Since 1974, a large amount of data has been developed concerning the physical properties and stability characteristics of waste generated by the mining and preparation of bituminous coal. However, very little information has been developed on the properties and characteristics of anthracite waste. During this Bureau of Mines research project, coarse anthracite breaker refuse from five sites in eastern Pennsylvania was sampled and the physical properties, which indicate stability characteristics, were determined in the laboratory. Coarse anthracite breaker refuse is quite similar to coarse bituminous refuse in chemical and mineralogical composition. However, the physical properties of the anthracite waste materials tested are different from those of coarse bituminous refuse. For the coarse anthracite breaker refuse tested, the average maximum laboratory density is 113.2 lb/ft3, the average angle of internal friction (direct shear) and average cohesion are 30.2° and 2.6 psi, respectively, and the average permeability (four sites) is 1.24 x 10-2 cm/sec. Stability analyses were conducted on six theoretical anthracite waste embankments. These analyses show the effects on minimum safety factors of geometry, phreatic surface level, and physical properties.

"The risk management objective of the AMIRA Code of Practice for Metal Accounting has seldom been systematically investigated in the literature up to the authors’ knowledge. Risk is defined in the Australian Standard on Risk Management (AS/NZS 4360:2004), as “the chance of something happening that will have an impact on objectives”. The simplified economic analysis performed in this paper has lead to define “something happening” as measurement non-representativity and “impact on objectives” as NSR loss from the optimal NSR. This has pinpointed a missing link being the establishment of a relation between NSR in flotation plants and measurement representativity. The proposed framework, referred to as the total cost of representativity, answers the previously unanswered question of how much accuracy/reproducibility is fit for purpose in a given flotation plant. Authors readily acknowledge that it is way easier to assess the cost of accuracy/reproducibility than the cost of inaccuracy/irreproducibility. However, this exercise not only answers previously unanswered questions but also establishes an essential link with operational excellence. This paper exposes why such operational excellence could neither be attained nor proved without a state of the art metal accounting system. This should impact not only how metal accounting systems are audited/designed/refactored, but also how flotation plants are designed.IntroductionBecause representative metal accounting is a vital source of information for the financial accounts of a mining/metallurgical company, the need for a code on metal accounting was recognized in 2001 and a team was formed in 2003, under the sponsorship of several major mining houses, to produce such a code. A single-family home constructed on the side of a slope in Los Angeles, CA, was subjected to lateral forces due to soil slope creep on the pile foundation supporting the home. Impacts to the property included cracking and separations in the street, retaining walls, exterior concrete flatwork, and decorative concrete features in the rear yard area. The home was supported by concrete piles that penetrated the surficial soil mantle and were embedded in underlying bedrock. However, the home exhibited minor distress that suggested even the home was being affected by soil creep. Selected points on the home were monitored with an optical survey method and manometer over a period of two years to assess if the home was undergoing vertical or lateral movement. Monitoring data indicated the home was in fact moving down slope in a manner consistent with slope creep. As a result, the authors were concerned that continued movement due to slope creep could result in over-stressing of the piles that support the home and ultimately lead to failure of the foundation system. An evaluation was then undertaken to evaluate the behavior of the foundation system due to forces from slope creep. Research was performed during the course of evaluating the conditions to consider various approaches to modeling pile behavior of the piles supporting the home. Some research has been performed to field measure creep displacement of soils and rock in slopes. These previous works have found a diverse behavior of the soil displacement with depth (velocity profile) indicating the process is very complex. An example of various velocity profiles measured in field experiments is depicted in Figure 1. Other research focused on theoretical models of velocity profiles and exhibited similarities to some of the field measured cases.

