THE dealings between concentrated capital invested in the conduct of our various industries and the combinations of labor known as "trade union organizations," have produced not only in the United States, but abroad, many novel methods of negotiation between employers and wage-workers. The size and strength of these organizations have destroyed the personal elements formerly governing the dealings between employer and employee and have produced various forms of trade-agreements now in more or less successful operation. The difficulty, however, has- been to secure consent of both parties to an equitable agreement. For this purpose there have been devised various forms of arbitration, either compulsory under the shadow of governmental legislation, or voluntary by mutual agreement. But these have not been altogether successful from a technical stand-point, for the reason that a compromise has generally been necessary, and in an effort to reach an agreement, terms have been made which have been neither fair nor satisfactory to either of the contending parties. The Anthracite Board of Conciliation represents one of the few thoroughly successful courts for the settlement of trade-disputes, if not the only one which has yet been evolved. The prestige of this board rests upon its successful treatment of the labor-troubles of the anthracite region for a period of more than eight years, and upon the fact that it has been able not only to reach decisions based upon the merits of the controversies, but to enforce its decisions upon both the employees and the employers. It has never been obliged to shape its conduct to secure the consent of the contending parties, and its decisions have been strictly and, in the main, cheerfully observed. On January 1, 1961 there were 311 petroleum refineries in the United States with a total crude-oil throughput capacity of slightly more than 10 million barrels per day, according to the Bureau of Mines' annual survey. Compared with a year ago, this represents net increases of one in the number of plants and 109 thousand barrels per day in total capacity. Contributing to this increase was the completion of two new plants, one in Hawaii and another in Michigan, during the year. At the beginning of 1961 the industry was building facilities which will increase this overall crude capacity by 36,500 barrels per day. As part of its building program, it was also replacing 329,000 barrels per day of its present capacity. Of the total 10 million barrel per day installed capacity, the industry reported 380,000 barrels per day as being shut-down on January 1, 1961. This included 11,500 barrels per day considered inoperable without extensive reconditioning.

"Float dust deposits in coal mine return airways pose a risk in the event of a methane ignition. Controlling airborne dust prior to deposition in the return would make current rock dusting practices more effective and reduce the risk of coal-dust-fueled explosions. The goal of this U.S. National Institute for Occupational Safety and Health study is to determine the potential of open-air water sprays to reduce concentrations of airborne float coal dust, smaller than 75 µm in diameter, in longwall face airstreams. This study evaluated unconfined water sprays in a featureless tunnel ventilated at a typical longwall face velocity of 3.6 m/s (700 fpm). Experiments were conducted for two nozzle orientations and two water pressures for hollow cone, full cone, flat fan, air atomizing and hydraulic atomizing spray nozzles. Gravimetric samples show that airborne float dust removal efficiencies averaged 19.6 percent for all sprays under all conditions. The results indicate that the preferred spray nozzle should be operated at high fluid pressures to produce smaller droplets and move more air. These findings agree with past respirable dust control research, providing guidance on spray selection and spray array design in ongoing efforts to control airborne float dust over the entire longwall ventilated opening. IntroductionCoal mining processes produce airborne dust that naturally deposits on the floor, roof and ribs of mine airways. These fine dust particles, termed float coal dust when smaller than 75 µm in diameter, are deposited in the return entries of coal mines and can be reentrained by pressure waves induced by methane-air explosions (Rice et al., 1911; Nagy, 1981; U.S. National Institute for Occupational Safety and Health (NIOSH), 2006). These particles are also those most likely to participate in coal-dust-fueled explosions, which can potentiate and propagate explosions resulting in extensive damage. In order to meet compliance requirements of at least 80 percent incombustible content in the composition of material deposited in mine entries (U.S. Mine Safety and Health Administration (MSHA), 2016), coal mines apply an inerting agent, specifically, rock dust (Harris et al., 2009). Should methane be present in the mine atmosphere, the required fraction of incombustible content is further increased by 0.4 percent for each 0.1 percent methane. The removal of airborne float coal dust (AFCD) prior to deposition is an approach intended to make current rock dusting practices more effective by increasing the proportion of inert material to combustible material, resulting in a lower risk of coal-dust-fueled explosions."

