The Awareness and Preparedness for Emergencies at the Local Level (APELL) program is a process that helps people prevent, prepare for and respond appropriately to accidents and emergencies. APELL was developed by the United Nations Environment Program, in cooperation with industry groups, governments and local communities. Since its beginnings in1988, the program has been implemented in more than30 countries. APELL is a tool for bringing people together to allow effective communication about risks and emergency response. The program provides a common-sense approach to accident prevention and response.

The GPS and information technology industries are now applying considerable development effort to what is being termed machine control and machine information systems, in particular focusing on the industries the of mining construction and agriculture. GPS based systems are demonstrably finding common acceptance and adding commercial value to many machine applications in industry. This has been the first step in the evolution of the information age that is now reforming mining practices. Adding the technologies of wireless data communication, modem computer databases, and networked PC's mining is on the verge of a new era in overall process management. This paper is a general discussion of what the information age means to miners and a general description of new mining operation technologies available to day from the Caterpillar technology alliance.

CONCESSION from the Chilean government granting the company use of the Rio Salado water stipulates that a minimum of 35,000 metric tons of such salty water must be diverted from the Salado daily, and be disposed of in a manner not to contaminate the Rio Loa to the east of its confluence with the Rio San Salvador at Chacance, Fig. 1. Consequently, the selection of a suitable site for the sulphide plant tailing disposal had the additional problem of the disposal of excess brackish waters. Studies of the terrain in the area directly to the south of the plant indicated that construction of tailing ponds would be costly, and generally unsatisfactory due to excessive slope of the ground, lack of flanking hills, danger of raising the groundwater level thus causing springs along the Antofagasta-Bolivia railroad; and the possibility of creating a dust nuisance at the plant site or at Calama due to blowing sands. Further to the southwest the San Salvador river canyon offered some possibilities and surveys were made at sites A to D, inclusive, Fig. 1. Here again costly dams would have been necessary to impound the tremendous quantity of tailing produced by the new plant, and provision would have to be made to handle a considerable flow of water through the disposal area to the west of the Rio Opache. Additional surveys were made in the area to the southeast of the plant which brought to light the existence of a natural basin of about 14 1/2 square miles, flanked by low-lying hills, and requiring only the most rudimentary dams to close the outlets at the western end. It has been estimated that the Salar de Talabre, as this basin is called, has the ultimate storage capacity of 1 billion tons of tailing with dam heights of only 60 ft. Pipe Line Layout After the decision had been reached to use the Salar de Talabre for the main disposal area various methods were considered for transporting the tailing from the 300 ft diam thickeners to the disposal site, 17.7 miles away. The first plan was to construct a. concrete launder on a 11 pct grade but a survey of this grade line indicated it would not lead directly into the Salar but would terminate somewhat to the north, and from that point on the slope would be considerably less than 1 pct along a natural watercourse. A slope of 2 pct or even 2 ¼ pct in such a rough watercourse or ditch is the ideal, judging from the success of operations at Cananea. Since a simple ditch is the most economical vehicle for the transportation of tailing, it was decided to use one with a 2 ¼ pct grade for as much of the distance as was possible with the existing terrain and to construct a concrete headbox, or forebay, at the terminus of the ditch to supply a steel pipe line leading the rest of the way into the Salar. Referring to the maps of the Chuquicamata area outlining the tailing disposal system, Figs. 1 and 2, one can