The salt-beds at Salton, on the line of the Southern Pacific railway, in San Diego county, California, have been successfully worked for many years by the corporation known as the East Liverpool Salt Co., and the salt has been largely used upon the Pacific coast generally and in the interior. But the industry has lately been destroyed by the overflow from the Colorado river. The salt is dissolved, and the waves of the Salton sea now roll 50 ft. above the site of this once thriving and growing business. The salt-bed was evidently the residual accumulation from the waters of an ancient lake, which I have named Cahuilla, from the name by which a large part of the valley—the home of the Cahuilla tribe of Indians—is known. The deposit covered a comparatively small area in the lowest part of the valley, 280 R. or more below the sea-level. This depressed area is now generally known as the Colorado desert, but has a soil of wonderful fertility wherever water can be had on its surface. The deserted beaches, and the water-lines, only a few feet above tide-level, upon the rocks of the bordering mountains, as well as a great abundance of shells in the soil, all bear decisive testimony to the former occupation of the valley by water. The stability of waste dumps depends to a great extent on the physical properties of the underlying foundation. These physical properties are evaluated through surface geotechnical surveys, subsurface exploration, and field and laboratory testing. Sufficient information must be obtained to define and assess the strength, consolidation, distribution, topographic and hydrogeologic properties for these materials. Important foundation data collected in the field include: surface infiltration rates, downhole hydraulic conductivities, ground water levels, bedrock structural parameters, soil types and soil thickness. Laboratory testing should identify the classification, strength, moisture content, hydraulic conductivity, attenuation and consolidation characteristics. Summarized in this paper are procedures and typical results of porphyry copper leach dump foundation investigations. Laboratory properties and design recommendations for potenia1 foundation liner materials are described. Back analysis and laboratory foundation strengths are compared. The topographic effect of the foundation on dump behavior is discussed and a foundation pore pressure monitoring experiment at the toe of an active waste dump is described.

A REFERENCE to the geological map of Alabama shows the coal- measures of that State to form three distinct fields. The Coosu, or most easterly, contains about one hundred square miles ; the Cahaba, or middle field, which is also the most southern true coal in the United States, contains about 230 square miles ; and the Warrior field, which contains in the State of Alabama some 5000 square miles, is the southern extremity of the great carboniferous deposit, which extends through Pennsylvania, West Virginia, Kentucky, Tennessee, and Georgia. But very little has yet been done towards developing those coal- fields, partly owing to the absence of all commercial manufacturing enterprise in the South under slavery, and partly owing to the want of capital and the disturbed condition of the South since the war. THE permanent magnet alloy comol, which contains 17 pct Mo, 12 pct Co, balance Fe, exhibits a precipitation reaction analogous to that at the iron end of the binary Fe-Mo system. The equilibrium precipitate, (P,), has a structure isomorphous with Fe,Mo, which is rhombohedra1 with parameters a = 8.97A and a = 3038.6&apos; according to the work of Arnfelt and Westgren.&apos; In the ternary alloy the parameters are a = 8.87A and a = 31°0.5&apos;. Oscillating crystal patterns of a single matrix crystal, M, in which P, was precipitated by slow cooling from 1300°C, showed that the orientation relationship of the two lattices is as follows: (110)P3 // (110)* (111)p3 // (110)m There are crystallites of P, in 12 different orientations in a single crystal of the parent solid solution. Microscopic examination shows that the crystallites are generally plate-like with their lateral dimensions parallel to (110) matrix planes. When precipitation in a supersaturated alloy quenched from 1300°C progressed isothermally at temperatures between 600" to 800°C, the evolution of the P, structure could be traced. Diffuse diffraction effects in Laue patterns provided early evidence of the precipitation process. Analyses of these by a previously described technique2 showed that they corresponded to rod-like elements parallel to <110> matrix directions in reciprocal space. With further aging to promote growth of the precipitate, the rod-like elements contracted to points in reciprocal space for normal Bragg reflection from the precipitate as shown by the left diagram in Fig. 1. Thus the diffuse scattering was attributed to the small thickness of the plate-like particles which was inadequate for sharp diffraction. When the precipitate particles were first thick enough to give normal diffraction their structure was different from that of the equilibrium precipitate, P,. AS the available remaining properties of iron ore reserves on the Mesabi Range are opened up for mining, the various properties located under lake beds are brought nearer an active status. The actual physical problems involved in stripping these properties do not act as a deterrent so much as the legal and political problems that are encountered. When it is proposed to destroy a natural lake that has been used by the public for many years, much local as well as state opposition may be encountered regarding its destruction. Public hearings must be held and some adverse publicity is likely to result. The ownership of the ore under the lake and the rights of the abutting property owners must be settled, and protection from damage caused by a disturbance in surface and subsurface drainage is likely to be demanded by property owners some distance from the proposed mine area. The Embarrass Mine, located near Biwabik, Minn., falls into this classification. A portion of the orebody lies under what was formerly Syracuse Lake, this body of water having been removed in