FOR many years the cost of making pig iron and steel in the Birmingham district has been about the lowest in the United States. The close proximity of the important raw materials such as coal, iron ore, limestone, and the large available scrap supply made it possible to assemble all of the important ingredients necessary for steel-making with only nominal costs for transportation. Both iron ore and coal were being mined in this district at one time for about $1 per ton from underground operations. At that time mining wages were low everywhere and the labor rate in the South was considerably below that of other mining districts. This situation persisted until the emergence of labor unions as an economic and political force, emigation of southern labor to northern plants, and continued growth of industry in the South in the years following the depression of 1932. Since that time union organizing of miners and steel workers throughout the nation has increased labor costs in mining and steelmaking. This influence has been felt particularly in underground mining operations since the proportion of labor cost to total cost is still high. The previous advantage in basic labor rate in the South has been almost entirely eliminated by the equalization of labor rates in basic industries by national unions.

THE great outspread of the coal measures over portions of thirty-one of the sixty-seven counties Of Pennsylvania, and the large number of workable seams comprising the coal series, together with some workable seams lately shown to belong to the (so-called) barren measures, create the impression that these fields contain a practically inexhaustible supply of fuel, and those who have estimated or attempted to estimate their available tonnage have generally promulgated this view. But the actual total contents of this coal-field is of no importance to us at present; calculations including all seams, whether thick enough to mine or not, whether pure enough to furnish a marketable fuel or not, whether accessible at reasonable depth or not, are of no practical value. As coal producers, we are interested not in the total contents, but in the total amount of easily accessible coal of good quality con-tained in beds thick enough for remunerative mining. The estimates contained in this paper refer exclusively to workable and accessible coal of commercial value, we may call it "available" coral. The six countries which make up the European Economic Community-Belgium, France, German Federal Republic, Italy, Luxembourg and The Netherlands-are populated by about 170 million consumers. Their economic abilities and their standard of living have increased at a high rate during the past few years. Consequently, the policies and trade practices adopted by the group will have International repercussions within the nonferrous Industry whether or not other nations are eventually admitted to the group. Considering the hopeful prospects of only a few months ago, it is surprising that we must now face up to the fact that Great Britain and Norway, in particular, will achieve membership status only after prolonged and difficult negotiations, if at all. However, this is but one of many factors that should remind us that the Common Market is yet in its formative stage and has by no means reached maturity.

THIS is a preliminary report on a detailed metal- lographic investigation of the bainite reaction in a plain carbon hypoeutectoid steel. In view of the current interest in the bainite reaction and of the controversies which still exist about even the basic phenomenology of this mode of transformation, it was considered desirable to present a summary of the more important results obtained to date prior to the completion of this investigation. The steel used contained 0.29 pct C, 0.76 pct Mn, 0.25 pct Si, 0.005 pct P, and 0.007 pct S. The alloy was homogenized for 48 hr at 1250°C. Individual specimens were then austenitized for 30 min at 1300°C and isothermally transformed for various times at temperatures above and within the bainite region, ranging from 775" through 500°C at intervals of 25°C. These specimens were carefully examined on a research metallograph; a few specimens of especial interest were also studied electron microscopically.' Bainite may be defined as the aggregate structure resulting from the precipitation of carbides from supersaturated ferrite which formed by nucleation and diffusion-limited growth. Two groups of experimental observations made during the present study provide support for this mechanism of the bainite reaction: 1—at 625°C, partial conversion of pro-eutectoid ferrite to bainite began after more than 99 pct of the austenite had decomposed and 2—the precipitation of bainitic carbides occurred only within the ferrite phase. The proeutectoid ferrite and the bainite reactions in the steel studied were found to be morphologically continuous. Following the classification scheme of Mehl and Dube,2 three principal morphologies of proeutectoid ferrite were identified in the temperature region (625" to 550°C) in which the two reactions blend—grain boundary allotriomorphs," * Grain boundary allotriomorphs are crystals which nucleate at and grow preferentially along matrix grain boundaries. Widmanstaetten side plates, and intragranular plates. Carbide precipitation converted these morphologies into their bainitic equivalents with increasing isothermal reaction time. Conversion took place more rapidly as the reaction temperature was reduced. The replacement of supersaturated ferrite by bainite, however, did not occur uniformly even within individual austenite grains and was noticeably incomplete at higher transformation temperatures, e.g., 625° to 575°C. The ferritic and bainitic forms of a given morphology thus were frequently found to coexist, often inextricably intermixed, in a given specimen. At 625" and 600°C, the conversion of ferrite to bainite was clearly seen to have occurred entirely by the nucleation of carbides at ferrite/ferrite boundaries, as shown in Fig. 1. The nature of the loci at which carbides formed at lower temperatures was often difficult to ascertain with a light microscope, although the alignment in rows of many of the carbides, illustrated in Fig. 2, suggested that nucleation had again occurred at grain boundaries or subboundaries within the ferrite. Application of the electron microscope confirmed this deduction for bainitic structures formed at these temperatures, as shown in Fig. 3. The dense black appearance of bainite formed at very low reaction temperatures in higher carbon steels3 indicates, however, that isolated lattice defects within ferrite crystals prob-

