and a wholly owned subsidiary of the American Bureau of Shipping, to develop self-assessment models to help meet this objective.In September 2012, MSHA chartered a project to supply the coal mining industry with a pro-active toolset for mine operators to:1. Self-assess the risks associated with underground coal mining operations in order to prevent major mine emergencies.2. Assess the preparedness of mine operators to respond to an emergency.3. Measure the readiness of mine rescue teams and responsible persons to execute emergency plans.MSHA’s objective was to evolve existing theoretical concepts for risk and readiness assessment into simplified tools that can be applied by the coal mining industry for use at operational levels."

Introduction The efficient process control of a uranium mill and its associated mining operation requires a nearly continuous knowledge of the uranium concentration in the ore. Generally, the approach is to use laboratory assays of grab samples from the mill feed belt. In some cases, elaborate and expensive systems have been used to ensure random sampling, but even with these systems, mass-balance discrepancies still exist. There is a requirement for an on-line instrument that can give a prompt, accurate analysis of a large portion of the feed stock. The authors have recently evaluated a laboratory system that achieves these goals using neutron activation and delayed neutron counting. The development of the on-line uranium ore analyzer is a consequence of previous work done at the Whiteshell Nuclear Research Establishment (WNRE) (Campbell et al., 1978 and 1981), and is based on the emission of delayed neutrons after the neutron irradiation of fissionable materials. The mechanism of delayed neutron emission has been described (Keepin, 1965), but briefly is as follows. The fission fragments resulting from irradiation are in an excited state. Certain of these delayed fission products, precursors, decay to a more stable state by the emission of a delayed neutron. The delayed neutrons can be divided into six groups with effective half-lives ranging from 0.2-55 sec. It is important to note that more than 50% of the delayed neutrons are emitted within the first 6 sec after irradiation; this has an influence on the design of the analysis instrument. Measurement Cycle The measurement cycle involves a neutron irradiation, a delay time, and a counting period. The laboratory demonstration model of the ore analyzer comprises a californium-252 neutron source, a source chamber, a pneumatic transfer facility, and a neutron irradiation and counting module (Fig. 1). The ore sample is placed in the irradiation chamber. The neutron source is transferred to the center of the chamber for a 5-sec irradiation while the helium-3 thermal neutron detectors are switched off. As the source returns to the storage chamber, the detectors are switched on and the delayed neutrons counted. The total assay cycle is 16 sec. The current instrument design calls for the ore to be cut from the main belt every 16 sec by a mechanical arm and dropped into the analyzer directly, or via another belt. The cycle starts when there is a sufficient mass of ore in the irradiation chamber to depress a switch and stops when the delayed neutron count is finished. The ore is then dropped through the bottom of the analyzer chamber and returned to the main belt. The counts from each cycle are accumulated and the data reduced to give the desired information. The source is contained in an iron capsule and pneumatically transferred between the irradiation/counting and storage chambers. The irradiation/counting chamber possesses 12, 600-mm (24-in.) long helium-3 thermal neutron detectors embedded in an annulus of wax (Fig. 1). Two sets of six detectors are each interfaced to a preamplifier, amplifier and single-channel pulseheight analyzer system, and the two systems are connected to a scaler. A special timing unit controls the transfer of the source and the on and off switching of the detector assembly, in sequence with the movement of the source. Results and Discussion In the experimental demonstration, using the 107 neutron.s-1 source, a 10% uranium ore was measured to ± 10% (2o total error) in 10 cycles and ±6% (2o) in 100 cycles. Since a larger source was not available, it can be statistically predicted that a 109 neutron-s-1 source could be used to measure a 0.1% ore to ± 10% (20) in 10 cycles. New approaches that increase hydrometallurgical recovery from refractory minerals in below-mill-cut-off-grade sulfide copper ore can add significant value, improve profitability and increase ore reserves. This paper describes the development and implementation of an engineered heap (EH) approach to leaching low-grade, chalcopyrite-bearing ore at Freeport-McMoRan?s mine in Morenci, Arizona. The technical evolution of the engineered heap concept is described together with the challenges and benefits following implementation.

Introduction Gold Quarry is one of the largest gold deposits in Nevada, located along the Carlin Trend, approximately seven miles north of Carlin, NV. Owned and operated by Newmont Mining Corporation, as of December 31, 2005, Gold Quarry had produced over 13 million ounces of gold. Multiple simulations were constructed for gold and metallurgical variables using the Stepwise Conditional Transformation method. Analyses of these simulations have been used for a variety of purposes, including an assessment of uncertainty with various ore types. This assessment provides insight for improved modeling and reconciliation. Geological Framework Gold Quarry is a large, low-grade disseminated gold deposit hosted in Silurian-Devonian aged sediments at the Chukar/Alunite-Good Hope fault intersection. Gold bearing hydrothermal fluids appear to have migrated upwards along the Chukar/Alunite and Deep Sulfide Feeder faults and then moved outward along favorable stratigraphic horizons and structural intersections.