the process of stripping the mine. An additional problem in the case of a meandered body of water is the establishment of a meander line that can be projected downward as mining progresses to form the basis for a satisfactory division between lake bed and upland ore shipments for royalty purposes. Fig. 1 illustrates the complications encountered in maintaining these divisions. A balance point was agreed upon in the center of the lake to make an equable division of lake bed ore to the abutting properties. The entire lake bed has since been adjudged the property of Minnesota. Lake Characteristics Lake bed stripping problems with which this paper is concerned necessarily are limited to a specific type of lake, namely the glacial lakes of the Lake Superior region. One characteristic common to these bodies of water is a deposit of fine black mud or silt on the bottom, frequently underlain by a layer of impervious blue clay. This is also true of the muskeg areas of the region, which present almost identical problems as lakes in stripping. The actual removal of the water and the lake bed material is a routine matter more or less standardized as to equipment, and the period of time required can be estimated easily on the basis of volume and capacity. More important than the foregoing is the execution of preliminary work, and above all, the timing involved. An account could be prepared based entirely on statistical and cost data which would give a very fair picture of the time required and cash outlay needed to effect the removal of a body of water preliminary to stripping the orebody. However, the real interest from the standpoint of the operator and the engineer who carry responsibility for completion of the job lies in the unexpected emergencies and the action of various materials involved in the stripping when the balance has been upset through diversion of water courses and the reduction of the lake level. Runoff and Drainage Lakes are located in natural basins that catch all the rain water and runoff water for a considerable area. Where a lake is involved having an inlet and outlet or a sizeable water course running through it, the drainage area may include a watershed covering many square miles. All available data then must be collected to supply a history extending over as many years for which information can be gathered on the flow of streams, annual rain and snowfall, and most important, the peak flows to be expected. Where the diversion of a stream around the stripping area is a part of the problem, this last factor is of great importance since it controls the cross-section to be selected for the diversion channel and the volume to be removed in its excavation, as well as affecting the hydraulic considerations to be met in the design of the completed channel. Characteristic material in the overburden found at the Embarrass Mine is illustrated in Fig. 2. Well Pumping Pumping from the well holes was started well in advance of the draining of the lake. Fig. 3 shows a gradual lowering of the water table with no noticeable fluctuations during the period in which the lake was being dewatered. Unfortunately, because of tight ground, a maximum flow to the wells was not maintained. This retarded the rate at which the water table was reduced so that in the course of stripping the excavation soon extended below the water table, and the great bulk of the pumping was handled from a system of sumps in the pit itself. Any dewatering program projected by prepumping from wells, a glorified well point system, would have to be started well in advance of the stripping to be of any great advantage. Preliminary drainage of the surface over the mine area is entirely apart from the actual elimination of the lake bed itself. Since the lake is what is called a perched water table because of the impervious character of the lake bottom, the adjoining surface may be dewatered below the surface of the existing lake and the flow will not be affected by the proximity of that body of water. This condition actually has been demonstrated through the establishment of a number of observation holes where a small churn drill was used to put down the holes and a 3-in. pipe was installed for taking water level

2.2-1. Need for Acquisition Operating Plan. In planning a trip by automobile, a road map is procured and studied. Travel by plane suggests detailed examination of route maps, weather charts, and navigation charts. Planning for construction of a factory, office building, shopping center, or housing subdivision envisages working out a complete development plan. Household needs arc generally jotted clown on a shopping list, with each item checked off as it is purchased. In turn, forwarding of any surface mining project should be undertaken only after an acquisition operating plan has been set out, by checklist, under three general headings: 1. Public relations-a check list setting out applicable Federal, State, and local laws and regulations, and the office, board, commission, and individuals having responsibility for licensing, administration, and enforcement of each such law or regulation. 2. Land requirements-a complete check list encompassing all aspects of land acquisition, ownership, management, control, and disposition, with applicable laws. 3. Water requirements-a full check list embracing all aspects of water development and control, acquisition of rights to use, manner of use, and manner of disposition, with applicable laws and regulations. 2.2-2. Public Relations Aspects of Operating Plan. NEED TO DETERMINE APPLICABLE LAWS. The laws and regulations governing acquisition of land and mineral rights, water and water rights, and the use and control of those rights, vary so much from state to state that one cardinal rule must govern all preplanning: determine applicable Federal, State, and local law at the outset. Changing conditions in the past century have resulted in a multiplication at all levels of governmental agencies interested in, and having responsibility for, acquisition, use, control, and disposition of minerals and mineral lands. The same is true of waters and water rights found in, brought to, or discharged from, the operating site.