IN the paper by Mr. Fernow, on Red Charcoal, read at the first session of this meeting, it was suggested that this fuel might be used in the blast furnace with greater economy than ordinary or black charcoal. In the discussion which followed the paper, it was stated that the charcoal furnaces of the Lake Superior District have used imperfectly burned charcoal with success, and that these furnaces have given the best results in fuel economy on record. On consulting some of our well-known metallurgical authorities the writer finds that the question of the use of red charcoal, or other imperfectly burned charcoal, or charred wood, is not at all new. In Percy's late work on Fuel, pages 409-414, are given a few facts, which are here condensed, as follows:

A STUDY of the mechanical properties of the alloys of copper and silver led to the discovery that the solubility of silver in copper was greatly different from that generally supposed, therefore some work was done to determine the solubility with greater accuracy than had previously been achieved. After the work had been completed, two papers were published1 giving solubility figures which agreed closely with one another and with the work described herein. A detailed comparison of that work with the present will be given later. PREPARATION OF ALLOYS The copper used in making the alloys was electrolytic ingot of high purity. The silver was prepared by precipitation as chloride from nitric acid solution, followed by fusion of the washed precipitate with sodium carbonate and potassium nitrate. This method gives metal containing at least 99.99 per cent silver. The copper was first melted under charcoal in a small electric resistance furnace and the silver added as pure silver, it being unnecessary to make any intermediate alloys. After thorough stirring the metal was poured into a mold of suitable form. The alloys contained between 0.008 and 0.015 percent of oxygen. Small amounts of oxide were visible under the microscope, but it is not believed this would have much effect on the results. Copper-silver alloys are notorious for segregation, consequently a few experiments were carried out to find a form of casting with as little segregation as possible. A mold 6 in. long and 1/2-in. dia. was first used, and an alloy nominally containing 5 per cent silver was cast in it, while some of the same alloy was poured directly into water to obtain the maximum rate of cooling possible. THE iron trade of America seems on the point of a new departure. After years of struggling against heavy odds, patient endurance in periods of depression and loss, fears and hopes alternating as failure or success seemed to be the penalty or reward ; wanting in sufficient capital, embarrassed by reason of imperfect knowledge and lack of skilled labor, confronted by a powerful foe-every doubt has at last vanished, physical and mechanical difficulties have been largely overcome, capital has become more abundant and remunerative, the excellence of our product has been everywhere established, - and the peculiarities of American character-pluck, energy, and perseverance -have at last placed the trade upon a foundation so broad and stable that upon it we begin to erect the structure of a world-wide business. Concerning the future of the iron trade in the United States there can be but little doubt. The growing scarcity and constantly increasing cost of raw material in Great Britain, their loss of labor by emigration, the social disturbances among the working-classes, assuming a more threatening attitude on each new outbreak ; the rapidly decreasing value of money, in consequence of the enormous production of gold and silver, combine to forbid any return to former prices, and indicate that a point has been reached beyond which any marked increase of production is improbable. The same causes are operating to a greater or lesser extent upon the Continent. . In the meanwhile the growing wants of humanity are rapidly outstripping these sources of supply. The problem of handling the large quantities of water encountered in the Old Dominion mine presents many features of interest. In the present paper are discussed the probable sources of water, the pumping equipment, the increased flow into the mine in the early part of 1915, culminating in the flooding of the 18th and 16th levels in March of that year, and the difficulties that were met with during the high-water period. I. PRELIMINARY The Old Dominion mine, situated 1 mile north of the town of Globe, Ariz., has long been one of the prominent copper producers of the State, and until the opening up of the copper schist deposits in the neighboring mines of Miami, was responsible for the greater part of the copper output from the Globe district. As the gradual exhaustion of its orebodies near the surface led to the downward development of the mine, more water was encountered in the western portions directly underlying the dacite formation until the drainage problem became a serious factor in the operation of the mine and in the economical extraction of the ore. A heavy inrush of water on the 10th level of the mine in 1906, preceded by still earlier water difficulties, rendered imperative the immediate installation of a pumping equipment capable of handling large flows of water. While the Old Dominion has been recognized as a wet mine since its early days and one in which the complete control of the water situation was of paramount importance in the development of the lower levels, it is chiefly in the last nine years, since the installation of the increased pumping equipment, that the mine has developed and handled large quantities of water. Its maximum pumping record was reached in the first six months of 1915, during which time, following a prolonged period of abnormal precipitation, the pumps handled 1,624,740,000 gal. of water; while in the month of March alone, over 407,000,000 gal. of water were pumped from the mine.

