The Nation's capital has one over- riding minerals-metals question: How long will prices and wages continue to move upward at the inexorable pace of the last year? Is the wage pattern to settle this year around 10%? The big industrial unions are coming into line, some of them later this year. Steel is standing in the wings for next year. Copper, steel, nickel and most other industrial metals have taken big hikes in their stride. Aluminum, which is making inroads into areas of industrial use formerly sacred to copper and some other metals, seems to be fighting to hold down its prices to attract customers from the higher-priced metals.

Union Carbide Corp.'s Pine Creek mine in California is the largest known tungsten deposit in the West, and the producer of well over five million tons or ore to date. Located 21 miles northwest of Bishop on the eastern slope of the Sierra Nevadas, the mine is also a source of molybdenum and copper and it was the quest for the molybdenum which caused the mine management to undertake a pillar recovery program. GEOLOGY For a full discussion on the geology of the Bishop tungsten district and the Pine Creek mine, reference is made to Special Report 47, Calif. Div. of Mines. The deposit lies along a 3000 ft segment of the contact between quartz monzonite and the marble that flanks the west side of the north portion of the Pine Creek pendant. All the components of a typical contact metamorphic tungsten deposit are developed; these consist of tactite, light colored calc-silicate rock and quartzose rock.

Dramatic changes have been effected since 1955 in the mode of iron ore shipments within the U.S. In 1955, less than one percent of ore consumed in domestic blast furnaces-approximately 125 million long tons-consisted of pellets. Five years later, in 1960, some 94.8 million tons of ore were consumed, 14% in the form of pellets. Projections for 1980 reinforce confidence in this most economic of blast furnace feeds, and set U.S. pellet consumption at 151.2 million tons. In the last decade, pellets caught fire in other countries. By 1969, world production reached 96 million tons. This compares strikingly with present world output of 154 million tons.

Gentlemen.-It is pleasant to be able to report that the year just closed has been a prosperous and successful one for the Institute. As is shown by the reports of the Treasurer and the Finance Committee, the business affairs of this organization are in excellent condition. With property valued at more than three-quarters of a million dollars, and with considerable sums in various funds and endowments, it is possible to spend on each member of whatever class $22.65 each year, more than the maxi- mum amount of dues received from any one, and substantially twice the average amount, $10.94, received from all. To do this has required close management and a strict regard for our limitations. In 1926, when the Budget was made up, the estimated expenditures for the work which it was felt the Institute must do exceeded the estimated receipts by some $14,000. At the close of the year, despite a number of unexpected decreases in receipts, it had proved possible to accomplish substantially all the work laid out and close the books with the usual transfer of initiation fees to the General Reserve, and still only reduce the cash balance $2,074.54. This was made possible by the hearty and loyal cooperation of the whole staff of employees and the extremely large amount of gratuitous service rendered by the officers, the members of the Divisions and technical Committees, and the membership generally. Even so it was impossible, because of limitations of funds, to undertake many things it is highly desirable for the Institute to do, and it was necessary to refuse the publication of important papers and committee studies, because of the lack of funds. PUBLICATIONS In an analysis of the income and expenses of the Institute published in the February issue of our Journal, MINING AND METALLURGY, it was pointed out that the largest item of expenditure is, as it should -be, for publications. Printing, binding, and distributing the various technical papers sent to the members cost in 1926 more than all the money received from dues, including the portion allocated as subscription to the magazine. Within the. year, the following volumes were printed and, with the exception of the second volume of TRANSACTIONS, which was mailed in January, were distributed : TRANSACTIONS, Volume 73, 1241 pages, covering papers on non-ferrous metallurgy, milling and concentration, non-metallic minerals, iron and steel, and the Institute of Metals Division papers read at the

IN view of the immense amount of attention that silicosis has received in this country in the past few years, it is timely to review the status of the silicosis problem at present. Who gets silicosis? The individual exposed to the inhalation of free silica dust. The effects upon the individual depend upon the amount of silica inhaled or, in other words, the severity of exposure, rather than upon any special variation or susceptibility among those exposed. A considerable amount of study has been given to determine what may be the role of predisposing causes in the development of silicosis. To men-tion one instance, at the Picher Clinic careful records were kept of all previous illnesses of the men examined as well as abnormalities present at the time of examination. Examinations of over 27,000 miners were made during the years the clinic was conducted under governmental auspices-a very fair sized sample. The general conclusions from all this work were that the incidence of silicosis is not appreciably influenced by racial, structural, or other inherent qualities; it is influenced by acquired defects-particularly as these affect the lungs. That is to say, the average run of human beings respond similarly to similar exposures to silica dust and those whose lungs are already impaired by tuberculosis or other pulmonary disease acquire silicosis more readily than those with healthy lungs. It may well be, and there is some clinical evidence in support, that negroes acquire silicosis more readily than do whites, but the infection factor has not been so carefully studied among negroes exposed to silica as it has among whites. We know that tubercle infection is more prev-alent among negroes than among whites. There may be other factors concerned in the development of silicosis in negroes as compared to whites, but there is not available information upon which to base posi-tive statements.

