"INTRODUCTION During September, October, and November 1946 the Safety Division of the Bureau of Mines, off' the United States Department of the Interior, Pittsburgh, Pa., tested four new types of self-contained breathing apparatus and approved them in accordance with Schedule 13C. Approval was granted with the proviso that certain specifications outlined on the approval plate be made fully effective, and with the understanding that established safe practices in training in the care and use of self-contained breathing apparatus are of major importance.The excellent records made during the past 30 years in the safe use of self-contained breathing apparatus, some of which required the almost continuous wearing of apparatus during several hours daily for days, weeks, or months, may be attributed largely to the Bureau's system of rescue organizations, selection of physically fit rescue workers, effective training, and educational work done in rescue and recovery operations during fires or following disasters and in the care and use of self-contained breathing apparatus. Loss of life during wearing of breathing apparatus was due almost invariably to poorly assembled or otherwise defective apparatus, poor physical condition of the wearer, or insufficient training or some incorrect procedure.The newly developed breathing apparatus are of much simpler design than the conventional type used for the past several years; however, it is just as important to select rescue crews carefully and to train them properly in the care, use, and limitations of the new types of apparatus as for the older long-established types, if anything like safety is to be achieved in using them. The Bureau of Mines considers that 1/2-hour and 3/4-hour self-contained breathing apparatus should be used only as auxiliary equipment in mine rescue and recovery work, and their capabilities and limitations should be well understood by those who wear them."

In 1991, local prospector C. ?Mickey? Clement recovered at least three alluvial diamonds from the Michipicoten River. Two of these stones were sent to the Department of Mineralogy, Royal Ontario Museum, where they were identified as industrial grade diamonds with weights of 1.05 and 1.13 carats. Both stones were described as frosted and graphite-inclusion riddled. In 1995, prospector Sandor Surmacz and geologist Marcelle Hauseux discovered diamonds in bedrock approximately 20 km north of the Michipicoten River. An 18.1-kg bulk sample of a xenolith-rich lamprophyre, taken from an outcrop at the side of the Trans Canada Highway north of Wawa, yielded 1 macro diamond and 5 micro diamonds. All but one was gem quality (Sage 2000). Since then, more than 36 occurrences of diamonds in bedrock have been reported in an approximately 30 km2 area centred 20 km north of the town of Wawa. The occurrences are hosted within a sequence of unusual, Archean-aged, heterolithic breccias previously considered to have no economic significance. Ten kimberlite occurrences also have been confirmed in the Michipicoten greenstone belt in the last 5 years. Two of these kimberlites are diamondiferous. To date, expenditures on property acquisition and diamond exploration in the Wawa are estimated at $120 million (CAN). This paper summarizes the geological observations made on these occurrences and discusses including the relationship between the occurrences and the regional geology.

