This paper attempts to close the gap between extensive rock testing with field measurements and the mine operator's need for safe mine layouts and alternatives. It was found that many of the variables that influence mine geometry and worker safety are relatively unimportant while others are critical. The development of empirical relationships which tie the critical variables to the "safe useful life" of a trona mine layout and observations made in 140 production areas where the variables were researched over a fifteen year period are discussed. The concepts presented may have applicability in mine design for other bedded deposits.

IT is a great honor to be asked by. the Board of Directors of this Institute to deliver the Henry Marion Howe lecture. The invitation carries with it a great responsibility, which I accept with considerable hesitation and with a feeling of unworthiness to perform the duties expected of me in this hour devoted to the memory of the life, character, and work of the late Professor Howe. Many of you recall the scholarly address delivered here a year ago by Prof. Albert Sauveur, and the beautiful tribute he paid-to his friend and colleague of many years in the great work of changing the art of iron making into the science of iron. My association with Professor Howe, was of brief duration-only one year-and the relation was that of pupil to teacher. My feeling toward him in later years was always that of a humble disciple at the feet of a master. He attained his third academic degree in the year that I was born. I recall the pride I felt when, after entering the, steel industry, I received from him, from time to time, letters asking for information or, perchance, asking my opinion, and he was always most punctilious in acknowledging the source of such bits of information in his writings. It was also my good fortune to sit at the feet of another great teacher-Sir William Roberts-Austen, at the Royal School of Mines. I mention him because his name was used by Osmond in coining the word "austenite," which is the subject of this address, and Osmond's suggestion was heartily approved by Howe. These three international metallurgists were the best of friends and delighted to honor the achievements of one another. There are other reasons for mentioning Roberts-Austen at this time. It was an introduction from Howe that opened to me the door of his -laboratory as well as of his heart. It was while at Roberts-Austen's laboratory that I .worked side by side with William Campbell

A blast caused the destruction of a bridge and loaded freight train and the death of three men, near Chattanooga, Tenn., on May 16, 1907. The blast and its disastrous effect has been described by Mr. Hunter McDonald, M. Am. Soc. C. E., in a paper read before the Engineering Association of the South and reprinted in the Proceedings of the Association for April-June, 1907. The excessive damage was so largely due to coincidence and wreckage of the bridge and train so complete that the incident is worthy of notice.

"IntroductionIN THE COURSE of. a spectrographic investigation of the platinum metal .content of various minerals in sulphide ores, the use of • fire-assay beads dissolved in gold-amalgam ( 1) was found suitable for the quantitative determination of palladium and platinum. Later work on platinum and bismuth-rich beads showed however, that these could not always be readily mixed uniformly in the amalgam. Accordingly another technique was sought which would allow the simultaneous determination of gold, silver, palladium, platinum, rhodium, and bismuth, the last .a common contaminant in fire-assay beads. The method evolved, which consists of dissolving fire-assay •beads in .lead, resembles in several respects the method of Scobie (2) in which silver was used. It has equally good sensitivity arid reproducibility, and allows the determination of silver as well as the other metals mentioned. The 'mutua1 standard' method of calculation (3a) is used to determine actual quantities present. This method has been applied to sulphide and arsenide minerals and •ores• of nickeliferous and non-nickelferous deposits• of both pre-and post Cambrian age, and, following a suggestion by Dr. G. S. Hume and the late Dr. H. V. Ellsworth, Geological Survey of Canada, has also been used for a peculiarly rich platiniferous uranium oxide ore from the Nicholson property, Lake Athakaska, Sask. More recently, the method has been .tested for the determination also of iridium and ruthenium and results indicate it may be applied, as• well to osmium."

The U.S. Bureau of Mines, Department of Labor, and United States National Committee of the CIE hosted the TC4.10 Mine Lighting Committee Meeting and Second International CIE Mine Lighting conference at the MSHA Academy in Beckley, WV from October 12-16, 1981. This was the first time the meeting and conference had been held in the United States. The TC4.10 Mine Lighting Committee, chaired by Dr. Adam Peretiatkowicz of Poland, was attended by 15 committee members and six guests representing eight countries. Discussion during the meeting covered mine lighting instrumentation, open cast (surface mine) lighting, and lighting sources. The committee also reviewed a draft of proposed lighting terminology and suggested changes to make the definitions more acceptable to representatives of the nations present. The mine-lighting conference featured 20 papers presented by 18 speakers representing six countries. The papers covered all phases of mine lighting, including research, hardware development and application, personnel acceptance, and requirements for system maintenance. The conference attracted 126 attendees and also included displays by eight lighting hardware manufacturers and four mining machine manufacturers. Papers from the conference are being published by the Government Printing office, with copies presented to the conference attendees. Copies will be available to others interested through the NTIS. During the course of the TC4.10 meetings and conference, committee members toured three mining equipment assembly plants, and six of the foreign representatives visited a longwall installation in an underground mine. At least one US senator believes that the events of Sept. 11, 2001 made many citizens see the need for the country to become more self-reliant on its growing energy needs. Even before that tragic day, however, the Bush administration was making a strong push to open up more public land for energy and natural resource development.