The U.S. Bureau of Mines has been conducting research to optimize the design and utilization of mine roof support systems. An objective of these efforts is to evaluate the mechanical and structural responses of various mine roof support systems under simulated load conditions in the Bureau's mine roof simulator. Underground studies are also made to evaluate the in situ behavior of support structures. The purpose of this report is to document practical applications for longwall face and gate road supports that have resulted from these studies. This report is not intended to be an all-inclusive manual on every aspect of support utilization, but it does provide a comprehensive assessment of practical considerations relating to the mechanical and structural behavior of these support systems. Forty-six recommendations are made to provide assistance to mine operators in the testing, selection, and utilization of longwall face and gate road supports. Many of these recommendations offer innovative solutions to everyday problems faced by mining personnel in the control of ground in longwall mining.

Paper written on project work carried out in partial fulfilment of Bachelor of Engineering-Mining Venetia Mine, an open-pit diamond mining operation in the Limpopo Province of South Africa, currently has a mixed haul truck fleet consisting of Caterpillar 785B and C; 789C; modified 793D and 793D. Even in an ideal situation these trucks have different cycle times, which causes queuing at the loading area and their different speeds cause bunching on the ramps, leading to higher overall cycle times and lower productivity. This problem was identified but the root causes of the problem were not investigated and quantified. A time and motion study on the haul trucks was thus undertaken to measure actual cycle times and compare them to ideal cycle times as well as to observe any reasons for deviations. Ideal cycle times are partly evaluated on the basis of simulation and partly from production optimization expert input. Several areas that affect production were identified and these include: haul road conditions, the control room, dispatching programme and dispatching data management, as well as truck-shovel matching. The investigation was important in establishing control parameters for haul fleet operation since time spent queuing is production time lost, which defers waste tonnes to later in the life of mine, thus decreasing the tempo at which kimberlite is exposed.

The Deep Creek zinc and lead mine afforded an excellent example of a relatively small underground mine operation that approached the low mining costs of large, highly mechanized mines. An open stope mining method incorporating sublevel benches and vertical long holes was used (fig. 1). Detailed descriptions are given on the exploration program, stope development, stoping procedures, and pillar removal. Pressure grouting was used to check the inflow of water and thus prolong the life of the mine. Statistics on mining costs and on electric power consumption, haulage from mine to mill, and milling costs are included.

"This paper reviews the chemistry involved in the recovery of gold from cyanide solution with anion-exchange resins, and also discusses the most critical aspects of the engineering of an effective resin-in-pulp (RIP) process. As far as the chemistry is concerned, the conclusions reached by a great many researchers, as well as the performance of the only operating RIP plant in the Western World, at the Golden Jubilee Mine in South Africa, support the view that the process is technically viable and, in many cases, could prove to be more attractive economically than alternative processes such as zinc cementation and carbon-in-pulp (CIP). On the engineering side, there is still a need for further development before larger scale ( > 50,000 tpm) RIP plants can be designed, built and operated with confidence. However, the experiences gained during nearly 3 years of operation of the Golden Jublee RIP plant indicate that the process can be engineered with confidence for smaller operations ( < 50,000 tpm), and this will probably be the scope of application of the first-generation RIP plants. INTRODUCTIONThe use of anion-exchange resins in gold processing has, for a number of years, been proposed as an alternative to more conventional processes such as zinc cementation and carbon adsorption, and detailed research programs that have been carried out at a number of laboratories have demonstrated the technical viability of the process. Traditionally, an evaluation of the safety of slopes has been based on computing a safety factor against failure. In computing the safety factor, the geometry of the slope, the soil parameters and the pore pressures are treated as deterministic quantities even though they are known to be random variables. A pseudo-three-dimensional probabilistic slope stability model has been developed that treats shear strength as a random variable. The model uses the probability of a slope failure as an assessment of slope reliability. The model can accommodate zoned embankments of soil in which the strength is described by the Mohr-Coulomb strength envelope. Autocorrelation functions are used to describe the spatial correlation of the strength parameters, c and tan ø. Model error can also be included in the analysis. The model has been applied to an existing tailings dam and to several hypothetical examples. These examples are presented to illustrate the influence of the choice of the soil strength variability parameters on the probability of failure. The results show that the critical failure surface based on the minimum safety factor is not necessarily the failure surface that will yield the maximum probability of failure. The analysis of the tailings dam shows that variance reduction can be large and that the model error is the dominant source of uncertainty for the embankment analyzed.