Drag coefficients for a cylinder being towed through water at constant velocity and also at constant linear acceleration were measured. Drag coefficients for constant velocity towing showed reasonable agreement with previous results. The drag coefficients found for constant acceleration showed little correlation with either the magnitude of the acceleration or the value of the modulus AD/V2 and tended to be slightly lower than those for constant velocity. INTRODUCTION For the design of offshore structures, wave forces acting on immersed cylinders are of importance. Several investigations have been made of these forces and of how they can be predicted from wave theories. A paper by Crooke&apos; summarizes much of the work already done. More recent research by the Wave Research Laboratory at the University of California, Berkeley, has added much to the body of data collected under ocean wave conditions, but has not found a reliable method of force prediction from basic theories of wave motion. The present investigation is part of a long-range program to collect data with which to test current and future theories and correlations. The immediate objective was to measure drag forces on a circular cylinder subjected to linear accelerations over the range of Reynolds numbers between l04 and 105 where the drag coefficient was a constant for constant velocities. In particular, the effect of constant acceleration from rest and from uniform motion was to be investigated. The effect of acceleration may be evaluated in terms of drag coefficients. A useful resistance coefficient, C, is defined by the equation for total drag force, D, exerted by the fluid on the cylinder. DT =CSp V2/2.........(1) The coefficient C may be plotted as a function of the parameter AD/V2. Here D is the diameter and S is the projected area of the cylinder. The acceleration and velocity are A and V. The mass density of the fluid is p. An alternate drag coefficient, C, corresponds to the total force of the fluid opposing the motion minus the virtual mass force. This drag coefficient, arising from the velocity of the fluid, may be compared with that for the same cylinder in uniform motion. The similarities and differences between this coefficient as calculated for accelerated and for steady motion are of interest in the inverse process of predicting drag forces on cylinders under arbitrary conditions. One serious difficulty in this method is the specification of the virtual mass which depends also on the flow picture about the cylinder.1 EXPERIMENTAL EQUIPMENT The experiment was performed in the combination wave and towing tank at the Engineering Field Station of the University of California. The tank is 200 ft long, 8 ft wide, and 6 ft deep. The tow carriage is externally propelled by a cable, and the velocity of the carriage is maintained essentially constant by means of an am-plidyne. For the purpose of the present investigation, the speed control of the amplidyne was modified by inserting a linear speed control rheostat, which was rotated at a constant speed by a small d-c motor equipped with a slip-clutch. Accelerations which were constant over a reasonable length of time were thus produced. The magnitude of the acceleration depended upon the speed of the d-c motor and the limiting speed of the carriage. Data were obtained for a range of accelerations of 2 to 10 ft/sec,2 and a range of velocities of 2 to 15 ft/sec. An accelerometer (Statham Type C-2-350) with a range of ±2g was attached to the carriage and connected to a Brush analyzer and penmotor. A continuous coil of wire with 10 turns/ft wound around a fixed wooden form extending for a distance of 40 ft along the length of the tank was connected by an electrical contact mounted on the carriage to a Brush analyzer and penmotor, to give the time-position history for each run. INTRODUCTION IDARADO Mining Company&apos;s mill and surface plant are at the portal of the Treasury tunnel at elevation 10,625 ft, 12 miles south of Ouray, Colo. In 1943 and 1944 this tunnel was extended in a westerly direction to tap the Black Bear vein, and, together with the recently completed 1100-ft inclined Treasury raise, provides access to the Black Bear mine. In 1945 a 250-ton mill was placed in operation to process development ores containing much needed copper, lead and zinc for war requirements, and to serve as a pilot testing unit for larger scale milling operations. In the years 1902 to 1927 some 329,000 tons of ore were produced from mine workings on the Black Bear vein that extended downward from elevation 12,325 ft at the Black Bear tunnel portal to elevation 11,618 ft, the lowest level of the mine. The ores were taken to the Cascade and Smuggler-Union mills near Telluride over two aerial tramways. Gold bullion, a copper-lead concentrate, and a zinc concentrate were produced. ORES The Black Bear is a compound fissure vein that has undergone