A MAJOR difficulty in the experimental study of precipitation-hardening is the measurement of particle sizes too small to be easily resolved with the microscope. It has been shown recently, however, that magnetic measurements on copper-cobalt al- loys in the aged state can be used to determine the average volume, total volume, volume distribution, and shape of the ferromagnetic cobalt-rich particles, even though the particles are submicroscopic in size. r' These alloys also are known to exhibit considerable precipitation hardening. This paper reports some results on the dependence of the mechanical properties of such an alloy on the particle size, determined magnetically. It further illustrates the use of other magnetic measurements in interpreting structure changes occurring during deformation.

J. S. UNDER, Pittsburgh, Pa. (communication to the Secretary*).¬In discussing Mr. Wysor's paper, I said that we were investigating the deposits around furnaces working on certain ferro alloys. Since the meeting, we have made a number of investigations, and have found that the deposits in the second and third passes of the hot-blast stoves, and near the stack at the boilers of furnaces working on spiegel and ferromanganese, contain about 15 per cent. total potash, of which 10 per cent. is water-soluble. The potash occurs mostly as potassium sulphate, a very small amount being present as potassium carbonate.

By means of laboratory balling tests and a procedure for determining bentonite concentration in a green ball, the present study revealed that the bentonite savings by mulling concentrate and bentonite prior to balling was sufficient to warrant installation of a full-size unit in a pellet plant. On the basis of this work, a muller was put on stream at Bethlehem Steel Corp.'s Cornwall pellet plant in June 1969, and has operated continuously since then. Plant tests showed that the use of the muller resulted in bentonite savings of about 50% without any loss of green, dry, and fired ball quality. Virtually no maintenance problems have been encountered. This information is important to future pelletizing operations both from the standpoint of product quality and economics.

IN an effort to understand high cycle fatigue, as well as to study the mechanism of fracture in general, a number of researches have been undertaken whereby the fracture properties of a metal have been determined under conditions of repeated cyclic prestsain employing high strains with relatively few cycles. Liu, Lynch, Ripling, and Sachs' showed the effect of a definite strain history consisting of small increments of tensile or compressive prestrain upon the flow and fracture characteristics of metals after a limited number of repeated loadings. Liu and SachsW emonstrated by cyclic straining of the aluminum alloy 24s-T4 that the least reduction in ductility was obtained when the compressive stress was nearly equal to the tensile stress. Attempts have been made to correlate the reduction in ductility under such prestraining with conventional fatigue data, as was done by Liu and co-workers.' The following research was conducted to determine if such reduction as has been noted could be correlated with conventional fatigue data or whether the effect resulted from causes extraneous to the basic mechanism of fatigue failure such as strain aging. It might be pointed out in this connection that the reduction in ductility has occurred in alloys that might be susceptible to strain aging or similar behavior, such as alloy 24s-T4. In the present investigation, the test specimens were prepared from the aluminum alloy 75s-T6 and annealed electrolytic copper. Alloy 75s-T6 is a complex precipitation hardenable alloy, whereas electrolytic copper would not be expected to exhibit strain aging effects, particularly at room temperature. The experimental procedure consisted of prestraining test specimens repeatedly by increasing tension in small increments to various total prestrain values, followed by testing to failure in a tension test. The prestraining as well as the final testing was performed on a tensile machine using special fixtures9 0 maintain concentricity of the specimens. After prestraining, the specimens were unloaded as rapidly as possible and immediately reloaded so that the total time lapse between strains was held to a few seconds. Logarithmic or true natural strain was used in all calculations. The results are presented in Figs. 1 and 2. In the management of oil properties, it is always desirable to know the future behavior of oil wells and oil reservoirs. Some estimation of the quantity of oil and gas that will be produced must be made as a basis for decisions on possible returns on investments in lifting equipment, drilling of additional wells, and other operating expenditures. In new or wildcat areas, operating expenditures are considered highly speculative, but in the completion of partly drilled and the operation of producing fields it is good business to remove as much speculation as possible. An accurate knowledge of oil and gas reserves in such cases would solve many management problems. The term "oil reserves" usually signifies the future ultimate recovery without specifying the method of production. Thus with changing methods and innovations in the production industry, reserves of any definite reservoir may be increased by increasing the portion of oil recovered. The usual reserve estimates are made by comparisons of well and formation characteristics, by using a percentage recovery on the oil content of the formation volume using porosity data, by extending production curves on non-prorated wells, or by extending bottom-hole pressure-production curves. The most reliable method would appear to be one that would estimate the initial quantity of oil and gas present and then obtain percentage