In open pit mining, each small mining unit (SMU) is selected for mill processing based on an estimate of its true grade. The estimation is usually done using analyses of cuttings from blast holes within that SMU. One common estimator used for selection is the arithmetic average of within-SMU samples. This estimator is conditionally biased. The effect of a conditional bias is to overestimate the profit really recovered from the deposit. For this reason, a conditionally unbiased estimator is preferable. Increasing the number of samples generally improves the accuracy of the estimation (and diminishes the conditional bias, if present, of most estimators). However, there exists a practical limit where an additional sample does not improve the estimation sufficiently to cover the expense of making the analysis. This limit is specific to each deposit and depends on geostatistical parameters, economic factors, and mining parameters. This study examines how the number of samples affects the recovered reserves and the resulting profit. Also, the effects on optimal profit of varying the different factors are examined. Globally, the number of samples required increases with the selectivity of the operation. For a given ore deposit, the greater the number of SMUs selected for processing, the fewer samples are required and vice-versa.

A mining system consists of many sub-systems such as drilling, blasting, loading, hauling, ventilation, hoisting and supporting. During mining operation, these sub-systems may experience various problems that stop the operation because of possible environmental equipment and safety issues. In order to ensure delivery contracts in the required quality and safe mining medium, the operation should be, at least, performed in the specified reliability level of the system. If the system reliability decreases below the specified level, there will be safety and financial losses for the mining company. Therefore, the mine should be maintained by a reconstruction procedure to guarantee the operation continuity. Given that each sub-system has a different reliability function and maintenance cost, the determination of reconstruction time will be a complicated decision making problem. In this paper, the determination of reconstruction time is formulated as a nonlinear optimization problem and solved by genetic algorithms (GA). A case study was conducted to demonstrate the performance of the approach for an underground operation. The results showed that the approach could be used to determine the best action time. Gullies are the vital in-stope excavations that provide access for mining personnel and material to, and mined ore from, the producing faces in the tabular hard rock mines. They pose a serious problem in most mines because they induce stress orientations, which, combined with blast damage, produce adverse rock fracture patterns that contribute to the loss of hangingwall and sidewall integrity. Rock-related injury statistics confirm this by highlighting gullies as the second-highest risk area in South African hard rock mines. Inappropriate gully geometries, poor blasting practice, and non-adherence to accepted standards worsen the problem. The aim of this work is, firstly, to provide guidelines to select the correct gully geometry and appropriate support for a particular geotechnical environment and, secondly, to review the practical issues behind gully safety and stability. In order to meet these aims, this paper reviews the available literature on gullies and their history, and reports on an industry-wide survey of practices and opinions. Then it covers observations from underground visits to 107 gullies situated in the respective geotechnical environments of the Basal Reef, Beatrix Reef, Vaal Reef, Carbon Leader Reef, Ventersdorp Contact Reef, Kimberley Reef, Kalkoenkrans Reef, Merensky Reef, and UG2 Reef. Despite the differing geotechnical conditions and gully geometries, common problems are experienced with geological structure, stress, and fracturing. Results from numerical modelling are also presented to help analyse the underground observations and to quantify the merits of the different gully layouts. It is concluded that there are no new techniques available to improve gully stability, but that significant improvements in safety are attainable by employing the correct gully geometry for the geotechnical environment, good blasting practice, and appropriate support.