It is interesting to study the noise standards that have been promulgated in the US over the last decade or so. These regulations are likely to have long-lasting impact. The Occupational Safety and Health Administration (OSHA) Hearing Conservation Amendment (March 1983) continues to have influence not only in the workplace but in the debate over new regulations. Both the Mine Safety and Health Administration (MSHA) and Federal Railroad Administration (FRA) regulatory preamble documents state the desire to be consistent with OSHA. An examination of Table 1, which compares the major components of the three regulations and the 1998 NIOSH “best practices” criteria, depicts the extent to which that intent is met. There has been some regulatory activity in the last decade which may give some hope for evolution and updating based on the wealth of science that has occurred during the last quarter of a century since the OSHA regulation was enacted. However there has also been some “back-sliding” toward more lenient standards. The MSHA noise standard made regulatory progress in September 2000 by emphasizing engineering and administrative controls, followed by personal protective equipment, in the hierarchy of noise intervention. MSHA’s requirement for technician certification (today only available from CAOHC) strengthened the training requirements for audiometric testing in hearing conservation programs and MSHA also added the requirement of dual hearing protection at 105 dB TWA. There were many subtle differences between OSHA and MSHA based on comments and a desire to clarify some of the vague aspects of the OSHA noise standard, and meet the needs of the regulated mining industry. One example pertains to the ceiling for exposures. OSHA says, “no exposures >115 dBA,” which is interpreted to mean no unprotected exposures above that level, giving credit for the assumed effectiveness of hearing conservation programs, hearing protection devices and administrative and engineering controls. MSHA specified that a “P” code1 violation be issued for any protected or unprotected exposures >115 dBA. The Federal Railroad Administration (FRA) noise standard for railroad operating employees, which went The Modern Evolution of Hearing Conservation Regulationsinto effect February 26, 2007, was expressly based on the OSHA standard but also uses MSHA for comparison. The preamble states that the FRA defers to OSHA as the “primary regulator of noise in the workplace,” but also acknowledges the need for some departure from the OSHA regulation (FRA Preamble II.B). As an example, FRA requires testing at 8000 Hz “because it will allow employers to identify hearing loss sooner.” The FRA rejected MSHA’s hierarchy of noise controls in favor of requiring specific engineering interventions and focusing on appropriate hearing protection which would still allow communication and audibility, and identification of excessive noise through employee-filed “excessive noise reports.”2 Where OSHA has no specific mandate requiring employees to take advantage of the employer-paid audiogram, it has been traditionally a condition of employment and is generally accepted that OSHA-covered workers require an annual audiogram. MSHA addressed this issue in its preamble; however, they made no significant change. MSHA employers are required to offer annual audiograms but MSHA stopped short of requiring employees to comply with annual audiometric testing. A new comprehensive insitu instrumentation technique named this RCC Method has been developed for rapid assessment and improvement of the structural stability of underground openings. When applied to tunnel construction, the degree of present and prospective safety of underground openings can be determined in quantitative terms within 10 to 20 minutes of microcreep observation. When applied to mining, roofs and floors can be stabilized by controlling the stress conditions. This stress control method has eliminated the need for intensive roof bolting and extensive floor renewal in all cases where it was applied. Use of this technique is illustrated by field examples from the Seikan Undersea Tunnel of Japan and deep potash mining in Canada. NEW INSTRUMENTATION TECHNIQUE: THE RCC METHOD Failure problems in underground excavation usually arise in weak non-elastic grounds where conventional rock mechanics theories of elasticity are not only useless but also misleading. Presently, discontinuity planes in the ground are being considered a factor in assessing these failure problems, and while this development is interesting academically, it is not of much use in actual excavation work, where it is nearly impossible to identify and quantize all existing planes of discontinuity. Even if such an extraordinary task could be accomplished at an underground excavation site, effective use of the data would be difficult and impractical for rapid excavation work, with the possible exception of rare cases of ideally elastic ground.

The biggest Port of Latin America - the Santos Port in São Paulo, Brazil - has been drilled and blasted by controlled underwater techniques in order to remove around 40,000 m3 (52,318 cubic yard) of rock divided in two outcrop rocks: Teffé and Itapema. Underwater pumped explosive, in combination with small cartridges areas, was successfully used in order to reach a target depth of -15m (-49 ft) and a width of 220m (722 ft) in the navigation channel. It was the first time that a pumped explosive was used in underwater blasting in Brazil and it represents a historic benchmark for projects of this kind in this country. The main challenges faced in this project include the control of the ground vibration, due to the necessity to carry out detonations 40m (131 ft) away from the quay wall - where the passenger terminal and the 80 year-old warehouse were located – and the rush schedule available, in order to finish the underwater drilling and blasting phase before the coming cruise season. Therefore, the perfect combination of an ideal pumped product with an effective pumping system has permitted to carry out the project in a record of less time than 3 months (against to the original expected time of 18 months), with all vibration events under control as result of the special ground vibration program carried out.