Maintaining safe, yet economical, slope geometries in a mining operation is paramount. When design analysis and engineering judgement have dictated conservative and usually more expensive problem solutions, monitoring has often proven to be a valuable method in dealing with potential slope instability. A well planned and executed monitoring program can allow operation at a lower theoretical margin of safety. Monitoring provides a valuable check on design parameters and can measure effects of remedial improvements. Warning of impending failure can often be established well in advance. The monitoring problem situations in civil engineering works and open pit mining are much alike. Instruments used for monitoring in both industries are often the same. In this paper, geotechnical instruments for measuring deformation and groundwater pressure in rock and overburden are discussed with a broad-brush approach. Results obtained over extended time periods are presented in a graphical presentation for a case history. Descriptions of various types of instruments, mostly used to monitor stability of rock slopes, are discussed, and data analysis and approximate costs are presented.

We have studied the gold-aluminum system by X-ray diffraction and by the microscope over the entire range of composition for temperatures between 300° and 500° C. Results obtained are shown in Fig. 1, combined with the work of Heycock and Neville1 at higher temperatures. The diagram differs in important details from that given by Hansen2 in his critical compilation of the literature of binary alloy systems. This work was undertaken both because of the intrinsic value of a knowledge of the phase diagram of this system and because of the need of theoretical metallurgy for precise and accurate data, particularly X-ray diffraction data. Systematic studies of equilibrium diagrams, particularly by Hume-Rothery,3 have shown regularities that yield a certain insight into the nature of alloying forces. It has been shown, for example, that solid solubility depends on the concentration of free electrons in the alloy, on the relative radii of solvent and solute atoms, on the forces of attraction between atoms, and on the relative stability of intermediate phases. The well-known Hume-Rothery rule states that the crystal structures and compositions of many intermediate phases depend on the electron-to-atom ratio. This has been confirmed and extended by wave mechanical calculations.4 A knowledge of the forces between atoms in alloys, even an imperfectly developed empirical one, should be a valuable guide in the preparation of technological alloys of desirable properties. Furthermore, such information is basic in such problems as rate of diffusion, age-hardening, phase transformations, and others. In the design of underground excavations, rock mechanics considerations are nearly always based on an elastic behavior of rock. Most rocks do exhibit a certain amount of elasticity, and the application of principles and concepts of elasticity to rock mechanics problems has been largely responsible for progress in the field over the past 10 or 15 years. NO doubt the theory of elasticity will remain the most useful analytical tool available for both the design of underground openings and the interpretation of phenomenological data. Dr. Cook's analysis of rock behavior based on energy considerations represents a significant new approach to mining rock mechanics problems. Although the foundations of this analysis are somewhat broader and more general than elastic analysis, the development and applications are grounded almost entirely in the theory of elasticity. It has long been known1,2 that all rocks, even granites and dense limestones, exhibit nonlinear time-dependent strain properties to a greater or lesser degree. Creep strain (that is, deformation under constant stress) in salt, potash, and trona can be several orders of magnitude greater than instantaneous elastic strain. Design of underground workings in these materials must incorporate provisions for these strains and must therefore go considerably beyond elastic analysis. Some of the principles of underground design in highly plastic materials will be discussed in this paper. Since all rocks, especially when highly fractured, exhibit a certain amount of creep-type strain, these concepts should be at least recognized in any rock mechanics problem. MARCH 31, 1922, undoubtedly will be long remembered as the ending of an important epoch in the coal-mining industry. On that date, contracts fixing the wages and terms of employ-ment at all anthracite mines and at approximately 60 per cent. of the bituminous mines of the country expired. For the past two years, the consuming public has been complaining bitterly against continued high cost of coal. Coal operators employing union labor have felt obligated to carry out contracts entered -into under the direction of the Bituminous Wage Commission appointed by President Wilson, and in order to do this, they have sacrificed millions of tons of business to non-union mines, and millions of dollars in wages that would have been distributed throughout unionized districts have been diverted to the non-union miners, many of whom never obtained the peak wages granted by the Bituminous Commission and others of whom accepted reductions early in 1921. Heretofore, wage contracts have overlapped as to expiration dates in different districts and renewals have had to take into consideration the competitive balance; the present situation is unique in that practi-cally every contract in the country expired on March 31, and the questions now confronting those responsible for the operation. of the coal mines of the country are: 1. Shall the operators that have heretofore employed union labor endeavor to continue contractual relations with United Mine Workers of America? 2. Shall they undertake to operate their mines with non-union labor? 3. Shall they encourage and endeavor to work out some plan of regulation or arbitration by a Government commission such as President Roosevelt appointed to settle the anthracite strike in 1902? 4. Shall the country give consideration to the demand of the miners that the coal-mining industry be "nationalized?"