Two Opposed Interpretations of the Tonopuh Structure.—The important geological publications concerning the Tonopah min-ing-district are those of Spurrl aud of Burgess.² In these publications are presented fundamental differences of interpretation, which are the more interesting because both authorities have had ample opportunity for observation, and because both are geologists of proved ability. I was vastly puzzled to know which had the better of it, and in order that I might reach a conclusion in my own mind, I recently spent some time in the district going over the physical evidence. Surprising as it may seem, this evidence looks conclusive. A review of it will, I believe, be of interest to those who are familiar with the previous publications. The general geological features of Tonopah are shown in Fig. 1, and the differences of interpretation referred to are outlined in the accompanying notes. Brieflyj Burgees regards the various rocks as flows, lying in the order of their deposition. Spurr regards them in part as flows, and in part as flat-lying intrusives. The disagreement, then, concerns the rocks regarded on the one hand as intrusives, and, on the other hand, as flows. These rocks are chiefly the so-called calcitic andesitc, the upper rhyolite, and the lower rhyolite. A PERUSAL of the most recent literature on the subject of hydrocarbons reveals that one point seems, to have been neglected by the various theories; that is, the influence of the bed-rock on the accumulation and distribution of oil and gas. This can be seen from the following statement of the principles of the most accepted theories. ANTICLINAL THEORY The anticlinal theory claims that the accumulation of the hydro-carbons in deposits of commercial importance was brought about by the gravity of the hydrocarbons, the oil and gas being forced to the top of the porous stratum by the difference of the specific gravity of the hydro-carbons and the water. The principal factors toward the accumulation were the general stratigraphic condition of the rocks, their texture and porosity, and their water content. This theory advocated the preexistence of structural deformation as the basis of the motion of gravity, thus implying the principle that the forces that have caused the deformation have had no influence on the movement of the hydrocarbons. STRUCTURAL THEORY According to the structural theory, the accumulation is due, chiefly, to the structure of the subsurface rocks and differs from the anticlinal theory, mainly, in not considering that the motion of the liquids have been caused by the force of gravity.

