The Program of Mine Safety and Health Research described in this document reflects the continuing commitment of the Spokane and Pittsburgh Research Laboratories to focus on the most important areas where research can make a difference in reducing risk and improving safety and health for miners. It is the first program of work conducted since Congress mandated closure of the former U. S. Bureau of Mines (USBM) in the Department of the Interior and supported integration of the health and safety research function of the former USBM into the National Institute for Occupational Safety and Health (NIOSH). Organizational changes made FY97 a challenging year of transition. Ongoing research was reviewed and revised to reflect the new, more limited, health and safety mandate of the research laboratories. The mining industry, mine worker representatives, and interested government agencies provided broad input to assure that the research performed would focus on the most critical safety and health problems confronting mining today and which are expected to be faced in the future. The two laboratories worked to evolve coordinated programs of safety and health research, each with a special focus. The work of the Spokane Research Laboratory is directed toward issues of special importance to the Western mining industry, particularly those safety hazards found in metal/nonmetal mining and surface mining. The work of the Pittsburgh Research Laboratory will continue to focus on Eastern mining, particularly underground coal mining. Traditional areas of expertise for understanding and preventing fires and explosions and for controlling the hazards of dust and noise will continue to reside in Pittsburgh. Each laboratory is developing new capabilities in the analysis of relevant safety and health information to assure that program priority-setting decisions are informed by the best available data. Recognizing the continuing importance of communicating the results of research to all who are capable of improving safety and health conditions in mining, each laboratory has developed an activity for information dissemination and coordination with stakeholders. In the midst of organizational self-examination and change, the research staff in Pittsburgh and Spokane have never wavered from their continuing commitment to conduct the highest quality scientific research-solution-oriented scientific work meant to reduce the risk of injury, disease, and death from occupational hazards in mining. The pages that follow give insight into some of the program activities and accomplishments from FY97. I hope you share my pride in the many accomplishments of the NIOSH mine safety and health research program during this year. This report comes at a time of increasing stability for the mine health and safety research program. The organizational changes in Spokane and Pittsburgh have been concluded, and NIOSH has succeeded in recruiting a new, permanent associate director for mining to lead this critically important national program. Congress has contributed to an optimistic future by providing expanded funding for NIOSH mining-related research for the next fiscal year. On a personal note, I greatly appreciate the opportunity I have had to serve as the NIOSH Acting Associate Director for Mining during this transitional year. The commitment and intelligence with which the mining research staff pursued their mission was matched by their patience and understanding in moving into a new organizational environment. All of us committed to improved safety and health for this Nation's miners owe them our respect and appreciation.

In the Bendigo district, with its large number of comparitively small leases worked by separate companies, we might naturally expect to find many different arrangements of winding machinery and, as a matter of fact, there are steam winches, old portable engines, single and duplex geared engines, twin engines on the first motion, and in one instance a single engine on the first motion, all employed for hauling purposes from depths of 1000 feet and over.It would be impossible in the compass of this paper to discuss at all fully the various arrangements of winding gear employed on the field the writer can simply refer to some of the more prominent features, in the hope that the information may prove of interest and benefit to the mining community. In criticising our machinery it must be remembered that when many of the plants in use at the present time were erected, they were not intended to wind from more than one third of the depths now common on the field; but so long as the machine could be made to haul a tank of water from the bottom of the shaft it has remained, the greater power required being obtained by increasing the piston speed and altering the gear wheels to suit. The consequence is, of course, that in some of our mines the speed of winding is painfully slow this feature, however, though certainly not consistent with modern ideas of economical mining, does not so seriously affect Bendigo as it would other fields, for the comparatively small quantity of stone to be raised from a given reef by some...