This discussion of accounting will describe the statements and the information that the accounting system produces, from the point of view of those who use such systems rather than of those who prepare them and who do the detail and technical accounting work. In any well organized mine, quarry, or other enterprise exploiting a mineral deposit, no matter how small, some clerical and accounting work must be done. Miners and other employes must be paid, supplies must be purchased and issued, and various tax and information returns, which even the smallest enterprise must file, have to be prepared. In this chapter it is assumed that the enterprise has employes of this type and that they understand the fundamentals of record keeping and accounting. It would be impossible here to give sufficiently full explanations to enable a man with no previous clerical and accounting training to set up and operate an accounting and cost system for even the simplest extractive operation. Rather, we shall hope first, to tell the investor and the operator, from the chief engineer or president down to a subforeman, what to expect from the accounting statements and records and how to use this information in his daily work; and second, that it will enable the man with some knowledge of accounting or bookkeeping, but with little or no experience in any extractive industry, to set up and operate a satisfactory system for a mine or other extractive enterprise. For readers who wish to go further, the bibliography at the end of this chapter contains many references. The emphasis has, therefore, been placed on the statements to be produced and the purposes for which they are to be used rather than the underlying books and records. These are, with a few exceptions which will be described later, essentially what might be found in any industrial enterprise and would probably, in the extremely small enterprise, consist of handwritten journals, ledgers, analysis books, payroll books, and stores ledgers. In the larger enterprise, various types of mechanical accounting would be introduced in proportion to the complexity of the operation.

After discussing the geology of the Limagne, the surface indications of petroleum, and the recent exploration, the author states that none of the wells were properly located and that oil possibilities of the Limagne have not been adequately tested. NO PETROLEUM, in commercial quantities, is found in France except the small production of the Pechelbronn field (Fig. 1) in Alsace, which produced 75,000 tons in 1923; therefore the test of the petroleum FIG. 1.-KEY MAP. prospects of the Limagne is most interesting. Under the superintendence of M. Termier, chief engineer of the French mines, a well near Crouelle (Fig. 2) was drilled in 1921 to a depth of 856.3 m. (2808 ft.); at different depths favorable showings were encountered. The well, however, was abandoned because of drilling difficulties. A second one is now being drilled near the same place.

THE electric smelting of manganese ore and the production of ferro- manganese did not exist as an industry, in the United States or elsewhere, previous to the outbreak of war in 1914. Ferromanganese had been produced, electrically, during times of high prices by two companies at Niagara Falls and by several European companies, but the production. was spasmodic, and none was electrically produced when ferromanganese sold at from $35 to $40 per ton. Thus the electric smelting of manganese ore must be considered as a development caused by the high prices prevailing during the years 1916, 1917 and 1918, and the necessity of smelting domestic ore in order to fill the ferromanganese requirements of the steel industry of the United States, which increased from 189,088 tons in 1914 to 356,356 tons in 1918. The electric furnace is well adapted to smelting domestic-ore because it can be located in small units near the source of ore supply. In 1918, the ferromanganese production of the United States was 333,027 tons, of which about 7 per cent., or 23,000 tons, was produced in the electric furnace. The electric furnace not only assisted materially in the development of a domestic-ore supply but made a considerable saving of coke, as it requires about 1,4 tons of bituminous or lignite coal per ton of ferromanganese compared with a blast-furnace consumption of 2.9 tons of coke per ton of ferromanganese. Some of the plants in the United States that smelted manganese ore in the electric furnace during the war and in 1920 are listed in Tabled. From early in 1919 to about February, 1920, little ferromanganese was produced in the electric furnace. During this period the price of ferro-manganese (78 to 82 per cent. manganese) was about $100 per ton. During the first half of 1920, several plants resumed operation when the, price of. ferromanganese (76 to 80 per cent. grade) gradually increased to $200 per ton, delivered.