recovery values for various productive methods and formations from experience. It is the purpose of this paper to describe a method of estimating the initial quantity of oil and gas present in a reservoir. The method is based on field operating data and the properties of crude oil-gas mixtures. The principles involved, the data required, the assumptions necessary, and an example of the method will be given. The method is entirely independent of sand volumes and formation porosities. Economics has been defined as the useful application of wealth or material resources. The search of alchemists in the Middle Ages for s formula by which base metals might be transmuted into gold was no more intensive than has been the search by all branches of the oil industry for methods whereby the rnatcrial resources of West Texas in the nature of sulfur-bearing oil might be usefully applied. The purpose of this paper is to present in brief space developments that are conceded to possess economic significance. History The first discovery of oil in commercial quantities in the Permian Basin of West Texas was the Westbrook field in Mitchell County in 1920. Three years later the discovery well in the Big Lake field was cornpleted as a small pumper (70 bbl.) at a depth of 3028 ft. In 1925, discovery of the Powell or World pool in Crockett County stimulated activities in the Permian Basin, further establishing the importance of the Permian limestones as sources of production. The years 1925 and 1926 were marked by a period of extensive leasing and drilling activities. At the close of 1926 more than 7,000,000 acres had been leased and discovery wells completed in the Hurdle, Hendricksand Yates fields, definitely establishing the importance of the Permian Basin as a source of production from free-flowing wells. Review of Fields The producing fields in the Permian Basin are grouped on three distinct lines of folding. These may be separately identified as the Big Lake-Powell fold; the Yates, Hurdle, and Church-McElroy area and the Winkler County development. Production is derived from a porous limestone stratigraphically uniform, encountered at depths varying from 900 to 3100 ft. A linear programming model has been developed to solve a production planning problem for a multi-plant stone operation serving several customers. The factors considered are production capacities, inventory restrictions, demand requirements, and available stone reserves. The objective function to be optimized is the total annual net returns from the quarry operations. For the purposes of model testing, annual stone sales from each plant were divided monthwise, productwise, and assigned to a market. The concept of assigning demands to market sectors and not to any particular plant creates the self-correcting interplay between the plants and the markets. Along with the inventory restrictions, and ending inventory requirements, this interaction enables the model to minimize the external diseconomics. The model was tested against an operating prototype and a number of alternative problems were also considered. Finally, the basic linear programming model has been enlarged by the addition of another dimension and the problem has been derived in a decomposition format.

In nzost cases, the driving force for a lattice transformation is produced by supercooling below the equilibriunz transformation temperature. The interfnce reaction in isothermally annealed, multiphase diffusion couples may involve a luttice transformation which also requires a driving force. Direct experinzental evidence has been obtained for the existence of the driring force in the form of a supersaturated phase at the aocc)-0@cc) interface in Cu:Cu-12.5 ult pct A1 couples; the super saturation is equivalent to an excess free energy of approximately 3 cal per mol at 905. A tentatiue interpretation of the dynanzic situation a1 the interface based on the free energy-composition diagram is proposed. THE presently accepted theory of diffusion in multiphase couples1 states that there will be a phase layer in the diffusion zone for every region which has three degrees of freedom and which is crossed by the diffusion path in the equilibrium phase diagram. For binary systems, this restriction excludes all but single-phase fields and, for ternary systems, only one- and two-phase fields are included. In addition, Rhines"~ as well as other investigators3 6 have reported that the compositions of the various phases adjacent to the interfaces are, for all practical purposes, the compositions given by the intersections of the diffusion path with the solubility limits of the single-phase fields of the equilibrium phase diagram. Some studies of the rate of thickening of these intermediate diffusion layers indicate that the thickness of the layer changes para-bolically with time, or: where x is the position of the interface relative to an origin xo, t is the diffusion time, and k is a temperature-dependent factor. crank7 shows mathematically that, if the compositions at an interface are independent of time and the motion of the interface is controlled by the diffusion of the elements to and from the interface, then the segments of the concentration penetration curve for a semi-infinite step-function couple will be described by an equation of the form: hence, Eq. [l] follows from Eq. (21 if the interface compositions are fixed and if the motion of the interface is diffusion-controlled. Although the concept of local equilibrium being attained at interfaces has assumed a prominent role in the theory of diffusion in multiphase couples, experimental evidence and theoretical discussions which challenge the general validity of this concept have been reported in the literature. arkeen' has stated that strict obedience to the conditions set by the equilibrium phase diagram