This study was undertaken to obtain some fundamental information about hazardous mixtures of coal dust and methane (firedamp) likely to occur in mines. Fuel concentration limits for ignition of mixtures of coal dust, methane, and air have been determined by a hot-gas ignition method. The limiting concentration of each of the two fuels was usually less than that corresponding to its lean flammability limit in air. The lean limits of flammability of coal dust vary with the type and size of the dust; in this study coal dust concentrations were less than 80 mg/liter. Ignition jets were turbulent pulses (emerging from a channel of 0.5 cm diam) resulting from explosions of stoichiometric mixtures of methane, oxygen, and nitrogen, Temperatures of the ignition jets were varied by changing the oxygen index (OI) = O2/(02 + Nj2) of the primary methane-oxygen-nitrogen mixture (adiabatic flame temperatures from 2,000° to 3,000° K). The objectives of the study were to establish quantitative relations between concentrations of each fuel at ignition limits of hybrid mixtures and to study the mechanism of ignition of these hybrid mixtures by hot turbulent gases, Empirical equations were fitted to concentrations for four coals, namely) Pittsburgh Seam (sizes A, B, and C), Sewell No.2 Seam, pocahontas No.3 Seam, and anthracite. Equivalences of coal dust to methane were computed from these equations; equivalence being defined as -Ac/Am, where c is the coal dust concentration and m is the methane concentration, each in milligrams per liter of air. It was found that the equivalence increases as the temperature of the hot-gas jet decreases. In general, the equivalence is also an inverse function of volatile content of the coal and a direct function of the particle size, However, volatile con-tent in itself is not a sufficient correlating variable, nor is the specific surface area of the coal dust.

These paramount advantages of using an experienced professionally managed contractor result from the mine developer being freed from financing the required relatively large capital expenditure at current relatively high interest rates or in a capital scarce stock market, and from the need to recruit and sustain a large operating work force in a competitive labour market.

Most geologic and mining engineering consulting firms* began to experience the recession with declining billing levels, number of inquiries, and proposal requests in late 1981 or early 1982. As of today, most of them have been functioning at reduced income levels for nearly a year. And while many consulting firms have apparently reached a stabilized income level, they can see little prospect for attaining normal (pre-late 1981) billing levels and income for the remainder of 1983. A few firms have escaped being affected by the recession. Such com panies almost without exception are small (fewer than 20 personnel), offer a limited range in technical capabilities, and tend to be highly specialized in a particular niche. They include those specializing in the heap leaching of precious metals ores, in ground water testing programs, and in the derivation of computer-aided programs to monitor particular mineral processing functions. Those firms affected by the economic downturn have instituted a variety of policies and undertaken actions to cope with significantly reduced incomes to bring fixed costs in line with the depressed demand for services. These changes fall into the following broad categories: • management and management practices; • markets and market definition; • marketing and the pursuit of assignments; and • administration and personnel relationships. Not all of the perceived changes have necessarily been instituted by every consulting firm, and any one appears sporadically instituted. Management and Management Practices In favorable times the managers, and often the owners of the equity, of consulting firms tend to concentrate their attention on the part of the business they find most satisfying and enjoyable. For some, this means acting as project or assignment leaders, even undertaking a specific technical aspect of the job. For others, it means constant marketing with the associated heavy travel and entertainment schedules. In unfavorable conditions, such as the current recession, managers tend to spread themselves far more thinly, expending time and effort on all facets of the business including marketing, proposal preparation and cost estimating, budgeting, general administration, accounting and cash flow monitoring, project/assignment overview, and actual client work. The manager who in favorable times concentrated on client work is now less billable. The manager who concentrated on marketing is somewhat more billable. The manager now needs to pay attention to and expend equal effort on each facet of the business just to keep all the facets in relative balance. Falling behind schedule on a client job or carrying an unduly large percentage of accounts receivable exact a cost to the firm. Clearly the absolute cost to the firm is the same whether demand for service is good or slack. But in periods of slack demand the firm is frequently less able or even unable to bear such costs. Marketing and Market Definition Markets appear to have undergone some significant changes: • Federal and state governments have assumed a greater importance as providers of work vis-a-vis both industry and private groups. • Projects with increase-in-capacity aspects have given way to projects with maintenance or reduced operating cost aspects. • Projects searching for new deposits of minerals in generally new locations have given way to projects reviewing known mineral districts or known deposits. • Industrial mineral and mining companies have exhibited a great propensity to cut back the use of consultants and to undertake as much work as possible in-house. Further-more, a number of industrial mineral and mining companies have entered the competitive arena with consulting firms, submitting proposals (usually to the federal government) in an effort to keep their staffs intact and occupied. In response, consulting firms have reevaluated their capabilities by reviewing old work and reassessing personnel. The purpose is to broaden the services offered and the potential client base, thus redefining the available market. For example, a firm specializing in assessment of technical and cost parameters of a deposit would normally assist a prospective lender in judging the deposit's suitability for project financing. That same company could easily expand into the field of analyzing production costs for an individual operation -something that is needed in periods when lower prices reduce profit margins. Similarly, a firm that has confined such economic assistance to commercial banks could expand to provide its expertise to other lending and even equity buying in-stitutions such as insurance companies. Residents of Maxwell Hill, a suburb of Beckley, West Virginia, reported from January until March of 1988 a series of earth tremors. The tremors rattled dishes, and the noises associated with tremors were sometimes loud enough to wake people at night. These events were puzzling because Beckley is in an area of low seismic activity. Maxwell Hill is located above abandoned coal mines, though no direct subsidence damage to surface structures has been documented. A research program was initiated to determine whether subsurface ground movements associated with the abandoned mines could be responsible for the seismic activity experienced at the surface. A hypothesis is proposed which states that seismic disturbances can be caused by abandoned mine failure when two conditions are met. First, some instability must exist at the mine level. The most likely cause of instability is the failure of pillars of coal that were left for support at the time of mining. Second, subsurface movements can result in significant seismic activity only when the rock above the mine contains at least one very strong and brittle layer that is prone to fail violently through rupture or fault slip movement. Analysis of the data indicates that both hypothesized conditions for mine-related seismicity appear to have been satisfied in the case of Maxwell Hill. It has therefore been concluded that the earth tremors experienced by Maxwell Hill residents probably are related to the abandoned mines. Analysis of the potential magnitude of these events indicates that they are unlikely to cause significant surface danlage. The probability that future events will disturb the residence of Maxwell Hill should be quite low based on the identified mechanism.

