Regulatory processes associated with development of major mining operations in Alaska and British columbia were evaluated using specific case studies. Included were one hard rock mine in Alaska (Red Dog Mine), one hard rock mine In British Columbia (Snip Mine), and one offshore gold dredging project in Alaska (WestGold SIMA). Based on a comparison of the three case studies, it became clear that the primary incentives for cost effective permitting are: 1) early and continuing coordination of proposed project plans, designs and schedules with key regulatory agencies and local area residents and 2) development of a sufficient level of baseline information on air quality, water quality, wetlands, endangered species, fish and wildlife, and socia-cultural conditions to support the required permit application. The U.S. permitting process worked in much the same way as the Canadian permitting process. Disincentives of mine permitting include high initial costs for baseline data gathering. However, a relatively high early investment resulted in more efficient permit acquisition and reduced long-term monitoring requirements. A common problem Identified was the inadequate supply of trained agency personnel with the requisite technical and permitting experience. This sometimes resulted in poor decisions and unnecessary changes in project plans and schedules.

[Subbituminous coal or lignite when stored in random piles or in ordinary bins in which the temperature fluctuates and air circulates quickly undergoes objectionable physical and chemical changes, which decrease the utilization value of the fuel and increase its tendency to ignite spontaneously. Slacking takes place, and the heating value decreases. These changes are accelerated by fluctuations of temperature and by circulation of air through the storage space. When such coals are exposed to the weather they lose moisture rapidly. If evaporation from the surface of a lump proceeds at a faster rate than that at which it is replaced by moisture from the interior, the rate of shrinkage at the surface is greater than that at the interior; consequently, stresses are generated at the surface which cause the coal to disintegrate. Likewise, when moisture is absorbed by the air-dried surface the outside layers expand at a faster rate than the interior, which results in further break-down. As these cycles are repeated the lump may disintegrate completely. Therefore, successful storage of low-rank coals depends on control of the factors that influence change of moisture.]

The final report contains a summary of the work performed under this contract, In addition to the report itself, other products were derived from this effort. Several hardware items were prototyped for use with underground belt conveyors, and a manual for installation and maintenance procedures was developed and published under separate cover. Recommendations have been included for implementation of the tools and the manual or, an industry-wide basis.

The Valzinco mine, Spotsylvania County, Va., is a lead-zinc deposit with minor quantities of copper. The property was reopened n 1942 by Panaminas, Inc. The Bureau of. Mines, in an effort to increase the reserves of the deposit to justify greater production, diamond-drilled nine holes totaling 4,213 feet during 1943. Drilling by the Bureau delimited the original ore body and discovered another ore body on the hanging-wall side, which was being developed by the company at the close of the project.

"The introduction of large boreholes underground initially involved taking the techniques of open-pit bench blasting to the production stope, but with deeper boreholes and narrower stopes more controlled techniques must be developed in order to maintain good stope walls and prevent dilution of ore or structural damage to pillars due to blasting overbreak. The points discussed are drilling accuracy and drill pattern, the relationship between open-pit wall control and underground mining, the varied explosives products and initiation devices available, and some of the many ways that variations in loading, such as deck charging, etc., can produce desirable results.IntroductionThe use of large-diameter blastholes for underground mining began ten years ago and today they are widely employed in a variety of orebodies and stope configurations. These big blastholes, which range in size from 4.5 to 8 inches in diameter, were originally employed in the same manner ' as open-pit bench blasts; that is, the stope was silled out to full width and all holes were drilled vertical and parallel. This was suitable for competent, massive orebodies, however the popularity of the big drills saw their usage in more narrow stopes, often with poor ground conditions. The dipping orebodies and small drill sublevels resulted in inclined drilling.Today, there is full-ring drilling of 4.5-inch holes. Some 6.5-inch holes are drilled up to 350 feet deep. A 350-foot borehole may contain 6000 to 7000 pounds of explosive. The detonation of this size of charge weight within the confines of an underground stope can have considerable effect on the stability of stope walls and adjacent pillars. Obviously, precautions must be taken to minimize the damage which would result from the large charge weights possible with these big boreholes."