The general nature of the special constructional features that are required to provide safety from explosion hazards on machines approved as permissible by the Bureau of Mines is fairly well known to mining men who are at all interested in safety. These requirements are outlined in the schedules under the provisions of which the investigations of such machines are conducted. Also, the method of conducting inspections and tests of such machines has been described in Bureau of Mines Bulletin 305, Inspection and Testing of Mine Type Electrical Equipment for Permissibility, published in 1929. A more detailed knowledge of the special safety features of a particular machine is often useful and sometimes essential for inspectors, safety engineers, maintenance men, and engineers in selecting machines for a particular application. Three bulletins that give information of this nature have been-published by the bureau, viz., Bulletin 313, Permissible Storage-Battery Locomotives and Power Trucks. Bulletin 343, Permissible Coal-Handling Equipment. Bulletin 382, Permissible Coal-Cutting Equipment. Report of Investigations 3309, Permissible Electrically Operated Air Compressors, which contains similar information, was issued in August 1936, and a Report of Investigations 3326, Permissible Electrically Operated Room Hoists, was issued in January 1937. Thus, the present paper is the third to give detailed information concerning permissible machines of types not included in bulletins, and covers all the rock-dust distributors approved prior to October 1, 1936.

Greensand, which is widely distributed in the Eastern United States, was produced in 1976 only by the Inversand Co., a subsidiary of Hungerford & Terry Inc., near Clayton, N. J. Production and sales information is withheld by the Bureau of Mines. Raw greensand produced by the company was sold for agricultural use as a soil conditioner. Processed greensand was sold for use as a filter medium for the removal of manganese, iron, sulfide, and other elements from water.

CIVIL engineers seem to number in their ranks more advocates of licensing than are found among the practitioners of other branches of the pro-fession. Licensing was not originated by civil engineers but it was forced upon them in two ways. In the first place, the civil engineering profession has hangers-on like every other profession. The first legislative result of their imperfect accomplishments with which I am familiar occurred in the far West. It was found that early irrigation works were so badly planned in some cases that not only were water rights made very uncertain but considerable sums were invested in structures and ditches which proved inadequate and occasionally complete failures. Water was too valuable to be wasted in that way and money too hard to obtain. In those sections, therefore, laws were passed many years ago which made it obligatory for the design of irrigation works and other structures utilizing water to be made by engineers who had satisfied a board of examiners that they possessed the technical qualifications to plan such works properly. The basic thought on which such laws rest is the same as that on which laws governing the licensing of boiler operators rest, namely, the safety and welfare of the public. While boiler explosions still occur and irrigation works are built which are not wholly satis-factory, these laws have helped the, public, it is gener-ally agreed.

This report describes methods of reclaiming abandoned or inactive tailings ponds and dams. The investigated sites were selected tailings deposits adjacent to metal mines in the southwestern United States and the Pacific Northwest. The basic data developed for each site consisted of the following: a review of existing literature: a site visit that included sampling of the tailings and surrounding materials; laboratory and engineering studies; and development of reclamation plans. Laboratory tests determined the gold and silver content of each tailings deposit and the chemistry of the tailings and surrounding materials. Reclamation plans that include approximate costs were developed for five tailings deposit sites. These ranged in size from 52,000 to 103,000,000 tons. Our conclusions on the remining potential of each site are based on the tailings assay and other technical data. This study concludes that remining as a reclamation tool is feasible at certain sites. Included in this report is a remining program as part of the overall reclamation plan for two sites. Our preliminary results indicate that remining as a reclamation tool is feasible for only one of them.