several stages of mineralization. The first important stage is represented by complex ores of copper, lead and zinc in a quartz gangue. Precious metal content in this stage is low. The galena is argentiferous and varying amounts of tetrahedrite, freibergite and bornite tend to increase the normal copper content represented in chalcopyrite. The zinc occurs as a true sphalerite with little or no iron. Later re-openings of the fissure took place more or less co-extensively with the successive introduction of (1) abundant quartz gangue containing minor amounts of chalcopyrite, galena and sphalerite; (2) free gold in a fluoritic quartz gangue; and (3) barren, low-grade quartz with minor amounts of pyrite as the only important sulphide. The sulphides show practically no oxidation and little mineralogic intergrowth. Because of the common overlapping of these successive stages of mineralization within a given mining area, considerable dilution of the base-metal content takes place, thus lowering the average mill-head grade. PLANT PRACTICE Metallurgical testing was started shortly after the Black Bear vein was encountered on Treasury tunnel level in 1944. Laboratory tests showed good flotability of the minerals in the ore and indicated an economic separation could be made of the copper, lead and zinc minerals into their respective concentrates. The success of the separation is close reagent control to maintain a balance between promotion and depression of the sulphides. To maintain this balance reagent consumption for the three metal separation is considerably higher than in ordinary lead-zinc flotation.

A technique for collecting and analyzing the small quantities of gases desorbed on heating metal powders has been developed. The gases collected from copper powders of various types of manufacture have been analyzed and found to contain H2O, CO2, and SO2. The quantities of gas evolved vary from 0.05 to 1.0 milliliter, under standard con-ditons of temperature and pressure, per gram of powder. The source of the gas has been traced to surface films on the powder. IN the powder-metal industry it is recognized that the presence of gases in the powders affects the processing and resulting properties of the sintered product. Several sources for these gases are possible; namely, chemical reactions with the sintering atmospheres, inclusion. of gases during compacting, dissolved gases in the metal powder, and sorbed gases on the metal-,powder surfaces.1, 2, 3 Since the quantities of the gases are relatively small, no direct attempt has been made to collect and analyze them nor to isolate their source. The work that has been done has been concerned with the dimensional stability of the product., its porosity, density, or mechanical and physical properties. Conclusions are drawn on the basis of studies of this type as to the probable effect of gases on these properties. 4, 5, 0 In the present investigation an attempt has been made to obtain quantitative data on the analysis and quantities of gases associated with copper powders manufactured in different ways. Apparatus was constructed to collect gases evolved from loosely packed powder samples on heating to various temperatures under a reduced pressure of helium. The powders were outgassed thoroughly in a vacuum prior to starting the collection operation in order to eliminate mechanically entrapped gases and to prevent the possible reaction of the powder with these gases. Experimental Procedures Materials—The major portion of the investigation was carried out on a single heat of water-atomized, oxygen-free, high-conductivity copper. A relatively coarse fraction of this powder, 20 to 100 mesh, was tested as a mixed powder and as various graded size fractions. Although lateritic ore deposits are relatively flat-lying, surficial ore bodies, the evaluation of lateritic bauxite and nickel deposits is among the most difficult problems confronting an economic geologist. Laterite is a soil formed under tropical conditions resulting in the concentration, within the soil zone, of certain trivalent metals - principally iron and aluminum, but also, locally, nickel and manganese. The soil zone is divided into two parts: (a) the true soil or lateritic zone and (b) the zone of partially altered bed rock or saprolite. Whereas bauxite generally is confined to the lateritic zone, some nickel deposits occur in both the laterite and saprolite zones. The evaluation of bauxite and lateritic nickel deposits thus has both similarities and differences. These ores have been formed by supergene, soil-forming solutions moving downward through zones of widely varying permeability within the weathering rock. Because the permeability varies widely, both vertically and laterally. the extent of weathering may vary greatly within short distances. Because the weathering process varies widely, the degree of metal concentration may also vary widely. It