MANY members of the Institute, who participated in the visit made, during the Bethlehem meeting of February, 1906, to the shops of the Ingersoll-Rand Company, at Phillipsburg, N. J., inspected with interest the new Electric-Air drill, which the company had set up for the purpose of showing it in actual operation to American. mining engineers. At the request of the Secretary of the Institute, I promised at that time to prepare a paper for our Transactions, describing the construction and advantages of the machine. But such a paper would then necessarily have contained much that was only expected or claimed by the designers and manufacturers of the drill, and not yet incontrovertibly proved by varied and long-continued practice. However moderate such statements might have been, they would have given inevitably to the paper, to some extent at least, the air of a prospectus, rather than of a technical contribution. I therefore decided, with the Secretary's approval, to postpone the writing of the promised paper until it could set forth the results of adequate actual practice, as well as the latest details of construction, etc., based upon practical experience. That period has now arrived. The Electric-Air drill has been exhaustively tested in the field, under varied and arduous conditions and upon the hardest rocks. It is now fairly in the field; its merits and performances are matters of unimpeachable record, and its place among established competitors can be definitely determined. OZ Minerals Limited owns and operates the Prominent Hill Copper-Gold Mine, located 140 km southeast of Coober Pedy in far north South Australia. The Prominent Hill mine comprises an open cut mine with an initial 10 year mine-life and an 8 Mtpa conventional grinding and flotation plant to produce high quality copper-gold-silver concentrates, which are exported by road to local customers and by rail to the port of Darwin for shipment on to Southeast Asian smelters. Mine and process operations at Prominent Hill are licensed to abstract a water supply of up to 26 ML/d, sourced from a borefield located 40 km and extending to 80 km east of the mine. The arid climate of the broader Prominent Hill region means that groundwater is important for sustaining community and pastoral industries in the region, and security of water rights for third party users is a critically important water management issue posing a significant challenge to the development of Prominent Hill. Depth to water table and the typically high salinity of groundwater in the region means there is little environmental dependence on groundwater within the immediate Project area (mine lease and wellfields). The Prominent Hill mine and associated infrastructure lies within the South Australian Far North Prescribed Wells Area (FNPWA), which was principally defined to ensure the ongoing security of the ecologically, socially and culturally significant GAB springs, of which the closest are found around 150 km northeast of Prominent Hill, and only 50 km northeast of the water supply borefield. Prescribing of the FNPWA meant that OZ Minerals was required to demonstrate to both State and Federal Government agencies that the mine's water supply is independent of that which supports GAB springs and other third party water users in the region. Recognising these potential obstacles, OZ Minerals successfully defined and developed a previously unknown industrial quality groundwater resource, separate from other important groundwater resources in the region that supply community, pastoral and environmental users, ensuring third party water user sustainability.

The requirement of the residue for underground filling.Originally the conditions in this district varied mainly in the position of the mill, some mills having an elevated site with plenty of dumping space for the time being, whilst others had a flat site, and very little dumping space near at hand; but in most cases the residue discharged was in the form of filter-press cakes, suitable for conveying on belts, or in trucks, and stacking in a high clump; and, while a portion of the residue was used for underground filling, the dump was regarded as a valuable asset, to be re-treated later. Under these conditions, conveyor belts, electric trams, aerial trams, and hose trucks, all gave satisfactory results, and the following figures, taken from "'West Australian Metallurgical Practice," will show how these methods compared as regards costs...