"Many power-based grinding models exist, and most operators are familiar with Fred Bond's ""third theory"". Bond's model is most commonly used to describe primary and secondary grinding to product sizes above, for example, 100 µm. Operators sometimes use Bond's equation to describe grinding in situations where it is not appropriate, such as fine grinding below 50 µm. Using an alternative model would be a better choice in this situation.Bond's equation is one in a large family of models. Related equations better suited to fine grinding include the “signature plot”, Von Rittinger's model and Charles' equation. These models have a similar form to Bond's and can be fit to industrial regrind mills and laboratory tests using the simple regression tools in the charts of computer spreadsheets. Operators will find that fine grinding calculations are both easier and more accurate when using the alternative equations to fit their regrind milling surveys or when performing laboratory regrind mill scale-up for plant design.None of these models are new: Charles' equation was published in 1957 and Von Rittinger's model was proposed in 1867. A quick refresh how to apply these equations can turn these oddities from the undergraduate curriculum into useful tools for plant optimization. They can be fit to any type of mill including stirred and tumbling ball mills.IntroductionBuilding a case for fine grind modelling requires reviewing some theory before building a framework for doing fine grinding calculations. The actual calculation procedure recommended is easy and can be applied by plant metallurgists. Don’t be frightened by the theory; the end result is reasonably simple.The observation that mineral breakage is related to the absorption of energy is usually attributed to Von Rittinger (1867). Lynch and Rowland (2005) describe that the ability to empirical test and calibrate energy models of breakage didn’t exist until the widespread adoption of electric motors in the mining industry during the 1930’s and 1949’s. A series of technical papers published by the Allis Chalmers company during the 1940’s demonstrate that they were attempting to do such a calibration using Von Rittinger’s model which is usually stated as: “the energy consumed in the size reduction is proportional to the area of new surface produced.”"

"Abstract- This paper discusses what appears to be a flaw in the current belief, widely held within the gold mining industry and investment community, that the creation of ever-larger gold mining companies is desirable for mining companies and investors alike. The basis of the flaw is in the underlying assumption that very large gold producers can discover or acquire new gold deposits of the size necessary to replace extracted reserves on a year-on-year basis over the intermediate to long term (i.e., five to ten years and longer). As it will be noted in this paper, deposits of the size required to replace annual production of very large gold producers (VLGPs) are relatively few in number. Although discoveries of new gold deposits continue to be made, they are predominantly in the 0.5 to 2.0 million ounce range. Data represented here suggest that, although gold production from individual VLGPs continues to increase, the change is due to merging or acquiring other companies or projects with similar reserve life profiles. Therefore, the reserve life profiles of VLGPs have remained flat or have decreased.The paper will note recent changes in the industry and the remarkable increase in gold production reported by individual mining companies over the past several years. It will provide an overview of the geographical and geological distribution of known gold deposits and the range of deposit sizes. Finally, the paper will discuss the challenges that face large gold producers in replenishing their reserves that are being depleted at an ever-increasing rate. This report describes the approach, procedures, and results of a program to develop training materials for roof bolter operators. The objective of the program was to design and produce a training sequence which would prepare roof bolter trainees for job performance. Data was collected and analyzed using the general procedures of Instructional Systems Development (ISD). Input data came from a previous roof bolter training analysis program. This data was expanded and structured through a series of ISD steps: objectives hierarchies, media selection, syllabus, lesson specifications, and train¬ing materials development. The resulting program consisted of an ordered sequence of 15 lessons. The media mix for the 15 lessons included lectures, slide-tape lessons, and hands-on instruction using operational roof bolters. Contents of all lessons were reviewed and approved by the Bureau. The key recommendations were to (1) validate the materials and measure relative effectiveness of media formats; (2) survey mines for training resources and conditions - match materials to user capabilities, rather than selection state of the art technology/media; (3) develop job performance aids (JPAs) rather than simulators; (4) create a style/media/JPA development guide for use in future projects of this kind.

M ETHODS by which Americanization is developed among the foreign workers at the mines in the United States, with particular reference to mines of the Pennsylvania coal region, were discussed in a most constructive way at the Wilkes-Barre Meeting of the Institute. Arthur Notman, of the Phelps Dodge Corpn., as chairman, guided the discussion. Americanization was defined by E. E. Bach, !chairman of the Institute's Sub-committee on Americanization, who said: "Americanization applies either to the native-born or foreign-born and is that process of assimilation which guarantees the full functioning of American citizenship. Naturalization papers merely entitle one to the privileges of citizenship."