cannot be expected in any system in which diffusion is occurring because diffusion takes place only in the presence of an activity gradient. Darken also noted that it is usually assumed that equilibrium is attained locally at the interface although the system as a whole is not at equilibrium, the implication being that the transformation at the interface is rapid in comparison with the rate of supply of the elements by diffusion. ISirkaldy3 indicates agreement with Darken in that he believes the concept of local equilibrium is at best an approximation because the motion of the phase boundary requires that there be a free-energy difference and, hence, a departure from the equilibrium composition at the interface. Seebold and Birks9 have stated that diffusion couples cannot be in true equilibrium, but the results obtained are often in good agreement with the phase diagram. The initial deviation from equilibrium in a diffusion couple will be quite large because alloys of significantly different compositions are usually joined together. Kirkaldy feels that the transition time for the attainment of constant interface compositions (essentially the equilibrium values) will be small, although in some cases finite. Castleman and sieglelo observed such transition times in multiphase A1-Ni couples, but at low annealing temperatures these times were quite long. Similarly, ~asing" found departures, which persisted for more than 20 hr, at phase interfaces in Au-Ni and Fe-Mo diffusion couples. Braun and Powell's12 measurements of the solubility limits of the intermediate phases in the Au-In system as determined by microprobe analysis of diffusion couples do not agree with the limits reported by Hiscocks and Hume-Rothery13 who used equilibrated samples. Finally, Borovskii and ~archukova'~ have stated that the determination of the solubility limits of phase diagrams using high-resolution micro-analyzer measurements at the interfaces of multiphase couples is not an accurate technique because of deviations from the equilibrium compositions at a moving interface; diffusion couples may be used to map out the phase boundaries in the equilibrium diagram, but the final determination of the solubility iimits should be made with equilibrated samples. The purpose of this work was to investigate the conditions prevailing at an interface in a multiphase diffusion couple and to compare the interface compositions with those associated with true thermodynamic equilibrium between the two phases. Microanalyzer techniques were used to measure interface compositions in two-phase Cu-A1 diffusion couples annealed at 80@, 905", and 1000°C for various times.

No data have been published on the stabilities of these oxides nor on the phase relations in the system Mo-0. It is probable that the tendency toward oxidation of both the metal and the oxides with low oxygen content in addition to the high volatilization rate of the oxides with high oxygen content have precluded accumulation of reliable data for establishing phase relations. The work to be described was undertaken at various periods from 1937 to 1939 on the Busia gold field, in the eastern province of Uganda. It was decided to examine the possibility of reef prospection by the resistivity method, for it was not known how far the usually disintegrated nature of most reefs in the ubiquitous laterite near the surface would obscure indications obtained by resistivity traverses. The work at the commencement was therefore largely experimental, but the results obtained thereby were satisfactory, and a survey was started at the Government closed area at Amonikakine. With the limited time and resources at the writer's disposal, it was not possible to complete the survey to his satisfaction or to follow up exhaustively all the geophysical indications, but some of the results of the experimental work and the survey were of sufficient interest to be worth recording; in particular the relation between the width of reef, electrode separation and shape of the curve, and the interference effect of constant separation curves over zones of float are significant and useful. Three new veins were located, but only one contained sufficient gold to warrant detailed prospection. This was called the Geophysical reef, and was uncovered over a strike distance of 1140 ft., and there are indications that it extends over a distance of 1990 ft. These results and the recom- mendations consequent therefrom were embodied in a special report to the Uganda Geological Survey. History OF the Field The Busia field is in the southeastern corner of Uganda near the Kenya-Uganda border, and is about 17 miles north of the northeastern corner of Lake Victoria. Gold was first discovered in the area in the stream beds by Davies1,2 in 1932. Subsequently numerous small alluvial claims were worked by prospectors and the area was prospected for reef by a company for periods varying from three to nine months, but was finally abandoned, as the results were considered unfavorable. Further prospecting by the Geological Survey in 1935-1936 under Davies8 and later under the writer4 uncovered three reefs with sufficient gold values to be of economic interest. These were finally taken over by a company known as Borderland Syndicate, which still owns the area, and from September 1937 to the end of 1941 about 13,000 oz. of gold was extracted from reefs of the area proved by the Geological Survey. Opencast mining operations are still proceeding (February 1943). The Amonikakine area lies to the immediate north of that of Borderland Syndicate. A certain amount of prospecting had been done when the writer started work there. As a result of his report, this area was taken over by another syndicate, but little further work was accomplished before it ceased operating because of difficulties of wartime working.