is not at all uncommon for a laterite to change, within a few centimeters, from a virtually valueless rock to a high grade ore. Moreover, the depth of weathering, and hence the depth and form of the ore profile, vary greatly. Obviously, for this type of deposit, a few grab samples or a few drill holes are virtually worthless. The evaluation of such a deposit requires a sophisticated statistical study based on thousands of carefully selected samples. As a rule of thumb, the cost of evaluating a large bauxite or lateritic nickel deposit will be about one cent per ton of ore in the ground. Thus, the cost of evaluating a several hundred million ton deposit may be considerable. The following factors must be considered during the evaluation: Type of Sampling: The best and most reliable samples for the evaluation of lateritic ores are taken along large, vertical channels in hand-dug pits. Where labor costs are high, some form of drilling may be used in place of pitting, but it is always wise to choose a drilling procedure after checking drilling results against a series of pit channel samples. The drilling may not reproduce exactly the results from pit channel samples, but it may be possible to derive a constant correction factor. If the physical character of the laterite varies within the deposit, it may, of course, be necessary to change the type of drilling, the correction factor or both. In some areas, it has been found empirically that augers, chum drills, vacuum drills, rotary drills, or core drills yield satisfactory results. The problem is to find which drilling technique gives results most similar to channel samples through the heterogeneous sequence characterizing the laterite in a given area. In lateritic nickel deposits, the drilling characteristics of the lateritic and saprolitic portions of the deposit are very different. Within the saprolite, the major nickel values are commonly found in weathered zones within less altered boulders - a type of occurrence which makes sampling very difficult.

High-purity materials have been used in producing as-cast, controlled, colony, and degenerate solidification structures in the Fe-FeS eutectic. Experiments disclosed that this eutectic can be classified as normal and has a natural morphology composed of rodlike iron particles dispersed in a matrix of iron sulfide. The metallography of the various structures was studied, and a preferred crystallography was revealed in the controlled specimens produced by unidirectional solidification. The orientation effects found in these latter specimens are an [001] fiber texture in the -mowth direction of the bcc iron bhase and a texture corresponding to bicrystalline behavior in the hexagonal iron sulfide, with the growth direction near to (2111) poles. The observed texture of the iron phase is considered as indirect evidence that the alloy un-dercooled by at least 75°C before solidification. The unidirectional solidification of binary eutectic alloys has produced materials which exhibit a structure and properties markedly dependent upon the solidification process. In many cases a controlled microstructure with pronounced metallographic and crystallographic anisotropy can be experimentally achieved by proper regulation and balance of the growth rate of the alloy, the chemical purity of the starting materials, and the thermal gradient in the liquid at the liquid-solid interface. The purposes of this investigation were to produce various micro-structures in the Fe-FeS eutectic for subsequent study of their magnetic properties and to correlate the different structures with the solidification conditions in order to obtain a better understanding of the structure of eutectics. The Fe-S equilibrium diagram exhibits a eutectic composed of nearly pure iron and stoichiometric iron sulfide (FeS1.00), with the eutectic reaction occurring at 988°C and 31.0 wt pct S.1 Calculations indicate that this eutectic should solidify with about 9.5 vol pct Fe and 90.5 vol pct FeS, which in turn suggests2 that the micros tructure will consist of a rodlike iron constituent dispersed in a matrix of FeS. This characteristic has in fact been revealed some years ago.3 Thus, controlled solidification of this alloy might yield a material whose micromorphology would consist of very small ferromagnetic iron particles, rod-like in shape and aligned parallel to one another, supported in a matrix of antiferromagnetic FeS. Such specimens, because of the magnetic characteristics of the two phases, would be interesting subjects of study as magnetic materials. Hence the magnetic properties were considered in detail and are reported elsewhere.4 EXPERIMENTAL PROCEDURE The specimens of Fe-FeS eutectic were prepared from ultrapure iron (99.99+ pct) and high-purity sulfur (99.999+ pct). The iron was estimated to contain 60 ppm impurities (99.994 pct Fe) after zone purification.5 The ingots of iron were