trace the flow of the tailing from the thickeners to the Salar as follows: The 8-in. spigot pipes from the thickeners (1) discharge into a concrete sump feeding a concrete launder with a 2 pct slope. The launder carries the tailing into a concrete junction box (2) located south of the sulphide plant. The purpose of the junction box is to provide emergency facilities for diverting the tailing flow from the main disposal area to the emergency area. It also provides a junction point for the launder from the sulphide plant's future east extension. The box is fitted with a pair of radial gates controlling flow into the main tailing ditch (6) or the emergency ditch (3) which terminates on the pampa. All ditches are of the same cross section, namely 4 ft wide at the bottom with 1 : 1 side slopes and with a minimum depth of 21/2 ft. Where the nature of the ground demands it, the ditches are lined with stone rubble. The overflow from the plant's 10 million gal reservoir (4) is led into the main tailing ditch by way of a spillway ditch (5). The main ditch terminates in a trashscreen fitted, concrete forebay (7) which serves as a headbox for a 24 in. O.D. x 3/8 in. wall, Dresser coupled, steel pipe (10) and a 12 in. x 8-gage spiral welded, wedge-lock coupled, steel pipe (8). The forebay is fitted with two compartments, one for each pipe, and flow into each is controlled by radial gates. Each compartment is fitted with a 6-in. drain pipe controlled by a rubber pinch valve. "The Permanent Canal Closures and Pumps (PCCP) project is the capstone piece of New Orleans’ extensive hurricane risk-reduction system constructed following Hurricane Katrina. The project consists of three discrete pump stations and flood gates on the shore of Lake Pontchartrain which provide a storm surge barrier and pump rainwater from the City of New Orleans’ primary drainage canals. The depth of the pump station structures ranged between 39 and 45 feet below sea-level. USACE developed the PCCP project for design-build delivery; granting the project team latitude to develop innovative, cost effective solutions for the project. The use of OPEN CELLTM cofferdams to construct the pump station structures was one such innovation. OPEN CELL structures utilize the strength of the retained soil to anchor cellular sheet pile face arcs; allowing a free-field of construction within the cofferdam. This cofferdam design did not require ground improvement or dewatering around the perimeter of the cofferdam. The free-field cofferdams streamlined construction and large equipment installation within the structures with no encumbrance from internal bracing. Meticulous force-based design, soil-structure numerical modeling, and physical testing were all techniques used to present and gain USACE acceptance of the design on this vital element of the work.PROJECT DESCRIPTIONThe Permanent Canal Closures and Pumps (PCCP) project is the capstone piece of the City of New Orleans’ extensive hurricane risk-reductions system constructed following Hurricane Katrina in 2005. The project encompasses three separate pump stations and floodgate structures located at the mouths of three outfall canals (17th Street, Orleans, and London) on the south shore of Lake Pontchartrain. These three canals, running from the south to north, act as the primary conduits for discharging water from the New Orleans area. Prior to Hurricane Katrina, these canals were operated with pump stations two to three miles upstream of the mouths at Lake Pontchartrain. This left long stretches of levee on each side of the canals exposed to storm surges entering from the lake. Three levee failures occurred along these canals during Katrina; two at London Canal and one at 17th Street Canal. The failures resulted in major flooding of the surrounding neighborhoods, significant damages, and loss of life.Following initial canal levee repairs after Hurricane Katrina, USACE, in partnership with the Louisiana Coastal Protection and Restoration Authority (CPRA), took action to move the line of flood protection to the mouths of these three canals at the edge of the lake. By cutting off the storm surges from Lake Pontchartrain at the entrance to the canal, over ten miles of canal levee would no longer be exposed to storm surge water elevations, significantly decreasing the risk of failure."