Impact of small projectiles with velocities between 0.9 and 7.3 km per sec on basalt produce craters chiefly by the ejection of fragments. Weight-size distributions of the ejecta are linear for part of the size range of the fragments. Cumulative weight-size distributions of the ejecta from different craters vary because of erratic formation of large fragments and a large percentage of ejecta below 0.1 mm. In the range of velocities studied, the crater depth is approximately proportional to the 0.75 power of velocity of the projectile. This relationship may represent a transition regime between the fluid impact regime and the undeformed projectile impact regime. The volumes per unit of projectile energy of the craters produced are comparable to those reported for lower speed projectile impact and drill bits. An experimental investigation of projectile impact on rock is being conducted jointly by the Ames Research Center of the National Aeronautics and Space Administration and the U.S. Geological Survey. Projectiles are launched with light-gas guns at the Ballistics Range of the Ames Research Center. The craters and ejecta produced in these experiments are being studied by the U.S. Geological Survey. Steel, aluminum and polyethylene projectiles weighing from 0.25 to 0.015 g were accelerated to velocities of 0.88 km per sec (2,900 fps) to 7.3 km per sec (24,000 fps) with a light-gas gun, using hydrogen as the propellant medium. Projectiles impacted the targets normal to plane rock surfaces in an atmosphere of air with a nominal pressure of 25 to 50 mm of mercury. The metal projectiles were mounted in supporting four-piece nylon sabots, which guided the projectiles down the launching tube. After launch, aerodynamic drag acted to separate the sabots from the projectiles. Impact velocities were determined with time measurements and spark photographs of the projectiles in flight. Ejecta were collected in lucite and aluminum containers placed around the target block. A small hole in the containers permitted projectile entry. Impact of projectiles of the size employed produced craters in the rock targets chiefly by ejection of fragments. The craters are small, roughly conical depressions with crushed and intensely fractured rock at the bottoms of the depressions. The ejecta are composed of pieces of the projectile and rock fragments ranging in size from a few tenths of a micron or less to several centimeters in maximum dimension. In this paper, the structural features of the craters, the weight-size distributions of the recovered ejecta, and crater depth and crater volume relationships are described. Estimation techniques such as polygonal, triangular prism, trapezoid, isopach maps, and inverse distance methods are often used in ore or industrial minerals deposit evaluation. These techniques do not express the variability of the deposit and do not allow a determination of the reliability of the estimates. However, geostatistical methods can express a measure of the error associated with the estimates, by finding weighting coefficients for a given mining block, and can also help with data configuration that minimizes the error. This work addresses an application study on the quality and reserve characteristics of the cement raw materials of the Adana Cement Factory in Adana, Turkey, based on the spatial distribution and variability of the chemical components (Si02, CaO, A1203, Fe203). The study has been carried out using a geostatistical procedure that is useful for site assessment, characterization, and monitoring situations where data are collected spatially. Directional and omnidirectional experimental variograms of the cement raw material variables showed that neither strong geometric nor severe zonal anisotropy exists in the data. The most evident spatial dependence structure expressing the continuity for omnidirectional experimental variograms were characterized by exponential and spherical variogram models. These models have been used in cross¬-validation analysis, which proved that these models, their parameters, and kriging parameters are applicable for the study area. Quality contour maps of the deposits at given levels underground were estimated using a kriging interpolation technique. Anomalies such as bullseyes and drift were not observed in the maps that were generated. Kriged maps showed the spatial distribution of quality continuity and variability of the deposits. Grade-tonnage curves and total tonnage estimates in the particular grade were determined using ordinary kriging in order to improve the mining operation and planning. Consequently, local uncertainty and the probability of extreme values occurring are tools of prime importance for the mine planning, the optimum mix of raw materials coming from different quarry stopes.

Mine seals can he remotely constructed in underground coal mines through vertical boreholes when direct access to a fire is impossible or considered to he too dangerous. This method has great merit because the boreholes can be drilled to specific mine areas, and the seals can be positioned close to a fire zone. The technology however can be largely ineffective if the constructed seals do not provide of effective barriers to airflow or if they cannot he used to impound water and other inert materials. Unfortunately, no viable alternatives exists to sealing the entire mine to the ground surface. Full-scale remote mine seal construction research is being conducted at the National Institute for Occupational Safety and Health (NIOSH) Lake Lynn Laboratory (LLL). Under this effort. Howard Concrete Pumping Company and GAI Consultants Inc. have joined forces to evaluate a potentially significant improvement to the current state of the art. This paper covers the development o f novel technology or rewrote mine seal construction, the evaluation of rite materials used, the construction practice and the Fellow-up testing.