AMONG the geological problems with which the present Pennsylvania Geological Survey has had to deal is the relative age of a series of strata passing around and through the city of Philadelphia, Bucks, Chester, and Delaware counties. Rogers includes all these rocks in his hypozoic series, and every student, so far as the writer knows, with one exception, has assigned to them a position beneath the Potsdam sandstone, or " Primal " of that eminent and gifted geologist. SINCE the blast fired August 15th, 1878, which was described by Mr. Clark,* and up to November, 1881, we have fired three smaller blasts, one in the: southwest corner of the quarry and two in-the but-tress of rock Left standing by the first blast rear the mouth of the main gangway. We intended to keep an exact account of the stone thrown down by each blast, but the large quantity required by, the furnaces since the beginning of 1879, and the time taken up by more important matters, have caused this to he neglected, so that it is not possible to separate exactly the, cost and quantity of stone obtained during this time by the old method from that furnished by the large blasts; yet as the latter quantity has beet much greater than the former, some notion of the value of the Jarge-blast plan may be reached by comparing the figures from September, 1878, to November, 1881, with those for times when the old system was exclusively used. Since 1878 wages have been raised, lowered, and again raised, and to get a year of sufficiently large production for fair comparison it is necessary to go back to that ending April, 1872, when wages and supplies were different from present prices and from those of 1878. * Transactions, vol. vii, p. 266.

The partial persistence of grain size and grain shape on melting and resolidifying crystalline substances, as well as the general effects of pre-solidifi-cation and of superheating on nuclea-tion rate, have been attributed to the presence in the liquid of crystalline impurities bearing some structural relation to the principal solid and hence capable of serving as nuclei for its crystallization. That such lattice matching does sometimes occur is well established, but it is surely improbable that a compound possessing both high-temperature stability and the requisite structural similarity should be naturally available in almost every system. It is now suggested that a mechanism for producing appropriate nuclei exists in the crystallization of all but absolutely pure substances. Impurities can he of many kinds. Some will give rise to compounds that are less soluble in the solid crystal than in the liquid. A . crystal forming from a melt or solution containing these will be supersaturated in some degree, and the foreign atoms will commence to segregate during or after solidification. They do not necessarily form pure, unstrained, crystals of the precipitating compound with its normal composition and structure. Generally—at least in the metallurgical examples that have been most studied —the first recognizable nuclei have lattice coherency with the surrounding matrix and have practically the same crystal structure and lattice spacing as the material in which they form, differ- ing only in composition. An extremely thin oxide layer formed under appropriate conditions on or in a solid metal will tend to be coherent with the metal lattice, and the first few atom layers of the oxide in contact with the metal will differ in both composition and structure from massive crystalliue oxide. It will resemble the metal more closely than the oxide. If it did not subsequently change on melting, such an oxide film would constitute an almost perfect "template" or two-dimensional matrix to hold a few atoms of the primary metal in the exact array needed to form a nucleus for solidification. Any precipitating material will adopt the correct spacing over a few atom diameters, and with appropriate substitution of other atoms of the correct sizes a precipitate can match the parent lattice over large areas of cohererlce without excessive strain. In metals, the componentsof a host of oxides, silicides, borides, nitrides, carbides, sulphides, and other compounds are always present in minute amounts. Some of these will be eliminated because of extreme insolubility in the liquid, while others will remain soluble in the solid; occasionally, however, particles will be formed in the solid by coherent precipitation—not of pure substances, but of whatever assortment of atoms best satisfies the joint requirements of availability, affinity, and appropriate average atom size. Of these, many will disappear on melting, but a few will persist unmelted as little rafts of complex composition, maintaining in the liquid a surface of the exact geometry needed to nucleate the solid on subsequent cooling. Their number and size distribution will determine the resulting grain size; the dimensions of the largest will determine the degree of undercooling that can occur before solidification commences. A similar process may operate in the case of phase transformations in solids. The coherent precipitation of supersaturated minor constituents in a low-temperature phase should facilitate the nucleation of this phase on subsequent cooling after transforming into another phase at higher temperatures. At first sight this hypothesis may seem little different from the older ones. It should therefore be emphasized that it does not depend on chance to provide the right compound to form a nucleus, but postulates that every crystal, containing minute amourlts of any of a wide range of impurities, automatically engenders particles having the correct surface structure to serve as nuclei for subsequent solidification. It could operate in any system, metallic, organic, or inorganic. The suggested mechanism is closely analogous to the production of antibodies from antigens in living organisms—indeed, it was a description of the matrix theory of this process that suggested to the writer its crystalline analogue.