Foreword Following the explosion in the Hillcrest mine, which occurred in the evening of Sunday, September 19th, 1926, and in which two men lost their lives, the writer was invited by the Hon. J.E. Brownlee, Premier of Alberta, to conduct an investigation into the causes of the disaster, and to make such recommendations as seemed advisable with a view to minimizing as far as possible the chance of future explosions in this and similar Alberta coal mines. Accordingly, the mine was visited, and extensive investigations were made underground on October 21st, 2.2.nd, and 25th, in company with Mr. John T. Stirling, Chief Inspector of Mines for Alberta, Mr. Moses Johnson, District Inspector for the Crowsnest Pass District, Mr. J as. A. Richards, Inspector of Mines, Edmonton, and also Mr. Thomas Davies, manager, and other officials of the Hillcrest mine. Hearings of the coroner's inquest were also attended on October 20th and 23rd, when testimony regarding the explosion was given by various witnesses. The following paper summarizes my general observations in tracing the place of origin of the explosion, and my efforts to determine the cause of ignition. Certain recommendations arc also made, and the writer invites discussion on these and the other matters dealt with in the paper.

The Juneau Gold Belt, centered on Juneau and approximately 120 miles long by 10 miles wide, stretches from Berners Bay on the north to Windham Bay on the south (fig. D-l). Access within the Juneau Gold Belt is provided by the Glacier, Thane, and North Douglas Highways. The Glacier Highway extends northwest from Juneau for approximately 40 miles to Echo Cove, and the other two roads end 5.5 miles southeast and 12.6 miles west from Juneau, respectively. None of these roads connect with other highway systems and access to other areas is restricted to airplanes, the State ferry system, and commercial barge lines. BUREAU ACTIVITIES The majority of lode gold produced in Alaska came from the Juneau Gold Belt portion of the Juneau Mining District. To evaluate the economic potential of the Gold Belt, the Bureau located 173 mines and prospects within the area. A total of 263 ad its and shafts were found and 56,650 feet of underground workings were mapped. The Bureau collected and analyzed 1,557 samples during the study. In addition, considerable detailed geologic map-ping was done in the vicinity of the mines and prospects from which ore control models were developed.

This report provides concepts for two automated longwall mining systems; one for operation in a 42 to 57-inch thick section of the Lower Kittanning coal seam, the other in a 57 to 72-inch thick section of the Pittsburgh seam. The Lower Kittanning concept uses a single-drum bidirectional shearer and 500-ton capacity 4-leg chocks and the Pittsburgh concept uses a double-drum shearer with 500-ton shields. Each concept is designed to produce in excess of 2,500 tons of clean coal per shift with a 6-man face crew. The automated longwalls consist of off-the-shelf control system hardware attached to standard longwall equipment. Control hardware includes a control and display console; prime and backup mini-computers; multiplex data transmission, power, and control lines; several remote terminals which serve as interface junctions; and various sensors and actuators located on the longwall equipment. The system can be operated either fully automatically, remotely or manually.

Laboratory column leach tests are used routinely to evaluate gold and silver ores for heap leaching. The tests are fairly straightforward. The ore to be tested is placed into an appropriately sized leach column. Then an alkaline cyanide solution is applied to the ore and the effluent solutions are collected. The effluent solutions are then put through a column of activated carbon to recover the gold and silver in solution. Zinc precipitation may also be used for silver ores or if the ore contains a significant amount of soluble silver in addition to gold. The length of the leach time in the tests is mainly a function of how quickly the precious metals are recovered from the ore. At the completion of the tests, the tailings are assayed and the recoveries determined from the calculated head grades. The amount of ore to be used for a test is partly a function of its crushed size. The coarser the size, the larger the sample size for the column. A typical small-scale laboratory column test on ore crushed to -12 mm (-0.5 in.) would usually be conducted in a 100- to 150-mm-diam (4- to 6-in.-diam) column 2 m (6.6 ft) in height, containing about 20 to 45 kg (44 to 99 lb) of ore. A comparable test on the same ore crushed to 50 mm (2 in.) would be conducted in a 200- to 300-mm-diam (8- to 12-in.-diam) col¬umn 2 m (6.6 ft) in height, containing about 80 to 200 kg (176 to 441 lb) of ore. Larger-scale tests can be run by increasing the column heights and diameters. Conducting larger-scale tests results in increased costs for sample procurement, preparation, and running of the tests. "The Sturgeon Lake Joint Venture volcanic massive sulpide deposit was discovered in 1970. Milling was started by Falconbridge Copper Ltd. at Sturgeon Lake in September 1974. The Sturgeon Lake pit and mill are located 88 kilometers by road northeast of Ignace, Ontario. IgnE1ce is a town of some 2800 people located on the Trans-Canada Highway, 241 kilometers west-northwest of Thunder Bay. The mill is treating an average of 1100 TPD producing separate concentrates of copper, lead and zinc. Initially, difficulties were experienced in achieving accept-able concentrate grades and recoveries but these were eventually overcome. This presentation describes current metallurgical strategy as practiced at the Sturgeon Lake mill.But first, a few words about the type of ore being treated. In geological terms the ore is classified into two main categories. They are the massive sulphides with underlying zones of stringer sulphides as illustrated in Fig. 1. The plan view is shown in Fig. 2. The areas of East-limb and North-limb are as shown. These last two ores have suffered enough alteration to cause problems during treatment. The massive sulphides consist of chalcopyrite, sphalerite, galena, tetrahedrite and small amounts of pyrrhotite among other gangue materials. The stringer ore is comprised of predominantly chalcopyrite intrusions into rhyolite and has lesser amounts of sphalerite and tetrahedrite. At present we are treating a predetermined blend of massive and stringer ores from zones that have been metallurgically tested to ensure compatibility with current treatment procedure in the plant. Ore responding to this treatment is classified as normal ore while the ore proving incompatible is classified as north-limb ore or east-limb ore."