cut into chips, and the lumps of sulfur were ground into powder. In order to redice any nometallic impurities which might have accumulated during handling, the iron chips were annealed for 5 hr at 750° ± 10°C in a dry hydrogen atmosphere. Immediately after this treatment the chips were blended with the sulfur powder in eutectic proportions; the mixture was tamped into transparent fused quartz tubing and then vacuum-encapsulated under a pressure of 40 to 60µ of Hg. Because FeS expands upon solidification it was necessary to re-encapsulate the initial capsules so that oxidation reactions would be avoided when the inner tube cracked during solidification. For purposes of homogenizing the blended mixtures before solidification, the double capsules were heated to 750° ± 20°C and held for 20 hr; after this treatment the reacted product was weakly agglomerated. Each sample was then loaded into an apparatus for very rapid melting and freezing; this was accomplished by passing a molten zone through the specimen, using induction heating and a traverse mechanism. The resulting specimens solidified in the shape of the quartz tubing. Two sizes of specimens were used in this work, 18 mm diam by 100 mm long and 5 mm diam by 30 mm long. Metallographic examination of several ingots of both sizes after the above consolidation indicated no lack of compositional homogeneity and a random "as-cast" structure, because the travel rate was so rapid that unidirectional solidification was not achieved. Unidirectionally solidified specimens were resolidified in the apparatus shown schematically in Fig. 1, This equipment consisted of a kanthal resistance furnace mounted on the carriage of a zone-melting unit so that the heating element could traverse the length of the sample at a selected rate of speed. This paper relates the results obtained by decreasing the size of feed to a rod mill screen circuit. As would be expected, added production was gained and a finer grind with no tonnage loss was made possible. THE MacIntyre mill of the National Lead Co. has four parallel sections in which magnetic and gravity separations are made. Ore from a 5000-ton bin is fed by Hardinge constant weight feeders to a 6x12-ft open-end Marcy rod mill in each section. Rod mill discharge is bucket elevated to two 4x10-ft Tyrock screens whose oversize is returned to the rod mill. This paper relates the results obtained by decreasing the size of feed to a rod mill screen circuit. As would be expected, added production was gained and a finer grind with no tonnage loss was made possible. THE MacIntyre mill of the National Lead Co. has four parallel sections in which magnetic and gravity separations are made. Ore from a 5000-ton bin is fed by Hardinge constant weight feeders to a 6x12-ft open-end Marcy rod mill in each section. Rod mill discharge is bucket elevated to two 4x10-ft Tyrock screens whose oversize is returned to the rod mill. In 1034 the Southern Experiment Station of the U.S. Bureau of Mines in cooperation with the University of Alabama began an investigation of the availability of kyanite ores as a source of raw material for the manufacture of refractories. Under this program, gravity concentration and flotation tests have been made on two varieties of Georgia kyariite ore, mica schist and massive. Most of the attention has been directed to the mica schist ores, as they are more widely distributed and seem to offer greater economic possibilities than the massive ores. It is evident that the preparation of kyanite for use as a refractory material involves other considerations than the mere elimination of impurities. A concentration process that eliminates impurities satisfactorily may have to be followed by some additional treatment, since the final product must be of a coarseness and size ratio that will make it suitable for refractories manufacture. So far in the investigation at the Southern Experiment Station of the U.S. Bureau of Mines only the concentration problem has been considered, and this paper is intended as an interim report. Ores The schist ores contain 1 to 9 per cent of kyanite crystals embedded in mica and quartz, with smaller amounts of graphite, garnet and iron oxide and minor amounts of other heavy minerals. The garnet content varies from a trace to a few per cent. The minerals are easily released by moderate grinding. The size of the kyanite ranges from fine needles to crystals 1 1/2 in. long, 1/2 in. wide and 1/4 in. thick. The garnet, quartz and iron oxide grains have a smaller mean mesh than most of the kyanite. The maximum size of the garnet crystals corresponds to about 14 mesh and that of the sand grains is considerably less. Most of the iron oxide is still finer, for the minus 100-mesh size is greatly enriched in Fe²O3. The massive ore consists of radiating masses of kyanite interlocked with quartz, mica, corundum and small amounts of other heavy minerals.