My first paper, read at the Cobalt Meeting of the Institute,' July, 1907, dealt with the behavior of a small Wilfley table when collceiltrating galena from quartz, the table being fed with natural products, with sized products, and with classified products. Since galena, having a specific gravity of 7.5, is among the heaviest minerals ordinarily concentrated by Wilfley table, it was desirable that a similar set of tests upon a mineral of lighter weight should be made. Chalcopyrite, of a specific gravity of 4, would have been the best mineral for this purpose, on account of its great importance as an economic mineral, but in carrying out the test I was obliged to content myself with a cupriferous pyrite, the specific gravity of which was 4.68 and the content in copper 8.80 per cent. Through the kindness of H. 0. Cummins, this material was obtained from Shasta, Cal., in very pure, clean, homogeneous condition. It was broken by rolls to 2 mm. in size, taking care to make a minimum of slimes. The quartz used to mix with it was pure, white, New England quartz, broken in the same way to the same size. In studying the accompanying tables, it should be borne in mind that the material concentrated was of low copper-content, and in many cases the quantity fed to the machine was 1 kg. or less. As a consequence of the smallness of the quantity treated it was very difficult to adjust the table and get it in condition to do its best work before the feed became exhausted, and for this reason many results were obtained which appear irregular.

THE mines of the Arizona Copper Co. are situated in the Morenci-Metcalf copper district in southeastern Arizona. This copper-bearing district covers a triangular mountainous area of about 3 square miles, rising abruptly from the gravel plateau of the surrounding country. In this area, an immense intrusion of porphyry has displaced, shattered, and engulfed the shales, limestones, and quartzites formerly bedded on the basal granite. Outcrops of oxide ore were discovered in 1873, and these surface ores were found to connect in depth with large bodies of high-grade oxide ores in the limestones and shales. The smelting of these ores in blast furnaces continued until about 1893, when the rapid exhaustion of the high-grade ore led to the discovery and exploitation of the low-grade sulphide ores in the adjoining porphyry. Methods of concentration were then devised and the low-grade ores finally rendered profitable. The Arizona Copper Co. and the Detroit Copper Mining Co., operating in the same district, were the pioneers in the successful development of the low-grade "porphyry" properties of to-day. The largest mines of the Arizona Copper Co. are the Humboldt and Clay at Morenci, and the Coronado, Metcalf, and King at Metcalf. These mines produce about 4,000 tons daily of concentrating ore containing from 2.5 to 2.8 per cent. copper. The topography of the country is very rugged and mining operations are conducted principally through adit levels. A few of the mines are opened by shafts, the deepest being 1,100 ft., in the Coronado mine. ORE OCCURRENCE The low-grade sulphide ore occurs as: (1) disseminated deposits in the main stock of quartz porphyry; (2) lode deposits in fault fissures in granite. The high-grade oxide ores were found as tabular deposits in limestone and shale close to contacts with porphyry. Low-grade oxide ore formed the outcrop of some-' the sulphide orebodies; the majority of the outcrops, however, were barren.

THE Cuyuna manganiferous iron ores can be a principal source of manganese for the iron and steel industry in the United States, provided metallurgical methods as a whole are adjusted so as to use run-of-mine ore. The use of manganese in steelmaking is growing. Increasing amounts of impurities in raw materials call for more manganese, a constant cheap supply of which is wanted. There are few deposits of ore in the United States carrying over 35 per cent. manganese that can be mined and marketed at a profit in normal times. We are largely dependent on foreign ores. The small domestic deposits should rightly be held in reserve for an emergency, such as a war, when importation might cease. Even the production from lean ores, concentrated it may be, might not carry us through a protracted stringency. The Cuyuna district is, therefore, during normal times capable of supplying a large total of manganese. The ores are iron ores containing 5 to 25 per cent. of manganese with the inverse range of 52 to 28 per cent of iron. The manganese costs no more per unit in the ore than the iron, because cost of mining, largely by open-pit methods, is not affected by the manganese content. The manganese units should, perhaps, command a higher price, but as their value is contingent on metallurgical practice, a higher price may be justified only when a shortage in manganese occurs. Manganiferous iron ores can never entirely supplant straight manganese ores though methods are employed that will permit them to do so partly. For the manufacture of ferromanganese, ores carrying above 42 per cent. manganese are needed. Ores with manganese running between 20 and 42 per cent. are used for making spiegeleisen. But established practice in certain plants, based on the admixture of manganiferous iron ores to straight iron ores has greatly lessened the consumption of high-priced, scarce, manganese alloys with good results.