The Fort Knox Mine is located in Alaska?s interior, where the average ambient air temperatures range from -24°C (-11°F) in January to 16°C (61°F) in July. The mill processes a free-milling gold ore utilizing both a gravity recovery circuit and conventional cyanide leach/carbon-in-pulp circuits. Mathematical models have been developed to accurately predict the impact of leach circuit slurry temperature on gold leaching, carbon adsorption and cyanide destruction kinetics. Additionally, an energy-balance approach has been used to model the seasonal variations in slurry temperatures throughout the Fort Knox mill. The energy-balance model, combined with the kinetics models previously developed to predict plant performance, was used to justify a tailing thickener installation at the Fort Knox Mine. This paper describes the development of the energy-balance model and its prediction of plant performance assuming a tailings wash thickener to reduce heat loss from the mill. Also presented is an analysis of the post-project plant performance that validates the model and shows that the mine produced an additional 596 kg (19,155 oz) of gold while reducing mill reagent costs by $6,302,000 during the first 38 months of operation.

This paper discusses the subject of "Improving Contracting Methods" from the owners point of view, particularly the public. An overview is given of the work of the U.S. National Committee on Tunneling Technology and some apparent results of the implementation of these recommendations or lack thereof. Selected recommendations that are not being implemented are discussed as to the the desirability and the possible impact of their implementation. Impediments to acceptance of the recommendations are identified and solutions proposed. The difference in the flexibility, attitudes and approaches of owners, public, quasi-public and private, toward improving contracting methods are discussed. Particular emphasis is given to the fact that the onus to improve is on the owner because they usually develop the contractual language or at least have the final decision on its content and are or should be an equal party to the contract during its administration.

The Freeport McMoRan Bagdad Solvent Extraction (SX) circuit is the oldest plant of its kind currently in operation. The plant was commissioned in 1969 and was the second SX-EW operation to be built following the Ranchers Bluebird solvent extraction and electrowinning (SX-EW) plant near Miami, Arizona. Over the years of operation, the configuration of the SX has gone through many changes to accommodate a variety of pregnant leach solution (PLS) grades and flows. Although modifications to the original plant configuration are numerous, the Bagdad SX circuit has maintained its general form consisting of multiple long and narrow settlers. The unique configuration of the Bagdad SX circuit presents a variety of operational advantages and challenges; however, it continues to operate at a level recognized in the industry as excellent.

Tunnel boring machine (TBM) development continues to take on not only larger diameters, but also more difficult ground conditions. Ground conditions consisting of unstable faces with water pressures up to 15 bar have required innovative design approaches. A systems approach has been required to produce tunneling machines that can safely excavate the tunnel in an efficient, cost-effective manner that stresses production and labor saving approaches. This article reviews the current design developments and present recent projects where these most recent principles have been applied. The world?s growing population and rapidly proceeding urbanization are boosting an enormous demand for new and high-capacity infrastructures to secure the mobility of goods and people. Densely populated areas face the challenge of providing efficient traffic infrastructure such as a modern public transport system. At the same time, the maintenance and modernization of supply and disposal structures for water, sewage, energy and communication are essential. Last but not least, are supra-regional transportation routes such as long distance water diversion schemes. All of these projects are as demanding and are characterized by a tight time schedule. In this context, the demand for efficient tunnels for traffic and utility lines is increasing, as new infrastructures often leads underground because of limited space above ground. Also, tunnels are the obvious choice to cross natural barriers like mountain ranges. To handle the complex and variable geological conditions and other constraints, such as low overburden, high water pressure or long tunnel drives while facing increasing demand of a quick completion of a project, mechanized tunneling sets standards regarding safety, profitability and environmental protection in traffic tunneling projects as well as in the trenchless construction of utility tunnels. Different machine types and working principles have been developed to master various geological and hydrogeological requirements. Continuous activity in research and development leads to constant improvement of the mechanized tunneling process.

While the United States and the rest of the world struggles with record-setting oil prices Canadian oil sands producers are ramping up production to meet demand for oil while also fighting against a host of negative images. In recent months, the price of oil has skyrocketed. Most of that oil comes from Saudi Arabia. In Alberta, Canada there are unconventional oil reserves that rival those in Saudi Arabia in the vast Canadian oil sands, sometimes called the tar sands. Proponents of the oil sands say that Alberta?s oil sands can be a secure source of oil and energy for the United States for many years to come. With new mining and drilling projects, the industry has said that it could quadruple its production to nearly 4 million bbl/day by 2020. Time magazine once called the oil sands, ?Canada?s greatest buried treasure that could satisfy the world?s demand for petroleum for the next century.? So why hasn?t the United States embraced this close, politically secure source of energy? Because, getting usable fuel from the oil sands can be a dirty business, say opponents. The oil sands are a combination of clay, sand, water and bitumen. It is a heavy, black, thick oil. Oil sands can be mined and processed to extract the oil-rich bitumen, which is then refined into oil. The bitumen cannot be pumped from the ground in its natural state. Instead, tar sand deposits are mined, usually using strip mining or openpit techniques, or the oil is extracted by underground heating with additional upgrading. These methods require a huge amount of energy and water and produce a large amount of carbon emissions. Environmental groups that have long spoken out against the oil sands projects got some political backing in the United States in June when a group of mayors from large U.S. cities spoke out against the oil sands, as did presumptive Democratic candidate for U.S. president Barack Obama?s senior energy advisor. During a convention of large-city mayors in Miami, FL, Alberta?s oil sands were singled out in a nonbinding resolution calling for national guidelines to track the lifecycle impact of different types of fossil fuels. The resolution urges cities not to use unconventional sources of energy with a large carbon footprint, such as liquid coal and oil shale and oil sands.