The University of New South Wales (UNSW Australia) has been a world leader in the development of innovative virtual reality technologies over the last 15 years. AVIE (Advanced Visualisation and Interactive Environment) was developed by iCinema as a collaborative venture between UNSW?s Faculties of Engineering and the College of Fine Arts. This is the world?s first 360°-surround, virtual reality (VR) stereo projection theatre system. The School of Mining Engineering at UNSW Australia has developed 18 different virtual reality modules aimed at mine safety training and mining engineering education. These modules are being regularly used in both the mining industry and the university. The School of Mining Engineering is continuously involved in the development of different modules. Research is also currently being conducted on the implementation of other technologies into this environment. Artificial intelligence (AI) and fuzzy logic are tools that the authors would like to consider implementing in future module development. This paper will review current research in both these areas and consider options for applying these technologies.

This Bureau of Mines report is a background study of severance taxes on mineral production. The rates, bases, and other features of State severance tax legislation as of March 1978 are presented, as are the amounts of State severance tax collections for fiscal year 1977, Some statistical comparisons between severance tax collections, total State tax collections, and total value of mineral production in the States involved are presented to portray the relative importance of severance taxes both in State tax revenue systems and in mineral industry revenues. A general discussion of the purposes and principles of taxation, the unique nature of a mining enterprise, the various types of taxes imposed on mineral production, and the character and rationale of the severance tax and its impacts on mining firms sets the severance tax in perspective. A bibliography of materials on the severance tax is included.

"INTRODUCTION Diesel-powered locomotives designed specifically for underground operation were used in the construction of some of the tunnels that comprise the Delaware Aqueduct in New York State. Before this there had been limited use of Diesel-powered equipment such as trucks, bulldozers, and shovels in tunnel construction in various parts of the country, but this equipment was used without modification for underground use and, in some instances, appar¬ently without due consideration of the hazards that might be created by the introduction of fuel-burning equipment into confined underground spaces.As certain definite advantages were apparent if Diesel haulage could be used in tunnel construction in some sections of the Aqueduct, the contractors who were to construct the tunnels in these sections were desirous of using, this type of haulage equipment if it could be used with safety. This matter was given careful consideration by the various agencies concerned with the establishment of safe practices on the Aqueduct project before tunnel driving was started. Of chief concern were the quantities of toxic or objectionable materials that would be discharged into the tunnel air by the exhaust of the locomotives and the volume of ventilating air that would be required to dilute these exhaust gas products to concentrations permissible in the atmosphere of working places."