THE usual concurrence in time and space of intrusive igneous activity, favorable structural disturbance and mineralization, which is so manifest in the mineralized district necessarily indicates a close interrelationship between these events. Evaluation of available evidence leads to the recognition that an appreciable time interval exists between the emplacement of the igneous intrusive and the formation of associated ore deposits. During this interval known portions of the intrusive are completely solidified, highly differentiated magma fades are injected as dikes, and important faulting occurs, which may fracture and shatter the solidified intrusive body. The highly differentiated dike types could only have originated in some deep portion of an underlying plutonic body that had reached an advanced stage of magmatic differentiation. Appearing after these dikes, the mineralizing solutions may likewise be presumed to have originated at great depth. Certainly no source for these solutions can be found in near-by portions of the intrusive igneous body. The association of igneous intrusives and clustering ore deposits must be recognized as resulting from structural control. The emplacement and the subsequent solidification and cooling of the intrusive set in operation forces that are responsible for the favorable structural disturbances that control the mineralized district, The emplacement of the body of fluid magma weakens the crustal rocks to the extent that failure due to strains originally present in the rock body may occur. Faulting of any type and of any magnitude may be the result. Subsequently, owing to the change of state from fluid magma to crystalline granitic rock, volume decreases approximating 10 per cent may occur, with resultant shrinkage and collapse within the rock body. Following solidification, thermal contraction, induced by cooling of the rock body, causes a further volume reduction of 6 per cent. This thermal contraction, extending over a lengthy period of time, results in a succession of minor fault movements. These small fault movements, occurring progressively throughout the period of mineralization, are responsible for maintaining the permeability of the rock body, without which access of the mineralizing solutions and the formation of the ore deposits of the mineralized district would be impossible.

SINCE I have mentioned the art of alchemy in. many parts of this treatise of mine, especially when 'came to the description of the practice of various operations,* I do not here intend to argue as to whether it may be called true or not. But in case it is true, inasmuch as it is seen in operation to be a result dependent on the actions and virtues of fires, I should not pass by in silence without speaking at all of this art here, nor would I wish to do so, especially since I think that you do not really know what it is except in so far as common report is heard everywhere to the effect that whoever carries it to completion makes silver and gold with it. Because of this belief, many seek it with much time, labor, and expense, as I know you have often heard related, if not elsewhere, by me in the chapter on gold that I have written in this volume. Now do not think that I wish to teach you this art here, for I am one of those who do not know it. Therefore I shall tell you here, so that you may know more, only. that those workers who so eagerly follow after and seek it proceed by just two pathways. One is that which takes its enlightenment from the words of the wise philosophers, by means of which they think to attain it. This they call the just, holy, and good way, and they, say that in this they are but imitators and assistants of Nature, indeed, manipulators and true physicians-of .mineral bodies, purging them of superfluities and assisting them by augmenting their virtue and freeing them from their defects. In this way they sometimes proceed to corrupt these bodies in order to be able to separate the elements they contain so as to reduce them, if possible, to their primary materials, as they call them, or sometimes they convert them into new substances by means of this art or by adding another spirit different from the first one. Thus they seek in this way to bring these materials to a certain point of corruption or to a separation of elements, or to remove or add spirits to things, or to make coarse materials subtle and sometimes to make subtle materials coarse. Therefore, as you can understand, these persons, with bridle broken, run a circular track night and day, without ever having rest; and surely I do not know whether anyone has ever arrived at the desired goal. Designing a tailing dam is a major step toward fully integrated mill operation. In the case of large concentrators considerable planning is necessary, and the site of the tailing disposal area may very well dictate the location of the concentrator itself. Before a suitable location can be selected several pertinent factors should be investigated: estimated life expectancy of the mine and, if possible, approximate total tonnage; knowledge of daily mill capacity; and the possibility of future mill expansion. In addition, the area should be able to store tailing for many years and, from a cost and maintenance stand- point, gravity flow will probably be desired.