A reconnaissance for sources of scandium and a metallurgical investigation of recovery methods for byproduct scandium from uranium mill solutions were conducted by the Bureau of Mines. The work on scandium was undertaken to obtain information on domestic resources and to explore and develop recovery procedures in consonance with the Bureau's long-range program for conservation and wise utilization of mineral resources. The element scandium is widely distributed in the earth's crust in trace amounts, but it seldom occurs as an important constituent in any mineral. An exception is thortveitite, (Sc,Y)2 Si207) a rare mineral that contains various amounts of scandium and yttrium and may contain up to 42 percent scandium oxide (SC203). Knowledge of the chemistry of scandium has expanded rapidly in recent years (1, 4, 9)4 but only fragmentary information is available about the metal because it is still largely a laboratory curiosity without established uses (2, 3). A recent study shows some of the physical proper-ties of the metal are (1) density of 3.05 grams per cubic centimeter) (2) melting point of 1,540° C, (3) hexagonal close-packed structure) (4) hardness of about 50 Brinell (500-kilogram load), and (5) an alloy behavior similar to yttrium and rare-earth metals (2). The price of $2,850 a pound for scandium oxide of 99.9 percent purity and $2,700 a pound for oxide of 99 percent purity reflects the scarcity and complex chemistry of the element.

Detailed knowledge of velocity-depth trends is essential for constructing well-to seismic ties, determining background velocity and generating synthetic seismic traces for interpreting seismic amplitudes in terms of porosity, lithology and pore fluid type. The acoustic properties of shales are of particular importance in the exploration setting as shales constitute more than 80% of sediments and rocks in siliclastic environments. Seismic and sonic log data may be used for estimating overpressure in shales in order to maintain borehole stability during drilling. In addition, velocities in shales can be used for predicting its mechanical properties and hence, borehole collapse. Despite of the apparent importance of understanding shale acoustics, sonic logs in shales are frequently unavailable or unreliable especially for older wells. Hence, it is essential to compute pseudo-velocity logs from other available information. This can be accomplished by using empirical relationships or rock physics transforms. In this study we have compared the predictive power of resistivity (Faust 1951, Hubert 2008) and porosity based models (Wyllie 1956, Holt & Fjær 2003) for computing synthetic P-wave velocity logs using wireline log data from mudstone intervals at three North Sea wells. The wells 6507/2-1, 6507/2-2 and 6507/2-1 are located at the Haltenbanken area at the Norwegian Sea. The wells targeted hydrocarbon potential at the upper Cretaceous and lower Tertiary sandstone sequences. The sandstone beds are overlain by thick Tertiary and Cretaceous sequences of mudstones. Since our primary goal is to model acoustic velocities in shale, we used wireline data from the Nordland (NL), Rogaland (RL) and Hordaland (HL) groups that are mainly composed of mudstone. The mudstone beds were identified from the well log data by using natural gamma log, sonic and resistivity data as well as information from the Norwegian Petroleum Directorate website. The volume of shale was estimated from the natural gamma log and the data points with values higher than 0.65 were discarded. Similarly, the data points with shale volume less than 40 % were discarded. Furthermore, exceptionally high resistivity values amounting to more than 6 Ohm m were not included in the analysis. Porosities were determined from the density log assuming 2.7 and 1.05 g/cm3 for matrix and fluid densities, respectively. The depth that was used for calculating Vp from Faust (1953) was the depth below mudline in order to the compare of well data from wells that have been drilled at different depths (Hubert 2008).

The concept of an Automated Continuous Explosive Excavation system (ACEE) for the underground mining applications of development drifting and room and pillar mining has been evaluated in comparison with conventional drill, blast and muck operations. The role and possible extent of application as this method was identified. The evaluation examined each element of existing and of proposed ACEE design concepts in a defined mine environment. Step by step procedures were developed to quantify the evaluation process where this appeared feasible. One conclusion drawn was that a system approach to ACEE design is not only feasible but attainable within the state of the art. Several preliminary design concepts were formulated and examined in order to determine what further research or development might be needed to realize them.