Despite the significant role of coal in the economic progress of nations, the occupational and health risks associated with its mining pose a major concern for industry stakeholders. The occurrence of roof collapses in coal mines remains a critical factor leading to substantial loss of life and financial damages for miners. Therefore, accurately predicting the roof fall rate (RFR) holds paramount importance. However, the uncertainty surrounding rock parameters in mines hinders the application of conventional methods to assess roof collapse rates in coal mines. To tackle the challenges associated with predicting roof fall rates in underground coal mines, this study proposes a novel solution by leveraging the Rock Engineering System (RES) method. The investigation is grounded in a dataset comprising 109 data points, encompassing crucial input parameters like depth of cover (DOF), primary roof support (PRSUP), intersection diagonal span (IS), mining height (MH), and coal mine roof rating (CMRR). In the model construction phase, 80% of the data (87 points) were utilized to build the RES model. A critical aspect of this study involves the evaluation of the RES model’s performance against alternative regression techniques, namely linear, power, exponential, polynomial, and logarithmic regression. This comparison was executed using the remaining 24 data points (20% of the dataset) for rigorous evaluation. Employing key statistical metrics such as mean square error (MSE), root mean square error (RMSE), and squared correlation coefficient (R2), the study systematically demonstrated the superior accuracy of the RES-based method compared to other approaches. In conclusion, the outcomes strongly support the efficacy of the RES method in predicting roof fall rates, not only in the specific case studied but also indicating promise for its application in other underground coal projects. This underscores the potential of the RES method as a reliable and versatile tool for forecasting roof fall rates in the complex and critical context of underground coal mining.

The primary factors that determine the marketability of coal from various supply centers in the U.S. are coal quality and supply; i.e. low sulfur, moderate- to high- Btu coals have large market areas when compared to less expensive but poorer quality coals. Price is the major factor in the competitive marketing of similar coal products. Good quality, (moderate- to high- Btu, low sulfur) coals from the Powder River and central Appalachian basins are marketed over large areas of the country, and central Appalachian coal is widely distributed in foreign markets, primarily as coking coal. In contrast, poorer quality bituminous coal (low calorific value and/or high sulfur) from the Illinois Basin, northern Appalachian Basin, and lignite from the Gulf Coast is marketed in or near the States in which it was mined even though the price at the mines may be lower than mine prices for central Appalachian coal. Widespread distribution of sub-bituminous Powder River Basin coal is enhanced by its exceptionally low mining costs, which offsets transportation costs to distant markets.

Since April, 1923, the Scientific & Industrial Research Council of Alberta has had an analyst, Mr. W. P. Campbell, steadily employed analyzing coal samples taken by the provincial Mine Inspectors. Mr. Campbell has also analyzed a number of coal samples taken by one of the Council's Geological Survey parties. We have thus, at the time of writing, over four hundred analyses of Alberta coal, made by the same analyst, and strictly comparable. These samples come from widely distributed points, some 88 townships being represented. The stream of samples is still flowing in, and it is hoped by the end of this year that the number of townships represented will be increased at least fifty percent. The time has arrived to publish some of the data collected; but it must be clearly understood that this is merely a progress report, subject to revision as further information is obtained. Three hundred and fifty-three coal mines in the province were operated during 1923. The production per mine varied from 5 up to 500,000 tons. With this number of mines to examine (and fresh mines are being opened every year) it is a large task to make even a proximate analysis of representative samples from every mine. Any chemist will appreciate the fact that to make ultimate analyses representative of even the larger mines will be a long and tedious task. It has seemed better to make a comprehensive survey by proximate analysis and determination of calorific value before beginning the more thorough survey by ultimate analysis. This paper, therefore, deals only with proximate analyses and calorific values; and, owing to limitations of time and space, does not deal with other chemical and physical characteristics of coal, such as storage quality and fusibility of ash, important though these are.