This paper describes the behaviour, under creep conditions, of a cast lead creep specimen consisting of five crystals, the boundaries of these crystals being substantially at right angles to the direction' of tension, i.e., across the long axis of the specimen. This particular specimen was obtained in an attempt to produce a single crystal in the manner described in the appendix of a previous paper (1).Thus, the specimen was of the same shape and size, was composed of the same purity lead and received the same preliminary treatment as the single crystal test-pieces.The object of the experiment was mainly to observe the effect of the crystal boundaries on both the deformation of the test piece and the process of recrystallisation and to compare the creep rate of the test-piece with that of a specimen consisting of one crystal only.EXPERIMENTAL METHODThe specimen had an effective test length of 10 cms. and a cross $ection of 0·5 in. x 0·25 in. In Fig. 1 is given a sketch of the specimen to scale showing the positions of the crystal boundaries on all four surfaces. This paper presents the results of the geotechnical investigation for the repair of the Fashion Island Boulevard Bridge, Bridge No. 350160, in San Mateo, California. The concrete, precast girder bridge suffered considerable damage during the Loma Prieta earthquake. The existing 36-inch, precast, prestressed concrete piles cracked and spalled at their tops. Based on analyses performed by Biggs Cardosa Associates, structural engineers, the piles did not have sufficient strength and ductility to resist the dead plus seismic loads specified in the Caltrans "Bridge Design Specifications". Additional support for the bridge was needed and the repair strategy consisted of installing large diameter pipe piles at the existing bent and abutment locations. This paper describes the geotechnical engineering analysis and design decisions for the large diameter pile design.

The Bureau of Mines is concerned with extracting minerals from residual geothermal brines after their heat content and some demineralized water have been recovered. This literature study is based on a survey of the literature and discussions with individuals knowledgeable on various aspects of the subject. This report examines the potential of the domestic geothermal mineral resources, considers the technical problems involved, and outlines possible effects on the environment from reservoir fluid withdrawal and reinjection. Geothermal resources in the Western United States were extensively explored during the 1960's. Limited development operations included exploratory drilling and operating wells producing hot brine, separating steam for experimental electric power generation, and recovering minerals in solar evaporation ponds or in extraction plants. Interest in the recovery of minerals and salts from geothermal fluids waned because of corrosion and scaling problems and low or no market value of the mineral products. Most of these problems can be controlled with existing technology and careful planning of processes and equipment. Extracting geothermal minerals is technically feasible, but the problems of low or no market value for major mineral products, and insufficient amounts of more valuably major products, make mineral recovery uneconomical at present.