The mmber of petroleum refineries in the United States decreased during 1949 from 375 to 367 while the total crude-oil charging capacity of refineries continued to increase. A gain in the through-put capacity of 257,305 barrels daily raised the total to a new high level 6,696,300 as of January 1, 1950. The capacity of the average refinery to process crude-oil increased during 1949 from 17,171 barrels daily to 18,246. The four coastal refinery districts accounted for 178,900 barrels or 70 percent of the total capacity increase and the Illinois-Indiana- Kentucky district 57,950 barrels, or 23 percent. Slight declines in capacity were reported in the Texas Inland and the Arkansas-Louisiana Inland districts. The capacity building on January 1, 1950, 145,600 barrels daily, was less than half the amount under construction a year earlier. Most of the new construction involved enlargement of existing refineries and was confined to the East Coast and Indiana-Illinois-Kentucky districts. Two new refineries, however, were under construction, one in Oklahoma and the other in Texas. The shut-down capacity increased for the first time since 1946, and the 473,302 barrels daily reported on January 1, 1950, was the largest recorded since January 1, 1938. The only refining district showing a decline in the shut-down capacity was the Appalachian No. 2 district. The largest increases were reported in the Texas Gulf, Indiana-Illinois- Kentucky, California, and East Coast districts. The operating ratio of the petroleum refining industry, as indicated by dividing the January 1950 runs to stills of 5,483,000 barrels daily by the total installed capacity January 1, 1950, was 81.9 percent, compared with a ratio of 87.8 percent at the beginning of 1949.

During 1991 through 1993, the U.S. Bureau of Mines (Bureau) -Alaska Field Operations Center (AFOC) in cooperation with the Bureau of Land Management (BLM) -Arctic District Office and the State of Alaska, Division of Geological and Geophysical Surveys (ADGGS), conducted exploration, geological, geochemical, geophysical, mineral resource, and mineral potential investigations in the 6.7 million hectare Colville Mining District (CMD) study area. This mining district study area, located in northern Alaska, includes the Colville River drainage basin as well as 0.35 million hectares of the southern part of the National Petroleum Reserve in Alaska (NPRA). This investigation was conducted as part of the Bureau&apos;s continuing Mineral Land Assessment (MLA) mining district program. The Bureau&apos;s MLA mining district program is designed to provide reliable and comprehensive mineral resource information that supports mineral resource policy and land use decisions made by Congress and Federal land management agencies.

A technique for recovering copper and steel from metallic scrap has been developed by the Bureau of Mines based on preferential melting in molten salt baths at 1,150° to 1,250° C, The molten salt, preferably barium chloride or calcium chloride, both minimizes oxidation of the metals and promotes heat transfer. Cleanest separations (0.01 percent copper remaining in iron) have been achieved by pretreatment (dipping or spraying) with sodium sulphate or sodium silicate, which alters and coats the surface of the iron to inhibit the alloying or brazing with copper. An economic evaluation of the process was carried out on six combinations of sweating media and inhibiting reagents. On the basis of the postulated model, a cost of about $0.20 per pound of copper recovered has been determined for the sweating treatment operation.

Static-Load Piledriving utilizes a hydraulic push to facilitate the installation of a pile. The pile is not rotated, impacted or vibrated. A smooth pushing force advances the pile incrementally into the ground. Static-Load devices must have a reaction mass to push against. The most simple form of a Static-Load device is a jack; more advanced equipment, such as the Still Worker, also utilizes this approach. This paper focuses on the use of the Still Worker on three challenging projects. In each case, the existing site conditions made it risky, or unattractive, to utilize conventional impact, vibratory, or drilled-shaft equipment.