The structure of the Caucasus as made out by the Russian geologists and represented in Pamphlet XXII. of the Livret Guide, by Loewinson-Lessing, is an overturned anticlillal from Lars to Passanour; a distorted synclinal with monoclinal dip from Passanour to near the summit of the anti-Caucasus chain south of Tiflis; and another overturned auticlinal from this point to Erivan on the Armenian border. The corejacking test is a field test designed to measure the response of salt to known boundary conditions. A 1.0-m-diameter salt core is externally pressurized using curved flatjacks placed in the annulus surrounding the core. Time-dependent deformation of the salt is measured by monitoring the diametrical closure of an inner borehole. A finite element elastic analysis of the jack loading system has been performed. The purpose of this analysis was to determine if the original assumption of axisymmetric loading is correct. Six loading cases were investigated, each representing either hypothetical or previously encountered jack configurations.

Six new oil fields were discovered in the East and East Central Texas district during 1942. The Coke and Quitman fields, in Wood County, at this time appear to be the two most important oil discoveries for the year. The. four other oil fields discovered were Concord, in Anderson County; Kildare, in Cass County; Weiland (ClubLake), in Hunt County; and Larissa, in Cherokee County. The Rodessa lime in the Chapel Hill field, Smith County, provided the only new oil zone in older fields. The Hawkins field, Wood County, was the most active in drilling operations, 125 new wells being completed during the year. The Chapel Hill field tied the Coke field for second place with 30 completions each. The third most active field was Kildare, with 10 completions. Like the other oil-producing districts of the country, wartime restrictions reduced the number of oil and gas-well completions to 265 in 1942, compared with 964 completions in 1941. This represents a drop of 72 per cent and only a little more than one half enough to replace the 437 producing wells abandoned in the district during the year. Tn addition, the number of producing wells temporarily shut down nearly tripled, far two principal reasons: (I) the rule of the Petroleum Administration for War preventing operators from equipping more than, one well on each 10 surface acres with pumping or artificial-lift equipment, and (2) the Railroad Commission's issuance of various orders permitting the transfer of allowable for wells having high water-oil ratios and high gas-oil ratios to other wells capable of producing the same with less waste of reservoir energy. No changes were made in prices of crude oil in the district during 1942. Production and Probation The district produced 158,928,281 bbl. of oil and distillate during 1942, compared with 163,566,695 bbl. during 1941, which represents a decrease of 3 per cent. The East Texas field produced 120,680,595 bbl. of oil, compared with 130,377,793 during 1941; a reduction of 9,697,198 bbl., or 7.4 per cent. The production of this field represents 75.9 per cent of the district total, compared with the 79.7 per cent that it furnished in 1941. The district had an estimated basic daily oil allowable of 623,242 bbl. on Dec. 31, 1942. Approximately 31.8 per cent of the production in Texas during 1942 was supplied by this district, compared with 33 per cent during 1941- Changes in the annual production of newer and flush fields in this district are attributable either to a difference in the number of wells producing during the year or to changes in basic allowable and number of shutdown days due to shifting market dconditions brought on by the war. All regularly prorated fields in the district were shut down 123 days.