The first year's work of a proposed three-year study of the effects of the exposure of coal mine roof rocks to the mine atmosphere has been completed. The project has been terminated. The goal of the project was to determine if possible the mechanism or mechanisms by which coal mine roof rocks interact with the mine atmosphere and weaken, and coupled with mechanical stresses, ultimately fail. The scope of the study was limited to the effects of environmental factors on the deterioration of the rocks. While mechanical stresses may play an important role in the interaction of environmental factors, stress effects were excluded from the study. In order to study the effects of environment on coal mine roof rocks, samples were obtained from several coal mines in the western states. The rocks forming the roofs of most of the mines visited were shales of varying composition. These shales were subjected to numerous tests to determine how the rocks changed with time after exposure. In addition, the identity of the minerals present in the shales was determined by x-ray diffraction analysis and by thermal analysis as well as by optical microscopy

Soon after the Rosebery concentrator commenced operations in 1936, an investigation was begun in an attempt to discover a substitute for cyanide in lead flotation. Cyanide is an excellent depressant for zinc and iron, but it also powerfully depresses the copper, silver and gold bearing minerals present in Rosebery ore, thus allowing them to pass through to the zinc concentrate or final residue where they are of little or no value.The investigation was not entirely successful, but it did indicate that sodium bisulphite or sodium sulphite could be used as a depressant for zinc without depressing the copper, silver and gold bearing minerals. The sulphites were, however, much inferior to cyanide as apyrite depressant.At about this time, I. W. Wark, using the captive bubble technique, had shown that, at the concentrations normally used, sodium aerofloat is not a promoter for pyrite or galena in alkaline solutions (see his book "Principles of Flotation", p. 188). Some preliminary tests on the production of a copper concentrate from Rosebery ore were therefore carried out using sodium sulphite as depressant and sodium aerofloat as promoter.The results of this work were promising but, since Rosebery ore usually carries only about 0·5% copper, there did not seem to be much incentive to carry the work further. "SGS Minerals Services (Lakefield, Ontario site) has conducted a number of developmental and pilot programs that examined methods for the beneficiation, extraction and recovery of lithium from a variety of spodumene containing hard rock sources. An overview of the beneficiation programs is presented separately by Aghamirian, Mohns, Grammatikopoulos, Imeson & Pearse (2011). The focus of this discussion will be the hydrometallurgical steps involved in producing a high grade lithium carbonate (Li2CO3) sample from the spodumene concentrate. SGS has applied the standard Li2CO3 hydrometallurgical flow sheet to a number of spodumene concentrates and has determined that all of these samples respond in a similar manner to the process and produce a final product having a Li2CO3 grade of >99.5%. The standard process is sufficiently robust to accommodate the observed variability in the concentrates that have been tested. Advantage of one spodumene deposit over another will thus be gained through process optimization and innovation. Optimization at the beneficiation stage and at the hydrometallurgical stage must be considered. Some aspects of the process optimization of the hydrometallurgical flow sheet will be presented.INTRODUCTION The current activity in the exploration, development, and mining of lithium based minerals is due in large part to the key role that this metal plays in the rechargeable battery industry (U.S. Geological Survey, 2011). Lithium battery technologies are widely applied in a range of portable electronic consumer products. The expanding development and production of hybrid and fully electric vehicles has contributed to the increased interest in finding and developing new lithium sources in order to meet the expected demand from the lithium battery industry. Lithium may be sourced from continental brines (sub-surface salars), hard rock minerals (pegmatite, spodumene), hectorite clay deposits, geothermal brines and oilfield brines. Currently the majority of the lithium products are produced from Li brines. The four major lithium producing countries are Chile, Australia, China, and Argentina (U.S. Geological Survey, 2009; Roskill, 2009). These countries accounted for 97.6% of the total lithium produced in 2010."

The quality of Pregnant Leach Solution (PLS) at Skorpion Zinc is of utmost importance for efficient operation of the Solvent Extraction (SX) Plant. Suspended solids in the PLS forms CRUD in the settlers, resulting in reduced zinc transfer capacity and increased impurity carry over to Electrowinning. The Ishigaki Fibre-Wakishimizu filter (fibre media rapid filtration equipment) has been identified as polishing filter that potentially could remove solids from the PLS of Skorpion Zinc. A pilot unit with 20m³/h capacity was tested on site over a period of 9 months under plant operating conditions in the refinery. The FW filter produces a clear filtrate, acceptable for the Solvent Extraction. Turbidity is improved by 72%. Gravimetric analysis indicates a 47% removal of solids. However, the gravimetric method is biased by a co-precipitation of saturated salts during the analysis. Filter media is blinded by the Skorpion Zinc PLS solution, as result of suspended solids and process chemistry. The media could not be regenerated to acceptable conditions. Further testwork to investigate the impact of process solution chemistry modification on blinding is undertaken. Based on the outcome of this investigation a final decision on the FW filter can be taken.