The steam soak process is the most widely applied and most successful thermal supplemental recovery process in use today. This process, which consists of injection of steam in various quantities into a well that is subsequently used as a producer, can be repeatedly applied to the same well. The treatment, if successful, will increase the production rate of the well for a given period. For this reason, the steam soak process should be considered primarily as an acceleration method rather than as a method for producing oil that could not be recovered by primary means. However, application of this process to reservoirs containing viscous crude may produce oil that otherwise would have zero present value or would be produced at such low rates by primary methods that it would not be profitable. A major necessity for the successful application of the steam soak process is a source of natural energy. This source of energy may exist in one or more of the following forms: expansion of fluids, compaction, gravity drainage. This study was undertaken to determine the effect of gravity drainage on steam soak production and recovery and to develop a method for predicting production rates, ultimate recovery, and heat requirements when applying this process to a reservoir in which the primary driving mechanism is gravity drainage. (For additional discussion of some of the factors that affect recovery of viscous oils by the steam soak process, see Ref. 5.) Model The model developed for analyzing the performance of the steam soak process in gravity drainage reservoirs is a modified form of that developed by Matthews and Lefkovits.1,2 The model used in this study consists of two concentric cylindrical volumes of productive formation with cap and base rock of impermeable material. The inner cylinder, extending from the radius of the wellbore to some predetermined radius, is referred to as the hot zone; and the outer cylinder extending from the exterior boundary of the hot zone to the outer drainage boundary will be referred to as the partially heated zone. Fig. 1 is a schematic cross-section of the model, indicating its thermal properties. Horizontally the reservoir is divided into two regions, the upper region having a high gas saturation and residual liquid saturation, and the lower region containing a high liquid saturation. The boundary between these two regions is referred to as the free surface, which drops and changes shape as fluid is produced from the reservoir. The model was used to analyze the steam soak process by applying the following assumptions: 1. The horizontal formation is composed of one or more homogeneous noninterconnected layers containing incompressible fluids. Each layer is treated separately. 2. The hot zone is heated by the initial soak and is maintained at the steam temperature corresponding to atmospheric pressure by resoaking. 3. Vitrinite reflectance forms the basis of a study of coal rank variation in two areas of the Upper Hunter Valley, New South Wales, on the northern margin of the Sydney Basin. A selective analysis procedure, based on samples rom twenty-two boreholes, has resulted in a small range of reflectance values for each sample and consequently a high degree of significance for calculated mean values. The patterns of rank distribution derived from these data have facilitated an interpretation of the rclative timing of coalilication and deformation in each area.This study provides support for the suggestion by several authors that there were at least two periods of folding in the tJpper Hunter Valley. In the Hebden-Ravensworth area, minor folding took place after most of the coalilication was completed.To the west, in the region of the Muswellbrook Anticline, coalification occurred during or after the formation of this major structure. Tectonic instability during deposition of the Singleton Super-Group, in the region of the Hunter-Thrust on the basin margin, is evidenced by rank variation suggesting differential subsidence across this zone.

Development of Barrick Gold?s Pierina Gold Mine in north-central Peru requires construction of a waste dump for disposal of non-ore grade materials stripped from the open pit to expose the ore. The waste dump site is located near the open pit in a U-shaped valley that is underlain by thin colluvial and morainal soils with locally thick peats and glaciolacustrine deposits. Bedrock underlying the site consists of variably weathered volcanics. The site is subject to moderately high seasonal rainfall and significant seismicity. The geotechnical quality of the waste rock is highly variable, ranging from low quality, degradable, soil-like materials containing appreciable quantities of silt and clay, to high quality, hard, durable, blocky waste rock. A hybrid dump design concept was developed that requires in-pit segregation of high and low quality waste, and selective placement of materials in the dump to maximize stability and enhance internal and subsurface drainage. The design includes a rock drain beneath the dump along the axis of the valley and a series of connected finger drains. Extensive peripheral diversions and stormwater control measures to inhibit infiltration of precipitation are also included. This paper discusses the unique challenges presented by the site and waste materials, the design methodology and stability analyses, and planned monitoring systems.

Premature coating failures of new and refurbished structural steelwork of clarifiers have been a common occurrence at power generation plant in recent years. Several of these failures have ended in disputes regarding which party was actually to blame for the early degradation of the coating system, i.e. quality of the power station?s water, poor application, substandard materials, outdated corrosion protection specifications, etc. Having investigated several of these premature failures, it is clear that the corrosion protection of clarifier steelwork is a highly complicated process and that the painting work needs to be closely monitored in order to ensure long-term protection by whichever product that is applied. The need for quality control inspections during the painting of the plant is often underrated during the project planning stage, also the importance of detailed corrosion protection specifications that consider not only the practical application of the materials, but also the quality control responsibilities of the Contractor, End User and Third Party Inspectorates that may be involved. This paper considers the application constraints of coatings to clarifier structural steelwork and importance of stringent quality control procedures in order to ensure the long-term performance of the corrosion protection systems.