The object of this graphic method is to estimate the weight of the casting, which is to be made from a given pattern, when the cross-section is not a uniform geometrical figure. Such an estimate is a very important guide to the foundryman, who would otherwise guess at the probable weight of a casting of new design, and, in trying to be on the safe side, would probably melt an unnecessary amount of iron. It is also an aid to the designer of a new car-wheel pattern, who must otherwise estimate from general experience the probable weight, have test-wheels made, and correct the pattern afterwards, so as to obtain the weight prescribed. For the method here described, an accurate drawing of the pattern is employed. This gives a closer result than a drawing of the wheel itself, for the following reasons: 1. Calculations based upon the actual dimensions of the wheel involve the erroneous assumption that the specific gravity of the casting is uniform throughout; and upon that basis the calculated weight would be wrong, because the amount of metal poured has shrunk in the mould, acquiring the highest density in the outside chilled portion, and growing less dense through the mottled to the gray portions. 2. Calculations based upon the dimensions of the pattern or " chiller " assume that the cooled metal will not have shrunk, but will have the volume of the pattern and a uniform density. These assumptions, though erroneous, counterbalance each other. For instance, the patterns and the chiller which give a wheel 33 in. in diameter when cold, are respectively 33.5 in. in diameter. This shows a shrinkage for wheel-iron of about & in. (ordinary gray pig is commonly assumed to shrink about 1/8 in.) per foot. Wheels cast in 33.5-in. chillers do not always have the

Equations have been derived to calculate the chemical potentials of the components of liquid binary alloys from liquidus and enthalpy data. The equations are applicable to systems with intermetal-lic compounds of limited solid solubility. The liquidus curve of the Mg-Sn system was accurately redetermined, and the melting point of the compound Mg2Sn was found to be 770.5° * 0.3°C. The thermo-dynamic properties of the liquid alloys were calcu -lated from the liquidus data. The activity of tin shows both positive and negative deviations from Raoult&apos;s law and the relative integral entropy is positive. THE phase boundaries in an equilibrium phase diagram are functions of the thermodynamic properties of the coexisting phases. Specifically, the shape of the liquidus curve near an intermediate compound is determined by the properties of the compound and the liquid phase. Hauffe and wagnerl have derived an equation for the chemical potential differences (ui) of the liquid alloys near the congruent melting point when the heat of fusion of the compound and the liquidus curve are known. In their derivation the temperature dependence of the ui value was neglected, and liquid of stoichio-metric composition was chosen as the reference state. To obtain chemical potentials over the ntire composition range of the phase diagram with the pure components as the reference state, equations have been derived which incorporate the temperature dependence of the chemical potentials. Such a thermodynamic analysis can be carried out when the liquidus curve and the enthalpy values are known. The equations have been applied to the redetermined liquidus curve of the Mg-Sn system to obtain the thermodynamic properties of liquid Mg-Sn alloys. The Mg-Sn phase diagram has been studied by various investigators and the results have been compiled and critically assessed by Hansen.2 Preliminary thermal analyses showed that the basic features of the diagram were correct. The system has one congruent melting compound, Mg2Sn, two eutectics, and some solid solubility of tin in magnesium. However, the published liquidus temperatures show considerable scatter. In order to perform an accurate thermodynamic analysis, the liquidus curve between the magnesium-rich and tin-rich eutectic compositions was therefore redetermined by careful thermal analysis using highest-purity starting materials. EXPERIMENTAL PROCEDURE The magnesium metal (Dominion Magnesium Ltd, Toronto, Canada) had a purity of 99.99+ pct with the following impurities (in ppm): 20 Al, 30 Zn, 10 Si, <1 Ni, <1 Cu, <10 Fe; tin (Cominco Products, Spokane, Wash.) contained 99.999+ pct Sn. The graphite crucibles were machined from graphite rods (United Carbon Products Corp., Bay City, Mich.) which had an average total ash content of less than 30 ppm. All the graphite parts were baked out in vacuum at 950" to 1000°C for a minimum of 24 hr to remove volatile organic materials. The graphite crucibles (3 in. long, 1-5/8 in. OD, 1-3/8 in. ID) were tightly closed with a threaded cover (1/2 in. thick) which had a central thermocouple well (2-1/4 in. long, 5/16 in. OD, 3/16 in. ID). (communication to the Secretary.*) — Mr. Caldecott says on p. 67: "The Dorr thickener shown, while a useful device when crushing with cyanide solution for removing surplus solution from slime pulp prior to air-lift agitation or vacuum filtration, is not adapted to effect as complete a separation of water from settled slime as the ordinary intermittent settlement and decantation." This statement might have passed muster in this country several years ago when. the Dorr thickener was a new device, but its use in hundreds of mills in the United States has demonstrated that as thick a product is being discharged from it as was obtained from the intermittent settling which it has supplanted. • It is interesting to note that recent investigation, especially the work of 11. 