Economy needs mineral raw materials in almost each sector of modern life. They can only be provided by mining activities. An increasing share of the total mining production will be by underground mining. The mineral deposits will be found at gradually greater depths, including all problems associated with them. It involves an increase in overburden pressure with subsequent rock stability problems and risks of structural collapse. There is a need for new and safe technologies for almost all parts of a modern mine. The mining industry faces a number of challenges which require technical solutions that encompass the entire network and include the economic, social and environmental issues. The industry needs a new image based on pioneering solutions and a modern structure that can exploit minerals at greater depths and promote both high productivity and safe working conditions. Funding has been secured from the European Commission for the I²Mine project. Work started in November, 2011. This initiative is designed to focus on the technological challenges that the mining industry is currently facing including the exploitation of ever deeper deposits and the aspiration for an invisible, safe, zero impact mine. The project comprises a consortium of 27 organisations from 10 European countries. I²Mine marks the start of a series of development activities aimed at realising the concept of an invisible, zero impact, deep mine. The extractive sector, still seen as being old fashioned and environmentally unfriendly, will show that mineral extraction and processing can be done in a highly innovative and sustainable manner with low impact underground and zero impact above ground. The concept of I²Mine is to develop innovative methods, technologies, machines and equipment necessary for the efficient exploitation of minerals and disposal of waste, all of which will be carried out underground. This will dramatically reduce the volume of surface transportation of both minerals and waste, minimising above ground installations and reducing the environmental impact. New eco-efficient technologies will be applied in order to make the entire mining process more efficient and environmentally sound. The concept is for an integrated mine, with the majority of the installations underground, and only the final product will be transported above ground to be shipped to the customer. Production waste will be treated and stored underground and gaseous emissions will be managed underground as far as practical. I²Mine will also focus on ideas and concepts that increase energy efficiency and decrease waste. The core of the project will be to develop breakthrough technologies for autonomous, highly selective, continuous mineral extraction processes and machinery based on new sensor technologies, face front separation as well as innovative concepts for mass flow management and transportation integrating state of the art technologies. The concept of an invisible, zero impact mine requires a refined process underground that selectively extracts the mineral thereby reducing waste. For this reason, improved extraction machines and near to face processing methods, including backfill procedures, need to be developed. These developments include rock mechanics and ground control solutions, incorporating health, safety and environmental issues.

From evidence made available during the investigation, it was concluded that the first of a series of explosions occurred at 1:15 to 1:20 p.m. September 21, 1951, in an underground vault that housed pressure regulators on the gas-distribution lines that served Brighten. This explosion damaged the pressure regulators and permitted high-pressure gas to enter the distributing mains and individual-service lines. As a part of the gas-distribution system was not provided with means for protection against such excessive pressures, gas gained access to the interiors of many residences in this area and caused a series of disastrous explosions and fires, which took place during a period of approximately 2 hours after the initial explosion in the pressure-regulator vault. Two persons were killed in the first explosion in a residence, and a third person died of a heart attack attributed to the excitement that prevailed during the explosions and fires, Twenty-three persons were listed as injured. Forty-one residences were either destroyed or damaged - 11 by explosion and the remainder by fires, which developed as a result of gas leakage into residences. Fifteen residences were listed as "completely down" or "gutted." Unofficial estimates of property damage ranged from $1,000,000 to $1,500,000. In view of observations made and information obtained during the investigation, recommendations are presented in this report relative to the natural-gas distribution system in Brighton, which may be helpful in the prevention of similar accidents in this and other communities.

San Diego’s Stadium Conglomerate consists of poorly cemented cobbles, gravel, sand, silt and clay. Conventional laboratory and in-situ testing is not suitable for characterizing its engineering properties. Although the formation is often considered a “rock” its behavior is more readily modeled using soil mechanics. Static and seismic design of a tunnel for the Mission Valley East light rail extension required that the stress-strain characteristics of the ground be identified over a broad strain range. Geophysical methods and field plate load testing were used to develop a full non-linear stress-strain model of the expected ground behavior. Quantification of the coarse material distribution was also required for selection of tunneling methods and construction considerations.

The Al-Zn-Mg alloys (e.g. 7004, 7020) are employed for land transport and architectural applications whereas the Al-Zn-Mg-Cu alloys (e.g. 7075, 7050) provide the high strength aircraft alloys. The Cu gives rise to suitably sized and distributed precipitation but causes high quench sensitivity. Their hot work processing also has marked differences; the Cu-free alloys have good extrudability whereas the Cu-bearing alloys have low extrudability and are difficult in rolling as well. The behaviors of the two classes are described in terms of flow stresses and ductility over 300 - 500°C, along with constitutive contrasts. The ductility of the alloys with Cu is much reduced above 400°C by precipitation of a phase at the grain boundaries that can be avoided by suitable heating schedules. The high strength alloys are subject to de-lamination corrosion of sheared edges due to severely pancaked grains; this can be alleviated by holding between passes, in mid-rolling schedule. In torsion tests at 10-1 to 10 s-1/ 250 - 500°C, the stresses (ductilities) at 300°C/ 1s-1 and activation energy Q for 7004 were 118 MPa (2) and 262 kJ/mol. The 7075 was tested after several pretreatments: completely over-aged (softened): 107 MPa (5), Q=150 kJ/mol; whereas, solution and quick cooling to testing caused extraordinarily high peaks related to dynamic precipitation resulting in 160 MPa (1.2), Q=300 kJ/mol.