A method has been developed for the accurate calculation of the cricondentberm and cricondenbar temperatures of multicomponent hydrocarbon mixtures of known composition. The mixtures may contain any number of components including paraffins and isoparaffins, olefins, acetylenes, naphthenes and aromatics. This approach is based upon the mole fraction of the low-boiling component in the mixture and graphically presents the ratios of the cricondentherm and cricondenbar temperatures to the pseudocritical temperature as {unctions of a boiling-point parameter. The only requirements are the critical temperature, normal boiling point and the approximate vapor pressure behavior of each component. For mixtures of more than two constituents a stepwise calculation procedure is necessary where the pseudocritical temperature is based upon the critical temperature of the pure low-boiling component and upon the actual cricondentherm or cricondenbar temperature of the mixture of all the remaining higher-boiling components. From an analysis of 22 binary systems (123 compositionsl, the average deviation of calculated cricondentherm temperatures from reported values is 0.87 per cent, based on degrees Rankine; and for 10 multicomponent mixtures containing from three to six components, the average deviation is 0.98 per cent. From an analysis of 18 binary systems (104 compositions) the average deviation of calculated cricondenbar temperatures from reported values is 0. 79 per cent; and for 15 multicomponent mixtures, 1.47 per cent. Equations, derived from the graphical relationships, are presented which enable rapid calculations for both binary and multicomponent systems. INTRODUCTION With the increasing tendency towards the use of high pressure processes, the need for an accurate method of calculation of the properties of a multicomponent hydrocarbon mixture in the critical region is becoming more essential. Critical region phase relations are also significant in gas condensate reservoirs, for which a knowledge of the fluid phase boundaries and regions of retrograde condensation make it possible to evaluate optimum operating conditions. The possibility of liquefaction in the underground structure may be established, and information on the feasibility of the use of repressurizing may be determined. A typical phase diagram for a multicomponent hydrocarbon mixture is presented as Fig. 1. This figure also shows the regions of retrograde behavior encountered by following lines AB and AC. If accurate methods of calculating the temperatures and pressures at the critical, cricondentherm (maximum temperature) and cricondenbar (maximum pressure) points of multicomponent hydrocarbon mixtures of known composition were available, it would be possible to estimate closely the entire phase diagram of any mixture. Several methods have been presented in the literature for the estimation of the critical temperatures and pressures of multicomponent mixtures containing all types of hydrocarbons and including the fixed gases.4-8,21 Considering the cricondentherm and cricondenbar points, the work is more limited. A naturally aged and synthesized manganese oxide-coated granular media was found in our laboratory to have the capability of the removal of soluble Mn(H) from mine drainage by adsorption and oxidation. Mine drainage commonly also includes other heavy metal ions. Extending this principle, this paper presents the removal of heavy metals including lead, copper, cobalt, zinc and nickel in the aqueous solution by using the synthesized manganese oxide-coated granular media. It was found that the adsorption of lead, copper, cobalt, zinc and nickel on the manganese oxide-coated media follows both Langmuir and Dubinin-Radushkevich adsorption isotherms except in the concentration range less than 0.1 mmole/L. The adsorption mechanism involves the ion exchange between the heavy metal ions and synthesized manganese oxide coated on the media. The synthetic manganese oxide surface has a strong metal binding ability to the heavy metals in the order of Pb2+ > Cu2+ > Ni2+ > Zn2+ > C02+ based on the adsorption results using batch and continuous column operations. The breakthrough curves of these heavy metals showed that the synthesized media could be used effectively in the removal of these heavy metal ions in a cell or packed column. The process can simultaneously facilitate the immobilization of the heavy metals on the synthesized manganese oxide coated media. A subsequent pH adjustment dislodges the heavy metals and regenerates the synthetic media. Thus, the process accomplishes the adsorption, immobilization and concentration of the heavy metal from waste stream in one monolithic procedure.

THE Dome ore-bodies are more or less isolated and are mined. by shrinkage stoping. An interwoven system of veins is mined at Hollinger '.1.nd requires close filling. Deep mining is the problem at McIntyre. Dome ore contains a large amount of free gold, which is recovered on blankets. An all-cyanide flow-sheet is \lSed in the Hollinger mill. Flotation concentration is an important feature of McIntyre mill operation. Therefore, these three mines afford an unusual opportunity to compare gold mining and milling methods. The purpose of this paper is to describe the conditions existing at the Dome, Hollinger, and McIntyre mines and to outline the mining and milling practice at each property. Figures 3, 4, 5, and 7 are reproduced from the Canadian Mining ]011rna/, September, 1935 (Young, A. W., Mining at Hollinger), and Figures 8 to 11 from the Engineering and Mining Journal, November, 1933 (Keeley, D. E., Development and Mining at McIntyre). The photographs (Figures 6, 12, and 13) are by The Canadian Government Motion Picture Bureau. Environmental constraints are pushing many operators to change from large rotary blastholes to the smaller diameter holes drilled with down-hole or top-hammer rigs. Productivity improvements over the years with these two drilling techniques has taken some of the bite out of the transition, while improved fragmentation and more uniform muck due to the tighter patterns can help offset increased explosives costs.