6. Coe and G. H. Cleveilger,&apos; in the March Bulletin of the Institute, under the title: Laboratory Method for Determining the Capacities of Slime Settling Tanks, has developed the general theory of settlement and explains the results obtained in practice. Just as free settlement is a function of surface area, so thickening after the zone of free settlement is passed is a function of time. The time required is obtained by the capacity or volume provided in the settler for this thickening zone. Each pulp is a problem in itself, both in regard to free settlement and to time required to reach a commercially finished thickness. Some pulps require 48 hr. and more to reach a density of 40 per cent. solids; others no coarser to the screen test reach a density of 65 per cent.&apos; solids in a fraction of that time. In thickening any pulp a point is reached where the increase in density is so slow as to be commercially unprofitable. When any part of the pulp has reached this point it should pass on for treatment—its place in the thickener should be occupied by pulp which has not yet reached the commercial limit. By doing this the whole volume of the settling tank is kept in active use. Thus the continuous thickener keeps the whole tank at work to its commercial limit, while the intermittent settler has much of its volume occupied at times by pulp which is either quite finished thickening or at least thickened past the commercial point. The mechanical efficiency of the continuous thickener can be the only argument for limiting this statement. In my own experience I have never

During the past few years, the writer has had occasion to take several excursions into the realms of the washability of beds 3 and 4 of the Pocahontas coal and the proper handling of these coals in prepared sizes Fig. 1.—Washability curve for 4 by 2½-in. egg, PocahoKtas coal. Note that definite break occurs at about 1.60 sp. gr., and washing at this gravity removes all heavy rock and slate, amounting to about 5 per cent. Curve 2 indicates a bony coal, and washed egg coal might not have a good appcarance, and would be condemned by visual inspection, although it would be well prepared mechanically. to attain the greatest realization for the operator and yet produce a market product acceptable to the consumer. AS you and anyone else can understand, a great expense and a large supply of things are necessary for parting a quantity of silver by means of aqua fortis. First, as you have seen, it is necessary to have a great abundance of every kind of cucurbit and alembic, of charcoal and wood, and a large number of pounds of a vigorous, well-purified aqua fortis, because for every pound of silver there are of necessity [71v] at least four pounds or more employed from the parting to the coloring of the separated gold. It is also necessary to prove its fineness and to granulate or beat it, to have furnaces and supplies, and to provide for a thousand other necessities which need not be repeated now. The most important thing in this art seems to me to be that it requires continual working night and day with extreme watchfulness and care. For this reason another way, much quicker, less dangerous, and less expensive than the aforesaid one was found by some clever men (alchemists, I believe) in order to avoid such laborious and heavy methods. It produces the substance of the thing exactly as the acid does. If you wish to make use of it in conjunction with the acid it is possible to render great aid to this work although there is a great difference in the techniques of the two. The method used in this parting is as follows: First, make a round or square wind furnace for melting, below ground or above, and of height and size in proportion to the work and as it comes out best for you. Then take a large clay crucible and fill it almost up to the edge with that silver which contains the gold, cut into pieces, and put it to melt with the silver on top of a piece of brick cut to the size of the bottom of the crucible and resting on a grate in the middle of coals that are burning well. When you see that the silver has been made so hot by the fire that it looks white and that it wishes to begin to liquefy, take a little stick of sulphur or a small piece of antimony and put it in. When this is melted, lifting away the charcoal that covers it, put in more sulphur or antimony (for the method is the same with either one) until the silver is very well melted and these materials properly incorporated. Then for every pound of silver that you put in add half an ounce of sheet copper. When this is melted take your crucible out with tongs or pincers and strike the bottom gently on the coals two or three times so that the gold may make a residue on account of

There is no question as to the importance of the part played by the retort in modern zinc smelting. A satisfactory retort should have properties that will result in resistance to slagging action and fire cracks, and have no tendency, or at least only a small tendency, to soften and bend under furnace heat. The life and cost of a retort also are extremely important factors. The trend in zinc smelting during the past few years has been toward longer retorts and .higher charge density. This is caused by the fact that the diameter is limited to 9 or 10 in. because of heat penetration difficulties in larger sizes. Consequently, increasing the length of the retort and density of charge offers the only practical means of increasing the amount of zinc produced per retort. The stiff-ness of a retort perhaps is the most important factor, as slag accumulates in the bottom of a retort which has sagged and very quickly cuts through, often ruining the retorts below. The development of the high-silica retort is a result of the demands made by the trend toward heavy charges. Materials Used for High-silica Retorts The materials used in the manufacture of high-silica retorts at East St. Louis are fireclay, grog and silica flour. Analyses are given in Table 1. The fireclay comes from the St. Louis district. The grog consists of clean firebrick culls, and the silica flour, a very high-grade material, is purchased in the form of a flour that has been ground through 140 mesh.