"Cobre Las Cruces mine extracts copper minerals from a VMS deposit located in the well-known Iberian Pyrite Belt (IPB). As an open pit, it is distinguished geologically from other IPB mines by the presence of around 150 m of Tertiary soft marls, known locally as the Guadalquivir Blue Marls, followed by a regionally important aquifer. Below the marls and aquifer the mineralization is hosted by rocks typical of the Palaeozoic within the IPB, comprising gossan, tuffs, slates, and sulphides.This combination of a substantially soft rock and more competent, older (but still occasionally problematic) Palaeozoic lithologies constitutes a unique geological framework and presents substantial challenges in maintenance of slope stability, and therefore operational safety, at the mine site. This paper describes the fundamental design, excavation, and monitoring measures implemented at the mine to maintain safe production, and the lessons learnt during the mine development. IntroductionAs a modern Spanish mine, Las Cruces is committed to the use of best available technology and practices with the aim of guaranteeing the production of ore in a safe environment. From a practical perspective, this implies the realization of a high quality pit design, ongoing geotechnical mapping of exposed slopes to ensure conformity with design, and use of leading geotechnical surveillance technology to complement visual observations. The focus of this article is to illustrate how, at a mine site with potentially problematic soil/rock conditions, multiple advanced techniques employed from design stage analysis through to final pit configuration and vigilance, were combined to achieve an overall control of the ground conditions. In Figure 1 the layout of the pit is shown, illustrating development at the beginning of 2015."

"The EGAT Mae Moh coal mine is an open-cut coal mine in Thailand that produces about 16 million tons of lignite annually to generate 2,400 mw of electricity. The surface mine pit covers is 4 by 7 km (2 by 4 mi) with mining depths ranging up to 260 m (853 ft). A large pit slope is formed with the progression of the mining operation. However, massive slides in the pit slope often occur due to weak planes, such as faults and bedding, and the weak mechanical properties of the rocks. Hence, a 200-300 m (656-984 ft) boundaries of rock block including coal seams is left in front of faults in order to prevent slides and maintain the stability of the pit slope. As a result, there are significant coal reserves beneath the abandoned area along the pit slope.The focus of this paper is on the applicability and design of the highwall mining for recovering much of the coal left along the pit slope.INTRODUCTIONThe EGAT Mae Moh Mine is located about 630 km (186 mi) north of Bangkok, Thailand (see Figure 1). It is the largest coal mine in Thailand and produces about 16 million tons of lignite annually from open-cut mining (70 % of the total coal produced in Thailand). The coal is used to generate 2,400 mw of electricity at the Mae Moh power plant, which is situated near the mining area. The mine pit covers an area of 4 by 7 km (2 by 4 mi) at varied depths up to 260 m (583 ft) as shown in Figure 2. As the mining operation progresses, the pit becomes to be deeper and deeper. In the year 2035, the bottom of the pit is expected to reach depths of 500-600 m and the open-cut mining operation will be finished. The possibility of an underground mining operation is being investigated.A large pit slope is formed with the progression of open-cut mining. However, massive slides often occur in the pit slope along weak planes including faults and bedding planes due to the weak nature of the rock. As a result, 200 to 300 m (656 to 984 ft) boundaries of rock including coal seams are left in place in front of faults to prevent slides and to maintain the stability of pit slope. Moreover, the dip of the slope is less than that of the planned design. As a result, there significant coal reserves abandoned along the pit slope."