Capital, as represented by mineral resources, is being exhausted rapidly without possibility of identical replacement. The public must be discouraged from thinking-why worry about the bank balance so long as there are plenty of blank checks? Instead of each man, woman, and child being owners of a mineral capital of $89,000 as former Secretary Ickes once stated, they are really the guardians of a mineral reserve which, when harvested, cannot be reproduced. The proper use of this material is the basis of modern civilization and military power. The best American institutions cannot be maintained or transmitted to our children unless this trust is guarded. It is unfortunate that more attention has not been focused on the fact that this country is headed for a have-not status in the family of great nations if some- thing is not done to preserve its mineral heritage. It is the privilege of the United States now to champion and implement democracy because it is industrialized and can get at its raw materials. A high price is being paid every day in mineral depletion for the privilege. No one can eat his cake and have it too. The United States still must face world-wide economic competition and, perhaps, World War III. In the final analysis all wealth comes from the ground, whether plant, animal, or mineral. Value is in-

This study outlines the history of metal mining in Japan and the characteristics of the industry as they existed from 1925 to 1945. Mining and milling operations are described together with the role of the Japanese Government. A description of post-hostilities conditions and the present state of the industry is included. MANY of Japan&apos;s larger and better known mines date back to the early centuries of the Christian Era. The first stimulus to mining in Japan came through the growth of Buddhism, A. D. 600 to 700, and the attendant need for copper and other metals for temple ornaments and statues. During the Feudal period, 1333 to 1568, mine operations were expanded to meet the demand for ornament metal and for financing of campaigns. After removal of the seat of government from Kyoto to Tokyo, about 1600, the Tokugawa Shogunate placed great emphasis on mining, and many new mines were opened, some of which are still operating. Toward the end of the Tokugawa period, mining had declined sharply from its earlier peak. The easily worked, high grade portions of the orebodies had been exhausted, and the mining techniques then available could not exploit the deeper, lower grade ores. Similarly, extraction of metal from the sulphide ores presented a major problem. With the Meiji Restoration in 1868 and the rapid opening of the country to western ideas came a rejuvenation of the mining industry. Mining, milling, and smelting processes were greatly improved, resulting in the extension of development work into hitherto inaccessible portions of orebodies. The demand for metal during World War I stimulated activity throughout the industry; copper mining, particularly, expanded to a point where Japan ranked second among world producers.* During the depression following the war, mining underwent a severe contraction in activity, recovering slowly during the late 1920&apos;s only to undergo a further setback in the worldwide depression which started in 1929. Mineral output declined in 1930, but the beginning of Japanese expansion, 1931 to 1932, brought about an increase in the output of mine products starting between 1932 to 1934. Production continued to rise, the peak output being attained 1939 to 1943 in virtually all commodities. The greatest production of iron ore, chromite, and manganese was not experienced until 1944 when blocked imports, coupled with strong demands for steel, provided the needed incentive. Through necessity, Japan produced much of her mineral needs from her own mines at high cost during World War 11. Taking the 1932 to 1936 period as an average, however, Japanese mines produced only 16 pct of the iron available to industry, 8 pct of the lead, 33 pct of the zinc, and 68 pct of the copper. Nearly all of Japan&apos;s output of gold, silver, copper, lead, and zinc between 1925 and 1945 came from 30 to 49 pct of the mines for which production data are available; for example, 66 of 174 gold-silver mines accounted for 98 pct of the output of this group. Further analysis of mine output indicates that a large part of Japan&apos;s metal output was derived from a few large mines; about 10 gold-silver, 15 copper, 3 lead-zinc, 5 manganese, and 2 iron mines account for most of the production.