The Bureau of Mines surveyed the solid wastes that have accumulated from coal mining in Washington, Oregon, and Montana. Location, amount, character, and condition were determined, and both economic and environmental factors were considered. Areas covered by waste comprise 800 acres in Washington, 5 acres in Oregon, and 1,200 acres in Montana. In a few cases waste is being utilized, particularly cinder from burned refuse dumps, as fill in road construction and as a ceramic raw material. It is estimated that wastes deriving from coal mined for electric power generation by 1974 may amount to 3 million tons of washery refuse, 2.7 million tons of fly ash, and 1,000 acres of spoil banks.

Most western industrial sands are feldspathic and contain feldspars in variahle amounts. A few deposits will show alumina contents of less than one per cent while others will contain over twelve per cent alumina. Some industries are not especially concerned with the amount of contained feldspar but are interested only in color and in size gradations. Other industries, however, are very much interested in alumina content and set up quite rigid specifications as to this content. Several western plants are beneficiating crude sands both to reduce the iron content and to control the feldspar content. At present, most of these plants are using flotation processes for both controls although a few plants do use magnetic separators for the reduction of iron content. Some work has also been done with electrostatic separators for the feldspar-quartz splits. The Sand Division of Del Monte Properties Company, Pebble Beach, California, has been operating a flotation plant for iron removal and the separation of quartz and feldspar since 1950. As mentioned before, control of alumina, especially in the quartz product, is very important. Some users require an alumina content of less than two per cent and others will demand a product of less than one per cent Al2,O3,. The standard Quinolate method for determining alumina is lengthy and time consuming. The HF —H2SO4 evaporation step is especially critical and, if forced, spattering is apt to occur with a resulting loss of sample. Standard procedure is to evaporate to dry ness overnight at a low temperature. Even with forcing under optimum conditions the procerlnre will take two or three hours to complete. A new method has been developed which allows an alumina determination to be made, in 10 or 15 minutes, on a sample of the quartz product as it is being produced. This pocedure, although simply an approximation, has been most helpful in showing whether or not the product being formed is meeting specifications. This procedure has also allowed a great reduction in samples formerly taken and analysed by the orthodox method. Whether a sample assays 1.75% A12O3, or 1.95% .41,0, is not so important as the fact that it is below the allowable maximum of 2.00%. Similar thinking would apply to products required to contain less than 1.00% A1,0,. The step by step procedures for the method are as follows: 1. Collect sample, drain or filter, and dry. 2. Split sample through standard Jones sample cutter to quarter or eighth sample, depending on size of original sample taken, then split down to about 5 grams through Sepor micro-splitter. 3. Screen through 50 mesh sieve (U.S. Series) and reject undersize. 4. Weigh out 2 grams and place in platinum crucible. 5. Etch with 3-5 mls 38.40% HF for 1 minute at room temp. 6. Decant and wash. 7. Stain for two minutes in same crucible with a 1% water solution of Nigrosene dye. 8. Decant and wash well. 9. Dry.

The wetting characteristics and water film stability at the talc surface have been studied, particularly the effect of polysaccharides such as guar gum, starch, and dextrin. Talc is a gangue mineral in the flotation of base metal sulfide ores, precious metal sulfide ores, and platinum group metal (PGM) sulfide ores. Talc surfaces were investigated using surface analysis techniques including atomic force microscopy, high-speed video bubble attachment measurements, and wetting film stability measurements using a synchronized tri-wavelength reflection interferometry microscope (STRIM). In the presence of polysaccharides, there is a significant increase in bubble attachment time at the talc surface, but only a slight change in contact angle, which suggests that polysaccharide depression of talc is due primarily to the slow rate of bubble attachment and not due to a change in contact angle. The critical rupture thickness (hc) for a hydrophobic talc surface was found to be 56 nm, while the hydrophilic phlogopite surface of similar structure has an equilibrium film thickness (he) of 25 nm. At low polysaccharide concentrations, the wetting films formed on the talc surfaces were unstable, but at high concentrations the wetting films became stable with similar thickness values as the critical rupture thickness, and bubble attachment did not occur. However, it was found that the critical and equilibrium film thickness values do not change significantly with the polysaccharide type or concentration. The results from this research help us understand further details of film rupture and displacement during bubble attachment.