"Research on the control of exposure to respirable contaminants in mine atmospheres is conducted in five areas; 1) control of dust generation, 2) dilution, dispersion and collection of dust in mine airways, 3) characterization of dust particles, 4) interaction of dust and lungs, 5) relationship of mine environment, geology, and seam characteristics to dust generation and mobility. The distribution of research findings to the mining industry, to government agencies, and to scientists at other universities is accomplished in several ways.A data bank of respirable dust samples displaying a wide range of characteristics (low volatile, medium volatile, high volatile, silica fireclay, rockdust) has been established by the Center. This data bank is being utilized by Center researchers in a suite of medical, scientific, and engineering tests (FIGURE 26).The Center has honored requests for educational and informational materials from several sources, including MSHA and CANMET who received information on Center generated software and used the Center's expertise in developing a computer program for particle distribution model (DISFIT).The Generic Mineral Technology Center for Respirable Dust has organized two dust conferences on respirable dust, the Coal Mine Dust Conference, held at West VirginiaUniversity, Morgantown, West Virginia from October 8-10, 1984 and Respirable Dust in the Mineral Industries: Health Effects, Characterization and Control, an international symposium on Respirable Dust in the Mineral Industries held at The Pennsylvania State University, University Park, Pennsylvania from October 14-16. 1986. These conferences were co-sponsored by the U.S. Bureau of Mines, Mine Safety and Health Administration, National Institute for Occupational Safety and Health (NIOSH), and the American Conference of Governmental Industrial Hygienists (ACGIH). On August 23-26, 1988, the VIIth International Pnuemoconioses Conference was held in Pittsburgh, Pennsylvania. While not a sponsor of this conference, researchers in the Generic Mineral Technology Center for Respirable Dust had significant participation with sixteen (16) papers presented (see Volume 8 of this series for abstracts and papers). These conferences provided a significant forum for the exchange of ideas on dust research and the interchange of research findings. The proceedings from these conferences are available from NTIS and ACGIH.In sum, significant benefits to mine worker health have resulted and should continue to result from the synergistic scientific, engineering, and medical research in respirable dust (FIGURE 27). As always, an important objective is the rapid dissemination of the results of this research to industry. Video tapes and the Bureau's Technology News series have been a very effective means of USBM technology transfer. The San Vicente Pipeline Tunnel Project involves the construction of an 8.5-foot-diameter water pipeline in an 11 mile tunnel in San Diego, California. The tunnel is located in extremely variable geologic conditions of strong granitic and volcanic rocks, weak sedimentary rocks, abrasive conglomerates, and mixed face conditions. One reach of the tunnel is a 5,200-foot mixed face reach that includes Friars Formation Conglomerate overlying granitic rock. Due to the variable ground conditions in this reach, the use of a TBM was deemed too risky and the contract documents required drill-and-blast and hand mining methods. Although it was not required, the contractor elected to construct this reach using NATM methods. This paper describes the geology of the 5,200-foot mixed-face reach, the design evaluation, and the construction challenges faced on this project.

Welded wire mesh is the most commonly used skin control technique in the United States underground coal mines. Currently, selection of the mesh is based on trial and error rather than any rigorous design methodology. Several factors affect a wire mesh?s performance including the amount of rock material to be supported and how the load is distributed, wire gauge, aperture size, grade of steel, weld strength, bolting pattern and sheet size. Although the best way to choose the mesh is to conduct full-scale physical load tests, because of the limitations on the number of variables that can be considered in such tests and the requirement of an elaborate test set-up, it may not always be possible to use this option. An alternative would be to use numerical modeling to study the load-deformation behavior of a wire mesh. In addition to providing a very detailed stress, strain distribution in the entire mesh, the advantage of this approach is the ease with which parametric studies can be conducted. In this paper it is shown that the load-deformation curves generated by nonlinear numerical models match closely with laboratory derived ones. Then, based on parametric studies, design guidelines are developed to choose the mesh appropriate for different loading conditions. The modeling studies also bring forth the limitations of the current lab studies. For example, under some conditions it was noticed that the small sheet size considered in lab tests would produce higher mesh deformations than a full-size one used in actual practice.

It is not proposed in this paper to go into all of the details of the problem. Instead, it mill be assumed here that the intrusive has the form and characteristics represented in Fig. I. According to W. 11. Emmons minerals are not deposited in appreciable quantities below the "dead line." Important amounts of ores of virtually all metals may be found around summit cupolas, but only gold, copper and zinc (in limited quantities) are usually associated with trough cupolas. Most students of ore deposits agree that temperature changes are largely instrumental in precipitating many ores in the "hood" and that the difference in temperature between the intrusive and that of the country rock may be the chief factor in determining the mineralogy of a deposit. A problem then of some interest is to correlate the principal physical features of the intrusive with the phenomena of heat conduction as evidenced by the cooling curves and the isothermal surfaces. Mathematical Theory In order to show the possible application of heat conduction to the interpretation of the processes of metalliferous deposition associated with intrusives, it will be as- sumed that the intrusive is a large par-allelopiped of dimensions, 2l, 2m, 2n. A knowledge of airway friction factor (K-factor) is necessary to designing mine ventilation systems for least cost and optimum effectiveness. The friction factor used must be accurate and reliable to estimate correctly roadway resistances and pressure sources for required flows. Though the resistance to flow offered by mine airways has been an object of study over the last half century, no accurate relation has yet been established from which the prediction of the resistance of a projected airway can be made. In Kentucky, only limited and incomplete data on local K-factors are available. Therefore, there is a need for field investigations to determine these values in-situ for existing mining conditions. The author describes a study concerning K-factor that was carried out in ten coal mines, located in eastern and western Kentucky. The results of these investigations are presented in both tabular and graphical form.