Grain-gvowth data in zone-refined aluminum and in dilute alloys of copper with this aluminum have been obtained. The amounts of copper added were from 4 to 400 at. ppm. It was found that in both the unalloyed aluminum and the alloys grain growth was characterized by a high value of n in the isothermal growth equation 6n = Kt The inadvertent presence of 1 at. ppm Fe in the alloys was found to he more potent in slowing growth than the purposely added copper. Possible rationalizations of these observations and their general relevance to the theoretical use of gvain-grozvth data have been discussed. Grain growth data of Winegard and his co-workers&apos; on zone-refined tin and dilute tin alloys were analyzed with some success2 in terms of approximate theoretical equations for boundary migration.2-4 In view of this success, experiments were carried out in an effort to obtain similar data on zone-refined aluminum and on dilute copper-in-aluminum alloys. The results obtained were anomalous in several respects and could not be used to test theory. A discussion of these anomalies is presented here; they have been attributed to impurity effects and serve to emphasize the sensitivity of grain growth in general—and the particularly high sensitivity in aluminum—to impurities. The resulting difficulties in the theoretical use of grain-growth data are also discussed. EXPERIMENTAL DETAILS An aluminum bar was zone-refined and leveled by methods similar to those described previously.&apos; The degree of purity obtained is indicated in Table The data in Table I were determined by mass-spectrographic methods through the courtesy of Mr. Thomas A. Johnson of AIAG Metals, Inc.* Three dilute copper alloys with this aluminum were prepared also by methods described previously.&apos; The alloys contained nominally 4, 40, and 400 at. ppm of Cu, respectively (0.001, 0.01, and 0.1 wt pct). Each material was fabricated by swaging and rolling into a round bar about 1/4 in. in diameter with an annealed penultimate grain size of approximately 0.003 to 0.007 cm. In order to minimize preferred orientation the fabrication was carried out in several steps, each consisting of a reduction of about 40 pct followed by a recrystallization anneal. Annealing temperatures for the grain-growth studies were attained by the use of boiling liquids up to 213°C and molten metal baths at higher temperatures. Temperatures were controlled to within 1°C. Samples for measurements were cylinders about 3/4 in. long and 1/4 in. in diameter cut from the fabricated rods. In the interests of sample economy a single sample was used for the grain-growth measurements at each temperature. (communication to the Secretary*):—Doubtless all engineers who have paid more than a casual visit to Russia have come into contact with that formidable document, the " smieta," or estimate of the Russian manager. It is an institution which seems to be inseparable from Russian mining-methods. As Mr. Shockley points out, the year&apos;s costs a agree very closely" with the figures of the smieta made at the beginning of the year. In cases which have come under my notice, I have been satisfied that there had been a good deal of " rigging" of accounts to this end. The sum spent by the manager was carefully kept down to the total of the estimate, because it was well known that no more money would be forthcoming, and when this is done it is not a difficult matter to see that the right amounts come under the right heads in the final accounts. I do not say that this is always the case, but I have come across notable instances. Looking at it from the Russian owner&apos;s point of view, I think that the balance of the argument is usually in favor of the smieta as limiting " impulsive indiscretion" on the part of managers. The Russian Mining Code of to-day leaves much to be desired, but this is thoroughly appreciated by the official world there, and great changes are spoken of for the future. In many, if not in most, cases the laws are interpreted liberally, and a great deal is left to the discretion of the district mining engineer or inspector, with whom it is necessary to keep in close touch. As Mr. Shockley points out, the officials of a mine, who are always Russians, are held personally responsible for accidents resulting to employees, quite independently of any compensation which may be made to the sufferer. This seems startling enough, but I have always found that a penalty is imposed only