Dust control in longwall coal mining depends primarily on the prevention of dust at the source and secondarily on the suppression of airborne dust. One of the primary methods for the prevention of dust is the wetting of the coal face prior to extraction, which can be achieved with water spray systems installed on the shield supports. The spray droplets must travel across the airway to the longwall face, where high ventilation air speeds can entrain water droplets and prevent them from reaching the face thus minimizing the dust control at the source. Through an evaluation of spray plume characteristics in a wind tunnel, the droplet size and droplet drift behavior was determined. This drift behavior was examined by evaluating the spray plume concentration drop and the droplet size shift near the nozzle exit at varying air speeds. Based on these evaluations, CFD modeling was applied to simulate the spray behavior for varying geometries. These results led to the selection of appropriate spray nozzles capable of carrying water droplets to the face at higher air speeds, resulting in an adequate wetting of the coal face and reduced dust generation.

Almost a quarter of a century since Bridges (1993) documented techniques for the assessment of ground conditions in a seminal paper in the Proceedings Second International Mining Geology Conference, the necessary role of the geologist in recording geotechnical data on exploration properties and in mines remains. Typically, the geologist is the first professional on the exploration property. Of course, most exploration properties don’t become mines. However, when a property does start to come together and form a coherent mineral deposit and professionals from across the minerals industry spectrum, including specialist geotechnical engineers, become increasingly involved, it remains the geologist who has the most intimate knowledge of the deposit. By association, that knowledge extends to the character of the rock mass.Throughout the various phases of prefeasibility, feasibility, construction and production, culminating in the mature mine, the knowledge of the rock mass held by the geologists continues to grow. In the current era of minimising cost and optimising profit, meeting the requirements and expectations of stakeholders ranging from fellow employees to investors, industry and financial regulators and the broader public, in a social environment where occupational health and safety concerns are of uppermost concern in every endeavour, the value of the geologists’ observations cannot be understated. Mines nowadays employ more geotechnical engineers than they did in the early 1990s when Bridges (1993) wrote his paper. More funds are available for specific geotechnical investigations of exploration properties and mines; none-the-less, those programs remain limited in their extent and there is a wealth of additional data available for collection with the appropriate training, at little additional effort. Fundamentally it is all about the numbers. Any hole not geotechnically logged is a hole that will need to be drilled again if the data is required. Any face, surface or underground, not geotechnically mapped is one that may need to be mapped a second time. That doesn’t mean every hole or every face. However, it is the proposition of this paper that the opportunity for additional geotechnical data to be gathered during traditional geological investigations is an opportunity that cannot be ignored. Occupational health and safety requirements demand that the geotechnical risks associated with mining are appropriately managed. Mining regulations in most Australian and overseas jurisdictions requires the consideration of geotechnical risk through formalised management plans. The Joint Ore Reserves Committee (JORC) Code requires the consideration of modifying factors more than ever before. The benefit to be realised through improved geotechnical understanding by geologists on the ground leads to improved occupational health and safety, optimised reporting compliance, and improved financial and social outcomes for the exploration property and ultimately for the mine that follows.CITATION:Hills, P B, 2017. The investigation summarized in this report addressed two primary issues: the determination and use of correction factors, and the development of guidelines for velocity measurement site selection. Other ancillary issues which were addressed include a comparison of measurement methods and devices, aircourse cross-sectional area measurement, and characteristics of mine airways. An exhaustive literature search and analysis was performed; extensive in-mine experiments were conducted; a quantitative analysis of the data was used to develop correction factor tables and site selection guidelines. The reported results of other researchers who have examined the correction factors and site selection criteria, were analyzed in light of the results of this study. The measurement devices included in the experimental phase were: vane anemometer, vortex shedding anemometer, a prototype thermoanemometer, smoke tube, and, oil of wintergreen. The measurement methods include single-point centerline, timed¬-point traverse, continuous traverse for the anemometers, and various distances and cloud positions for the smoke tube and oil of wintergreen devices.