"A limestone mine in Ohio has had roof instability problems that have led to massive roof falls extending to the surface. This paper describes a collaborative study of these events undertaken by the National Institute for Occupational Safety and Health and the mine owners. The study focuses on the roles that weak, moisture-sensitive floor and weak bands in pillars play in a general instability that led to roof falls at this mine. The NIOSH Stone Mine Pillar Design software (S-Pillar) does not include analysis for weak floor or weak bands and recommends that when such issues arise they should be investigated further using a more advanced analysis. It is important to recognize that without the impact of the floor or weak bands, the calculated inherent stability factor for these pillars is within the recommended design range. Therefore, to further investigate the observed instability occurring on a large scale at the Ohio mine, FLAC3D numerical models were employed to help determine the failure mechanism. Roof-to-floor extensometers were also installed in the areas predicted to have further instability. This case study will provide important information to limestone mine operators regarding the impact of weak floor causing the potential for roof collapse, pillar failure, and subsequent subsidence of the ground surface. This recent case demonstrates that weak floor can be a significant factor in pillar stability and should be assessed during the design stage of the mine.To an area-wide failure (Zipf, 2001). In that case, it appears that the pillars had actually remained intact. However, moisture-related yield of the weak floor caused deformations which passed through pillars and into the roof, triggering roof collapse around the intact pillars (Esterhuizen et al., 2011). This previous case and the case presented in this study, while not identical, both demonstrate that weak floor and/or bands within pillars can be a significant factor leading to instability."

Introduction In preparing this paper on Recent Developments in Gold Milling Practice, the idea occurred to me that possibly the best way to deal with the subject would be to take you in thought on a visit to the principal gold mining camps of the Dominion, starting at the east and finishing up in the west, and noting, as we go, the outstanding improvements that have been made in the last few years in the practice of gold milling. Before beginning this tour, I desire to emphasize the debt this country, and particularly our mining industry, owes to that body of trained and experienced men, little heard of, but who, working quietly on their problems, are responsible for these improvements. The metallurgists, to whom I refer, have solved many difficult problems for the mining industry, in connection with the treatment of our complex ores; for instance, the silver-cobalt ores of the Cobalt district, the gold ores of the Porcupine district, the gold-telluride ores of the Kirkland Lake? district, the copper-gold ores of Noranda, the arsenical-gold ores of the Beattie mine, the copper-zinc ores of Flin Flon, and the lead-zinc ores of Kimberley. In doing so, they have maintained the high technical standards of the profession, and the practices thus evolved are noteworthy for their high degree of efficiency. When the price of gold increased from $20.67 to $35.00 an ounce, what had formerly been thought to be a low tailing became almost an ore, so that the metallurgists are now busily engaged upon the problem of putting this railing back in its proper place of being a tailing once more, or from its value, at the present price, of anywhere from 50 cents to a dollar or so per ton, to a few cents per ton. Owing to the changing prices of the metals in the world's markets, still greater improvements in metallurgical practices are imperative. An important contributory factor towards improvement in ore dressing is the aid furnished by the microscope in the examination of ores and mill products. By making possible the determination of the mineral constituents of the ore, their association, and grain size, it gives the investigator a knowledge of his problem, before he does any actual test work. In the Mines Branch laboratories at Ottawa, its use has enabled us to predict how an ore should respond to various methods of treatment.

The Bureau of Mines has investigated methods for the recovery of byproduct heavy minerals from sand and gravel operations in Oregon and Washington. These heavy minerals are not currently recovered except for gold in a few areas. The recovery of byproduct heavy minerals would provide a domestic source of minerals presently imported, and a more efficient use of domestic resources would be accomplished. Samples from more than 40 locations were treated by gravity separation to yield heavy mineral concentrates (black sands). Magnetite, ilmenite, zircon, rutile, chromite, platinum-group minerals, radioactive minerals and gold were identified in the concentrates. Individual zircon, ilmenite, chromite; magnetite, and gold products were recovered from selected concentrates by low-and high-intensity magnetic, high-tension, and heavy-medium separation techniques. The recovery for the individual mineral products ranged from 67 to 95 pct.

Comparison between the independent predictions of one of the models and column leach test data reported by others confirms the potential.