The 11th Annual Mineral Economics and Management Society (MEMS) conference was held April10-12, 2002, in Montreal, Quebec. It consisted of a series of technical sessions. Each paper addressed the economic issues that are related to the changes that many people believe are now required in the mining industry. Some of the papers were directed at how the mining industry will handle the changes that will be required in its philosophy and operations management. Of equal importance was whether the industry possesses the toolkit necessary to effect these changes and emerge stronger from its challenges.

A bearing isolator is a noncontact, nonwearing, permanent bearing protection device. It has a rotor and a stator, and the two are unitized, so that they do not separate from one another while in use. The rotor turns with a rotating shaft, while the stator is pressed into a bearing housing. The two components interact to keep contamination out of the bearing enclosure and the lubricant in. Bearing isolators do not require lubrication or any particular shaft finish or condition. The best bearing isolators are made of metal, usually bronze. They use a vapor-blocking feature that inhibits the free transfer of vapor contamination when the rotating equipment is cycled on and off.

To mitigate and control the combined sewer over-flows from 17 outfalls in Detroit, MI, three outfalls in Dearborn Heights, MI and eight outfalls in Redford Township MI, the Detroit Water and Sewerage Department (DWSD) completed the preliminary design of a storage tunnel in 2005. In 2006, a final design revised the alignments and the inside diameter (ID) of the tunnel. The revised tunnel system includes an 11.28-km (7-mile) 9.14-m (30-ft) ID tunnel, a 24.4-m (80-ft) ID pump station, two work shafts about 15.2-m (50-ft) ID each and 14 drop shafts with various IDs. A small portion of combined sanitary and storm sewers serve the majority of the Rouge Valley water-shed. This includes Detroit, MI and most of the western suburbs. The Northwest Interceptor (NWI), that extends between Eight Mile Road and Ford Road and roughly parallel to the Rouge River, intercepts sanitary sewage and some wet weather flows from trunk sewers in the tributary areas for transport to the wastewater treatment plant (WWTP) for treatment. During extreme storm events, when the capacity of the NWI is exceeded, the excess combined sewer and overflow (CSO) over-flows into the Rouge River through 17 outfalls to local rivers. The purpose of the Upper Rouge Tunnel system (URT) is to capture and significantly reduce the uncontrolled CSO from these 17 outfalls in Detroit, three outfalls in Dearborn Heights and eight outfalls in Redford Township. Amphiboles are hydrated mineral silicates five of which occur in asbestiform habits as asbestos grunerite (amosite) asbestos, riebeckite (crocidolite) asbestos, anthophyllite asbestos, tremolite asbestos and actinolite asbestos] and non-asbestiform habits (grunerite, riebeckite, anthophyllite, tremolite and actinolite). The asbestiform varieties are characterized by long, thin fibers while non-asbestiform varieties such as cleavage fragments form short fibers with larger widths. The U.S. regulatory method for counting asbestos fibers (aspect ratio [>]3:1, length [>]5 µm) does not distinguish between asbestos and cleavage fragments. The method biases toward increased counts of non-asbestiform cleavage fragments compared to long, thin asbestos fibers. One consequence of this regulatory approach is that workers can be erroneously classified as exposed to concentrations of asbestos (asbestiform amphiboles) above the U.S. 0.1 f/mL exposure standard when in fact they are not exposed to asbestos at all but non-asbestiform amphibole cleavage fragments. Another consequence is that the known carcinogenic effects of asbestos may be falsely attributed to non-asbestiform amphibole cleavage fragments of the same mineral. The purpose of this review is to assess whether amphibole cleavage fragments pose the same risk of lung cancer and mesothelioma characteristic of amphibole asbestos fibers. We identified three groups of workers exposed to non-asbestiform amphiboles: two groups exposed to grunerite (Homestake gold miners and taconite miners) and one group exposed to industrial talc containing non-asbestiform tremolite and anthophyllite in St. Lawrence County, NY. In addition to assessing strength of association and exposure?response trends in the non-asbestiform amphibole cohorts, comparisons were also made with cohorts exposed to the asbestiform counterpart (positive control) and cohorts exposed to the mineral (e.g. talc) that does not contain amphiboles (negative controls). The cohorts exposed to non-asbestiform amphiboles had no excesses of lung cancer or mesothelioma. Similar results were observed in the negative control groups, in stark contrast to the excess risks of asbestos-related disease found in the asbestos cohorts. The only possible exception is the twofold increased risk of lung cancer where exposure was to industrial talc containing cleavage fragments of tremolite and anthophyllite.