The problems of using comparatively simple x-ray diffraction equipment for quantitative analysis are examined. Internal standard and direct calibration procedures based upon the measurement of integrated diffraction energy (diffractometer peak area) have been developed for the determination of quartz in Broken Hill dusts. By these methods an accuracy of ± 10 per cent of the true value can be obtained and this can be improved to ±2 1/2 per cent by statistical methods if necessary.Rapid analysis for the components quartz, muscovite, rhodonite, galena, fluorite, sphalerite, calcite, and garnet has been developed by adaptation of direct calibration procedures and use of maximum diffraction energies (diffractometer peak height). Until more is know!) about the pathological effects of multi-component dusts of the Broken Hill type it seems undesirable to fix theIr allowable concentrations in terms of the quartz content.

This paper presents research results on assessment of environmental impact of digging and loading equipment in surface coal mining. Environmental impact is accessed through the equipment exhaust and dust emissions, and sound level. Exhaust emission is related to carbon dioxide (CO2), carbon monoxide (CO), nitrogen oxides (NOx), sulfur oxides (SOx), and volatile organic compounds (VOCs). Dust generation is expressed through the particulate matter PM10 and total suspended particulate matter (TSP), while sound is presented through the sound pressure level. Modeling of environmental impact of digging and loading equipment is conducted in Microsoft Visual Studio.NET software package. This research is a part of a boarder project on development of software system for the selection of productive, cost-efficient and eco-friendly mining systems, which is sponsored by the Appalachian Research Initiatives for Environmental Sciences (ARIES). The research work presented here may be used by mining professionals to aid in quantifying environmental impact of digging and loading equipment and determinate strategies for reducing its overall impact.

Keywords: Ilmenite, titania slag, pig iron, rutile, zircon Located on the eastern shores of South Africa, 180 km north of Durban, Richards Bay Minerals (RBM) produces approximately 2.0 million metric tonnes of product annually making RBM a leading producer of titania slag, high purity pig iron, rutile and zircon. Heavy minerals are extracted from the nearby dunes by dredging and concentration on a floating gravity separation plant, followed by separation of the ilmenite, rutile and zircon at the mineral separation plant located at the smelter site. The ilmenite is processed through an oxidizing roast followed by magnetic separation and is then partially reduced to an 85 per cent TiO2 slag in one of four six-in-line a.c. electric arc furnaces. The slag is milled and then classified into two product sizes suitable as a raw material for both the sulphate and chloride pigment processes. The high quality iron produced during the reduction process is further processed to produce various grades of low-manganese iron. Around 95 per cent of the products are exported, yielding a world market share of about 25 per cent of titania slag, rutile, high quality pig iron, and zircon.

Tunnel boring machine (TBM) system utilization is a critical factor for predicting machine performance. The process of estimating machine performance, including rate of penetration (ROP) and machine utilization (U) must incorporate an understanding of site geology, TBM specifications and site management. The study herein presents a preliminary analysis of the different activity time and downtime components from hard rock TBMs at two project sites to evaluate their impact on machine utilization. A comparison of crew experience, first between shifts and then between projects is included to analyze its effect on utilization and downtime. This work presents the sensitivity of the utilization factor to selected activities in the projects and the impact of geology and site set-up/logistics on machine performance.

Calculation of pile foundations should possibly truly reflect its real work, mainly with respect to the value and distribution of settlements, pile internal forces and bending moments within a slab. Many empirical and theoretical methods serving for an assessment of the settlements of pile group overestimate its actual values obtained from field measurements (see Tejchman et al., 2001). In the paper a simple engineering method for calculation of pile foundations is presented. The method takes into account the interaction between the slab and a soil together with the phenomenon of non-uniform deformation of the soil-pile subsoil, particularly under large foundations. In the method the scheme of the slab resting on one-parameter elastic subsoil is assumed. The comparison of the calculation results for existing pile foundation with the field measurements shows good agreement between those values.

Shaft sinking through an amphibolite-granite rock mass experienced rock bursts on the shaft walls and benches. However, rock burst phenomena was exhibited only in granite, which is e1asto-brittle with ability to store strain energy caused by orogenic and man made stresses. To improve ground conditions, blasting of destressing holes at shaft corners was carried out. By this technique rock burst during shaft sinking was minimized, but not eliminated.