"As the concept of autonomous haulage systems (AHS) moves from proto-types to production-ready applications, the operating performance of the haul road will become ‘mission critical’ to the overall success of autonomy in mining. Deterioration in road performance will require remediation, human intervention and significant, albeit temporary, changes to operating procedures, to accommodate road maintenance. With autonomous trucks comes the opportunity to reduce road formation and operating width, and therefore generating potentially significantly reductions in stripping ratios and improvements to mine economics, but only if the design of the road, and it’s associated deterioration rate, is predictable and manageable, based both on the materials used to construct the road and the maintenance interventions to be carried out on the road. This paper presents the assessment of a digital photogrammetric approach to the characterization of a mine haul road surfacing, or wearing course material. Design and maintenance parameters for these roads are currently determined from physical particle size distribution (PSD) assessments of ‘in-road’ material. However, this approach does not accommodate the need, nor leverage the benefits from, AHS. The digital imaging approach is assessed in this paper, using two standard digital analysis software tools, together with in-service mine haul road wearing course samples and images which are assessed to determine the applicability and reliability of the approach to deliver a real-time assessment of haul road surfacing conditions and thus to identify the road maintenance interventions required to address deterioration. INTRODUCTION Enhancements in mine road design, construction and management for the past 20 or more years has largely been focused on short-term tactical needs. These improvements have not been matched by advances in the fundamental technologies that underpin mine road design and management, and although the quality of mine roads have probably increased, many of fundamental and longer-term issues have yet to be addressed. With AHS’s evolving from prototype to production applications, any decision to implement these systems in a mine requires a thorough evaluation of impacts, not only operational improvements, but the inter-connectivity of this autonomy technology to other organizational processes. In developing an understanding, the full interactions that may affect autonomous truck behaviour due to changes in various sub-systems or external environments, haul road conditions and operating performance is a key consideration. This is as true in autonomous as well as in conventional mine truck-based hauling systems where the mine haul road network is a critical and vital component of the production process."

This report summarizes a Bureau of Mines study on the use of geotechnology to identify and reduce ground control hazards at slate quarry operations in eastern Pennsylvania. The major ground control hazard is falling rock, attributed to weathered bedding plane faults, which weaken quarry highwalls. It was demonstrated that these faults can be detected outside of the quarry perimeter using surface resistivity measurements. Falls of ice from quarry highwalls constitute a second major hazard, which requires water diversion as a basic control method. In situ stresses seemingly cause only minor problems in slate extraction although they could interact with developed stresses and lead to failure of barriers between quarries. Pull tests showed that rockbolts anchor firmly in slate and should prove effective in securing loose rock.

"Laboratory flotation tests of slow cooled converter slag have showed that 92.5% copper recovery at the copper cut-off grade of 24 - 25 % can be achieved by using a 50:50 ratio of DSP330 and SIBX (sodium isobutyl xanthate) at the natural pH of 7 and with a grinding time of 18.5 minutes. 70ìéç is the P80 achieved at this grinding time. MIBC is the frother and the solid content of the flotation feed was 46%. In the plant trials, two types of collectors at two different feed particle sizes for both the normal and slow cooled slag were operated. The particle size was controlled by the feed rate. The P80 of 75 ìçé at a feed rate between 32 - 36 t/h were tested. The plant trials have demonstrated that the copper recovery in the milling and flotation process of the slow cooled slags was improved by 3%. IntroductionIt is proposed to float the slow cooled converter slag, in the auxiliary circuit of the copper concentrator at Mount Isa, by using the processing conditions identified from several laboratory flotation tests. Among these laboratory tests, one produced a copper recovery of 4 % higher than those achieved from a normal cooled slag with the same slag feed grade and the same copper content (24 - 26 %) in the concentrate. These test conditions were selected for further studies.Laboratory Test Work and Plant TrialsThere has been a lot of work conducted under laboratory and plant conditions [1]. However, the achieved results did not justify their total implementation in the Mount Isa Copper Concentrator. Initially, the lab trials were carried out with slag cooled 100% in air; then it was changed to combined cooling for 12 h with air and 2.5 days with water sprays. The reason for this change was the shortage of space when the slag was cooled 100% in air, as it takes several days to achieve safe temperatures for its removal. The San Manuel Copper Smelter has reported that their slag was left for air cooling in pits for 8 h and then was followed by water cooling for 2-3 days [2]"