INTRODUCTION Preparation of this article, at the request of the Committee on papers, has been undertaken in the hope that it may stir up helpful discussion and constructive criticism. The Canadian mining industry is in the dumps and there is no use trying to deny the fact; nor does it help to say that other industries are in as bad or a worse condition. Let us face the situation honestly and see just how serious it is. The entire financial and industrial world is in a state of depression. The gravity of the case is no doubt exaggerated by contrast with the wave of optimism and false prosperity which pre-ceded it. The prevailing gloom and pessimism are just as irrational as was the former super-optimism. As far as we mining engineers are concerned, the causes are quite beyond our control, and it is the effect upon our own industry which interests us most. This effect is an accumulation of mineral products with consequent depression in price to a point where profits have almost, if not quite, disappeared. Whether this accumulation of stocks is the result of over-production or under-consumption is difficult to say, but it would seem likely that there is a combination of the two. The introduction of selective flotation has brought about a large increase in the production of zinc, a moderate increase in the production of lead, and a comparatively small increase in copper. It has turned relatively small mines into great producers, as in the case of the Sullivan, revived expiring mines like La Cananea, and brought-in new ones like Flin Flon

This U.S. Bureau of Mines report identifies the types of serious accidents that occur most frequently at small underground coal mines and describes the strategies that could help prevent these accidents. A wide variety of methods for improving safety are suggested, including improvements in the design of equipment, work procedures, work schedules, safety programs, and emergency response plans, as well as techniques for diagnosing the potential hazards associated with new technologies and work procedures. Some of the papers in this volume focus on preventing specific types of mining accidents-ones associated with materials handling (primarily back injuries), equipment maintenance, improper machine guarding, and ground failure during retreat mining. Although the recommendations in this volume are heavily influenced by research performed at underground coal mines in the Appalachian coalfields, most of the papers contain advice that is equally pertinent to almost any type of mine.

An evaluation of blasting procedures in surface mining operations was undertaken to determine means for improving safety. The objectives of the study were to: 1. Develop guidelines for safer blasting practices 2. Specify changes or additions in regulations concerning the use of explosives 3. Identify areas in which additional knowledge needs to be developed. As a basis for the evaluation, an idealized blasting cycle was prepared. Developed in the form of a scenario of surface mining operations, this synthesis of good mining practices served as the standard against which observed activities were compared. Blasting hazards were divided into two categories: those known to exist and those which are potential. Known hazards were identified in terms of situations which have actually resulted in explosives-related accidents. The evidence for known hazards was obtained primarily from MESA records of mine accidents. Potential hazards were identified by observation of mining activities and consultations with mining, explosive industry and government regulatory agency personnel.

"CONCLUSIONSThe investigation shows that there are 5 coal beds of major importance in Wyoming County from the standpoint of present production - Pocahontas No. 3, No. 2 Gas, Sewell, Beckley, and Eagle - and 5 beds of minor importance - Pocahontas No. 6, Cedar Grove, Winifrede, Douglas, and Chilton. The Pocahontas No. 3 bed contains the largest remaining known reserves.Known measured and indicated reserves in all beds, based on a minimum thick¬ness of 14 inches and on 1,800 tons per acre-foot of coal in place, are estimated at 2,665 million short tons as of January 1, 1951. Of this total, 2,121 million short tons is in beds 28 inches and more thick. Areas in each bed were omitted from the estimate because available data relative to the bed characteristics are too meager to make an estimate that conforms with the definitions of measured and indicated coal adopted for this study. Should future drilling or development prove reserves in these areas, such reserves should be added to the total estimated reserves.Recoverable reserves of coal have been estimated in beds 28 inches and more thick. This thickness is about the minimum now being mined by hand loading onto conveyors in the Appalachian region. The weighted average recovery for all beds in Wyoming County, as determined by this investigation, is 55.0 percent. This percent¬age is based on the total thickness of coal (less partings 3/8 inch or more thick) in the bed rather than on the thickness of the coal mined. The known recoverable reserves are estimated to be 1,167 million tons as of January 1, 1951.4. Since most of the Wyoming coals are medium- and low-volatile bituminous in rank and expand during carbonization in modern ovens, they are blended with high-volatile contracting coals."
